russia continues to integrate the temporarily occupied areas of Luhansk Oblast into its own economic system while appropriating Ukrainian industrial assets. Companies from Rostov Oblast and the Moscow region have occupied the production facilities of the Lugamash Plant (formerly Luhanskteplovoz), where the occupation administration is establishing a so-called industrial park. The seized enterprise is being prepared for inclusion in Russia’s national register of industrial parks. russian companies have already launched the production of construction materials, metal structures, and other industrial goods on the site.
The temporarily occupied part of Luhansk Oblast continues to experience a systemic water supply crisis. Following another series of power outages affecting pumping stations, several settlements have been left without running water, forcing authorities to transport water over long distances. Occupation administrations acknowledge that they lack the resources to resolve the crisis and have postponed key infrastructure projects until at least 2027, including the launch of an additional pumping station in the Kreminna area. The ongoing situation highlights the occupation authorities’ inability to ensure the stable operation of the region’s critical infrastructure.
