It has been the 783rd day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

On 16 April, there were 50 tactical engagements.

The enemy launched 2 missile and 43 air strikes, and 39 MLRS attacks on the positions of Ukrainian troops and various settlements.

Towards Volyn and Polissia, there were no significant changes. No signs of an offensive group formed were found.

Towards Siversk and Sloboda, the russian army maintains its military presence in the areas bordering Ukraine. The enemy conducts subversion, continues shelling of Ukrainian settlements from the territory of russia and increases the concentration of mining operations along the state border of Ukraine. The adversary launched air strikes in the vicinities of Popivka and Vozdvyzhenske (Sumy oblast). More than 15 settlements, including Liskivshchyna (Chernihiv oblast), Stara Huta, Khliborob, Romashkove, and Vilna Sloboda (Sumy oblast) came under enemy artillery and mortar fire.

Towards Kupiansk and Lyman, the russian army conducted no offensives. The enemy launched airstrikes in the vicinities of Hlushkivka, Kolisnykivka, and Berestove (Kharkiv oblast). The invaders fired artillery and mortars at around 20 settlements, including Synkivka, Petropavlivka, Kyslivka, and Pishchane (Kharkiv oblast).

Towards Lyman, the Ukrainian Defense Forces repelled 6 attacks in the vicinities of Terny, Torske, Hryhorivka (Donetsk oblast) and Serebrianka forestry (Luhansk oblast). The invaders launched airstrikes in the vicinities of Terny and Zarichne (Donetsk oblast). More than 10 settlements, including Makiivka, (Luhansk oblast), Terny, Yampolivka, Torske (Donetsk oblast) were shelled.

Towards Bakhmut, the Ukrainian Defense Forces repelled 12 attacks in the vicinities of Verkhnokamianske, Vyimka, Bilohorivka, Chasiv Yar, Ivanivske, and Klishchiivka (Donetsk oblast), where the russian army, using air attacks, attempted to improve its tactical position. The invaders launched an airstrike in the vicinity of Spirne (Donetsk oblast). More than 10 settlements came under artillery and mortar fire, including Hryhorivka, Kalynivka, and Chasiv Yar (Donetsk oblast).

Towards Avdiivka, the Ukrainian defenders repelled 9 attacks in the vicinities of Ocheretyne, Novokalynove, Berdychi, Semenivka, and Netailove (Donetsk oblast), where the enemy, using air attacks, made attempts to dislodge Ukrainian troops from their positions. The invaders launched airstrikes in the vicinities Pervomaiske, Soloviove, Novobakhmutivka, and Oleksandropil (Donetsk oblast). They fired artillery and mortars at around 10 settlements, including Novobakhmutivka, Semenivka, and Netailove (Donetsk oblast).

Towards Novopavlivka, the Ukrainian Defense Forces continue to block the enemy near Krasnohorivka, Novomykhailivka (Donetsk oblast), where the invaders made 14 attempts to breach Ukrainian defence. The adversary launched air strikes in the vicinities of Antonivka and Kostyantynivka (Donetsk oblast). The enemy fired artillery and mortars at more than 10 settlements, including Paraskoviivka, Kostyantynivka, and Vuhledar (Donetsk oblast).

Towards Orikhiv, the enemy launched 3 attacks on positions of Ukrainian defenders in the vicinities of Staromaiorske (Donetsk oblast) and Robotyne (Zaporizhzhia oblast). The invaders launched an airstrike in the vicinity of Staromaiorske (Donetsk oblast). Around 20x settlements, including Poltavka, Malynivka, Chervone, Bilohiria, and Shcherbaky (Zaporizhzhia oblast), were under artillery and mortar fire.

Towards Kherson, the enemy does not abandon its intention to dislodge Ukrainian troops from their bridgeheads on the left bank of the Dnipro River. In particular during the day of April 16, the invaders launched 5 unsuccessful attacks on positions of the Ukrainian troops in the vicinity of Krynky (Kherson oblast). The adversary launched air strikes in the vicinities of Beryslav, Odradokamianka and Kozatske (Kherson oblast). The occupiers fired artillery and mortars at around 20 settlements, including Lvove, Tyahynka, Ivanivka, and Novotiahynka (Kherson oblast).

The Ukrainian Air Force launched air strikes on 5 buildups of enemy troops and 1 command post.

The Ukrainian Missile Forces hit 1 buildup of russian troops.


The law on mobilization was signed by the Chairman of the Verkhovna Rada and sent to the President of Ukraine for his signature. After the law comes into force, the government must revise the procedure for reserving persons liable for military service and adopt new regulations within a month, ensure that recruiters for the army work at ASCs and employment centres, ensure the creation and operation of an electronic office for persons liable for military service within 2 months, and submit draft laws on rotation, discharge, and rehabilitation of military personnel to parliament within 3 months.

Almost 37,000 people are considered missing. Ukraine is trying to find and bring its citizens home. At present, only 147 civilians who were previously missing are at home, Ukraine has verified about 1700 people illegally detained by the aggressor country, and almost 37,000 people are missing, including children, civilians and military. These numbers can be much higher.

Recent war events in the east of Ukraine

Kharkiv oblast

Oleh Syniehubov, Head of Kharkiv Regional Military Administration, reported that the enemy has intensified shelling along the border. The evacuation of families with children to safe places continues. Evacuation measures have been completed in Lyptsi community, 27 children and their families have left. The evacuation of other specific settlements is ongoing as there is information about 140 children and their families who are to be evacuated.

At 2pm, the invaders shelled Zolochiv of Bohodukhiv region by a guided aerial bomb. A building of Ukrposhta was hit. A 57-year-old woman and a 49-year-old man were taken to a medical facility with acupuncture injuries.

Electricity shortages remain for 200,000 Kharkiv customers. Partial power outages in Kharkiv and the oblast due to a voltage shortage were confirmed by the regional power company. The reason was the consequences of previous shelling in the oblast.

Viktor Kovalenko, Head of Zolochiv community, reported that the administrative building was hit at around 2:20pm. A wall was partially destroyed and windows broken as a result of a guided missile strike. As of 2:50pm, there was no information about casualties.

There were no recorded attacks on Kharkiv over the day.

About 20 settlements in Kharkiv oblast suffered enemy artillery and mortar attacks yesterday: Udy, Kozacha Lopan, Strilecha and others. Lukiantsi and Volokhivka were hit by airstrikes.

At 2:08pm, russian troops shelled an educational institution in Lukiantsi of Lyptsi community, Kharkiv region, by a guided aerial bomb. 4 civilians were injured: two women aged 63 and 66 and two men aged 38 and 65. Two men aged 63 and 65 were killed on the spot. 

At 11:45am, a tractor exploded on an explosive device during field work in Yavirske of Balakliia community, Izium region. The tractor was damaged. The 54-year-old driver was injured but not hospitalised.

Yesterday the enemy did not conduct any offensive towards Kupiansk.

Combined bomb disposal teams cleared 43.32 hectares of mines and destroyed 343 explosive ordnance.

Donetsk oblast

The General Staff of the Armed Forces of Ukraine reported that the Ukrainian military repelled about 90 russian attacks on the frontline in Donetsk, Luhansk and Zaporizhzhia oblasts. The invaders have resumed attacks towards Lyman, where there had been a ceasefire for several days. The most intense attacks are towards Bakhmut and Novopavlivka, where the Defence Forces repelled three dozen attacks in a day.

The operational situation in the oblast as of the morning of 16 April is as follows:

Towards Pokrovsk, one person was killed and 2 injured in Krasnohorivka. The outskirts of Ocheretyne and Kurakhove communities were shelled.

Towards Kramatorsk, an administrative building was damaged in Lyman, while Yampolivka, Terny and Zarichne were under attack. During the day, the villages of Kostiantynivka community were shelled without causing any casualties or destruction.

Towards Bakhmut, an infrastructure facility was damaged in Toretsk. In Chasiv Yar community, 8 private houses, 3 apartment buildings and an infrastructure facility were damaged.

In total, russians shelled settlements in Donetsk oblast 6 times over a day. 115 people, including 15 children, were evacuated from the frontline.

Vadym Filashkin, Head of Donetsk RMA, reported that yesterday russians killed one civilian in Krasnohorivka. 2 more people were injured in the oblast.

Luhansk oblast

Bilohorivka remains the hottest spot in our area of responsibility. The enemy has been applying the greatest pressure in recent days there. Also russian attacks have resumed towards Terny, south of Nevske. This village was shelled with all available types of weapons. Makiivka was shelled by artillery and mortars. Near both settlements, the enemy UAVs tried to complete missions.

Yesterday Krasnorichensk Military Administration delivered materials to the residents of Novoliubivka and Nevske to help them repair the damaged roofs of their houses.

Artem Lysohor, Head of Luhansk Regional Military Administration, reported that in order to get a job in occupied Sievierodonetsk, men must undergo a medical examination at the military commissariat. 

What is happening now in the north of Ukraine

Kyiv oblast

Kyiv RMA reported that on 16 April, explosive ordnance disposal will be conducted in Vyshhorod and Bila Tserkva regions. Specialists from the SES will be working in the oblast, so explosions may be heard in the communities.

Hostomel Village Military Administration reported that SES rescuers found a missile warhead in one of the fields. The military administration warns the community residents that most explosive devices are installed covertly. Also recently, sappers seized and transported a warhead of an X-101 missile in Bucha region for destruction.

Kyiv Regional Center for Training Citizens for National Resistance continues classes. Students are being taught tactical and firearms training, tactical medicine, UAV operation, survival, countering enemy IPSOs and FPV drone control.

The city council reported that Bucha community is implementing the first comprehensive social services centre for resilience building in Kyiv oblast. At the centre, everyone will receive first aid and will be able to attend group classes on psychosocial support and mutual support groups.

Kyiv RMA has sent two more heavy-duty generators usable for critical infrastructure to Kharkiv oblast. The day before, 13 powerful generators had already been sent to the eastern oblast, suffering from russian shelling and 25 generators to the residents of the Vovchansk community in Chuhuiv district.

The Azerbaijani delegation visited Irpin. Mayor Oleksandr Markushyn announced the discussion of new large-scale reconstruction projects in cooperation with the Azerbaijani government during the meeting. The list of objects is to be officially announced next Sunday, on the 101st anniversary of the prominent Azerbaijani physician Zarifa Aliyeva’s birth.

An exhibition dedicated to memories of Bakhmut opens in Kyiv. The project is called “Bakhmut Before” and will feature photos of the city before the full-scale invasion. The exhibition will run from 16 to 19 April with the plan to raise funds for cars for one of the units of the 126th Brigade of the Defense Forces. 

Zhytomyr oblast

The RMA reported that Estonia plans to establish a rehabilitation department in a hospital in Zhytomyr oblast. During the visit to Berdychiv region, a working delegation from Estonia inspected potential facilities for reconstruction.

From 15 to 17 April, the Czech-Ukrainian Theatre “Festival of Reciprocity” takes place in Zhytomyr, where the audience can see 7 Czech theatre performances, 2 workshops for children and adults, concerts, a film, and presentations of works by artists from both countries.

Sumy oblast

The regional military administration reported that at night and in the morning, russians shelled Seredyna-Buda and Znob-Novhorodske communities three times with 19 artillery explosions recorded.

Yesterday the russian military attacked Sumy oblast 4 times with a total of 8 attacks recorded. Three communities were shelled: Krasnopillia with aircraft bomb and mortar shelling, Velyka Pysarivka with mortar shelling and Yampil with an air strike.

Lebedyn Mayor Oleksandr Baklykov was killed in the war. On 13 September 2022, Baklykov posted on Facebook that he had joined the defence of Ukraine, saying that there are no former paratroopers and it is incredibly painful for him, a healthy, experienced paratrooper, to bury our children who are dying for Ukraine, for each of us.

Thanks to the U-LEAD with Europe Programme, Sumy oblast communities have begun to actively work on the development of local waste management plans. This initiative involves 16 communities of the Konotop-Romny cluster. 

Chernihiv oblast

According to the State Border Guard Service, russian troops shelled Chernihiv oblast border five times using mortars, cannon artillery, and multiple rocket launchers, with a total of 35 attacks recorded. Novhorod-Siverskyi, Semenivka and Snovsk communities were under enemy attack.

Acting Mayor of Chernihiv Oleksandr Lomako announced that in Chernihiv, repairs have started at school No. 13 under the support of the Swiss-Ukrainian Decide project, scheduled to finish in 2024. The work will be carried out in several areas: repairing the shelter and creating an educational digital space, overhauling the new building, and purchasing furniture and equipment for classrooms. The 13th school in Chernihiv was the only one in the entire Podusivka neighbourhood that survived the russian bombing.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

In the evening, the East Operational Command fighters shot down an enemy Shahed over Kryvyi Rih region. 

In the evening, the occupiers launched 2 kamikaze drones at Nikopol. 2 more were launched in the morning at the region’s centre and an UAV struck one of Myrove community’s villages. At night, the enemy shelled Chervonohryhorivka community by artillery, damaging 3 private houses, 1 car, 4 greenhouses and a power line. About 1000 families were left without electricity.

During the day, the enemy launched 2 kamikaze drones at the oblast’s communities, hitting Nikopol in the morning and Zelenodolsk community in Kryvyi Rih region. There was no damage or casualties.

Vinnytsia oblast

Vinnytsia Regional Prosecutor’s Office reported that a confiscated Opel Signum car, seized during the pre-trial investigation of a criminal case, was donated to the Armed Forces of Ukraine.

Kirovohrad oblast

Andrii Raikovych, Head of the RMA, reported that the aid from the communities of Kirovohrad oblast was transferred to Kharkiv. Mobile power generation, flashlights, power banks and construction materials were collected. After the barbaric enemy bombardment, Kharkiv oblast’s residents need these cars badly. Therefore, they also loaded 4km of film and a hundred letters from JTFs.

Poltava oblast

Filip Pronin, Head of the RMA, announced that on the night of 15-16 April, an enemy UAV from the territory of the temporarily occupied by russia Crimea was shot down in Poltava oblast.

Cherkasy oblast

Ihor Taburets, Head of the RMA, reported that during an air raid, the defence destroyed the enemy Shahed in the sky over Uman region. There were neither casualties nor damage to infrastructure.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Ivan Fedorov, Head of Zaporizhzhia RMA, reported that on 15 April, the russian military launched 310 strikes on cities and villages in Zaporizhzhia oblast. Specifically, aircraft with 6 guided aerial bombs attacked Orikhiv, while 32 drones of various modifications targeted Huliaipole, Levadne, Robotyne, Mala Tokmachka, Malynivka and Novoandriivka.

According to the General Staff of the Armed Forces of Ukraine, on 15 April, the Defence Forces repelled 7 russian attacks on Orikhiv axis. This occurred in the vicinity of Staromaiorske in Donetsk oblast, north of  Priyutne, and southwest of Bilohiria in Zaporizhzhia oblast.

Referring to the State Emergency Service of the oblast, on 15 April, over 30 explosive devices discovered in Zaporizhzhia and Polohy regions were destroyed by sappers.

Based on the information provided by the State Environmental Inspection, the environmental damage inflicted on Zaporizhzhia oblast by russia during the full-scale invasion has amounted to over UAH 15bn. Only in March 2024, losses increased by UAH 15m.

Mykolaiv oblast

Vitalii Kim, Head of Mykolaiv RMA, reported that at night, russian forces launched several groups of Shahed-131/136 UAVs in southern oblasts. The air defence forces engaged in combat for about 3 hours. In Mykolaiv oblast, the air defence forces shot down a Shahed 131/136 UAV. In total, 9 out of 9 UAVs were shot down, with no reported hits.

Also, he added that yesterday, russian forces shelled the water area in Ochakiv community by mortars and Kutsurub community by artillery, resulting in no casualties.

Based on the information provided by Bridget Brink, the U.S. Ambassador to Ukraine, the United States delivered 7 powerful transformers to Mykolaiv, which helped supply electricity to over 400 households in the city following russian attacks.

Odesa oblast

Oleh Kiper, Head of Odesa RMA, reported that Espen Barth Eide, Minister of Foreign Affairs of Norway, during his visit to Odesa, witnessed the consequences of russian terrorism firsthand. He saw a house destroyed by a russian drone attack, where 12 civilians were killed on 2 March. The Minister received detailed information about the security situation in the region and the Black Sea, as well as about the work of the grain corridor. The Minister of Foreign Affairs visit to Odesa underscores Norway’s support for Ukraine’s fight for territorial integrity and sovereignty preservation.

Rostyslav Karandieiev, Temporary Acting Minister of Culture and Information Policy of Ukraine, announced that Italian partners will allocate €45m to assist Odesa. These funds are intended for emergency and conservation work at the Spaso-Preobrazhenskyi Cathedral.

Kherson oblast

According to the South Defence Forces, air defence units shot down 2 Shahed-131/136 UAVs in Kherson oblast.

In the morning, the russian military attacked Zolota Balka in Kherson oblast, injuring a 56-year-old man.

Also russian forces launched an airstrike on Beryslav in Kherson oblast, damaging residential buildings, shops and a pharmacy, and injuring 15 people.

Based on the information provided by the General Staff of the Armed Forces of Ukraine, on Kherson axis, the russian military launched air strikes in the vicinities of Beryslav, Odradokamianka and Kozatske. They also fired artillery and mortars at around 20 settlements, including Lvove, Tiahynka, Novotiahynka and Ivanivka. 

Oleksandr Prokudin, Head of Kherson RMA, reported that on 15 April, the russian military shelled 15 settlements in Kherson oblast, damaging critical infrastructure objects, a post office and 9 private houses. 2 people, including a child, were injured.

Latest news for today in the western regions of Ukraine

Volyn oblast

Lutsk City Council reported that the community sent 5 Starlink satellite modems and equipment for them, 5 EcoFlow Delta charging complexes, 5 laptops, 8 Lenovo tablets, 2 Mikrotik access points, 5 portable, 3 Motorola car radios and 10 FPV drones to the A4355 military unit.

Zakarpattia oblast

The RMA reported that at the meeting of the Coordination Center for the support of the civilian population under the RMA, the key focus was on the employment of IDPs. In Zakarpattia, IDPs have ample opportunities to find work, learn new professions and improve their skills, receive grants to start their own business and more.

The leading microsurgeons of the US arrived for the 3rd time at Zakarpattia Regional Clinical Hospital named Novak of Zakarpattia Regional Council. Ukrainian medics together with their American colleagues will consult the soldiers.

Ivano-Frankivsk oblast

In order to provide psychological support and social assistance to people in Prykarpattia, they continue to form Centres of Vitality. One of the first to work in Ivano-Frankivsk community. To date, over 4,200 people have used his services (consulting a psychologist, lawyer or case manager). It is worth emphasising that the sustainability program is a component of the How are You? All-Ukrainian mental health program  First Lady Olena Zelenska, implemented by the Ministry of Social Policy of Ukraine.

Lviv oblast

The RMA held a meeting with Marino Fardelli, Ombudsman of Italy and Lazio region. They discussed joint implementation of a program aimed at improving legal education among young people. In addition, the participants of the meeting discussed the idea of ​​holding events with students, which can become a platform for cooperation between Ukrainian and Italian educational institutions.

The RMA reported that a round table dedicated to the comprehensive approach to the implementation of veterans’ policy was held in Lviv, which was organised on the basis of Lviv Polytechnic.

Buska community sent a Nissan Navara to 77th Separate Airmobile Brigade (the Separate Platoon of the REB) to Kharkiv oblast. Residents of the community and concerned citizens joined the collection of funds. In total, they raised over UAH 270,000.

Rivne oblast

The RMA held a meeting with Valeriia Vershinina, Head of the Stabilization Support Services CF. They discussed supporting the social sphere in the West.

The RMA reported that the Gift light to Kharkiv initiative is gaining momentum in the oblast. In three days, 319 generators, 19 portable charging stations and 453 power banks were collected in the oblast to help the city.

Ternopil oblast

Posthumous awards were presented to parents, wives and children of fallen soldiers from Ternopil oblast. According to the decree of the President of Ukraine, 25 servicemen from Ternopil oblast were awarded the III degree Order of Courage (posthumously).

Khmelnytskyi oblast

At night, during an air alert, the air defence forces of the Armed Forces of Ukraine destroyed 1 enemy UAV of the Shahed type. There were no casualties, no injuries and no damage.

Chernivtsi oblast

In Chernivtsi, Andrii Yermak, Head of the Office of the President of Ukraine, met with former prisoners of war and relatives of Ukrainians who are currently in captivity in the aggressor state the russian federation. They discussed challenges faced by the soldiers in captivity.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

The European Commission approved the reform plan of Ukraine for €50bn. She supported the Ukraine Plan reform plan proposed by the Government of Ukraine within the framework of the Ukraine Facility mechanism, which determines the conditions for receiving €50bn of macro-financial assistance during 2024-2027.

Bridget Brink, Extraordinary and Plenipotentiary Ambassador of the US to Ukraine, reported that the US signed a document on financing the critical modernization of Ukrainian air defence systems for $138m.

Espen Barth Eide, Head of the Ministry of Foreign Affairs of Norway, announced that his country will give Ukraine modernised F-16s with the latest weapons for strikes against russian rears.

The US and Canada announced new sanctions against belarus. The sanctions announced by the US Treasury Department cover 12 legal entities and 10 individuals. Canada’s Foreign Ministry separately announced sanctions against 21 individuals.

Volodymyr Zelenskyy, President of Ukraine, met with Espen Bart Eide, Minister of Foreign Affairs of Norway. They discussed further defence cooperation and strengthening Ukrainian air defence.

Rustem Umierov, Defense Minister and Oleksandr Syrskyi, Commander-in-Chief of the Armed Forces, discussed with Lloyd Austin, Pentagon Chief. They discussed the situation at the front and russian attacks on Ukrainian civilian critical infrastructure.

Andrii Yermak, Head of the Office of the President of Ukraine, met with the delegation of the Lockheed Martin American defence company, led by Raymond Piselli, its Vice President. They discussed consequences of the recent shelling by russia of the critical infrastructure of Ukraine, specifically about the difficult situation in Kharkiv oblast. They paid special attention to the issue of the future operation of F-16 fighters, the manufacturer of which is Lockheed Martin, and all necessary preparatory steps for this.

An exhibition of Maria Prymachenko’s paintings will be held in Strasbourg within the framework of PACE. The purpose of the exhibition is not only to convey to the visitors the original style of the famous artist, but also to draw the attention of European deputies to the Ukrainian cultural heritage, which russia is destroying with its aggressive actions. The exhibition will feature 20 paintings owned by the direct heirs of Maria Prymachenko — the Prymachenko Family Foundation. The exhibition will be held on 16-17 April.
