Towards Shakhtarsk, the invaders conducted unsuccessful assault operations with air support in the vicinity of Staromaiorske. The Ukrainian defenders repelled all enemy attacks near Novomykhailivka, Prechystivka and in the area to the south of Zolota Nyva, Donetsk oblast. Around 10 settlements, including Vuhledar, Zolota Nyva, Blahodatne, Urozhaine, Donetsk oblast, came under artillery and mortar fire.
Towards Zaporizhzhia, the Ukrainian defenders repelled 1 enemy attack southeast of Mala Tokmachka, Zaporizhzhia oblast. Over 20 settlements, including Huliaipilske, Bilohiria, Robotyne, Mala Tokmachka, Kamianske, Zaporizhzhia oblast, came under enemy artillery and mortar fire.

The press service of the Regional Administration informed that two people, injured in a russian attack on the Nova Poshta terminal near Kharkiv on 21 October, were released from hospital. There are still 14 people in the hospital, seven of whom are in critical condition.
Oleh Syniehubov, Head of Kharkiv Regional Military Administration, said that the shelling of Podoly village, Kupiansk region, killed 2 civilian men aged 57 and 50. According to preliminary information, russians used artillery. An outbuilding was destroyed, a fence and 2 cars damaged.
The enemy shelled Borova village, Izium region, with multiple rocket launchers yesterday at around 10:45 pm. A two-storey residential building was damaged and 4 people injured. A 42-year-old woman, a 68-year-old woman and a 65-year-old man were hospitalised in moderate condition. A 67-year-old man was hospitalised in critical condition.
Yesterday the enemy attacked settlements of Kharkiv, Chuhuiv, Kupiansk and Izium regions with artillery, mortars and aircraft.
Specifically, Kozacha Lopan of Kharkiv region, Pletenivka and Budarky of Chuhuiv region and Dvorichna, Synkivka and Ivanivka of Kupiansk region were targeted. Synkivka and Petropavlivka were hit by air strikes.

Donetsk oblast
According to the General Staff, the Defence Forces of Ukraine repelled about 15 russian attacks towards Marinka and more than 10 attacks towards Avdiivka on 23 October. They also repelled all attacks towards Bakhmut, Lyman and Shakhtarsk.
Vitalii Barabash, Head of Avdiivka City Military Administration, reported about massive russian attacks on several streets in the old part of Avdiivka. As of the morning, there is no information about the casualties. There was no massive shelling or air strikes at night.
Anastasiia Miedviedieva, Spokeswoman of Donetsk Prosecutor’s Office, informed that russian troops shelled Soloviove, preliminary, with artillery. An 84-year-old woman was injured.
Petro Andriushchenko, Mariupol Mayor’s Councillor, stated that russian invaders found mass graves in Prymorsk region near the former Komsomolets cinema. The exhumation of the bodies is ongoing.

Towards Horlivka, an enterprise and 8 vehicles were damaged in Berestka of Illinivsk community. An infrastructure facility was damaged in Toretsk.

Luhansk oblast
Artem Lysohor, Head of Luhansk Regional Military Administration, informed that the shelling of the liberated settlements is intensifying every day. Yesterday russian troops shelled settlements 21 times with tanks yesterday and they also used artillery and mortars.
Little by little, not all at once, but people are moving away from the danger. Five more people left yesterday. These are a 56-year-old man and a 51-year-old woman from Nevske and a 58-year-old woman, a 62-year-old woman and a 41-year-old man from Makiivka. There are 76 citizens who remain in the liberated villages.
The invaders tried to attack towards Nadiia but all their attempts were repelled. The enemy struck Serebrianka forestry from the sky. Nevske and Bilohorivka were hit by enemy artillery and mortars.
According to Luhansk Regional Military Administration, security forces in the occupied part of Luhansk oblast are raiding educational institutions. They choose a classroom and check all the applications on children’s mobile phones. Previously, this illegal activity was ordered to teachers but sometimes such checks are conducted poorly.
During the inflation, the so-called “LPR” tried to stop the price increase artificially with order of their “ministry of industry and trade”, which happens to have influence on private business. Retail chains are forced to operate at a loss because they are allowed to make a margin of no more than 5% of the purchase price, which is not enough to cover salaries, utilities and depreciation costs. However, the ‘ministry’ asked them to be patient. This applies exclusively to local businesses. Stores, that opened by the regions of russian federation in the so-called “LPR”, are not subject to the survival restrictions.
Artem Lysohor Head of the RMA, said that in Sievierodonetsk, Lysychansk and other occupied settlements, the problem with heat and electricity supply has not been resolved as the cities are not ready for winter. The invaders are manipulating those who have not yet received a russian passport. During October, the so-called “LPR” is ongoing another wave of forced mobilisation, men were counted during the “first elections”.

Kyiv oblast
President Volodymyr Zelenskyi met with Minister of Defence of Denmark Troels Lund Poulsen in Kyiv. They discussed the strengthening of Ukrainian skies with modern fighter jets and new air defence systems, as well as cooperation within the aviation coalition and training of Ukrainian pilots on F-16 aircraft, which Denmark and other partners are preparing to transfer to Ukraine.
According to Kyiv RMA, over the past 12 months, the russians have launched more than 300 cruise missiles, 14 ballistic missiles, and almost 400 Shahed-type UAVs towards the capital alone. Therefore, building up air defence systems is a priority for Kyiv and other Ukrainian cities.
Serhii Popko, head of the Kyiv City Military Administration, a multi-level air defence system has been built around Kyiv, consisting of mobile fire groups and anti-aircraft missile systems of various ranges. The capital is systematically improving the effectiveness of its air defence by increasing the number of mobile fire groups. The Kyiv sky is currently defended by the Osa and Avenger air defence systems; Piorun, Ihla, Strila, Stinger, Martlet, RBS-70 man-portable air defence systems; Gepard, Shilka, ZU-23, etc. From anti-aircraft missile systems: S-300, Buk, S-125, NASAMS, IRIS-T, Crotale, Patriot.
The Kyiv region police reported, the tail section of a Uragan MLRS shell was found in the forest of Kolonshchyna village. The dangerous discovery was made by foresters in the Bucha district. The area was occupied during active hostilities.
In Bucha, thanks to the Hungarian Ecumenical Service charity, a modular emergency building was put into operation. The new building was erected next to the old ambulance building and has all the conditions for comfortable work and rest.
15 IDP families received apartments in Kyiv. These are families from the category of socially vulnerable citizens who lost their homes due to the war and were registered as internally displaced persons in the Darnytskyi district of the capital. The apartments were purchased at the expense of the city budget and provided to the IDPs for temporary free use. The apartments were equipped with necessary furniture and household appliances with the assistance of UNHCR representatives.
The Makariv village council reported that their community has joined the all-Ukrainian Grove of Children’s Dreams project to commemorate children who died in the war. 100 apple trees were planted on the territory of the hospital in memory of the seven children of the community who died as a result of russian aggression.
Zhytomyr oblast
According to Zhytomyr RMA, last week, the communities of Zhytomyr Oblast allocated more than UAH 100 million to purchase equipment that will strengthen the oblast’s air defence. A meeting was held with the Dmytro Krasylnykov, commander of the North Operational Command, and the leadership of the oblast’s military units to discuss their prompt and effective use.
Zhytomyr RMA reported that in Zhytomyr oblast, 32 healthcare facilities have been restored. During the full-scale war, 44 healthcare facilities were destroyed and damaged in the communities of the region. These losses cover the Zhytomyr, Korosten, Malyn, Narodychi, Novohuivynske, Ovruch, Stanyshivka, Ushomyr, Cherniakhiv, and Chudniv communities.
In Zhytomyr oblast, IDP councils are being set up to provide comprehensive support to people who have fled their homes because of the war. One council for internally displaced persons has been established at the Zhytomyr RMA, 4 councils at district military administrations, and 7 in the communities of the oblast. The councils are composed of IDPs, representatives of the relevant structural units of the RMA and NGOs.
An exhibition of drawings by American children, Side by Side with Ukraine, was opened in Zhytomyr. It consists of almost 100 drawings. The exhibition came from Virginia as a response to the drawings of Ukrainian children after the events in Bucha and Irpin, which were previously exhibited in the US.
Sumy oblast
It is reported that russians fired 5 times at the border areas of the oblast. There were 48 explosions in total. The enemy fired 6 attacks on the territory of the Bilopillia community from an SPG and 7 from a D-30 howitzer; the Yunakivka community was shelled with an AGS – 25 shots; 10 attacks were made on the territory of the Khotin community from an IFV-2.
According to the Sumy RMA, in the morning, the enemy fired mortars at the Khotin community – there were five explosions.
Oleksandr Mylash, director of the Regional Department of Civil Protection, Sumy Oblast has increased its stock of shelters. Over the past week, 14 more shelters were inspected and found ready for their intended use.
According to State Emergency Service of Ukraine, over the past week, bomb squads in the oblast discovered and destroyed 14 explosive items. Dangerous finds were discovered in the Konotop and Shostka districts, including artillery shells, mines and a hand grenade. Since the beginning of the year, a total of 631 cases of explosive devices have been recorded in Sumy oblast.
Since the beginning of the year, more than 250 internally displaced people have been employed in Sumy region. 50 IDPs received vouchers for education.
Chernihiv oblast
According to the State Border Guard Service of Ukraine, russians fired 3 times at the border of Chernihiv oblast. 15 mortar attacks were made on the territory of Semenivka community towards Leonivka, Mykolaivka and Karpovychi.
The Nizhyn City Council reported, the military is conducting planned practical training near Nizhyn.
Viacheslav Chaus, head of the RMA, reported that over the past week, Chernihiv oblast suffered 28 hostile attacks, with almost 270 shells and bombs fired at its territory during this period. Over 70 people left the border areas last week. The process of creating additional places for temporary accommodation of internally displaced persons is ongoing.
Oleksandr Lomako, acting mayor of Chernihiv, reported that Chernihiv will soon have another French twin city – Saint-Denis in the suburbs of Paris. The agreement will be officially signed within a month.

Dnipropetrovsk oblast
At night, the enemy shelled Marhanets community of Nikopol region with artillery. They launched about a dozen shells. There were no casualties.
The enemy launched a missile at Synelnykove region. Critical infrastructure, a cafe, a lyceum, a government office, an administrative building, a pharmacy and 10 residential buildings were damaged. The enemy also shelled Nikopol with a Kamikaze drone and artillery. A 36-year-old resident was injured. He was taken to hospital with shrapnel wounds, where he received all necessary medical assistance. A hotel complex, a veterinary hospital, a car and a power line were damaged.
Vinnytsia oblast
In the meeting of the Congress of Local and Regional Authorities under the President of Ukraine discussed current issues and problems in the territorial communities of Vinnytsia oblast. The main issue was the readiness for the winter period and the algorithm of actions during possible blackouts. They took a number of steps to enhance air defence and protect critical infrastructure.
Kirovohrad oblast

A memorial service was held in the Holy Dormition Cathedral in Poltava for the defenders of Ukraine: Yurii Babanskyi, Artem Artemenko and Oleh Karpov. The last two soldiers were killed in October 2023 in Kharkiv oblast. The other soldier was identified a year and a half after his death in Chernihiv oblast.
Cherkasy oblast

In recent weeks, alarms have been sounding in Mykolaiv oblast 10, sometimes even 15 times a day. Thus, on October 24, as of 14.30, 8 air raids have already been announced in the oblast. On October 22, the sirens sounded 9 times. Vitaliy Kim, Head of the Mykolaiv Regional Military Administration, explained that such an intensity of alarms is due to the increased activity of guided bomb attacks in Kherson oblast and along the Dnipro River. A port operator from Odesa has provided the anti-aircraft gunners with three vehicles for mobile teams. These vehicles, which will be equipped with large-calibre machine guns, will help the defenders destroy enemy checkpoints even more effectively. The 160th Odesa Air Defence Brigade received 3 Ssanyong diesel pick-up trucks in almost exemplary technical condition. Another 3 mobile air defence groups will be ready to meet russian chekers with 12.7 mm machine gun fire, and 3 more sectors on the map of the South will be protected from low-altitude air threats. Volodymyr Litvinov, Head of Beryslav Regional Administration, reported that in the afternoon, on October 24, the russian army dropped four guided aerial bombs on Beryslav. Private businesses and a factory were damaged.
In the morning, the russian army struck Kozatske in Kherson oblast. A 66-year-old local resident suffered a damaged spine and a mine-blast injury. A 63-year-old woman was diagnosed with contusion and soft tissue damage.
Around three in the morning, the russian army shelled Bilozerka, hitting a residential building. Four people from one family were injured. 20 houses, a gas network, cars and outbuildings were damaged.
At midnight, on October 24. the russian army carried out two air strikes on the village of Zmiivka, Beryslav district, Kherson region. An hour later, it shelled Kherson oblast with incendiary ammunition.
Over the past day, the russian military fired 17 times at the territory of the Kherson community. Damage was recorded in Kherson, Antonivka, Naddnipryanske, Sadove, Prydniprovske, Komyshany and Zelenivka.
Natalia Humeniuk, Head of the Joint Coordination Press Centre of the Southern Defence Forces, reported that on October 23, the Ukrainian Armed Forces eliminated 37 russian servicemen in Kherson oblast. Two multiple launch rocket systems, 11 large-calibre guns of various types and two boats of the russian army were destroyed.

Rivne oblast
A forum on Ukrainian-Polish cooperation was held in Rivne with the participation of entrepreneurs from both countries. The key topic is investing in Ukrainian business.
Rivneazot sent a new package of equipment to the military, including: powerful searchlights for illuminating targets in the air; laser installations; portable charging stations; routers for stable and secure Internet access, special stations for the destruction of drones, modern shields, night vision devices, etc.
Rivne received humanitarian aid, it is about school desks, chairs, cupboards and sideboards from the Rozinen initiative organization (the Netherlands).
Ternopil oblast
The RMA held a coordination meeting of partners of the Protection Cluster of the Office of the United Nations High Commissioner for Refugees in Ukraine (UNHCR). The response strategy and expansion of cooperation directions regarding assistance to IDPs in Ternopil oblast were presented.
Ternopil Regional Clinical Psychoneurological Hospital received a tomograph within the framework of joint projects of the Ministry of Health of Ukraine and the World Bank. In total, 24 CTs were purchased as part of the cooperation.
Khmelnytskyi oblast
The RMA reported that for the 3rd day in a row, the enemy is attacking Khmelnytskyi. Air defense works. Currently, there is no information about victims and damage.
Oleksandr Simchyshyn, Mayor of Khmelnytskyi, reported that the city sent Dji Mavic Fly Combo, Autel Evo Max 4T and 3 pieces of Dji Mavic 3T Termal to various units of the defense forces.
Chernivtsi oblast
Chernivtsi received equipment for rescuers, namely, helmets, special overalls and jackets, from Dusseldorf (Germany). Such overalls will reliably protect against extremely high temperatures, thermal radiation, open fire and smoke.
Builders of Bukovyna continue to work in Kherson oblast within the framework of the Side by Side program. Already 24 houses have new windows and roofs. Chernivtsi oblast, within the scope of the project, will restore 112 residential objects in Zarichnyi.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
The EU sent the 9th tranche of aid in the amount of EUR 1,5 billion to Ukraine. According to the current program, financing in the total volume of up to EUR 18 billion is foreseen this year.
The 2nd parliamentary summit of the Crimean Platform will start in Prague. The purpose of the platform is to confirm international support for Ukraine and draw the world’s attention to the situation in Crimea, which was annexed by russia in violation of international law in 2014.
Denys Shmyhal, Prime Minister of Ukraine, announced that the Rheinmetall German concern and Ukrainian Defense Industry have registered a joint venture that will carry out maintenance and repair of equipment supplied to Ukraine. Localization of production of leading models of Rheinmetall AG equipment will also take place at this enterprise.
Olaf Scholz, German Chancellor, announced that the country is preparing a winter package of military aid to Ukraine worth EUR 1,4 billion. Its key task is to create a “protective shield” against rRussian plans to continue attacking critical infrastructure.
Volodymyr Zelenskyy, President of Ukraine, had a phone conversation with Muhammad bin Salman Al Saud, Crown Prince of Saudi Arabia. They discussed the further development of Ukraine’s relations with the Kingdom of Saudi Arabia and the Gulf countries.
Andrii Yermak, Head of the Office of the President, held a phone conversation with Major General Ahmed Husni, Director of the General Directorate of Intelligence of the Hashemite Kingdom of Jordan. They discussed implementation of the Ukrainian Peace Formula and preparations for holding the 3rd meeting of national security advisers and diplomatic advisers of state leaders in Malta in the near future.
Andrii Yermak, Head of the Office of the President, held a phone conversation with Sidney Mufamadi, adviser to the President of the South African Republic on national security. Special attention was focused on the process of implementation of the Ukrainian Peace Formula.
The agricultural ministers of the European Union expressed their readiness to promote the export of Ukrainian grain. Ministers considered new ways of transporting Ukrainian food through Romania, Moldova, as well as the Baltic and Adriatic seas.
Ministers of the countries of the European Union and Central Asia expressed their readiness to promote the strengthening of sanctions against russia and their circumvention. Blocking ways to circumvent russian sanctions and strengthening economic restrictions against the russian federation were discussed during a meeting of foreign ministers of the European Union and the countries of Central Asia in Luxembourg.
Hungary will send 100 ventilators to Ukrainian hospitals. Most of them will be distributed among frontline oblasts.
The Security Service of Ukraine reported that smugglers who wanted to sell Scythian Gold from Ukraine were detained in Spain. As a result of an international special operation, 5 members of a gang who tried to illegally sell Ukrainian artifacts were arrested in Madrid. Among those detained is a representative of the UOC (moscow patriarchate). During the investigation, 11 stolen gold objects of the cultural heritage of Ukraine worth over EUR 60 mln were seized from the perpetrators.
