The enemy continues to focus its efforts on conducting offensive operations towards Bakhmut and Avdiivka. Towards Lyman, there are attempts to restore the lost position. In other areas, the enemy focuses its efforts on restraining the actions of units of the Defense Forces of Ukraine.
The enemy launched 5 missile strikes, targeting civilian infrastructure in Druzhkivka and Kramatorsk of Donetsk oblast. Two Onyx-type missiles launched from the temporarily occupied Crimea in Odessa oblast were successfully destroyed by air defense forces. In addition, the occupiers carried out more than 10 strikes from the MLRS on the positions of our troops in various directions and civilian infrastructure of Kherson.
There is a constant threat of enemy air and missile strikes throughout Ukraine.
Towards Volyn and Polissia, the situation has not changed significantly, there are no signs of enemy offensive groups being formed.
Towards Siversk and Sloboda, the enemy carried out mortar and artillery shelling of the positions of our troops in the areas of Hai, Zernove, Yastrubyne and Kindrativka of Sumy oblast and Strelecha, Krasne, Starytsia, Zakharivka, MyTowardslove, Fyholivka, Novomlynsk and Zapadne in Kharkiv oblast.
In the Kupiansk, Kyslivka, Kotlyarivka and Tabaivka of Kharkiv oblast and Stelmakhivka and Nevske in Luhansk oblast were shelled from tanks and the entire spectrum of artillery.
Towards Lyman, the enemy shelled the positions of our troops from tanks, mortars, barreled and rocket artillery in the areas of the settlements of Makiivka, Ploshchanka, Chervonopopivka, Dibrova, Luhansk oblast.
Towards Bakhmut and Avdiivka, the enemy unsuccessfully continues to break through the defenses of our troops. He shelled areas of more than twenty settlements, namely Andriivka, Berestove, Blahodatne, Bakhmut, Klishchiivka, Chasiv Yar, Avdiivka, Vodiane, Karlivka, Marinka and Pervomaiske of Donetsk oblast.
Towards Novopavlivka, the enemy tried to hit the positions of our troops near Prechystivka, Vuhledar and Shakhtarske, Donetsk oblast.
Towards Zaporizhzhia and Kherson, the enemy continues to shell our positions and civilian infrastructure of settlements along the right bank of the Dnipro River. 32 settlements were fired, namely Vremivka and Novopil of Donetsk oblast; Belohiria, Mala Tokmachka, Novodanylivka and Kamianske in Zaporizhzhia oblast and Kherson, Respublikanets, Novokairy, Charivne and Olhivka, Kherson oblast.
On December 15, in the areas of Tokmak and Polohy, the enemy lost more than 100 people wounded and an ammunition depot. Information on the liquidated occupiers is being clarified.
Units of rocket forces and artillery of the Defense Forces of Ukraine hit five buildups of enemy personnel, a control point and three ammunition depots.
The Office of the Prosecutor General informs that as a result of russia’s full-scale aggression, more than 1313 children were injured, 450 children killed, more than 863 injured.
Representative of the press service of the Intelligence Directorate Andrii Yusov says that more than 1 million 200 thousand people applied for the I Want to Live project. The majority of people are those on the territory of the so-called russian federation. These are not direct appeals yet, but these are people who are studying for themselves or for their relatives the opportunity to save lives in the bloody unjust war of putin’s occupiers against Ukraine.
Recent war events in the east of Ukraine
Kharkiv oblast
According to the General Staff of the Armed Forces of Ukraine, at least 11 settlements were under Russian shelling.
Head of Kharkiv Regional Military Administration, Oleh Syniehubov, reported that power supply in Kharkiv and the oblast has been restored after yesterday’s shelling. The inspection of networks continues, but the power system as a whole is restored. The situation remains difficult in a part of Kupiansk region, which is constantly shelled by the enemy.
Yesterday, Russian invaders launched a barrage of missiles on civilian and energy infrastructure of our country. They shelled Kharkiv oblast with 10 S-300 missiles, another 2 cruise missiles were shot down by air defense forces.
The entire Kharkiv oblast and Kharkiv were de-energized. Currently, power supply has been restored throughout the oblast and the city.
Kupiansk was shelled again. Berestove, Orlianka, Synkivka, Tabaivka and Vyshneve were attacked. In addition, the invaders targeted settlements of Chuhuiv and Kharkiv regions with artillery.
According to the Regional Center for Emergency Medical Care, a 19-year-old man received an explosive injury in Izium – he was dismantling a munition in his yard. He was hospitalised with shrapnel wounds.
The process of de-mining continues. Pyrotechnic units defused 176 explosive ordnance.
Donetsk oblast
The representative of the Defense Intelligence of Ukraine, Andrii Yusov, reported on the air of FreeDom TV channel that russian servicemen are collecting fragments of western-type shells for the occupation authorities to shoot staged footage of so-called shelling of the occupied settlements of Donetsk oblast by Ukraine. According to him, the purpose of such provocations is to destroy confidence in Ukraine among the international partners and stop international, economic and defense assistance, “which stops the advance of russian troops and forces them to retreat”.
On the night of December 17, Russian troops shelled the Kurakhove community. There were no casualties as a result of the shelling. Five private buildings in Kurakhivka and power supply networks and a private building in Berestky were damaged.
At night russians did not stop shelling along the frontline and in the relative rear.
In the middle of the night, russians launched a missile attack on Kramatorsk – there were no casualties, only the road surface, an educational institution and some private houses were damaged.
Towards Volnovakha, there was periodic artillery shelling of Vuhledar and the outskirts of the city – no casualties.
Towards Donetsk, 5 buildings in Kurakhivka and 1 building in Berestky of the Kurakhove community were damaged. Marinka is also under constant artillery fire. According to preliminary information, there were no casualties.
Towards Horlivka, 3 people were injured in Bakhmut. An apartment and an administrative building were damaged. Moreover, there was shelling on the outskirts of the Soledar community: near Bakhmutske, Paraskoviivka, Rozdolivka and Yakovlivka.
Head of Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that russians injured 3 civilians in Bakhmut.
Luhansk oblast
According to the General Staff, Defence Forces units repelled enemy attacks near Bilohorivka, Chervonopopivka and Ploshchanka. Towards Kupiansk, Stelmakhivka and Volodymyrivka were under russian attack. Towards Lyman, the enemy fired at the positions of our troops near Chervonopopivka, Dibrova, Makiivka and Ploshchanka.
A Ukrainian air assault brigade destroyed the russian military position in one of the regions of Luhansk oblast. Ukrainian troops hit the position of the invaders with a drone and then the air assault brigade destroyed the position of russian servicemen and their ammunition. The corresponding video was published by the public affairs service of the 80th separate air assault brigade of the Airborne Forces of the Armed Forces of Ukraine.
The Luhansk Regional Military Administration reported that the occupation authorities are pressuring entrepreneurs to re-register under the russian legislation and instead of compensation for destroyed houses in the territory of the so-called “Luhansk People’s Republic”, russians offered people mortgages.
In the temporarily occupied Sievierodonetsk, the invaders are dismantling equipment from the Azot enterprise and taking it to russia. In summer, the occupation authorities reported about the restoration of the plant’s work and employment of 300 people.
Head of the Luhansk Regional Military Administration, Serhii Haidai, said that the Armed Forces of Ukraine are advancing towards Kreminna and Svatove. According to him, russians have gathered a huge number of personnel and equipment there, tried to make a counteroffensive but failed.
What is happening now in the north of Ukraine
Kyiv oblast
The head of the Kyiv RMA Oleksii Kuleba said that power supply restoration works are ongoing in Kyiv oblast, but this process is complicated by weather conditions. Emergency power outages continue in the oblast – about 50% of the region is currently without electricity.
Kyiv Mayor Vitalii Klychko said that several critical infrastructure facilities were damaged by the terrorist country, which led to a shortage of electricity supply. Currently, water supply has been returned to all residents of the capital, 70% of Kyiv residents have heat supply, 2/3 have electricity supply.
Due to the missile attack of the russian federation, the energy facilities of DTEK “Kyivski Elektromerezhi” were damaged. They supply one of the water supply facilities and part of the Troieshchyna district. Energy workers restored damaged power facilities, which made it possible to return cold water supply to Kyiv and electricity in the homes of 16K residents of Troieshchyna.
The KCSA reported that Kyiv metro resumed work, after it was stopped due to the lack of electricity generation. Trains currently run at a weekend interval of 10 minutes. During an air alert, underground stations work as shelters.
Head of the regional police Andrii Nebytov reported that eight locations of downed rockets were discovered after the mass attack on December 16 in Kyiv oblast. All crash sites have been inspected by the police, and the search for wreckage is ongoing.
Head of the police of the Kyiv oblast Andrii Nebytov announced that video surveillance devices are installed in the zone of the Chernobyl Nuclear Power Plant. They record all movements in the border areas even at night. Currently, work is underway to install special cameras and sound sensors at power plants that will notify the air defense of drones or missiles approaching. The regional council also supported the program to install video surveillance cameras with facial recognition technology in public places of Kyiv oblast.
Additional benefits and social guarantees will be provided to Kyiv citizens (and their family members), who defend Ukraine. The Kyiv City Council reported that the number of defenders in Kyiv has increased to 100 K. Before the start of the full-scale invasion, there were more than 31K veterans and about 400 dead combatants in the capital.
Kyiv Council deputies decided to provide educators and civil servants who help ensure operation of heating centres in the capital with a bonus. Most of the heating centres are located in schools and institutions of social infrastructure.
The second I-Mariupol Center was opened in Kyiv on the left bank of the city. This is the largest of 17 centers throughout Ukraine and has the widest range of services – from a dentist to a hairdresser. They provide legal, humanitarian and psychological services, and help people find a job.
The mayor of Pereiaslav, Kyiv oblast announced that a Town of Invincibility is being created in the center of the city, which will function during a long-term power outage. Houses will differ from stationary heating points by the availability of autonomous power supply, heat, water and communication. Also in the town, there will be a children’s room, a medical center and a police station.

Zhytomyr oblast
A civilian infrastructure object in the Korosten region was damaged due a missile attack by russian troops on December 16. After the attack, a fire broke out and the equipment was destroyed, which led to the blackout of the houses of the residents of the Korosten region. The regional prosecutor’s office reported that law enforcement officers of Zhytomyr oblast have started an investigation. Inspection of the scene and documentation of the war crime are ongoing.
Zhytomyroblenerho reported that stabilization schedules are applied in Zhytomyr oblast due a sharp decrease in the available generating capacity and repair works. In case of deterioration of the situation, emergency shutdowns may begin.
81 unemployed people have been involved in the Recovery Army in Zhytomyr oblast. Workers prepare protective structures, collect firewood, equip and maintain heating points, carry out repair and restoration work.
Head of the Radomyshl community Volodymyr Teterskyi announced that residents of the German town of Lindlar sent humanitarian aid. With the donations of their citizens, they bought and handed over a bus, a minibus with humanitarian cargo, generators and bicycles.
Sumy oblast
Head of Sumy RMA, Dmytro Zhivytskyi, said that the communities of Bilopillia, Esman, Mykolayivka, Seredina-Buda, and Khotyn were under enemy attack. The russians launched 79 strikes along the border of Sumy oblast, using artillery, mortars and grenade launchers. The enemy also dropped two explosives from a drone on the territory of the Khotyn community.
The Sumy RMA reported that modernized protective containers were handed over to the battle lines. These are railway containers converted into insulated mini-houses that have an autonomous power source, heating and ventilation. They save from debris and a direct hit of a number of ammunition and can be installed even in a trench.
Sumioblenerho reported that hourly power shutdown schedules have been returned in the +4/-2 mode in Sumy oblast. Simultaneously, the schedules of emergency shutdowns are applied.
Scouts of Plast delivered the Bethlehem flame of peace to Sumy oblast. As Dmytro Zhivytskyi, Head of RMA, said, it will be transferred to all communities of the oblast. He noted that this tradition is more than 30 years old, but today it has a special meaning – Ukraine is fighting for victory to protect freedom and peace in the whole world.
Chernihiv oblast
The enemy continues to shell the border areas of Chernihiv oblast. As reported by the State Border Service, the Novhorod-Siverskyi community was under enemy attack twice. 6 hits from barrel artillery and 2 from grenade launchers were recorded.
The Chernihiv RMA reported that 650 civilians were killed and 1,112 were wounded in oblast due the russian military aggression in February-March. The list of victims today is far from complete due to the high probability of still unknown graves, as well as places where the victims, whom the russians tried to hide purposefully during the occupation, may be buried.
Chernihivoblenerho reported that in order to stabilize Ukraine’s energy system and prevent system accidents, special emergency shutdown schedules were introduced in several regions of Chernihiv oblast. Currently, the oblast is returning to usual power outage schedules – power supply is available for three hours, after which it is limited for six hours.
Major construction repairs are being completed on a building in Chernihiv, which was shelled by russian troops in the spring. In total, 190 apartments, 72 balconies were restored, more than 400 window and balcony glass units were inserted.
The charity event Visit to St. Nicholas will take place in Pryluky. As reported by the city council, all collected funds will be directed to help the Armed Forces. Dnipropetrovsk oblast
According to Head of the Regional Council Mykola Lukashuk, the number of victims of yesterday’s rocket attack on a residential building in Kryvyi Rih has increased to 4: rescuers found the body of a boy under the rubble at night, which they had been looking for since yesterday morning. The child was only one and a half years old.
The situation in the Nikopol region is still tense – the occupiers again shelled the area with heavy artillery. During the night, they struck Marganets and Chervonohryhorivka communities. Several houses and power lines were damaged.
During the day, the russian occupation forces struck the Marganets community in Nikopol region.
Most of the communities of Dnipropetrovsk region are still partially or completely without electricity. Currently, energy repair crews are gradually restoring power at critical infrastructure facilities.
One of the injured by yesterday’s missile attack on Kryvyi Rih died in hospital. The man was taken to the operating room, but despite the efforts of the doctors, he died. Another injured person is in the polytrauma department in a moderate condition. Two women are in the maxillofacial surgery department. All of them were operated on.
Vinnytsia oblast
The Vinnytsia Regional Museum of Local History obtained new exhibits – an R-159 radio station and a MON-90 mine case. Zaporizhzhia oblast
The military administration reported that the situation towards Zaporizhzhia has not changed significantly over the last day. The enemy focuses its main efforts on holding the occupied borders. According to the police, russian occupiers shelled civilian infrastructure in the area of 17 settlements. There were 18 reports about the destruction of houses, apartments and infrastructure as a result of shelling by the russian military.
First Deputy Mayor of Zaporizhzhia Oleksandr Vlasiuk stated that russians fired missiles at the Dnipro hydroelectric power station. Currently, the authorities are working on its restoration. According to the official, the power system has withstood the blow, but needs to be restored. All emergency services are working in an enhanced mode. All boiler houses and pumping stations in Zaporizhzhia are connected to the backup power supply and work on generators. Head of Zaporizhzhia Regional State Administration Oleksandr Starukh noted that power supply in the city is unstable. Currently, all critical facilities are functioning, but with some disruptions. There are areas where hostilities are taking place, and there is no electricity at all. For example, the Stepnohirsk community has been under constant shelling for two days and emergency crews cannot work there.
Mykolaiv oblast
Another 75 settlements in Mykolaiv oblast remain without water, gas, and electricity due to russian shelling. As reported in the media with reference to the Mykolaiv Regional State Administration, currently 6 033 consumers remain without gas supply.
For the first time in Ukraine, an independent report on assessing the damage and losses caused to Mykolaiv by russian troops has been presented. The Mykolaiv City Council reports that the project was implemented due to the EU Anti-Corruption Initiative and the Danish government.
According to Mayor Oleksandr Senkevych, the project experts are studying information about the consequences of russian shelling and comparing it with satellite images, other visual data, and data from relevant ministries. They are also assessing the extent of damage and the potential cost of damage to Mykolaiv. Head of the EU Anti-Corruption Initiative Allan Pag Christensen noted that Mykolaiv has been closely cooperating with the leading anti-corruption support program in Ukraine for several months. Odesa oblast

The press service of the Cabinet of Ministers reported that In the Bosporus Strait, 92 ships are in line for inspection due to russia’s artificial barriers. Of the 65 declared vessels, the russian side has registered only three over the past day. According to the Cabinet of Ministers, this leads to restrictions on the work of Ukrainian ports and the non-delivery of exports of at least three million tons per month.
In two days, four vessels with 145 K tonnes of wheat for Asia left the ports of Odesa. Currently, 23 vessels are in the ports. They are loading 734K tonnes of Ukrainian agricultural products. Three vessels are heading to Ukrainian ports to load 166 K tonnes of agricultural products.
Kherson oblast
Russian occupiers shelled the territory of Kherson oblast 27 times. Yaroslav Yanushevych, Head of the Regional Military Administration, said that they fired from artillery, MLRS and mortars. Residential areas of Kherson once again came under fire. Russians hit a school, an enterprise, power lines, private and apartment buildings. Due to russian shelling 1 person was killed, 3 residents were wounded of varying severity. Later in the morning, the invaders shelled Kherson again with MLRS and artillery, and two more people were injured. A 36-year-old man who was in the car died on the spot. A 70-year-old woman with a wound was taken to hospital. She is currently receiving the necessary medical care.
According to the first deputy head of Kherson regional council Yurii Sobolevsky, the Russian armed forces are shelling the de-occupied Kherson with anti-personnel munitions in order to hit as many civilians as possible. “To minimize the risks, it is necessary to stay in the open space for as little time as possible. Because the main elements that hit are fragments from munitions. Russian troops often use anti-personnel munitions to cover as many people as possible,” he said. Shrapnel from anti-personnel munitions is the most injurious and in some cases fatal.
For more than a month, the staff of the State Migration Service of Ukraine in Kherson region has been working to bring the city back to life after a difficult and brutal occupation. The SMS of Ukraine reports that during this time, despite the shelling, lack of light, and heat in the city and the region, the service was able to start providing administrative services to the population. Since November 17, they have issued 50 passports of a citizen of Ukraine, 170 passports for traveling abroad, conducted almost a thousand consultations in administrative buildings and received about 100 daily calls to the hotline. Volyn oblast
An international training was held in Volyn. The management staff of the State Fire Protection Department of the Lublin Voivodeship of the Republic of Poland took part in the event. Rivne oblast
Today, 37 515 IDPs live in Rivne oblast. There are officially registered IDPs in each of the 64 communities of Rivne oblast.
About 4K IDPs, including those of vulnerable categories, received aid from the organization Man in Need. UAH 2,2K can be received within three months.
The Northern Ecological Financial Corporation and grant funds from the European Union enable completely modernizing three kindergartens in Rivne. EUR 1.56 million is allocated for internal repairs and purchasing medical and educational equipment for children with special educational needs.

Ternopil oblast
