There were 58 combat clashes. The enemy launched 2 missile and 29 air strikes, carried out 40 attacks from rocket salvo systems on the positions of our troops and populated areas. The occupiers struck Ukraine again using 14 unmanned aerial vehicles of the “Shahed-136/131” type. All enemy drones are destroyed. As a result of t ussian terrorist attacks, there are dead and wounded among the civilian population. Private residential buildings and other civilian infrastructure were destroyed and damaged.
The operational situation in the east and south of Ukraine remains difficult.
Towards Volyn and Polissia, the operational situation has not changed significantly. There were no signs of forming offensive groups. Certain units of the Armed Forces of Belarus perform tasks in the areas bordering Ukraine.
Towards Siversk and Sloboda, the enemy maintains a military presence in the border areas, conducts sabotage and intelligence activities, attacks populated areas from the territory of the russian federation, and increases the density of mine and explosive barriers along the state border of Ukraine. About 20 settlements were hit by artillery and mortar, among them Klyusy, Yanzhulivka, Leonivka of the Chernihiv region; Mikhalchyna Sloboda, Seredyna-Buda, Bachivsk, Malushyne, Volfine, Korchakivka of the Sumy region; Kozacha Lopan, Graniv, Staritsa, Pletenivka, Zemlianka of the Kharkiv region.
Towards Kupiansk, the enemy carried out assaults in the areas of Synkivka, northeast of Petropavlivka and Ivanivka of the Kharkiv region, where the Defense Forces repelled 12 attacks. They carried out airstrikes in the areas of Sinkivka, Podoli, Kupyansk-Vuzlovy, Stepova Novoselivka settlements of the Kharkiv region. Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestovka of Kharkiv oblast came under artillery and mortar fire.
The enemy did not conduct offensive (assault) actions in the Lyman direction. They carried out airstrikes in the areas of Serebriansk Forestry, Belogorivka, Luhansk Region, and Spirnyi, Donetsk oblast. About 15 settlements were affected by enemy artillery and mortar attacks, among them Nevske, Bilohorivka of Luhansk oblast and Torske, Serebryanka, Verkhniokamianske, Spirne, Rozdolivka of Donetsk oblast.
The enemy did not conduct offensive (assault) actions towards Bakhmut. They launched an airstrike near the Southern Donetsk region. Over 10 settlements came under artillery and mortar fire, specifically, Markove, Bohdanivka, Ivanovske, Klishchiivka, New York, Donetsk oblast.
Towards Avdiivka, the enemy conducted unsuccessful assaults east of Novobakhmutivka, north of Lastochkino, Avdiivka, and Pervomaisky, Donetsk oblast. The Armed Forces repelled 22 attacks. The enemy carried out airstrikes in the regions of Alexandropol and Avdiivka. Over 15 settlements, including Sukha Balka, Ocheretine, Stepove, Avdiivka, Netaylove, and Nevelske, Donetsk oblast, were hit by enemy artillery and mortar fire.
Towards Mariinka, the enemy, with the support of aviation, conducted unsuccessful assaults towards Mariinka and Novomykhailivka, Donetsk oblast, where the Armed Forces repelled 14 attacks. Oleksandropil, Krasnohorivka, Heorgiivka, Mariinka, Pobieda, and Novomykhailivka came under the occupiers’ artillery and mortar fire.
Towards Shakhtarsk, our defenders repelled 3 enemy attacks west of Staromayorsk, Donetsk oblast. Vuhledar, Donetsk oblast was hit by an airstrike. The enemy shelled about 10 settlements with artillery and mortars, in particular, Vodiane, Bogoyavlenka, Prechistivka, Blahodatne, Staromaiorsk, Donetsk oblast.
Towards Zaporizhzhia, the enemy unsuccessfully tried 4 times to restore the lost position in the Robotyn region, Zaporizhzhia oblast. Over 15 settlements, including Poltavka, Huliaipole, Charivne, Mala Tokmachka, Scherbaki, and Kamianske, Zaporizhzhia oblast, were hit by artillery and mortar.
Towards Kherson, Kherson, Mykhailivka, Beryslav, Lviv, Antonivka and Ochakiv, Mykolaiv oblast were hit by enemy artillery fire.
The Armed Forces of Ukraine continue to conduct an offensive operation towards Melitopol, offensive (assault) actions towards Bakhmut, inflict losses in manpower and equipment on the occupying forces, and exhaust the enemy along the entire front line.
The Armed Forces will continue to hold positions on the left bank of the Dniepro, Kherson oblast. They continue to inflict fire damage on the enemy.

According to the head of FPV drone “Eskadron” production, a new domestic drone “Mammoth” was tested in Ukraine. It is big, powerful, and has a reserve function. It is capable of carrying 1.5 kg for up to 30 km or 4 kg for 12 km in one direction. These are parameters of the most expensive drone worth UAH 27,000.
The military will be able to store their reproductive cells in cryobanks for free. The Verkhovna Rada of Ukraine adopted a draft law, which stipulates that the state will provide free collection and preservation of reproductive cells to the Ukrainian military personnel. Reproductive cells will be preserved using the cryopreservation method.
Recent war events in the east of Ukraine
Oleh Syniehubov, Head of Kharkiv Regional Military Administration, said that Kharkiv oblast has purchased 95 Tesla Powerwall 2.0 energy storage systems. These devices can hold a charge for up to 14 hours and allow power to be restored in less than 1 second in case of a power outage. They will ensure uninterrupted power supply to the important infrastructure of the regions.
Yesterday, the enemy attacked settlements of Kharkiv, Chuhuiv and Kupiansk regions with artillery, mortars and other weapons. Specifically, Veterynarne of Kharkiv region, Budarky of Chuhuiv region, Synkivka, Petropavlivka, Ivanivka, Kyslivka, Kotliarivka, Tabaivka of Kupiansk region and other settlements were under enemy attack.
The enemy struck Podoly village, Kupiansk region, with a guided bomb. A private residential building was damaged.
There were no civilian casualties over the day.
Fighting is ongoing towards Kupiansk. Ukrainian defenders repelled three enemy attacks near Synkivka and Petropavlivka.
Mine clearance is ongoing. Pyrotechnics of the State Emergency Service examined more than 5 hectares of territory and defused 57 explosive ordnance.
As of 22 November 2023, 294 children have been evacuated from the dangerous communities of Kupiansk region. Another 4 are to be evacuated. Evacuation measures are ongoing.
Oleksandr Stupun, Spokesman of Tavriia operational-strategic group, reported that towards Avdiivka, russian troops launched several mechanised columns. However, the offensive failed as the invaders lost almost 80% of their armoured vehicles. According to him, after the failed attack, the surviving russian equipment retreated but heavy fighting continues to the east of Novobakhmutivka, Avdiivka, Sieverne and Pervomaiske.
The death toll from russian missile attack has risen to three. Rescuers removed another body from the rubble of a hospital building in Selydove. Emergency and rescue operations have been completed.
Donetsk Regional Prosecutor’s Office said that the enemy shelled settlements of Donetsk oblast with artillery. A 67-year-old man was injured and hospitalised in Avdiivka. In Chasiv Yar and Pivnichne, a 59-year-old and a 49-year-old man were killed by shelling.
In the morning, russian troops shelled Ocheretyne community, attacking residential buildings with heavy artillery. According to Mykola Kovalenko, Head of the Village Civil-Military Administration, there were no casualties. He also said that this week russian soldiers shelled Novokalynove, injuring a man and killing one. His body remains under the rubble due to the intensity of the shelling and the impossibility of search operations.
In total, russians shelled the civilian population of Donetsk oblast 9 times on 21 November.
Towards Volnovakha, Vuhledar and Novoukrainka were shelled.

In Dnipropetrovsk oblast, a donkey, that lost part of its limb due to shrapnel wounds, was prosthetized. The animal full of blood was brought to the region from Siversk by the military.
The majority of the attacks were launched towards Kupiansk but they also tried to attack on the border of Luhansk and Donetsk oblasts, where they were repelled by our defenders. Regardless of the number of attacks, their own casualties or the weather, the enemy does not reduce the use of artillery and mortars. Ukrainian positions and frontline villages are under constant attack. Yesterday, Makiivka and Nevske were targeted, where civilians are still staying and trying to survive the winter. The enemy attacked Serebrianka forest from the air.
Artem Lysohor, Head of Luhansk Regional Military Administration, rpeorted that residents of frontline towns in the so-called ‘luhansk people’s republic’ were offered to buy firewood in the absence of centralised heating, this especially applies to residents of Lysychansk, Rubizhne and Sievierodonetsk. The ‘government of the lpr’ equated them with residents of areas with stove heating and offered to queue up for compensation to buy firewood.
According to Luhansk Regional Military Administration, only those citizens who have agreed to receive a russian passport will be able to receive compensation for the purchase of coal and firewood for the heating season. While the invaders are trying to provide distance learning in the surviving schools in Sievierodonetsk, children in Rubizhne do not even have this right. The invaders have turned one of the educational buildings into a military hospital. School students have nowhere to come and receive their assignments.
What is happening now in the north of Ukraine
Kyiv regional military administration reported that the russians attacked the oblast with UAVs at night once again. Air defense forces worked effectively in the region. According to preliminary information, there were no casualties or damage as a result of the attack.
The President of Ukraine Volodymyr Zelenskyy announced the meeting in Kyiv with the Minister of Defense of Germany on the evening of February 21. According to him, Boris Pistorius visited not only the capital, but also visited other regions of the country, where he supported Ukrainian soldiers. The meeting discussed the situation on the battlefield and cooperation in the joint production of weapons.
At the request of senior Ukrainian government officials the European Parliament agreed to open an office in Kyiv to strengthen support for the Ukrainian Parliament. Irpin city council reported that training of the civilian population in preparation for national resistance continues in the city. The classes are conducted by the instructors of the Voluntary Formation of the Irpin City Territorial Community No. 1 and the Municipal Guard. Training is free, the course is designed for 100 training hours. A green zone was restored on the Borodyanka ring road, where the main route of the enemy’s attack on Kyiv on February 27, 2022 lay. Fortifications were installed there, the place was damaged by equipment and shells during the battles. The improvement of the territory was carried out as part of the Post War Greening initiative, which restores green areas damaged by the war.

The Commander of the United Forces of the Ukrainian Armed Forces, Serhiy Naev announced that air defense fighters destroyed an enemy reconnaissance drone in the Sumy direction at night.
Sumy RMA reported that the russian military shelled the Yunakivka community with MLRS, 5 explosions were recorded.
Last day, 14 shelling of the border communities of Sumy oblast took place – a total of 101 explosions were recorded. Yunakivka, Myropillia, Bilopillia, Krasnopillia, Velyka Pysarivka and Nova Sloboda communities came under shelling. The russians used various types of weapons – struck with mortars, artillery and grenade launchers, dropped explosives from UAVs and carried out aerial bombardment from a helicopter with unguided aerial missiles.
The National Police of Sumy oblast reported that on November 21, a house was damaged in the village of Popivka due to the impact of a russian unguided missile.
A new modular polyclinic was opened in Trostyanets, instead of the consultative and diagnostic medical facility destroyed during the enemy occupation. As reported in the Sumy RMA, this became possible thanks to a large aid project from international partners.
The russians shelled the border of Chernihiv oblast for 7 times from their territory. As reported in the SBGS, a total of 40 explosions were recorded. Chernihiv acting mayor Oleksandr Lomako said that the city will receive 2 million euros for the restoration of educational institutions. The city signed a corresponding memorandum with the French organization “ACTED”. Together with the Department of Education and partners, 10 schools have already been aimed for repair work.
Chernihiv kickboxer Serhii Lysyuk, multiple champion and prize-winner of the world and European championships, died of wounds received at the front. Serhii joined the Armed Force of Ukraine after a full-scale invasion. He was seriously injured in the East and he was in intensive care in Dnipro – on November 22, news came that he died in the hospital.
Recent events in the central regions of Ukraine
In the evening the enemy fired artillery at Nikopol. A local family was injured, a 67-years-old father and 26-years-old son were hospitalized. 8 private residential buildings, fences, a garage, a car, a gas pipeline, power lines were damaged – 1,207 homes were left without electricity. At night the enemy attacked Marhanets community. There were no casualties.
During the day the enemy shelled with artillery and used 4 kamikaze drones in Nikopol district. They targeted Nikopol itself and Marhanets. The water supply network is damaged.
People in Need Czech humanitarian organization provides financial assistance to displaced people for housing rent. It covers monthly rent and utility bills in the amount of up to 12,000 UAH a month for six months. Also an additional payment of UAH 5,000 is provided for IDP households that plan to move to a new home – for relocation, housing search, etc. The project is designed only for internally displaced households of three people or more.
Another help from Vinnytsia educators is already on the frontline. Preschool children sent Mavic to the defenders. Funds for the aid purchase were collected thanks to the implementation of Educational family: we help – we win! charitable project as a part of festivals and fairs. The transferred quadrocopter will be used by the military on one of the hottest destinations in Donetsk oblast.
Mobile fire groups are being created in Kirovohrad oblast to combat the drones that the russian army attacks Ukraine with. Mobile groups will protect critical infrastructure and the territory of the oblast. More than 200,000 UAH were collected for one vehicle purchase for such brigades in Kropyvnytskyi.
Over 10 million UAH from Tereshkiv community budget were allocated for construction of an anti-radiation shelter in the premises of the community of Holovachyn educational institution. This shelter with a total area of 190 square meters will have a dual purpose. Two hundred people will be able to accommodate there. The project meets all the requirements of the State Emergency Service and the State Construction Norms.
In Cherkasy, volunteers of Dniprovskyi committee sew cots, blankets and prepare warm clothes for the defenders on the frontline. They make kikimora and weave nets to the volunteers order which are then taken to Kupianskyi direction.
Latest news from the front of the southern regions of Ukraine
Yesterday, the enemy launched 150 strikes on 23 populated areas in Zaporizhzhia oblast. 120 artillery strikes hit the territories of Novoandriivka, Novodanylivka, Levadne, Poltavka, Luhivske, Robotyne, Shcherbaky, Malynivka, Kamianske, Stepove, and other front-line cities and villages. The enemy carried out a missile strike on Zaporizhzhia, conducted 10 MLRS shelling on Robotyne, Mala Tokmachka, and Kamianske, and launched 18 UAV attacks on Huliaipole, Zaliznychne, Levadne, Novodarivka, Charivne, Mala Tokmachka, and Mali Shcherbaky. Additionally, an aviation bomb was dropped on Orikhiv. Civilians were unharmed, but infrastructure objects and residential buildings suffered damage, with 35 reports of destruction received.
The enemy conducted unsuccessful assault operations in the areas of Robotyne and Kamianske towards Zaporizhzhia. Simultaneously, the Armed Forces of Ukraine continue their offensive operation towards Melitopol, causing losses to the occupying forces in personnel and equipment and exhausting the enemy along the entire front line.
From 11:00 to 17:00 today, planned explosive works were carried out in Zaporizhzhia oblast. This was reported by Zaporizhzhia RMA.
The occupiers are putting the fifth power unit of the temporarily seized Zaporizhzhia Nuclear Power Plant (ZNPP) into a “cold shutdown” mode. After the fifth power unit is put into a “cold shutdown,” tests will be conducted to determine why a low level of boron was detected in the secondary cooling circuit of one of the steam generators of the unit. On November 21, russian occupation forces carried out air strikes on the territory of Odesa oblast. russian tactical aviation conducted missile strikes throughout the day and evening using X-31P missiles. The Howard G. and Buffett Foundation (HGBF), an American charitable foundation, has donated 4 tanker trucks to the rescue services in Odesa oblast: 2 Mercedes and 2 Renault. Today, around 14:50, the occupiers attacked a gymnasium in the central part of Kherson. The blast wave and shrapnel from the shells shattered windows in the dining and educational buildings, and the roof was also damaged.
Yesterday, on the outskirts of the city of Beryslav the russians struck an ambulancde using a drone, when doctors were returning from a call. Medics were unharmed.
Yesterday (from 7:00 to 7:00), the enemy carried out 3 air strikes using 29 guided aerial bombs on populated areas along the coast zone in Kherson oblast, including Beryslav, Zmiivka, Novoberyslav, and Kozatske. As a result, 1 civilian was killed, 1 civilian was injured, and dozens of private houses were damaged. The enemy also made an airstrike with 1 guided aerial bomb in the direction of the navigation corridor, continuing to create tension around maritime transport routes.
There were 12 attacks with FPV drones on the front-line territories, and 13 drops from UAVs of other modifications with fragmentation ammunition on settlements in the right-bank part of Kherson oblast. 1 civilian was injured, and a car was damaged in the city of Beryslav.
Yesterday, the enemy conducted 12 shelling attacks on populated areas. The city of Kherson was targeted 7 times, and shelling also occurred in Poniativka, Antonivka, Beryslav, Veletenske, and the waters of Ochakiv community. As a result of the shelling, 4 civilians were injured, private houses were damaged, an administrative building, a mobile communication tower, and vehicles were also affected.
The armed forces in the south continue to carry out their fire tasks. Over the past day, the enemy suffered losses of 40 occupiers, 1 BTR-80/82A, 6 artillery pieces, 4 units of armored vehicles, and 3 boats. Additionally, another supply point was destroyed.
The National Resistance Center reports that the occupation authorities have evacuated children from a psychoneurological boarding school in the temporarily occupied Kherson oblast to the “Dom Veroniki” boarding house in Penza, russia. In many cases, the children had parents or guardians. Most children were deported without consent, despite the presence of relatives in Ukraine. According to the National Resistance Center, the transfer was organized by Maria Lvova-Belova, the authorized representative for the president of russia on children’s rights, who is wanted internationally for genocide.
More than 200 children remain in 23 settlements of Kherson oblast considered dangerous due to constant shelling. Rescuers of Kherson oblast received a high-mobility vehicle and transport boxes from the government of the United Kingdom and Northern Ireland. This aid will significantly facilitate the work of specialists who deal with the consequences of russian shelling and participate in emergency rescue operations.
Latest news for today in the western regions of Ukraine
The RMA held a meeting with representatives of the Swedish Aid Center CF and Timothy-James Sloan, benefactor from Northern Ireland. They discussed helping children in rehabilitation and recovery. Another change of camp for children who suffered from the russian invasion of Ukraine was recently completed in Volyn.
The RMA reported that Zakarpattia Territorial Emergency Medical Center received 10 new modern ambulances purchased from the state budget. Over the past two years, the region has sent 35 emergency medical aid vehicles to the front.
Ivano-Frankivsk City Council reported that from January 1, 2024, wounded defenders of the community will be able to receive UAH 30K from the city budget of Ivano-Frankivsk. This year, UAH 21 mln 290K were paid to wounded servicemen (411 soldiers received UAH 10K each for treatment and 859 wounded defenders received UAH 20K each for the anniversary of the war). Defenders from Ivano-Frankivsk community, in addition to payments for equipment, which will increase to UAH 50K next year, have the opportunity to receive financial assistance in connection with being wounded at the front.
