On November 4, there were 71 combat clashes. The enemy launched a total of 6 missile and 18 air strikes, 33 MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, there were casualties among civilians. Private residential buildings and other civilian infrastructure were destroyed or damaged.
The operational situation in east and south of Ukraine remains difficult.
Towards Volyn and Polissia, there were no significant changes. No signs of formation of an offensive group are observed. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
Towards Siversk and Sloboda, the russian army maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from its territory and increases the density of minefields along the state border of Ukraine. Around 15 settlements came under enemy artillery and mortar fire, including Vyntorivka, Seredyna-Buda, Prohres, Rozhkovychi, Druzhba, Baranivka (Sumy oblast), Veterynarne, Vovchansk, Budarky, and Stroivka (Kharkiv oblast).
Towards Kupiansk, the enemy conducted unsuccessful assault operations in the vicinities of Synkivka and Ivanivka (Kharkiv oblast). The Ukrainian defenders repelled 6 attacks in the area. The invaders fired artillery and mortars at the settlements of Dvorichna, Synkivka, Petropavlivka, Ivanivka, and Berestove (Kharkiv oblast).
Towards Lyman, the Ukrainian defenders repelled 2 enemy attacks near Bilohorivka (Luhansk oblast). The invaders launched airstrikes in the vicinities of Serebrianka forestry and Katerynivka (Donetsk oblast). The occupiers fired artillery and mortars at more than 10 settlements, including Nevske, Bilohorivka (Luhansk oblast), Torske, Serebrianka, and Spirne (Donetsk oblast).
Towards Bakhmut, the enemy made 7 unsuccessful attempts to regain lost ground near Klishchiivka and Andriivka (Donetsk oblast). At the same time, the invaders conducted assaults near Bohdanivka (Donetsk oblast), to no success. About 10x settlements came under artillery and mortar fire, including Markove, Chasiv Yar, Ivanivske, Bila Hora, and Niu York (Donetsk oblast).
Towards Avdiivka, the enemy conducted unsuccessful assault operations in the vicinities of Stepove, Sjeverne, Avdiivka, Pervomaiske (Donetsk oblast), where the Ukrainian Defense Forces repelled 20 attacks. Also, the russiam army launched an airstrike in the vicinity of Berdychi (Donetsk oblast). The enemy fired artillery and mortars at more than 10 settlements, including Sukha Balka, Keramik, Tonen’ke, Avdiivka, Pervomaiske (Donetsk oblast).
Towards Marinka, the russian army conducted unsuccessful assault operations with air support in the vicinities of Marinka and Novomykhailivka (Donetsk oblast). The Ukrainian defenders repelled 15 attacks in that area. More than 10 settlements of Donetsk oblast, including Krasnohorivka, Marinka, Pobjeda, Novomykhailivka, were under artillery and mortar fire.
Towards Shakhtarske, the russian army conducted assault operations with air support in the vicinity of Staromaiorske (Donetsk oblast), to no success. Around 10 settlements, including Vuhledar, Zolota Nyva, Bohoyavlenka, Blahodatne, Urozhaine (Donetsk oblast), came under artillery and mortar fire.
Towards Zaporizhzhia, the occupiers launched an airstrike near Novodanylivka (Zaporizhzhia oblast). More than 20 settlements, including Levadne, Huliaipole, Charivne, Shcherbaky, Piatykhatky (Zaporizhzhia oblast), came under artillery and mortar fire.
Towards Kherson, the occupiers launched air trikes in the vicinities of Respublikanets, Chervonyi Mayak, Tiahynka, Ivanivka, Tokarivka, Mykilske (Kherson oblast). The settlements of Mykhailivka, Kachkarivka, Vesele, Tiahynka, Romashkove (Kherson oblast), the city of Kherson, and Solonchaky (Mykolaiv oblast) suffered from enemy artillery shelling.
At the same time, the Ukrainian Defense Forces continue their offensive operation towards Melitopol axis and offensive (assault) operations towards Bakhmut, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.
The Ukrainian Air Force launched 3 air strikes on buildups of troops, weapons and military equipment of the occupiers.
The Ukrainian rocket troops hit an artillery system of the russian invaders.
The Analytical Center notes that Ukraine rose 13 positions in the world ranking of democracy. Currently, Europe remains the region with the highest level of democracy in the world.
President of Ukraine Volodymyr Zelenskyy says that the situation at the front does not force Ukraine to sit at the negotiating table with the occupier. “This is not a stalemate. Russia controls the sky. We protect our military. Nobody wants to simply throw them to be killed like russia does with its people…”, he noted.
Recent war events in the east of Ukraine
Volodymyr Fito, Chief of Public Relations of the Ground Forces Command, reported that the russian army lost 230 troops towards Bakhmut and Lyman-Kupiansk over the day. Also russian forces attacked towards Bakhmut 631 times and towards Lyman-Kupiansk 532 times.
Kharkiv oblast
According to Kharkiv Regional Military Administration, heavy fighting continues towards Kupiansk. Our defenders repelled 10 enemy attacks near Synkivka and Ivanivka. The enemy is not advancing, the situation is under control of the Armed Forces of Ukraine.
A 51-year-old resident of the village of Cherkaski Tyshky was blown up on an unknown explosive device. The man was hospitalized in an extremely serious condition, with injuries to his arms, legs and other explosive injuries.
Yesterday the enemy continued shelling the frontline and border settlements of the region.
The shelling of Vovchansk, Chuhuiv region, damaged the building of an oil extraction plant and the foundation of a previously destroyed residential building.
The enemy launched a missile attack on the outskirts of Kupiansk. There were no casualties.
In addition, Pletenivka of Chuhuiv region, Blahodativka, Dvorichna, Synkivka, Petropavlivka, Berestove of Kupiansk region and other settlements were under enemy attack.
Pyrotechnics of the State Emergency Service examined more than 16 hectares of territory and defused 85 explosive ordnance over the day.
Donetsk oblast
Anastasia Medviedieva, Spokeswoman for Donetsk regional prosecutor’s office, reports that on November 4, the russian military allegedly shelled the town of Zalizne with artillery. A 43-year-old man was killed.
According to Donetsk Regional Military Administration, towards Volnovakha, 4 buildings in Novoukrainka were damaged. Vuhledar was shelled.
Towards Donetsk, Illinka and Kostiantynivka of Marinka community were shelled with artillery and mortars. The outskirts of Kurakhove and Selydove were under attack. In the morning, Avdiivka suffered a missile attack.
Towards Horlivka, 7 private buildings were damaged in Ivanopillia of Kostiantynivka community. In Chasiv Yar community, 4 private buildings and 3 apartment buildings were damaged.
Towards Lysychansk, 2 buildings and a non-residential building were damaged in Siversk and Lyman community was shelled 5 times.
Luhansk oblast
According to Luhansk Regional Military Administration, the invaders resumed their offensive against Stelmakhivka in Svatove region but their intentions were prevented by the Defence Forces. The enemy has an advantage in aviation as yesterday they attacked Nadiia and the territory of Serebrianka forestry.
People are gradually agreeing to leave the settlements on the frontline, realising the danger from russians since the enemy does not stop attacking Nevske and Makiivka. The day before, a 65-year-old man from Makiivka, a 58-year-old man and a 62-year-old woman from Nevske evacuated. Krasnorichensk Military Administration is in constant contact with them.
About a month ago, the invaders showed off the work of boiler houses in both Sievierodonetsk and Lysychansk. However, in November, after a year and a half of occupation, the invaders noticed that most of the heating mains were destroyed. Repair crews in Sievierodonetsk were ordered to complete the restoration of communications at least by December. In Lysychansk, despite the recent demonstration launch of boiler houses, the situation is even worse. Residents are having individual conversations. They are offered to solve the problem themselves or agree to spend the winter in temporary accommodation centres.

Kyiv oblast
Ursula von der Leyen, President of the European Commission, arrived on an official visit to Kyiv. She reported that this is her 6th visit during the war, the purpose of which is to discuss Ukraine’s path to joining the EU and the EU’s financial support for the restoration of Ukraine as a modern, prosperous democracy.
Ceremonial events on the occasion of the Railway Workers Day took place at the Central Railway Station of Kyiv. The President of Ukraine Volodymyr Zelenskyy took part in them and presented state awards to industry workers. Together with the Head of State, the President of the European Commission, Ursula von der Leyen, took part in the ceremony honouring Ukrainian railway workers.

Ruslan Kravchenko, Head of Kyiv Regional Military Administration, announced that the Special Commission on Reconstruction checked the restoration process at 17 objects that are being restored at the expense of the Fund for Eliminating Armed Aggression Consequences. The commission has visited Irpin, Byshiv, Bucha, Ploske, Brovary.
The State Center for Rehabilitation of the Disabled, which is located in the village of Liutizh of Vyshhorod region, is fully operational. People are rehabilitated there after injuries, operations, strokes, heart attacks, contusions and wounds. The rehabilitation course is provided free of charge for 18 days and includes accommodation, meals and all necessary procedures.
The shelter in kindergarten No. 373 in the Solomyanskyi district of Kyiv was repaired. In addition to the complete repair, the shelter was expanded and a second exit was made – now it can accommodate up to 100 people. The repair cost more than UAH 4 million, the financing was taken over by the Andrii Bohdanets Charity Fund “Let’s Help Together”.
An evacuation train was set up in the center of Kyiv, which took about 10K residents out of the enemy-blocked Irpin in the spring of 2022. Ukrzaliznytsia reported that the installation on Mykhailivska Square was installed in honor of the indomitable railway workers. In general, Ukrainian railway workers helped to evacuate 4 million people from the war zones. More than 10 K railway workers are in the ranks of the Armed Forces and other military formations.

Zhytomyr oblast
Zhytomyr regional military administration reported that 56% of the objects damaged as a result of russian aggression were restored in the oblast. To date, there are 4,814 objects damaged, 2,694 of which have already been restored.
Vitalii Bunechko, Head of Zhytomyr RMA, reported that an inspection of critical infrastructure facilities in the oblast was conducted this week. The engineering and physical protection of life support facilities is strengthened every day, work is carried out 24/7.
Zhytomyr regional military administration reported that recently, a meeting was held with representatives of GK GRUP and their partners – consultants of the British Tetra Tech, which is a participant in the program of the US Government to support the people of Ukraine. The company is a certified national mine action operator. It was about demining the territories of Zhytomyr oblast, in the north of which there is great danger due to the contamination with various explosive objects.
Sumy oblast
Sumy RMA reported that at night, the russians carried out 2 shelling attacks of the border areas and settlements of Sumy oblast. There were five artillery strikes on the territory of Velyka Pysarivka community and 40 shots from the Grad MLRS in Yunakivka community.
Sumy regional military administration reported that two Shahed drones were destroyed over the oblast at night. The russian military attacked the oblast with drones from Kursk region. Both drones were destroyed by units of mobile fire groups of the Defense Forces of Ukraine.
The russians carried out 24 shelling attacks of the oblast border – a total of 116 strikes were recorded. Krasnopillia, Bilopillia, Khotyn, Velyka Pysarivka, Putivl, Znob-Novhorodske, Druzhbivka, Hlukhiv, Seredina-Buda, Esman communities came under shelling. The enemy carried out attacks using various types of weapons: mortars, artillery, Hrad MLRS, and kamikaze drones.
The National Police of the oblast reported that as a result of russian strikes on November 3, two houses were damaged, and a fire broke out, which burned down one private residential building.
Chernihiv oblast
The russian army fired 8 times from its territory on the border of Chernihiv oblast and struck 61 hits. As reported by the SBGS, Novhorod-Siverskyi, Semenivka, Snovsk and Horodnyanka communities were shelled, on the territory of which the enemy carried out attacks with the help of barrel artillery, mortars and AGS-17. As a result of the shelling of Semenivka community, a non-residential building caught fire in the village of Leonivka.
The Eco City NGO reported that residents of the modular town located in Novoselivka community received 19 bicycles. Help was provided by the ambassadors, and their repair is being carried out thanks to the donations of caring people.
The charity event Candies for Donation was held on Halloween in Sosnytskyi House of Children’s and Youth Creativity. The program included games, entertainment and contests: participants received prizes for the best image, the best home-made goodies, and the scariest pumpkin. The collected funds will be transferred to the needs of the Armed Forces.

Dnipropetrovsk oblast
Mykola Lukashuk, Head of Dnipropetrovsk Regional Council reported that at night the enemy attacked Nikopol region twice. Marganets and Chervonohryhorivsk communities were shelled.
The enemy hit Nikopol region 14 times, targeting the center and Marganets community. There were 6 artillery attacks and the enemy used 8 kamikaze drones. Two apartment buildings and 30 private houses, 15 commercial buildings and several dozen solar panels, two medical institutions, a utility company, an infrastructure facility, a store, a notary’s office, and power grids were damaged.

Vinnytsia oblast
The action Return my Life from Captivity was held in Vinnytsia. Wives, mothers, sisters, children and relatives of Azovstal captured defenders came out to remind the society about the difficult fate of defenders who were captured.
Kirovohrad oblast
Oleksandriia City Council announced that a charitable physical culture and health competition among teachers was held in the settlement. During the event people raised UAH 37 K for the Armed Forces of Ukraine.
Poltava oblast
Filip Pronin, Head of Poltava RMA reported that the invaders attacked the oblast. According to preliminary information, the rocket debris damaged several residential buildings in Myrhorod region. There are injured, including two children. Unfortunately one woman was killed.
Pyriatyn community announced that construction of a modular shelter for Velykokruchansk gymnasium is underway in Pyriatyn community. The shelter will fully provide the needs of the educational institution and host 103 students.
Latest news from the front of the southern regions of Ukraine
Zaporizhzhia oblast
The National Police of Ukraine reported that russian occupiers launched attacks on towns and villages in Zaporizhzhia, Polohy, and Vasylivka regions of Zaporizhzhia oblast. These attacks resulted in the destruction of residential buildings belonging to local residents. Nine people sustained injuries of varying severity and were hospitalized. Overall, the enemy conducted 126 strikes in 26 towns and villages of Zaporizhzhia oblast, leading to 43 reports of destruction of residential buildings and infrastructure during the day.
Furthermore, there’s evidence of the russian military engaging in a new wave of mass mobilization in the temporarily occupied territories of Zaporizhzhia oblast. Men are being stopped en masse on the street and served summonses when they receive any documents requiring them to apply to illegal authorities. These mobilized men are then sent to construct fortifications towards Zaporizhzhia, where the russians are preparing for a potential Ukrainian counterattack.
Under the pretext of checking heating systems, the russians are continuing to exert pressure on housing in the temporarily occupied territories of Zaporizhzhia oblast. They are inspecting houses and apartments to identify vacant housing for illegal “nationalization.” Another tactic involves the occupiers inventing utility arrears to either evict residents or force them to pay. This has already resulted in the “nationalization” of over 5,000 properties. Most of these actions are concentrated in Melitopol, Berdiansk, Tokmak, and Molochansk.
Mayor Ivan Fedorov reports that russians have turned the fertile lands of the temporarily occupied territories of Zaporizhzhia oblast into minefields and are systematically looting the agricultural sector. Certain fields have been mined and access to them is prohibited. Unfortunately, despite the risks, farmers continue to go to these fields for work and face dangers from russian mines. The grain produced can only be sold through occupiers’ company at prices below the cost of production. This situation has left landowners without adequate rent or with significantly reduced payments. The mayor of Balytske has even boasted about exporting 1.5 million tonnes of grain to russia.
Mykolaiv oblast
Vitalii Kim, Head of Mykolaiv regional military administration, reports that on November 3 and on the night of November 4, russian troops launched artillery strikes on the waters of Ochakiv and Kutsurub communities. No one was injured or killed.
The Central City Library named after M.L. Kropyvnytskyi hosted a presentation of the All-Ukrainian photo project about border guards – Incredible. The exhibition is organized by the women and girls-friendly space Vilna. The photo project is aimed at overcoming gender stereotypes in the choice of professions by women in communities. Its protagonists are female border guards. Kherson oblast
The RMA reported that a 62-year-old man sustained a leg injury in the russian shelling of Kachkarivka. Around 12:30, an enemy shell hit near his house.
russians shelled residential buildings in Korabelnyi district of Kherson. A heavily wounded 82-year-old woman sustained an explosive injury and a shrapnel wound to her chest. The 84-year-old man’s condition is assessed as moderate. He sustained a shin injury. A 67-year-old woman sustained a leg injury.
A man was injured as a result of russian shelling of Zmiivka. He received a chest wound.
Over the past day, the enemy carried out 97 attacks, firing 516 shells from mortars, artillery, Grad MLRS, tanks, UAVs and aircraft. The enemy fired 15 shells at Kherson city. There were 3 drone attacks on Kherson oblast settlements. The russian military hit residential areas of oblast settlements. Five people were injured.
To restore power in Kherson oblast, 28 crews are working, involving 103 workers and 44 units of equipment. Yesterday, power engineers carried out emergency repair work on the lines supplying Arkhangelske, Mala Shestirnia, Ivanivka, Nova Kaluha, Novopavlivka, Shevchenkivka, Urozhaine, Lymanets, Kochubeivka, Kostyrka, Kherson, Bilozerka, and Kyselivka.
A total of 62 employees of the Kherson Regional Municipal Emergency and Rescue Service and the State Emergency Service worked to restore buildings in Kherson damaged by russian strikes. Priority repairs were carried out at 26 addresses in residential buildings and social facilities, where 137 windows were covered with OSB boards.
In total, sappers surveyed 127,756.6 hectares of territory in the de-occupied Kherson oblast, with 107,142.1 hectares of agricultural land. More than 120,000 explosive devices were found and defused in these areas.
42 residents, including 8 children, were evacuated from the de-occupied territories of Kherson oblast.
Yesterday, residents of the de-occupied territories received 859 food sets, 9,367 loaves of bread, 250 hot meals, and 23670 litres of drinking water from international NGOs, charities, and volunteers. People also received 173 OSB boards, 85 building kits, and 65 tonnes of briquettes.
A fire protection unit operates in Arkhangelske of Beryslav region. This is the ninth fire protection unit in the region.

The RMA reported that Uzhgorod region held a seminar-training on social protection of residents in conditions of crisis response and recovery.
Ivano-Frankivsk oblast
Residents of Beleluya, where a residential building was damaged by rocket fragments, and Tseniava in Kolomyia region, where a child was killed and property damaged, will receive assistance. With the support of international partners UNHCR Ukraine – the UN Refugee Agency in Ukraine and the Rokada CF, construction materials were transferred, in particular, metal tiles, doors, plasterboard, cement, and sanitary equipment. One of the families has already received one-time assistance in the amount of UAH 25K.
Lviv oblast
Mykhailo Drotsyk, a defender from Novoiavorivsk community, was posthumously awarded with the 3th degree For Courage Order. The Hero was killed on October 9, 2022 near Bakhmut.
A memorial plaque to defender Ihor Smetantsi was installed on the facade of Sambir Professional Medical College. He defended Ukraine from the first days of the full-scale invasion. He was killed on October 26, 2022.
A memorial plaque to the fallen Hero Yevgenii Havryushyn was installed on the facade of Sambir Gymnasium #7. He was a participant in the Anti-Terrorist Operation, an associate professor of the Department of Ground Artillery at the National Academy of Ground Forces named after Hetman Petro Sahaidachny. He was killed on March 13, 2022.
The RMA reported that in accordance with the Decree of the President of Ukraine, serviceman Petro Fedoriv from Verkhnya Rozhanka of Slavic community was awarded with the For Saved Life medal.
The RMA reported that Skoliv city council, in accordance with the request of the commander of one of the military units, purchased 50 bulletproof helmets and over 300 units of auto parts for the repair of various types of equipment.
The RMA reported that schools and kindergartens of Truskavets community received 33 heaters for shelters from the Man in Need humanitarian organization.
Rivne oblast
Participants of the Recovery Army received a one-and-a-half-fold increase in their salaries. Currently, almost 2,5K unemployed people from Rivne oblast have already joined the project. They participate in repair work, defense readiness, and assistance at medical facilities.
Ternopil oblast
Mobile stomatological unit of Ternopil city dental polyclinic went to the front. This time, medics are helping military personnel in Kherson oblast.
Ternopil City Council reported that at the request of commanders of 4 military units, the community sent hydraulic jacks, two Archer TSA-9/75 thermal imaging sights, cordless saws, screwdrivers, welding wires, cables, self-tapping screws, screwdrivers, compressors, pneumatic jacks, antifreeze, water pumps, oil filters, fuel filters, battery terminals, sleeves, piston rings and other necessary spare parts to the defenders.
Khmelnytskyi oblast
Ruslan Renchkivskyi and Pavel Lebid from Khmelnytskyi were awarded state awards (posthumously). In the RMA, the awards were presented to relatives of the fallen Heroes.
Chernivtsi oblast
Specialists of Chernivtsi Regional Blood Service Center visited the city council for the 3rd time. Its employees donated almost 7 liters of blood.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
The US announced a new $425 mln package of military aid to Ukraine. The $125 mln package includes additional NASAMS and HIMARS ammunition, 155-mm and 105-mm artillery shells, TOW anti-tank missiles, Javelin and AT-4 anti-tank complexes.The Pentagon is ordering $300 mln worth of laser-guided combat drones for Ukraine – they will be delivered through the USAI program, which provides for the purchase of weapons from manufacturers, rather than their transfer from US Army warehouses.
Paul Jonson, Minister of Defense of Sweden, announced that Ukraine received 8 Archer self-propelled guns. Thanks to the combination of speed, accuracy and mobility, Archer will contribute to the return of Ukraine’s lost territory and the restoration of its freedom.
Ursula von der Leyen, Head of the European Commission, arrived in Kyiv. “Delighted to return to Kyiv for my 6th wartime visit. I am here to discuss Ukraine’s path to EU membership. Andrii Yermak, Head of the Office of the President of Ukraine, had a phone conversation with Sidney Mufamadi, adviser to the President of the Republic of South Africa on national security issues. Ihor Zhovkva, Deputy Head of the Office of the President of Ukraine, held a meeting with Karen McTeer, Head of the NATO representation in Ukraine. They discussed strengthening Ukraine’s interaction with the Alliance and realizing Ukraine’s Euro-Atlantic aspirations.
IAEA conducted another rotation of its mission at the ZNPP. This is the 13th such mission since the IAEA established a permanent presence last year to prevent a nuclear accident during the conflict.
