War in Ukraine today: latest news, November 25, 2023 (photo)

It has been the 640th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

During the day of November 25, there were 42 combat clashes. The enemy launched a total of 3 missile, 99 air strikes, and 38 MLRS attacks at the positions of Ukrainian troops and various settlements. Moreover, russian occupiers attacked Ukraine with 75 Shahed-136/131 strike UAVs, and 74 of them were shot down by Ukrainian defenders. Russian terrorist attacks have unfortunately resulted in injuries among civilians. Private residential buildings and other civilian infrastructure were destroyed and damaged.

The operational situation in eastern and southern Ukraine remains difficult.

Towards Volyn and Polissia, there were no significant changes. No signs of formation of an offensive group are observed. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.

Towards Siversk and Sloboda, the russian army maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. Around 15 settlements came under enemy artillery and mortar fire, including Klyusy, Yeline, Bleshnya, Tymonovychi, Leonivka, Hremiach (Chernihiv oblast), Volfyne, Kindrativka, Loknia, Zapsillya, Turia, Popivka (Sumy oblast), Udy, Alisivka, Bochkove, and Mala Vovcha (Kharkiv oblast).

Towards Kupiansk, the enemy conducted assault operations in the vicinities of Synkivka and Ivanivka (Kharkiv oblast), where Ukrainian defenders repelled 3 attacks. The russian army launched airstrikes near Ivanivka and Kyslivka. The invaders fired artillery and mortars at the settlements of Dvorichna, Synkivka, Petropavlivka, Ivanivka, and Berestove (Kharkiv oblast).

Towards Lyman, the enemy did not conduct any offensives. The invaders launched airstrikes near Bilohorivka (Luhansk oblast) and Terny (Donetsk oblast). The occupiers fired artillery and mortars at around 10 settlements, including Nevske, Bilohorivka (Luhansk oblast), Torske, Serebrianka, Verkhnekamianske, Spirne, and Rozdolivka (Donetsk oblast).

Towards Bakhmut, the invaders made failed assaults near Klishchiivka and Andriivka (Donetsk oblast), where Ukrainian defenders repelled 7 attacks. More than 10 settlements, including Bohdanivka, Mykolaivka, Ivanivske, Klishchiivka, and Niu York (Donetsk oblast), came under artillery and mortar fire.

Towards Avdiivka, Ukrainian defenders repelled 17 attacks in the vicinities of Stepne, Avdiivka, and Pervomaiske (Donetsk oblast). The enemy fired artillery and mortars at around 15 settlements, including Sukha Balka, Keramik, Stepove, Avdiivka, Pervomaiske, and Nevelske (Donetsk oblast).

Towards Marinka, the enemy made unsuccessful assaults in the vicinities of Marinka and Novomykhailivka (Donetsk oblast), where Ukrainian defenders repelled 7 attacks. The invaders launched airstrikes near Novomykhailivka (Donetsk oblast). Around 10 settlements, including Oleksandropil, Krasnohorivka, Heorhiivka, Marinka, Novomykhailivka, and Pobieda (Donetsk oblast) were under artillery and mortar fire.

Towards Shakhtarske, the russian army conducted offensives south of Zolota Nyva and east of Staromaiorske (Donetsk oblast), to no success. Around 10 settlements, including Vodiane, Bohoyavlenka, Prechystivka, Zolota Nyva, and Blahodatne (Donetsk oblast), came under artillery and mortar fire.

Towards Zaporizhzhia, the enemy made 4 attempts to regain lost ground near Robotyne (Zaporizhzhia oblast), to no success. More than 20 settlements, including Poltavka, Huliaipole, Charivne, Novodanylivka, Mali Shcherbaky, and Plavni (Zaporizhzhia oblast), came under artillery and mortar fire.

Towards Kherson, the settlements of Mykhailivka, Shliakhove, Kosatske, Ivanivka, Dniprovske, Berehove (Kherson oblast), the city of Kherson, and the city of Ochakiv (Mykolaiv oblast) suffered from enemy artillery shelling.

Ukrainian Defense Forces continue to hold their ground on the left bank of the Dnipro River (Kherson oblast), inflicting fire on the enemy.

The Ukrainian Air Force launched 11 strikes on buildups of troops, weapons and military equipment of the occupiers. 

The Ukrainian rocket troops hit 7 concentrations of troops, weapons and military equipment, 4 artillery systems and 1 ammunition depot of the russian invaders.


The Deputy Minister of Education and Science says that the Ministry of Education plans to introduce pilot military departments in higher education institutions. They will be responsible for basic military training for all boys and girls from September 2024. 

Andriy Yusov, representative of the Defense Intelligence of Ukraine, says that Ukraine creates another camp for russian prisoners of war. The camp will operate in accordance with international law.

Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, russian troops launched air strikes near Ivanivka and Kyslivka. Also the russian army conducted assault operations near Synkivka and Ivanivka of Kupiansk region, where Ukrainian defenders repelled three attacks. More than 15 settlements towards Slobozhanske and Kupiansk were under attack.

Viktor Kovalenko, Head of Zolochiv Village Military Administration, reported about artillery strikes on Baranivtsi at 1 pm. According to him, as a result of ten explosions, two private buildings were damaged and there is no electricity supply in the village. There were no casualties.

Yesterday the enemy attacked frontline and border settlements of Kharkiv, Chuhuiv and Kupiansk regions. Specifically, Kozacha Lopan, Pershotravneve, Ivanivka, Kyslivka, Krokhmalne of Kupiansk region were under the russian attack.

Oleh Syniehubov, Head of Kharkiv Regional Military Administration, reported that there were no civilian casualties over the day.

Heavy fighting is ongoing towards Kupiansk. Ukrainian defenders repelled 15 attacks near Synkivka and Petropavlivka.  The enemy is making no progress.

Mine clearance is ongoing. Pyrotechnics of the  State Emergency Service examined more than 3.14 hectares of territory and defused 120 explosive ordnance.

Donetsk oblast

Yurii Fedorenko, Commander of Achilles Brigade, reported that Ukrainian soldiers repelled a morning attack by russian troops towards Bakhmut. Also the russian army used lightly armoured and armoured vehicles and assault groups to attack, which were eliminated.

Oleksandr Tarnavskyi,Commander of the Tavriia operational-strategic group, informed that russian troops began to surrender near Tavriisk. Specifically, three russians were captured in Donetsk oblast yesterday and up to a dozen were captured last night.

Anastasiia Miedviedieva, Spokeswoman of Donetsk Regional Prosecutor’s Office, stated that in the morning, russian troops shelled Kalynove village of Novohrodivka community, injuring a local.

Towards Donetsk, Avdiivka suffered two missile attacks, damaging two buildings. Krasnohorivka, Heorhiivka and Maksymilianivka of Marinka community were under attack. In Novodonetsk community, 5 buildings were damaged and 2 cars destroyed.

Towards Horlivka, in Toretsk community, 6 buildings were damaged in Shcherbynivka, and a building and an infrastructure facility damaged in Toretsk. In Chasiv Yar community, 3 private buildings and an apartment building damaged.

Towards Lysychansk, 1 person was injured in Zvanivka. Siversk was shelled.

Ihor Moroz, Acting Head of Donetsk Regional Military Administration, reported that yesterday russians injured one civilian in Zvanivka. 

Luhansk oblast

According to Luhansk Regional Military Administration, the invaders became more active in both directions, and tried to organise assaults near Stelmakhivka and Serebrianka forest. But they failed to find a weakness in our defence and the enemy attacks were repelled. Also russians accompanied the ground offensive towards Lyman with air support, hitting the territory of the forestry.

There were massive artillery and mortar attacks near Nevske and Bilohorivka.

Artem Lysohor, Head of Luhansk Regional Military Administration, reported that towards Kupiansk, some russian troops are increasingly complaining about constant losses in manpower due to unsuccessful offensives and declaring their unwillingness to continue them. They believe that the leadership deliberately sends them on “meaty” assaults, not counting losses. Most of the new recruits are elderly people with certain addictions.

At the same time, towards Svatove, the enemy notes unsatisfactory logistical support for its own units, which concerns the supply of winter clothing and food.

What is happening now in the north of Ukraine

Kyiv oblast

Serhii Popko, Head of Kyiv military administration, reports that on the night of November 25, on the eve of the 90th anniversary of the Holodomor, the russian army launched the largest drone attack on Kyiv.  Air defence forces shot down more than 60 attack drones. The wreckage of the downed drones was seen falling in several districts of the capital.

In the Solomianskyi district of Kyiv, a fire broke out in a kindergarten as a result of the fall of UAV debris, and windows in neighbouring houses were damaged. In addition, the second floor of a five-storey building in the area collapsed, leaving two women trapped. Rescuers unblocked and evacuated them.

Vitalii Klychko, Mayor of Kyiv, reported that as a result of the russian drone attack on the capital, 5 people were injured, including an 11-year-old child. All of them received medical care on the spot or in a trauma centre, without further hospitalisation.

Ruslan Kravchenko, Head of Kyiv RMA, reported that a fire broke out at an enterprise in Kyiv oblast as a result of the fall of enemy target debris. 3 private houses and 1 multi-storey building were damaged. Work is underway to eliminate the consequences of the attack.

According to the Ukrainian Air Force, the enemy once again used barrage Shaheds, which attacked the capital in several waves and came from different directions, constantly changing course and vector. The drones used by the russians to attack Ukraine at night were unusually black in colour and contained material that absorbs radar signals. 

DTEK reported that in Kyiv Oblast, a massive russian drone attack caused a power outage in 16K homes. In Kyiv, 151 residential buildings, 75 private houses and 12 institutions were left without power. Power engineers arrived at the scene and quickly restored power. 296 families in Vyshorod region are still without power.

President Volodymyr Zelenskyi reported on his meeting with President of Latvia Edgars Rinkēvičs in Kyiv. They discussed relations at the level of the EU institutions. Latvia fundamentally supports Ukraine’s full accession to the EU.

The President of the Swiss Confederation, Alain Berset, arrived in Kyiv to take part in the international summit on food security and meet with the President of Ukraine. Alain Berset reported that the focus is on the impact of russia’s aggressive war on global food security and Switzerland’s long-term support for Ukraine.

In the capital, President of Ukraine Volodymyr Zelenskyi and his wife Olena Zelenska took part in the events marking the 90th anniversary of the Holodomor of 1932-1933, the genocide of the Ukrainian people. The event was joined by President of Latvia Edgars Rinkēvičs, President of Switzerland Alain Berset, Prime Minister of Lithuania Ingrida Šimonite, chairmen and members of foreign parliaments, and representatives of the diplomatic corps.

Zhytomyr oblast

According to Zhytomyr RMA, in the Zhytomyr Oblast, social protection of war veterans, their families, as well as families of fallen and missing servicemen, has become a priority. One of the key initiatives aimed at supporting them is the professional adaptation programme. The most popular areas are language and computer courses, obtaining driver’s licences, WEB programming, and information security in Windows.

According to Zhytomyr oblast employment service, microgrants for business plans will be awarded to 92 entrepreneurs in Zhytomyr Oblast. This decision was made by the State Employment Centre under the Own Business programme. As a result, businesses in Zhytomyr Oblast will receive an additional UAH 21.4 million in public investment, and microgrant recipients will create 190 new jobs.

Sumy oblast

According to the Sumy RMA, last night, in the sky over Sumy oblast, Ukrainian air defence shot down 7 enemy kamikaze UAVs. 

At night and in the morning, the russian military fired 6 times at the border areas and settlements of Sumy oblast. The enemy attacked Yunakivka community with mortars (8 explosions) and artillery (6 explosions), Khotin community was shelled with mortars (3 explosions), and 3 mines were dropped on the territory of Krasnopillia community.

It is reported that russians fired 5 times at the border areas of the oblast – there were 35 explosions. Krasnopillia, Bilopillia, Khotin, Znob-Novhorodske and Esman communities were under enemy fire. The enemy used various types of weapons – mortars and artillery, fired at the border communities with AGS, SPG and RPG.

The National Police of Sumy Oblast reported that as a result of russian artillery shelling on November 24, a house in the village of Yunakivka, 2 households in Znob-Novhorodske, as well as the premises of a local lyceum, a village council, an outpatient clinic and a private car were damaged. 

Volodymyr Artiukh, Head of the RMA, reported that more than UAH 2 billion has been allocated from the state budget to restore Sumy oblast. UAH 820 million was allocated for 9 projects implemented by the State Agency for Reconstruction and Development of Ukraine in the oblast. Funding for defence projects will be provided by regional, local and state budgets.

Chernihiv oblast

According to the State Border Guard Service of Ukraine, russians shelled the border of Chernihiv oblast twice. There were 9 mortar attacks against Semenivka community towards the settlements of Yanzhulivka and Arkhypivka.

President Volodymyr Zelenskyi reported that Latvian President Edgars Rinkēvičs arrived in Ukraine on Friday for an unannounced visit. He visited the village of Yahidne in Chernihiv oblast, where russian troops held local residents in the basement for a month during the occupation. 

Oleksandr Lomako, Acting Mayor of Chernihiv, reported that Edgars Rinkēvičs visited the modular town in Chernihiv, where 12 modular houses, designed and financed by the Latvian budget, are being installed.

According to Chernihiv RMA, Latvia plans to allocate EUR 15 million for Chernihiv oblast over the next three years, identifying the oblast as a priority for further cooperation.

A monument to Hero of Ukraine Oleksandr Matsiievskyi has been installed in Nizhyn as part of a memorial complex that will soon be opened on Hohol Street. Oleksandr Matsiievskyi, a native of Nizhyn, was captured by russians near the city of Soledar in Donetsk oblast and shot dead for saying “Glory to Ukraine!” before his death.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council announced that defenders shot down a missile and 5 drones over Dnipropetrovsk oblast at night. During the night the enemy attacked Nikopol with artillery twice. They targeted Nikopol and Marhanets community. Half a dozen shells were fired. In the morning the enemy hit Myrove community with artillery and closer to noon attacked Marhanets from a drone.

Vinnytsia oblast

A mobile dental clinic for the military was created in Kryvyi Rih. The project is called Kryvbas Military Dentistry and it is already working. It is known that the clinic is equipped with a dental unit, means of sterilization and an X-ray machine.

Kirovohrad oblast

The South Operational Command reported that at night the forces and systems of Air Defense of the Armed Forces of Ukraine destroyed two Shaheed drones.

In Kropyvnytskyi, Kirovogradoblenergo workers knit nets for the front during the lunch break. 

Poltava oblast

The State Emergency Service of Ukraine reports that Azerbaijan sent the Revival P mechanized demining machine to Ukrainian rescuers in Poltava oblast. Representatives of the manufacturing company also arrived in Ukraine. They will conduct training for its specialists. 

Cherkasy oblast

Ihor Taburets, Head of Cherkasy RMA announced that during a night alert Air Defense Forces shot down an UAV. The debris fell on an open area. Windows were broken in several nearby houses. 

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

On November 24, the russian army attacked the towns and villages of Zaporizhzhia oblast 118 times. 106 artillery strikes were launched at Novodanilivka, Bilohiria, Poltavka, Robotyne, Kamianske, Stepove, Pyatikhatky and Plavni.

The General Staff reports that towards Zaporizhzhia oblast, the russian army tried seven times to regain its lost position near Robotyne and Novopokrovka and failed. 

The Regional State Emergency Service reports that in Polohy region, pyrotechnics removed two explosive elements from the Uragan multiple rocket launcher system. 

According to Yurii Malashko, Head of Zaporizhzhia Regional Military Administration, the russian military has started issuing summonses to employees of municipal enterprises of the temporarily occupied Berdiansk, Zaporizhzhia oblast.

Mykolaiv oblast

Vitalii Kim, Head of Mykolaiv RMA, reported that during the night of November 25, air defense forces successfully shot down a russian Shaheed-136/131 type drone. Additionally, the russian military conducted strikes in the waters off Ochakiv and Kutsurub communities.

In one of the communities in Mykolaiv oblast, high school students are learning to build drones, which they subsequently provide to the soldiers at the front lines. The Zli Ptakhy unit engineers assist them. So far, 20 drones have been delivered to the military.

Odesa oblast

President of Ukraine Volodymyr Zelenskyy announced on November 25, 2023, that Odesa oblast will receive additional ‘very powerful’ air defense systems, already arranged through agreements with partners. He highlighted the establishment of a ‘grain corridor’ excluding russia as one of the significant achievements of the year for Ukraine. Efforts are being made to safeguard ships navigating along this corridor. Zelenskyy also mentioned that Ukraine will be provided with warships by its allies to accompany and ensure the security of vessels travelling through the Black Sea grain corridor, labelling it as ‘a matter of the near future’.

Kherson oblast

The General Staff of the Armed Forces of Ukraine reports that on November 24, russian troops fired artillery at Mykhailivka, Shliakhove, Kozatske, Ivanivka, Dniprovske, Berehove and Kherson. 

According to Southern Defence Forces, on November 24, the russian army dropped 60 guided aerial bombs on the settlements of Novoberyslav, Zmiivka, Olhivka, Lviv, and Mykhailivka in Kherson oblast. About 20 private houses were destroyed. 

Ukrainian troops in the temporarily occupied territory of Kherson oblast hit an enemy command and control vehicle. 

On November 25, the russian army fired 100 times at Kherson oblast. In Kherson and Beryslav region, libraries were destroyed, and houses of local residents damaged. One person was killed and three injured. 

On November 24, 19 people, including two children, were evacuated from the de-occupied settlements of Kherson oblast.

Kherson museum workers told about another painting that was stolen by the russian military during the occupation. This is the work of Honoured Artist of Ukraine Maria Schneider-Seniuk “Thirties in Ukraine”, which was dedicated to the Holodomor.

Latest news for today in the western regions of Ukraine

Volyn oblast

With the russian military invasion in full swing, some 30 businesses have completed their relocation and started their work in Volyn oblast. Some of them are still in the final stages of setting up production, while others are already fully operational, strengthening the local economy and even establishing export activities.

Zakarpattia oblast

The Children’s Clinical Hospital in Uzhhorod received humanitarian aid from the Light of Help NGO (Slovakia, Kosice) totaling approximately EUR 20K, including medical equipment for modern laboratory diagnosis, such as a wide range of reagents, a microscope, and centrifuges.

Ivano-Frankivsk oblast

Ivano-Frankivsk City Council reported that the city sent FPV drones and batteries to the Sapsan tactical group of the 24th brigade.

The RMA reported that Volodymyr Zelenskyy, President of Ukraine, awarded the For Military Service medal to Petro Soltys, operator of the Halychyna regional television station, and now in the military.

Lviv oblast

Lviv RMA allocated over UAH 18,7 mln was for  military needs. The funds will be used to improve the conditions of stay of defenders in one of the regional medical institutions, purchase vehicles and special equipment, and inspect antenna-feeder devices.

UAH 540K was allocated from Novoiavoriv city budget for an anti-drone gun to the territorial defense unit of Yavoriv region.

In the village of Vyriv, Zhovtanetsk community, a charity table tennis tournament dedicated to the fallen soldier Ivan Kindratsky, collected UAH 39K for the Armed Forces. 

Local residents and IDPs are weaving camouflage nets in the Culture and Leisure Center of Starosambir community. A total of 5 nets have recently been sent to Zaporizhzhia oblast.

In Busk and Brody, a meeting organized by the Coordination Center of Lviv RMA was held with the families of killed, missing, captured and wounded servicemen. This time, residents of local communities and specialists from various fields took part in it. 

Totalitarian regime monuments were dismantled in the villages of Tartakiv and Luchytsi of Sokal community. In Chervonohrad region, the process of decommunization is currently proceeding the slowest in Lopatyn community.

Rivne oblast

Timur Tkachenko, Deputy Minister of Strategic Industries of Ukraine, inspected shelters in Rivne oblast. Among them are shelters in educational and medical sectors. Currently, the construction and reconstruction is underway at 25 objects, including educational ones. At present, 93% of children and students of Rivne oblast are studying offline.

Oleh Paniuk, acting Head of the Main Department of the State Emergency Service of Ukraine in Rivne oblast, reports that before the war, there were 1 727 shelters in Rivne oblast. Since the beginning of the full-scale invasion, their number has increased by a third.

Ternopil oblast

Ternopil community sent a batch of drones to the military at the front. The drones were purchased with funds from the city budget.

Khmelnytskyi oblast

Khmelnytskyi sent special combat clothes worth over UAH 2 mln to one of the units of the Special Operations Forces. The aid was purchased with budget funds.

Chernivtsi oblast

The 5th International Inclusiveness Forum is held in Chernivtsi. They discuss barrier-free accessibility as an integral part of the country’s recovery strategy.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

The Danish government and the majority of parties in the parliament agreed to allocate additional support to the Ukraine aid fund in the amount of $337 mln in 2023 and $3,44 billion in 2025-2027. “We are sending a clear signal that Ukrainians can count on Denmark’s support in the long term,” said Troels Lund Poulsen, Defense Minister.

Finland will provide EUR 3 mln in aid to improve food security in Ukraine. The funding supports grain transportation from Ukraine and demining.

“Ukraine continues to need support for their protection. That is why today I am announcing that Canada is transferring over 11K assault rifles and over 9 mln rounds of ammunition from Colt Canada, which is based in Ontario,” said Justin Trudeau, Canadian Prime Minister.

Ukrainian emergency workers received 4 MV-4 and MV-10 machines of the DOK IN company from South Korea. Complexes can be used for remote demining of the territory. They are able to neutralize anti-tank and anti-personnel mines and other ammunition. In total, the State Emergency Service has 24 such vehicles. Four new ones will be sent to units in Dnipropetrovsk and Chernihiv oblasts.

Azerbaijan sent the Revival P demining machine to Poltava oblast. Representatives of the manufacturing company also arrived in Ukraine. They will train specialists of the State Service for Emergency Situations of Ukraine.

The Ministry of Internal Affairs of Germany reports that the government has extended the term of temporary protection for Ukrainian refugees until March 2025. The status will be extended automatically, without bureaucratic procedures.

Swiss President Alain Berse arrived in Kyiv to met with Volodymyr Zelenskyy, President of Ukraine, and take part in the international summit on food security.

 Latvian President Edgars Rinkevichs arrived in Ukraine and met with President of Ukraine Volodymyr Zelenskyy. They discussed bilateral relations at the level of EU institutions.

Volodymyr Zelenskyy, President of Ukraine, had a phone conversation with Mark Rutte, Prime Minister of the Netherlands. They discussed the importance of providing constant military and financial support to Ukraine in the fight against russian aggression.

During her official visit to China, Catherine Colonna, Minister of Foreign Affairs of France, called on the People’s Republic of China not to assist russia in its war of aggression against Ukraine. She said this after talks with Wang Yi, Chinese Foreign Minister.

“Air defense was active all night in Kyiv. While the temperature in Ukraine drops below zero, russia cynically launches waves of Iranian drones, attacking the country and its capital. We are grateful to Ukrainian defenders,” said Bridget Brink, US Ambassador to Ukraine.

In Leipzig, Germany, a commemoration of the Holodomor, an artificial mass famine created by the soviet occupation regime against about 3.5-7 million of Ukrainians in 1932-1933, was held. After the full-scale russian invasion of Ukraine on 24 February 2022, the Bundestag recognised the Holodomor as genocide. At the rally, activists called on German politicians to recognise the genocidal nature of russia’s war against the Ukrainian people and continue to help in the struggle.
