It has been the 604 th day of the Ukrainian resistance to the russian military aggression.

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

On October 20, there were 77 combat engagements. The enemy launched a total of 5 missile and 33 airstrikes, 32 MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, the russian terrorist attacks have killed and wounded civilians. A school, private houses, apartment buildings and other civilian infrastructure were destroyed or damaged.

The operational situation in eastern and southern Ukraine remains difficult.

Towards Volyn and Polissia, no significant changes. There are no signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.

Towards Siversk and Sloboda, the russian army maintains its military presence in the areas of russia bordering Ukraine. The enemy continues to shell Ukrainian settlements from its territory and increases the density of minefields along the state border of Ukraine. More than 10 settlements came under enemy artillery and mortar fire, including Starykove, (Sumy oblast), Hatyshche, Vovchansk, Ohirtseve, Bolohivka (Kharkiv oblast).

Towards Kupiansk, Ukrainian soldiers repelled around 20 enemy attacks in the vicinities of Synkivka and Ivanivka (Kharkiv oblast), and 3 more attacks near Nadiia (Luhansk oblast). The invaders fired artillery and mortars at around 10x settlements, including Dvorichna, Kucherivka, Synkivka, Ivanivka, and Kyslivka (Kharkiv oblast).

Towards Lyman, the Ukrainian defense forces repelled an enemy attack to the east of Nevske (Luhansk oblast). The enemy launched an airstrike in the vicinity of Bilohorivka (Luhansk oblast). The invaders fired artillery and mortars at around 20 settlements, including Nevske, Makiivka, Bilohorivka (Luhansk oblast), Verkhnokamianske, Spirne, Torske (Donetsk oblast).

Towards Bakhmut, the Ukrainian defenders repelled more than 10 enemy attacks in the vicinities of Bohdanivka, Khromove, and Klishchiivka (Donetsk oblast). The occupiers launched air strikes in the vicinities of Klishchiivka, Niu York and Kurdyumivka (Donetsk oblast). More than 10 settlements came under artillery and mortar fire, including Ivanivske, Klishchiivka, Andriivka, New York (Donetsk oblast).

Towards Avdiivka, the enemy conducted unsuccessful assault operations with air support in the vicinities of Avdiivka, Novokalynove, Stepove, Pervomaiske (Donetsk oblast). The Ukrainian defense forces repelled around 20 enemy attacks in that area. Also, the adversary launched air strikes near Keramik and Lastochkyne (Donetsk oblast). The invaders fired artillery and mortars at more than 15 settlements, including Oleksandropil, Novokalynove, Avdiivka, Sjeverne, Pervomaiske, Nevelske (Donetsk oblast).

Towards Marinka, the enemy conducted unsuccessful assault operations with air support in the vicinities of Marinka and Novomykhailivka (Donetsk oblast). The Ukrainian defense forces repelled more than 15 enemy attacks in that area. Also, the occupiers launched an airstrike near Novomykhailivka (Donetsk oblast). Around 10 settlements, including Krasnohorivka, Marinka, Pobjeda, Novomykhailivka (Donetsk oblast), were under artillery and mortar fire.

Towards Shakhtarske, the Ukrainian defenders repelled enemy attacks near Zolota Nyva, Staromaiorske, Rivnopil (Donetsk oblast). The invaders launched air strikes near Staromaiors’ke and Urozhaine (Donetsk oblast). Around 15 settlements, including Vodiane, Vuhledar, Prechystivka, Zolota Nyva, Urozhaine (Donetsk oblast), came under artillery and mortar fire.

Towards Zaporizhzhia, the enemy conducted unsuccessful assault operations near Poltavka (Zaporizhzhia oblast), and also made attempts to regain lost ground near Robotyne (Zaporizhzhia oblast), to no success. More than 20 settlements, including Huliaipole, Huliaipilske, Charivne, Mala Tokmachka, Robotyne, Piatykhatky (Zaporizhzhia oblast), came under enemy artillery and mortar fire.

Towards Kherson, the occupiers launched airstrikes in the vicinities of Zmiivka, Beryslav, Kozatske and Novoberyslav (Kherson oblast). The settlement of Dudchany (Kherson oblast) and the city of Kherson came under enemy artillery and mortar fire.

The Ukrainian defense forces continue offensive operations towards Melitopol, offensive (assault) operations towards Bakhmut, inflicting losses in manpower and equipment on the occupation forces, and exhausting the enemy along the entire front line.

The Ukrainian Air Force launched 7 airstrikes on buildups of troops, weapons and military equipment, and 4 airstrikes on anti-aircraft missile systems.

Rocket troops hit a command post, an ammunition depot, 3 buildups of troops, weapons and military equipment, and an electronic warfare station of the occupiers.

The website of the Verkhovna Rada informs that a law was signed to increase defense spending by UAH 300 billion. The bill increases spending on the Ministry of Defense, the Ministry of Social Policy, the Ministry of Internal Affairs, the Ministry of Foreign Affairs, the Security Service, the Ministry of Industrial Policy, the State Intelligence Service, the Ministry of Education, the State Service of Ukraine for Foreign Intelligence, the Parole Service, the Ministry of Energy, and the Security Service. 

Taras Melnychuk, the government’s representative in parliament, says that the Cabinet of Ministers cancelled the all-Ukrainian population census scheduled for 2023. The State Statistics Service is instructed to initiate a population census after martial law is lifted in Ukraine.

Recent war events in the east of Ukraine

Kharkiv oblast

Kharkiv State Emergency Service reported that russian invaders shelled the private sector of Vovchansk, injuring two people at 12:15 am. According to the rescuers, two people were injured in the attack. A large fire also broke out and a private yard was destroyed.

The press service of the Regional Prosecutor’s Office said that russia shelled Kucherivka, Kupiansk region, at around 7:30 am. A 39-year-old man sustained a mine-blast injury.

According to Kharkiv Regional Military Administration, the enemy launched a missile attack on Kupiansk-Vuzlovyi, Kupiansk region, around midnight. A ground was hit. The surrounding shops were damaged, there were no casualties.

Yesterday the enemy shelled settlements of Chuhuiv, Izium and Kupiansk regions with artillery, mortars, rocket launchers and other weapons.

As a result of the shelling of Vovchansk, Chuhuiv region, a children’s and youth centre and 4 residential buildings were damaged. Men aged 57 and 69 were injured.

In Pidlyman village, Izium region, an enemy missile hit a private yard. The barn and the roof of the house were damaged.

As a result of the shelling of Pisky-Radkivski village, Izium region, with Uragan MRLs, 2 private buildings and outbuildings were damaged.

In Kharkiv, a 42-year-old man was collecting scrap metal in the city and tripped over an unknown explosive object and was injured. He was hospitalised with a mine-blast injury to his left foot and wounds to his face.

Yesterday pyrotechnics of the State Emergency Service examined more than 12 hectares of territory and defused 95 explosive ordnance.

Oleh Syniehubov, Head of Kharkiv Regional Military Administration, reported that russians increased the number of attacks towards Kupiansk. According to the General Staff, the Armed Forces repelled 30 attacks near Synkivka and Ivanivka yesterday. Russia’s combined units, which include convicts, are attacking despite the weather conditions. The attacks come in waves, and after each attack, the enemy is forced to withdraw for recovery, both for replacement and rotation.

Towards Kupiansk, the Armed Forces of Ukraine repelled 30 enemy attacks near Synkivka and Ivanivka. The invaders are suffering losses and are not advancing.

Volunteers evacuated the last five residents from frontline Synkivka, Kupiansk region, at the end of September. One villager’s wife lost a leg in the shelling. According to the General Staff, russian troops are currently attacking Synkivka and there are no people left in the village.

In Kharkiv oblast, 40K families need free firewood. About UAH 150 million is needed to provide them with it.

Andrii Kanashevych, Head of Kupiansk Regional Military Administration, informed that the region does not plan to supply centralised heating to apartment blocks this winter, only administrative buildings will be heated. According to him, up to 4K residents of apartment buildings in Kivsharivka will spend the winter without centralised heating. Local authorities are preparing to meet the needs of residents with electric heaters, firewood and stoves.

Mykola Zavada, Deputy Director of Production at Kharkivvodopostachannia complex, stated that in Kharkiv, utility companies replaced almost 15 kilometres of water pipes in 2023. Some of them had to be repaired after russian missile attacks, specifically, pipes in Pisochyn had to be replaced. During the full-scale invasion, russian shelling destroyed 1.7 km of the network.

53K out of 110K students in city schools are in Kharkiv. According to Olha Demenko, Head of the City Department of Education, almost 30K children have returned to Kharkiv from evacuation over the past year.

Mayor Ihor Terekhov confirmed that the number of classes in Kharkiv underground school increased from 60 to 65 in the first quarter of the school year. According to him, there are currently 1187 students studying in underground classes. The City Council is planning to start equipping classrooms at one more station.

There are no plans to set up groups for preschool students in Kharkiv underground like in kindergartens. According to Terekhov, despite requests from parents, it is impossible to ensure comfort for children throughout the day underground. He added that the city authorities are considering organising classes in the subway to prepare children for the first grade.

The first mobile safety  classroom was opened for school students in Kharkiv oblast. This is a joint project of the Ministry of Internal Affairs of Ukraine, the State Emergency Service of Ukraine and the National Police of Ukraine, created with the support of the United Nations Children’s Fund (UNICEF) in Ukraine. In the mobile classroom, sappers, firefighters, rescuers, police officers and other specialists will teach children about the key safety rules in peace and war. The classroom has modern equipment for interactive lessons: stands, an LED screen, presentations, game-based learning materials and uniforms for rescuers and police officers. There is also an internet connection, a generator, a bathroom and drinking water sources.

Donetsk oblast

The General Staff said that about 900 russian troops were eliminated and injured towards Avdiivka yesterday. About 50 tanks and more than 100 armoured vehicles were also destroyed or damaged.

Vitalii Barabash, Head of Avdiivka City Military Administration, informed that russian troops launched a new series of attacks and assaults after a conditional ceasefire towards Avdiivka. They are using a lot of equipment and keep trying to surround the city, where more than 1,600 civilians remain.

According to the CMA, from 12:05 to 12:09 pm, russian soldiers launched four attacks on Kostiantynivka using S-300 air defence systems.The shelling damaged six apartment buildings and a school building. Preliminary, there were no casualties.

According to Donetsk Regional Military Administration, 1 person was injured in Ocheretyne towards Donetsk. In Kurakhove community, 3 buildings in Hanivka were damaged and Uspenivka shelled. Ivanivka of Hrodivka community was attacked, there were no casualties. Four streets in Krasnohorivka of Marinka community were hit. Avdiivka suffered a missile attack and massive shelling.

Towards Horlivka, russians launched 4 missiles at Kostiantynivka, damaging 6 apartment buildings and an educational institution. In Chasiv Yar community, 3 buildings were damaged and 1 person injured.

Towards Lysychansk, Lyman community was shelled 5 times.

DTEK reported that since the beginning of the year, power engineers have repaired more than a thousand power facilities, restored 1,900 km of power lines in Donetsk oblast and more than 1.8 million families have electricity supply in their homes.

Luhansk oblast

According to Luhansk Regional Military Administration, russian troops are intensifying their advance near Nadiia and near Makiivka. They are deploying a large number of armoured vehicles and personnel. Ukrainian troops repelled 12 enemy attacks towards Nadiia and did not sacrifice their positions in Makiivka. The enemy is continuously shelling Bilohorivka, launching air, artillery and mortar attacks on the positions of the Defence Forces.

In the so-called “lpr” and other occupied regions, teenagers will be trained for war in specific specialities, which the invaders lack. Educational institutions will assign specialisations for which they will organise training. At the first stage, russians plan to involve about four thousand young men aged 14 to 17.

In addition, russians are increasing control over young people. School teachers were ordered to control children’s information activity and involve them in propaganda movements.

What is happening now in the north of Ukraine

Kyiv oblast

According to Kyiv RMA, Kyiv oblast has rebuilt more than 13K facilities destroyed or damaged as a result of russian aggression. More than 28K buildings were destroyed or damaged in the oblast, including almost 4,500 private and multi-storey buildings.

Kyiv RMA reported that the UN Refugee Agency has helped to repair more than 2,200 private houses in Kyiv oblast. As of September 2023, UNHCR has provided emergency shelter kits to 8,865 people. The agency installed 71 modular houses provided by the Danish government and 99 modular houses from Ukrainian manufacturer QHome on the land of families whose homes were completely destroyed by the fighting. More than 6,500 people were able to return home.

52 families who lost their homes due to the war received keys to apartments in Sofiivska Borshchahivka district of Kyiv. The first residents moved into the apartment complex purchased by American philanthropists for the war victims. These are 139 people from Donetsk, Luhansk, Kherson and other regions most affected by russia’s aggression. The housing is provided free of charge for 5 years.

According to Kyiv Regional Prosecutor’s Office, the Security Service of Ukraine has completed an investigation into the former head of Kyiv Pechersk Lavra, Metropolitan Pavlo of the Ukrainian Orthodox Church-moscow Patriarchate. He is accused of justifying russia’s armed aggression and violating the equality of citizens based on religious beliefs. The indictment has been sent to court.

Explosives continue to be found in Kyiv oblast. One of the shells was found in Irpin – it was stuck in a tree. It was found by employees of a public utility company.

Kyiv RMA reported that by the end of the year, 13 hospitals in Kyiv oblast will provide free inpatient rehabilitation care. Currently, military and civilians can receive free inpatient rehabilitation in 3 hospitals in the oblast.

Ruslan Kravchenko, Head of Kyiv RMA, reported that the Miyamoto International company will help Kyiv oblast build a modern waste management system. This was discussed at a meeting with Hideki “Kit” Miyamoto, CEO of Miyamoto International. The company has expertise in humanitarian recovery after natural disasters, military conflicts and catastrophes.

According to Kyiv RMA, in Irpin, displaced children joined a charity bread baking event for the Ukrainian Armed Forces. The event was held as part of the Evenings of Unbreakability project at the Vytach craft bakery.

Zhytomyr oblast

According to Zhytomyr RMA, in Zhytomyr oblast, 704 Invincibility Centres have been set up. 358 are stationary; 56 are at the Main Department of the State Emergency Service of Ukraine; 5 are at the Main Department of the National Police of Ukraine; 282 belong to responsible businesses; 3 are at railway stations in Zhytomyr, Korosten and Berdychiv.

As of October 13, 20 IDP families in Zhytomyr received housing from the fund of premises for IDPs’ temporary residence. In total, 298 families and single citizens are in need of housing, which is 757 IDPs.

In Zhytomyr, war veterans and active servicemen competed for the Regional Archery Cup. Yurii Panasiuk, head of the Regional Centre for Physical Culture and Sports for People with Disabilities, believes that this is a good way to rehabilitate servicemen. Paralympians also joined the competition.

Sumy oblast

According to the Sumy RMA, russians fired 24 times at the border areas and settlements of Sumy oblast. There were 188 attacks with artillery, mortars, multiple rocket launchers, grenade launchers and explosive devices dropped from UAVs. Yunakivka, Bilopillia, Krasnopillia, Khotin, Velyka Pysarivka, Shalyhine, Hlukhiv, Seredyno-Buda communities were shelled. The night in Sumy oblast passed without any attacks.

On October 19, a civilian was injured as a result of hostile artillery shelling of Krasnopillia community. There were 37 mortar and 19 artillery strikes, as well as the dropping of explosive devices of the VOG type from a UAV (6 strikes).

Serhii Naiev, Head of the North Operational Command, reported that the situation within the Northern Operational Zone remains stable and under control. However, the threat of the enemy using sabotage and reconnaissance groups on the state border of Chernihiv and Sumy oblasts remains. In the border areas, fortifications are being prepared and improved, troops rearmed, and the system of mine and non-explosive barriers built up.

According to the State Emergency Service of Ukraine, on October 19, pyrotechnic units discovered and destroyed 3 explosive devices. An artillery shell and two mortar shells were found in Shostka and Konotop regions.

Serhii Kirkach, the village head, said that Svesa community received two generators from the Ukrainian Red Cross Society. The equipment will help ensure water supply to the village during long power outages.

Despite the war, Sumy oblast foresters continue to implement the Green Country forest restoration programme. Nearly 2,500 pine and oak seedlings have been planted in the Lebedyn branch.

Chernihiv oblast

According to the State Border Guard Service, russians shelled the border of Chernihiv oblast 4 times. There were 37 explosions. The following areas were shelled: Novhorod-Siverskyi community – 20 mortar attacks towards Hremiach; Semenivka community – 2 mortar attacks towards Kostobobriv; Snovsk community – 15 mortar attacks towards Kliusy.

According to the State Border Guard Service, in Chernihiv Oblast, more than 4,000 hectares of territory remain uncleared of mines (not including the 20-kilometre border zone, where no demining is carried out). The process of demining the region can take about 10 years. More than 40,000 hectares of territory have already been surveyed.

According to the Department of Urban Development and Architecture, 2,700 applications for damaged housing were submitted by residents of Chernihiv oblast under the eRestoration programme. 946 applications were granted – the residents were paid a total of about UAH 100 million. Nine people have received compensation for destroyed property in the region so far.

Oleksandr Lomako, acting mayor of Chernihiv, reported that the municipality of Riga has decided to transfer 10 Solaris Urbino 12 buses to Chernihiv. The buses will be handed over to the Chernihiv Trolleybus Management utility company, which should improve the quality of its passenger services. 

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council, informed that in the afternoon, the enemy attacked Nikopol with artillery. The shelling damaged a private building.

Mykola Lukashuk, Head of the Regional Council, says that 5 tonnes of humanitarian aid were delivered to Mechnykov Hospital. High-quality German equipment, a modern operating table, cardiac monitors, oxygen cylinders, sets of vacuum assisted closure systems for wound treatment, a laryngoscope, infusion pumps, and consumables were provided to the doctors.

Vinnytsia oblast

According to the Main Directorate of the State Emergency Service of Ukraine in Vinnytsia oblast, a safety classroom was opened in a Vinnytsia gymnasium to provide lyceum students with basic life safety rules. The safety classroom meets all the recommendations and is equipped with interactive learning spaces and interesting locations.

Kirovohrad oblast

The Foundation for Assistance to the Defenders of Ukraine, an NGO aimed to help the Defence Forces of Ukraine and solve social issues, opened an official representative office in Kropyvnytskyi. The main areas of the foundation’s activity include assistance to the Armed Forces of Ukraine, children and internally displaced persons.

Poltava oblast

Filip Pronin, Head of Poltava Regional Military Administration, reported that more than 100 residents of Pravdyne and Chkalove in Kherson oblast live in their restored homes. Construction teams have completed repairs in 65 houses in these villages. They replaced roofs, windows and doors. Work continues in 124 more houses.

Cherkasy oblast

In Cherkasy, the families of fallen soldiers received the Defender of Ukraine – Hero of Cherkasy honourary award. 

Ihor Taburets, Head of Cherkasy Regional Military Administration, said that a rehabilitation centre for military and civilians injured during the war was opened in one of the communities of Cherkasy oblast. 

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Yesterday, the russian military carried out 122 strikes in 22 settlements in Zaporizhia oblast. Out of these, 110 artillery shelling attacks targeted the territories of Huliaipole, Novoandriivka, Malynivka, Bilohiria, Mala Tokmachka, Preobrazhenka, Levadne, Kamianske, Stepove, Piatykhatky, and other frontline cities and villages. The enemy launched 3 air-to-surface missiles at Orikhiv, shelled Mala Tokmachka with MLRS, and also attacked Zorivka, Novodarivka, Shevchenka, Chervone, Robotyne, Mali Shcherbaky, and Lobkove with 8 drones. There were 33 reports of damage to residential buildings and infrastructure. Fortunately, no civilians were harmed.

On October 17, several russian helicopters and air defense systems were likely targeted at Berdiansk and Luhansk airports. Although the extent of the damage is not currently confirmed, it is probable that nine russian military helicopters were destroyed in Berdiansk and five in Luhansk. This information is reported by the Ministry of Defence of the United Kingdom, citing British intelligence. The loss of this equipment will compel russia to relocate its operational bases and command hubs further from the front lines, increasing the strain on logistical chains and creating additional pressure on russian pilots and aircraft.

On the night of October 20, a series of explosions occurred in the temporarily occupied city of Melitopol. Members of the resistance movement blew up a russian vehicle. According to the mayor of Melitopol, Ivan Fedorov, russians regularly tracked and looted vacant apartments in the city. During the latest nightly operation in the area of Aviamistechko, an explosion occurred at the moment when the stolen goods were being loaded into a vehicle.

Mykolaiv oblast

Mykolaiv RMA reports that on October 19 and the night of October 20, russian military forces shelled the city of Ochakiv and Ochakiv community’s waters with artillery. There have been no reported casualties or injuries.

Today, on October 20, President of Ukraine Volodymyr Zelenskyi visited Mykolaiv oblast, namely a military hospital where Ukrainian defenders are undergoing treatment. He also attended a meeting where security and the provision of essential services in the region were discussed with all relevant authorities.

Children aged 4 to 16 can participate in paid educational and sports sections for free in Mykolaiv. Registration for monthly sessions can be done at the office of the charitable organization Operation Aid. The volunteer mission of the organization began on October 1, 2023. This charitable project is designed for the children of servicemen, families whose homes have been affected by the war, children from large families, orphans, and those being raised by a single mother or father.

Odesa oblast

The press service of Odesa City Council informs that Odesa has sent two more vehicles to the front lines, a pickup truck and a high-mobility medical assistance vehicle, which the city received from its German sister city, Regensburg. Vehicles of this class and configuration cannot be purchased on the Ukrainian market. One of the vehicles is equipped with high-quality medical equipment and uninterrupted communication and will be used for evacuating the wounded. The pickup truck is equipped with anti-accident bumpers and a winch, and it has been handed over to a search and rescue brigade responsible for retrieving the bodies of the deceased from the battlefield. 

The Romanian publication HotNews informs that a new multifunctional anti-drone system, which is the most powerful in Europe, is going to be installed on the border between Romania and Ukraine. Government-to-government agreements of several countries will be concluded shortly with the consent of NATO. Prime Minister Marcel Ciolacu announced in Kyiv on Wednesday that Romania and Ukraine will have a “new approach” to prevent russian attacks on Ukraine’s strategic infrastructure along the border with Romania. 

Kherson oblast

The occupiers once again shelled Zolota Balta. There were three shelling attacks. Roofs and windows of private houses were damaged.

In the morning, the occupiers launched an airstrike firing 4 guided missiles towards Beryslav. An 80-year-old woman suffered severe injuries in her own house and succumbed to her injuries. Additionally, two guided missile attacks targeted Novoberyslav. The extent of the destruction there is being clarified.

Yesterday, the enemy carried out 97 shelling attacks, firing 461 projectiles from mortars, artillery, Grad MLRS, AGS, tanks, aircraft, and UAVs. The enemy launched 10 guided bombs at Beryslav. As a result of the explosions in the city, over 20 residential buildings, an administrative building, a school, and two police service vehicles were damaged. Vesele in  Kakhovka region was also under aerial bombardment. The enemy conducted airstrikes in Tokarivka and Novotiahynka, part of Dariivka community. Several cultural buildings and 20 private houses were damaged in the village. 10 buildings were damaged in Tokarivka, with shattered windows, doors, and pierced roofs. In the evening, the russian military shelled Stanislav. The enemy fired 36 shells at the city of Kherson. Residential areas with high-rise buildings and the territory of a factory were under attack in the Korabelny district. Private houses were burning in the Naftohavan neighborhood. Enemy shells damaged the library, sports complex, buildings in the port area in the coastal zone of the central part of the city, and there were fires on the factory premises. 7 people were injured. The police opened 18 criminal cases regarding war crimes committed by russian military in Kherson oblast.

On October 20, during a working trip to Kherson, Volodymyr Zelenskyy visited one of the units of Kherson Border Guard. He held a briefing with the border guards and congratulated the servicemen on the 20th anniversary of the establishment of the Intelligence Department of the State Border Guard Service of Ukraine.

A mobile library has started operating in Oleksandrivka. Due to enemy shelling, only 15 residential buildings in the village survived, and the social infrastructure was completely destroyed. Residents of Osokorivka received repair kits to restore their homes. Thanks to the NGO A Person in Need, local residents received 345 repair kits, including 160 rolls of waterproofing, 160 cans of foam, 720 OSB sheets, 3200 slats, and 2K boards.

The State Emergency Service of Ukraine in Kherson oblast received equipment for a mobile safety classroom from the International Committee of the Red Cross in Ukraine. The mobile classroom will provide interactive classes, training, and seminars in various parts of the region.

Artworks stolen by russia from the Kherson Art Museum have become the theme of fashionable scarves. A Ukrainian brand has released a charitable collection called “Stolen Art” to draw attention to the crimes committed by russia in the field of culture. The collection features images of artworks stolen in 2022 from museums in Kherson and Mariupol (including the famous “Red Sunset” by Kuindzhi), as well as images of frescoes from the house of Polina Raiko, one of the destroyed buildings following the flooding caused by the explosion of the Kakhovka Hydroelectric Power Station.

Volyn oblast

The social photo project Eyes – the Mirror of the Soul was presented in Lutsk. Its key goal is to draw public attention to the problems of IDPs and promote their socialization in the host communities. Roman Dombrovskyi, photographer from Volyn, photographed about 300 people in shelters for IDPs. The project is implemented with the support of UNHCR Ukraine – the UN Refugee Agency in Ukraine.

Zakarpattia oblast

Zakarpattia RMA and the Centre of Public Monitoring and Research NGO signed a Memorandum of Cooperation to contribute to the implementation of measures to improve efficiency and control during public procurement and prevent corruption and abuse.

A message was received about the mining of the railway station in Uzhhorod. Police, rescuers and the bomb squad are currently on the scene.

Lviv oblast

The RMA reported that the Festival of Croatia has started in Lviv, during which topical issues of assistance to Ukraine will be discussed.

The RMA held a meeting with Anita Dzamich, Extraordinary and Plenipotentiary Ambassador of Croatia to Ukraine, Vitalii Zapuhliak, Honorary Consul of Croatia in Ivano-Frankivsk, and Maryn Lerga, Project Manager of the White Croatia Society in Lviv.

The RMA held a meeting with the delegation of the K-water Korean company. They discussed the creation of industrial parks and sustainable management of water resources in Lviv oblast.

Ukrainian servicemen will soon receive 4 cars from residents of Zhovtanetsk community. Of them, 2 cars will serve near Kupiansk, one – in Zaporizhzhya, and one more will be sent to the West Air Command.

The TeSameShow team sent a drone for the 103rd separate brigade of the Territorial Defense Forces of the Armed Forces of Ukraine. Funds for the purchase of the quadcopter were collected from the sale of tickets from recent concerts.

Lviv maxillofacial surgeons and ophthalmologists, together with a team from the USA, conducted consultations with young patients. For them, surgeons pre-selected 50 children under the age of 18 who have extremely complex facial defects and who could not be helped in Ukraine before. This is the 5th visit of American colleagues to Lviv.

Military servicemen from Veliko Mostov community were posthumously awarded with 3th degree For Courage orders. In the RMA, awards were presented to the relatives of the Heroes.

Rivne oblast

The RMA held a meeting with the military forces of the territorial defense of the Armed Forces of Latvia headed by Colonel Kaspars Pudans. Possible areas of cooperation and support of military units were discussed.

Rivne border guards received a modern drone that can withstand adverse weather conditions and temperatures in the range from -20° to 50° C and is equipped with various cameras, thanks to the Warmian-Masurian Voivodeship of Poland. With the beginning of the full-scale invasion, the Polish region sent over one humanitarian cargo to Rivne. About UAH 4,5 mln was allocated from the budget of the voivodeship to support Ukraine.

Rivne received a Mercedes garbage truck from Essen (Germany).

2 Safety Classrooms were opened in Horbakiv and Koretsky lyceums. Classrooms are divided into several interactive spaces. They are equipped with multimedia equipment, stands, dummies, informational materials and inventory for practical classes.

Ternopil oblast

Representatives of Ternopil RMA signed a Memorandum of Cooperation with Khorostkiv City Council. The parties intend to cooperate in the field of digital transformation and establish partnership relations regarding the creation and support of activities of the Center for Digital Accessibility in Khorosk Community.

Ternopil Regional Children’s Hospital, medical workers and benefactors sent a 99th ambulance, for providing emergency medical aid and transporting wounded soldiers to medical facilities, medicines, personal first-aid kits and camouflage nets to the front line thanks to .

Ternopil City Council held a meeting with the mothers and wives of the fallen Heroes. They discussed arranging one of the burials at the Pantheon of Heroes of Ternopil.

Khmelnytskyi oblast

IAEA experts continue to monitor Ukraine’s nuclear power plants and Khmelnytskyi nuclear power plant in particular. On October 19, another rotation of the permanent mission of the International Atomic Energy Agency took place. During the meeting, preliminary conclusions of experts and recommendations regarding the work of the 14th rotation of the mission were discussed. Experts of the 13th rotation, observing the station-wide emergency training at NPP, noted the “incredible coordination of personnel actions and readiness for possible off-project accidents, response to them and elimination of possible consequences.” Another IAEA mission will work at the NPP for the next three weeks, performing tasks related to nuclear safety and security.

Chernivtsi oblast

The RMA presented an award to the sister of the fallen Hero. National Guardsman Oleksandr Belchenko was posthumously awarded with the the 2nd degree For Courage Order of by the decree of the President of Ukraine for personal courage and selfless actions shown in the defense of the state sovereignty and territorial integrity of Ukraine, loyalty to the military oath. His family is from Zaporizhzhia oblast. His sister Yuliia and her family moved to Hlybock community in Bukovyna due to military operations.

Germany provided a new aid package to Ukraine, which includes 3 Gepard anti-aircraft installations, 20 RQ-35 Heidrun unmanned reconnaissance systems, 20 Vector light reconnaissance UAVs, a Biber bridge-builder, 3 HX81 tractors and 3 semi-trailers, 13 border guard vehicles, and 3 872 DM125 artillery smoke shells.

Lloyd Austin, US Defense Minister, stated that Croatia sent all its Mi-8 helicopters to Ukraine.

The first round of negotiations with the French Republic on the conclusion of a bilateral agreement on security guarantees, as provided for in the Joint Declaration on Support for Ukraine, has begun. France became the fifth G7 country, after the USA, Great Britain, Canada and Japan, with which Ukraine started relevant bilateral negotiations.

The European Union extended the regime of temporary protection for refugees from Ukraine until March 2025. Currently, 4,1 mln Ukrainian refugees are registered in the EU.

Malta accepted the request of the Office of the President of Ukraine to hold a meeting. The event is scheduled for October 28 and 29. Details on who will participate in the meeting have not been released.
