War in Ukraine today: latest news, October 31, 2023 (photo)

It has been the 615th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

There were 59 combat engagements. The enemy launched a total of 7 missiles and 65 air strikes, 31 MLRS attacks at the positions of Ukrainian troops and various settlements. Today, the russian occupiers launched another strike at Ukraine, using 4 Iskander-M ballistic missiles and S-400 anti-aircraft guided missiles against civilian infrastructure. The attacks have wounded civilians. Private residential buildings and other civilian infrastructure were destroyed or damaged.

The operational situation in east and south of Ukraine remains difficult.

Towards Volyn and Polissia, there were no significant changes and no signs of forming an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.

Towards Siversk and Sloboda, the enemy  maintains its military presence in the areas of russia bordering Ukraine. They continue  sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia. The enemy increases the density of minefields along the state border of Ukraine. Over 30 settlements came under enemy artillery and mortar fire, including Hremiach, Karpovychi, Bleshnia, Chernihiv oblast, Seredyna-Buda, Obody, Pokrovka, Popivka, Sumy oblast, Udy, Veterynarne, Hatysche, Kharkiv oblast.

Towards Kupiansk, the enemy conducted unsuccessful assault operations in the vicinity of Synkivka and Ivanivka, Kharkiv oblast, as well as Nadiia, Luhansk oblast. The Ukrainian defenders repelled over 10 attacks in the area. They launched air strikes in the vicinities of Pischane, Novoserhiivka, Cherneschyna, Kharkiv oblast. The invaders fired artillery and mortars at 15 settlements, including Kamyanka, Dvorichna, Synkivka, Stepova Novoselivka, Berestove, Kharkiv oblast. 

Towards Lyman, the enemy did not conduct any offensive operations. The invaders launched air strikes in the vicinity of Serebryanske forestry, Verkhniokamianske and Spirne, Donetsk oblast. The invaders fired artillery and mortars at over 15 settlements, including Makiivka, Nevske, Bilohorivka, Luhansk oblast, Yampolivka, Serebryanka, Verkhnokamyanske, Spirne, Rozdolivka, Donetsk oblast.

Towards Bakhmut, the enemy made unsuccessful attempts to regain the lost ground near Klischiivka and Andriivka, Donetsk oblast. At the same time the invaders conducted assault actions near Pivdenne, Donetsk oblast, to no success. Over 25 settlements came under artillery and mortar fire, including Minkivka, Bohdanivka, Klischiivka, Andriivka, Druzhba, Donetsk oblast.

Towards Avdiivka, the enemy conducted unsuccessful assault operations with air support in the vicinities of Avdiivka, Keramik, Sjeverne, Pervomaiske, Stepove, Donetsk oblast, where the Ukrainian Defense Forces repelled 15 attacks. The enemy launched an airstrike in the vicinity of Lastochkyne, Donetsk oblast. The enemy fired artillery and mortars at about 20 settlements, including Oleksandropil, Keramik, Berdychi, Stepove, Avdiivka, Sieverne, Donetsk oblast.

Towards Mariinka, they conducted unsuccessful assault operations in the vicinities of Mariinka and Novomykhailivka, Donetsk oblast. The Ukrainian defenders repelled around 20 attacks in that area. The enemy launched an airstrike near Kostiantynivka, Donetsk oblast. Around 10 settlements of Donetsk oblast, including Krasnohorivka, Heorhiivka, Mariinka, Novomykhailivka, were under the occupiers’ artillery and mortar fire.

Towards Shakhtarsk, the enemy conducted unsuccessful assault operations in the vicinities of Prechystivka and Zolota Nyva, Donetsk oblast. Around 10 settlements, including Vodiane, Vuhledar, Prechystivka, Zolota Nyva, Donetsk oblast, came under artillery and mortar fire.

Towards Zaporizhzhia, they made failed attempts to regain the lost ground near Robotyne, Zaporizhzhia oblast. Over 20 settlements, including Malynivka, Poltavka, Huliaipole, Novodanylivka, Pyatykhatky, Zaporizhzhia oblast, came under artillery and mortar fire.

Towards Kherson, the occupiers launched air strikes in the vicinities of Mykilske, Ivanivka, Kozatske, Sadove, Tiahynka, Lvove, Kherson oblast. The settlements of Veletenske, Poniativka, Kherson oblast, the city of Kherson as well as Dmytrivka, Yaselka, Mykolaiv oblast, suffered from enemy artillery shelling.

The Ukrainian Armed Forces continue their offensive operation towards Melitopol and offensive (assault) operations towards  Bakhmut, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.

The Ukrainian Air Forces launched 14 air strikes on the buildup of troops, weapons and military equipment, 2 airstrikes on the anti-aircraft missile systems, and 1 air strike on a command post. On top of that, the Ukrainian air defense forces destroyed 2 enemy attack UAVs.

The Ukrainian missile troops hit 3 radar stations, 1 buildup of troops, weapons and military equipment, 8 artillery systems of the russian invaders.

A new wind farm will be built in Ukraine. The largest private vertically integrated energy company of Ukraine DTEK is starting preparations for construction of a new wind power plant in Poltava region. Electricity from the Poltava wind power plant will give impetus to the rapid development of the region. 

Power outages in Ukraine can occur even without enemy shelling. Although the electricity produced by Ukrainian power plants is fully sufficient to meet the needs of consumers. This winter, all units of nuclear power plants located on the controlled territory of Ukraine will operate. Currently, there are additional capacities in reserve, which will be put into operation in the event of an increase in electricity consumption and needs.

Recent war events in the east of Ukraine

Volodymyr Fito, Spokesman of the Ground Forces of Ukraine, said that the enemy conducted 736 attacks from various types of weapons towards Lyman and Kupiansk yesterday.

The enemy used 16 Kamikaze drones and launched eight air strikes.

Within a day, 112 invaders were eliminated.

The invaders destroyed 28 pieces of weapons and equipment, specifically, five tanks and four armoured combat vehicles.

Kharkiv oblast

Oleh Syniehubov, Head of Kharkiv Regional Military Administration, reported that the enemy shelled Vovchansk twice at night, around 12:40 pm and 2 pm. The building of a private enterprise,  a car, a garage were damaged and a private household destroyed. There were no casualties.

Yesterday the enemy attacked the settlements of Kharkiv, Bohodukhiv, Chuhuiv, Kupiansk and Izium regions.

As a result of shelling from Smerch MRLs in Borova settlement, Izium region, 2 apartment buildings were damaged.

In Perovske village, Bohodukhiv region, 3 private buildings were damaged.

In Kupiansk, 4 vehicles were damaged by shelling from multiple rocket launchers.

Vetarynarne village of Kharkiv region, Ivashky village of Bohodukhiv region, Dvorichna settlement, Kurylivka village of Kupiansk region and other settlements were also under enemy attack.

Towards Kupiansk, the enemy continues to attempt assault operations. Yesterday our troops repelled two attacks near Synkivka.

Svitlana Neiman, Deputy Head of Kupiansk Regional Military Administration, informed that families with children from 21 settlements of Kupiansk region are facing forced evacuation, this decision was made by Kharkiv Defence Council on 27 October. Over the past three to four days, 81 children have already left Borova community, while 770 remain in the community.

Donetsk oblast

According to Donetsk Regional Military Administration, russians launched three Iskander missiles at Selydove around 4:40 am, hitting the private sector. At least 28 buildings were damaged.

Towards Volnovakha, Vuhledar was shelled with artillery, Grad MRLs, tanks, recoilless gun and Kamikaze drones. A building and outbuildings were damaged in Novoukrainka. In Novoocheretuvate of Komar community, 8 buildings were damaged.

Towards Donetsk, a building was damaged in Karlivka of Novohrodivka community. In Kurakhove community, Kurakhove and Hostre were shelled.

Towards Horlivka, 1 person was injured in Zalizne of Toretsk community. Also, 4 private buildings and an administrative building in Pivnichne and 1 building in Niu-York were damaged. 6 buildings in Chasiv Yar community and 5 buildings in Markove of Kostiantynivka community were damaged.

Luhansk oblast

According to Luhansk Regional Military Administration, the enemy did not conduct any offensive actions towards Lyman yesterday, focusing towards Kupiansk. Air strikes were launched on Serebrianka forestry. Nevske and Bilohorivka were hit by artillery and mortars.

The RMA supports residents of the de-occupied settlements, who have not yet left, at least twice a week. Recently, 47 hygiene kits were delivered to Nevske from the Elefond Charitable Foundation and firewood was delivered to Hrekivka from Caritas Ukraine Charitable Foundation. When the security situation allows, the firewood delivery will continue.

In the so-called ‘LPR’, the level of crime has increased due to the demobilisation of russian occupation forces. Employers were forced to provide a certain quota of jobs for them.

The invaders continue to work with prisoners. Particular attention is paid to those who were convicted under Ukrainian law and are still serving their sentences. They are recruited to russian troops, manipulating the feeling of hatred towards the law enforcement agencies of Ukraine. In case of refusal, prisoners are threatened with worse treatment by prison administrations.

Recently, russians conducted so-called counter-intelligence activities in Kreminna, checking civilians. They searched private homes and outbuildings, including cellars. In educational institutions located in towns away from the front line and connected to electricity, water and heating, children’s mobile phones are being checked. At first, it was teachers who did this, but now it is representatives of the invaders’ security forces. All social networks and messengers are checked carefully.

Back in June 2022, the heads of russian regions were ordered to become, so to speak, assistants for the territories occupied by russia. However, almost nothing is being rebuilt there as tourists only loot the property of Luhansk residents.

In Lysychansk and Sievierodonetsk, the centralised heating system has not been restored in 1.5 years. Only some houses and administrative buildings are connected and heat losses are very significant. In Lysychansk, people are installing stoves at their own expense to stay warm.

Average consumer prices for food in the communities of Luhansk oblast under the temporary russian occupation in September were significantly higher than in Ukrainian government-controlled areas. Some food products are more than triple the price.

What is happening now in the north of Ukraine

Kyiv oblast

Bucha City Council reported that major repairs are underway in a 70-apartment city apartment building that was hit by artillery fire at the beginning of the full-scale invasion. It had broken windows, a destroyed roof, and some apartments burned down.

Oleksandr Markushyn, the mayor of Irpin, announced that 26 defenders of Ukraine, who currently live in the community, received monetary compensation for new apartments.  The Irpin community received funds for housing for internally displaced defenders who have the status of a participant in hostilities and are disabled as a result of the war from the state budget.

Specialized training on first aid for injuries was held for journalists in Kyiv. The event was organized by the charity fund “Help for Ukraine” with the support of the National Union of Journalists of Ukraine. During the training, certified specialists conducted detailed instruction and practical exercises on providing first aid for wounds and injuries sustained in combat conditions.

A training was held in Obukhiv, the purpose of which is to unite local residents and IDPs, unite them and further solve problems at the local level. The three-day “United Community” training was conducted by the “Unity for Action” Program.

The Jewish volunteer hub in the town of Anatevka in the Kyiv oblast continues to help regional hospitals. The other day, medical equipment for the wounded and victims of hostilities was shipped – crutches, walkers, rollators, urine collectors and much more.

Zhytomyr oblast

Zhytomyr Regional Military Administration reported that 32 medical institutions in the oblast accepted 93 internally displaced medical workers.

Zviahel city council reported that the action “Plant viburnum”, which was initiated by the families of the fallen Heroes, was held near the Officers’ House in the city. The action was joined by relatives of the fallen soldiers, military personnel and all those willing.

Sumy oblast

Sumy RMA reported that during the past day, the russians carried out 16 shelling of the border territories and settlements of the oblast, 103 explosions were recorded. Krasnopillia, Bilopillia, Putivl, Seredina-Buda, and Shalyhine communities came under shelling.

A local resident of Bilopillia found an unknown explosive object. A mobile group of the Department of Explosive Service of the State Police in Sumy oblast went to the scene of the incident. Law enforcement officers discovered the remains of an anti-tank guided missile with explosive remnants, which is a component of an anti-tank missile system. Police sappers removed dangerous ammunition. In the future, they will be destroyed.

On October 30, pyrotechnicians of the State Emergency Service of Ukraine discovered and destroyed 3 explosive objects in Sumy oblast. Among them are 2 artillery shells of different calibers and a hand grenade. These ammunitions were discovered in the territories of Shostka, Konotop and Okhtyrka regions.

Chernihiv oblast

The Northern Border reported that over the past day, the russian army has shelled the border of the Chernihiv oblast 9 times from its territory, 73 explosions were recorded. Novhorod-Siverskyi, Semenivka, Snovsk and Horodnyanka communities came under shelling.

A modern center for the provision of administrative services (CPAS) was opened in the Losynivka community in the Nizhin region. From now on, residents can receive more than 160 services in comfortable conditions. CPAS was created with the support of the Swedish-Ukrainian PROSTO Project “Supporting the availability of services in Ukraine”.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Yesterday, the enemy attacked Nikopol region with artillery four times. They targeted Marganets community, Nikopol itself was shelled at night. One and a half dozen shells were fired. As a result of shelling the fire broke out in the city – a private house caught fire. Firefighters put it out. 8 residential buildings, 2 outbuildings, cars, solar panels, 2 power lines and fences were damaged.

During the day, the enemy shelled Nikopol region 4 times and used 2 kamikaze drones. Targeted Nikopol itself, Marganets, Pokrovsk and Chervonohrygorivsk communities. Infrastructure object was damaged.

RMA reported that The Air Forces shot down an enemy drone over Kryvorih district of Dnipropetrovsk oblast.

Vinnytsia oblast

Serhiy Morgunov, Head of RMA reported that almost 400 soldiers used the services of a mobile dental clinic. Over the past three months, specialized doctors from Vinnytsia visited four military units in different cities of Ukraine. Surgeons, therapists and nurses were examining and treating soldiers who had returned from the frontlines or were preparing for another trip to the positions.

Vinnytsia preschoolers sent a SUV for Chervona Kalyna defenders unit. Preschool education institutions purchased the car with funds from festivals and fairs as part of the Educational family: we help – we win! charity project. In two months, the institutions managed to collect more than UAH 1.2 million with which drones, Starlinks, generators, batteries, warm clothes and goodies were also purchased earlier. In general, since the beginning of autumn, this is the tenth vehicle that Vinnytsia family of educators sent to the frontline. 

Kirovohrad oblast

In Kropyvnytskyi, there is a humanitarian hub of Pokrovsk city military administration Unity. There are displaced people from Pokrovsk district and Bakhmut of Donetsk oblast who are provided with humanitarian aid and basic necessities. The hub started working on March 1, 2023. Since May, when they signed a memorandum of cooperation with the Bakhmut City Council, they have been helping those who moved to Kropyvnytskyi from Bakhmut. More than three thousand immigrants from these communities were registered. In eight months, they were given more than five thousand food kits, fifteen thousand hygiene kits and a thousand families received non-food items. In addition to food and stuff, benefactors get medicine and medical supplies for people with injuries and musculoskeletal system disorders.

Poltava oblast

Philip Pronin, Head of Poltava RMA reported that the russian army launched a missile attack on Myrhorod district, no one injured, no damage to civilian and critical infrastructure.

Philip Pronin, Head of Poltava RMA reported that 19 residents of Myrhorod whose houses were damaged due to russian shelling on October 16, will receive financial assistance from the regional budget. More than UAH 1 million will be allocated to compensate for the damage caused by the missile strike. Of these, UAH 589,000 will be paid to a woman whose house was completely destroyed. Two owners of damaged households will receive UAH 160,000 each and another four will receive 12, 14, 16, and 44,000 UAH. 12 applicants will receive compensation from 2 to 10 thousand UAH.

Cherkasy oblast

Ihor Taburets, Head of Cherkasy RMA reported that the Ukravit enterprise sent four vehicles for anti-aircraft defense. These are pickup trucks of various brands for a new unit that is being formed in Cherkasy region for the protection and defense of the region. Anti-aircraft defense equipment will be installed on cars for fighting shaheds. 

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Zaporizhzhia Regional Military Administration reported that on October 30, 148 attacks were registered in 27 localities. 119 shelling incidents took place on the territory of Gulyaypol, Orikhiv, Zaliznychne, Robotyne, Levadne, Chervone, Novodanilivka, Uspenivka, Poltavka, Huliaipolske, Stepove, Pyatikhatki, Prymorske and other frontline towns and villages. In addition, the russian army launched a missile attack on Zaporizhzhia. There were no casualties. 

According to Zaporizhzhia Regional Police, on  October 30, russian occupation forces launched a missile attack on the outskirts of Zaporizhzhia. It became known that the occupiers attacked the regional centre with an S-400 missile. This is probably the first strike of the S-400 missile system in Zaporizhzhia, with a maximum range of 250 km. 

Mykolaiv oblast

Vitaliy Kim, Head of the Mykolaiv Regional Military Administration, said that on the night of October 31, air defence forces shot down a russian Shahed-136/131 drone in Mykolaiv oblast. The russian military also struck the water area and the town of Ochakiv and in the direction of the village of Solonchaky in the Kutsurub community. There were no casualties.

Slovak volunteers have arrived in the former frontline village of Maksymivka, Mykolaiv oblast. They are covering the roofs and replacing windows of damaged houses. The volunteers have been restoring the villages affected by shelling since May 2023.

In Mykolaiv, psychological support meetings are held weekly for the families of military personnel. The meetings are attended by relatives of fallen soldiers, missing soldiers or those in captivity. The organisers are the NGO Association of Mothers and Wives of Defenders of Ukraine and the Mykolaiv City Centre for Support of War Veterans. Participation in the support groups is free of charge.

Odesa oblast

Main Directorate of the State Emergency Service of Ukraine in Odesa oblast reported that the Howard G. Buffett Foundation (HGBF) has handed over 6 Renault all-terrain fire and rescue tankers to Odesa firefighters.

Natalia Humeniuk, Head of the press center of the Southern Defense Forces,stated  on October 31 that during the full-scale invasion, up to 70 naval bombs hit the coast of Ukraine and other Black Sea countries. 

Dmytro Pletenchuk, Captain (3rd Rank), Spokesman for the Ukrainian Navy, said that since the start of the new temporary maritime corridor, more than 70 vessels have been spotted heading west to the ports of Greater Odesa. In addition, it became known that almost 1,500 tonnes of products have already been exported from Ukraine.  

Kherson oblast

Kherson Regional Military Administration reported that the village of Velytenske in Belozersk community was attacked by the russian military. An 82-year-old resident who was in the yard of her house was injured. The woman suffered an explosive injury and a shrapnel wound to her arm. Her condition is assessed by doctors as moderate. 

Kherson Regional Military Administration said that in the afternoon, on October 31, the russian army shelled the central district of Kherson. Warehouses were destroyed, about 10 cars were damaged. One person was injured and hospitalised. 

In the morning,  on October 31, russian troops shelled Kherson. A car was hit in the suburbs and caught fire. After the fire was extinguished, the body of a dead man was found inside.

On the night of October 30, russian troops shelled Veletynske and Kizomysi in Kherson oblast, a man was injured. 

Southern Defence Forces reported that on October 30, 52 russian soldiers were killed. A tank, eight cannons, six armoured vehicles, two Lancet attack drones, a boat and a boat, and one observation post were destroyed. 

On October 30, russian troops carried out 10 air strikes using 45 guided bombs on settlements in Kherson and Beryslav regions. About 40 houses were destroyed and damaged. In addition, 26 pieces of shrapnel munitions were dropped from drones on the settlements of the right bank. 

80% of healthcare facilities in the Kherson oblast have been damaged or destroyed as a result of constant hostile shelling. This is the second time that volunteers of Médecins Sans Frontières have organised the medical evacuation of sick patients from Kherson due to the attacks. Ambulances were used to transport the patients to the evacuation train. The evacuees include 150 patients in urgent conditions who will be taken for further treatment to medical facilities in safer regions.

Latest news for today in the western regions of Ukraine

Volyn oblast

In Lutsk district, the family of the fallen Hero Oleksandr Stefanovsky was presented with his For Courage Order. The Hero was killed on January 19 as a result of enemy fire while performing a combat mission in Kharkiv oblast.

Zakarpattia oblast

A delegation from the Austrian Burgenland headed by Hans Peter Doskocil, Head of the government of the federal state is on a working visit to Zakarpattia. On the agenda is a discussion of current issues of bilateral cooperation and a review of the object of renovation of the rehabilitation center for veterans in Uzhhorod.

Uzhhorod City Council held a meeting with Giovanni Colosimo, representative of the Italian Association of Culture and Sports in Hungary and Central Europe, and Laszlo Gelmeci, Mayor of the Hungarian town of Zagon. They discussed helping IDPs,  development of sports in conditions of war and the support of young football players.

The head office of the State Emergency Service of Ukraine in Zakarpattia oblast received a special vehicle from the Government of the Federal Land Burgenland of the Republic of Austria. As part of the Memorandum of Cooperation last year, rescuers received 7 fire engines, including a special vehicle for the Uzhgorod international airport.

Ivano-Frankivsk oblast

In Kolomyia, representatives of authorities presented orders and medals to families of defenders for their personal courage, shown in the defense of the state sovereignty and territorial integrity of Ukraine, selfless performance of military duty. Those present with a moment of mourning honored the memory of the fallen defenders and, together with the clergy, prayed for the repose of the souls of the soldiers-Heroes who gave their lives for the freedom and independence of the Ukrainian State. Afterwards, participants of the event had the opportunity to watch the literary and musical composition Peaceful Sky of Ukraine.

Lviv oblast

Currently, over 31K older people who have registered as IDPs live in Lviv oblast. Over 10K people with disabilities found shelter in the oblast.

The Lviv RMA allocated another UAH 50 mln for military units. This is additional funds to those previously provided for. Among other things, the funds will be used for the purchase of unmanned aerial vehicles and means of radio-electronic warfare.

Over UAH 22K were collected for defenders during a charity concert by the children’s choir of the Obroshina Children’s Art School. The funds to support soldiers were also collected in the villages of Yampil, Murovane, Pidberiztsi, Maidan and Holovske.

Cardiologists, cardiac surgeons and anesthesiologists of St. Nicholas Children’s Hospital have returned from Germany. There, in one of the leading clinics – Deutsches Herzzentrum München des Freistaates Bayern – Klinik an der TUM, during the month they acquired new knowledge and practiced the skills of performing high-tech operations for children with congenital heart defects.

Rivne oblast

Rivne RMA signed a Memorandum of Cooperation with the YouControl company. This will help the regional military administration to more effectively check participants in public procurement in Rivne oblast and prevent corruption offenses. U-Control is an IT company that develops services based on open data. It is also an analytical online system of the same name for business analytics, competitive intelligence and checking of counterparties.

In the German city of Essen, the WHY? Stories of Animals from the War interactive exhibition will be opened in support of relocated animals. At the exhibition of Rivne artist Ihor Pavlyuk, 18 paintings are presented, the background of each of them is news from different countries about the war in Ukraine. In the background of the news are animals that have been injured or killed.

The Manifesto of sustainable peace entitled The World After Our Victory was held in Rivne oblast. Ukraine’s acquisition of membership in the European Union and NATO, as well as the return of Ukrainians from abroad were discussed.

Ternopil oblast

Olha Yarmolenko, Director of the health care department of Ternopil RMA held an online meeting with heads of medical institutions of the oblast. They discussed purchasing medical equipment and contracting under the support and treatment of adults and children with mental disorders at the primary level of medical care. Olha Yarmolenko noted that 7 mental health centers are already operating in Ternopil oblast.

Khmelnytskyi oblast

The RMA reported that at night, during the air alert, air defense forces worked. There were no injuries or damage.

Chernivtsi oblast

The Ministry of Digital Transformation of Ukraine, with the assistance of the Department of Digitalization, Digital Transformation and Technical Protection of Information of Chernivtsi RMA, signed a memorandum of cooperation with Chernivtsi City Council on the implementation, sustainability and development of open data policy in Chernivtsi City Council. Implementation of the memorandum, in particular, will contribute to the development of open data, which will lead to an increase in the level of transparency and citizens’ trust in it.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

The Ministry of Energy of Ukraine reported that the Ministry of Energy of Azerbaijan sent 555K meters of electrical cables and wires for the restoration of stable electricity supply in the territories affected by the war in Ukraine. The next part of the aid with a total cost of $7,6 mln will go to Ukraine in the near future. The total volume of humanitarian aid from Azerbaijan, including funds for recovery and reconstruction, amounts to over $33 mln.

Volodymyr Zelenskyy, President of Ukraine, met with a bipartisan delegation of American congressmen. They discussed the key areas of further American assistance to Ukraine in the field of security and defense.

Mark Rutte, Prime Minister of the Netherlands, announced that Dutch F-16s will be at the training center in Romania in two weeks. After the planes reach Romania, training courses for Ukrainian pilots on these planes will soon be able to begin.

The UN Security Council will meet on Tuesday to discuss the humanitarian situation in Ukraine caused by the full-scale invasion of the russian federation. The meeting was initiated by Ecuador and France, which consulted with the Ukrainian delegation.

The Vatican supported the Ukrainian Peace Formula. Pietro Parolin, State Secretary of the Holy See, in an address to participants of the 3rd meeting on the Ukrainian Peace Formula in Malta, emphasized the Vatican’s support for all measures for a just and stable peace in Ukraine. According to him, the participation of representatives of many states and international organizations shows that “we have not come to terms with the tragedy unfolding before our eyes, and that we have the courage to look it in the eye.”

Grant Shepps, Minister of Defense of the United Kingdom, stated that the United Kingdom will give more military aid and not allow the world to forget about Ukraine.

In the German city of Essen, the WHY? Stories of Animals from the War interactive exhibition will be opened in support of relocated animals. At the exhibition of Rivne artist Ihor Pavlyuk, 18 paintings are presented, the background of each of them is news from different countries about the war in Ukraine. In the background of the news are animals that have been injured or killed.

Global impact of russian aggression 

Lithuania sent a note of protest to Moscow over its threats to “cut a corridor” to Kaliningrad. The Ministry of Foreign Affairs of the Republic of Lithuania summoned the Chargé d’Affaires of the Republic of Belarus Yaroslav Khmil and handed him a note expressing a strong protest against the speech of the First Deputy State Secretary of the Security Council of the Republic of Belarus Pavel Muraveik published in the publication “Vecherniy Minsk” on October 24. 

The Ministry of Foreign Affairs of the Republic of Lithuania notes that such statements can be interpreted as an open threat to Lithuania and are absolutely unacceptable. The Ministry demands an immediate official explanation of the statement of the First Deputy State Secretary of the Security Council of the Republic of Belarus and reminded that the Republic of Lithuania will take all possible measures to guarantee the security, sovereignty and territorial integrity of the country.
