War in Ukraine today: latest news, July 25, 2023 (photo)

It has been the 517th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

The russian forces launched 1 missile and 49 air strikes, fired over 40 times from multiple launch rocket systems at Ukrainian troops’ positions and settlements. Unfortunately, there are civilian casualties, and residential buildings and other infrastructure have been destroyed. 

There is still a threat of launching missile and air strikes throughout Ukraine.

There were about 20 combat engagements occurring during the day.

Towards Volyn and Polissia, the situation remained unchanged.

Towards Siversk and Sloboda, the russian military maintains a military presence. There was an airstrike in Veterynarne of Kharkiv region. He fired mortar and artillery shells at more than 20 localities, including Semenivka in Chernihiv region; Vilna Sloboda, Svarkove, Stepne, Basivka, Mohrytsia, Pokrovka and Oleksandrivka in Sumy region and Guryev Kozachok, Graniv, Vovchansk, Bochkove, Budarky in Kharkiv region.

Towards Kupiansk, Ukrainian troops are holding steadfastly. The russian forces conducted an airstrike near Novoselivske in Luhansk oblast. Krasne Pershe, Dvorichna, Zakhidne, Kupiansk, Kyslivka, Berestove in Kharkiv region came under enemy artillery and mortar fire.

Towards Lyman, the enemy conducted unsuccessful offensives in the area south of Dibrova in Luhansk oblast. There was an airstrike near Spirne, Donetsk oblast. The settlements of Nevske in Luhansk oblast and Torske, Verkhnekamianske, Spirne and Rozdolivka in Donetsk oblast were shelled with artillery.

Towards Bakhmut, Ukrainian defenders successfully repelled enemy attacks in the areas east of Stupochky and near Diliivka, Donetsk oblast. There were air strikes in the areas of Klishchiyivka and Diliivka. More than 10 settlements suffered from enemy artillery shelling, including Vasiukivka, Orikhovo-Vasylivka, Bohdanivka, Ivanivske, Chasiv Yar, and Pivdenne in Donetsk oblast.

 Towards Avdiivka, Ukraine’s defenders successfully repelled attacks by russian troops near Avdiivka under heavy fire from enemy aircraft and artillery. At the same time, the enemy shelled more than 10 sedttlements with artillery, in particular, Novokalynove, Avdiivka, Lastochkine, Vodiane and Karlivka in Donetsk oblast.

Towards Maryinka, Ukrainian Defense Forces continue to hold back the russian offensive near the town of Marinka. The settlements of Krasnohorivka, Maksymilianivka and Heorhiivka in Donetsk oblast came under artillery fire.

Towards Shakhtarsk, the enemy launched an airstrike near Makarivka and shelled more than 10 settlements, including Novomykhailivka, Vuhledar, Novoukrainka, and Velyka Novosilka in Donetsk oblast.

Towards Zaporizhzhia and Kherson, the enemy is focusing its main efforts on preventing further advance of our troops. There were airstrikes in the areas of Levadne and Mala Tokmachka in Zaporizhzhia oblast.

More than 20 settlements came under artillery fire, including Novoandriivka, Levadne, Malynivka, Huliaipole, Zaliznychne, Stepove, Lobkove and Kamianske in Zaporizhzhia oblast; Dudchany, Beryslav, Kozatske, Molodizhne, Antonivka, Komyshany, Kizomys, Stanislav in Kherson oblast. At the same time, the Ukrainian Defense Forces continue to conduct offensive operations in towards Melitopol and Berdiansk, consolidating their positions.

Aviation of the Defense Forces conducted 8 strikes on the areas of concentration of enemy personnel, weapons and military equipment. 

Ukrainian defenders destroyed an enemy Ka-52 helicopter, 5 enemy attack UAVs of the Shahed-136 type and 2 reconnaissance UAVs of the operational and tactical level.

Rocket and artillery units struck a buildup of russian manpower, weapons and military equipment, 7 artillery pieces at the firing position, 2 electronic warfare stations and 2 enemy anti-aircraft missile systems.

Energoatom reports that russian occupiers put the 4th power unit of Zaporizhzhia Nuclear Power Plant into a “hot shutdown” state. This is a violation of the nuclear legislation of Ukraine, as currently the power unit should be operated exclusively in the “cold shutdown” state.

The Children of War platform informs that russia has killed 197 children since the start of the full-scale invasion. More than 1077 children received injuries of varying severity.

 Recent war events in the east of Ukraine

Kharkiv oblast

Yesterday the enemy attacked settlements of Bohodukhiv, Kharkiv, Chuhuiv and Kupiansk regions with artillery, mortars and combat aircraft. Specifically, Huriv Kozachok, Pishchane, Vovchansk, Dvorichna, Zapadne, Kupiansk and other settlements were under enemy attack.

In Pishchane village, Kupiansk region, a private building was damaged by shelling. A 12-year-old boy and 2 women aged 31 and 48 were injured.

Mine clearance is ongoing. Yesterday pyrotechnics of the State Emergency Service defused 87 explosive ordnance.

Towards Kupiansk, the enemy launched air strikes at Terny, Vilshana and Kyslivka. Ukrainian forces are inflicting significant losses to russian invaders.

Anna Sharyhina, Leader of the KharkivPride movement reported that Kharkiv plans to hold KharkivPride 2023 from 23 August to 2 September. The event will raise money for the needs of the military in eastern Ukraine and announce a programme of free psychological support for the soldiers’ families.

Donetsk oblast

Serhii Cherevatyi, Spokesman of the Eastern Group of the Armed Forces of Ukraine, said that yesterday invaders conducted more than 20 air raids on Ukrainian military positions towards Lyman-Kupiansk.

The Military Media Center with reference to Andrii Kovalov, Spokesman of the General Staff, reported that Ukrainian troops succeeded in storming near Andriivka, south of Bakhmut, and pushed the invaders out of their positions.

Donetsk Regional Military Administration reported that towards Volnovakha, 1 person was injured in Vuhledar. Vesele and Fedorivka of Komar community were targeted.

Towards Donetsk, russians shelled Kurakhove private sector with artillery, damaging a building. There were hits in Krasnohorivka and Maksymilianivka of Marinka community.

Donetsk RMA informed that towards Horlivka, the enemy hit Kostiantynivka with Smerch MRLs. At around 7 pm, russians opened fire on a local pond where people were resting. They fired from Smerch multiple rocket launchers with cluster munitions, which are used to “destroy enemy manpower”. 2 people, including a 10-year-old boy who sustained injuries incompatible with life, were killed and 7, including four children – girls aged 5, 11 and 12 and a 12-year-old boy, injured. One child among them is seriously injured, he was taken to a neighbouring region to receive highly qualified medical care. The condition of the other children is satisfactory. An infrastructure facility was damaged.

Yesterday the invaders twice dropped aerial bombs on Toretsk and shelled it with artillery.  In Toretsk, 5 apartment buildings, 5 private buildings, a boiler house and a school were damaged. Also, in Druzhba 2 buildings were damaged in the community. In Chasiv Yar community, 2 buildings were damaged.

Towards Lysychansk, in Siversk 1 person was injured and 1 building damaged. In Terny, Lyman community, a building was destroyed.

Referring to Donetsk RMA, Mariupol psychiatric hospital resumed its work after being evacuated to Kyiv.

Luhansk oblast

Serhii Cherevatyi, Spokesman of the Eastern Group of the Armed Forces of Ukraine reported that the enemy conducted five assaults near Novoiehorivka and in Serebrianka forestry yesterday. The enemy opened fire from artillery 601 times and used aircraft 21 times. Our troops eliminated 22 invaders and injured 108 towards Lyman and Kupiansk. Three T-72 tanks, two D-30 cannons, four mortars, an artillery tractor, a drone, a field ammunition depot and two trucks transporting them were destroyed.

Luhansk RMA said that recently, the enemy has been trying to break through Ukrainian defense line in certain places. Despite significant losses in personnel and equipment, the enemy has not stopped its intentions. Their aircraft was operating near Bilohorivka. Nevske and Bilohorivka were again hit with artillery.

Luhansk RMA informed that the living conditions have worsened over the past year not only in the cities destroyed by russians but also in those that they occupied in the first days of the full-scale invasion almost unharmed. Specifically, in Starobilsk, there is a shortage of medicines in pharmacies and medical staff in relevant institutions. Doctors are either evacuated to safe regions of Ukraine or went to work in Luhansk. People have to travel there to see a narrow specialist. Residents also complain about the lack of ATMs and poor transport, there is no way to get to most settlements. Looting in Rubizhne has probably reached its third or fourth round. Empty apartments are being broken into even during the day, in front of witnesses.

There are nearly 39 K reports of housing destroyed by russians from residents of Luhansk oblast, including more than 14 K from Sievierodonetsk.

357 Luhansk residents in Cherkasy oblast received bed linen, towels, blankets, rugs, hygiene and kitchen sets and mattresses.

What is happening now in the north of Ukraine

Kyiv oblast

At night, russia once again attacked Kyiv and the oblast with strile UAVs. The Air Defense Forces and means detected and destroyed all the air targets on the approach to the capital. The alarm lasted more than 3.5 hours.

Alfonso Garcia Mora, IFC Vice President for Europe and Latin America, reports that the International Finance Corporation (IFC) is reopening its Kyiv office after a break, without waiting for the war to end. According to him, this is a signal to the Ukrainian people and business that the company is here and continues to work to help the country. Since the beginning of russia’s full-scale invasion, IFC has managed to finance nearly $400 million in companies related to financial, agribusiness, and IT sectors.

The Kyiv City Council increased funding for the Defender program to UAH 5 billion. More than UAH 2 billion will be spent on logistics for the Defense and Security Forces, UAH 1 billion to purchase UAVs, and UAH 450 million on equipment repairs. The money is also spent on military uniforms, bulletproof vests and helmets, radios and vehicles.

In Bucha region, sappers will be destroying explosive devices. The Kyiv RMA warns residents about the sound of explosions.

In the village of Havrylivka, Bucha community, a solar power plant was put into operation to meet the energy needs of pumping station equipment. A diesel generator has also been installed on the site to provide water to part of Bucha community during power outages in the city’s grid.

The Kyiv Regional Council informs that near the village of Moshchun in Hostomel community, a river gate regulator is being restored, which was damaged by the occupiers on the Irpin River during the Russian offensive on Kyiv last February. The estimated completion date is the end of September.

On July 28, the Siaivo Knyhy bookstore will officially open a section called “The Book of the russian-Ukrainian War.” The event will feature a discussion on “Why is it important to write about war in times of war and what does this mean in the historical context?” Writers and military personnel are invited to participate.  

Zhytomyr oblast

In the morning, the occupiers attacked Zhytomyr oblast with strike drones. According to Vitaliy Bunechko, Head of the Regional Military Administration, one of the infrastructure facilities was damaged as a result of the attack. 

Mayor of Zhytomyr, Serhiy Sukhomlyn, says that another 5 Mavik drones were given to Azov fighters by Zhytomyr City Council. The defenders were also given hygiene kits – dry showers and containers for drinking water.

A canisterapy session was held for internally displaced persons in Zhytomyr. The participants had the opportunity to communicate with dogs involved in psychological rehabilitation of military personnel and children. The meeting, which was initiated by the Zhytomyr Community Foundation, was held by the emotional support group Dog Helps to Live. During the event, tricks with dogs were demonstrated, and everyone could pet and feed the animals.

Sumy oblast

On July 24, the enemy fired 24 times at the border; there were 101 explosions. Khotyn community was shelled: mortar shelling (4 explosions). Velyka Pysarivka community: mortar shelling (9 explosions), self-propelled artillery systems (3 explosions), artillery shelling (3 explosions). Nova Sloboda community: mortar shelling (26 explosions). Residential buildings and power lines were damaged. Krasnopillia community: shelling from self-propelled artillery systems (6 explosions), cannon artillery (3 explosions), mortar shelling (13 explosions), artillery shelling (9 explosions). Two private houses and a power line were damaged. Seredyno-Buda community: cannon artillery (6 explosions), artillery shelling (2 explosions). Two residential buildings were damaged. Bilopillia community: cannon artillery (3 explosions, 2 arrivals), mortar shelling (2 explosions), artillery shelling (4 explosions). An apartment building and outbuildings were damaged. Yunakivka community: shelling with cannon artillery (3 explosions).

Sumy Regional Military Administration reports that at night, the Defense Forces’ air defense destroyed a Shahed UAV.

 At night and in the morning, the enemy made 5 attacks, resulting in 41 explosions. Four settlements in 4 territorial communities were shelled: Krasnopillia, Bilopillia, Seredyno-Bud\a and Shalyhine with artillery, mortars, and machine guns. 

A 22-year old rescuer wounded during the russian shelling of Bilopillia died in hospital. On July 17, a russian shell hit the territory of a fire and rescue unit. Six rescuers were injured. Serhii Antonenko sustained mine-blast and closed head injuries. Doctors fought for his life to the last, but he died on July 23. 

Farmers in Sumy oblast are working in the midst of war. Volodymyr Artiukh, Head of Sumy Regional State Administration and Head of Sumy Regional Military Administration, visited Vorozhbalatinvest agricultural enterprise. In early March last year, an enemy air strike destroyed the company’s infrastructure and equipment worth more than UAH 21 million. Currently, everything has been restored at the expense of the company and sowing and harvesting work has been carried out.  

Chernihiv oblast

As reported by the ‘North’ Operational Command, on July 24, the enemy fired at three border communities in Chernihiv oblast, striking their territories 37 times. In Snovsk community, the occupiers attacked the villages of Leonivka – 2 attacks, probably from a mortar, and Bleshnia – 6 explosions, probably from cannon artillery. In Hai village of Novhorod-Siverskyi community, there are 24 strikes, probably from the UAF. In Snovsk community, the village of Kliusy came under fire 5 times, including mortar fire.

According to the City Council, in Chernihiv, another 302 Ukrainian servicemen and 6 medical workers are awarded with the medal “For the Defense of Chernihiv”. The award recognizes participants in the events of February-March 2022 who defended the city from the russian invasion or bravely performed civic and official duties during hstilities for Chernihiv.

Artem Krysko, a 15-year-old boy from Nizhyn has developed a system for intercepting and destroying Shahed drones. He won a silver medal at the International Computer Project Competition INFOMATRIX-2023.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to Mykola Lukashuk, Head of the Regional Council, the russian army attacked Myrove community of Nikopol region twice at night. The shelling damaged two private houses, three outbuildings, a car, and a power line. Velyka Mykhailivka community of Sinelnykove region was also shelled. In the afternoon, the occupiers attacked the community again. The shelling caused a fire.

In Dnipro, university students and local residents are donating blood plasma to help wounded soldiers and raise money for a car for the Ukrainian Armed Forces. More than 50 people have registered for the event.

An exhibition of paintings by young artists from Kryvyi Rih opened in Duisburg, Germany, a sister city of Kryvyi Rih. Children and young people talked about Duisburg in their artwork and created cheerful works on the theme of partnership and peace.

Vinnytsia oblast

Vinnytsia City Council reported that two more groups of Vinnytsia children of Ukrainian soldiers went on holiday abroad to Munster (Germany) and Kielce (Poland).

The exhibition “Stronger than a Brick” was opened in Vinnytsia. This is a media project of the B50 volunteer community, which was among the first to help victims of armed aggression. The photographs show volunteers helping residents of the Kyiv oblast to eliminate the consequences of russian aggression as they cleared the rubble and preserved destroyed houses.

Kirovohrad oblast

The community of Oleksandriya handed over an armored car to the military. A two-ton armored vehicle based on a Fiat Ducato was delivered to the Omega Special Forces unit, whose soldiers are serving in Avdiivka.

Mykola Antoshyk, Head of the community, says that Pomichna community, Kirovohrad oblast purchased 13 quadcopters for the needs of the Armed Forces of Ukraine. 

 Poltava oblast

Dmytro Lunin, Head of Poltava Regional Military Administration, reports on the night attack in the region. Air defense forces shot down an enemy drone.

According to the Regional Military Administration, Switzerland will help Poltava oblast to equip shelters in schools within the framework of the project “DECIDE: Reconstruction. School Rebuilding Initiative”. An educational coworking space is planned to be set up in each of the equipped shelters. 

Cherkasy oblast

Ihor Taburets, Head of theRegional Military Administration, informs that at night, the russians attacked the region with UAVs. There were three hits on the fields and another hit targeted an empty agricultural hangar.

In Uman, dog handlers and officers from the Uman Regional Patrol Police Reaction Unit met with kindergarten children. The children were briefed on the dangers of suspicious objects and what to do if they find a suspicious object, and the detection dogs demonstrated their ability to search for explosives.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

On 24 July, russian troops fired 70 times at 19 settlements in Zaporizhzhia oblast. Stepove, Novodarivka, Lobkove, Orikhiv, Stepnohirsk, Charivne, Novoyakovlivka, Gulyaypole, Zaliznychne, Levadne, Malynivka, Verkhnya Tersa, Novoandriivka, Kamianske, Pyatikhatky came under fire.

Rafael Grossi, IAEA Director General said that on July 23, IAEA experts found anti-personnel mines on the outskirts of the Zaporizhzhia NPP site. The presence of explosives on the site contradicts safety standards. The occupation authorities explained this as a “military decision”. The IAEA continues to try to gain access to the roofs of power units, in particular the third and fourth, and their turbine halls.

Mykolaiv oblast

On July 24, at 10:18 am, the russian army shelled the waters of Ochakiv community with artillery, fortunately resulting in no injuries or casualties.

The russian forces have reportedly abandoned their attempts to establish permanent positions on the Kinburn Spit. Instead, they have shifted their tactics and are now actively using drones. The Kinburn Spit is currently the last administrative territory of the Mykolaiv region that has not yet been de-occupied by the Armed Forces. russia is utilizing this area to shell the territories near Ochakiv, resorting to aerial attacks with drones.

A meeting was held at the Coordination Centre with the families of the soldiers belonging to the 36th Mykolaiv Separate Marine Brigade, named after Rear Admiral Mykhailo Bilinsky. During the meeting, a representative of the Coordination Centre addressed the concerns of the families of the captured marines. Among other inquiries, the family members of the captured defenders asked if there was any way to obtain information about the places of detention and the health status of their loved ones who are currently in captivity.

Odesa oblast

Yuriy Ihnat, Spokesman for the Air Force Command of the Armed Forces of Ukraine, says that russian troops are still using Oniks anti-ship missiles in their attacks along the coastal areas of Mykolaiv and Odesa regions. These missiles are designed to target and destroy ships in the region.

In response to the attacks and the increased risks, about 30 vessels, including tankers, have stopped at the port of Izmail. It is uncertain whether these ships halted their operations on their own initiative or in response to directives. However, it is important to note that war risk coverage for Ukraine’s ports, which was previously included in the Grain Deal, has been suspended by insurers. Some insurers are also contemplating whether they will continue providing coverage for ports situated along the Danube.

Efforts to assess and address damage to cultural heritage sites in Odesa, caused by recent russian shelling, are underway. A working group has been established to inspect and evaluate the extent of the damage and to provide recommendations for priority emergency repair work. Additionally, experts from UNESCO are expected to arrive in Odesa in the coming days to further support and assess the situation.

Kherson oblast

Oleksandr Prokudin, Head of Kherson Regional Military Administration, reported that

the russian army shelled the village of Tomaryne in Beryslav community. Outbuildings were destroyed and cattle injured. Tokarivka was also shelled. A woman was killed. 

At around 1 pm, the russian military shelled Komyshany. The shells hit private houses. A 58-year-old woman was injured.

The South Air Command said that in the southern direction, the air defense forces destroyed two drones: a reconnaissance Merlin-BP and a strike Lancet. 

Kherson Regional Military Administration said that on 24 July, the russian army fired 46 times at the territory of Kherson oblast. Artillery was fired at Burhunka, Lvove, Tiahyntsi, Mykilske, Dniprovske, Stanislav and Kherson.  The shells hit residential areas, the life support system of a secondary school and a commercial building. Two women were injured in Beryslav region.

Kherson Regional Military Administration said that the oblast is expecting to harvest about 6 K tonnes of watermelons. In the de-occupied territory, melons were sown in more than five communities. 

Latest news for today in the western regions of Ukraine

Volyn oblast

RMA representatives met with Ellen Kramer, Head of Lviv office of the UN WFP.  In the first half of 2023, Volyn oblast received about 400 tonnes of food and $1.3 mln from the UN charity missions.

Zakarpattia oblast

RMA and the Protection of Society of Ukraine NGO signed a memorandum of cooperation in the humanitarian field to hold joint events, training and exercises, forums, etc.

The UN Development Program (UNDP) in Ukraine with the support of the British government conducted a seminar on provision of quality administrative services in the context of crisis response and recovery.

Ivano-Frankivsk oblast

The RMA held a meeting with 32 families of the fallen Heroes. They discussed state and regional programs and projects aimed at supporting families of fallen soldiers.

Ruslan Martsinkiv, Mayor of Ivano-Frankivsk, announced that soldiers from the 78th and 79th battalions received shredders, walkie-talkies, plate carriers, storage tanks, 5 Ecoflow charging stations, 5 rechargeable batteries and 5 uninterrupted charging stations worth almost UAH 450K.

The RMA reported that Carpathian border guards Volodymyr Vybranskyi and Liubomir Vasylyshyn were posthumously awarded with the 3th degree For Courage orders.

Lviv oblast

Sambir Central Hospital received a high-frequency electrosurgery device and medicines from partners from the Polish city of Koszyn nad Odroyu. The device will allow to optimize the work of the surgeon and increase the quality and result of operations.

In Yavoriv region, an IVECO truck was purchased for territorial defense soldiers from the region thanks to the Yavorivshchyna CF.

Zhovkivsk community sent 2 thermal imagers worth UAH 117K each to defenders at the front thanks to the program of Zhovkiv City Council for logistical support of the military, which has been in effect since the war began.

Dmytro Ryvak, explosives technician from Lviv oblast, was posthumously awarded with the 3th For Courage Order. The Hero was killed on October 4, 2022 while performing a task during the liberation of Ukrainian territories.

The exhibition The Price of Freedom by photographer Kostiantyn Revutskyi was presented in Lviv. It consists of 40 photos from the two projects by the author – “Bakhmut. The city of the Unconquered” and “Raisin. Deoccupation”. The project shows resilience and indomitability of the Ukrainian people after the start of the full-scale war.

Rivne oblast

Dmytro Lubinets, Verkhovna Rada Commissioner for Human Rights, is on a working visit to Rivne oblast. Together with Rivne RMA, heads of communities and the defense sector of the oblast, they discussed protection of human rights during martial law.

Employees of Ostrozhchyn library created a phytolaboratory for the production of herbal teas for the military. Since June, library workers have organized tours to collect medicinal plants together with the children.

Ternopil oblast

Zoryana Bindas, Ternopil journalist and author, wrote a children’s book, Patriotic Cats. Through pets, the author tells children about the war in Ukraine.

Khmelnytskyi oblast

The RMA reported that during the week, there  were 378 radiation measurements, no deviations detected.

850 kg of clothes were issued for 734 IDPs at the clothing distribution point in Khmelnytskyi RMA. The call center received 89 phone calls and provided 148 IDP consultations.

The RMA held a meeting with Ali Ozcelyk, owner of the Turkish company Trafo Servis, and Firat Atesh, assistant director for technical equipment. They discussed restoration and construction of new energy facilities, repair of outdated power grids, etc.

Builders from Khmelnytskyi oblast are rebuilding houses damaged by the war in Visokopillia community. Now crews are restoring three 16-room houses. Necessary building materials are provided. In particular, specialists received 30 cubic meters of wood the other day.

The RMA reported that 200 children were sent to the EkoLand children’s institution for recovery and recreation, 13 children to the Artek International Children’s Center and another 25 children went on vacation to the Pearl of Transnistria in Ivano-Frankivsk oblast.

Chernivtsi oblast

The RMA presented awards to the families of Bukovyna defenders who were killed on the front lines.
