War in Ukraine today: latest news, October 28, 2023 (photo)

It has been the 612th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

The enemy continues to violate the laws and customs of war, uses terror tactics, and attacks both military and civilian targets.

There were 48 combat engagements. The enemy launched a total of 5 missile strikes, 18 air strikes and 20 MLRS attacks at the positions of Ukrainian troops and various settlements. The attacks injured and killed civilians. Private houses and other civilian infrastructure were destroyed and damaged. The russian occupiers launched another missile attack on Ukraine, using 4 Iskander-K ground-launched cruise missiles. The Ukrainian air defense forces destroyed 3 cruise missiles.

The operational situation in the east and south of Ukraine remains difficult.

Towards Volyn and Polissia, there were no significant changes and no signs of forming an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.

Towards Siversk and Sloboda, the enemy  maintains its military presence in the areas of russia bordering Ukraine. The enemy continues to shell Ukrainian settlements from the territory of russia, continues to conduct sabotage and reconnaissance activities and increases the density of minefields along the state border of Ukraine. Around 10 settlements, including Senkivka, Chernihiv oblast, Zarutske, Turiia, Sumy oblast, Kozacha Lopan, Starytsya, Vovchansk, Kharkiv oblast suffered the occupiers’ artillery and mortar fire.

Towards Kupiansk, the enemy conducted unsuccessful assault actions in the vicinities of Synkivka and Ivanivka, Kharkiv oblast, where Ukrainian defenders repelled 5 enemy attacks. The invaders fired artillery and mortars at around 10 settlements, including Kamyanka, Krasne Pershe, Synkivka, Berestove, Kharkiv oblast. 

Towards Lyman, the invaders did not conduct any offensive (assault) actions and continued to regroup their troops. The occupiers fired artillery and mortars at more than 10 settlements, including Makiivka, Nevske, Bilohorivka, Luhansk oblast, Torske, Verkhnokamyanske, Rozdolivka, Donetsk oblast. 

Towards Bakhmut, the enemy made unsuccessful attempts to regain the lost ground near Andriivka and Klischiivka, where Ukrainian defenders repelled 6 attacks. Over  20 settlements came under artillery and mortar fire, including Minkivka, Orikhovo-Vasylivka, Ivanivske, Klishchiivka, Andriivka, Donetsk oblast. 

Towards Avdiivka, the enemy conducted unsuccessful assault operations in the vicinity of Keramik, Avdiivka, Stepove, Tonenke, Opytne, Donetsk oblast. The Ukrainian defenders repelled over 10 enemy attacks in the area. They launched an air strike in the vicinity of Novobakhmutivka, Donetsk oblast. The invaders fired artillery and mortars at over 10 settlements, including Oleksandropil, Keramik, Stepove, Avdiivka, Sjeverne, Donetsk oblast. 

Towards Maryinka, the Ukrainian defense forces repelled 16 enemy attacks in the area of Maryinka and Novomykhailivka, Donetsk oblast. The enemy launched an airstrike in the vicinity of Katerynivka. Around 10 settlements in Donetsk oblast, including Krasnohorivka, Heorhiivka, Maryinka, Pobieda were under the occupiers’ artillery and mortar fire.

Towards Shakhtarsk, the invaders conducted unsuccessful assault actions with air support near Staromaiorske and south of Zolota Nyva, Donetsk oblast. Around 10 settlements, including Vodyane, Vuhledar, Prechystivka, Urozhaine, Donetsk oblast, came under artillery and mortar fire.

Towards Zaporizhzhia, the invaders made unsuccessful attempts to regain the lost ground near Verbove, Zaporizhzhia oblast. Around 30 settlements, including Malynivka, Huliaipilske, Mala Tokmachka, Robotyne, Orikhiv, Zaporizhzhia oblast, came under enemy artillery and mortar fire.

Towards Kherson, the occupiers launched air strikes in the vicinities of Beryslav, Novoberyslav, Kozatske, Odradokamyanka, Tyahynka, Ivanivka, Kherson oblast. The invaders fired artillery at the city of Kherson.

At the same time, the Ukrainian defense forces continue offensive operations towards Melitopol, offensive (assault) operations towards Bakhmut, inflicting losses in manpower and equipment on the occupation forces, and exhausting the enemy along the entire front line.

The Ukrainian Air Forces launched 5 air strikes on the buildups of troops, weapons and military equipment of the russian invaders.

The missile troops hit 1 buildup of troops, weapons and military equipment, and 1 artillery systems of the occupiers.


The “Army of Drones” project sent more than one and a half thousand Shrike FPV drones to the Ukrainian military. They are being developed by a Ukrainian defense and technical startup.

400,000 Ukrainian schoolchildren are abroad. According to the available statistics, 7 million Ukrainians are abroad. A million of them are young people, 400,000 of them are children studying in schools. We now have a huge risk of losing these people. People are the greatest value for Ukraine. We are aware that a certain state policy should be formed specifically to fight for the return of these people.

Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, Ukrainian troops repelled five russian attacks near Synkivka and Ivanivka of Kupiansk region. They said that russian army shelled, specifically, Kozacha Lopan and Vovchansk.

The press service of Kharkiv police reported that police and volunteers evacuated 17 people, including seven children, including a mother with three children, the youngest of whom is six months old, from Borova.

Ivan Shevtsov, Head of the press service of the 15th Border Guard Detachment, informed that in the coming days, russian troops are preparing for an offensive towards Lyman-Kupiansk. Also russian troops did not conduct any assaults yesterday, specifically because of three days of rain. According to Shevtsov, approximately one hundred thousand russian soldiers are deployed opposite Ukrainian soldiers in Lyman and Kupiansk.

Oleh Syniehubov, Head of Kharkiv Regional Military Administration, confirmed that yesterday, the enemy attacked settlements of Kharkiv, Chuhuiv, Kupiansk and Izium regions with artillery, mortars and other weapons.

The shelling of Kindrashivka village, Kupiansk region, damaged two private buildings and a village club. A 67-year-old woman was injured and hospitalised in moderate condition.

In Kurylivka village, Kupiansk region, a private building was damaged by shelling.

In addition, Vovchansk city of Chuhuiv region, Kozacha Lopan settlement of Kharkiv region, Borova settlement of Izium region, Dvorichna, Synkivka, Ivanivka, Kyslivka settlements of Kupiansk region and other settlements were under enemy  attack.

Mine clearance is ongoing. Yesterday pyrotechnics of the State Emergency Service examined more than 15 hectares of territory and defused 55 explosive ordnance.

Donetsk oblast

The General Staff reported that the Defence Forces repelled 5 russian attacks towards Bakhmut, 15 attacks towards Avdiivka, more than 20 attacks towards Marinka and all attacks towards Shakhtarsk yesterday. Also russian troops are regrouping towards Lyman.

Vitalii Barabash, Head of Avdiivka City Military Administration, informed about possible third wave of a massive offensive as russian troops are currently regrouping. Yesterday russian forces launched 12 air strikes on the community. There are 1593 residents left in Avdiivka.

The regional police said that russians shelled Avdiivka, Chasiv Yar, Hostre, Predtechyne and Shakhtarsk 5 times with Uragan and artillery on 27 October. The shelling damaged four residential buildings and a power line. There were no casualties.

The night in Donetsk oblast was relatively calm, without any reports of casualties.

Towards Volnovakha, there was a shelling of Vuhledar and a missile attack on the outskirts of Komar community.

Towards Horlivka, a building in Oleksandro-Kalynove of Illinivka community caught on fire. An industrial building in Chasiv Yar community was damaged and the outskirts of Kostiantynivka and Soledar communities shelled.

Towards Lysychansk, three streets of Siversk were shelled and Lyman community targeted 14 times.

Luhansk oblast

After suffering significant losses during almost non-stop assaults, russians decided to regroup yesterday and did not launch an offensive towards Lyman or Kupiansk. However, the frontline villages remain in the enemy’s sights. They are shelled with artillery, mortars, tanks, aircraft and drones. Bilohorivka, Nevske and the settlements around were under attack again.

The invaders are building their own mobile networks in Luhansk oblast. However, all restrictions on the absence or presence of communication and the Internet in certain settlements will not change.

Moreover, equipment is being installed there to provide operational and search functions which allows total control over user communications. Also russians will try to monitor every call and every message.

Artem Lysohor, Head of Luhansk Regional Military Administration, states that during aerial reconnaissance towards Kupiansk, Ukrainian border guards together with the Armed Forces of Ukraine discovered an enemy electronic warfare station, which was effectively destroyed with the help of a Kamikaze drone.

What is happening now in the north of Ukraine

Kyiv oblast

DTEK reported that more than 50 objects of critical infrastructure were checked in Kyiv oblast for readiness to work from alternative power supply during blackouts. We are talking about hospitals, boiler houses, water supply and drainage facilities in the oblast. During the inspection, a commission of energy workers, rescuers and RMA representatives recorded the time required for a complete transition to backup power sources. It should not exceed 30 minutes.

4,500 oak and pine saplings were planted near the Hostomel airport in the Kyiv oblast to restore the forest. As reported by the State Environmental Inspection of the Capital District, these forests had been occupied by the russians since the first days of the invasion – a significant part of them has not yet been explored, and visiting them is strictly prohibited. New trees were planted in a safe area, which was previously surveyed and prepared for forest planting.

Kyiv regional military administration reported that the oblast provides transparency in the reconstruction of objects with the funds of UNITED24 and the Fund for the Liquidation of the Consequences of Armed Aggression. 56 objects are being rebuilt at the expense of the Liquidation Fund, where the customer is Kyiv RMA, and 18 high-rise buildings are being rebuilt at the expense of UNITED24.

Kyiv City State Administration reported that more than 120 medics from the capital have completed a training course on responding and providing psychological assistance during stressful situations. The classes were conducted by specialists of the Israel Trauma Coalition.

In the village of Hrebinky, law enforcement officers and rescuers conducted classes for academic lyceum students as part of the “Mobile Safety Class” project. As reported by the Regional Emergency Service, experts talked about the rules of safe behavior in war conditions. In the mobile classroom there are informational printing products, posters, mock-ups of explosive objects dangerous to life and health, a photo booth and sound accompaniment.

A 50-meter mural commemorating all the volunteers who died defending Ukraine appeared on the wall of a multi-story building in the Darnytsky district of the capital. The picture shows the commander of the unit of the OUN volunteer battalion, Oleksiy Movchan from Kyiv with the call sign “Shadow”.

Zhytomyr oblast

President Zelenskyy thanked the Zhytomyr 95th Separate Airborne Assault Brigade for their faithful service and bravery during the defense of Ukraine. He wrote about this in Telegram. According to Zelenskyi, the brigade has been fighting since 2014 exactly where it is the hottest, and now continues to destroy the russian invaders in the Lyman direction.

In Ivanivka, foresters together with rescuers planted a “Forest of Heroes” of four thousand trees in memory of three rescuers who died during the demining of the de-occupied territories of the Kherson oblast. The dead rescuers – Oleksiy Sych, Dmytro Krasnoshchokov and Serhiy Kurinnyi – volunteered to clear the demining areas liberated from the occupiers. Relatives of the fallen rescuers also joined in planting trees.

On the initiative of the Red Cross Society of Ukraine, a donation campaign was held in the Zhytomyr regional blood center on October 27. It was attended by employees of the patrol police, juvenile police, security police, State Emergency Service, employees of enterprises and students of educational institutions of the city, who donated blood to patients of regional medical institutions and wounded soldiers.

Sumy oblast

At night, the russians carried out 4 shellings of the border areas of Sumy oblast. As reported in the regional military administration, the enemy made 17 mortar and artillery strikes on three border communities – Seredina-Buda, Velyka Pysarivka and Krasnopillia.

Sumy RMA reported that during the past day, a total of 70 enemy strikes from artillery and mortars were recorded on the territory of 5 border communities. Esman, Velyka Pysarivka, Seredina-Buda, Myropillia and Znob-Novhorodske communities came under shelling.

SBGS reported that about 100 Ukrainians enter from russia every day through the Pokrovka checkpoint in Sumy oblast. All other checkpoints on the border with russia and Belarus are closed by government decision.

Chernihiv oblast

During the day, the russians shelled the border of Chernihiv oblast 4 times from their territory. As reported in the SBGS, a total of 69 explosions were recorded: 7 mortar strikes by the enemy on the territory of the Semenivka community, 62 blows from the AGS – on the territory of Horodnyanka.

The court announced the sentence to the russian pilot Krasnoyartsev, who bombed Chernihiv in February-March 2022. The Novozavodsk District Court sentenced him to 14 years of imprisonment and payment of two million in moral compensation. The russian pilot is being tried in absentia – in the spring of 2022, he was exchanged for five Ukrainian pilots.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council, reports that this night the enemy launched missiles at our oblast. Three of them were shot down by defenders from Air Command East. 

Regarding shelling, the occupiers attacked Nikopol region with artillery around midnight. About half a dozen shells hit the villages of Marganets community.

During the day, the enemy attacked Nikopol region twice. Almost a dozen shells were fired at Nikopol and Chervonohrygorivska community. 10 residential buildings, 5 outbuildings, garages, fences, 2 gas pipelines and 2 power lines were damaged.

Vinnytsia oblast​​

President Volodymyr Zelensky awarded Order of the Golden Star to the family of defender Oleg Trokhkal from Vinnytsia. Posthumously.

Soldiers of Chief Intelligence Directorate have received 50 FPV drones from Vinnytsia community specified Chief Intelligence Directorate.

Kirovohrad oblast

In Kropyvnytskyi, a car rally was held in support of missing soldiers. The participants formed a motorcade thus they wanted to attract the attention of society to search for soldiers who disappeared at war.

Cherkasy oblast

Regional police chiefs visited the defenders of the Assault Brigade Lyut in the hospital. The fighters are currently undergoing rehabilitation and recovery after injuries in medical institutions of Cherkasy.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The press service of the Berdiansk border guard detachment reported that border guards shot down two russian FPV drones towards Zaporizhzhia.

156 strikes in 21 settlements conducted the russian military   in Zaporizhzhia oblast on October 27. The enemy launched 17 drones at Gulyaypol, Novoandriivka, Novodarivka, Charivne, Malynivka, Robotyno, Kamianske and Maly Shcherbaky, and fired at Novodarivka, Temyrivka, Mala Tokmachka and Charivne with multiple rocket launchers. There were 135 artillery attacks on the territory of Orikhiv, Zaliznychne, Robotyne, Levadne, Poltavka, Bilohirya, Verkhnya Tersa, Stepove, Pyatikhatky, Lobkove and other frontline towns and villages. 

According to National Resistance Centre, in the temporarily occupied territories of Zaporizhzhia and Kherson oblasts, russian occupiers demand that the male population register with the established “military commissariats” and threaten them with fines of up to 30 thousand rubles for failure to comply. At the military commissariats, they are handed mobilisation notices or pressured to sign a contract. 

Mykolaiv oblast

The State Emergency Service of Ukraine in Mykolaiv region and the South Air Command said that on  October 27, air defence forces and equipment destroyed three X-59 guided missiles in Mykolaiv oblast. The fall of enemy missile debris caused two dry grass fires, which were promptly extinguished. 

Vitaliy Kim, Head of the Mykolaiv Regional Military Administration, said that in the afternoon, on  October 27, at 14:28, artillery shelling was recorded in the waters of the Kutsurub community. On the night of  October 28, at 01:35 and 03:16, the water area of the Ochakiv community was shelled. There were no casualties. 

Odesa oblast

Dmytro Pletenchuk, Spokesman for the Ukrainian Navy, stated that there are currently two ships of the hostile russian Black Sea Fleet in the Black Sea. Only one of them is a carrier of Kalibr cruise missiles, but this ship is not loaded. Recently, there has not been much activity in the Black Sea. This is due to many factors. The first of them is, indeed, security. The enemy has finally realised that it is quite dangerous for them to be off the coast of Crimea. 

A massive charity race, Veteran’s Way 1.0 Unity and Gratitude, dedicated to war veterans, took place in Odesa’s Shevchenko Park. The event was attended by over 100 participants, including veterans, military personnel, people with disabilities and children. The event was organised by the National Association of the Free and Ambitious (NOVA) and the Veteran Hub Service Office. Guardsmen of the 11th Hrushevsky Brigade of the Southern Operational and Territorial Unit of the National Guard of Ukraine, as well as the Boxing and MMA Federation in Odesa oblast, took part in the race. The fighters from the Ukrainian Defence Forces who had been injured in the course of hostilities took part in the event. The event was held to unite honourable veterans and residents of Odesa, including children and young people. Each winner of the race, and every participant won, received a “winning apple”.

Modular towns for IDPs are being built in Odesa’s Moldavanka district. The plan is to build modular towns for IDPs who work in the city’s utilities sector. This should motivate them to get jobs at Odesa’s utilities. The first 10 houses, provided by Hepi Homes and the American JHCentury Foundation, are currently being installed and communications are underway.

Kherson oblast

Kherson Regional Military Administration said that the russian army shelled Ivanivka in the Kherson oblast. A man and a woman were injured. They were taken to a medical facility. 

The Southern Defence Forces reported that on October 27, Ukrainian troops towards Kherson destroyed a field supply point for russian troops, three tanks, a missile and anti-aircraft system, 11 guns, two Lancet attack drones, an electronic warfare station and seven units of russian armoured vehicles. Twenty-seven russian servicemen were killed.

Oleksandr Prokudin, Head of Kherson Regional Military Administration, reported that on October 27, the russian army fired 90 times at Kherson oblast. In the Beryslav region, 15 hits by guided aerial bombs were recorded on settlements. Houses, administrative buildings and shops in Kherson were destroyed. 11 people were  injured. 

National Resistance Centre reported that in the temporarily occupied territories of Kherson oblast, the russian occupiers are creating a database of disloyal locals. They are checking them for relatives in the government-controlled territories and whether they keep in touch with them.

Latest news for today in the western regions of Ukraine

Volyn oblast

Yurii Pohulyajko, Head of the RMA, announced that local mobile brigades received 25 SUVs to protect critical infrastructure facilities from enemy UAVs and shahids thanks to funds from the regional and local budgets. He noted that brigades are in Volyn oblast and will take positions at designated places during the air alert.

Zakarpattia oblast

Zakarpattia joined the implementation of the Veteran’s Assistant experimental project. The introduction of the veteran’s assistant institute is designed to make access to necessary services and assistance as easy as possible for our defenders and their families.

Ivano-Frankivsk oblast

4 memorial boards to those killed in the russian-Ukrainian war were opened on the facade of Ivano-Frankivsk Lyceum #21. Andrii Hnyp, Volodymyr Tsukanov, Artem Lotvin and Nazar Fomenko were educated in this educational institution in different years.

Volunteers of the Logistics Center of Ivano-Frankivsk delivered parcels from relatives and benefactors to the soldiers at the front in Zaporizhzhia, Kharkiv, Donetsk and Luhansk oblasts.

Lviv oblast

Lviv RMA will allocate another UAH 50 mln for military units thanks to the Safe Lviv Oblast program. This is additional money to those previously provided for. Taking into account these UAH 50 mln, the resource of the program will amount to UAH 386 mln.

Over UAH 400K was collected for defenders by employees of educational institutions, the village council, and entrepreneurs of Zimnovodovsk community. With these funds, a Mitsubishi L200 off-road vehicle was purchased, which will serve for the medical evacuation of the wounded of the A3316 military unit. In addition, benefactors bought 2 DJI Mavic 3 Fly More Combo quadcopters for the defenders of the military unit 3018 of NSU.

The RMA reported that 2 Volkswagen T-4 and Toyota Hillyx cars and a thermal imager were purchased by residents of Belzshchyna for the military.

Strii RMA together with the UK Help For Ukraine / NOXAIDUK CF sent an ambulance with medicines and defibrillators to the front line in Avdiivka region.

Solonkiv community sent 2 anti-drone guns, electronic warfare systems and 75 FPV drones to the 103rd separate territorial defense brigade of the Armed Forces of Ukraine. Chishkiv Starostyn district of the Davydiv community sent 16 camouflage nets and a car to the front line.

Lviv oblast is represented at the International Travel Show tourist exhibition in New York. During the exhibition, participants have the opportunity to take part in media conferences, establish contacts, discuss business opportunities and learn about new destinations and tourism products.

The RMA held a meeting of the working group on decommunization. So far, over 260 soviet propaganda objects have been dismantled in Lviv oblast since the beginning of the year. There are less than fifty left.

Rivne oblast

A memorial plaque was opened on the facade of Rivneelektroavtotrans to the fallen Hero Oleh Ustinov, who worked at this enterprise before the war. The soldier was killed on October 23, 2022 in Donetsk oblast.

In Rivne, the Memorial to the Defenders of Ukraine who were killed in the war was presented. It will be placed on the square near Dubensky cemetery. In this way, the memory of those who were killed in the russian-Ukrainian war will be honored in Rivne community. The memorial will consist of portraits of Rivne defenders who were killed for their homeland.

Ternopil oblast

The 1st immersive multifunctional hub in Ukraine will start operating in Ternopil. Training in the field of innovation will be held here, special attention will be paid to the development of scientific activity taking into account inclusive needs. This will help increase the level of inclusion among the population, in particular socially vulnerable groups. The project was implemented by the Educational and Analytical Center for Community Development with the support of Ternopil RMA, the Ministry of Digital Transformation of Ukraine, Cisco Systems, UNDP Ukraine / UNDP in Ukraine.

Khmelnytskyi oblast

From Khmelnytskyi, a Mitsubishi L200 pickup truck, sets of special searchlights, laser pointers, tablets, thermal imagers, batteries, and an inverter generator were sent to the air defense mobile fire groups thanks to the Volunteer Podillia CF and benefactors.

Khmelnytskyi Territorial Defense Brigade received the Leleka unmanned aircraft complexes with control points and a number of additional equipment worth over UAH 4 mln thanks to the funds from Khmelnytskyi city budget.

Chernivtsi oblast

In Bukovina in January-August 2023, the volume of exports of goods amounted to $137,8 mln, of which the share of agricultural products was 42,4% ($58,4 mln). In addition, the export of agricultural products increased by 1,2 times to the indicators of the corresponding period of 2022.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

A meeting of foreign policy advisors and national security advisors regarding President Volodymyr Zelenskyy’s Ukrainian Peace Formula is taking place in Malta. Over 65 countries of the West and the Global South are present at the summit.

The EU made a decision to transfer to Ukraine the profits from the frozen assets of the russian federation in the amount of € 3 billion. Of the approximately $300 billion of russian currency reserves frozen by Western countries after the start of the war in Ukraine, over EUR 200 billion are in the EU. Almost all of them (€180 billion) are kept at Euroclear, the world’s largest securities depository headquartered in Brussels.

The German project deaidua.org, which monitors aid from Germany, reported that Ukraine received Sonobot 5 surface drones from Germany, which help to survey reservoirs and detect ammunition and other dangerous objects on the bottom.

Ihor Klymenko, Minister of Internal Affairs, announced that Finland is preparing new aid for Ukraine, which will help ensure the safety of the population of Ukraine in the autumn-winter period.

Andryus Kubilius, ex-Prime Minister of Lithuania, spoke about the new package of sanctions that the EU is currently preparing. It will include tougher and more effective sanctions for the russian federation. They must reduce russia’s ability to finance the war and obtain Western components for the production of weapons.

Volodymyr Zelenskyy, President of Ukraine, held a phone conversation with Muhammad bin Zayed Al Nagayan, President of the OAU. Humanitarian aid to Ukraine was discussed.

Andrii Yermak, Head of the Office of the President, has started consultations with the Netherlands regarding the conclusion of a bilateral agreement on security guarantees in accordance with the Joint Declaration on Support for Ukraine. The Netherlands became the 6th country after the USA, Great Britain, Canada, Japan, France and the first of the countries not included in the G7, with which Ukraine started the relevant bilateral negotiations.

Baltic countries will hold exercises on closing the border with belarus. Agne Bilotaite, Minister of Internal Affairs of Lithuania, noted that the cooperation of the democratic states of the region is a “serious signal” to hostile states.

Nova Poshta opened its 1st branch in Latvia. Now in Riga everyone can receive and send documents, parcels and cargo up to 100 kg to Ukraine. Latvia became the 3rd Baltic country and the 8th country in Europe, where the representative office and courier delivery of Nova poshta became operational.
