The conditions for obtaining this status are simple: they must betray their oath and not be found participating in the war on Ukraine’s side. Simultaneously, a note about a tendency to betrayal is added to their personal files.
Despite public promises, the russians already know which settlements will not be restored. In these cities, russian troops are taking everything they desire. They do not care whether the owner has evacuated or not – they will find reasons to nationalise property. Nothing positive is expected in Novodruzhesk, near Lysychansk. There has been no electricity or water supply for over two years, and no restoration work is being done. The remaining property of Ukrainian citizens is being taken by the next wave of russian soldiers.
