War in Ukraine today: latest news, February 13, 2023 (photo)

It has been the 355th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6pm:   

The enemy inflicted 2 missile and 16 air strikes, as well as over 15 attacks from multiple launch rocket systems. There remains a threat of strikes by the russian federation throughout Ukraine.

Towards Volyn, Polissia, Siversk and Sloboda, there are no signs of enemy offensive groups formed. Certain units of the Armed Forces of the republic of belarus and the Armed Forces of the russian federation continue to perform tasks in the border areas with Ukraine. At the training grounds of the republic of belarus, combat training of the troops of the russian federation continues. At the same time, the enemy does not stop mortar and artillery shelling of the positions of our troops, as well as settlements near the contact line. Enemy shelling was carried out near Volfyne and Basivka, Sumy oblast, and Veterynarne and Dvorychanske of Kharkiv oblast.

Towards Kupiansk and Lyman, the enemy fired tanks, mortars and artillery at the areas of Dvorechna, Synkivka, Kupiansk, Stepove, Kyslivka, Krokhmalne, Berestove, Peshchane, Vyshneve, Cherneshchyna, Kharkiv oblast; Stelmakhivka, Makiivka, Ploshchanka, Bilohorivka, Luhansk oblast and Ivanivka, Spirne and Rozdolivka of Donetsk oblast.

Towards Bakhmut, mortar and artillery shelling was carried out near Bilohorivka, Zaliznianske, Bakhmut, Oleksandro-Shultyne, Ozarianivka, Dyliivka and Maiorsk.

Towards Avdiivka and Novopavlivka, 18 settlements came under tank, mortar and artillery shelling. Among them are Avdiivka, Pervomaiske, Nevelske, Krasnohorivka, Marinka, Pobeda, Bohoiavlenka, Novoukrainka, Prechystivka and Zolota Nyva of Donetsk oblast.

Towards Zaporizhzhia, Vremivka and Novopil in Donetsk oblast suffered fire damage; Olhivske, Huliaipole, Staroukrainka, Charivne, Mala Tokmachka, Novodanylivka, Novoandriivka, Stepove, Kamianske, Zaporizhzhia oblast and Illinka of Dnipropetrovsk oblast.

Towards Kherson, the city of Kherson again came under mortar and artillery fire.

There are more frequent cases when mobilized servicemen of the russian federation, who are in units in the 1st Army Corps of the Southern Military District, refuse to go on the offensive. As a result, mobilized men from the temporarily occupied territories of Donetsk oblast are removed from the second and third lines and sent to landfills. There they are trained for two weeks and formed into assault units for offensive operations towards Avdiivka.  

Due to the significant number of sanitary losses among the invaders, in the temporarily occupied Luhansk, a maternity hospital is used to treat wounded servicemen of the russian occupation forces. In addition, the premises of children’s hospital No. 3 were also converted into a military hospital.

Aviation of the Defense Forces inflicted 14 strikes on buildups of personnel and military equipment of the occupiers, and our units of rocket troops and artillery struck 3 buildups of manpower and the enemy’s EW station.


The press service of Ukrenergo informs that there is no shortage of power in the power system. Planned blackouts were not applied, measurements of actual consumption in the regions are carried out in accordance with the schedule. The only exception is Odesa, where there are hourly outages due to damaged network infrastructure.  Restoration work at thermal power plants damaged in missile attacks and drone attacks continues.

The Ministry of Education and Science reports that students in grades 4 and 9 will not take final assessment tests. This decision was made to preserve the lives and health of students under martial law.

Recent war events in the east of Ukraine

Kharkiv oblast

According to the morning report of the General Staff of the Armed Forces of Ukraine, Defence Forces repelled a russian attack near Hrianykivka village.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that this morning, the invaders targeted Kupiansk – no casualties.

Yesterday, the enemy attacked at least 10 border settlements of Chuhuiv and Kupiansk regions with artillery and mortars.

Dvorichna, Kupiansk and Vovchansk were the most affected. Mostly private buildings were damaged there. In Vovchansk, a 47-year-old man was injured when a shell hit a private building.

Head of the Kharkiv RMA, Oleh Syniehubov, noted that near Nova Husarivka village of the Balakliia community, an employee of Kharkivoblenerho JSC stepped on an explosive ordnance  The 46-year-old man was seriously injured and hospitalised.

In Lozova, there is a centre that helps children adapt psychologically to the conditions of war. About 30 children attend classes at the inclusive resource centre every week.

Donetsk oblast

At night, the russians attacked Druzhkivka and Pokrovsk, which are relatively far from the frontline: a rocket damaged a hospital in Druzhkivka and shelling damaged 7 buildings and a kindergarten in Pokrovsk, there were no casualties.

Towards Donetsk, 1 person was injured in Yelyzavetivka of the Marinka community, 1 building destroyed and 4 damaged in Krasnohorivka, 4 more buildings damaged in Zoriane. In the Kurakhove community, a building in Hirnyk and the territory of an enterprise in Kurakhivka were damaged. There were isolated attacks on Avdiivka with no casualties.

Towards Horlivka, 3 private buildings in Vasiukivka of Soledar community, 2 buildings in Toretsk and 1 building each in Bakhmut, Ivanivske and Kostiantynivka were damaged, no casualties.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, reported that towards Lysychansk, a building in Siversk was destroyed, Serebrianka was under attack. In total, Russians killed one civilian and injured another one.

Luhansk oblast

Referring to the head of the Luhansk Regional Military Administration, Serhii Haidai, yesterday Defence Forces units repelled enemy attacks in Bilohorivka and Kreminna.

Towards Kupiansk and Lyman, the enemy shelled Bilohorivka, Dibrova, Makiivka, Nevske and Novoselivske with artillery and mortars.

Yesterday Defence Forces aviation launched 8 strikes on enemy concentration areas and 3 strikes on the positions of anti-aircraft missile systems.

The Armed Forces’ rocket and artillery men hit 10 areas of enemy manpower build-ups, 1 air defense position and 3 ammunition depots.

Sievierodonetsk Mayor, Oleksandr Striuk, reported that the number of Russian troops is increasing and the civilian mortality rate has increased several times. 60-80% of the city remains without utilities.

According to the Luhansk RMA, the occupied part of Luhansk oblast lacks doctors to treat Russian troops. The number of injured invaders is so high that there are not enough local doctors or those from Russia. The so-called “Luhansk People’s Republic” has found a way out – they intend to organize nursing training courses for volunteers.Head of the Luhansk RMA Serhii Haidai reports that units of the Defense Forces of Ukraine repulsed the attacks of the occupiers near Kreminna and Bilohorivka. 

Towards Kupiansk and Lyman, the enemy carried out mortar and artillery shelling of Novoselivske, Makiivka, Nevske, Dibrova and Belohorivka.

Mayor Oleksandr Striuk reports that in the occupied Sievierodonetsk, the number of the russian military is increasing, and the death toll of civilians has increased several times. 60-80% of the city is left without utilities. 

The Luhansk RMA states that in the occupied part of Luhansk oblast, there are not enough doctors to treat the russian military. There are already so many wounded occupiers that there are not enough local doctors or those who came from the russian federation. In the so-called ‘LPR’ they found a way out by organizing nursing courses for volunteers. 

What is happening now in the north of Ukraine

Kyiv oblast

The Kyiv RMA reported that since the start of the formation of the Offensive Guard assault units, more than 1,100 volunteers have applied. As of now, about 500 volunteers have applied to join the brigades. For more than a week, Ukrainians have been signing up for the Offensive Guard, which is a newly created unit of the Ministry of Internal Affairs, consisting of eight brigades.

The Irpin Reconstruction Summit reported that specialists from more than 10 countries and 3 continents united for the project to restore Ukraine using the example of the city of Irpin. During the online meeting, they discussed the vision of the long-term reconstruction of Irpin, proposed by the American company Gensler, and planned a road map for the reconstruction of the city.

Kyiv received two unique solar power plants from the leading French manufacturer of photovoltaic panels, Roy Group Energy. For their purchase, French partners raised 250K euros, another 50K euros were provided by the JCI company. One of the autonomous power plants will work in the Consultative and Diagnostic Center, the other in the Svyatoshynskyi Psychoneurological Boarding School.

The KCSA reported that additional modular benches have been installed at 18 stations of the Kyiv metro, which will be used during air alarm periods. In the event of a prolonged air alarm, the modular benches can be transformed into beds. The project was implemented by the Embassy of Ukraine in the Republic of Latvia, LITUA kartu, Latvijas Finieris, and the Confederation of Ukrainians of Latvia VICHE.

Head of the Makariv community Vadym Tokar said that 58 owners of houses in the community received building materials for the restoration of houses damaged by russian aggression. The Office of the United Nations High Commissioner for Refugees once again provided such assistance.

Kyiv is accepting applications for free courses from veterans who want to learn a new profession in the IT field. The training course begins with the ‘software quality tester’ specialty, after which veterans are promised remote employment abroad. As reported in the Kyiv City Center for Assistance to ATO participants, this is already the second recruitment for training among combatants, which is being implemented in cooperation with the Life Line Ukraine charity organization.

The Kyiv RMA reported that 18 Safety Classrooms are already functioning in Kyiv oblast, which have the appropriate equipment for organizing training. There, in a game format, children are taught fire and mine safety, the algorithm of actions in the event of an “Air Alarm” signal and emergency situations. Two more such classrooms were recently opened in Kaharlyk and Stavyshche communities.

Zhytomyr oblast

The Memorandum on cooperation and transfer of aid from the BGV Charity Fund to the military of Zhytomyr oblast was signed by Head of the RMA, Vitalii Bunechko. 7 vehicles and more than 20 generators were transferred to provide defense infrastructure facilities. Since the beginning of the full-scale war, Zhytomyr oblast has received 280 tonnes of food, medicine, clothing and hygiene products from BGV.

In Zhytomyr, four female volunteers of the All-Ukrainian charity organization Care for the Elderly in Ukraine were awarded with medals “Volunteer is a Person with a Big Heart” and “Patriot of Ukraine” from the Association of Veterans of Zhytomyr Oblast. The volunteers are known as Grandma’s Battalion, which has been taking care of Ukrainian defenders since 2014, knitting socks, making bandanas, work gloves, hats, underwear and bed linen, and pillows for them.

1,200 sets of children’s warm clothes were received by the In Touch Ukraine Foundation with the support of UNICEF Ukraine as part of a cross-sectoral project for the children of Zhytomyr oblast. Families of displaced persons, those with children who lost one or both parents due to military operations, those with many children and low-income families, as well as families of other vulnerable categories can receive assistance.

Sumy oblast

The SBGS reported that the enemy attacked the border areas of the Sumy oblast again – four communities of the oblast were under shelling, and about 50 enemy munitions exploded.

The russian military shelled the Esman community twice with mortars: 28 explosions were recorded, the cafe premises damaged. The occupiers struck the Znob-Novhorodske region with the same weapon. After lunch, the Krasnopillia community came under shelling. There were 9 shots from barrel artillery. In the Yunakivka community, 10 mines exploded.

The enemy continues shelling the settlements of Sumy oblast. According to the ‘North’ Operational Command, mortar strikes were targeted the village of Tovstodubovo – 3 explosions, as well as the villages of Bilokopytove and Vovkivka – 10 and 8 hits, respectively.

The Trostyanets City Council reported that schoolchildren from the city will travel to Germany for recovery and rest. The invitation came from the city of Alkhorn as part of the German-Ukrainian project Nature Parks of Germany and Ukraine.

The State Emergency Service of Ukraine of Sumy oblast reported that explosives from the Uragan MLRS were found in the Okhtyrka region. A dangerous object was found by pyrotechnicians in the Velika Pysaryvka community.

The Sumy RMA reportred that a third of the objects damaged by the war have been restored in the oblast. The report says that the total number of damaged buildings in Sumy oblast is 4,784.

A chess tournament has started in Sumy at the city’s Invincibility Centres. The Chess Tournament of Invincibility was organized by the Sumy Rescuers together with the Sumy Regional Chess Federation. Anyone can participate.

The press service of Amic Energy reported that the gas station of the company, destroyed by the occupiers during the war, resumed operation in the village of Herasimivka. Earlier, the company resumed the operation of gas stations in Kyiv and Mykolaiv.

The Hoshcha settlement community reported that defenders from Sumy oblast handed over the devices with which they shot down an enemy plane and helicopter to the museum of the Goshcha community in Rivne oblast. The used Stinger MANPADS will serve as museum exhibits from now on.

Chernihiv oblast

The State Border Service reported that the border area of Chernihiv oblast was attacked by the enemy again. A SPH munition was fired on the territory of the Semenivka community.

The ‘North’ Operational Command reported that the occupiers continue to attack the Semenivka community. On February 13, closer to the evening, it became known about two hits from mortars near the village of Yanzhulivka.

A separate military administration will be created in Chernihiv. The President issued a corresponding decree on February 7, 2023. A new military body is formed by the General Staff of the Armed Forces together with the Chernihiv RMA. The military administration will exercise its powers during martial law + 30 days after its end.

Rescuers from Koriukivka in Chernihiv oblast conducted outreach work with residents of the settlements. They were taught how to behave in dangerous situations – in particular, what to do when suspicious objects are detected. Residents received reminders on life safety basics.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to the mayor of Nikopol Oleksandr Saiuk, Nikopol was shelled again in the morning. A man from Nikopol was injured and received medical assistance. An industrial enterprise, 3 private houses, cars, a power line, and farm buildings were damaged. 

Vinnytsia oblast

According to Vinnytsia Mayor Serhii Morhunov, 10K chemical heaters were handed over to the soldiers of the 59th Brigade. At the request of the military was provided by the Interregional Coordination Humanitarian Headquarters.

Serhii Peregonchuk, Director of the Podillia  Regional Oncology Center in Vinnytsia, announced that French volunteers donated a Renault Trafic ambulance to the centre. The ambulance will be used to help terminally ill patients. Another car will be handed over for the needs of the ambulance brigade of the Armed Forces of Ukraine.

Kirovohrad oblast

More than UAH 15K was collected during the charity futsal tournament in support of the Armed Forces of Ukraine, which took place in Oleksandriia. All funds raised from the tournament have been donated to the Oleksandriia Volunteer Coordination Center, which is currently raising funds for Starlink and other military needs.

Poltava oblast

The Zbarazh community donated more than UAH 110K for the purchase of four trucks for AZOV during the “Strength of the People” charity evening organized by the Pokrova charity fund.

Cherkasy oblast

Internally displaced persons from areas where active hostilities are taking place were brought to Uman. The evacuation crews were organized and accompanied by the charitable foundation Vostok SOS.

According to Head of the Cherkasy State Administration Ihor Taburets, the necessities were purchased for the Territorial Defense Program of Cherkasy oblast. These are 1,400 camouflage suits, the same number of helmet covers, and almost 700 field beds. Also, the NGO Common Goal handed over 40 rechargeable and network searchlights to the 118th brigade.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The situation towards Zaporizhzhia has not undergone significant changes. The enemy concentrates its main efforts on holding the occupied positions. Yesterday, the enemy carried out 82 attacks on the positions of Ukrainian defenders, using tank weapons, rocket and barrel artillery along the entire contact line. The occupiers shelled the civilian infrastructure in the settlements of Huliaipole, Novodanylivka, Mala Tokmachka, Olhivske, Charivne, Malynivka, Novoandriivka, Staroukrainske, Chervone, Temyrivka, Bilohiria, Stepove, Kamianske, and Stepnohirsk.

On February 11 and 12, russian terrorists launched more than 170 strikes on the territory of Zaporizhzhia oblast, including Vilniansk, Druzheliubivka, Huliaipoly, Orikhiv, Zaliznychne, Novoandriivka, Novodanylivka, Charivne, Chervone, Olhivske, Malynivka, Bilohiria, Mala Tokmachka, Magdalynivka, Staroukrainske, Temyrivka, Stepnohirsk, Stepove, Kamyanske, and Shcherbaky. Thus, a farm warehouse was partially destroyed, with subsequent igniting of structural debris in Druzheliubivka, Zaporizhzhia oblast, as a result of the Shahed 136 kamikaze drone strikes. A 70-year-old pensioner was killed as a result of an enemy attack in Stepnohirsk.

The Minister of Energy Herman Halushchenko announced that the russians, located at the Zaporizhzhya nuclear power plant in the temporarily occupied Enerhodar, deliberately operate the equipment in such a way that Ukraine cannot connect it to the power grid in the future. Based on the assessments of the Ministry and IAEA specialists, the situation at the ZNPP is constantly deteriorating. In particular, the employees of the station are subjected to terror.

Mykolaiv oblast

On February 12, at 12:45 p.m., the enemy launched an anti-aircraft missile attack on the settlement of the Kutsurub community. The open area was hit. There are no casualties.

On February 13, the Gobel organization handed over two concrete shelters to Ochakiv. Ground shelters have already been installed near public transport stops. Each mobile structure is made of reinforced concrete and has 12 seats. Walls 25 cm thick and a  30 cm ceiling can protect against rocket fragments or cluster bombs weighing up to 30 kg at a speed of 400 m/s.

Odesa oblast

The enemy is increasing the presence of missile carriers in the Black Sea and intensifying air reconnaissance. A frigate was added to two submarine missile carriers on combat duty, so the total salvo of Kalibr-type missiles is now 16. The number of reconnaissance UAVs is increased along the front line.

The 5th floor premises in the Regional Center for Social and Psychological Assistance were renovated and equipped to accommodate internally displaced persons evacuated from the war zone. The Center also received generators and household appliances – refrigerators, electric water heaters (boilers), washing machines, dryers, and electric stoves. Laptops, routers, table lamps, kitchen furniture, mattresses, bed linen, blankets, carpets are also provided.

Restoration of residential buildings and infrastructure facilities in Odesa oblast damaged by russian missile attacks is ongoing. In the residential complex Tiras, where almost 50 apartments were damaged as a result of a missile attack, the ceilings of the 2nd, 3rd, 4th, 5th floors, all damaged vertical load-bearing elements of the building (diaphragms of the column) were restored, installation and laying of external fencing structures, inter-apartment and inter-room partitions were completed. Work was also carried out to restore heating and water supply.

Kherson oblast

Russian troops shelled the village of Inhulets, Kherson oblast. Shells hit houses, one person was killed, another one injured.

Russian troops once again shelled Kherson with artillery. Enemy shells completely destroyed the building of the enterprise production base. A base guard died under the rubble.

On February 12, russian invaders shelled Kherson oblast 42 times. The russian army shelled Kherson 9 times. Enemy shells hit warehouses, a movie concert hall, the territory near the State Administration building, and residential buildings. As a result of russian aggression, 3 people were killed, another one injured.

The police opened 28 criminal proceedings on the facts of war crimes committed by the russian occupiers in Kherson oblast. The police continue to uncover facts of looting by the russian military during the occupation of populated areas. A car carrying civilians was blown up on a mine in the Beryslav region.

The railway line was damaged in Kherson oblast as a result of shelling. Train #102/101 Kyiv — Kherson runs to Mykolaiv. Passengers from Mykolaiv to Kherson will be transported by bus shuttles. Similarly, Kherson citizens waiting for a train to Kyiv will be transported to Mykolaiv by bus. Restoration of tracks on the area damaged by shelling continues.

Latest news for today in the western regions of Ukraine

Volyn oblast

The RMA reported that in the Volyn oblast, in order to promptly respond to threats to the national security of the state, a separate rifle battalion Tur is being formed as part of the Armed Forces of Ukraine.

Zakarpattia oblast

Head of the permanent commission on health care, labor, employment and social protection of the population, participants of ATO/JFO (Anti-terrorist operation / Joint Forces Operation), Head of the endocrinology department of the Zakarpattia Regional Clinical Hospital named after Novaka, Olha Oleksyk reported that in Zakarpattia, free stenting for diabetes patients was started at the expense of the regional budget.

Ivano-Frankivsk oblast

A Memorandum of Cooperation between the Regional Development Agency of Ivano-Frankivsk oblast and an investment company from the USA was signed. The contract provides for selection of investment projects by the Agency for foreign investors in strategically important areas of development of the oblast.

The Advisory Council on Local Self-Government was held. They discussed creation of voluntary formations of territorial communities for the defense forces of the oblast.

Lviv oblast

The RMA reported that on February 11 and 12, in the Kamianka-Buzka community pyrotechnic and explosive works were carried out to destroy an enemy missile after a massive attack on February 10. The necessary measures were completed.

The RMA reported that in the Sambir region, at the future crossing point Nyzhankovychi – Malkhovychi, a temporary infrastructure was opened to relieve congestion at other checkpoints, reduce queues at the border and speed up traffic.

The RMA reported that the Regional Disaster Medicine Center received a generator from benefactors from Kazakhstan. The equipment was sent thanks to the Ukraine-Kazakhstan inter-parliamentary friendship group.

The RMA reported that in the Sudovovyshniansk community, 17 children organized a creche and collected UAH 210K. With these funds, they purchased two drones and sent them to their countryman, who is the commander of a military unit.

The RMA reported that students of the Lyceum named after the Hero of Ukraine Mykola Pankiv from the Solonky community visited the city of Tomaszow Lubelski (Poland) to exchange experiences in educational and cultural spheres. This was done within the framework of the partnership program.

The Institute of Cultural Strategy launched the Sounds in Hands initiative, which aims to support children in Ukraine, whose lives have been changed by the war, in their desire to study music. The initiative is aimed at IDP children and teenagers aged 6 to 17.

Rivne oblast

In the RMA a meeting with the military, border guards and police officers was held. They discussed strengthening the defense capability of Rivne oblast.

In Rivne oblast, a modern security system will be installed to quickly detect the enemy on the border with belarus. This is a network of innovative thermal video cameras, the range of which is several kilometers. The sky and the territory of the border will be under protection.

The Varas community allocated UAH 35.5 million from the defense budget. The deputies decided to allocate UAH 4.7 million to defend six communities of the oblast.

Residents of the Demydiv community sent their third car to the front this year. The vehicle was purchased and repaired with funds collected by employees of educational and cultural institutions and the village council. Before sending, the car was loaded with camouflage nets, food, hygiene products, candles and children’s drawings.

Ternopil oblast

Symbolic yellow-blue roses with a trident appeared in Ternopil. The rose has a symbolic name Glory to Ukraine. It was brought from Ecuador and grown by a special method.

Khmelnytskyi oblast

The executive committee of the Netish City Council reported that the community sent two cars to the front, namely towards Zaporizhzhia and Bakhmut. Since beginning of the year, 4 cars UAH 929K worth (3 pickups, 1 minivan) and a forklift (UAH 530K) have been purchased for the military from the community budget.

In the city hospital of Khmelnytskyi, an extremely complex and unique neurosurgical intervention was performed. Doctors reported that the patient was a 27-year-old military man who received a gunshot wound. Currently, the patient’s condition is satisfactory and the soldier continues treatment in the city hospital of Khmelnytskyi.

Chernivtsi oblast

Last week, 35 Invincibility Centers were opened. In total, there are 273 Invincibility Centers in the communities of the oblast.

4 autonomous heaters and four batteries for them were sent to the defenders to heat military dugouts in the eastern direction. The aid came from the Chernivtsi regional organization of the trade union of healthcare workers.

Residents of the Vanchykovetsk community sent a humanitarian cargo, namely, warm clothes, food, etc, to the military at the front and local residents of Kherson oblast.

The Swiss Credit Suisse bank froze russian assets worth over $19 billion, which is a third of all russian assets declared in the country. 27 domestic and European operators of mobile and fixed communication have extended the agreement on affordable roaming for 6 months. They will continue to provide services to each other at reduced prices.
