It has been the 638th day of the Ukrainian resistance to the russian military aggression.

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

On November 23, there were 52 combat clashes. The enemy launched a total of 38 air strikes, 32 MLRS attacks at the positions of Ukrainian troops and various settlements. Russian terrorist attacks have unfortunately resulted in deaths and injuries among civilians. Private residential buildings as well as other civilian infrastructure were destroyed and damaged.

The operational situation in eastern and southern Ukraine remains difficult.

Towards Volyn and Polissia, there are no significant changes. No signs of formation of an offensive group are observed. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.

Towards Siversk and Sloboda, the russian army maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. The invaders launched air strikes in the vicinities of Kostobobriv (Chernihiv oblast), Oleksandriya (Sumy oblast). Around 20x settlements came under enemy artillery and mortar fire, including Khrinivka (Chernihiv oblast), Basivka, Stepok, Mezenivka, Turia (Sumy oblast), Hraniv, Bochkove, and Vovchansk (Kharkiv oblast).

Towards Kupiansk, the enemy conducted assault operations with air support in the vicinity of Syn’kivka, (Kharkiv oblast), where Ukrainian defenders repelled 2 attacks. The occupiers launched air strikes near Kupiansk, Kurylivka, Ivanivka (Kharkiv oblast), and Stelmakhivka (Luhansk oblast). The invaders fired artillery and mortars at the settlements of Dvorichna, Synkivka, Petropavlivka, Ivanivka, and Berestove (Kharkiv oblast).

Towards Lyman, the adversary did not conduct any offensives. The invaders launched air strikes in the area of Serebrianka forestry (Luhansk oblast) and Spirne (Donetsk oblast). The occupiers fired artillery and mortars at around 15 settlements, including Nevs’ke, Bilohorivka (Luhansk oblast), Torske, Verkhnekamianske, Spirne, and Rozdolivka (Donetsk oblast).

Towards Bakhmut, the invaders made unsuccessful assaults near Klishchiivka and Andriivka (Donetsk oblast), where Ukrainian defenders repelled 10 attacks. The adversary launched air strikes in the vicinities of Chasiv Yar, Bohdanivka, Klishchiivka, and Toretsk (Donetsk oblast). More than 10 settlements, including Chasiv Yar, Bohdanivka, Ivanivske, Klishchiivka, and Niu York (Donetsk oblast), came under artillery and mortar fire.

Towards Avdiivka, the enemy conducted unsuccessful assault operations with air support east of Novokalynove, Pervomaiske and Avdiivka (Donetsk oblast), where the Ukrainian Defense Forces repelled 18 attacks. The invaders launched 6x air strikes near Avdiivka. The enemy fired artillery and mortars at around 20 settlements, including Berdychi, Stepove, Avdiivka, Pervomaiske, and Nevelske (Donetsk oblast).

Towards Marinka, the adversary made failed assaults with air support in the vicinities of Marinka and Novomykhailivka (Donetsk oblast), where Ukrainian defenders repelled 11 attacks. Around 10 settlements, including Krasnohorivka, Heorhiivka, Mar’inka, Novomykhailivka, and Pobieda (Donetsk oblast) were under artillery and mortar fire.

Towards Shakhtarske, the adversary conducted no assaults. The enemy launched air strikes near the settlements of Vodyane and Urozhaine (Donetsk oblast). Around 10 settlements, including Vuhledar, Prechystivka, Zolota Nyva, and Urozhaine (Donetsk oblast), came under artillery and mortar fire.

Towards Zaporizhzhia, the enemy did not conduct any offensives. More than 15 settlements, including Huliaipole, Orikhiv, Mala Tokmachka, Robotyne, and Kamianske (Zaporizhzhia oblast), came under artillery and mortar fire.

Towards Kherson, the settlement of Antonivka (Kherson oblast), the city of Kherson, as well as the settlement of Dmytrivka and the city of Ochakiv (Mykolaiv oblast) suffered from enemy artillery shelling.

At the same time, the Ukrainian Defense Forces continue their offensive operation towards Melitopol and offensive (assault) operations towards Bakhmut, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.

Ukrainian Defense Forces continue to hold their ground on the left bank of the Dnipro River (Kherson oblast) and continue to inflict fire on the enemy.

The Ukrainian Air Force launched 11 strikes on buildups of troops, weapons and military equipment of the occupiers.

The Ukrainian rocket troops hit 3 buildups of troops, weapons and military equipment, 1 command post, 1 air defense system, 4 artillery systems of the russian invaders.

The Ministry of Defense of Ukraine reports that the supply of new weapons to the army has been accelerated. The delivery process is expected to be reduced to 20 days. 

President of Ukraine Volodymyr Zelenskyy enacted the decision of the National Security and Defense Council to impose economic sanctions against a number of russians and russian companies. 

Deputy Prime Minister of Digital Transformation Mykhailo Fedorov reports that more than 20 million Ukrainians use the Diia public services portal. The Ministry of Digital Transformation is currently working on a number of new services through Diia. These include eRestoration, eNotary, educational documents, eBooking, eMarriage, eEntrepreneur, car re-registration, and Diia Office.

Recent war events in the east of Ukraine

Based on the information provided by the National Resistance Centre, russian invaders are raiding schools and threatening children for “disrespecting” russian symbols and “unacceptable posts” on social media. Despite this, there is a high demand for Ukrainian language learning in the temporarily occupied territories and school principals have been ordered to persuade parents to withdraw their applications for learning Ukrainian language.

Kharkiv oblast

Syniehubov, Head of Kharkiv Regional Military Administration, reported that towards Kupiansk, a new gathering of russian equipment has been spotted as russia is forced to replenish its stocks as it suffers losses. Also russians are intensifying their attacks but there were no losses of territory as a result of 12 attacks yesterday.

At least 18 settlements were under artillery and mortar attacks: Kozacha Lopan, Hraniv, Starytsia, Pletenivka, Zemlianky, Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestove and others. Air strikes were launched on Synkivka, Podoly, Kupiansk-Vuzlovyi, and Stepova Novoselivka.

The enemy conducted assault operations near Synkivka, the north-east of Petropavlivka and Ivanivka, where the Armed Forces of Ukraine were repelled 12 times.

The enemy repeatedly attacked Vovchansk, where a fire broke out in a utility company and a private building was damaged.

As a result of a russian shell hit to the sewage system station in Vovchansk border town, two large generators, that were supposed to provide power in case of outages, were destroyed. The shelling did not affect the operation of the plant but there is damage. This is not the first time that russia has targeted this critical infrastructure facility.

Residential buildings in Kupiansk and Kupiansk-Vuzlovyi were damaged as a result of shelling.

A 61-year-old civilian man was injured as a result of shelling of Shyikivka, Izium region, at 4 pm. He was hospitalised with explosive injury and shrapnel wounds.

Over the day pyrotechnics of the State Emergency Service examined more than 4.8 hectares of territory and defused 41 explosive ordnance.

In Kupiansk region, as part of the forced evacuation four families with children, who have left their places of permanent residence but are located within the settlements from which minors must be evacuated, remain to be evacuated. The RMA is considering expanding the list of settlements in Kupiansk region from which people should be moved to safer areas.

100% of the boiler houses in Kharkiv oblast, that were planned to be switched on this heating season, are operating. Heat is supplied to 7,500 homes.

Mobile operators are preparing to provide residents with communication in case of possible blackouts and prolonged power cuts. The region has prepared 933 Invincibility Centres.

Ihor Moroz, City Head, stated that in the second quarter, the number of students in the underground school increased by 472 children and now 1860 students are studying in the underground classrooms.

A new warning system is being installed in Blyzniukivka region to cover 70% of the community, with more than 12,000 people hearing the sirens.  

Donetsk oblast

The press service of Donetsk police informed that Avdiivka, Toretsk, Chasiv Yar cities, Ocheretyne, Pivnichne, Maiorske settlements, Berdychi, Novoselivka Persha and Novoukrainka villages were under attack. Two people were killed in Chasiv Yar and Pivnichne, one person was injured. 15 civilian objects were damaged: 9 residential buildings, a factory, a boiler house, a telecommunications station, a cafe and a power line.

According to Donetsk Regional Military Administration, towards Donetsk, Berdychi of Ocheretyne community was shelled. Avdiivka suffered 6 hostile attacks but one person was injured. 6 apartment buildings, a factory and critical infrastructure were damaged. Commander Oleksandr Tarnavskyi said that russian invaders started the third wave of active assaults towards Avdiivka. Referring to Vitalii Barabash, Head of the City Military Administration, the city is being attacked from different directions, transferring forces from one to another. So far, the defenders recorded twice of russians using RBK-500 cluster bombs.

Towards Horlivka, 1 person was killed, a shop and a house were damaged in Pivnichnyi Toretsk community. 5 buildings and an infrastructure facility were damaged in Toretsk. In Chasiv Yar community, 1 person was killed, 7 private buildings and an industrial building damaged.

Towards Lysychansk, a building in Zvanivka was destroyed and an infrastructure facility in Siversk damaged. Torske of Lyman community was shelled 5 times.

The White Angel police crew evacuated two lonely women, aged 84 and 88, from the shelling zone. Both of them find it difficult to take care of themselves without assistance, so they agreed to be evacuated.

Luhansk oblast

According to Luhansk Regional Military Administration, russians use aviation whenever possible, as long as they have air superiority. This time, they attacked Serebrianka forest and Bilohorivka, trying to hit the positions of the Defence Forces. The enemy attacked mainly Nevske and Bilohorivka with artillery systems and mortar launchers yesterday. Nevertheless, weekly aid, which is 500 loaves of bread, was delivered to the de-occupied settlements of Krasnorichensk community and distributed to the population.

The occupation authorities in Lysychansk are in no hurry to restore city communications. At first, those hired to work for the utility companies were promised money, then for the opportunity to receive humanitarian aid, and now for free.

Skhidvuhillia enterprises in the so-called “lpr” are on the verge of closure. One of the most modern underground mines in Khrustalne is being cut for metal. It all started with the forced mobilisation of miners. Every month, the number of people working at the underground mines was decreasing. There are no longer enough people to form a full shift. When russians inspected everything, they also discovered equipment that had not been repaired or replaced in the last decade. That’s why they decided to preserve it so as not to invest money. A year ago, the invaders preserved almost all the mines in the territories they occupied in 2014.

What is happening now in the north of Ukraine

Kyiv oblast

According to Kyiv Regional Prosecutor’s Office, during the temporary occupation of Kyiv oblast, 1,139 people were subjected to torture, ill-treatment and bodily harm by the russian military. Since the beginning of the full-scale invasion, prosecutors in the oblast have investigated 12,456 criminal offences classified as war crimes.

Ruslan Kravchenko, Head of Kyiv RMA, reported that the second stage of the Lastivka modular settlement was put into operation in Irpin. It is designed for 640 residents – internally displaced persons and residents of Irpin community who lost their homes as a result of russian aggression. The town has 20 two-storey modular houses with eight apartments each. It was built with the support of the Polish government.

According to Kyiv RMA, in Hostomel, it is planned to inspect the restoration of three residential buildings that are being rebuilt with UNITED24 funds. All reconstruction processes are under constant control. The commission inspected 23 facilities being rebuilt at the expense of the Armed Aggression Relief Fund and 3 facilities at the expense of UNITED24.

Kyiv RMA reported that in Kyiv oblast, 6 territorial communities have joined the introduction of the veteran’s assistant institute. Under the Veteran’s Assistant pilot project, veterans are supposed to be accompanied by a mentor who works on a peer-to-peer basis during the transition from military service to civilian life.

Vitalii Klychko, Mayor of Kyiv, reported that the Kyiv City Council will allocate UAH 500 million as a direct subvention to the General Staff of the Armed Forces of Ukraine under the Kyiv Defender programme. An additional UAH 300 million will be allocated from the reserve fund to Kyiv military units that have applied for assistance. 

According to the Ministry of Culture and Information Policy, Kyiv hosted a pre-premiere presentation of the documentary about the beginning of the full-scale invasion, “The Long Day”. The film chronicles the first months of the full-scale war. It was created by 12,000 Ukrainians who filmed russian crimes on their phones.

The works of the English street artist Banksy will be placed in a virtual gallery. The NUART project team conducted photometry and scanning of Banksy’s artworks in Kyiv, Irpin, and Borodianka. Now the project website is being finalised and the 3D digital versions are being placed in a virtual gallery that will be available to the public.

Zhytomyr oblast

Tymur Tkachenko, Deputy Minister for Strategic Industries of Ukraine, paid a working visit to Zhytomyr oblast. During the visit, he checked the operation of the modular storage facilities and the progress of construction of a new shelter in Zhytomyr.

Vitalii Bunechko, Head of Zhytomyr RMA, visited one of the newly created air defence units in the oblast. At the moment, the unit is being provided with equipment and supplies at the expense of funds allocated by the communities and the regional military administration.

On November 22, a final conference on the results of the Capable Community for Business project was held in Zhytomyr. The project is being implemented under the EU4Business: SME Competitiveness and Internationalisation programme, funded by the European Union and the Government of Germany. The project is being implemented in 4 communities in Zhytomyr Oblast – Radomyshl, Malyn, Korostyshiv and Brusyliv.

Sumy oblast

According to Sumy RMA, russians carried out 6 mortar attacks. There were 17 explosions. Seredyna-Buda, Svesa, Yunakivka, Krasnopillia and Shalyhine communities were shelled. 

Yesterday, the russian military fired 17 times at the border of Sumy oblast – 54 attacks with mortars, artillery and MLRS. Krasnopillia, Yunakivka, Velyka Pysarivka, Bilopillia, Nova Sloboda, Putyvl, Hlukhiv, Shalyhine, Znob-Novhorodske, Esman, Seredyna-Buda communities were under enemy fire.

According to the Main Department of the National Police of Sumy oblast, an apartment building in Seredyna-Buda was damaged by russian shelling on November 22. 

Volodymyr Artiukh, Head of the RMA, reported that over six months, UAH 2.6 billion has been allocated to Sumy oblast for security, defence and support of the Armed Forces of Ukraine. During this period, a number of important tasks have been completed to improve the combat potential of the region, increase the number and capacity of defence structures, and strengthen readiness for possible and probable enemy actions in the oblast.

Sumy oblast received 44 sets of Tesla Powerwall 2.0 integrated energy storage systems. They were handed over to state and municipal healthcare facilities, structural units of the State Emergency Service, schools, kindergartens and other critical and social infrastructure institutions. The assistance was provided thanks to the National Research Institute of Warsaw, the Polish government, the American charity Direct Relief, Tesla, and the Yevhen Pyvovarov Charitable Foundation.

Chernihiv oblast

According to the State Border Guard Service of Ukraine, the Russian military fired 4 times at the border of Chernihiv oblast. There were 46 explosions. Three communities in the oblast were shelled: Novhorod-Siverskyi – 3 FPV drone strikes, Semenivka – 23 mortar strikes, Snovsk – 20 mortar strikes.

According to Chernihiv City Council, residents of Chernihiv and IDPs who lost their homes as a result of the russian aggression have received 81 warrants and are moving into apartments in the modular town. The town was built in cooperation with the National Committee of the Red Cross Society.

According to Chernihiv RMA, Chernihiv oblast received international assistance worth over UAH 32 million. 85 Tesla Powerwall 2.0 integrated energy storage systems will be distributed among 70 educational and medical institutions in the oblast. 

Chernihiv RMA reported that 150 gas heaters were delivered to the oblast by the Olena Zelenska Foundation. The devices will be distributed among the communities of the oblast. They will be used for the needs of internally displaced persons in places of compact residence, as well as in the Invincibility Centres, shelters in schools and kindergartens.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council announced that at night an explosion rang out in Kryvyi Rih region. The enemy fired a missile on the infrastructure object. The occupiers also shelled Chervonohryhorivka community of Nikopol region with artillery at night. There were no damages or casualties.

During the day the enemy shelled Nikopol region three times with artillery and attacked it from a drone. They targeted Nikopol and Marganets communities. About two and a half dozen shells were fired.

Serhii Lysak, Head of Dnipropetrovsk RMA reported that in Dnipropetrovsk oblast an operating room and wards for patients were set up. The shelter has wards, an intensive care room, which is supplied with oxygen. And also – a full-fledged operating room. There are recreation areas with multimedia in the corridors. They have a stock of water, medicine, and food ready. Wi-Fi and alternative energy sources have been installed. International partners helped with the storage facility repair. 

Vinnytsia oblast

The Ministry of Energy reported that a 330 kW overhead line was damaged in Vinnytsia oblast due to the drone debris fall. It is known that the line does not need emergency repairs.

Airsoft. The way of a warrior military-patriotic event was held in Vinnytsia for young people. 30 participants at the age 18 to 35 learned to provide first aid, “stormed” an old building and did “cleaning”.  

Kirovohrad oblast

Another security classroom was opened in Kirovohrad oblast. Its design is maintained in four locations reveal the most important topics of the security direction. The first safety lesson in the newly created classroom was conducted by emergency personnel together with the police.

Poltava oblast

Filip Pronin, Head of Poltava RMA announced that a huge aid package was sent from Poltava oblast to various military units. Four cars and portable power plants, five drones, three boats, as well as 20 radios and heaters were purchased at the regional budget expense. Another 10 UAVs and one boat were purchased by socially responsible businesses. One quadcopter was sent by a volunteer.

Cherkasy oblast

Iryna Pletniova, Uman City Mayor announced that Uman community provided aid to the soldiers of the Armed Forces of Ukraine. The defenders received the following means: Pegasus UAVs, portable Motorola radios with an encryption system, Motorola mobile radios with encryption system and antenna device, Starlink satellite systems that will help our defenders have reliable and fast communication.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

According to the press service of Berdiansk border guard detachment, three russian FPV drones were landed by border guards in Zaporizhzhia oblast with the help of an anti-drone gun. 

127 strikes were carried out by the russian military in the cities and villages of Zaporizhzhia oblast on  November 22. 106 artillery strikes were carried out on the settlements of Orikhiv, Shcherbaki, Novoandriivka, Charivne, Levadne, Poltavka, Lugivske, Zatyshshya, Kamianske, and Pyatikhatki.

Ivan Fedorov, Mayor of Melitopol, said that in the temporarily occupied Melitopol, Zaporizhzhia oblast, russian troops are stopping and searching cars with Ukrainian licence plates. 

There is a shooting training centre in Zaporizhzhia called Pershyi. Every day, military, police and civilians are trained here to handle various types of weapons and assault operations. All classes are free of charge.

Mykolaiv oblast

Mykolaiv Regional Military Administration, reported that on  November 22, russian troops fired artillery at the waters of the Ochakiv community in Mykolaiv oblast and on November 23 at the coastline of the Kutsurub community. Voznesensk region also suffered a missile attack. 

Mykolaiv has developed a comprehensive programme to support the military and their families. The project is currently being considered by the city council’s standing committees, and then the decision will be submitted to the council for approval. The programme is designed for 2024-2026 and aims to provide comprehensive social support to Mykolaiv residents from among ATO/JFO participants, defenders of Ukraine, their families and family members of the deceased and deceased veterans.

Vitalii Kim, Head of Mykolaiv Regional Military Administration, said that Mykolaiv is working to restore shipbuilding, and Denmark is already implementing several projects. Work with South Korea and the EU countries is ongoing. 

Odesa oblast

Oleh Kiper, Head of Odesa Regional State Administration, reported that on November 23 in Odesa he met Mr Gael Veyer, Ambassador Extraordinary and Plenipotentiary of the French Republic to Ukraine. The main point of discussion was the security situation in Odesa oblast, which is subject to constant terrorist attacks by russia on civilian targets and port infrastructure. In this context, they discussed the possibilities of strengthening air defence in the region. The destructive effects of russian missile attacks on the cultural heritage of Odesa oblast were highlighted. Mr Veyer noted that the French Republic is ready to assist in the restoration of sites affected by hostilities. 

On  November 23, the executive committee of Odesa City Council approved the Veteran programme for 2024-2026. The total budget of the programme is UAH 406 million, of which UAH 138 million is planned to be spent in 2024. Odesa’s Veteran programme provides targeted financial assistance to war veterans, ATO and combatants and their families

Kherson oblast

Two children were injured as a result of another shelling by the russian military in Kherson. A 15-year-old boy and his 11-year-old sister were hospitalised.

The suburbs of Kherson were shelled by the russian army. A 51-year-old woman was wounded. She was hospitalised with an explosive injury and shrapnel wound to her leg. 

A cyclist in Beryslav was attacked by the russian army from a drone. The 70-year-old man died from his injuries.

At night, on November 23, the russian army shelled Kherson. A 45-year-old man was wounded. He has a mine-blast injury and contusion. His apartment was damaged during the shelling. 

The russian military shelled the village of Chornobaivka in Kherson oblast with cluster munitions. Three people were killed. Five more people were injured of varying severity. Houses and outbuildings were damaged.

A woman was injured in the morning shelling of Antonovka. The 43-year-old resident was diagnosed with contusion, explosive and closed craniocerebral injuries. Medics treated her on the spot.

Southern Defence Forces reported that Ukrainian troops destroyed a UAV control centre, three observation posts, a tank, two cannons, a mortar, three armoured vehicles and two boats  towards Kherson on November 22. 33 russian occupants were eliminated. 

Kherson Regional Military Administration reported that on November 22, the russian army fired 65 times at Kherson oblast. The shells hit residential areas, factory sites, an educational institution, a medical facility and a shop in Kherson. One person was killed and another injured. 

Cardiac surgeon Boris Todurov, Director of the Heart Institute, reported that a four-year-old girl who was injured on November 19 during the massive shelling of Kherson was operated on in Kyiv. A fragment of a russian mine was removed from her heart. The girl’s condition is stable. 

A special vehicle for evacuation of seriously ill people has appeared in Kherson. Patients from Kherson oblast will be evacuated to hospitals in Mykolaiv, Odesa, and Kropyvnytskyi. The vehicle was delivered as part of the Operation Ambulance for Civilians project with the support of Swedish partners OperationAid.

Beryslav, Kalynivka, Novovorontsovo and Mylivka communities received fuel wood and briquettes from the International Solidarity, Swedish Association, Red Cross and Good Samaritan charities.

Latest news for today in the western regions of Ukraine

Volyn oblast

For combatants and their family members, the eRobota government program  for providing grants for their own business continues to operate. During 2023, Volyn Regional Employment Center has received 22 applications for grant funds, 9 of them from combatants, 13 from the wives of veterans. Positive decisions have already been made on 9 applications (4 from combatants and 5 from veterans’ wives). The total amount paid to grant recipients is UAH 3 mln 947K. Therefore, they will create 19 new jobs in the oblast.

Zakarpattia oblast

Eduard Burash, Head of FEMAN and former adviser to the prime minister of Slovakia on cooperation with Ukraine, announced that the Jugendtreff Inside non-governmental organization (Youth Club) from eastern Belgium, through the FEMAN Slovak non-governmental organization, brought three tons of humanitarian aid to the Uzhgorod special school of Zakarpattia regional council for hearing-impaired children and Vynohradov children’s home of the regional council. In addition, the organization provided collectives with financial assistance for development. The Youth Club also sent humanitarian aid to the border guards of Mukachevo border detachment.

Ivano-Frankivsk oblast

Ivano-Frankivsk oblast provided assistance, namely, 30 EcoFlow charging stations, 10 thermal imaging sights, 20 PNB sights, 30 thermal imagers, 30 binoculars, 20 sets of Starlink satellite communication equipment, 60 radios, tablets, smartphones, action cameras and tents, to the newly created anti-aircraft machine gun battalion, whose task is to protect skies over the Carpathians from cruise missiles and drones. Funds for the purchase of equipment were allocated from the regional budget.

Lviv oblast

Novoroszdil community sent an evacuation car, food, canned goods and other necessary things to the 54th brigade of the Armed Forces, in which Yaroslav Chikota defends Ukraine. The car was bought thanks to the funds, which were raised in the charity festival.

The RMA reported that Drohobych received 4 generators (3 with a capacity of 260 kW and one with a capacity of 800 kW). Two of them were sent to Drohobychvodokanal.

A frame multi-apartment residential building was opened in Drohobych, in which almost 60 IDPs will be able to live. This is the first project of new construction using Canadian technology implemented in the oblast. The cost of construction amounted to UAH 17,6 mln – these are funds from the state, regional and local budgets. In addition, benefactors helped to fully furnish the house.

From now on, the school in the village of Duliby of Khodoriv community will be the Gymnasium named after Vysyvany brothers. Two brothers Vasyl and Kyrylo were killed in the war with a difference of 10 days. On March 4, 2022, 28-years old Vasyl, a fighter of the 80th brigade, was killed in the battle with the occupiers in Mykolaiv oblast. On March 13, during an attack on the International Peacekeeping Center in Lviv oblast, 35-years old Kyrylo, was killed.

Rivne oblast

Almost 2K warm socks were donated by educational institutions of Varas community for defenders. Horodok village council has allocated UAH 2,5 mln for the needs of the units of the Armed Forces of Ukraine (including UAH 1 mln for the purchase of quadcopters and other military equipment). Food, socks and a camouflage net were sent to the soldiers from Zdolbuniv region.

Ternopil oblast

Ternopil oblast sent 2 drone control points to the 67th separate mechanized brigade of the Armed Forces of Ukraine. They were bought by patrons. Baikovets community sent a car, winter tires, and generators, bought with the funds of the entrepreneur and the community, to the fighters.

Khmelnytskyi oblast

At the meeting of the Congress of local and regional authorities in Khmelnytskyi oblast, restoration of objects destroyed by russian aggression were discussed. On October 25, Khmelnytskyi once again suffered from enemy shelling. In general, communities have already received over UAH 17 mln for liquidation of destruction from the regional budget.

Chernivtsi oblast

In Kelmentsy and Khotyn, specialists of Chernivtsi RMA met with members of families of the fallen defenders. During the event, they considered problematic issues faced by families of victims, provided explanations regarding social guarantees, benefits and the mechanism of their receipt, etc.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

Ukraine received the tenth tranche of large-scale macro-financial assistance from the EU in the amount of EUR 1,5 billion. In 2023, the state budget of Ukraine received EUR 16,5 billion of preferential loan funds from the MFD+. The total amount of funding under the program is EUR 18 billion.

The Ministry of Defense of Germany announced the provision of new defense packages to Ukraine, which included 20 Marder BMP, 2,4K 155-mm artillery shells, tank for demining WISENT 1, 2,4K encrypted means of communication, 2 HX81 tractors and semi-trailers for them, 5 Warthog all-terrain tracked vehicles, and 2 ambulances.

The Ministry of Defense of Lithuania announced the provision of new defense packages to Ukraine, which included 3 mln rounds of calibre 7,62×51 mm; remote detonation systems; winter equipment.

After a two-hour debate, the Parliament of Bulgaria approved the provision of armoured vehicles and spare parts to Ukraine. Exactly which armoured vehicles and in what quantity will be transferred to Ukraine is not specified.

Ihor Zhovkva, Deputy Head of the Office of the President of Ukraine, met with Lieutenant General Mikhils van der Laan, Chief of the Military Staff of the European Union, Commander of the EU Mission for Military Assistance to Ukraine. Prospects for further expansion of the spectrum and scope of training of the Ukrainian military were discussed.

Finland announced that it was closing all crossing points on the border with russia, except for one. According to Marie Rantanen, Interior Minister, the decision will come into effect on the night of November 25 and will be in effect until at least December 23.

Jonas Gar Stere, Prime Minister of Norway, announced that they do not rule out the possibility of closing the border with the russian federation.

Andrii Kostin, Prosecutor General of Ukraine, said that Canada will contribute to the implementation of the fourth point of the Peace Formula, dedicated to the return of all prisoners and deportees, and will lead a coalition of countries that will help in the issue of the return of Ukrainian children

The Netherlands will not be charged for the storage of Scythian gold. The collection from Crimean museums was brought to the exhibition in the Netherlands even before the occupation of Crimea by russia – 9 years ago. These museum exhibits should be returned to Ukraine in the near future. The debt for storage of items amounted to about €100K.
