 It has been the 238th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6pm: 

The enemy is trying to keep the temporarily captured territories, focusing efforts on restraining the actions of the Defense Forces in certain directions, at the same time, the enemy attempts to conduct offensive actions towards Bakhmut and Avdiivka.

The enemy is shelling the positions of our troops along the contact line, erecting defensive constructions in some directions and conducting aerial reconnaissance. By violating the norms of the International Humanitarian Law, the laws and customs of war, it continues to strike critical infrastructure and homes of the civilian population.

The enemy launched 4 missile and 11 air strikes, as well as over 10 multi-rocket launcher attacks.

Kyiv, Chernihiv, Vinnytsia, Ivano-Frankivsk, Donetsk, Dnipropetrovsk, Zaporizhzhia, and Mykolaiv oblast suffered from enemy strikes of cruise, aviation and anti-aircraft guided missiles. In Uman, Cherkasy oblast, and Kobleve, Mykolaiv oblast, occupiers used 5 Shahed-136 UAVs of Iranian production. All of them were successfully shot down by the Defense Forces of Ukraine.

The situation did not significantly change towards Volyn and Polissia. The republic of belarus continues to support the armed aggression of the russian federation against Ukraine. The territory of Ukraine is exposed to the threat of missile and air strikes, launch of attack Shahed-136 UAVs from the territory of Belarus. 8 of them were shot down by units of the Defense Forces.

In other directions the enemy fired towards:

Siversk with mortars and barrel artillery, in the area of  settlements Hai and Khrinivka of the Chernihiv oblast;

Sloboda with mortars, barrels and rockets, in the areas of Vovchanski Khutory, Terny, Krasne, Ohirtseve, Strelecha and Khatne settlements;

Kupiansk with barrels and rockets, in the areas of the settlements of Berestov, Dvorichna, Kamianka and Kislivka;

Lyman with mortars, barrels and rockets, in the areas of the settlements of Hrekivka, Hrianikyvka, Nadiia, Novoyehorivka, Zarichne, Serebrianka, Terny, Torske and Yampolivka;

Bakhmut with tanks and artillery, in the areas of settlements of Andriivka, Bakhmut, Bakhmutske, Belohorivka, Maiorsk, Niu York, Opytne, Rozdolivka, Soledar, Spirne and Yakovlivka;

Avdiivka with tanks, mortars and rockets, in the areas of settlements of Avdiivka, Berdychi, Pervomaiske, Karlivka, Krasnohorivka, Marinka, and Novomykhailivka .

Towards Novopavlivka, Zaporizhzhia and the South Buh, the enemy did not conduct active offensive actions. More than 45 settlements along the entire contact line were damaged by fire. 

The occupying authorities of the temporarily captured territory of the Zaporizhzhia region organized the so-called inventory of the housing stock and the “census” of the population. The measures are carried out to find and alienate the housing of local residents who have left the captured territories.

Replenishment of the losses of units of the russian occupation forces at the expense of prisoners caused additional problems to the command. Thus, recruited servicemen from prisons, after receiving weapons, leave their units and look for an opportunity to return to the territory of the russian federation. According to available information, after the damage to the warehouse with ammunition in Kherson oblast on October 17, part of the unit involved in its protection was injured, and the rest managed to escape. russian guard units, under the guise of fighting subversive and intelligence groups, conduct activities to search for deserters.

The occupiers continue forcibly recruiting the local population to carry out fortification works in the area of Kherson, allegedly from among curfew violators and citizens disloyal to the occupation authorities.

Aviation of the Defense Forces of Ukraine launched 20 strikes. 6 buildups of weapons and military equipment, a support point, as well as 4 positions of the enemy’s anti-aircraft missile systems were hit. In addition, air defense units shot down 4 cruise missiles, one Ka-52 helicopter and 13 Shahed-136 UAVs.

Soldiers of rocket forces and artillery hit three control points, four buildups of manpower, weapons and military equipment, an electronic warfare station, one bridge and one pontoon crossing of the enemy.


According to Deputy Head of the Office of the President of Ukraine Kyrylo Tymoshenko, restrictions on power supply will be introduced throughout Ukraine on October 20. In order to minimize the use of electricity, citizens are asked to limit its use from 7:00 a.m. to 11:00 p.m. The use of street lighting will be limited in cities from tomorrow.

Head of the European Parliament, Roberta Metzola announced that the Ukrainian people were awarded the Sakharov Prize “For Freedom of Thought”. He also added: “They stand up for what they believe in. Fighting for our values. They defend democracy, freedom and the rule of law. They risk their lives for us”.

On October 18, the UN’s independent international commission for investigating violations in Ukraine presented a detailed written report to the UN General Assembly. This report recorded a large number of war crimes committed by russian troops, violations of human rights and the international humanitarian law in Ukraine and covered only the events related to the russian invasion at the end of February and in March 2022 in Kyiv, Chernihiv, Kharkiv and Sumy oblasts. It is evident that an expanded written report, which will have broader temporal, geographical and thematic dimensions, will be presented in March 2023.

Recent war events in the east of Ukraine

Kharkiv oblast 

According to the General Staff of the Armed Forces of Ukraine, on the contact line, the enemy tried to attack near Dvorichna, Kupiansk district and Ohirtseve, Chuhuiv distict. Under the fire of our defenders, the invaders retreated with losses. Berestove, Kamianka, Khatnie, Krasne, Kyslivka, Strilecha, Terny and Vovchanski  Khutory were under russian fire.

Based on the information provided by the Center for Emergency and Disaster Medicine, as a result of shelling in the Kupiansk district, two employees of the State Emergency Service were injured when they were returning from a call. Three specialized ambulances were also damaged.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that mine clearance continues in de-occupied Kupiansk, which allows the restoration of electricity and gas supply. Electricity has already been supplied to 8 K consumers, the work continues. Gas supply was restored in Kupiansk-Vuzlovyi village, where more than 4 K people live.

A train arrived at the liberated Slatyne for the first time. Six passengers have headed from there to Kharkiv.

The day before, the enemy launched rocket attacks on Kharkiv and continued terrorizing civilians in Chuhuiv, Kharkiv and Kupiansk regions near the contact line and the border with russia.

The following settlements were shelled with mortars, barrel and rocket artillery: Hatyshche, Khatnie, Krasne, Ohirtseve, Starytsia, Strilecha, Volokhivka and Vovchanski Khutory.

According to the Regional Center for Emergency Medical Care, 2 people were hospitalized with injuries: a 28-year-old woman in the Chuhuiv district and a 57-year-old man in the Kupiansk district.

Mine clearance continues on the liberated territory of the region. Pyrotechnics of the State Emergency Service defused 709 explosive ordnance.

Rescuers extinguished three fires that broke out in Kharkiv oblast as a result of russian shelling. The fires were extinguished in the Osnova region and near Kupiansk, no one was injured.

Donetsk oblast

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that the enemy killed 4 civilians: in Bakhmut, Kurakhove, Kurdiumivka and Siversk. In addition, 8 more civilians killed during the occupation were found in Lyman. Another 12 people were injured the day before.

The invaders continue active shelling towards Donetsk and Horlivka.

Towards Donetsk, Avdiivka city and the Marinka community were under fire. In the Marinka community, there were periodic attacks on Katerynivka and Marinka, in Avdiivka – the downtown was shelled with artillery and Grad MRLs. There were no casualties.

Towards Horlivka, Chasiv Yar, Soledar and Toretsk communities suffered at night. In the Soledar community, there was shelling in Paraskoviivka – 1 apartment and 3 private buildings were damaged. In Chasiv Yar and Toretsk communities, there was shelling on the outskirts – without destruction and casualties.

The State Emergency Service of Ukraine reported that the Service partially resumed work in the liberated Sviatohirsk.

The Donetsk Regional Prosecutor’s Office said that in Lyman, the invaders organized filtration measures for the residents and all those who did not pass it were sent to forced labor. People were kept in cold basements and forced to work at the invaders’ positions.

In the temporarily occupied Mariupol, the invaders dismantled the monument to the Holodomor victims located near the Drama Theater.

During the exchange of women prisoners, which took place on October 17, twelve female defenders from the Donetsk territorial defense were returned to Ukraine.

Luhansk oblast

Towards Bilohorivka, the Armed Forces of Ukraine repelled several enemy attacks. The invaders continue shelling liberated settlements, turning them into ashes. Thus, the day before, they once again opened fire on Stelmakhivka in the Kupiansk region, Bilohorivka, Hrekivka, Nadiia and Novoiehorivka near Lyman.

Towards Bakhmut, the enemy was firing with tanks and artillery along the entire contact line. In turn, the Defence Forces’ aviation launched 24 strikes the day before. 16 buildups of weapons and military equipment, a stronghold and 8 positions of anti-aircraft missile systems were hit. In addition, air defense units shot down 5 cruise missiles and a Su-25 aircraft.

Rocket forces and artillery struck 4 control posts, 5 buildups of manpower, weapons and military equipment, 2 anti-aircraft warfares, 1 artillery object, 2 ammunition depots, an electronic warfare station and other enemy military targets.

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that recently mobilized russians, prisoners, a lot of equipment and anti-aircraft warfares arrived in the region. He noted that the invaders are destroying Stelmakhivka, from which they were recently kicked out by the Armed Forces of Ukraine, with rocket artillery and are trying to organize a counteroffensive towards Lyman.

According to Haidai, it will take about seven years to restore Luhansk oblast after de-occupation.

What is happening now in the north of Ukraine

Kyiv oblast

The Kyiv Regional Military Administration has announced the creation of headquarters for emergency response during the heating season in the oblast. The headquarters will work 24/7 and solve issues related to heating supply.

About 27K facilities were damaged as a result of hostilities in the oblast. Since the early days of de-occupation, the regional authorities together with local administrations and the Government have been working hard to restore the damaged facilities. However, the enemy continues to attack the oblast, targeting critical and energy infrastructure.

Peter Wagner, Head of the Service for Foreign Policy Instruments of the European Commission, met with specialists of the State Emergency Service of Ukraine. During the inspection at the demining site in the Bucha region, he had an opportunity to see the work of EOD teams and disposal of explosive objects left by the russian invaders.

In Kyiv, the heating season will start on October 20. According to Mayor Vitalii Klytschko, this decision was made due to weather conditions, as well as the need to save electricity (the usage of electric heaters and air conditioners by residents will overload the power supply system).

The Kyiv Regional State Administration reported that construction debris is continuously being cleared from the territories of Kyiv oblast. Over the past week, more than 200 tons of debris were taken out of the Velyka Dymerka community.

As reported by the Kyiv City State Administration, traffic on Zhylianska Street in Kyiv has fully resumed. The roadway has been cleaned of construction rubble and restored after the consequences of a russian drone strike on a residential building, which killed 5 Kyiv residents. The dismantling of the damaged building continues.

The police seized an “Orlan 10” UAV in the Vyshhorod region. The enemy reconnaissance drone was found by a local resident in a forest area. According to Head of the Kyiv region police Andrii Nebytov, the appropriate law enforcement agencies will determine what objects it was filming.

Zhytomyr oblast

According to the report provided by the Zhytomyr RMA, the power supply has been almost completely resumed for the residents but emergency blackouts may occur due to low voltage and limited capacity of backup networks.

The mayor of Zhytomyr Serhiy Sukhomlyn informed that due to the shelling of the energy facility by russians in Zhytomyr, city enterprises and municipal electric transport do not have enough power to operate. It is planned to introduce technical power cuts, which will last 1-2 hours, instead of rolling blackouts. According to the city council, this is due to the load on transformer substations.

The police have initiated a criminal proceeding over the missile strikes in Zhytomyr on October 18. It was preliminarily established that one missile hit an infrastructure facility, and the other – a private company premises, damaging a warehouse and agricultural machinery. Doctors have also reported that a security guard of the company was hospitalized with a shrapnel wound.

According to the investigation, the enemy launched several X-101 (air-to-ground) missiles at critical infrastructure facilities. One missile was downed by air defense forces.

Currently, there are 71,547 internally displaced persons in Zhytomyr oblast who evacuated due to the russian invasion and registered at the place of residence in the oblast. The Department of Social Protection of the Population reported that they are currently preparing the buildings where IDPs reside for the autumn-winter period and providing accessibility features for persons with limited-mobility.

The Social Kitchen has started working in Zhytomyr to provide free hot lunches to IDPs and vulnerable populations. The project was made possible by the Caritas-Spes charitable foundation and the support of partners from Italy, who provided equipment for hot and cold working areas and covered the financial costs.

Sumy oblast

Last night, at about 10 pm, the russians opened fire from barrel artillery on the Seredyno-Buda community. According to Dmytro Zhyvytskyi, Head of the Sumy Regional Military Administration, there were 12 incoming shells in total. The consequences are being clarified. The rest of the night was quiet.

According to the Sumy Regional Military Administration, the bridge over the Psel river in Byshkin village, Lebedyn region was rebuilt after having been destroyed in March by the occupants. Now the community residents have a direct short route to Sumy. In total, 350 bridges and overpasses have been destroyed in Ukraine since the beginning of the war, 10 of them are in Sumy oblast.

Sumy oblast has received four generators and three heat guns from the UN Refugee Agency in Ukraine to provide support for social and medical institutions. One of the generators was urgently transferred to the hospital in the Shostka community which suffers the most from power outages. Also, this medical institution will be used as one of the heating points for the community residents, if necessary.

Yesterday, firefighters of Sumy oblast eliminated the consequences of dry vegetation fire twice. The incidents occurred in Korovyntsi village of the Romny region and in Shostka town.

According to the Security Service of Ukraine Office in Sumy oblast, a resident of Okhtyrka region will be charged for voluntary cooperation with the russian military during the occupation of Sumy oblast. The man was passing crucial information about the location of the Armed Forces of Ukraine, helping the enemy with safe routes throughout our territory, as well as illegally storing ammunition and explosives.

The Trostyanets City Council reported that from now on students of secondary schools and fighters of volunteer formations can use public transport for free. The same goes for the students of the local lyceum.

Chernihiv oblast

According to the General Staff of the Armed Forces of Ukraine, the enemy continued shelling the communities of Chernihiv oblast. The army of the russian federation opened fire from mortars and barrel artillery on Hai village of the Sosnytsia region near Siversk. At the same time, the russian military dropped a munition using a drone near Bleshnya village of the Semenivka community.

Around midnight, the occupiers fired mortars near Khrinivka village of the Snovsk community. There were 8 explosions.

According to the ‘North’ Operational Command, in the afternoon, the Ukrainian Armed Forces shot down two enemy missiles near Kipti village, Chernihiv region. Fortunately, there were no casualties.

Vyacheslav Chaus, Head of the Chernihiv Regional Military Administration informed that an enemy UAV was destroyed in one of the city neighborhoods. The servicemen of the Armed Forces of Ukraine drove the aircraft away from residential buildings and shot it down in the industrial zone. Unfortunately, it was not possible to avoid casualties: three civilians were wounded, two of them are in serious condition.

The Security Service of Ukraine reported that law enforcers detained a resident of Chernihiv oblast who collected and passed information on locations of military facilities, state and medical institutions to the russians. The traitor is a Sievierodonetsk native, who lived in Chernihiv oblast for the last few years, had the status of a temporarily displaced person, and was recruited by russian special services at the beginning of the full-scale invasion.

According to the Chernihiv Regional Military Administration, another batch of humanitarian aid arrived to Chernihiv from Germany. The German city of Arnsberg sent medical beds with an electric drive and orthopedic mattresses, wheelchairs, as well as hygiene products and other necessary items, including food for animals.

The Agency for Municipal Initiatives reports that Chernihiv residents are planning to conduct another bike ride. The event to be held on October 22 will be charitable – the funds raised will be used for the reconstruction of destroyed buildings.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Russian occupation forces terrorized Dnipropetrovsk oblast all night. Kryvyi Rih and Nikopol regions were attacked. In the Kryvyi Rih region, the occupiers hit an energy infrastructure facility. There is significant destruction. Settlements in Sofiivka, Shyroke, Zelenodolsk, Apostolove communities and one of the districts of Kryvyi Rih remained without power. Due to power outages, pumping stations do not work either, so there is no water supply. Also in Kryvyi Rih, the enemy attacked a residential building. There is damage to the roof and ceiling of the apartment. No casualties are reported.

Head of the DOR Mykola Lukashuk says that in the Nikopol region there was shelling with Hurricanes, Hrads and barreled artillery in Marganets and Chervonohryhorivka communities. People are unharmed, private houses are affected. 

Due to shelling by the russian army in the village of Velyka Kostromka of the Zelenodolsk community in the Kryvyi Rih region, more than 100 residential buildings and apartments were damaged, of which four were completely destroyed. Volunteers bring building materials so that people can somehow restore housing.

Vinnytsia oblast

The Vinnytsia RMA reports that the Russians again launched a missile strike on energy facilities. 

The Vinnytsia City Council reports that the SSU detained four residents who filmed and sent videos with attack results. One of them videotaped the consequences of the kamikaze drone attack, which shows the scale of the destruction of critical infrastructure, and sent it to colleagues, the other three also shared the video with friends. Within half an hour, russian propagandists received the video and an hour later there was a second rocket attack, which caused even worse destruction and injury to people. 

Almost UAH 1.5 million for the needs of the Armed Forces of Ukraine was raised at the auction “Date for Donation”. It is organized by volunteers of the Tykho Charitable Foundation from Ladyzhyn in Vinnytsia oblast. Among the lots are also dates with famous personalities, in particular the leader of the band “Okean Elzy” Sviatoslav Vakarchuk.

Kirovohrad oblast

In Kropyvnytskyi, a photo exhibition Behind Your Shoulder was opened. It showed portraits of women waiting for their beloved ones from the war. Each of them has chosen an image or a thing that resembles the one they are waiting for.

Poltava oblast

Residents of the village of Checheleve, the Kamianopotokivka community in Poltava oblast, began to receive financial assistance. Head of the community Anna Samoiliuk says that a total of 80 farms were damaged. Losses amount to UAH 6 million.

Cherkasy oblast

A charity concert Stolen Ukrainian Songs took place in Cherkasy. The concert program featured musical works that were appropriated by russians. The organizers raised funds for a thermal imager for a company of counter-sabotage struggle of the Cherkasy territorial defense.

The Kaniv city territorial community handed over three laser rangefinders SOVA A1-2000, worth almost UAH 27 K to compatriots who are now defending the country towards Donetsk.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

As reported by the Zaporizhzhia RMA, the day before, russian troops launched three air strikes on the regional center from Shahed 136 kamikaze drones.  As a result of the attack, a fire broke out at the infrastructure object.

A missile hit a warehouse for storing vegetables in one of the districts of Zaporozhzhia. There are no casualties.

Huliaipole and the settlements of Polohy, Orihiv, and Vasylivka regions were under russian fire. The police registered around 30 reports about the destruction of residential infrastructure. Private houses, educational institutions, shops, vehicles and other objects came under the occupiers’ fire.

A school in the village of Novoyakovlivka and a private dairy farm in the village of Iurkivka, Zaporizhzhia region, became objects of “liberation” for the occupation forces. The premises were partially destroyed, and the farm animals that were on the territory of the enterprise were killed. There are 13 injured citizens.

As a result of shelling, three people were killed, and another 8 injured in Orikhiv as a result of an MLRS attack. The shelling lasted almost seven hours. Private houses, the city council building, and an educational institution were destroyed. Currently, there is no electricity and water supply in Orihiv. Utility services are repairing the infrastructure.

Director General of the IAEA, Raphael Grossi, announced the restoration of power supply to the Zaporizhzhia NPP from the external line after russian shelling damaged the substation in the territory controlled by Ukraine.

Mykolaiv oblast

The enemy struck the Bereznehuvate community with two S-300 missiles. Without human losses.

As a result of yesterday’s attacks on the regional center, the police documented damage to a high-rise building, 41 apartments, a private residential building, premises of shops, catering establishments, an administrative building, a theater, and cars.

Сritical infrastructure on the territory of the Olshanske community was also damaged.

Restoration of damaged private and multi-storey buildings and infrastructure facilities continues in Mykolaiv oblast. In particular, almost 10K square meters of window openings were covered with OSB-sheets and 22 roofs on multi-storey buildings were restored in Mykolaiv. 58 double-glazed windows were replaced in one of the hospitals, other windows were covered with film and OSB sheets. All windows were covered with OSB sheets and film in another two medical facilities. Currently, the restoration of educational infrastructure, damaged by enemy shelling, continues in Mykolaiv. Municipal workers in Mykolaiv asphalted the sections of roads hit by russian rockets.

On October 19, the workers of the utility company began covering the monument to St. Nicholas with sandbags in Kashtanovyi Square. After several hits close to the monument, local authorities decided to protect the monument from possible damage and destruction.

Food kits will be delivered to families with children in Mykolaiv. Humanitarian aid will be provided to family-type homes, foster homes, low-income families, families with many children, foster families and others. The weight of one package is 8.5 kilograms. The grocery set includes stewed pork, canned fish, oil, tea, sugar, flour, pasta, rice, wheat groats, and oatmeal. Their content may vary slightly. The first batch of 1K packages as part of the “SOSCHILDREN” project was unloaded at one of the city’s humanitarian warehouses. The second batch of the aid is expected soon. It will be distributed among families with children in Halytsyniv and Bashtanka territorial communities.

Odesa oblast

At dawn, border guards shot down a Shahed-136 drone with small arms in Odesa oblast. This was reported by the State Border Guard Service of Ukraine.

The enemy naval group in the Black Sea consists of 10 ships and boats maneuvering along the Crimean coast. 2 large amphibious ships and 2 cruise-missile carriers, including a submarine, are ready to launch 12 Kalibr missiles.

The “South” Operational Command reports that the threat of missile and air strikes, attacks by kamikaze strike drones from the temporarily occupied territories of Kherson oblast and Crimea, as well as from the Black and Caspian seas, remains high. 

The photo exhibition “The war is not over yet” was opened in the Odessa City Garden. The photo exhibition is dedicated to media men and women who joined the Armed Forces of Ukraine, and record the course of the war. According to the Institute of Mass Information, 40 Ukrainian and foreign journalists were killed by the russians.

Kherson oblast

The situation in the South Buh direction remains complex, but controlled by the Defense Forces. Our units continue active combat operations and concentrate main efforts on holding the liberated territories and creating favorable conditions for the development of further offensive and liberation of populated areas captured by the enemy.

The enemy continues active defense, at the same time, trying to establish logistics, replenish units with personnel and equipment after losses. The main efforts are focused on counter-battery resistance, holding the positions and lines to which it withdrew and equipping them. Drone attacks and missile strikes on critical infrastructure facilities continue.

Closer to midnight and throughout the night, the enemy attacked the southern regions from the sea with kamikaze drones of the Shahed-136 type. All 13 kamikaze drones were destroyed by air defense forces, National Guard soldiers and border guards.

At night, the enemy attacked the positions of our units in the north of Beryslav region with a pair of Mi-8 helicopters. In the morning, during an attempt to launch a second air strike, our anti-aircraft missile units shot down a Ka-52 attack helicopter there. Enemy aircraft made 3 strikes near Davydiv Brid.

Our aircraft launched 15 airstrikes on enemy strongholds and buildups of manpower and equipment. Enemy losses include 84 soldiers, 2 self-propelled large-caliber howitzers of the type “Akatsia” and “Msta-S”, a tank, 3 units of armored vehicles, as well as 3 warehouses with ammunition in Beryslav and Bashtanka regions.

The occupiers are taking measures to covertly move military equipment and personnel. The enemy is blocking the work of mobile operators and the Internet for this purpose in the settlements of Tavriisk and Nova Kakhovka, Kherson oblast.

Putin announced the introduction of martial law in the occupied territories of Ukraine, including Kherson oblast. His decree takes effect at midnight.

On October 19, the occupation authorities began the so-called “evacuation” to the left bank of the Dnipro. Collaborator Saldo states  that those who want to leave Kherson are collected in the Kherson port and transported by boats to Oleshky and Hola Prystan. Those who cooperate with the occupiers are the first to be taken away. He also reported that all bodies of the occupation authorities had moved to the left bank of the Dnipro.

Head of the Kherson regional military administration, Yaroslav Yanushevich, called on the city’s residents to ignore everything the occupation authorities say or demand. According to him, the occupiers want to take Kherson people hostage and use them as “human shields”.

The russian army once again shelled the communities of Beryslav region with tanks, barrel and rocket artillery. There are killed and wounded among the civilian population. Over the past day, the police opened 38 criminal proceedings on the facts of war crimes committed by the russian army in Kherson oblast.

A 60-year-old man was blown up by an enemy mine in the Beryslav region. He has traumatic amputations of both lower limbs. Now the victim is in the hospital.

Information about the facts of looting by the military personnel of the aggressor country continues to come from the temporarily occupied territories. The occupiers take local cars and trucks, take away furniture and household appliances from the houses and apartments of civilians.

Latest news for today in the western regions of Ukraine

Volyn oblast

The RMA reported that stability of traffic at the Yagodin checkpoint was achieved. As of October 18, the line consists of 150 trucks with a total weight of over 7.5 tons, which is 20 times less than the peak loads in September. 

The Volyn RMA reported that two more women from Volyn were released from captivity. Kateryna Pavlenko, a native of the village of Chetvernya, Lutsk district, and Olena Biyovska, an operating nurse, who was born in the city of Volodymyr, returned home.

An SUV was handed over to the border guards. The car was purchased with the support of the CF Dobrota.

Students and teachers of the Boholiub Lyceum collected UAH 40K at two charity sweets fairs. The proceeds were used to buy two diesel generators and shoes for the military.

A chapel was consecrated on the territory of the military town of the Svitiaz department. It was built in honor of the Holy Great Martyr Yuri the Victorious for military personnel, so that the soldiers would have a place to restore peace of mind.

A memorial plaque to Hero Vadym Marushka was opened in Smolihiv. A commemorative sign was installed on the building of the Smolihiv gymnasium.

Zakarpattia oblast

The Department of Health Care of the Zakarpattia Regional Government received an order to prepare documents for sending soldiers for rehabilitation abroad on an ongoing basis. Zakarpattia oblast has started discussing this issue with EU partners.

Head of the RMA, Viktor Mykyta, visited the soldiers undergoing treatment and rehabilitation at the Regional Clinical Center of Neurosurgery and Neurology in Uzhhorod.

The RMA reported that Zakarpattia oblast received over 1K beds with mattresses for forcibly displaced persons.

Ivano-Frankivsk oblast

Head of the Ivano-Frankivsk RMA, Svitlana Onyshchuk, announced that during the air alert, a russian missile hit a critical energy infrastructure – the Burshtynsk TPP. As a result of the rocket hitting, a fire broke out at the CHP plant. 76 rescuers and 26 special vehicles were involved in extinguishing the fire. The fire was extinguished. There are no casualties. 

Head of the RMA, Svitlana Onyshchuk, presented awards to the Carpathian rescuers who extinguished the fire at the Burshtynsk TPP. 15 rescuers were awarded.

From Ivano-Frankivsk oblast, 3 all-terrain vehicles purchased by the CF Virni were sent to the front line. Cars were serviced and painted. The cars are equipped with a night vision system that will help fighters move with their headlights turned off.

Lviv oblast

The RMA reported that there are 131 stationary heating points for the population in Lviv oblast. The heating points will start working with the onset of cold weather. 

In Ivano-Frankivsk and Mostysk communities, a mobile medical team (medical tent) from the Sheptytskyi Hospital started working. Doctors will provide free examinations for IDPs and community residents.

The regional center of emergency medical care received an emergency medical aid car from the parish of St. Volodymyr of the city of Hanover. The Mercedes-Benz vehicle is fully equipped with the necessary equipment to provide high-quality medical care.

In the RMA, a meeting with representatives of the German organization Freunde Helfen Konvoi was held to discuss humanitarian aid.

The rescuers of Lviv oblast received two fire engines with towers that reach 30 meters, as well as equipment for removing people from a smoky room. The help was provided by the German organization Freunde Helfen Konvoi.

The Lviv City Council reported that at the team championship of Ukraine in billiards, players from Lviv and other regions of Ukraine collected funds for a car for the Armed Forces. 

In Lviv, children received school backpacks with stationery purchased by the Children’s Service Administration, the CF Ridney and the Avalon investment and development company.

The exhibition called Face of Logistics of the Armed Forces was opened in Lviv. The exhibition consists of 16 author’s photographs by Oleksandr Babich, Serhii Katash and Mykhailo Lebediev. They demonstrate activities of the military units of the Armaments Command of the Logistics Forces of the Armed Forces of Ukraine during the full-scale invasion of russia. In the future, new photos from other areas of work will be added to the photo project Face of Logistics of the Armed Forces of Ukraine, and the geography of the display will cover the entire country.

Rivne oblast

A pregnant woman and a man who died during a drone attack in Kyiv were from Rivne oblast.The body of a young woman in the 6th month of pregnancy and her husband were found under the ruins of the house on October 17.

In the Rivne Regional Center for National-Patriotic Education, Tourism and Local Lore, students are making keychains from the downed russian Orlan drone. Souvenirs are distributed among those who bring socks for the Armed Forces.

Artist Kostiantyn Kachanovskyi from Rivne joined the ‘cultural landing party’, which creates bright photo zones in liberated cities. Patriotic murals have already appeared in Balaklia and Kupiansk.

Ternopil oblast

The Ternopil RMA took part in the online meeting of the Ministry on Reintegration of the Temporarily Occupied Territories of Ukraine chaired by Deputy Minister Oleksiy Borodai. They discussed hosting displaced persons in places of compact living.

A peaceful rally in support of prisoners of war was held in Ternopil. The purpose of the rally is to emphasize the fact that hundreds of Ukrainian soldiers are still in captivity, and their relatives have no contact with them.

Mayor of  Izium, Valerii Marchenko, thanked the Ternopil rescuers who helped restore the city’s infrastructure.

35K energy bars were handed over from Ternopil oblast for soldiers on the front lines. The total weight of goodies is over 3 tons.

Khmelnytskyi oblast

34 supporting educational institutions of Khmelnytskyi oblast will receive financial assistance from UNICEF equal to 3K dollars for each institution. 

Chernivtsi oblast

Command and staff exercises were held on joint interdepartmental actions in difficult weather conditions of the autumn-winter period of 2022-2023 and elimination of their consequences. They were attended by representatives of the RMA, the Main Department of the State Emergency Service, the highway service in Chernivtsi oblast, the Office of Ukrtransbezpeka, the Main Department of the National Police, and the Department of the Patrol Police.

Secretary General of the Alliance, Jens Stoltenberg, reported that NATO in the coming days, will provide Ukraine with systems for combating drones, in particular, the Iranian “Shahids”. Head of the European Commission, Ursula von der Leyen, announced that the European Commission allocates 2 billion euros to Ukraine and will allocate even more by the end of the year.

Germany handed over to Ukraine 5 additional Bergepanzers, 2 armored repair and evacuation vehicles, as well as winter military uniforms and equipment.

Head of the Ministry of Foreign Affairs, Dmytro Kuleba, stated that Greece began the transfer of BMP-1 to Ukraine. 

The Ministry of Defense of the Federal Republic of Germany, announced that by the end of the year, Germany will transfer Dingo armored vehicles, anti-drone systems, additional Panzerhaubitze 2000 howitzers and MLRSs to Ukraine. 

Poland received 147 million euros from the EU to help Ukrainian refugees. According to the Ministry of Internal Affairs of Poland, 1.3-1.5 million Ukrainian refugees are currently in the country.

Minister of  Defense of Great Britain Ben Wallace urgently left for the US to discuss the security situation in Ukraine.

Head of the Ministry of Foreign Affairs of Lithuania, Gabrielus Landsbergis, called for the introduction of sanctions against Iran for supplying drones to the russian federation.

Hungary opened a large railway terminal on the border with Ukraine for transshipment of containers from a broad gauge to a narrow one. This project will make it possible to establish an overland route for the supply of Ukrainian grain to the ports of the northern Adriatic.

Representatives of Return Alive, Ukrainer and GogolFest created the KLYCH organization  to strengthen and coordinate actions in support of Ukraine around the world. The project already cooperates with organizers of the largest pro-Ukrainian actions in the US, including New York, Boston, Chicago, Austin, San Antonio, Atlanta and many other cities.

British King Charles III met with Ukrainian refugees during his visit to Scotland. At the reception in the City Hall, the king talked with Ukrainian citizens about the evacuation, arrival in the city of Aberdeen and the problems they faced.

The European Parliament awarded the Ukrainian people and their elected leaders with the Sakharov Prize For Freedom of Thought.

A book of Volodymyr Zelenskyy’s speeches will be published in Great Britain. All funds from its sale will go to United24 – a fundraising platform supporting Ukraine.
