It has been the 424 th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

The russian federation does not abandon its plans to occupy the territory of Ukraine. The russian army continues to violate International Humanitarian Law, as it targets and shells the positions of Ukrainian troops and civilian infrastructure alike, terrorizing civilians.

Russian troops launched 28 air strikes and around 10 MLRS attacks at the positions of Ukrainian troops and various settlements. The attacks have wounded civilians, destroyed and damaged private residential buildings and other civilian infrastructure.

Ukraine is still under the threat of missile and air strikes.

Russian main efforts are offensive operations towards Bakhmut, Avdiivka and Mariinka. Ukrainian Defense Forces repelled over 45 russian attacks in these areas of the frontline during the day of April 23. The fiercest fighting is for Bakhmut and Mariinka.

Towards Volyn and Polissia, the operational situation remains stable. No signs of formation of an offensive group. Certain units of the armed forces of the republic of belarus continue their missions in the areas bordering Ukraine. Some units of the territorial troops of the russian armed forces continue their deployment on the territory of belarus.

Towards Siversk and Sloboda, a certain number of russian troops remain stationed in the areas of Bryansk, Kursk, and Belgorod oblasts (russia) bordering Ukraine. Russian soldiers shelled the settlements of Chervona Zorya (Sumy oblast), Hoptivka, Zelene, Neskuchne, Budarky, Milove, and Krasne Pershe (Kharkiv oblast).

Towards Kupyansk, the russian army fired from artillery at the settlements of Dvorichna, Hryanykivka, Masyutivka, Lyman Pershyi, Kyslivka, and Berestove (Kharkiv oblast).

Towards Lyman, the russian army did not conduct any offensive operations. Settlements near the front line were shelled with artillery, namely Makiivka, Nevske, Bilohorivka (Luhansk oblast), Dibrova, Verkhnokamyanske, and Spirne (Donetsk oblast).

Towards Bakhmut, the russian army continues its offensive operations. Heavy battles for the city of Bakhmut continue. Russian military conducted unsuccessful offensives on the outskirts of settlements of Hryhorivka and Bohdanivka. Vasiukivka, Orikhovo-Vasylivka, Markove, Hryhorivka, Bakhmut, Ivanivske, Chasiv Yar, Novodmytrivka, Kostyantynivka, and New York (Donetsk oblast) suffered from russian shelling.

Towards Avdiivka, russian troops conducted offensive operations in the vicinity of Novokalynove and Pervomaiske (Donetsk oblast). The russian army suffered heavy losses and gained no success. Russian troops shelled settlements near the front line, including Novokalynove, Avdiivka, Lastochkyne, Pervomaiske, Karlivka, and Nevelske (Donetsk oblast).

Towards Mariinka, Ukrainian soldiers repelled numerous russian attacks in the northern and central parts of the settlement of Marinka, as well as in the vicinity of Novomykhailivka (Donetsk oblast). At the same time, the settlements of Krasnohorivka, Heorhiivka, Marinka, Novomykhailivka, and Paraskoviivka (Donetsk oblast) were shelled by the russian army.

Towards Shakhtarsk, the russian army did not conduct any offensive operations. Russian troops shelled the settlements of Bohoiavlenka, Novoukrainka, Vuhledar, Zolota Nyva, and Velyka Novosilka (Donetsk oblast).

Towards Zaporizhzhia and Kherson, the russian army stays on the defensive. The russian army  shelled over 35 settlements, including Vremivka (Donetsk oblast), Malynivka, Huliaipole, Zaliznychne, Huliaipilske, Bilohirya, Mala Tokmachka, Novodanylivka, Novoandriivka, Kamyanske (Zaporizhzhia oblast), Zolota Balka, Beryslav, Vesele, Ivanivka, Inzhenerne, Antonivka, Dniprovske, Veletenske, Kizomys (Kherson oblast), and the city of Kherson.

With no significant achievements on the battlefield, the russian armed forces and “wagner group” private military company are attempting to find someone to blame for the defeats. They shift the responsibility for their own tactical miscalculations and losses suffered onto each other. As a result, a fight between russian armed forces and PMC wagner mercenaries broke out in the settlement of Stanytsia Luhanska (Luhansk oblast) recently. It escalated into a shootout with participants on both sides killed as a result.

The russian army continues to suffer heavy losses on the battlefield. All medical facilities in the temporarily occupied territory are overcrowded with wounded russian soldiers. As a result, the russian army is forced to use educational institutions in the temporarily occupied territories for its own purposes. For example, russian troops re-purposed a local school in the settlement of Mistky (Luhansk oblast) into a military hospital. It holds a large number of wounded russians. In addition, all medical institutions with admitted russian soldiers are in great shortage of medicines and bandages.

The Ukrainian Air Force launched 11 air strikes on the buildups of russian troops and military equipment. 2 Merlin and 1 Orlan-10 reconnaissance UAVs of the russian army were shot down.

The President of Ukraine, Volodymyr Zelenskyy, ratified sanctions against 40 individuals and 382 legal entities. 

According to the Prime Minister of Ukraine, Denys Shmyhal, a joint declaration was signed with 30 countries, the Council of Europe, the EU and the European Committee of the Regions. This declaration confirms the readiness to take patronage over regions affected by russian terror. Shmyhal also added that Ukraine has joined the EU Civil Protection Mechanism.


Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, Dvorichna, Hrianykivka and Hoptivka were targeted. Russian troops shelled at least 12 settlements.

Oleh Syniehubov, head of the Kharkiv RMA, reported that the enemy continues to attack the border settlements. There are 40 to 60 attacks daily. In addition, about 550 thousand hectares of agricultural land, of which 250 thousand hectares this year, have to be demined. The number of pyrotechnic teams in the region has increased to 40, which is more than 250 specialists.

Last night the enemy launched missile attacks on Kharkiv and Kharkiv oblast.

In Kharkiv, one of the missiles hit the ground. Another missile probably exploded in the air over the territory of a vegetable factory. Greenhouses and workshops were damaged. As a result of a missile strike on Kotliary village, Kharkiv region, 2 private buildings were destroyed, 10 buildings, 1 garage and 4 cars seriously damaged. Fires broke out. There were no casualties.

Yesterday, the enemy attacked settlements in Kharkiv, Kupiansk, Chuhuiv and Bohodukhiv regions. Specifically, Kupiansk, Vovchansk, Tymofiivka, Novomlynsk, Zapadne and other settlements were under enemy attack. There were no casualties or large-scale destruction.

Humanitarian de-mining is ongoing. Yesterday, pyrotechnics of the State Emergency Service inspected more than 14 hectares of territory and defused 132 explosive ordnance.

Donetsk oblast

Oleksii Dmytrashkivskyi, spokesman of the Tavriisk Defence Forces reported that the russian military shelled Vuhledar with FAB-500 aircraft bombs yesterday. The shelling destroyed several entrances of an apartment building. Anastasiia Miedviedieva, spokeswoman of the Donetsk Regional Prosecutor’s Office said that there was no information on the casualties.

Donetsk police informed that the russian military damaged 20 private buildings in Bakhmut and 15 private buildings in New-York.

Four hundred cows from a Bakhmut farm have been moved to Dnipropetrovsk oblast. The Bakhmut dairy farm, where they lived before the full-scale invasion, was destroyed.

Vadym Liakh, head of Sloviansk City Military Administration, reported about the shelling at night. There were no casualties. The S-300 missile hit the Lisnyi district near the quarry. Several private buildings were damaged.

Towards Volnovakha, russians launched 2 air strikes on Vuhledar, 6 air strikes and destroyed a 9-storey building. A private building in Bohoiavlenka was also damaged.

Towards Donetsk, 1 person was injured in Ocheretyne. Marinka and the outskirts of Kurakhove were under attack and there were isolated attacks in Avdiivka.

Towards Horlivka, 20 private buildings were damaged in Bakhmut and 15 in Toretsk community. The outskirts of Soledar and Chasiv Yar communities were targeted.

Pavlo Kyrylenko, head of the Donetsk RMA, said that yesterday russians injured 4 civilians: 3 in Bakhmut and 1 in Ocheretyne. 

Luhansk oblast

Yesterday, it was relatively calm. The invaders did not conduct any offensive actions in Luhansk oblast. However, this did not prevent them from shelling settlements where there are still civilians. The enemy shelled Makiivka, Nevske, Bilohorivka and Dibrova with artillery.

According to the General Staff, in the occupied Stanytsia Luhanska, a fight between russian armed forces servicemen and wagner PMC soldiers turned into a shootout. The conflict resulted in losses on both sides.

Based on the information provided by the Luhansk Regional Military Administration, settlements near the front line were again under enemy attack. The banking system in Sievierodonetsk is practically inoperative and the invaders refuse to accept local products for sale.

What is happening now in the north of Ukraine

Kyiv oblast

In June, reconstruction of the first dismantled building, a five-storey building located on Hostomel Highway which was destroyed by russian shelling, will begin in Irpin. The project is being implemented by the International Organization for Migration (IOM) with the support of Germany at the request of the Irpin City Council. The German government plans to allocate about three million euros for the project. Residents who lived in the building before it was destroyed will be accommodated in the new building.

In Kyiv, Ukrainian Women’s Guard (UWG) conducted combat first aid training for women at the Obolon Vcentri HUB. Participants completed a basic 4-hour practical course and were awarded with certificates. During the training, the girls learnt how to examine and treat a casualty, apply tourniquets and bandages, pack wounds with haemostatic bandage, clear and maintain airway, and treat fractures using splints. According to Olena Biletska, the head of the UWG, these trainings for women are conducted on a regular basis – once or twice a month.

An art installation titled #LightWinsoverDarkness dedicated to Ukrainian power engineers was opened in Kyiv oblast. According to DTEK Kyiv Regional Electricity Networks, the sculpture was installed in Irpin, where about 70% of the grid was destroyed during the occupation. DTEK electrical engineers restored power supply to the city and the entire oblast within 45 days in April-May 2022.

From April 24 to May 24, the lobby of the Golden Gate metro station will host an interactive exhibition “The Real Reasons for the War, or How Russian Propaganda Works”. “For several years we have been studying the methods of soviet and russian propaganda, and now we want to share this knowledge in a convenient and interesting form,” said Valerii Korshunov, the author of the exhibition idea, founder of the European Chornobyl Institute NGO.

The largest automatic air quality monitoring system operates in Kyiv. Its functioning is ensured by 53 European-style observation points. According to the Kyiv City Military Administration, since 2021, seven high-precision air quality monitoring stations have been installed along with a network of 46 indicator sensors. Information from all monitoring stations is processed automatically and displayed in a convenient format in Kyiv Digital app, which allows Kyiv residents to receive up-to-date information about the air quality in the capital.

Zhytomyr oblast

On April 25, an offsite meeting of Andrushivka Humanitarian Hub employees with IDPs from Luhansk Oblast will take place in Zhytomyr. IDPs who have taken refuge in the oblast will be able to receive consultations from human rights activists and government officials, as well as food packages.

The city council reported that Children of the fallen Heroes of Zhytomyr will go on summer holidays to Artek in Bukovel. UAH 3.5 million has been allocated for health improvement and leisure activities.

An exhibition of paintings about women and war was presented by artist Pavlo Husiev in the Zhytomyr Regional Library for Children and Youth. The exhibition is called “The Unbreakable”. According to the artist, his works combine the images of women, war, patriotism and, in general, unbreakable Ukraine.

Sumy oblast

Over the past 24 hours, on April 22, the russians shelled 5 border communities – Esman, Bilopillia, Yunakivka, Myropillia, and Nova Sloboda. According to the Sumy Regional Military Administration, in total, there were 64 mortar bombs and artillery shells fired. As a result of shelling of Esman community, a field of corn caught fire.

According to the SES, Sumy rescuers continue to perform their duties in the border areas of the oblast under constant enemy shelling and provide assistance to civilians suffering from the attacks of the aggressor country. On April 21, as a result of the enemy shelling, firefighters extinguished a fire of dry vegetation spread over a large area in one of the settlements of Shostka region.

A cross-country running race was held in Sumy in the memory of Sumy athlete and coach Serhiy Pronevych, who gave his life for his country. More than 230 athletes from 17 territorial communities of Sumy oblast took part in the competition. The event was attended by the mother of the deceased athlete, who presented the winners with valuable gifts. 

Chernihiv oblast

The SBGS reported that  the enemy opened fire on the border of the Semenivka territorial community from self-propelled artillery, 14 explosions were recorded. 

Local residents have begun construction of a new modern wooden church in the Cossack Baroque style next to the Ascension Church in Lukashivka, which was destroyed in March 2022. About UAH 15 million and 4-5 years will be needed to restore the destroyed Ascension Church in Lukashivka. Therefore, the locals began to build a new church, for the construction of which local farmer Hryhorii Tkachenko donated about UAH 1 million. The project was developed by 62-year-old Serhiy Dotsenko from Chernihiv.

For the first time since the full-scale invasion of russia, communal cleaning works were held in Yalivschyna Park in Chernihiv. About 150 citizens joined the communal works, and about 120 tree seedlings were planted on the other side of the Stryzhen River. The event was arranged to celebrate World Earth Day.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Mykola Lukashuk, head of the DCC, said that the russians dropped an explosive shell from a drone over the Marhanets community in the evening of April 22. 

Serhii Lysak, head of the Dnipropetrovs’k Regional Military Administration, said the russian army once again attacked Nikopol with drones. They dropped dangerous shells. Three people were injured. One man got shrapnel wounds. Two others sustained mine-blast injuries and contusions.

A support centre for internally displaced people from Bakhmut was opened in Kryvyi Rih. The centre provides humanitarian aid and organises various activities for children, including educational ones. So far, 940 IDPs have registered at the hub.

Vinnytsia oblast

Vinnytsia Mayor Serhii Morhunov reported that Vinnytsia and Karlsruhe have signed an agreement and are now twin cities.  Karlsruhe supported Vinnytsia with tents and generators for the Invincibility centres which helped Vinnytsia survive the winter without waiting for a formal procedure. 

​​Fahrenheit, a charity trans-poetry evening in support of the Ukrainian Armed Forces, was held in Vinnytsia. The event featured a presentation of a book by Kyiv poet Oleksandr Kravchenko. A charity auction of enemy military trophies was also held.

Kirovohrad oblast

Volunteers from the UK have brought a Mazda BT-50 vehicle to Kropyvnytskyi for the 79th Separate Air Assault Brigade.

Poltava oblast

The staff of Kremenchuk kindergartens joined in weaving camouflage nets. In total, the employees of preschools wove and sent about 40 nets for the military.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Yuriy Malashko, the head of Zaporizhzhia Military District Administration reported that over the past day, russian army carried out 70 artillery attacks, 4 attacks from multiple rocket launchers and 4 attacks with the use of UAVs against civilian settlements on the contact line in Zaporizhzhia region. Olgivske, Novodanylivka, Kamianske, Gulyaypilske and 14 other villages and towns came under attack. An elderly man was wounded in Stepnohirsk. 

In anticipation of a Ukrainian counteroffensive, the russian army is actively mining fields near Melitopol. With the help of special equipment, the land is literally sown with deadly shells. Farmers who were forced to sow the fields were banned from cultivating the land. It is becoming increasingly dangerous to travel outside of the settlements.

A development center for children with special educational needs was opened in Zaporizhzhia. It was opened in the Inclusive Resource Center in the Voznesenivskyi district of the city.

Mykolaiv oblast

The Mykolaiv RMA reported that on April 22, the russians fired artillery at the waters of the Ochakiv community. There were no casualties or damage.

Sappers continue to demine the de-occupied territories of Ukraine. In Mykolaiv region, more than 110 hectares of agricultural land have been cleared of explosives, and more than 630 explosive devices have been neutralized and destroyed. 332,059 m2 of buildings, 49,439 explosive devices were neutralized and destroyed.

According to the “South” Operational Command, during the evening of April 22 and the morning of April 23, Ukrainian military shot down five  russian kamikaze drones in Kherson and Mykolaiv regions.

Odesa oblast

Over the past week, sappers managed to clear 170 hectares of agricultural land in the south. In Kherson region, more than 60 hectares of agricultural land and over 4000 m2 of buildings were cleared. In addition, about 320 explosive devices were neutralized and destroyed.

Odesa region will be represented at the European Games 2023 by seven athletes. They can preliminarily participate in 10 sports, seven of which are Olympic.

Kherson oblast

Oleksandr Prokudin, head of the Kherson Regional Military Administration said, in the afternoon, russian troops shelled the village of Kizomys in Kherson oblast. They hit the local school building, a law enforcement vehicle and about 25 residential buildings.  Two women were wounded and hospitalized.

In Beryslav district, russian artillery attacked a cemetery on Palm Sunday. The incident occurred in the village of Havrylivka in the Novooleksandrivska community. No civilians were injured.

On April 22, russian forces fired 54 times at peaceful settlements in Kherson region. They fired 236 shells from artillery, multiple rocket launchers, mortars, tanks, ATGMs, drones and aircraft. The settlements of Beryslav, Novooleksandrivka, Mylivka and Tyahyn territorial communities were shelled. Russians attacked Kherson twice, firing 8 shells at the city. One person was killed and two others were injured.

According to the “South” Operational Command, missile and artillery units of the Defense Forces struck at the concentration of russian military manpower and equipment in the Skadovsk district of Kherson region. Two Lancet kamikaze drones and an anti-drone gun, two T-62/72 tanks, two artillery pieces and one anti-aircraft gun, a mortar and a car were eliminated. They also destroyed an observation post and a field supply point of the russian army. 

Natalia Humeniuk, head of the Joint Coordination Press Center of the Defense and Security Forces of the South said, on the left bank of the Kherson region, the russian army is hiding behind the local population to create a human shield on the new defense lines. They are also trying to pull more powerful and trained units as far away as possible.

Latest news for today in the western regions of Ukraine

Volyn oblast

Representatives of UNICEF and the children’s service of the Volyn Regional State visited Shatsk community. They discussed social services for children and families with children.

Zakarpattia oblast

The Volunteers of Zakarpattia NGO organized a charity event during which the most active volunteers were awarded with the Golden Heart of Ukraine award. Benefactors were nominated in the following categories of the volunteer award: “Help to the Armed Forces”, “Volunteers – medics who help the armed forces and the civilian population”, “Volunteers who support vulnerable segments of the population”, “Help to orphanages and orphans” and “Zoo volunteers”.

Vladyslav, policeman from Zakarpattia, while clearing land liberated from the russian invaders in Kharkiv oblast, tripped a mine and blew up. As a result, the bomb technician lost his foot. Currently, the policeman is undergoing rehabilitation in the US and wants to return to his unit for the approaching victory of Ukraine. He undergoes rehabilitation and learns to walk again.

Ivano-Frankivsk oblast

Viktor Synyshyn, secretary of the Ivano-Frankivsk City Council, announced that as of April 22, 2023, 205 servicemen from Ivano-Frankivsk community were killed.

Lviv oblast

Lviv oblast received a mobile Blood Center from the Blåljus i samverkan Swedish CF.

The 24th Royal Brigade received 24 pickup trucks loaded with essential items for defenders and people living in the frontline area from British farmers. Farmers call their action Pickups for Peace, and the machines are mostly given away rather than bought.

In Lviv oblast, a horotherapy project was launched for Ukrainian defenders and their families. The project was initiated by Metta, NGO supported by the US Forest Service.

The RMA reported that the first fair of youth entrepreneurship in Ukraine JUNIOR EXPO 2023 is taking place in Lviv.

John Buckland from West Virginia, who has been wearing a Batman costume for 10 years as part of the Heroes 4 Higher association, visited the children from Yavoriv community. The foreign guest gave the children many positive emotions.

Rivne oblast

A street installation was installed in Berezniv. Three-sided stands display portraits and information about 49 Heroes who gave their lives for the independence and territorial integrity of Ukraine in the war with the invaders.

A safety class was opened at Rokytniv Lyceum # 3. The safety class is divided into several learning zones and equipped with mock-ups of explosive objects, fire safety and first aid equipment.

Ternopil oblast

Oleksandr Tkachenko, Head of the Ministry of Culture and Information Policy of Ukraine, stated that the Ministry created a commission to check the use of the Pochaiv Lavra by the UOC of the moscow patriarchate.

Artem Lysohor, Head of Luhansk RMA, reported that in Ternopil, over 62 food kits and almost 96 family hygiene kits were issued to IDPs from Luhansk oblast during the week in Severodonetsk humanitarian hubs.

Khmelnytskyi oblast

The RMA reported that a charity run was held in Khmelnytskyi to support the needs of combat units of the 15th Mobile Border Detachment Steel Border of the Assault Guard.

Chernivtsi oblast

The RMA reported that a three-day psychological rehabilitation seminar for leaders of NGOs of persons with disabilities on the topic: “Activities of public organizations of persons with disabilities in wartime conditions” has started in Bukovina.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

As of the second half of April, in total, Western partners have handed over and announced 85 Leopard 2 tanks for service to Ukraine. Which countries have announced Leopard 2 and how many: Germany: 18 Leopard 2A6; Portugal: 3 Leopard 2A6; Sweden: 10 Leopard 2A5 (Strv 122); Poland: 14 Leopard 2A4; Spain: 10 Leopard 2A4; Norway: 8 Leopard 2A4; Canada: 8 Leopard 2A4; Netherlands and Denmark: 14 Leopard 2A4.

The Pentagon reported that the US will modernize F/A-18 fighters. Boeing has received a $313.4 million order to upgrade 25 F/A-18 Hornet fighter jets to provide 4K additional flight hours.

Ukraine and France signed a memorandum of understanding on cooperation in the field of transport. The document provides for increased provision of bridges to Ukraine and support for Ukrzaliznytsia.

The G7 countries called for the “extension, full implementation and expansion” of the Istanbul Agreements. This is stated in the communique of the ministers of agriculture of the member countries of the group.

YouTube turned off the monetization of the channel that broadcast the matches of the russian football championship.

From April 25, a non-stop train from Zakarpattia to Austria will start running.

Elon Musk announced that he donated $100 million to aid Ukraine in response to writer Stephen King, who urged him to make a donation to Ukraine. Musk also reposted the tweet of Mykhailo Fedorov, Head of the Ministry of Digital Affairs, dated October 24, in which he thanked for the work of Starlinks in Ukraine.
