War in Ukraine today: latest news, October 27, 2023 (photo)

It has been the 611th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

On October 27, there were 47 combat clashes. The enemy launched 6 missile strikes, 8 air strikes and 27 MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, the attacks injured and killed civilians. Private houses and other civilian infrastructure were destroyed and damaged.

The operational situation in east and south of Ukraine remains difficult.

Towards Volyn and Polissya, there were no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.

Towards Siversk and Sloboda, the russian army maintains its military presence in the areas of russia bordering Ukraine. The enemy continues to shell Ukrainian settlements from the territory of russia, continues to conduct sabotage and reconnaissance activities and increases the density of minefields along the state border of Ukraine. The settlements of Bobylivka (Sumy oblast) and Vovchansk (Kharkiv oblast) suffered artillery and mortar fire.

Towards Kupiansk, the enemy did not conduct any offensive (assault) actions and continued to regroup its troops. The invaders fired artillery and mortars at the settlements of Dvorichna, Synkivka, Kyslivka, and Ivanivka (Kharkiv oblast).

Towards Lyman, the invaders did not conduct any offensive (assault) actions and continued to regroup their troops. The occupiers fired artillery and mortars at the settlements of Nevske, Bilohorivka (Luhansk oblast), and Siversk, and Spirne (Donetsk oblast).

Towards Bakhmut, the enemy made attempts to regain the lost ground near Andriivka, where Ukrainian defenders repelled 5x attacks. More than 10 settlements came under artillery and mortar fire, including Ivanivske, Klishchiivka, Andriivka, and Niu York (Donetsk oblast).

Towards Avdiivka, the enemy conducted unsuccessful assault operations in the vicinities of Avdiivka, Stepove and Pervomaiske (Donetsk oblast). The Ukrainian defenders repelled 13 enemy attacks in the area. The invaders fired artillery and mortars at more than 10x settlements, including Keramik, Stepove, Avdiivka, Sjeverne, and Pervomaiske (Donetsk oblast).

Towards Marinka, the enemy conducted assault operations in the vicinities of Marinka and Novomykhailivka (Donetsk oblast), to no success. The Ukrainian defense forces repelled 19 enemy attacks in the area. Around 10x settlements in Donetsk oblast, including Krasnohorivka, Heorhiivka, Marinka, Pobjeda, Novomykhailivka, were under artillery and mortar fire of the occupiers.

Towards Shakhtarske axis: the Ukrainian defense forces repelled all enemy attacks in the vicinities of Vodyane, Zolota Nyva and Staromaiorske (Donetsk oblast). Around 10 settlements, including Vodyane, Vuhledar, Prechystivka, Zolota Nyva, Blahodatne (Donetsk oblast), came under artillery and mortar fire.

Towards Zaporizhzhia, the invaders made failed attempts to regain the lost ground northwest of Verbove (Zaporizhzhia oblast). Around 20 settlements, including Poltavka, Huliaipole, Huliaipilske, Robotyne, Kamianka (Zaporizhzhia oblast), and Nikopol (Dnipropetrovsk oblast), came under enemy artillery and mortar fire.

Towards Kherson, the invaders fired artillery and mortars at the settlement of Zelenivka (Kherson oblast) and the city of Kherson.

At the same time, the Ukrainian defense forces continue offensive operations towards Melitopol, offensive (assault) operations towards Bakhmut, inflicting losses in manpower and equipment on the occupation forces, and exhausting the enemy along the entire front line.

The Ukrainian Air Force launched 5 air strikes on buildups of enemy troops, weapons and military equipment, and 4 air strikes on air defense systems of the russian invaders.

The rocket troops hit 4 buildups of troops, weapons and military equipment, 8 artillery systems, 2 ammunition depots and 3 air defense systems of the occupiers.


The Headquarters for the Coordination of the Treatment of Prisoners of War reports that the bodies of another 50 Ukrainian soldiers were returned. The Ukrainian military will ensure proper and safe transportation of repatriated persons, transfer them to law enforcement officials and forensic experts, and organize and conduct investigations and forensic examinations. 

Ukrainian President Volodymyr Zelensky says that despite all threats from Russia, the grain corridor will continue to operate.  He also discussed with British Prime Minister Rishi Sunak further work on the introduction of insurance for private vessels. 

According to the Ministry of Economy, under the Recovery Army project, salaries for socially useful work were increased by 1.5 times – from UAH 6,700 to UAH 10,050. From January 1, 2024 it will increase to UAH 10,650 and from April 1, 2024 to UAH 12,000.

Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, russian troops did not conduct any offensive actions towards Kupiansk as russians are regrouping their troops. During the day, russia shelled Vovchansk, Dvorichna, Synkivka, Ivanivka and Kyslivka.

Kharkiv Regional Military Administration reported that the Defence Council of Kharkiv oblast decided to announce the forced evacuation of families with children from Kupiansk, Kindrashivka and Kurylivka communities of Kupiansk region, which are under constant enemy shelling. In addition, children will be forbidden from entering these communities.  

Oleh Syniehubov, Head of Kharkiv Regional Military Administration, informed that sappers from the State Emergency Service received the first special machine in Ukraine developed by Kharkiv specialists to prepare the ground for demining. This machine has been tested for more than a year, survived 300 anti-personnel mine explosions and received a certificate of correspondence.

In one of the shelters in the suburbs of Kharkiv, about 50 people participated in the national unity radio dictation, including school students, teachers and government officials. The text Roads of Ukraine was about Ukraine’s difficult destiny and its people and buildings experiencing the full-scale invasion.

Referring to Kharkiv RMA, in the afternoon, a 67-year-old woman was injured as a result of shelling in Kindrashivka, Kupiansk region, and was hospitalised.

At night, around midnight, the enemy launched a missile attack, preliminarily from the S-300 air defence system, on Izium. The strikes damaged the facade of the building, offices, a garage, 11 fire trucks and emergency vehicles. 8 personnel on duty were injured, 4 of whom were hospitalised in moderate condition. The rest did not need hospitalisation.

Yesterday the enemy attacked settlements of Kupiansk and Izium regions.

Dvorichna, Kyslivka, Berestove, Kurylivka, Borova, Bohuslavka and other settlements were under russian shelling. Private buildings and outbuildings were damaged.

Mine clearance is ongoing. Yesterday pyrotechnics of the State Emergency Service examined more than 13 hectares of territory and defused 57 explosive ordnance.

Donetsk oblast

Based on the information provided by the General Staff, on October 26 the Armed Forces of Ukraine repelled more than 20 russian attacks towards Avdiivka, 18 towards Marinka and 15 towards Bakhmut. Also russian troops did not advance towards Lyman but continued to regroup.

The Stalevyi Kordon (Steel Border) 15th mobile Border Guard Detachment reported that  towards Svatove, Ukrainian soldiers captured a russian contract soldier during an assault.

Vitalii Barabash, Head of Avdiivka City Military Administration, informed about russian airstrikes on the night of  October 27. No casualties were reported, and the aftermath of the attacks is being examined. Three people were evacuated from the city yesterday.

Towards Volnovakha, Vuhledar suffered nine attacks from various types of weapons. The enemy used armoured personnel carriers, mortars, AGS, SPG guns, Grad MRLs and a Kamikaze drone. Maksymivka was shelled with artillery.

Towards Donetsk, 1 person was injured in Avdiivka. Ocheretyne suffered an evening attack. Novomykhailivka, Maksymilianivka and Kostiantynivka of Marinka community were shelled. The outskirts of Kurakhove were targeted.

Towards Horlivka, an apartment building and a garage cooperative were damaged in Chasiv Yar community. In Soledar community, Rozdolivka and Vasiukivka were shelled. In the morning, the outskirts of Kostiantynivka community were attacked.

Towards Lysychansk, a building in Siversk and another one in Pereizne, Zvanivka community were damaged. Lyman community was attacked 14 times.

Ihor Moroz, Acting Head of Donetsk Regional Military Administration, confirmed that russians injured one civilian  in Avdiivka. 

Luhansk oblast

Nevske and nearby villages are hit daily. The enemy does not stop attacking towards Bilohorivka, mostly with cannon artillery, mortars, and multiple rocket launchers. The local population is hiding in basements almost all the time.

According to Luhansk Regional Military Administration, in many underground mines of the so-called ‘lpr’ less than half of the miners remained working after the first months of the war. All the rest were mobilised by russians. At some coal mining enterprises, men were forced to work several shifts in a row to keep the mine running. Following the decision to preserve most of the mines, previously protected workers were also forcibly mobilised. In Khrustalne, Rovenky and Sorokyne, they are already receiving invitations to the military commissariat. It looks like russia already has enough coal but lacks fresh cannon fodder.

Andrii Kovalov, Spokesman of the General Staff of the Armed Forces of Ukraine, says that russian invaders are forcibly taking the residents of Berezove to the border with russia to create a military camp. Locals’ homes are being bought for nothing. Civilians are not allowed to enter the settlement.

The invaders are deploying so-called psychological aid centres, where supporters of Ukraine will be identified and information about the Armed Forces of Ukraine received. 

Lieutenant Colonel Volodymyr Fito said that yesterday russian troops attacked positions of the Defence Forces more than 600 times.

Artem Lysohor, Head of Luhansk Regional Military Administration, says that russian troops launched a missile attack on a fire station building in Izium on the night of  October 27. Eight rescuers were wounded, including two from Luhansk region who were performing tasks in the frontline Kharkiv region.

What is happening now in the north of Ukraine

Kyiv oblast

According to Kyiv RMA, scheduled ordnance disposal operations are underway in Bucha region. 

The Makariv sports school, which was damaged during the full-scale invasion, has been restored. The village head said that the roof was restored, windows replaced, new doors installed and a modern gym for various sports was set up.

According to Kyiv RMA, at the expense of UNITED24, 18 residential buildings damaged by the russian occupiers are being rebuilt. Among other things, the RMA meeting raised issues of compliance with the work schedule and the quality of the restored facilities.

A hospital has been opened in Irpin to provide free medical services to children of fallen defenders from Irpin and prosthetics to the military. As part of the project, a training centre for physiotherapists to fit soft prostheses is being set up there. The clinic will be supplied with early rehabilitation prostheses by British partner Nate Macabuagh. Soldiers who have lost their hands will be able to receive prostheses for free.

A monument to soviet commander Mykhailo Kyrponos was dismantled in Kyiv’s Nyvky district. According to Oleh Slabospytskyi, civic activist,  this monument is one of 69 objects that are to be removed from the public space of the capital as part of decommunisation.

Kyiv RMA reported that Kyiv oblast is among the top three leaders in the development of the Administrative Service Centre network. By the beginning of 2024, they will operate in all communities of the oblast. Today, there are 66 institutions in the oblast, and three more will be opened by the end of the year.

A Threat from the Sky exhibition was opened at the Kyiv War Museum, featuring downed russian drones. Some of the items for the exhibition were provided by Ukrainian military intelligence. The enemy drones were suspended from the ceiling in a dark museum hall and illuminated by spotlights, symbolising Ukraine’s air defence system. And on the screens, you will be able to watch exclusive footage of the consequences of russian air attacks.

Zhytomyr oblast

According to UNDP monitoring, Zhytomyr RMA became one of the leaders in guaranteeing information rights in emergency conditions of martial law in 2023. With a score of 89%, it was among the top three among other oblasts of Ukraine. The objective was to assess the quality of information disclosure on official websites of public institutions and their response to citizens’ requests for information and appeals under the restrictions imposed by the martial law regime.

At Malyn cemetery, work has been completed on the concrete foundation for the monuments to fallen defenders on the Alley of Heroes. The community budget allocated UAH 30K to 36 families for the manufacture and installation of the monuments.

Furniture and equipment for a rehabilitation and psychological relief room were donated to a medical institution in Zhytomyr by representatives of the Union of Volyn Czechs. The Czech National Council unites 20 public associations of Czechs with Ukrainian origin. This is not the first time the Czech Union has helped a hospital in the city.

Residents of Zhubrovychi village in Olevsk community raised UAH 137K to buy a car for their fellow villager who is fighting in eastern Ukraine. For several months, the community held fairs, set up fundraising boxes and organised other charity events. Seven volunteers were engaged in preparing the car for the frontline.

Sumy oblast

According to Sumy RMA, at night, the russians fired cannon artillery at the territory of Krasnopillia community. There were two explosions. 

Sumy RMA reported that  the enemy fired 4 times at the border areas of the oblast. There were 12 attacks with mortars and artillery. Bilopillia, Krasnopillia, Velyka Pysarivka, Seredyno-Buda communities were shelled. A teenage boy was killed as a result of artillery shelling of Velyka Pysarivka community.

According to Sumy RMA, alternative power sources are being provided to Sumy Oblast’s energy sector. The oblast received generators thanks to cooperation with the German government. One of the generators will enable the launch of a plant to transmit energy to a number of major heating companies in Sumy oblast and then generate electricity for the Ukrainian power grid.

Chernihiv oblast

According to the State Border Guard Service of Ukraine, russians shelled Horodnia community. The enemy launched 20 attacks from multiple rocket launchers towards Senkivka village.

The  Border Guard Detachment of Chernihiv reported that 50 of their soldiers who distinguished themselves in battles with the occupiers received awards. 20 soldiers were awarded with the badge For Courage in the Protection of the State Border, more than 20 servicemen with the badge Excellent Border Guard, and 9 soldiers with the Firearm badge.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council, reports that the enemy attacked Nikopol region several times. They launched about 20 shells.

Yesterday evening they shelled Pokrovsk community. A private building, a car and a power line were damaged there.

The occupiers hit Nikopol with kamikaze drones and artillery. A 5-year-old boy and a 58-year-old woman were injured as a result of the shelling. They were provided with all the necessary medical assistance. One outbuilding was destroyed. 14 residential buildings, the same number of outbuildings, a car, solar panels and power grids were damaged. 1 207 homes remained without electricity. The occupiers also attacked Mykolaiv community of Synelnykove region.

Animal volunteers of Kryvyi Rih evacuated about 200 animals from de-occupied settlements and the war zone.

Vinnytsia oblast

​​Vinnytsia Mayor Serhii Morhunov informed that an ambulance was sent to the military from the region. The vehicle was delivered thanks to the International United Aid Charitable Foundation. It will be used in a military hospital.

Serhii Morhunov specified that the military received 10 Mavic, explosive fuses, drone stands and special food thermoses  from Vinnytsia oblast.

Kirovohrad oblast

Viktor, an ATO veteran, grows chrysanthemums in Kirovohrad oblast. He uses the money from the sale of flowers to help the army. Due to his health condition, he cannot return to the frontline.

Andrii Raikovych, Head of Kirovohrad Regional Military Administration, reported that specialists from Kirovohrad oblast have examined 292 houses out of 322 as part of the Side by Side project to rebuild the de-occupied territory of Kherson oblast.

Poltava oblast

There are already 68 safety classrooms in educational institutions in Poltava oblast. During the opening of the new classroom, students demonstrated their knowledge of safety rules by testing the audience and teachers. The first lessons have already been held in this new classroom, where everyone could learn how to use fire extinguishers, take part in tasks using an interactive whiteboard and use game guns to hit the target.

Cherkasy oblast

Ihor Taburets, Head of Cherkasy Regional Military Administration, reported that a meeting with the families of missing defenders from the oblast was held in Cherkasy. Each case is individual, with its own algorithms and the principle is important here: do no harm and do not become a victim of the enemy’s disinformation and psychological special operations.

Another aid was sent to the military from Smila, specifically, 5 quadcopters that will help the military in reconnaissance. A minibus was also delivered to help the soldiers move quickly on the battlefield.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Zaporizhzhia Regional Military Administration reported that on October 26, the russian army shelled 26 settlements 136 times. There were 112 artillery attacks against Huliaipole, Orikhov, Zaliznychne, Charivne, Chervone, Poltavka, Bilohiria, Piatikhatki, Kamianske, Stepove, Plavni, Lobkove and other towns and villages on the line of fire. 

Yurii Malashko, Head of Zaporizhzhya Regional Military Administration, reported that 600 people are reported either in captivity or missing. There is evidence of children being held captive, but unfortunately, it is not yet possible to confirm where they are. In addition, the russians are taking people who were connected with the AFU to the russian federation. There they are kept in prisons and tried on trumped-up charges. 

Many artefacts were found in Khortytsia reserve, which were discovered on the island after the Kakhovka HPP was blown up. Experts have carried out all the necessary conservation and restoration work, and anyone can see the historical items. The exhibition will last for a month.

Mykolaiv oblast

On October 26, the Mykolaiv oblast was attacked by russian army Shahids. Two UAVs were destroyed by air defence forces, but Voznesensk region was hit. A fire broke out and was quickly extinguished. There were no casualties.

Odesa oblast

Bolhrad hosted an autumn fair in support of the 88th Separate Marine Battalion. On the alley along Soborny Avenue, residents and guests of the city had the opportunity to enjoy live music, take part in a lottery and buy beautiful handmade products from the artisans of Bolgrad region and Izmail. This is not the first charity fair in Bolgrad. All the funds raised, which amounted to UAH 18K, will be used to purchase a drone for the 88th Separate Marine Battalion in Bolgrad. The Good Deeds UA charity foundation has recently purchased two drones.

On October  27, the temporary humanitarian corridor to and from the ports of Greater Odesa resumed operations after a three-day break. The ship traffic monitoring service reports that four vessels are heading out of Odesa ports at once – Propus, Iasos, Gloria G, and Manassa Queen. In addition, the tanker Mavka, the bulk carrier Golden Arrow, and the general cargo vessel Maranta are currently heading to Ukrainian Black Sea ports. 54 vessels have used the corridor for entry and 37 for exit.

The Soupoy Bird exhibition of illustrations by Olha Prokopenko will be held at the Bleshchunov House until  November 12. The series of twenty-two works, created in the last six months alone draws international attention to the war in Ukraine as part of the Lake Supoy project. This lake, located on the borders of Kyiv, Cherkasy, Chernihiv and Poltava oblast, has become home to many rare fauna and a resting point on their migration routes.

Kherson oblast

In the afternoon, russian troops attacked Mykhaylivka in Kherson oblast with a drone. 3 people were injured.

A residential building in Zelenivka, Kherson region, was attacked by russian troops. During the rescue operation, the State Emergency Service found the body of a man. His identity is being established.

In Kherson, a 36-year-old man was wounded in the shelling of the city centre. He was hospitalised in moderate condition.

At night, the russian army shelled Korabelnyi neighbourhood in Kherson. The shell hit damaged a heating main.                                                                                                                                        

Oleksandr Prokudin, Head of Kherson Regional Military Administration, reported that on October 26, russian aviation launched 36 guided aerial bombs at the right bank of Kherson oblast. They repeatedly shelled three settlements. russian troops also attacked the region with Shahed drones. 

It is impossible to receive medical services in the temporarily occupied territory of Kherson oblast without a russian passport and a pseudo-compulsory health insurance policy. There is a shortage of doctors on the left bank, and the services they provide are very limited.

Researchers at Kherson Regional Art Museum identified another painting from the collection that was stolen by the russian military in November 2022. It is a work by Ivan Loboda called Embroiderer. It was identified in a video of a propaganda TV report from the Central Museum of Tavrida.

Latest news for today in the western regions of Ukraine

Volyn oblast

The RMA held a meeting with military chaplains of Volyn regional association of the Ukrainian Church of Christians of the Evangelical Faith. Volunteer chaplains offered to cooperate in supporting military personnel who protect Ukraine on the front lines.

The RMA held a meeting with Elena Letizia Mikusinski, Extraordinary and Plenipotentiary Ambassador of the Argentine Republic to Ukraine and Jorge Martin Quaranta, Consul of the Argentine Republic to Ukraine. They discussed potential areas of cooperation and the possibility of establishing partnership relations with Argentine cities.

Zakarpattia oblast

The RMA reported that 40 university vice-rectors from all over Ukraine are developing a theoretical basis for the European integration of Ukrainian education and science in Uzhhorod.

Fighters of the 128th separate Zakarpattia Mountain Assault Brigade participated in a radio dictation of national unity in field conditions – in an area where the combat situation allowed and the Internet was available.

Ivano-Frankivsk oblast

The RMA held a meeting with Artur Franchuk, head of the Ukraine is Europe French humanitarian organization, Yaroslav Buriak, Director of the Regional Development Agency of the Ivano-Frankivsk Region. They discussed the possibility of launching a pilot project to restore abandoned/semi-abandoned villages for the reintegration of IDPs, providing them with housing in restored villages and employment.

Lviv oblast

For the rehabilitation of military personnel and veterans, a unique training facility was installed at a medical facility of the oblast, where soldiers are treated and rehabilitated, within the framework of the youth and sports management project of Lviv RMA, League of Invincibles, at the expense of the Comprehensive Program for the Development of Physical Culture and Sports of Lviv oblast. The playground is equipped with 18 simulators that to train different muscles. Next year, similar facilities will be installed near other rehabilitation centres of the region.

Teachers and students of Pidberiztsiv Lyceum, Chyzhikivskyi and Verkhnyobilkivskyi schools Educational institutions of Pidberiztsiv community collected over UAH 90K for the needs of local soldiers who are now on the front lines. 

40 fruit trees were planted on the rounds of a school in Strashevichi, Starosambir community. This event was the beginning of a larger campaign in the community – Gardens of Victory. The charity fair raised almost UAH 13K to purchase a quadcopter for the Armed Forces.

The 12th International Festival and Competition of Maria Choral Song  was held in Czestochowa, Poland. The Krystynopil People’s Chamber Choir from Chervonohrad won the prize and was awarded with 1K zlotys. The team donated all funds to the defenders.

Relocate Together: Assistance Platform for Relocated Enterprises organized by the Lviv Regulatory Hub and the USAID Competitive Economy of Ukraine Program is taking place in Lviv. Within the framework of the forum, panel discussions will be held on realities of Ukrainian business in conditions of war and the successful integration of relocated businesses in Lviv oblast. Since the beginning of the full-scale war, 230 enterprises have relocated to Lviv oblast.

The RMA reported that veterans of the oblast and their families will receive UAH 6,7 mln in grant funds for their own business within the eRobota project.

Rivne oblast

The RMA held a meeting with the West Air Command. Building up air defense and defense forces were discussed.

The 1st meeting of the Transparency and Accountability working group took place in Rivne oblast. The goal is to prevent any manifestations of corruption.

Ternopil oblast

The RMA held a meeting with Anitsa Djamich, Ambassador Extraordinary and Plenipotentiary of the Republic of Croatia in Ukraine, and Vitalii Zapuhliak, Honorary Consul of the Republic of Croatia in the West of Ukraine. They discussed expanding directions of bilateral cooperation in economic, social and cultural spheres.

Khmelnytskyi oblast

Employees of Khmelnytskyi NPP participated in liquidating the consequences of the emergency situation and provided building materials, namely, film, osb boards, corrugated roofing, nails, etc., for the initial repair. The enemy attacked Khmelnytskyi, as a result of which many residential buildings and objects of communal property in Shepetiv region were damaged.

Khmelnytskyi sent special military combat clothing worth almost UAH 1,5 mln to one of the units of the Special Operations Forces. In addition, the city council allocated UAH 62,5 mln to the Defense Forces and UAH 150 mln to the Ministry of Defense through bonds.

Chernivtsi oblast

The RMA held a meeting of the Council on IDPs. Olena Prykhodko, main expert on regional coordination of the Charitable Foundation Right to Defense, became the chairman of the council.

The project called Art for the Sake of Victory! continues in Bukovyna. The Yuzhynetskyi Molodichki amateur folklore group arranged a concert for Ukrainian soldiers undergoing treatment and rehabilitation.

The US Department of Defense announced additional security assistance for Ukraine’s critical security and defense needs in the amount of $150 mln, which included additional ammunition for anti-aircraft missile systems (NASAMS), AIM-9M air defense missiles, anti-aircraft missiles Stinger, additional ammunition for high mobility missile and artillery systems (HIMARS), 155 mm and 105 mm caliber artillery shells; tube-launched, optically tracked, guided-by-wire (TOW) missiles, ATGM Javelin, over 2 mln cartridges for small arms, night vision devices, explosive munitions for clearing obstacles, equipment for cold weather, spare parts, maintenance and other support equipment.

Denmark announced the 13th package of military aid for Ukraine in the amount of almost EUR 500 mln, which includes artillery, BMP-2, T-72EA tanks and armoured engineering and evacuation equipment. The latter is financed in cooperation with Germany. The package also provides support for NATO’s Comprehensive Assistance Package and the EU’s joint procurement of artillery ammunition.

Andrii Yermak, Head of the Office of the President, stated that on October 28-29, the 3rd meeting on implementation of the Ukrainian Peace Formula will be held in Malta at the level of advisers on national security and foreign policy. The event should become a platform for working out concrete solutions with the aim of achieving a sustainable and just peace, as well as a powerful signal of support for Ukraine from the countries of the world.

Volodymyr Zelenskyy, President of Ukraine, had a phone conversation with Rishi Sunak, Prime Minister of Great Britain. They discussed the situation at the front in detail, including the escalation in the Avdiivka district. They also discussed further defense cooperation on strengthening the Ukrainian air defense system with missiles and means to combat drones.

Oleksii Kuleba, Deputy Head of the Office of President, held a meeting with Mr. Jean-Eric S. de Zagon, Head of the Permanent Representation of the European Investment Bank in Ukraine. During the meeting, they discussed the implementation of current EIB projects and potential cooperation in post-war reconstruction within the framework of the Ukraine Facility.

Latvia introduces restrictions for cars with russian license plates. The draft law provides that the owner of a car with russian license plates will have to register the vehicle or take it out of the territory of Latvia within 3 months from the day the law comes into force. It is planned that after the end of this period, the use of cars with russian license plates in Latvia will be allowed only if a person crosses the territory of the country in transit.

Mike Johnson, new speaker of the US House of Representatives, stated that the United States will not allow russia to win the war in Ukraine. “We cannot allow vladimir putin to win in Ukraine, because I don’t believe he will stop there,” Johnson said.

Klaus Iohannis, President of Romania, called on partners to start negotiations on Ukraine’s membership in the European Union by the end of this year.

Chernivtsi RMA reported that Ukrzaliznytsia launched a flight from Warsaw to Chernivtsi.
