According to Luhansk Regional Military Administration, russians attacked near Bilohorivka and west of Dibrova with aircraft, Nevske and Bilohorivka with artillery.

The decision whether to open a polling station or vote at home was made separately in the settlements of the occupied Luhansk oblast. They were allowed to do so by russian Central Election Commission. In other words, even if the police concluded that there was a certain level of security for the elections, the territorial election commission could ignore this opinion and not open the polling stations. The invaders admitted that they had not done enough to force the passportisation of the population before the so-called “first elections” so the election commissions received a verbal decision to allow voting even without a russian passport. For instance, in Alchevsk, employees of a metallurgical plant could only show a pass.

Roman Vlasenko, Head of Sievierodonetsk Regional Military Administration, said that during preliminary voting, people were forced to make their choice at bus stops, in cars and at enterprises. Today, more than 400 polling stations opened in the occupied Luhansk oblast. It is not necessary to have a russian passport to vote as the invaders admitted that they did not have time to complete the forced passportisation. After the so-called ‘first elections’ in the so-called “luhansk people’s republic”, a new wave of forced mobilization is expected.

Valerii Shybiko, Head of Lysychansk City Military Administration, reported that brigades are travelling around the city collecting votes from the population. The invaders make a lot of promises to restore the city but nothing changes in Lysychansk except for the leaders of the town assigned by the invaders. Lysychansk is gradually turning into a complete landfill. There are about 15K civilians left in the city and it is beneficial for russians to reduce the number of locals in order to turn Lysychansk into a military base. It is impossible for civilians to get to some areas of the city because russian troops are stationed there.

In order to increase the rate of forced mobilization in the occupied territories, russian Ministry of Defence is considering changing the regulations on military registration. According to them, prisoners in the lpr will be registered immediately in correctional institutions.
