The British Defense Minister Ben Wallace says that Typhoon fighters will be delivered to Ukraine only after the war. He explained that the training of fighter pilots takes a lot of time (more than six months). “We all don’t know how this war will continue, whether it will last another year or two. Mayor of Melitopol Ivan Fedorov informs that in the temporarily occupied Melitopol, representatives of the occupation authorities force children to write letters to russian soldiers. He also added that the invaders opened about 10 youth organizations of ‘patriotic education’ and forced schoolchildren and students to join. In case of disobedience, that is, ignoring, punishment is applied.
The press service of Ukrenergo reports that there is no shortage of power capacity. As of February 19, power consumption is the lowest in the entire week. Therefore, consumption restrictions were not brought to oblasts. However, network restrictions are still in effect in Odesa and the oblast. Kharkiv oblast

At about 16:30, private houses in the village of Lyptsi, Kharkiv region, came under enemy fire. Two women aged 50 and 32 were wounded. They are hospitalized and receiving all necessary medical care.
In Vovchansk, Chuhuiv region, a woman of 45 years old sustained shrapnel wounds. She received medical aid on the spot.
A 40-year-old civilian man was wounded in Kruhlyakivka, Kupiansk region, as a result of hostile shelling.
In addition, as a result of today’s shelling of Kupiansk, buildings of a civilian enterprise, a gas station, garages were damaged and fires broke out. Ukrainian border guards repelled 7 enemy attacks towards Bakhmut.
Occupiers launched a missile attack on Druzhkivka in the morning. At least two high-rise buildings and private cars were damaged. There is no information on casualties.
In the afternoon, russians launched a missile attack on Kramatorsk. Two missiles hit the industrial area.
Towards Volnovakha, the outskirts of Vuhledar and Prechystivka came under fire, with no casualties.
Towards Donetsk, russians were firing intensively at Avdiivka – the city suffered 2 artillery attacks and 2 Grad attacks. The House of Culture and numerous residential buildings were damaged. In the middle of the day, the enemy attacked Ukrainsk with Smerch rockets – 19 residential buildings, a school and a sports school were damaged. 2 houses were damaged in Kurakhove, one of the streets of Pervomaiske in the Ocheretyne community was hit – no one was injured.
Towards Horlivka, 2 multi-storey buildings in Druzhkivka and 1 private house in Ivanopillia of the Kostiantynivka community were damaged – no casualties.
Towards Lysychansk, the outskirts of the Siversk community were shelled. No casualties or damage was reported.

In Nevske, russians destroyed two private houses and injured an elderly woman who was hospitalized with a contusion.
Head of the Luhansk RMA Serhii Haidai informs that towards Svativ, our positions are more stable – it is even possible to regularly burn the heavy equipment of the occupiers. Enemy snipers are actively working in this direction. The enemy continues to accumulate personnel and heavy equipment in Luhansk oblast.
The Luhansk RMA says that communal services in the so-called “LPR” are increased by 17% and promised to be equalized with the russian one. The occupation authorities will dictate to agricultural producers the prices at which they will purchase products.
What is happening now in the north of Ukraine
Kyiv oblast
On February 18, the Ukrainian Women’s Guard held a Tactical Medicine Course for employees of the State Emergency Service. The basic four-hour course was held in Vcentri HUB in the Obolonskyi district of Kyiv. The participants learned how to apply tourniquets, bandages, tampons, and followed the MARCH protocol to learn and develop their skills in practice. All participants received certificates of completion of the course. The event was made possible with the support of the KCSA and the International Renaissance Foundation.

In Kyiv oblast, work has begun on restoring street lights. The relevant order was issued by the regional military administration. The work is scheduled to continue until February 23. The Bucha City Council reported that a schedule has been established for the supply of lighting: 5:00 a.m. to 7:00 a.m. and 6:00 p.m. to 11:00 p.m.
Electric transport will resume operation in Bila Tserkva. The Kyiv RMA has issued a corresponding derivative to the local authorities, noting that DTEK should allocate ‘additional capacity’ to ensure transportation of locals in Bila Tserkva by trolleybuses.
The Kyiv RMA reported that 94% of general secondary schools in Kyiv oblast work in full-time and mixed formats. The Spanish charitable organization Juntos por la vida handed over a mobile heating point to the Irpin community. The Bucha community received humanitarian aid from the Polish organizations Global Compact Polska and the Polish Red Cross. As reported by the city council, the community received 19 generators of various capacities, 27 pallets with water, food and hygiene products.
The KCSA reported that a solar power plant was installed in the Svyatoshynskyi Psychiatric Boarding School, which Kyiv received as humanitarian aid from its French partners. Alternative sources of light in the absence of electricity will allow almost 700 women who currently live in the boarding school to feel comfortable and enable the staff to work steadily.
A modern shelter was set up in the Rehabilitation Center for Persons with Disabilities in the Dniprovskyi district. Currently, there are 97 children and persons with disabilities in the Center, including internally displaced children from Berdiansk, Luhansk, Donetsk, and Kharkiv oblasts.
In Kyiv, the documentary book “Iron Evacuation” by the Ukrainian poet and translator Andrii Permyakov was presented at the central railway station. This book contains stories from people who describe the war and evacuation experience, as well as the daily heroism of Ukrainian railway workers. Zhytomyr oblast
Zhytomyr oblast forms a separate rifle battalion. All servicemen will receive appropriate professional training, during which, in addition to improving their physical fitness and strengthening their fighting spirit, they will have the opportunity to learn samples of weapons and military equipment. Military personnel are given opportunities for career advancement and receive appropriate financial support, additional compensation, payments and social assistance from the state.
The four-month educational project “School of Small and Medium Business Support” will start on March 1 in Zhytomyr. The project targets migrants who have business ideas and a desire to start their own business or are already entrepreneurs and seek to develop further. Applications from those wishing to become a course participant will be accepted until February 21. The Business Support School is financed by the Estonian NGO Mondo, Zhytomyr institutions, the public organization Improve Yourself and the charity fund True Ukrainians.
17 medical institutions of Zhytomyr oblast received half a hundred patient vital function monitors from the United Nations Children’s Fund UNICEF. According to Oleksandr Zarytskyi, coordinator of the health care direction of the cross-sectoral project from UNICEF, the devices allow monitoring a person’s condition and controlling six main vital indicators. In addition, facilities received kits to provide surgical care needed by women in labour.
Sumy oblast
The Sumy RMA reported that the enemy shelled four communities of the oblast. The occupiers attacked the communities of Khotyn, Bilopillia, Nova Sloboda and Putivl. More than 75 strikes from mortars, artillery and UAVs were recorded. Half a dozen households were damaged, three houses became uninhabitable, and one car was damaged due to mortar shelling in one of the settlements of the Bilopillia community.
The Okhtyrka City Council informed that the pediatric department of the Okhtyrka Central Hospital received a 25 kW generator from the Fortechny Charitable Foundation (Kropivnytskyi) donated by the international organization Electriciens sans frontières (Electricians without Borders), which will provide electricity to the city’s critical infrastructure.

Residents of Sumy oblast are also encouraged to participate in the creation of a “war diary”. The goal of the project is to collect the memories all Ukrainian and create such an all-Ukrainian museum so that everything we went through was not in vain and will never happen again. Chernihiv oblast
The ‘North’ Operational Command reported that the enemy shelled three communities of the Chernihiv oblast with 120 mm mortars. There were two hits in Yanzhulivka settlement, 11 hits in Karpovychi and 11 hits in Tymonovychi. Losses among personnel and equipment have not been recorded.

The evening of the weekend gathered the residents of Bakhmach for the “Spontaneous Manifestation of Kindness”. A charity concert with this very name was held in support of the Armed Forces of Ukraine, organized by the Metamorphoses NGO (director Viktoriya Ivanko). The hall with a balcony could barely accommodate the people of Bakhmach who came to help, some even had to watch the performances standing between the rows. Everyone contributed to the help: someone through organization, someone with their creativity, someone prepared goodies that have already become traditional at all charity fairs, someone donated funds, city entrepreneurs joined the lottery lots, and a team of “off-screen” volunteers joined, as always, selfless work.

Dnipropetrovsk oblast
According to Head of the regional council Mykola Lukashuk,the air alert in the Nikopol region lasted for almost 13 hours due to the threat of artillery shelling. The russian army shelled the region with heavy artillery late in the evening of the previous day. A car wash, half a dozen houses, and power lines were damaged.
Kirovohrad oblast
The Kropyvnytskyi Charity Fund of the Sviatoslav the Brave Regiment handed over six cars to the soldiers of the 3rd separate special purpose regiment of the same name. The Charity Fund was created by former servicemen of the unit, veterans of the ATO in May 2022. Plate bearers, pouches, medical first aid kits, fleeces, camouflage clothing for Ukrainian defenders are sewn in the military atelier in Vinnytsia. Almost 10 thousand accessories were made in a year’s work.
Four doctors from Cherkasy have mastered air evacuation. Paramedics and ambulance doctors received training in Warsaw. This project is an initiative of the first ladies of Ukraine and Poland, Olena Zelenska and Agata Kornhauser-Duda.
At the Cherkasy Academic Theater, puppets are being prepared for the “Miausday” performance dedicated to a colleague, actor, soldier Yurii Miaus,who went missing during the war.
Latest news from the front of the southern regions of Ukraine
Zaporizhzhia oblast
The situation towards Zaporizhzhia has not undergone significant changes. The enemy concentrates its main efforts on holding the occupied positions. On February 18, the enemy launched 57 attacks on the positions of Ukrainian defenders, using tanks, rocket and barrel artillery along the entire contact line.
The occupiers shelled civilian infrastructure in the settlements of Malynivka, Novodanylivka, Liubitske, Olhivske, Charivne, Bilohiria, Novoandriivka, Poltavka, Shcherbaky, Mala Tokmachka, Huliaipole, and Kamianske.
A fire broke out in the temporarily occupied Berdiansk near Berdianska Kosa, where recreation centers are located. The “Paradise Corner” recreation center is probably on fire. According to preliminary information, the occupiers located a hospital in this facility, which belonged to Head of the RMA Oleksiy Bakai before the war.
The Zaporizhzhia Regional Philharmonic received a powerful generator from the Red Cross Society. The 62 kW generator will meet the Philharmonic’s needs during a blackout and be installed at the Invincibility Center for the Philharmonic employees, their families, visitors and residents of neighboring buildings.
Mykolaiv oblast
According to the Mykolaiv Regional Military Administration, at 5:32, the enemy shelled a settlement of the Ochakiv community from the MRLS. As a result, houses were damaged and commercial buildings were set on fire. According to preliminary data, there are no casualties. At 06:00, the enemy launched artillery strikes on a settlement of the Kutsurub community, hitting an open area. There were no casualties. Kherson oblast

Kherson and the German city of Bonn will become sister cities. Ivano-Frankivsk oblast
The RMA held a meeting with the delegation of the Caritas of the Diocese of Trir CF from Germany. Participants of the event discussed cooperation in the social policy, charity campaigns, assistance to IDPs, the Armed Forces of Ukraine, palliative patients and the elderly.
Lviv oblast
The RMA reported that during the war, over 135 Ukrainians received medical care in Lviv.
A charity fair was held at the Lviv District Lyceum. Students, their parents, employees of the lyceum and local residents collected over UAH 168K. All funds will be used for the Armed Forces.
In the Chervonohrad community, 10 modular houses are being installed for IDPs. They were sent by the German company Green Planet Energy eG as part of the project “Supporting Structural Changes in the Coal Regions of Ukraine”, which is implemented on behalf of the German Government.
The fighters of the Drohobych Territorial Defense Battalion, who are currently on the front lines, were visited by compatriots from the Drohobych region. The soldiers received a generator, a torch, lanterns, trench candles, etc. and an ambulance for the Dobropil city hospital in Donetsk oblast.

The RMA reported that IDPs of the oblast received 843 sets of children’s winter clothes from UNICEF.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
Prime Minister of Great Britain Rishi Sunak reported that Ukrainian pilots have already started training on NATO aircraft in Great Britain. The head of the British government also called for increased military aid to Ukraine and assured that Great Britain will support allies who decide to send their fighter jets to Ukraine.
Head of the Ministry of Foreign Affairs of Ukraine, Dmytro Kuleba, during the Munich Security Conference, met with Head of the Foreign Affairs Office of the People’s Republic of China, Wang Yi. They discussed the war in Ukraine and agreed that the principle of territorial integrity is fundamental.
The Ministry of Industry reported that for the first time in a month, the Czech Republic has stopped importing russian gas.
Prime Minister of Great Britain, Rishi Sunak, announced that by July of this year, NATO countries will complete the development of the project of security guarantees for Ukraine.
US Secretary of State Anthony Blinken warned Chinese Foreign Minister Wang Yi that if the country supports russia’s armed aggression, it will have ‘serious consequences for interstate relations’.
“russia thinks about the rights of russians in any country, except in russia,” said Prime Minister of Estonia Kaia Kallas. She also stated that the presence of nuclear weapons in countries does not mean that they can remain unpunished, because then such states will do what they want.
Minister of Foreign Affairs of the Netherlands, Wopke Hoekstra, said that moscow is secretly appointing intelligence officers as diplomats. According to him, about ten employees of the russian embassy will have to leave the country within two weeks, and the russian trade office in Amsterdam will be closed.

Ukrainian commemorative coins entered the top 10 in the world and won two nominations of the prestigious international “Coin of the Year” competition from the authoritative numismatic publication World Coin New. One of them made it to the finals. It was a coin with a denomination of UAH 5, issued for the 30th anniversary of the independence of our country.
