The enemy continues to wage a war of aggression. Despite significant losses, he does not give up his plans for the full occupation of Ukraine, ignores the laws and customs of war, uses terror tactics, strikes, attacks both military and civilian objects. The enemy actively uses aviation and quadrocopters of the “FPV” type, conducts assaults with the support of armored vehicles.

The operational situation in the east and south of Ukraine remains difficult.

During the day, 79 combat clashes took place.

In total, the enemy carried out 5 missile and 91 air strikes, carried out 102 attacks from rocket salvo systems on the positions of our troops and populated areas. As a result of Russian terrorist attacks, unfortunately, there are dead and wounded among the civilian population. High-rise and private buildings, a church, and other infrastructure facilities were destroyed and damaged.

On the Volyn and Poliske directions, the operational situation has not changed significantly. There were no signs of the formation of offensive groups. Certain units of the Armed Forces of Belarus perform tasks in the areas bordering Ukraine.

In the Siverskyi and Slobozhanskyi directions, the enemy maintains a military presence in the border areas, conducts sabotage and intelligence activities, attacks populated areas from the territory of the Russian Federation, and increases the density of mine and explosive barriers along the state border of Ukraine. The enemy carried out airstrikes in the areas of Ploske, Budarky, and Varvarivka settlements of the Kharkiv region. More than 30 settlements were hit by enemy artillery and mortar attacks, among them Progress of the Chernihiv region; Fotovizh, Seredyna-Buda, Stara Huta, Sumy region; Strelecha, Lukyantsi, Staritsa, Vovchansk, Kharkiv region.

In the Kupyan direction, the defense forces repelled 1 enemy attack in the area of Tabaivka settlement, where the enemy tried to knock our troops out of their positions. The enemy carried out airstrikes in the areas of Kupyansk and Synkivka settlements of Kharkiv region. More than 10 settlements came under artillery and mortar fire, including Zapadne, Synkivka, Ivanivka, Kotlyarivka of the Kharkiv region.

In the Lyman direction, our soldiers repulsed 6 enemy attacks in the area of Terna, Yampolivka, Donetsk region, and Belogorivka, Luhansk region, where the enemy tried to break through the defenses of our troops. The enemy carried out airstrikes in the areas of the settlements of Novoehorivka, Makiivka, Belogorivka, Luhansk region; Terny and Rozdilovka of Donetsk region. More than 10 settlements were affected by artillery and mortar attacks, among them Nevske, Belogorivka of Luhansk region and Yampolivka, Torske, Rozdolivka of Donetsk region.

In the Bakhmut direction, defense forces repelled 8 enemy attacks in the areas of Ivanivske and Klishchiivka settlements of the Donetsk region, where the enemy tried to improve its tactical position. The enemy carried out airstrikes in the areas of Vasyutynske and Chasiv Yar settlements of the Donetsk region. Also, about 10 settlements came under artillery and mortar fire, including Hryhorivka, Chasiv Yar, Andriivka, Druzhba of the Donetsk region.

In the Avdiyiv direction, our defenders repelled 20 enemy attacks in the areas of Berdychi, Orlivka, Tonenke, Pervomayske, Nevelske settlements of the Donetsk region. The enemy carried out airstrikes in the areas of Oleksandropil, Ocheretine, Novobakhmutivka, Novoselivka Persha, Orlivka, and Netaylovye settlements of the Donetsk region. About 20 settlements, including Keramik, Novokalynove, Novobakhmutivka, Semenivka, Orlivka, and Pervomaiske of the Donetsk region, were hit by enemy artillery and mortar fire.

On the Novopavlivskyi direction, the defense forces continue to hold back the enemy in the areas of Krasnohorivka, Georgiivka, Novomykhailivka, and Urozhainy of the Donetsk region, where the enemy, with the support of aviation, tried 25 times to break through the defenses of our troops. The enemy also carried out airstrikes in the areas of the settlements of Kurakhove, Vugledar, Staromayorske of the Donetsk region, and Novodarivka of the Zaporizhzhya region. More than 20 settlements, including Krasnohorivka, Georgiivka, Novomykhailivka, Kostyantynivka, Vugledar, Blagodatne, and Staromayorske of the Donetsk region, came under the artillery and mortar fire of the occupiers.

In the Orykhiv direction, the defense forces repelled 1 enemy attack in the area east of Robotiny, Zaporizhzhia region. The enemy carried out an airstrike in the area of the settlement of Malinivka, Zaporizhzhia region. About 20 settlements, including Malynivka, Chervone, Mala Tokmachka, Novodanilivka, Pyatikhatky of the Zaporizhia region, were hit by artillery and mortar fire.

In the area of responsibility of the “Odesa” anti-aircraft missile defense system, in the Kherson direction, the enemy does not give up its intention to knock out our units from the bridgeheads on the left bank of the Dnieper. So, during the day, 3 attempts were made to storm the positions of our troops. About 20 settlements, including Lviv, Ponyativka, Kherson, and Antonivka of the Kherson region, were subjected to artillery and mortar shelling.

During the day, the aviation of the defense forces struck 7 areas of concentration of enemy personnel.

Units of missile forces damaged 1 control point, 1 area of concentration of personnel, weapons and military equipment, 4 artillery means, 1 anti-aircraft defense means, 1 EW station and 1 other important enemy target.

The 110th separate mechanized brigade, which defended Avdiivka, went on rotation for the first time in 2 years. The decision was made to preserve the lives and health of servicemen.

The Ukrainian grain corridor shows good results. 90% of all products are exported by sea. Only in December 2023, Ukraine exported 5 million tons of grain from Odesa, 1 million tons via the Danube and another 1 million tons via land corridor transit through European neighbors. Therefore, the role of Ukraine in the issue of global food security is extremely important. Especially as regards the export of grain to the countries of Africa and Asia. Taras Vysotskyi, the first deputy head of the Ministry of Agrarian Policy, announced this.

Recent war events in the east of Ukraine

Ukrainian soldiers repelled 80 Russian attacks in the Lyman, Bakhmut, Avdiiv and Novopavliv directions, the General Staff reported. The Russian military carried out the most attacks in the Novopavlovsk and Avdiyiv areas.

“Condor” special purpose aerial reconnaissance units of the First Presidential Brigade of NSU “Bureviy” destroyed 4 tanks, 5 BMPs, 2 APCs, 2 BBMs of the Russian troops in the eastern direction during the day, – reported the commander of the National Guard of Ukraine Oleksandr Pivnenko.

Donetsk oblast

Around 4:50 p.m., the enemy bombarded the train station in the village of Velikiy Burluk, in the Kupyan district, with guided aerial bombs. According to OVA, a 48-year-old man and a 6-year-old girl died on the spot. The girl’s mother was seriously injured.

Around 2:30 p.m., the occupiers hit the city of Kupyansk with anti-aircraft guns. This was reported in OVA. Recorded hit in the central part of the city. A 58-year-old pastor of the Church of Jesus Christ and a 39-year-old man were killed as a result of enemy shelling. Two 31-year-old women and two men, 45 and 52 years old, were hospitalized. Another man was treated at the scene. Presumably, there are still people under the rubble. As a result of the shelling, at least 12 private houses were damaged. A local cafe and the Church of Jesus Christ were destroyed. Search operations are ongoing.

About 15 settlements of the Kharkiv region were hit by enemy artillery and mortar attacks: Kozacha Lopan, Ohirtseve, Gatishche, Pletenivka, Synkivka, etc. The enemy carried out airstrikes on n.p. Bologhivka, Ivanivka, Berestov, etc.

February 28 at 05:20 as a result of shelling in the village of A residential building was on fire in Pristina, Kupyan district. There were no casualties or injuries.

At 15:00 in the city of Izyum, a 42-year-old man was blown up by a mine (formerly a “petal” mine) while cleaning his land. He was taken to a hospital with multiple injuries.

At 11:33, the roof of an apartment building, a fence, and a gate were damaged as a result of the attack by the “Shahed” UAV in Dergachi, Kharkiv district. No casualties.

During the day, Ukrainian defenders repelled 13 enemy attacks in the area of Sinkivka and Tabaivka.

During the day in Kharkiv Oblast, established groups of explosive technicians conducted demining of 15.67 hectares of territory, destroyed 291 explosive objects. Demining continues.

Donetsk region

The Russian occupiers shelled Kurakhov and hit residential buildings, said Roman Padun, the head of the Kurakhiv MBA. As a result of the shelling, the fire station was also damaged – the rescuers were not injured, the State Emergency Service clarified. One person with aquabarotrauma went to the hospital. Warehouses were damaged during the shelling.

At 00:50, Russia hit the city center with four missiles. Two rockets hit the university, two more hit the school. after midnight, the enemy fired four rockets at Pokrovsk. A university, a school, 10 apartment buildings and 4 private houses, a post office, 2 administrative buildings, a cultural center, and a heating line were destroyed. At least 14 residential buildings, two administrative buildings, a palace of culture, a post office, and a heating line were damaged.

The police, rescuers, as well as 6 brigades of the city’s utility companies are working to eliminate the consequences of the shelling with four rockets. We have already received 228 complaints from citizens about damage to property, which were received by phone at the contact center of the Pokrovsky Military Administration

During the day, the enemy attacked the region 1561 times, the civilian population – 11 times. This was reported in the press service of the Donetsk region police. The Russian army shelled 9 settlements: the city of Girnyk, the villages of Gostre, Kurakhivka, Ocheretine, Shcherbynivka, the villages of Kleban-Bik, Ostrivske, Predtechine, Rubizhne. 21 civilian objects were damaged – 14 residential buildings, 2 granaries, utility rooms, cars.

Pokrovsky district. According to OVA, 2 houses in Zhelanny and 1 in Novoselivka Pershii were destroyed in the Ocheretyn community. Krasnohorivka and Kostyantynivka were shelled in the Marinsk community. In the Kurakhivka community, 1 person died and 5 were injured in Hirnik, a house in Kurakhivka, an agricultural enterprise in Ostrivske were damaged; the industrial zone of Kurakhovoi was shelled. Pokrovsk was hit by a missile – 3 administrative buildings and 15 houses were damaged.

Kramatorsk district. In the Illinivska community, 13 objects were damaged in Kleban-Bik. The outskirts of Lymanska and Kostyantynivska communities were shelled.

Bakhmut district. 10 private houses were damaged in the Chasovoyarsk community. An infrastructural object was damaged in Shcherbynivka of the Torecki community. A house was damaged in Serebryanka, Siverska hromada.

The Russians shelled populated areas of Donetsk region 11 times in one day. 6,603 people, including 452 children, were evacuated from the front line.

Ukrainian troops moved away from Severne and Stepov villages in the Avdiyiv direction, at the same time they pushed back Russian troops from the outskirts of the village of Berdychi, Dmytro Lykhovii, a spokesman for the “Tavria” OSUV, said. The armed forces of Ukraine blocked the assault groups of the Russian military on the approach to the village of Orlivka, which is near Avdiivka.

Defense forces shot down two Russian Su-34s, Air Force Commander Oleschuk said.

78 tons of fuel briquettes were distributed to residents of the village of Starodubivka, Kramatorsk district, by volunteers of the public organization. According to the project, briquettes for heating houses are issued to elderly people in front-line settlements of the Donetsk region. In total, they plan to distribute 146 tons of fuel briquettes.

Luhansk oblast

During assaults, the Russians emphasize personnel, trying to use as little heavy equipment as possible. These are the consequences of significant losses. Enemy attacks continue both on the Lyman section of the front and on the Kupian section. The shelling does not stop along the entire contact line even in the absence of assault operations. Yesterday, the occupiers hit Bilogorivka once again.

Most of Rubizhny was completely destroyed, but less than 30 houses were in the queue for repairs – they are the only ones that have survived, where it is possible to quickly and demonstratively do some work.

In the temporarily occupied territories, the heads of “state institutions” and heads of “educational institutions” received a plan for the turnout of subordinates for a fake vote, which is planned to be held during the presidential elections of the Russian Federation, reports the Center of National Resistance. The attendance of state employees will be monitored with the help of video surveillance cameras.

What is happening now in the north of Ukraine

Kyiv oblast

Kyiv RMA reported that the construction of a new building of the “Vesnyanka” kindergarten in Irpin is underway. The old building was destroyed as a result of a direct hit by a projectile at the beginning of the full-scale invasion of the russian federation. The reconstruction of the educational institution also includes the construction of sports and playgrounds, the construction of a 15-meter indoor swimming pool and the installation of an anti-radiation shelter.

Ruslan Kravchenko, the Head of Kyiv RMA, said that an inclusive residential complex for servicemen with disabilities is being built in Kyiv oblast at the expense of philanthropists. It is planned to build 56 private houses for veterans and their families. A dispensary for military rehabilitation, an anti-radiation shelter and a recreation area will be set up on the territory of the complex. Military children will be taken to schools and kindergartens by a special bus.

Rivne Regional Prosecutor’s Office reported that a saboteur, a citizen of belarus, who fought on the side of the occupiers and prepared sabotage at critical infrastructure facilities in Kyiv and the oblast, will be tried in Rivne oblast. The investigation established that the accused, being a recruited agent of the russian special services, illegally crossed the border of Ukraine in January of this year for this purpose. The man had to install GPS trackers on energy infrastructure facilities so that the russian military would receive the exact coordinates of these facilities for further strikes.

16 projects are planned to be implemented in Kyiv oblast as part of infrastructure restoration to provide Internet access to residents of the de-occupied territories. This is a grant from the German government within the international cooperation program ReACT4UA. To restore the Internet infrastructure in the de-occupied territories of Ukraine, 68 providers will receive financial assistance in the total amount of €700,000.

Bucha city council reported that the city was visited by the Ambassador Extraordinary and Plenipotentiary of Slovenia to Ukraine, Mateja Prevolšek. During the meeting with the local authorities, the foreign guest discussed further ways for cooperation and support of the community.

On February 26, Bucha was visited by journalists from four Southeast Asian countries – these are media representatives from India, Indonesia, Malaysia and the Philippines. During the week, the journalists plan to visit the cities of Kyiv oblast, which were under occupation in February-March 2022, in order to record the war crimes of the russian military.

Zhytomyr oblast

Zhytomyr oblast Security Police Department reported that the first 34 “Police emergency call buttons” were installed on the territory of Zhytomyr and seven other communities of the oblast in places of mass gathering of people. They can be used in case of danger and without the help of a mobile phone to call the police team, which should arrive in a matter of minutes.

Volodymyr Gusev, a war veteran and rehabilitator from Zvyagel, bought medical equipment for his own rehabilitation center with grant money from the state program “eRobota”. According to him, now almost half of the patients of the Spine Health Center who come for rehabilitation are military personnel.

Sumy oblast

On February 27, two policemen were killed in Sumy Oblast as a result of enemy fire. Another six investigators were injured and are in the hospital, the Ministry of Internal Affairs reported. Police lieutenant colonel Oksana Volodymyrivna Novik, head of the department investigating crimes committed in armed conflict, and police lieutenant colonel Yurko Oleg Mykolayovych, deputy head of the police department, received non-life-threatening injuries. As reported in OVA, National Police officers came under fire on the territory of the Khotyn community, which was fired upon by the Russian military with artillery and mortars.

In total, 296 explosions were recorded on the territory of Sumy Oblast on February 27. As reported in Sumy OVA, during the day, the Russians carried out 59 shellings of 13 border communities of the region. Yunakivska, Khotynska, Myropilska, Bilopolska, Krasnopilska, Velikopysarivska, Novoslobidska, Shalyginska, Esmanska, Seredino-Budska, Znob-Novgorodska, Sveska, Druzhbivska communities were under enemy fire. The enemy struck with artillery, mortars, MLRS, FPV drones, dropped VOG ammunition from UAVs, carried out a strike with Lancet-type ammunition, airstrikes with anti-aircraft missiles, launching anti-aircraft missiles from a helicopter and a jet aircraft.

As a result of mortar fire on February 27, two local residents were injured in the Seredyn-Budsk community. As reported in the regional military administration, the territory of the community was shelled by the Russian military during the day with mortars – 30 shots, MLRS – 24 shots, barrel artillery – 2 shots, FPV drone – 2 shots.

In Sumy Oblast, 25 private and one multi-apartment houses and the administrative building of the city council were damaged in the past day as a result of Russian strikes. Also, during the shelling, the premises of the store, the village club, the warehouse of the farm, and the agricultural machinery of the agricultural company were damaged. Due to a fire in the warehouse, a sunflower inside the hangar caught fire. This was reported to the regional police.

During the night and morning of February 28, the Russian military carried out 12 attacks on the border areas and settlements of the Sumy Oblast – a total of 44 mortar and artillery strikes were recorded. Krasnopilsk, Yunakivsk, Velikopysarivsk, Esmansk and Seredino-Budsk communities came under fire.

In Sumy Oblast, police explosives officers neutralized a Russian drone equipped with explosives, the National Police of the region reported. An enemy FPV drone crossed the state border line, crashed near a village and malfunctioned. An improvised explosive device that broke off and was lying nearby was destroyed on the spot by electric detonation.

12 communities of Sumy Oblast will receive vehicles to ensure their livelihoods from the U-LEAD program. This is the first part of the aid, which is carried out within the framework of the initiative “Strengthening resilience on the ground. Support for emergency repairs in communities,” the regional office of “U-LEAD with Europe” reported.

Chernihiv oblast

The SBGS reported that during the past 24 hours, russian troops carried out 7 shellings of the border of Chernihiv oblast. The territorial communities of Semenivka, Snovsk and Novhorod-Siverskyi were under enemy shelling – a total of 51 hits from mortars, barrel artillery and MLRS were recorded.

The school fleet of Chernihiv oblast was replenished with five new buses, which were purchased by the international non-governmental organization ACTED with the financial support of the French Ministry of Foreign Affairs. This is part of the assistance within the project “Reconstruction, repair and equipping of schools for the safe resumption of education in the territory of Chernihiv oblast”, which was presented by the ACTED team last fall.

 

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

In the evening the occupiers shelled Myrove community of Nikopol region with artillery.

There were no casualties or damage.

A 61-year-old woman was killed by shelling in Nikopol. During the day the enemy launched 7 kamikaze drones and shelled the region with artillery 5 times. The district center, Myrove and Marhanets communities were hit. 17 private houses, 11 outbuildings, 4 cars, a combine harvester, a greenhouse, power lines and fences were damaged.

Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council reported that more than 2,000 materials were sent to paramedics to save wounded soldiers’ lives the. Among them are special Israeli bandages designed to stop bleeding in an emergency. Also, laryngeal masks that help with respiratory system injuries.

Vinnytsia oblast

Liubov Yesypova, Deputy Director of Lyceum No. 29 announced that parents of students and teachers of the institution donated more than 18 liters of blood for the wounded soldiers’ needs as part of the Save a Soldier’s Life campaign.

Kirovohrad oblast

Andrii Raikovych, Head of the RMA reported that rescuers in Kirovohrad oblast have re-equipped 12 special vehicles. The vehicles were provided by partners from Europe and then customized to meet the rescuers’ and  pyrotechnics needs which have changed during the war. The first squad successfully worked in Mykolaiv region to clear the de-occupied territories of mines. The equipment was also used during blackouts and emergency response.

Poltava oblast

A regional rehabilitation center for the military is being completed in Poltava. Soldiers will undergo inpatient and outpatient rehabilitation there free of charge. A charitable organization is carrying out repairs and purchasing equipment for the center. The regional rehabilitation center for servicemen is being completed at a medical facility in Poltava. The work is 80% complete. The three-story facility has an area of about 2,000 square meters and is designed for 50 beds. There will be rooms for physical therapy, kinesiotherapy, hardware therapy, and rooms for occupational therapy. The ward has its own bathroom in accordance with the inclusive requirements. Each ward is air-conditioned,l and the corridors have comfortable handrails for patients, as well as anti-slip flooring. Patients can be admitted to the center upon a referral from a family doctor or a specialized doctor. The center will employ a team of 50 specialists. Among them are doctors of physical and rehabilitation medicine, occupational therapists, neurologists and psychologists.

Cherkasy oblast

A soldier from Kaniv, Oleksandr Hortsunov, received the Silver Cross. The decree on the award was signed in January 2024 by the then Commander-in-Chief of the Armed Forces of Ukraine Valerii Zaluzhnyi.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Yesterday, occupiers launched 234 strikes on 11 populated areas in Zaporizhzhia oblast. russian military conducted 27 UAV attacks on Novodanylivka, Malynivka, Mala Tokmachka, and Robotyne, as well as 11 MLRS strikes on Mala Tokmachka and Robotyne. They targeted Orikhiv, Mala Tokmachka, Levadne, and Robotyne with 9 airstrikes. Additionally, 187 artillery strikes hit the territories of Huliaipole, Orikhiv, Malynivka, Piatyhatky, Prymorsk, Mali Shcherbaky, and other frontline cities and villages. There were 27 reports of damage to residential buildings and infrastructure. One person was killed, and another was wounded as a result of the russian aggression.

Five fires occured in Zaporizhzhia oblast on February 27 due to russian shelling. It was reported by the State Emergency Service in Zaporizhzhia oblast.

The Ukrainian Armed Forces repelled 8 enemy attacks near Malynivka and Robotyne towards Orikhiv. It was reported by the General Staff.

It is reported that the occupiers increased pressure on local residents in the temporarily occupied city of Polohy due to the upcoming “elections” of the russian president. They conduct house-to-house visits to verify information. At the same time, the number of russian military personnel has increased in Polohy community. Polohy Mayor Yurii Konovalenko reported that the occupiers started visiting houses in the city to simultaneously address two issues: to clarify the number of voters and check the real estate owners.

Mykolaiv oblast

On February 27, at 09:18, russians shelled the settlement in Kutsurub community with artillery. A residential building in the city of Ochakiv was damaged due to russian shelling at 13:05. Also, the russian army shelled the waters of Ochakivska community with artillery at 11:05 and 16:45.

Ir is reported that russian forces shelled Chornomorka community with artillery at 12:10. A civilian fishing vessel caught fire as a result of teh attack, but it was promptly extinguished. It was reported by Vitalii Kim, the head of Mykolaiv Regional Military Administration.

Five trucks with humanitarian aid weighing over 75 tons arrived in Mykolaiv oblast. The aid was provided by the Government of the Republic of Moldova with total value of 10 million UAH. The cargo includes building materials, generators, blood transfusion systems, disinfection agents, as well as food products. This information was provided by the press service of Mykolaiv RMA.

Odesa oblast

Debris from a downed enemy drone fell on the transformer of a critical infrastructure facility in the industrial zone of Odesa. Overnight, the russians attacked the southern regions with kamikaze drones of the “Shahed” type. The enemy directed 10 attack drones from the Black Sea to Mykolaiv and Odesa oblasts. Air defense units were actively repelling this attack for 1.5 hours. Most of the “Shaheds” were shot down over the sea: one in Mykolaiv oblast and 9 in Odesa oblast. This information was reported by the “South” Operational Command.

Kherson oblast

Yesterday, the enemy shelled Chervonyi Maiak, Osokorivka, Lvove, Dudchany, Beryslav, Sablukivka, Kachkarivka, Tokarivka, Ivanivka, Mykhailivka, Tiahynka, Iantarne, Poniativka, Sadove, Havrylivka, Veletenske, Stanislav, Romashkove, Prydniprovske, Antonivka, Zelenivka, and the city of Kherson. russian military targeted residential quarters in the populated areas of the region, damaging 12 multi-story buildings and 15 private houses. Cargo ship and cars were damaged in Kherson. A farm and an elevator were damaged in the region due to enemy shelling. The enemy also attacked Kherson oblast from the air, launching a guided aerial bomb near the town of Zelenivka. One person was killed, and two others were injured as a result of russian aggression.

Later, Kherson RMA reported another injured person. A 26-year-old local resident sustained injuries yesterday as a result of russian drone attack. He was diagnosed with explosive trauma, leg, and back injuries.

On February 27, 2024, the russian army damaged the Turkish cargo ship KURUOGLU-3, which has been stranded in Kherson since February 22, 2022, due to mining and threats amid the full-scale invasion by russia. Information about the number of crew members on the ship and their condition is currently unavailable.

Confirmed enemy losses on the left bank amounted to 49 occupiers, 2 automatic grenade launchers Plamya, 2 howitzers, 1 mortar, 1 boat, 3 reconnaissance UAVs (2 “Supercam” type and 1 “Zala”), and 3 units of other equipment, including a motorcycle and an excavator. Six bunkers, 2 UAV launch sites, a supply buildup, and a maneuvering group of electronic reconnaissance were destroyed. This information was reported by the “South” Operational Command.

The results of the operation on the elimination of the consequences of the Kakhovka HPP destruction were reported. 49 settlements were affected, and 3,821 residential buildings were flooded  due to russian terrorist act . A total of 2,783 people were evacuated from the affected communities. The State Emergency Service involved 174 pieces of equipment, 45 floating means, and 770 specialists to eliminate the consequences and conduct rescue operations. Over 600 people and more than a hundred pieces of equipment from other regions assisted in eliminating the accident. The water has receded since the collapse of the dam. Currently, the water level has returned to its natural course.

The areas under watermelon crops and vegetables will be expanded this year. Kherson RMA informed about this. It is planned to sow a thousand hectares of watermelons and to five thousand hectares with vegetable crops. This became possible due to the increase in demined areas. As of the morning of February 28, 184 hectares of agricultural land have been cleared in Kherson oblast.

The mobile unit of Oschadbank has started operating in Kherson oblast. The mobile bank will provide services to local residents in settlements where no other stationary branch is operating.

Residents of Antonivka received over 500 cubic meters of firewood, 250 warm blankets, and 250 lanterns-power banks in February as part of the “Insulation of Kherson oblast” program. Also, volunteers from the “Sky of Ukraine” Charitable Foundation handed over 3 diesel generators with canisters and consumables to meet the needs of critical infrastructure in the settlement. This assistance was made possible thanks to the support of the Samaritan’s Purse Charitable Foundation.

Ivano-Frankivsk oblast

Ivano-Frankivsk City Council reported that the community sent 50 FPV to the 78th battalion of the 102nd Territorial Defense Brigade and 20 FPV drones for the 33rd separate rifle battalion of the 116th brigade.

A meeting of government officials with the families of fallen soldiers took place in Halychi. Those present discussed a number of issues faced by relatives of the deceased, in particular, regarding obtaining vouchers for sanatorium-resort treatment, supplementary payments to the pension of parents whose children died in the war, provision of social guarantees, etc.

Lviv oblast

In 2023, UAH 13.2 bln were allocated to the medical sector of Lviv oblast. In particular, UAH 208 mln was allocated to finance institutions that provide specialized medical assistance to military personnel.

Khmelnytskyi community sent 8 DJI MATRICE 30T quadcopters worth almost UAH 1.8 mln thanks to the budget funds.

Chernivtsi oblast

The III degree For Courage Order (posthumously) was awarded to the wife and daughter of Oleh Mankevich, fallen National Guard sergeant from Bukovyna. The serviceman was killed in February 2023 during the battles for Bakhmut, Donetsk oblast.

The Ministry of Finance named the countries that provided Ukraine with the largest amounts of external financing. Grant assistance was provided by the following countries: the US, Japan, Norway, Germany, Spain, Finland, Switzerland, Ireland, Belgium, Iceland. Long-term preferential credit financing was attracted for a total amount of $30.9 bln, in particular from the EU ($19.5 bln), the IMF ($4.5 bln), Japan ($3.4 bln), Canada ($1.8 bln ), Great Britain ($1 bln), the World Bank ($660 mln), Spain ($50 mln).

The European Parliament approved the allocation of €50 bln to Ukraine as part of the Ukraine Facility program. The EU support program for Ukraine in the amount of EUR 50 bln will operate from 2024 to 2027, of which EUR 38.27 bln will be directed to support the state budget.

Emmanuel Macron, French President, announced the creation of a new coalition to supply Ukraine with longer-range missiles and ammunition, adding that even sending Western ground troops to combat the russian invasion cannot be ruled out.

Volodymyr Zelenskyy, President of Ukraine, met with Crown Prince of Saudi Arabia Muhammad bin Salman Al Saud. They discussed points of the Peace Formula and the progress that can be achieved in their implementation.

Moldova sent 5 trucks of humanitarian aid to Ukraine. These are medical goods such as blood transfusion systems and disinfectants, as well as canned goods and power generators.

Three of the four largest banks of the People’s Republic of China stopped accepting payments from russian sanctioned financial organizations. Restrictions were imposed by China Construction Bank, Bank of China and Industrial and Commercial Bank of China. Since the beginning of January, these banks began to inform clients from Kazakhstan about the termination of payment acceptance.

Latvia extended the restrictions on russians entering the country for another year. Restrictions on tourist trips, implemented since September 2022, have been extended until March 4, 2025.

Sadiq Khan, Mayor of the British capital of London, said that the transport department of the city will make changes to the scheme for recycling cars in the ultra-low emission zone (Ulez), which will allow the transfer of cars that are subject to recycling to Ukraine.

Emmanuel Macron, French President, does not rule out the possibility of sending ground troops to Ukraine to support it in the war with russia. “Today there is no consensus on sending ground troops, but nothing can be ruled out. We will do everything in our power so that russia does not win,” said Emmanuel Macron.

British intelligence estimated russian losses for two years of full-scale invasion. It is noted that russia has deployed 130 battalion tactical groups for the invasion of Ukraine in 2022. These are at least 1,3K tanks, over 5K infantry fighting vehicles (IPVs) and armored personnel carriers (APVs), as well as at least 100K troops. “During the two years of the conflict, russia’s losses match and in many cases exceed those that constituted its initial strength,” the intelligence said.
