It has been the 423 th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

The russian federation does not abandon its plans to occupy the territory of Ukraine. They continue to ignore international humanitarian law, strikes and fires not only at the positions of our troops, but also at the civilian infrastructure of populated areas, terrorizing civilians. 

The enemy launched 3 missile strikes, 24 air strikes and carried out about 20 MLRS attacks. There are dead and wounded among the civilian population, destroyed and damaged private residential buildings and other civilian infrastructure. 

Ukraine is still under the threat of missile and air strikes. 

The enemy is concentrating its efforts on conducting offensive operations towards Bakhmut, Avdiivka and Mariinka. About 40 enemy attacks were repulsed against them. The fiercest battles continue for Bakhmut and Mariinka.

Towards Volyn and Polissia, the operational situation did not change. Some units of the Armed Forces of the republic of belarus continue to perform tasks in the border areas with Ukraine. 

Towards Siversk and Sloboda, the enemy carried out an airstrike on the village of Orlykivka, Chernihiv oblast. They shelled the settlements of Ulanov, Brusky, Stukalyvka, Volfine, Korenivka, Yunakivkaa, Sumy oblast, as well as Timofiivka, Kharkiv oblast. 

Towards Kupiansk, Novomlynsk, Zapadne, Masiutivka, Synkivka, Kislivka and Berestov of the Kharkiv region were hit with enemy artillery fire. 

The enemy did not carry out any offensive operations towards Lyman. Makiivka, Nevske, Bilohorivka, Luhansk oblast and Dibrova, Verkhniokamianske, Spirne, Donetsk oblast were hit with artillery fire.

Towards Bakhmut, the enemy continues to conduct offensive actions. Heavy fighting continues for the city of Bakhmut. Near the settlements of Hryhorivka, Khromov and Ivanivske, the enemy conducted unsuccessful offensive actions. Rozdolivka, Vasiukivka, Orihovo-Vasylivka, Novomarkove, Hryhorivka, Bohdanivka, Bakhmut, Ivanivske, Chasiv Yar, Oleksandro-Shultyne, Bila Hora, Diliivka, Zalizne, Severny, South, and New York, Donetsk region were affected with enemy shelling. 

Towards Avdiivka, the enemy carried out offensive actions in the area of Novokalynovo, Donetsk oblast, without success. They shelled Novokalynov, Stepove, Avdiivka, Tonenka, Pervomaiske and Nevelske, Donetsk oblast.

Towards Mariinka, Ukrainian defenders repelled numerous enemy attacks. At the same time, Krasnohorivka, Heorhiivka, Mariinka, and Novomykhailivka came under enemy fire. 

The enemy did not conduct offensive operations towards Shakhtarsk. They shelled the settlements of Bohoiavlenka, Vuhledar, and Novomaiorske, Donetsk oblast. 

The enemy is on the defensive in Zaporizhzhia and Kherson directions. At the same time, over 30 settlements were shelled Among them are Vremivka, Zelene Pole, Donetsk oblast; Huliaipole, Zaliznychne, Huliaipilske, Bilohiria, Mala Tokmachka, Novoandriivka and Kamianske, Zaporizhzhia oblast; Sablukivka, Beryslav, Kozatske, Tokarivka, Inhulets, Inzhenerne, Antonivka, Bilozerka, Berehove, Kizomys, Kherson oblast and the city of Kherson.

The russian occupiers continue to strengthen the counterintelligence regime in the temporarily occupied territories of Ukraine. Thus, in Enerhodar, Zaporizhzhia region, the number of patrols has increased, personal documents and vehicles have been inspected more carefully at checkpoints. 

Occupiers restricted visits to forest areas. Employees of the FSB of the russian federation take control of citizens of Ukraine who have been spotted in these locations and check their personal data. At the same time, representatives of the russian special services in the city organized covert surveillance of Ukrainian citizens who refused to obtain a russian passport. They take into account the sources of financial income of such citizens. 

Representatives of the FSB of the russian federation are interested in how funds are transferred from the territory under the control of the government of Ukraine to the temporarily occupied territories of the region and how these funds are converted into cash. At the same time, due to the critical shortage of qualified workers at the Zaporizhzhia NPP who are ready to work for the occupiers, the enemy increased psychological and physical pressure on the Ukrainian workers of the ZNPP. Using intimidation, threats, blackmail and torture, the enemy continues to force Ukrianian workers to obtain russian citizenship and sign employment contracts with the russian state corporation rosatom. 

The Air Force of the Defense Forces carried out 8 strikes on the areas of buildup of personnel and military equipment of the occupiers, and units of rocket troops and artillery hit 3 areas of concentration of manpower and 1 warehouse of enemy ammunition.

The commissioner for children’s rights in the President’s Office Herasimchuk reported that russia has created over 70 camps where children are kept. Currently, about 20,000 children who were forcibly deported from the temporarily occupied regions of Ukraine stay there. 

The President of Ukraine, Volodymyr Zelenskyy, signed a draft law on amendments to the Laws of Ukraine “On Citizenship of Ukraine” and “On Ensuring the Functioning of the Ukrainian Language as the State Language” on the conditions for accepting Ukrainian citizenship. Now, it is necessary to pass exams on the knowledge of the Ukrainian language, history and the Constitution of Ukraine to obtain Ukrainian citizenship.


Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, at least 7 settlements in the Kharkiv region were under russian shelling. Specifically, Masiutivka, Synkivka, Kyslivka were targeted.

Volodymyr Tymoshko, head of the Kharkiv Regional police said that yesterday, police officers were under tank attack in Dvorichna when they were delivering humanitarian aid.

Yesterday, russian invaders continued to shell the border and frontline settlements of Kharkiv, Kupiansk and Chuhuiv regions. Specifically, Hoptivka, Vovchanski Khutory, Krasne Pershe, Novomlynsk, Dvorichna, Zapadne, Kotliarivka and Berestove were under enemy shelling. There were no large-scale destruction or casualties.

Mine clearance is ongoing. Yesterday, pyrotechnics of the State Emergency Service defused 120 explosive ordnance.

Donetsk oblast

Oleksii Roslov, head of the Kostiantynivka City Military Administration reported about shelling. There were no casualties.

Referring to Vitalii Barabash, head of the Avdiivka City Military Administration, a woman was injured in the shelling. Since the beginning of the day, russian troops have attacked more than 10 times.

The 36th Separate Marine Brigade named after Rear Admiral Mykhailo Bilynskyi reported that Ukrainian marines destroyed russian mines by dropping a shell from a drone.

Towards Donetsk, one person was killed in Ocheretyne. In Marinka community, 3 private buildings were damaged: in Krasnohorivka, Maksymilianivka and Zoriane. In the morning, Kurakhove was under artillery attack near a state-owned enterprise.

Towards Horlivka, russians launched at least four missiles at Kostiantynivka, damaging 3 two-story buildings, 5 private buildings, 2 buildings on the territory of a social institution and an administrative building. In New-York, 2 people, including a child, were injured. The parents were warned of the danger but ignored it. 6 buildings and an infrastructure facility were damaged. In Bakhmut, 5 more apartment buildings were damaged.

Towards Lysychansk, the outskirts of Lyman community were shelled, with no casualties.

Pavlo Kyrylenko, head of the Donetsk RMA, informed that yesterday russians killed one civilian in Ocheretyne. Two more people were injured.

In the Sviati Hory National Park, workers are trying to restore at least a small part of the trees after the hostilities and occupation of Sviatohirsk by russians. The war has destroyed 80% of the forests here, causing hundreds of millions in damage.

Luhansk oblast

Stelmakhivka, Makiivka, Nevske, Dibrova and Bilohorivka were under artillery attack yesterday. The enemy is putting fire pressure on the frontline settlements, destroying the last remaining buildings there. This time russians tried to be active near Bilohorivka but once again they failed. Our military repelled all their attempts, significantly reducing the enemy combat potential.

Based on the information provided by the General Staff of the Armed Forces of Ukraine, the enemy’s losses are significant. For example, the other day the enemy tried to carry out a medical evacuation of seriously injured from the occupied part of Luhansk oblast towards Belgorod region. They used 14 trucks to transport the injured invaders. While attempting to cross the state border of Ukraine, russians turned the convoy back, as a result of which some of the injured soldiers did not survive.

Referring to the Luhansk Regional Military Administration, residents of Luhansk oblast, who have traveled to the territory of russian federation, have significant problems with accessing public services, specifically those who have reached retirement age and are trying to apply for the relevant payments. There are no responses to inquiries from the pension offices of the so-called “LPR” and pensions are denied.

What is happening now in the north of Ukraine

Kyiv oblast

Ways to strengthen cooperation with the Republic of Poland in matters of reconstruction of the region were discussed in Kyiv RMA. The participants considered the possibility of reconstruction by Polish voivodships of specific educational institutions of the region, damaged during active fighting. It was also about improving living conditions in the region, because 300,000 forcibly displaced people were registered in Kyiv oblast, which significantly increased the load on the infrastructure of the communities that sheltered them.

Employees of the State Emergency Service conducted tactical and special training in Kyiv oblast at one of the largest logistics complexes in the region. Evacuation of citizens, unblocking of victims and liquidation of fire were practiced. The training was conducted based on a simulated situation – a fire in the boiler room of a warehouse with subsequent spread to the administrative building.

Testing of the Israeli missile warning system will take place in Kyiv in the near future. According to The Algemeiner with reference to the Israeli media, the tests will be conducted by the Israeli Rear Command. The system will be connected to the Ukrainian radar system, which will allow for faster transmission of notifications to mobile phone users and activation of air warning sirens only in those places where there is a danger of missile shelling.

There are more than 4,000 shelters of various types in the capital. Over the past year, 398 civil defense structures were added to the city. The increase in the number was mainly due to the improvement of the simplest shelters. This year, more than UAH 290 million has been earmarked for the capital repair of basements of residential buildings for use as the simplest shelters, and UAH 61 million is earmarked for work in civil defense facilities.

The start of the first global action “1 million trees of life” is announced in Irpin. As the organizers note, in the most symbolic place in Irpin, guests of honor, partners of the “Greening the Planet” project, ministers and deputies will plant about 50 trees in memory of the fallen defenders of Ukraine since the beginning of the full-scale invasion. On this day, it is planned to plant a million trees in total in 70 locations in Ukraine and more than 30 countries of the world, through the telebridge.

Zhytomyr oblast

The Zhytomyr city council reported that during the war, the adoption of children on the territory of the community does not stop. During this period, 40 children were adopted from the Zhytomyr city united territorial community, institutions of institutional care and through internal family adoption. In total, 167 children, adopted by the citizens of the city, live on the territory of the community. There are nine family-type children’s homes on the territory of the community, one of which moved from the Kherson oblast.

More than 500 policemen will monitor the law and order and safety of residents in the settlements of Zhytomyr oblast during the memorial weekend. Also, during April 22-26, more than one and a half hundred members of public formations and voluntary formations of territorial communities will be involved.

Foresters of the branches of the State Enterprise “Forests of Ukraine” took care of the organization of recreation and leisure for the population in Zhytomyr oblast. During martial law, it is forbidden to visit the forests in Zhytomyr oblast, but the foresters have set up 110 outdoor recreation points in the forest areas, which are ready to welcome guests. Each location has modern gazebos, tables with comfortable benches, swings, children’s playgrounds, places for bonfires and garbage collection.

Sumy oblast

The Sumy RMA reported that the russians shelled the border communities of Khotyn, Bilopillia, Shalyhine and Nova Sloboda. 114 hits from mortars, artillery and grenade launchers were recorded. As a result of the shelling of the village of Kindrativka of the Khotyn community, one civilian was injured, and the school premises were damaged.

In the morning, the russian military shelled the territory of the Bilopillia community twice. 22 mortar hits and 6 self-propelled guns were recorded.

The Sumy regional military administration reported that as part of the international summit of cities and regions in the oblast, two important agreements for the region were signed: a Memorandum with the state of Georgia (USA) and an Agreement on partnership cooperation between the cities of Konotop and Fumel (France). According to the Memorandum, the American side will provide for the residents of Sumy oblast to provide rehabilitation assistance to children affected by the war and military personnel after being wounded and injured, and the Sumy oblast will provide comprehensive support for this activity.

Free educational classes are held for children from 2 to 7 years old in Sumy. They were organized by the NGO “League of Modern Women” as part of the “Space of Children’s Dreams” project, financed by foreign public organizations. The program includes art therapy, choreography classes, consultations of a psychologist and a speech therapist, as well as preparation for school.

Chernihiv oblast

The ‘North’ Operational Command reported that the Semenivka community came under enemy artillery and mortar shelling twice, 46 explosions were recorded. As a result of shelling, civilian houses and cars were damaged.

At night, around 01:35, on April 22, a russian plane carried out an airstrike with a guided bomb in the area of the village of Orlykivka of the Semenivka community.

The Chernihiv RMA reported that the russian military shelled the Semenivka community in the area of the village of Karpovychi. 14 hits from barrel artillery were recorded. As a result of the shelling, the village was left without electricity.

The regional military administration reported that as part of the International Summit of Cities and Regions, the oblast was visited by the Extraordinary and Plenipotentiary Ambassador of the Slovak Republic to Ukraine Marek Šafin on April 21. Marek Šafin aims to inspect the objects in need of restoration in order to have a complete picture of the request for assistance that the Slovak Republic can provide.

The GoGlobal Educational Foundation implements the Psychoemotional Support Program for Ukrainian schools. Within its limits, more than 400 teachers and school psychologists of Chernihiv oblast have already received basic psychological knowledge and skills in providing psychological first aid, as well as recognizing signs of stress in children. The program is planned in the format of cascade trainings, experienced trainers train a group of school teachers and psychologists, and they pass on their knowledge to colleagues from their own and other schools.

Dnipropetrovsk oblast

Poltava volunteers of With Ukraine in the Heart NGO brought military “trophies” from the Bakhmut area. They plan to sell them at a charity auction. The money will be donated to the needs of the Armed Forces.

A children’s drone school was opened in Poltava to teach young people how to fly drones. The project is being implemented by the Victoria Charitable Foundation. Lithuanian volunteer Anatolijus Len helped launch the school.

Cherkasy oblast

Cherkasy City Council reported that 11 healthcare and social institutions in Cherkasy oblast have received essential food products. The food was donated by 100% Life Cherkasy CF as part of humanitarian support from the UN World Food Programme.

“With Faith in the Armed Forces” charity concert was organized by the students of a Cherkasy school. They raised about  UAH 35,000. The funds will be transferred to the Ukrainian Armed Forces.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

According to  Yuriy Malashko, head of the Zaporizhzhia RMA, russian soldiers continue to attack civilians: 58 artillery attacks, 3 UAV attacks and 2 MLRS attacks over the last day. The enemy is actively attacking the contact line: Malynivka, Temyrivka, Prymorske, Kamianske and 12 other settlements have been damaged. There were 15 reports of damage to local residents’ homes and property.

 Two drones were seen hitting a land plot in one of Zaporizhzhia’s districts. The blast wave damaged windows, doors and the facade of the technical room of the infrastructure facility.

Daria Herasymchuk, Counselor and Commissioner for Children’s Rights reported that more than 70 camps have been set up on the territory of the russian federation to hold children forcibly deported from the temporarily occupied regions of Ukraine. As of April 22, it is known that there are almost 20 thousand such children, while the actual number of deported minors may reach several hundred thousand.

Rafael Mariano Grossi said, experts from the International Atomic Energy Agency who were present at Ukraine’s Zaporizhzhia nuclear power plant heard shelling almost every day for the past week. The IAEA team found extensive damage to the windows of the Unit 4 turbine hall at the site, caused by previously reported landmine explosions. The IAEA team is seeking to determine the cause of the damage.

Mykolaiv oblast

The Mykolaiv RMA reported that the enemy fired artillery at the waters of the Ochakiv community from the Kinburn Spit. There were no casualties or damage.

In Snihurivka, Mykolaiv region, near the former mineral water plant, two community residents tripped an anti-personnel mine. One of the victims has been taken to a local hospital.

The aim of the project “Artistic Artillery. Together to Victory!” was to celebrate the first anniversary of the liberation of Ukrainian lands from russian invaders, raise the moral and psychological mood of the population of Mykolaiv oblast, elevate the role of defenders of Ukraine and popularize the spiritual and cultural heritage of the Ukrainian people.

Odesa oblast

The “South” Operational Command reported, in the Black Sea, the russian army keeps two submarine missile carriers on alert with a total volley of up to eight Kalibr missiles. A total of 8 units of the russian navy are on duty in the Black Sea, one ship in the Sea of Azov, and up to eight russian ships in the Mediterranean, including two Kalibr cruise missile carriers, with a total volley of up to 24 missiles.

Odesa has developed a way to combat Iranian kamikaze drones. They propose using  fishing nets. The drone, which weighs 12 kg and flies at a speed of over 100 km/h, is designed for a single flight without any safety margin and easily breaks when it collides with a strong polymer net. That’s why the drone’s warhead is detonated at a conditionally safe distance from the object being protected, such as a radar station or an anti-aircraft missile system. Volunteers have already collected 10 nets for the locators of the Air Force of the “South” Operational Command and are now collecting information on the number and size of nets from anti-aircraft and air defense units of the Army and Navy.

Units of the Odesa Regional Center for Emergency Medical Care and Disaster Medicine received 8 new ambulances of the “C” type. The vehicles have already been delivered to the areas where they are most needed.

Kherson oblast

According to the Kherson RMA, russian army fired 45 times at civilian settlements in Kherson region. They fired 235 shells from artillery, MLRS, mortars and drones. Beryslav, the villages of Zmiivka, Zolota Balka, Mykhailivka, Havrylivka, Dudchany, Kachkarivka, Respublika, Mykolaivka, Odradokamyanka, Tyahyntsi and Lvov came under fire. Ukrainian Armed Forces incurred no casualties. 

Around two o’clock in the afternoon, russian troops shelled one of the coastal parks in Kherson. A 46-year-old man was wounded.

A local civilian was killed in the Velyka Oleksandrivska community on the banks of the Ingulets River by explosives left by russians. The 30-year-old man sustained injuries incompatible with life.

The State Emergency Service in Kherson region reports, over the past day, pyrotechnic units of the State Emergency Service of Ukraine defused 77 explosive devices in the de-occupied Kherson region. They inspected six hectares of territory, about seven and a half kilometers of power lines and more than a kilometer of gas pipeline.

According to the Khersonoblenergo, power crews have restored electricity in four settlements. In the village of Nova Zoria, 156 subscribers have electricity, and in Tavriyske – 46. In Vyshneve, electricity was supplied to 17 residents, and 29 subscribers in Petrivka were also connected.

Thirteen children from Kherson oblast went to Odesa for rehabilitation. These are children whose families are in a difficult situation. Today they left the Kherson Regional Children’s Clinical Hospital. The children were safely transported to a healthcare facility in Odesa.

Kherson firefighters received the necessary equipment. A thermal imager was handed over to the rescuers of the First State Fire and Rescue Unit working in the Suvorov district. It will help to detect hidden fire sources while extinguishing fires. This is a donation from the Ukrainian-German charity organization Ukraine-Hilfe Berlin e.V..

Zakarpattia oblast

The Uzhhorod City Council took part in the final conference in Rzeszow, Poland. The results of the three-year work on the “SUMCITYNET: cities on the way to increasing accessibility and sustainable climate-resistant urban mobility” project were summed up. Colonel Dmytro Lysiuk, commander of the 128th separate Zakarpattia mountain-assault brigade, presented awards on behalf of the President and the Commander-in-Chief of the Armed Forces of Ukraine to the fighters of the assault unit.

Ivano-Frankivsk oblast

Ivano-Frankivsk signed a twinning agreement with the German city of Potsdam. This is the first German city with which a partnership has been signed.

The RMA held a meeting with representatives of the Save the children non-governmental humanitarian organization. They discussed the equipment of digital classrooms, computer classrooms of educational institutions, shelters where IDP children study and live, arrangement of protective structures in social institutions, etc.

Ruslan Martsinkiv, Mayor of Ivano-Frankivsk, announced that 52 separate rifle battalion received 5 drones.

Lviv oblast

Agatha Kornhauser-Duda, First Lady of Poland, arrived in Lviv oblast for a visit. During the visit, she emphasized that Poland will support Ukraine as long as the struggle continues.

Rivne oblast

On one of the military training grounds of Rivne oblast, the training of units continues, increasing their level of combat capability and capabilities to carry out state defense measures. Classes in several areas take place 24/7.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

Lloyd Austin, US Defense Minister, stated that in just a few months, the countries of the Ramstein format sent over 230 tanks, over 1 550 armored vehicles, as well as other equipment and ammunition to Ukraine to support over nine new armored brigades.

Josep Borrell, Head of European diplomacy, announced that about 16K Ukrainian military personnel have already received training in EU countries. Borrell noted that EU member states have supplied Ukraine with ammunition and missiles worth over EUR 600 million.

Mark Milley, head of the US Joint Chiefs of Staff, stated that almost 9K Ukrainian soldiers have completed their training in the West and returned to Ukraine.

Jose Manuel Albarez, Minister of Foreign Affairs of Spain, announced that their Leopard 2A4 will be delivered to Ukraine in the coming days. Spain will deliver six of ten Leopard 2A4 tanks promised to Ukraine. “After that, there will be a second package with four more tanks,” Albarez said.

Inara Murniece, Minister of Defense of Latvia, stated that they decided to send to Ukraine all its Stinger portable anti-aircraft missile systems. In addition, Latvia continues to implement the training program for Ukrainian servicemen.

Helena Carreiras, Minister of National Defense of Portugal, announced that the country will send to Ukraine five armored emergency rescue and medical support vehicles (three M113 type and two M577 type).

General Mark Milley, Head of the Joint Chiefs of Staff of the US, stated that the first Abrams training tanks for the Ukrainian military will arrive in a few weeks.

Daniel Blazhkovec, Deputy Minister of Defense of the Czech Republic, stated that the country expressed readiness to modernize several dozen more T-72 tanks in order to strengthen military support for Kyiv.

Energoatom and the Holtec International American company signed an agreement on cooperation in the deployment of small modular reactors. The agreement provides for the construction of up to 20 SMR-160 reactors in Ukraine.
