No more than two electoral districts are promised to be set up in the so-called “lpr” to prepare for the State Duma elections to be held in 2026. In 2025, for the first time since 2015, a new majoritarian electoral system is to be approved in russia. The main criterion for determining the number of single-member districts is the number of voters. Compared to 2024, it has fallen by almost 400,000 people for various reasons, which does not allow for the formation of more than two districts.
One of the factors that the occupiers will use to manipulate to increase the number of districts is the intensification of forced passportisation. Because in 2026, people who do not have permanent registration in the occupied Luhansk oblast, as well as those who do not have a Russian passport, will not be taken into account in the voting. The more such people there are, the fewer electoral districts there will be and the fewer deputies will be able to represent the interests of the “lpr” in the state Duma. By the way, the so-called “dpr” is expecting one more constituency.
Due to the shortage of qualified personnel resulting from forced mobilisation, the so-called ‘lpr’ has signed agreements with some regions of the russian Federation to invite specialists to the occupied Luhansk oblast. They will be looking for them in Altai, Dagestan, Ingushetia, Kalmykia, North Ossetia-Alania and the Chechen Republic.
