War in Ukraine today: latest news, September 16, 2023 (photo)

It has been the 570th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

On September 16, there were 30 combat clashes. The russian invaders launched 8 missile strikes, 50 air strikes and 22 MLRS strikes at the positions of Ukrainian troops and various settlements. Civilians in Kharkiv suffered from cynical missile attacks. Unfortunately, the russian terrorist attacks killed and wounded civilians. More than 15 private residential buildings were destroyed and damaged, as well as a lyceum and other civilian infrastructure.

The operational situation in the east and south of Ukraine remains difficult.

Towards Volyn and Polissia, there were no significant changes. There are no signs of offensive groups being formed there. Certain units of the belarusian armed forces are performing tasks in the areas bordering Ukraine.

Towards Siversk and Sloboda, the enemy maintains its military presence in the border areas, continues shelling Ukrainian settlements from the territory of russia. The russian military launched airstrikes near Stepok (Sumy oblast), Mala Vovcha, and Pletenivka (Kharkiv oblast). More than 20 settlements suffered enemy artillery and mortar fire, including Halahanivka (Chernihiv oblast), Rudak, Seredyno-Buda, Bachivsk, Sadky, Riasne (Sumy oblast), Strilecha, Hatyshche, Vovchansk (Kharkiv oblast).

Towards Kupiansk, the russian army launched airstrikes in the vicinities of Synkivka and Kopanka (Kharkiv oblast). The settlements of Fyholivka, Lyman Pershyi, Petropavlivka, Zapadne, Kindrashivka (Kharkiv oblast) came under enemy artillery and mortar fire.

Towards Lyman, the enemy did not conduct offensive (assault) actions. There were airstrikes in the vicinities of Novoiehorivka, Nevske (Luhansk oblast) and Serebrianka, Spirne (Donetsk oblast). More than 10 settlements suffered enemy artillery and mortar fire, including Nevske, Bilohorivka (Luhansk oblast), Dronivka, Siversk, Verkhnekamianske (Donetsk oblast).

Towards Bakhmut, Ukrainian Forces successfully repelled more than 10 enemy attacks in the vicinity of Klishchiivka (Donetsk oblast). The enemy tried to restore the lost position in the vicinity of Kurdiumivka and Andriivka (Donetsk oblast). The enemy launched an airstrike near Klishchiivka (Donetsk oblast). More than 20 settlements came under enemy artillery and mortar fire, including Orikhovo-Vasylivka, Bohdanivka, Ivanivske, Klishchiivka, Kurdiumivka (Donetsk oblast). 

Towards Avdiivka, the enemy conducted offensives in the vicinity of Sievierne (Donetsk oblast) to no success. The settlements of Sievierne and Avdiivka (Donetsk oblast) suffered enemy airstrikes. The invaders fired artillery and mortars at about 10 settlements, including Oleksandropil, Stepove, Avdiivka, Nevelske, Keramik, Pervomaiske (Donetsk oblast). 

Towards Marinka, Ukrainian defenders repelled more than 10 enemy attacks in the vicinity of Marinka. There was an airstrike near Krasnohorivka (Donetsk oblast). The invaders fired artillery and mortars at about 10 settlements, including Krasnohorivka, Marinka, Pobieda, Kostiantynivka, Yelyzavetivka (Donetsk oblast).

Towards Shakhtarsk, the adversary launched airstrikes against the settlement of Staromaiorske (Donetsk oblast). About 10 settlements, including Vuhledar, Bohoyavlenka, Novoukrainka, Prechystivka, Zolota Nyva, Urozhaine (Donetsk oblast), came under enemy artillery and mortar fire.

Towards Zaporizhzhia, the occupiers launched airstrikes near the settlements of Svitla Dolyna, Mala Tokmachka, Orikhiv and Robotyne (Zaporizhzhia oblast). The invaders fired artillery and mortars at more than 20 settlements, including Charivne, Mala Tokmachka, Orikhiv, Pavlivka, Kamianske, Stepnohirsk (Zaporizhzhia oblast).

Towards Kherson, the invaders launched air strikes near the settlements of Boryslav and Lvove (Kherson oblast). The russian occupiers fired artillery and mortars at about 10 settlements, including Antonivka and Kherson (Kherson oblast).

At the same time, Ukrainian Defense Forces continue to conduct the offensive operation towards Melitopol and offensives (assaults) towards Bakhmut, destroying the enemy and step by step liberating the occupied territories. As a result of the assault operations, the Defense Forces had success in the vicinity of Klishchiivka (Donetsk oblast).

In some settlements of Berdiansk region of Kherson oblast, russian occupation troops are garrisoned in private houses of local residents. At the same time, it is becoming a common practice of vacating private houses after carrying out filtration measures and forcibly relocating local residents of several families into one house.

The Ukrainian Air Force launched 2 air strikes on command posts, 12 strikes on buildups of troops, weapons, and military equipment and 5 strikes against anti-aircraft missile systems of the russian army.

Rocket troops hit 3 Buk-M1 anti-aircraft missile systems and 5 artillery systems of the russian invaders.

Oleksandr Kubrakov, Minister of Infrastructure, says that after the disruption of the Grain Agreement, russia launched 118 strikes on Ukrainian ports. As a result, a third of Ukraine’s port infrastructure was destroyed or damaged.

the European Commission reports that restrictions on the import of Ukrainian grain have been lifted. They applied to the import of Ukrainian wheat, corn, sunflower seeds, and rapeseed to five EU countries neighbouring Ukraine.

Recent war events in the east of Ukraine

Kharkiv oblast

The press service of the Regional Prosecutor’s Office reported that a man and a woman were killed and one man hospitalised with a contusion and an injury as a result of russian hits on a car on the road near Strilecha, a border community in Lypetsk community. According to preliminary information, russians hit the car with an anti-tank guided missile.

Oleh Syniehubov, Head of Kharkiv Regional Military Administration, said that five people were injured as a result of five strikes by S-300 missiles on Kholodna Hora district. According to him, the condition of the injured is light, there is no threat to life.

The press service of the Regional Prosecutor’s Office added that a 23-year-old man was injured as a result of artillery shelling of Petropavlivka, Kupiansk region.

Viacheslav Zadorenko, Head of Derhachi City Military Administration, informed that power lines, residential buildings and shops were damaged as a result of russian shelling of Kozacha Lopan. Electricity supply is being restored in the village.

Oleh Syniehubov, Head of Kharkiv RMA, stated that russian invaders shelled the settlements of Kharkiv, Chuhuiv, Kupiansk and Izium regions yesterday.

Strilecha, Kharkiv region and Kotliarivka, Kupiansk region were under enemy air strikes. Kupiansk city suffered artillery shelling yesterday. 

As a result of a guided bomb strike on Kopanky village, Izium region, a private residential building was completely destroyed and 2 more buildings partially destroyed. Preliminary, there were no casualties.

An educational institution was damaged by hostile shelling in Symynivka village, Chuhuiv region.

Mine clearance is ongoing. Pyrotechnic units of the region examined 6.6 hectares of territory and defused 75 explosive ordnance.

Donetsk oblast

According to Donetsk Regional Military Administration, russian troops shelled Vuhledar 10 times and Bohoiavlenka was under attack towards Volnovakha yesterday.

Towards Donetsk, there were isolated attacks on Avdiivka.

Towards Horlivka, 3 buildings in Chasiv Yar community and 1 more in Druzhba of Toretsk community were damaged .

Towards Lysychansk, a building in Siversk and a building in Zarichne of Lyman community were damaged.

During the assault on Andriivka near Bakhmut, russian troops opened fire on their own soldiers who were surrendering. One russian soldier was killed in the shelling, while there were no Ukrainian servicemen killed or injured.

Centralised water supply is being restored in Selydove community of Pokrovsk region. The community unites nine settlements that were left without water due to russian shelling. Water is already being supplied to four of them on schedule.

Donetskoblhaz JSC reported that 84 more consumers were connected to gas supply in Lyman. In total, gas supply has been restored to almost 500 consumers.

Petro Andriushchenko, Mariupol Mayor’s Councillor, informed that a convoy of military vehicles was detected moving in the temporarily occupied Mariupol. More than 20 trucks were transporting russian troops to the north of Donetsk oblast.

Based on the information provided by Mariupol City Council, there are no children’s departments of hospitals in the temporarily occupied Mariupol and parents are forced to take their children in critical conditions to Donetsk.

The press service of Donetsk police stated that since the beginning of 2023, the White Angel crew has evacuated almost 300 people from the settlements of Marinka direction and provided medical assistance to 60 injured people.

On the eve of the Day of the Rescuer, the President of Ukraine awarded three rescuers from Donetsk oblast with state awards. Another nine rescuers received awards and certificates of merit from the Ministry of Internal Affairs of Ukraine.

Senior police lieutenant Bohdan Zasukhin, a district officer of Kramatorsk Regional Police Department, was posthumously awarded the Defender of the Motherland medal by a Presidential Order. Ruslan Osypenko, Chief of Donetsk Police gave the state award to the father and mother of the fallen hero.

Luhansk oblast

Trybun reports that in the temporarily occupied Pidhorivka of Starobilsk region of Luhansk oblast, russian invaders are handing out summonses to local men of military age and single male parents. They have to appear at the draft board in Starobilsk on September 20.

Roman Vlasenko, Head of Severodonetsk RMA notes that almost 30% of buildings in Sievierodonetsk cannot be restored. For more than a year of occupation, the invaders neither begin to dismantle the rubble of the destroyed houses, nor to restore them.

Artem Lysohor, Head of Luhansk RMA, reports that in the temporarily occupied Lysychansk, the invaders decided to dismantle the water and heat supply systems. Oleksandr Striuk, Head of the RMA, points out that in Severodonetsk, the centralized heating system, which was damaged during the battles for the city, has not been restored yet.

According to Artem Lysohor, Head of Luhansk RMA, the russian occupying army suffered a significant setback in Novoiehorivka region. The russian occupiers are not conducting offensive actions on the ground, but have increased the intensity of air raids. Novoselivske, Novoiehorivka, Makiivka, Nevske, and Bilohorivka are under enemy pressure from the sky.

What is happening now in the north of Ukraine

Kyiv oblast

Kyiv Regional Military Administration informs that in Irpin, another restored educational institution was opened. This is Lyceum No. 3, which was the largest educational institution in the town before the war. As a result of hostilities, the lyceum suffered the greatest destruction among other educational institutions with the damage rate was about 75%. The roof was destroyed, the premises on three floors, facades, walls, windows, etc., burned out.

Mayor of Kyiv Vitalii Klychko informs that Quantum Systems (Germany) will transfer 100 tactical drones of a new generation to Kyiv for their further delivery to the front. Relevant agreements with the investor and the company’s management were reached at the annual summit of the Stern Stewart Institute, which takes place in Germany.

Mayor Oleksandr Markushyn says that in Irpin, the flag of the hero city was raised for the first time. Here, one of the most important victories was won as it was Irpin that did not allow Kyiv to be captured.

The Kyiv-Pechersk Lavra and St. Sophia Cathedral were included in the list of UNESCO sites under threat. The decision was made at the 45th session of the UNESCO World Heritage Committee, held in Saudi Arabia.

Zhytomyr oblast

Andrii “Livsha” Verkhohliad, Сommander of the 72nd Separate Mechanized Brigade named after the Black Zaporozhians, Hero of Ukraine from Zhytomyr oblast, who was killed in the battles for Ukraine on June 22, 2022, was posthumously awarded the title of “Honorary Citizen of Boryspil” in Boryspil, Kyiv oblast. The award was received by the Hero’s family.

12-year-old Liubomyr Chykhun from Stryzhivka collected more than UAH 300 K to support the Armed Forces of Ukraine, singing at the local market. With the money raised, Liubomyr has bought bulletproof vests, a Kevlar helmet, combat boots, thermal underwear and two cars for his compatriots who are fighting on the front lines.

Sumy oblast

The North Operational Command reported that russians shelled Sumy Oblast on a large scale. There were 107 attacks. Two private houses were damaged in Seredyno-Buda community. No casualties among the local population were reported.

Okhtyrka received an excavator to rebuild the community. The equipment arrived from a Romanian port as part of the USAID GOVERLA project.

According to Sumy RMA, Velykopysarivka community has been without electricity for 4 months due to constant enemy shelling. The community is located right next to the border with the aggressor country. This makes it extremely difficult and risky to carry out repairs. When discussing the urgent problem this week, the power engineers developed another plan for repair work.

The Army of Recovery programme is operating in Sumy Oblast. People who have lost their jobs clear up the damage and help to rebuild homes.

Chernihiv oblast

The State Border Guard Service reported that the enemy fired three times at the border of Chernihiv oblast. Unguided missiles were launched and a grenade launcher was used. Three communities came under fire.

In Horodnia community, there were 11 explosions, allegedly from an MLRS towards Senkivka village. There were two explosions in Novhorod-Siverskyi community, allegedly unguided aerial missiles fired from a helicopter towards Hremiach village. In Semenivka community, there were two explosions, due to unguided aerial missiles fired from a helicopter near Leonivka village.

Law enforcement agencies reported that they had identified a war criminal, Orlan Dorzha. In March 2022, during the occupation of the village of Viktorivka in the Ivanska community, he kept a family with two young children in a cellar for seven hours. The 9.2-square-metre cellar is not suitable for people. It was also quite cold that day (-2C).

The charity event took place in Slavutych school. Delicious pies, cookies and cakes were sold.  A themed photo zone in the old Ukrainian style was also created. Teachers and students of the school are constantly joining their efforts to help the soldiers of the Ukrainian Armed Forces and the victims of the war.

According to Chernihiv RMA, representatives of a Japanese investment company are visiting Chernihiv. Chernihiv Oblast already has experience of cooperation with Japan. The Japanese delegation is currently looking for a niche in helping to rebuild the region.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to Mykola Lukashuk, Head of the regional council, the enemy fired at Nikopol region last night. In the morning, russian forces fired at Marganets community.  Nikopol region was shelled 7 times. Nikopol city was attacked 5 times with artillery and drones. An infrastructure facility, a three-storey residential building and a private house were damaged. russians also shelled Marhanets and Myrove communities with artillery.

Almost 12,500 IDPs have applied for services of the Employment Service of Dnipropetrovsk oblast since the beginning of the full-scale invasion. 3,800 people have been employed. 4,200 people have found jobs thanks to compensation payments to employers.

Vinnytsia oblast

Vinnytsia Medical Specialist College hosted a Forum in Memory of Military Doctors who have perished in the russian-Ukrainian War.

The presentation of the Skrypnykivka book by Serhii Zhadan in Vinnytsia raised UAH 140 K for the needs of the AFU. A number of lots were auctioned off, including a tube painted by artists, two flags, bottles of wine, and a special issue of the book signed by Serhii Zhadan and Valerii Zaluzhnyi.

Kirovohrad oblast

During the Let’s Unite for Victory campaign in Kropyvnytskyi, the citizens formed a “human chain of unity” from the Guardian Angel sign to the Fortress Vales memorial complex. The 2.5 km chain of 2,200 people was dedicated to those who were killed in the russian-Ukrainian war and to the Day of the City. 

Poltava oblast

In Poltava oblast, horse riding classes are being held to rehabilitate the military. Hippotherapy has been added to the social rehabilitation programme for veterans and their families.

Cherkasy oblast

Construction crews from Cherkasy oblast have restored 76 houses in Novopetrivka, Ivanivka, and Mykolaivka villages in Vysokopillia community.

In Cherkasy, mortar launchers from the 118th Brigade conducted military training sessions for high school students at the HART military tourist camp. The elementary students took a master class in UAV piloting, were trained to disassemble assault rifles, and were shown mortars.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Over the past day, russian troops carried out 54 attacks on 20 localities in Zaporizhzhia oblast. 48 artillery attacks were launched in Huliaipole, Orikhiv, Zaliznychne, Malynivka, Bilohiria, Robotyno, Stepnohirsk, Kamianske, Stepove, Piatikhatky and other towns and villages on the frontline. As a result of the air strike on Orikhiv, women aged 71 and 53 were injured and taken to hospital.

Mykolaiv oblast

On  September 15, a delegation from the European Commission’s Directorate-General for Humanitarian Aid and Civil Protection (ECHO), headed by Director Andreas Papaconstantinou, arrived in Mykolaiv. They met with Mykola Marinov, Deputy Head of the RMA, and Oleksandr Korolyov, Director of the Department of Economic Development and Regional Policy. They discussed the humanitarian response to the challenges posed by the undermining of the Kakhovka Reservoir dam in the flooded communities of Mykolaiv oblast; water supply problems, repair works and assistance to the de-occupied communities.

Mykolaiv educators were trained in first aid for critical bleeding as part of the First Aid Project. The project is implemented with the support of the UEFA Foundation for Children

On 15 September, the Mykolaiv Museum of Local Lore hosted a charity auction of photographs by Denys Kryvyi, a photographer from Pervomaisk who was killed in Bakhmut in May 2023. Out of 50 lots, 5 works were sold for UAH 8,500. Halyna Volhina, the auction organiser and Denys’ wife, said that the money raised will be used to meet the needs of the unit in which Denys served.

Oleg Trebukh, Director of the Bashtanka Local History Museum, reported about a permanent exhibition dedicated to the defence and battles for Bashtanka during the russian invasion in March 2022. More than a thousand exhibits had been collected, including remnants of ammunition, equipment, and documentation of the russian army donated to the museum by Ukrainian soldiers and local residents. 

Odesa oblast

Oleksandr Kubrakov, Minister of Community Development, Territories and Infrastructure, announced that the bulk carriers RESILIENT AFRICA and AROYAT have confirmed their readiness to use the temporary corridor to enter the port of Chornomorsk in Odesa oblast. They plan to load almost 20 K tonnes of wheat for African and Asian countries. 

The Romanian media outlet Digi24Official reported on 15 September that Bucharest sent 600 troops to the Danube Delta on the border with Ukraine. According to Romanian Deputy Chief of Defence Staff, General Georgica Vlad, it is necessary to strengthen the country’s defence against the backdrop of attacks by a russian Shahed in the south of Odesa oblast.

The social media star, pet and comrade-in-arms of soldier Oleksandr Liashuk, Shaiba the cat, was awarded a volunteer award for its assistance to the 122nd separate territorial defence brigade and to Ukrainian soldiers from other brigades in general.

Kherson oblast

At night, the russian army shelled Olhivka in the Kherson oblast. A critical infrastructure facility was damaged, which temporarily cut off water supply to the town.

Beryslav was shelled by the russian military. A multi-storey building was hit. A woman was injured in her own apartment. 

Kherson Regional Military Administration reported that as a result of shelling by russian troops in Lvove in Tiahyn community, the building of the lyceum was destroyed with the wall, roof and windows damaged. 

On September 16, russian troops attacked Beryslav from the air. About 15 private houses were damaged. 

On September 15, the russian army fired 69 times at Kherson oblast using various types of weapons. It shelled residential areas and hit the territory of a company in Kherson. 

The Southern Defence Forces said that on  September 15, Ukrainian troops destroyed a russian military observation post, five guns, seven armoured vehicles and three boats in the Kherson sector. 22 russian servicemen were eliminated. 

According to the State Emergency Service, bomb squads in Kherson oblast inspected nearly 68 hectares of territory and more than a kilometre of power lines, defusing 71 explosive devices. 

A modular outpatient clinic has been set up in Vysokopillia, Kherson oblast. It is equipped with everything necessary to provide medical care to the population. The assistance was made possible by the Renaissance Morning Charity Foundation.

Latest news for today in the western regions of Ukraine

Volyn oblast

20 portable charging stations were sent to the soldiers of the Ukrainian National Guard and the 100th Volyn Territorial Defense Brigade, as well as the Mavic Fly Combo quadcopter was sent to the 14th Separate Mechanized Brigade named after Prince Roman the Great from the Modern Ukraine CF. The estimated cost is UAH 400K.

The RMA presented commemorative badges of the commander of the 9th Army Corps to volunteers of Lutsk community and instructors of the Ternove Pole educational and training center. Such awards are given to encourage servicemen and citizens who made an invaluable contribution to the development of the military unit, maintaining a high morale of the personnel and mutual benefit in the defense of Ukraine.

Zakarpattia oblast

Zakarpattia RMA and a separate unit of the ACTED foreign non-governmental organization signed a Memorandum of Cooperation. The document envisages the implementation of joint projects to provide humanitarian aid to victims of the armed conflict.

Ivano-Frankivsk oblast

Ivano-Frankivsk Regional Employment Center conducted the training “Basic Course of Self-Help and Primary Support in Crisis Situations” thanks to the All-Ukrainian mental health program How are You?, which is carried out on Olena Zelenska’s initiative.

Lviv oblast

On the Professional Day of the Rescuer, Trostianets community, Strii region sent a fire truck to employees of the State Emergency Service provided by the German municipality of Hofstetten as part of the agreement on German-Ukrainian friendship between communities.

The RMA reported that Obroshinsk community received a Case 570ST multi-purpose backhoe loader within the framework of the USAID HOVERLA project.

The Coordinating Center for Civilian Population Support at Lviv RMA met with the families of the killed, missing, captured and wounded servicemen in Zolochiv region.

Yurii Napora, 9-year-old volunteer from Lviv oblast, was awarded with a certificate for active citizenship, patriotism and assistance to the Armed Forces of Ukraine from Valerii Zaluzhnyi, Commander-in-Chief of the Armed Forces of Ukraine. Yurii collected over UAH 3 mln at his charity concerts.

The RMA reported that in the village of Volia, Sambir region,  over UAH 20K was collected during a charity concert for the needs of the Armed Forces of Ukraine.

Rivne oblast

Rivne RMA held a meeting of the Coordination Center for Civilian Population Support. Rights of internally displaced children became a key issue on the agenda.

Students, parents, teachers, and other employees of Masevytskyi Lyceum (Rokytniv region) prepared 300 liters of raspberry jam for Ukrainian defenders.

Ternopil oblast

There are 75 350 IDPs staying in Ternopil oblast. As of September 15, 2023, the Ministry of Finance of Ukraine received 10 428 recommendations for aid payments to IDPs, of which 6 707 have been processed, which is 65%. 2 896 cases were terminated in connection with departure abroad, death of the recipient of assistance, return to permanent place of residence. In particular, 16 IDPs requested to restore their social benefits and return them to the register of beneficiaries.

Khmelnytskyi oblast

At the 33rd session of Khmelnytskyi City Council, 80 agenda items were considered. In particular, UAH 7 mln was allocated for the purchase of kamikaze drones. In general, since the beginning of the year, over UAH 1 billion has been allocated to support defense capabilities. UAH 23 mln was earmarked for preparing for the heating season. UAH 1.8 mln was added to repairs of shelters in educational institutions. UAH 3 mln was added for the purchase of medical equipment, primarily for treatment and rehabilitation of wounded soldiers. UAH 800K was allocated to increase security in kindergartens and schools by installing a “panic button”.

Chernivtsi oblast

The RMA held a meeting with Ihor Syrota, General Director of Ukrhydroenergo and Serhii Borzov, Head of Vinnytsia RMA. They discussed security issues of the Ukrainian energy system.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

Oleksii Danilov, Secretary of the National Security and Defense Council of Ukraine, stated that the US is planning to send over 10 Abrams tanks to Ukraine in the near future. The crews who will drive the combat vehicles are already undergoing training.

Yurii Ihnat, Air Force Spokesman, reported that from September, Ukrainian pilots will begin training for the F-16 in the US and Great Britain.

Belgium officially joins the training of Ukrainian pilots on F-16 fighters. Ludovin Dedonder, Defense Minister, said that her country would send 2 two-seat F-16Bs to Denmark next year for pilot training and, in the coming weeks, a detachment of technical personnel. Belgium will host 6 Ukrainian instructors and 4 specialists in mission planning. In the future, they will participate in the training of pilots and technical personnel.

William LaPlante, Assistant Secretary of Defense for Procurement and Sustainment, announced that Ukraine received industrial-level 3D printers from the US, capable of printing spare parts for equipment on the battlefield.

Ukraine received 31 shipments of humanitarian aid from France with a total weight of about 240 tonnes, which includes 141 generators and other necessary energy equipment.

The US introduced new sanctions against some individuals and legal entities involved in the operation of the military-industrial complex of the russian federation. The sanctions list, containing about 150 items, is posted on the website of the US Treasury Department.

The European Commission cancelled restrictions on the import of Ukrainian grain.
