The russian federation launched 16 missile strikes, including on the civilian infrastructure of the city of Khmelnytskyi and a settlement Ukrainsk, Donetsk oblast. As a result, there is damage to residential buildings and victims among the civilian population. In addition, the enemy carried out 4 air strikes and over 30x attacks from MLRS.
Ukraine is still under the threat of further strikes by the russian federation.
The enemy does not give up the invasion plans, despite significant losses. Key efforts are focused on conducting offensive operations towards Kupiansk, Lyman, Bakhmut, Avdiivka and Shakhtarsk.

Towards Kupiansk and Lyman, the enemy shelled the settlements of Novomlynsk, Dvorichna, Hrianikyvka, Kupiansk, and Berestove, Kharkiv oblast; Stelmakhivka, Nevske, Chervonopopivka, Dibrova, Bilohorivka, Luhansk oblast and Spirne, Donetsk oblast.
Towards Bakhmut, over 18 districts of settlements Zaliznianske, Bakhmut, Ivanivske, Klischiivka, Kurdiumivka and New York, Donetsk oblast, were shelled.
Towards Avdiivka and Shakhtar, the enemy fired artillery at 13 settlements. Among them are Avdiivka, Vodiane, Vesele, Nevelske, Heorhiivka, Mariinka, Bohoiavlenka, Velyka Novosilka, Zolota Nyva, Vuhledar and Neskuchne, Donetsk oblast.
Towards Zaporizhzhia, the areas of settlements of Vremivka, Donetsk oblast and Malynivka, Stepove, Mali Scherbaky, Novodanylivka, Mala Tokmachka and Bilohiria, Zaporizhzhia oblast, were shelled.
Towards Kherson, the suburbs and the city of Kherson, as well as areas of more than 20 settlements, including Beryslav, Kozatske, Vesele, Antonivka, Veletenske, and Berehove, Kherson oblast, were struck.
To form a negative attitude towards Ukraine and discredit the Armed Forces of Ukraine among the civilian population in the temporarily occupied territory of Kherson oblast, the enemy fires on the territories temporarily under their control. Aviation of the Defense Forces launched 4 strikes on buildups of manpower and military equipment of the occupiers.

According to the Minister of Environmental Protection and Natural Resources Ruslan Strilets, russia creates an ecological catastrophe. The water level reduction in the Kakhovka water reservoir can cause the cooling system breakdown of the Zaporizhzhia Nuclear Power Plant. As a result, over one million Ukrainians can be deprived of the drinking water supply.
Within the framework of the “Grain from Ukraine” program, 25K tons of wheat will be delivered to Kenya. VALSAMITIS bulker will also deliver 5K tones of wheat to Ethiopia. Slovenia and the Czech Republic assisted in fulfilling this plan.

Kharkiv oblast
The occupation army shelled at least 13 settlements in Kharkiv region, the General Staff of the Armed Forces of Ukraine reported.
“Electricity supply is being restored in three of 17 settlements of Lipetsk community,” said Oleksiy Slabchenko, head of the Lipetsk Rural Military Administration. “Newly reclaimed villages are under constant russian shelling, and some of the territories are mined. The community has set up points where people can warm up and charge their gadgets. Firewood and stoves are also distributed to the locals.
“Today, Kupiansk and Chuhuiv regions are under enemy fire throughout the day,” said Oleh Syniehubov, head of the Kharkiv Military Administration.
“As a result of shelling in Pershotravneve village, a residential building was damaged and a civilian man was wounded. He received medical aid on the spot.
In the village of Kivsharivka, two people were wounded who were outside at the time of the shelling, a 57-year-old woman and a 53-year-old man. Both were hospitalized. The building of one of the educational institutions was damaged.
After 14:00, the town of Vovchansk was shelled. An enemy shell hit a private house, and a civilian man was killed.

Donetsk oblast
Russian troops shelled the city of Ukrainsk with Uragan multiple rocket launchers, said the spokeswoman for the press service of the Selydivsk city military administration, Tatyana Bryantseva.
Russian forces shelled 13 localities in Donetsk region.
Avdiivka suffered the largest number of attacks (10), where the russian army shelled the city with aircraft, Grad and artillery. Russian troops also shelled Ivanyopillya with Grad rockets, destroying 12 private houses.
Head of the Pokrovsk RMA Serhiy Dobriak reports that the night before, russians launched a missile attack on Pokrovsk with two S-300 missiles. There were no casualties, however 6 residential buildings, 3 educational institutions and the central square were damaged.
Maryinka and Krasnohorivka came under fire, and it was loud on the outskirts of Ocheretyne community.
Towards Horlivka, one person died in Ivanopillia, and 12 houses were damaged in the village. In Toretsk community, 3 people were wounded, and 1 more in Bakhmut. In Soledar community, 3 houses in Fedorivka were damaged, and shelling of Vasiukivka and Rozdolivka continues. Shelling was recorded in Chasovoyarsk community.
Towards Lysychansk, Siversk and Serebrianka of Siversk community, Torske and Zarichne of Lyman community came under fire, no one was injured.
Russians killed 3 residents of Donetsk region, 2 in Bakhmut and 1 in Ivanopillya. Another 5 people were wounded in the region,” said Pavlo Kyrylenko, head of the Donetsk Regional Military Administration.
“Near Bakhmut, border guards killed four russian occupiers and captured one,” the SBGS reported.
Luhansk oblast
Our troops repelled occupiers’ attacks in the areas of Stelmakhivka, Chervonopopivka and Kreminna. Towards Kupiansk and Lyman, the enemy fired at Nevske, Chervonopopivka, Kreminna, Kuzmine, Novoselivske, Dibrova and Bilohorivka. Russians also conducted air strikes near Stelmakhivka, Dibrova, Serebryanske forestry, and Bilohorivka.
“Kreminna has been the most difficult area in Luhansk region lately,” said Serhiy Haidai, head of the Luhansk Military Administration. “There are no significant advances of the enemy there, but the number of attacks and shelling has increased. Russians have installed a powerful electronic warfare complex in the area, which makes it difficult to use quadcopters and drones. Novoselivske, Makiivka and Kuzemivka have been completely destroyed by russians.
“In the occupied territories, teachers of the Ukrainian language are being sent to advanced training courses to teach russian to children, while residents of Lysychansk are suffering from the lack of heating and water supply,” reported the Luhansk Military Administration.
“In the morning, the russian army shelled Nevske. An 84-year-old woman is in the hospital with a contusion. Two houses in the settlement were destroyed,” Luhansk Military Administration informs.

Kyiv oblast
During his visit to Ukraine, Dutch Prime Minister Mark Rutte went to Trypillia thermal power plant, damaged by a russian shell. The Netherlands donated transformers to Ukraine to restore the plant: 40 trucks with equipment to replace the destroyed ones have already arrived, and 40 more are on the way. According to Ukraine’s Minister of Energy, Herman Haluschenko, Ukraine has received 300 tons of power equipment from the Netherlands as part of financial and technical assistance to restore the power system.

On February 17, a bilateral meeting was held in Kyiv between representatives of the Ministry of Internal Affairs of Ukraine and a delegation from the Government of Canada, headed by Canadian Foreign Affairs Minister Melanie Joly. The parties discussed cooperation during a full-scale war, including support for police units operating in the newly reclaimed territories of Ukraine.
The EU will provide €7 million to be used for “green” development of Ukrainian cities. This was discussed in Bucha at a meeting between Ruslan Strilets, Minister of Environmental Protection and Natural Resources of Ukraine, and Virgijunius Sinkevicius, EU Commissioner for Environment, Oceans and Fisheries. According to Bucha Mayor Anatoliy Fedoruk, the community needs to reconstruct water supply networks and drinking water treatment systems. The region needs a modern waste sorting and recycling facility.
Kyiv RMA reported, on February 17, Vice Minister of the Ministry of Foreign Affairs of Lithuania Mantas Adomenas visited Irpin and Borodianka to see the process of restoring educational institutions supported by his country. These are Borodianka Lyceum No. 1 and “Radist” Kindergarten #6 in Irpin. Bucha Town Council warns about a training exercise of mobile air defense groups that will take place in Bucha region, so residents of surrounding settlements will hear the sounds of explosions.
According to the Irpin Town Council, the town’s community took part in the international forum REBUILD UKRAINE 2023 in Warsaw. The event brought together leaders of communities and cities affected by russian aggression, representatives of the Ukrainian and EU authorities, international financial institutions, investors and builders. Participation in the forum allowed the Irpin community to expand its circle of partners and establish contacts with potential donors.
46 four-legged helpers serve alongside Kyiv police officers, the National Police reported. They are invaluable assistants at checkpoints, police dogs detect weapons, explosives and drugs, participate in the search for people, and help identify and detain saboteurs.
The literary performance ‘Vidsich’ (‘Pushback’) will take place on February 24 in the shelter of the Zhytomyr Academic Ukrainian Music and Drama Theater named after Ivan Kocherha. Zhytomyr oblast
Soldiers of the Zhytomyr-based 115th Brigade of the Territorial Defense have had routine camouflage training on the northern border. According to the brigade’s spokesperson, the soldiers practiced combat drills using natural camouflage, which involves the use of concealment properties of forests, groves, ravines, crops, settlements, and lighting conditions that limit visibility and reduce the possibility of enemy observation.

Eight hospitals in the oblast are receiving another batch of modern medical equipment thanks to the fruitful cooperation between RMA and UNICEF. The medical institutions received emergency kits, medical equipment, obstetric and surgical kits, patient monitors and medicines to provide quality patient care. In total, Zhytomyr oblast institutions will receive assistance worth UAH 1.5 million.
The Berdychiv Hospital for War Veterans received a generator from philanthropists purchased by the Ukrainian Union of Lower Saxony from Hanover (Germany). The generator will ensure stable operation and provision of medical services under conditions of limited electricity.
The Zhytomyr Medical Institute has launched training for medical professionals in the region on introduction of a universal and progressive model of home visits to pregnant women and families with children aged 0 to 3 years. This initiative is being implemented as part of a memorandum of cooperation between the Zhytomyr RMA and the UNICEF Children’s Fund.
Sumy oblast
Yesterday, the enemy launched three missiles at Sumy oblast. One of them was downed by the air defense. Two more C-300 missiles hit Krasnopillia village. As a result of the attack, windows in one of the buildings were damaged. Also, during the day, russians shelled 7 territorial communities of the oblast: Esman, Yunakivka, Khotyn, Krasnopillia, Bilopillia, Hlukhiv, and Znob-Novhorodske. In total, there were more than 120 shells fired, and 2 mortar bombs were dropped from a drone on Esman community. One artillery shell hit the railway station in Krasnopillia, and another one landed in the gardens of local residents. In the morning, the enemy opened mortar fire near the village of Bunyakine, Konotop region. In just 20 minutes, 15 enemy shells were recorded. The Sumy Regional Military Administration reported that a resident of Lypova Dolyna region was killed during the shelling.

Sumy patrol police officers donated blood now urgently required to save the lives of our defenders.
Sumy Regional Organization of the Ukrainian Red Cross Society conducts first aid training for residents of Sumy and the oblast. The duration of the courses varies — 6, 12 or 48 hours. Upon completion of the training, the participants will receive internationally acclaimed certificates. These training courses are free of charge.
A street will be named after Valeriy Zaluzhnyi in Konotop, Sumy oblast. It used to be called Turgenev Street. The Konotop City Council reported Lermontov, Zhukovsky, and Ryaboshapko streets have also been renamed to Semen Sapun, Andriy Melnyk, and Symon Petliura streets, respectively.
Chernihiv oblast
Russian occupation forces continue shelling the border areas of Chernihiv oblast. Novhorod-Siversk (13 shells), Snovsk (3 shells), and Horodnya (5 shells) communities came under enemy fire. The State Border Guard Service of Ukraine reported that there was no information on casualties or damage.
Reconstruction of the Kotsiubynskyi Library in Chernihiv continues after enemy shelling in February 2022. The windows have already been installed and the roofing works are being completed. With the help of the partners, donors from the city of Warsaw, and the Bureau of Cultural Heritage, 181 square meters of windows were installed. Library employees worked without heating all winter to save the book collection. Therefore, it is now important to restore the heating supply to ensure comfortable conditions for both employees and visitors. The restoration is expected to be completed in May. Future plans include organizing a creative hub in the library. Foreign partners from Vilnius will assist in development of the design project.
The regional employment center reported that more than 700 unemployed people joined the “Restoration Army” in Chernihiv oblast. This community service includes repair and restoration works, construction of fortifications and defensive structures, arrangement of civil defense shelters, shrubs cutting and roadside and coastal strips cleaning, firewood harvesting, and camouflage

According to Head of the regional council Mykola Lukashuk, russian troops shelled Nikopol. Two educational institutions, a medical institution, 7 high-rise buildings, a lawyer’s office, and power lines were damaged. The occupiers shelled Marhanets as well. As a result of the attack, two residential buildings and an outbuilding were damaged.
Vinnytsia oblast
In the Vinnytsia Regional Museum of Local Lore, the exhibition “Shield of Ukraine” was supplemented with the section “Heroes of my region. Azov”. The section is dedicated to the soldiers of the “Azov” regiment from Vinnytsia killed in combat. Relatives of the fallen soldiers came to the opening: wives, mothers, fathers, sisters, as well as comrades from “Azov”, including defenders Nazari Hryntsevich and Viktor Tsebryk, released from captivity.

Poltava oblast
According to Dmytro Lunin, head of the Poltava Regional State Administration, the construction of a modular town for internally displaced persons is ongoing in Poltava oblast. It is designed for approximately 520 people and will consist of 240 modules. Houses are furnished with basic needs in mind. According to Head of the Cherkasy State Administration Ihor Taburets, Cherkasy RMA and the agrarians of the Cherkasy region sent 8 four-wheel drive cars and a bus.
Humanitarian cargo was delivered to Kaniv in Cherkasy oblast from the German sister city of Firzen: 5 generators (with a capacity of 5 kW), 5 inverter charging stations, a gas boiler, an ultrasound machine, a portable cardiograph, medical supplies, medicines, hygiene products.

Zaporizhzhia oblast
Towards Zaporizhzhia, the situation has not significantly changed. The enemy concentrates its main efforts on holding the occupied borders. The enemy fired at the positions of Ukrainian defenders 68 times, using tank weapons, rocket and barrel artillery along the entire front line.

According to Energoatom, during the morning missile attack, two cruise missiles were flying critically close to the South Ukrainian NPP. The threat of hitting the reactor with possible consequences, a nuclear disaster, was high again.
According to Mykolaiv Regional Military Administration, yesterday the enemy fired twice at the water area and coastline of the Ochakiv community with mortars. There were no casualties.
Yesterday, the exhibition “My War Story” was opened in the Central City Library named after M. L. Kropyvnytskyi, which is part of the project “Challenge: Creativity Against War”. Odesa oblast
According to “South” Operational Command, the enemy’s naval grouping in the Black Sea consists of 9 ships, including 1 submarine and 1 surface missile carrier. During the morning missile attack, the rashists fired 4 Kalibr missiles, 2 of which were destroyed by our air defense forces. The total volley now amounts to 8 missiles.
Odesa region may significantly improve its defense capabilities in the near future. Air defense can be strengthened by the transfer of an additional batch of Patriot anti-aircraft missile systems from the United States, which will make it possible to stop russian missile attacks on the critical infrastructure of Odesa region, the head of the Odesa Regional Military Administration Maksym Marchenko said in a telegram.

In the RMA ,a meeting with the First Counselor of the Embassy of France in Ukraine, Benjamin Rohrig, was held. They discussed development of Zakarpattia economy and cooperation with international partners.
Ivano-Frankivsk oblast
The RMA reported that Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmytro Lubinets, arrived in Prykarpattia on a working visit.
Prykarpattia received 36 generators with a maximum capacity of 10 kW provided by Czech partners from the Plzen Region.
Lviv oblast
Experts assessed the consequences of the war for the social and humanitarian sphere of Lviv oblast. Within the framework of the working group, participants discussed how to update the scenarios of development and adaptation to new factors of regional development.
The Zolochiv region received a diesel generator with a capacity of 80 kW for the Brodivodokanal company. Educational institutions of Strii received 85 boilers and heaters. Aid was provided by UNICEF.
In Yavoriv region, children continue to make trench candles for the front line. Third-graders of Yuriy Kostiv Starytsk School together with the class teacher made 50 trench candles, which will soon be sent to the active combat zone.

Rivne oblast
15 Invincibility Centers were created in Rivne oblast in a week. Their total number is now 281. 161 such locations are set up at retail facilities: gas stations, pharmacies, shopping centers, etc.
The RMA reported that 2K pizza boxes were sent to 320 residents of the city of Dnipro from the Hoshchan community. These are IDPs, large families, families of the killed, people with disabilities and families who lost their homes during the war.
The 17th Safety Class was opened in Rivne oblast. The Class is divided into several learning zones and equipped with dummies of explosive objects, equipment for first aid and fire safety.
Ternopil oblast
Mayor of the city of Zboriv, Ruslan Maksimiv, reported that the hospital in the city received three ventilators For Sale AEONMED VG70 with a total cost of over UAH 5.5 million. Medical equipment was purchased by local benefactors.
Khmelnytskyi oblast
The RMA reported that in the morning, the enemy launched 2 strikes on the city of Khmelnytskyi. They hit a military facility and damaged a public transport stop. Civilian houses, 3 educational institutions, 11 cars were damaged, hundreds of windows were broken by the blast wave. There are two wounded civilians. The wounded were given medical assistance. Chernivtsi oblast
The medical evacuation train Medics Without Borders – Brussels has arrived in Bukovyna. 25 wards of a psycho-neurological boarding school in Zaporizhzhia oblast and two accompanying persons were delivered by this train. Medics and employees of the Chernivtsi RMA met them at the station.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
The Ministry of Finance reported that the State Budget of Ukraine has received the second part of additional financing for $203 million from the World Bank. The total amount of the loan under the guarantee of Great Britain is $500 million.
Vice-President of the Commission for National Defense and the Armed Forces of France, Jean-Louis Thieriot, announced that his country sent 5th generation Akeron anti-tank missile complexes to Ukraine.
On February 21, Stoltenberg and Borrell will meet with Kuleba at the NATO headquarters. This will be the first meeting in this format.
German Chancellor Olaf Scholz confirmed the goal to bring defense spending to at least 2% of GDP. According to him, steps are already being taken to strengthen German defense capabilities, but also to increase aid to Ukraine.
