On 28 September, the enemy kept trying to advance into the depths of Ukraine’s territory. Defence forces were holding back the invaders, inflicting significant losses on them. The number of enemy attacks increased to 66. The occupiers continued to make their main efforts towards Pokrovsk, where they conducted a third of all attacks in Ukraine. In addition, the occupiers were active towards Lyman, Kurakhove and Vremivka.
The border areas of Sumy oblast continue to suffer from russian air strikes. In particular, the terrorists attacked Kucherivka, Bilokopytove, Studenok and Yunakivka with guided aerial bombs, dropping 20 KABs. A number of localities in Chernihiv, Sumy and Kharkiv oblasts suffered from the shelling, including Bachevsk, Yizdetske, Baranovka, Pokrovka, Miropillya, Shalymivka, Porozok, Boyaro-Lezhachi, Vidrodzhenivske, Tymofiivka, Yanzhulivka and Mykhailove. The enemy also carried out ten airstrikes using 14 KABs in Kursk oblast.
Towards Kharkiv, the occupiers stormed the positions of Ukrainian units in the vicinity of Tykhe. The situation is under control. The enemy also attacked Shypuvate, Kharkiv oblast, with two aerial bombs.
The enemy attacked Ukrainian positions towards Kupiansk four times. Ukrainian defenders repelled enemy attacks near Synkivka and Lozova. A battle continues near Tabaivka. The enemy is actively using bomber aircraft in the area, dropping 14 bombs.
Towards Lyman, enemy units attacked Hrekivka, Nevske, Makiivka, Terny, Torske and Bilohorivka. Ukrainian troops repelled eight attacks, and four engagements are ongoing.
The enemy did not conduct any assault operations towards Siversk. There were five airstrikes on Siversk.
Towards Kramatorsk, the invaders carried out five assault operations near Kalynivka, Chasiv Yar and Kurdiumivka. Four occupiers’ attacks are currently underway.
Towards Toretsk, Ukrainian defenders repelled enemy attacks near Toretsk, Shcherbynivka and Nelipivka.
Towards Pokrovsk, the largest number of combat engagements was recorded. The occupiers made 24 attempts to push Ukrainian defenders from their positions in the vicinity of seven different settlements. More than half of all the clashes took place near Selidove and Mykolaivka. The defence forces, holding back the enemy’s onslaught, repelled a total of 20 enemy attacks in the area. Others continue. The enemy is suffering significant losses in manpower.
Towards Kurakhove, the invaders attacked Ukrainian troops six times, trying to advance towards Tsukurine, Heorhiivka and Katerynivka. A firefight is ongoing near Tsukurine.
Towards Vremivka, the invaders conducted ten attacks on Ukrainian troops’ positions near Vuhledar, Vodiane and Katerynivka. Six firefights are ongoing.
Towards Orikhiv, the enemy is using aircraft, attacking Kamianske and Novoandriivka.
Towards Kherson, the enemy made one unsuccessful attempt to storm the positions of Ukrainian troops. It struck Dutchany, Havrylivka and Sablukivka with guided bombs and fired at Lvove with unguided aerial missiles.
Sumy Military Administration reports that as a result of the morning attack on medical facilities in Sumy, 9 people were killed. Another 19 sustained injuries of varying severity.
The Ministry of Energy informs that due to shelling and hostilities, there were power outages in six regions of Ukraine. The power supply has been partially restored.
Recent war events in the east of Ukraine
Kharkiv oblast
Oleh Syniehubov, Head of the RMA, informs that around 13:00, the occupants attacked Kozacha Lopan in Kharkiv region. A drone hit a private car. One civilian man was killed, his identity is being established. Three other women were injured and hospitalised. Viacheslav Zadorenko, Head of the Derhachi RMA, noted that in the last few hours, the russian military had carried out at least seven FPV drone strikes on Kozachya Lopan.
Three people were killed in an enemy air strike on Slatyne. At least 6 people were injured. One woman is in serious condition. The enemy struck civilian infrastructure, damaging an educational institution and shops. All emergency services are working on the spot.
At 17:03, as a result of shelling in Kyivskyi district, Kharkiv, 16 houses were damaged and windows in an educational institution were smashed. A 73-year-old man was injured.
On 28 September as a result of the shelling at 05:20 Novooosynove village, Kupiansk region, a private house was damaged. A 68-year-old man and a 68-year-old woman were injured.
On 28 September at 04:49, a warehouse of the enterprise of the village of Shipuvate Kupiansk region, was hit. 3 combine harvesters were on fire.
At 16:30, in Novoosynove village, Kupiansk region, a private house was hit.
At 16:15, in the village of Kivsharivka, Kupiansk region, a 5-storey residential building was shelled. A woman of 43 years old was injured.
At 15:30, in Novoosynove village, Kupiansk region, the shelling damaged a private house and 2 outbuildings.
At 11:00am, Kurylivka village, Kupiansk region was shelled. A 47-year-old woman was injured as a result of enemy shelling.
At 09:00, in Kupiansk city, as a result of the shelling, a private house was on fire.
Towards Kharkiv, six enemy attacks took place in the vicinity of Vovchansk and Tykhe.
There were 19 attacks by the occupiers towards Kupiansk. The defense forces repelled enemy assaults towards Sinkivka, Novoselivka, Hlushkivka, Kruhliakivka, Kucherivka, and Lozova.
Donetsk oblast
The General Staff reported that the Armed Forces in the east repelled 130 attacks. Towards Pokrovsk, Ukrainian fighters repelled 47 assaults. The russian army tried to advance towards the settlements of Vozdvizhenka, Novotoretsky, Mykolaivka, Hrodivka, Novohrodivka, Lysivka, Krutyi Yar, Dachenske, Marynivka, Selidove, and Novotoretske. The greatest concentration of russian attacks was near Mykhailivka and Novotoretske. Towards Kurakhove, the Defense Forces repelled 28 attacks in the districts of Tsukuryne, Heorhiivka, Kostyantynivka, and Katerynivka.
The 15th Brigade of the National Guard of Ukraine reports that Oon the morning of 28 September, the russian military tried to break through the positions of Ukrainian fighters near Selidove in Donetsk oblast.
Donetsk region emergency department reports that rescuers extinguished 22 fires in Donetsk oblast, 12 of which were caused by shelling.
Petro Andryushchenko, Adviser to the mayor of Mariupol, reports that the Russian army is transferring up to 5,000 troops through Mariupol towards Vuhledar. At least 13 trucks, mostly with ammunition, were recorded, which were moving from the territory of russia.

Operational situation in the region as of the morning of 28 September:
Pokrovsk region. In Kurakhove, the private sector and the industrial zone are affected; private houses were damaged in Kurakhivka and Hirnik, an administrative building in Ostrivskoe and an enterprise in Dalne. 7 people were injured in Dobropillia, 2 administrative buildings and 7 houses were damaged, and an enterprise was damaged in Sviatohorivka. A person was injured in Myrnohrad. A house was damaged in Pokrovsk, another 1 in Troianda.
Kramatorsk region. One person was killed in Novo-Lyman community, 3 houses and 2 non-residential buildings were damaged. In Kramatorsk, 6 houses and an industrial building were damaged. 2 objects were damaged in Illinivka, another 9 in Stepanivka. In Kostiantynivka, 2 people were injured, 3 high-rise buildings, 2 private houses, a coffee shop and 89 retail outlets were damaged.
Bakhmut region. 8 private houses, a multi-storey building and 3 industrial buildings were damaged in Chasiv Yar community.
In just one day, russians shelled Donetsk oblast 26 times. 2,555 people, including 142 children, were evacuated from the front line.
Vadym Filashkin, Head of Donetsk RMA, informs that russians killed 1 resident in Nove. Another 14 people in the region were injured.
Luhansk oblast
The enemy attacked mostly towards Lyman – Hrekivka, Makiivka and Balka Zhuravka. The situation there is complicated. The offensives of the occupiers are supported by artillery, such as in Makiivka and Balka Zhuravka. In the direction of this village, they hit five times with rocket salvo fire systems and directed 30 drones there.
Artem Lysohor, Head of Luhansk RMA, says that in the educational institutions of the so-called “lpr”, first-graders are strongly affected by russian propaganda. 8,998 children will wear images of workers of the occupied Luhansk region on their ties. A large part of them do not have Internet at home, they are limited in using a mobile phone, and they can only make a call from a wired one, if their parents have found the funds to install it.
Luhansk RMA reported that in the dilapidated Rubizhne, the number of advertisements for the sale of real estate increased.
What is happening now in the north of Ukraine
Kyiv oblast
In the Kyiv oblast, after the Shahed attack on the night of 28 September, debris from downed targets fell in four districts. In one of the settlements, the debris damaged six private houses, an outbuilding and an administrative building, and in another, the roof of a private enterprise’s hangar. According to Ruslan Kravchenko, Head of Kyiv Regional Military Administration, damage to critical or residential infrastructure was avoided. There were no casualties.
KCMA reported that Kyiv was attacked by about 15 drones at night, which were destroyed by air defence forces. Initial reports indicate that debris fell in Obolonskyi district of the capital, damaging a non-residential building. There was no information on casualties.
Kyiv City Military Administration reported that in the evening of 27 September, during the air alert, trains of the red line of the Kyiv metro ran for almost an hour from Akademmistechko station to Teatralna station. The changes in traffic occurred due to the fact that the stations were operating in shelter mode. Also, during the air raid, the subway did not operate on surface sections.
The State Emergency Service’s Mobile Rescue Centre reported that after another attack by russian drones on Kyiv, sapper divers retrieved the wreckage of a downed drone from the Dnipro River. The bomb squad surveyed 0.01 hectares of the Dnipro River and found the wreckage at a depth of 12 metres, 60 metres from the shore. The fragments were brought ashore for detailed analysis by experts.

The Hub for Families of Ukraine’s Defenders has been launched in Kyiv oblast. The new unique project operates on the basis of the Plast Training Centre. This place was created to help families of servicemen and women facing emotional difficulties, stress and challenges caused by the war. The hub provides psychological counselling, training, workshops, art therapy and creative activities for children.
Japan has helped print more than a million textbooks for Ukrainian schoolchildren. the RMA reported that educational institutions in all communities of Kyiv oblast received 62,656 copies of textbooks. A total of 1,089,838 textbooks on the Ukrainian language, Ukrainian and foreign literature were printed with funding from the Japan International Cooperation Agency (JICA). The amount of grant assistance is over EUR 3.5m.
The exhibition Cross and Hope: The Sacred Heritage of the Greeks of Mariupol opened the day before in the Kyiv-Pechersk Lavra National Reserve, the Ministry of Culture and Strategic Communications of Ukraine reported. The exhibition is dedicated to the tragic pages of Mariupol’s history: from the deportation of the indigenous peoples of Crimea to Nadazovia in the eighteenth century, which forced the Crimean Greeks, Armenians, Vlachs to leave their homes and the settled place of the Ukrainian Cossacks, to the forced resettlement in the twenty-first century, when Russia is trying to take away the home of modern Ukrainians.
A private premiere of the documentary film “1% of War”, created by volunteer Denys Khrystov, known by his call sign “Dutchman”, took place in Kyiv. The film tells the story of the evacuation of civilians from frontline areas during a full-scale war. The author has collected thousands of human lives in six episodic chapters of a short documentary film he personally shot during the evacuation of Avdiivka and its surroundings.
Zhytomyr oblast
Vitalii Bunechko, Head of Zhytomyr RMA, says that 8 communities of Zhytomyr oblast have partnership relations with municipalities from Poland, Estonia, the USA, Germany, Italy and Lithuania. According to the information provided by the territorial communities, within the framework of cooperation with sister cities, they received medical equipment, generators, food products, means of heating and other assistance.
Officers of the educational security service are already working in 55 schools of Zhytomyr oblast. These are professional officials who, together with the administration of the educational institution, are responsible for the entire complex of security measures.
In Zhytomyr, the festival of military brotherhood Men-Titans is being held for the first time. The event is timed to the Day of Defenders of Ukraine. According to Kostiantyn Cherednyk, Head of the Ukrainian Military Organization in Zhytomyr oblast, the festival aims to show that veterans are the same people as civilians, but they can take up arms when needed.
Sumy oblast
Artem Kobzar, Acting Mayor of Sumy RMA, reported that on the morning of 28 September, explosions were heard in Sumy. Shahed drones struck the city. According to Volodymyr Artiukh, Head of Sumy Regional Military Administration, russian forces carried out three airstrikes using Shahed-type UAVs. Two hospitals and nearby residential buildings were damaged in the attack. Preliminary reports indicate that 9 people were killed, and 19 others were injured.
During the service, Ihor Poladych, 43-year-old police officer, was killed. The police of the region reported that russian forces launched a second airstrike on Sumy after police had already arrived at the scene.
On 27 September, russians carried out 41 shelling attacks on border areas and settlements in Sumy oblast, resulting in 95 explosions. The attacks targeted Khotin, Myropilia, Bilopillia, Richky, Krasnopillia, Velyka Pysarivka, Nova Slobidka, Hlukhiv, Shalyhyne communities.
Velyka Pysarivka community: airstrikes by GAB (4 explosions), dropping of ammunition from UAVs (5 explosions), shelling using FPV-drones (13 explosions), mortar shelling (13 explosions).
Krasnopillia community: explosive devices were dropped from UAVs (5 explosions), shelling using an FPV-drone (1 explosion), mortar shelling (5 explosions).
Nova Slobidka community: the dropping of an explosive device from an unmanned aerial vehicle (2 explosions), airstrikes by GAB (3 explosions), mortar shelling (14 explosions), shelling using an FPV-drone (1 explosion) was recorded.
Shalyhyne community: an airstrike by GAB (5 explosions), shelling using FPV-drones (3 explosions).
Khotin community: airstrikes by GAB (6 explosions).
Bilopillia community: the enemy fired artillery (8 explosions).

Okhtyrka Region Recruitment Center reported that in Okhtyrka, Sumy oblast, the residents paid tribute to serviceman Ruslan Tymoshenko. Senior Sergeant Tymoshenko served as the head of the power station of the repair company in a unit of the Ukrainian Ground Forces. He passed away on 25 September.
Chernihiv oblast
On 27 September, russian forces shelled a village in Semenivka community, located near the border in Chernihiv oblast. According to the Chernihiv Border Guard, three artillery strikes were recorded towards Karpovychi. No reports of casualties or damage to civilian infrastructure have been received.
Police, rescuers, and local authorities helped evacuate a 52-year-old woman from a village in Semenivka community, which is seven kilometers from the russian border. Due to constant russian shelling, life in the border area became increasingly difficult for the woman. Local police provided transportation for her evacuation, assisted with loading her belongings, and safely escorted her to a secure location.
Volodymyr Serb from Avdiivka village in Novhorod-Siverskyi region was awarded the For Indomitability badge by the Commander-in-Chief of the Armed Forces of Ukraine. During combat operations in Kharkiv oblast, Volodymyr sustained serious injuries and was captured by russian forces, spending 97 days in captivity. After his release and return to Ukraine, he underwent rehabilitation and returned to his unit, where he served for another year.
Recent events in the central regions of Ukraine
Dnipropetrovsk oblast
Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council, reported that last night the enemy attacked Marhanets, Nikopol region, with artillery. Two people were injured, a 71-year-old and a 41-year-old man, and hospitalised with shrapnel injuries. There were two fires, a private house and an outbuilding caught fire. 7 private houses, 5 outbuildings, 3 power lines and the same number of gas pipelines were damaged, and a greenhouse was hit.
The enemy attacked Nikopol district with artillery and kamikaze drones. They targeted the regional centre, Marhanets and Pokrove communities. A fire broke out. According to updated information, four people were killed as a result of the russian strike on Kryvyi Rih. Three people are still in hospital.
Kirovohrad oblast
Andrii Raikovych, Head of Kirovohrad Regional Military Administration, said that over the Kirovohrad oblast, an enemy Shahed was shot down.
Poltava oblast
Filip Pronin, Head of Poltava Regional Military Administration, reported that at night, the russian army attacked Poltava oblast with a UAV.
Drone debris damaged energy infrastructure in the oblast.
Cherkasy oblast
According to Ihor Taburets, Head of Cherkasy Regional Military Administration, at night, 9 enemy UAVs were shot down in the oblast. The falling debris damaged a power line in Zolotonosha region.

Zaporizhzhia oblast
The General Staff of the Armed Forces of Ukraine reported that on 28 September, the Armed Forces of Ukraine repelled three attacks by the russian army towards Huliai Pole and Orikhiv.
The regional State Emergency Service reported that four fires broke out in Orikhiv and Huliai Pole, Zaporizhzhia oblast, as a result of russian shelling on 27 September.
Mykolaiv oblast
Vitalii Kim, Head of Mykolaiv Regional Military Administration, said that on the night of 28 September, the Air Armed Force destroyed three Shahed 131/136 drones in Mykolaiv oblast.
Mykolaiv Regional Military Administration said that the russian army attacked a residential building in the Kutsurub community in Mykolaiv oblast with an FPV drone. Two elderly people were injured.
Odesa oblast
On the night of September 28, the russian army attacked Odesa oblast with two ballistic missiles, likely Iskander-M, launched from the temporarily occupied territory of Crimea, according to the Southern Defense Forces. They also reported that air defense forces in the south shot down eight Shahed drones.
Oleh Kiper, Head of the Regional Military Administration, says that As a result of the overnight missile attack in Bilhorod-Dnistrovskyi region, a fire broke out, and a recreational facility was partially destroyed. The fire was extinguished, and there were no casualties or injuries.

Kherson oblast
Roman Mrochko, Head of Kherson Military Administration, informs that russian forces attacked the outskirts of Antonivka near Kherson with a drone. The number of people injured in the drone attack is four.

According to the RMA, a 48-year-old man was injured during the morning shelling of Stanislav.

Oleksandr Prokudin, head of the Regional Military Administration, says that as a result of russian artillery shelling in the morning in Novodmytrivka,a 72-year-old man and a 75-year-old woman were killed.

Volyn oblast
The RMA held a meeting with Vadym Voroshilov, military pilot and Hero of Ukraine (call sign Karia), and Vladyslav Kotov, full knight of the For Courage Order. They announced a request for the necessary special equipment for the 204th Sevastopol Tactical Aviation Brigade. At the same time, the military handed over flags signed by the highest-class pilots to the leadership of the oblast.
Volyn RMA held a meeting with families of fallen Heroes to discuss important issues of social security and commemoration of the fallen soldiers. Those present expressed their needs and discussed a number of problematic issues regarding medical care, registration of pensions and benefits, social security, etc.
Lutsk City Council sent a DJI Mavic 3T quadcopter and 10 SPYPOINT CH2000/8 remote pyrotechnic activators on 8 channels with an increased DC range of over 2 km to the 100th Separate Mechanised Brigade thanks to the budget funds.
Zakarpattia oblast
Lessons of Courage were initiated by representatives of Zakarpattia unit of the National Guard of Ukraine together with volunteers of the Wings of Angels NGO. At first, the event will take place in the open air, then, in case of rain, everything is already moved indoors.
Ivano-Frankivsk oblast
In Prykarpattia, the Bell of Remembrance rang out, to sounds of which the fallen in the russian-Ukrainian war were honored. The event began with laying flowers and lamps at the stele of the fallen Heroes. Everyone who gave their lives for the independence of our country was honoured with a minute of silence and a prayer. State awards were presented to families of Heroes.
Volodymyr Zelenskyy, President of Ukraine, presented 16 orders of the Golden Star to relatives of Heroes of Ukraine who were killed in the struggle for Ukraine’s independence. Staff sergeant from Prykarpattia Mykola Bomko is among those posthumously awarded the highest state rank. Last year, on 1 June, he destroyed a T-72 tank together with the commander of an enemy unit. Despite being wounded, he helped his comrades and evacuated them. Returned and took a firing position. He was able to knock out another tank, but a shell from another one seriously wounded him. After that, he crawled up to the tank and hit it with a grenade, but was killed after being shot in return.
Lviv oblast
The EBA Lviv: GR Synergy Action event took place. The organiser is the Western Ukrainian office of the European Business Association. Its task is to unite the efforts of business and government to create a favourable environment for the development of Lviv oblast in conditions of modern challenges. And also outline common needs and tools for their implementation in order to achieve a single goal – the economic development of the oblast.
The RMA held a meeting with Martin Oberg, Ambassador Extraordinary and Plenipotentiary of Sweden to Ukraine. They discussed challenges the oblast has faced since the start of the full-scale war.
As part of the city’s program to support the Armed Forces, Lviv City Hall sent quadcopters, generators, tablets, Radiomaster Boxer control equipment, satellite modems, etc. worth UAH 4.3m to Ukrainian defenders at the community’s expense.
Rivne oblast
Rivne oblast became the epicentre of rescue exercises. Large-scale international training Rescue Days Ukraine was completed in the oblast. Over 100 rescuers, police officers and medics from different oblasts of Ukraine honed their skills in providing assistance to road accident victims for 2 days. Among guests of the competition are representatives of Poland and Great Britain.
Rivne oblast has become a pilot oblast where a unique initiative for combatants will operate. The project will provide for free training of veterans for the right to drive a vehicle of category C1.
Ternopil oblast
Since the first days of russia’s full-scale war against Ukraine, over 150,000 IDPs have been sheltered in the oblast. There are over 67,000 IDPs in communities, and this is almost 50,000 families. Since the beginning of 2024 alone, over 4,000 IDPs have arrived in the oblast.
Khmelnytskyi oblast
The RMA reported that military training took place in Khmelnytskyi community.
Chernivtsi oblast
The RMA held a meeting with Pyotr Dobromilskyi, Head of the State Service of Ukraine for Children’s Affairs. They discussed the development of family forms of education in Bukovina and the issue of building housing for family-type children’s homes that plan to return from abroad.
The RMA held a meeting with Dmytro Lekartsev, Head of the National Congress of Ukrainians of Moldova. They discussed the cooperation between Ukraine and Moldova at the regional level, possibilities of expanding cooperation in spheres of culture and education, prospects of concluding agreements on cooperation between educational and cultural institutions of Chernivtsi oblast and oblasts of Moldova and preparation for the Day of Ukraine in Moldova, which is to be held on 5 October in Chisinau.
Deputies of the Regional Council appealed to the President of Ukraine, the Chairman of the Verkhovna Rada of Ukraine, the Commissioner for Human Rights of the Verkhovna Rada of Ukraine to increase public coverage of information about captured and missing servicemen of the Armed Forces of Ukraine and to facilitate their release from captivity.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
Germany will provide Ukraine with €70m to rebuild the energy sector. These funds will provide Ukrainian cities and municipalities with small thermal power plants, boiler houses, generators and solar panels.
The Netherlands will contribute €45m to the Energy Support Fund of Ukraine and will finance the supply of the necessary equipment.

In Latvia, it was forbidden to use the russian language in ATMs. In the future, ATMs in Latvia must be configured in Latvian. At the same time, they can use the official languages of the member states of the EU, the Organization for Economic Cooperation and Development or candidate countries.
Olena Zelenska, First Lady of Ukraine, visited Harvard University in the USA and handed over copies of the Vivat publishing house’s books, mutilated as a result of the russian attack, to the university’s library. Olena Zelenska also met with the administration of Harvard University. They discussed spreading knowledge about Ukraine in the world, about history and culture is an important form of resistance to the aggressor.
An exhibition dedicated to Ukrainian children whose lives were taken by russia was opened in the Seimas of Lithuania. In the Stained Glass Gallery, 33 stories with dreams of children killed by russia were presented. They were created by the team of the memorial platform together with the relatives of victims. The exhibition in the Seimas will last until 10 October. After that, they want to transport it to Strasbourg to be presented at the Council of Europe. The relevant resolution was adopted by the Foreign Affairs Committee of the Seimas of Lithuania. The exhibition of the Memorial Lost Childhood has already taken place in over 20 countries of the world.
Singer Alina Hrosu became the official representative of Ukrainian culture in New York. She also attended a number of diplomatic events, where she performed Ukrainian songs.
