The russian federation continues to wage an aggressive war. Despite significant losses, they persists in the plans to completely occupy Ukrainian territory. The russian army continues to kill the peaceful population of Ukraine, violating the laws and customs of war, employing terror tactics, and launching attacks on both military and civilian targets.
Russian troops carried out another massive missile and aerial strike on Ukrainian territory. They used 3 sea-based Kalibr cruise missiles, 4 land-based Iskander cruise missiles, 6 Oniks cruise missiles, 1 Kh-59 cruise missile, and 1 guided anti-aircraft missile from the S-300 surface-to-air missile system. In addition, they launched 12 airstrikes and conducted 29 MLRS attacks on the positions of Ukrainian troops and populated areas. Russian terrorist attacks resulted in casualties and injuries among civilians, as well as destruction and damage to grain storage facilities in southern Ukraine, industrial objects, and over 70 civilian residential buildings and other infrastructure.
Ukraine is still under the threat of missile and aerial strikes. The russian army continues to concentrate its main efforts towards Kupiansk, Lyman, Bakhmut, Avdiivka, and Mariinka, where heavy fighting is underway. There have been 33 military clashes.
Towards Volyn and Polissia, the operational situation remains unchanged, with no significant changes observed in the formation of offensive groupings. Identified units of the belarusian armed forces are carrying out tasks in border areas with Ukraine.
Towards Siversk and Sloboda, the russian army maintains its military presence. They have conducted mortar and artillery shelling on more than 15 populated areas, including Honcharivske in Chernihiv Oblast; Stukalivka, Bilovody, Stepne, and Morozova Dolyna, Sumy oblast; and Veterynarne, Kozacha Lopan, Hoptivka, Vysoka Yaruga, and Vovchansk, Kharkiv oblast.
Towards Kupiansk, our troops are holding their defense steadfastly. The enemy shelled Krasne Pershe, Fiholivka, Novomlynsk, Kupiansk, and Novoosinove in Kharkiv oblast from artillery and mortar.
Towards Lyman, russian attempted offensive actions in the areas of Nadia, Makiivka, and Nevske in Luhansk oblast, as well as Serebryanskyy Lis, and Dibrova in Donetsk oblast, were unsuccessful. Russian troops carried out airstrikes in the areas of Serebryanskyy Lis, Spirne, and Dibrova in Donetsk oblast. Artillery shelling affected the settlements of Nevske and Bilohorivka in Luhansk oblast and Torske, Verkhniokamianske, Spirne, and Berestove in Donetsk oblast.
Towards Bakhmut, Ukrainian military successfully repelled aussian attacks in the Hryhoryivka area in Donetsk oblast, despite intense russian artillery fire. Over 10 populated areas, including Vasyukivka, Orikhovo-Vasylivka, Bohdanivka, Kostiantynivka, Markove, Ivanivske, Druzhba, and Pivnichne in Donetsk oblast, suffered from russian artillery shelling.
Towards Avdiivka direction, under heavy russian aviation and artillery fire, Ukrainian troops successfully repelled russian attacks in the Pervomaiske area of Donetsk oblast. The russian army conducted airstrikes towards Avdiivka area and carried out artillery shelling on over 10 populated areas, including Ceramic, Krasnohorivka, Avdiivka, Vodyane, Pervomaiske, and Nevelske in Donetsk oblast.
Towards Marinka, Ukrainian soldiers continue to restrain the advance of russian troops in the areas of Krasnohorivka and Mariinka in Donetsk oblast. The Russian army carried out shelling on more than 10 populated areas, including Marinka, Heorhiivka, Maksymilianivka, Hostre, and Pobeda in Donetsk oblast.
Towards Shakhtarsk, russian troops conducted shelling on over 10 populated areas, including Vuhledar, Prechystivka, Neskuchne, and Blahodatne in Donetsk oblast.
Towards Zaporizhzhia and Kherson, the russian army concentrates its main efforts on preventing further advancement of Ukrainian troops. Over 25 populated areas suffered from artillery shelling, including Levadne, Huliaipole, Huliaipilske, Bilohirya, Kamianske in Zaporizhzhia oblast; Zolota Balka, Mykhailivka, Novooleksandrivka, Beryslav, Lvove, and Antonivka in Kherson oblast, as well as the city of Kherson and Ochakiv in Mykolaiv oblast.
Meanwhile, Ukrainian Armed Forces continue their offensive operation towards Melitopol and Berdiansk, consolidating their positions at achieved lines, using artillery to strike identified russian targets and conducting counter-battery measures.
The aviation of Ukraine conducted 13 strikes on areas of personnel, equipment, and military vehicle buildup, and 3 strikes on russian anti-aircraft missile complexes.
Units of rocket troops and artillery hit the area with the concentration of russian personnel, equipment, and military vehicles, destroying 2 artillery pieces on firing positions and russian electronic warfare station.
According to the Minister of Internal Affairs Ihor KlymenkoAs a result of the destruction of the Kakhovska HPP, 31 people officially died. 29 people died in Kherson region, 2 citizens died in Mykolaiv region.
The open data platform Opendatabot reported that in June, Ukrainians transferred 2.4 billion hryvnias to the account of the 3 largest charitable foundations of Ukraine. In half a year, the amount of donations amounted to 8.4 billion hryvnias.
Recent war events in the east of Ukraine
Kharkiv oblast
According to the General Staff of the Armed Forces of Ukraine, at least 10 settlements, including Vovchansk and Kupiansk, were under russian shelling.
Our troops are holding the line towards Kupiansk. Yesterday, the enemy tried to conduct an offensive in some areas southwest of Masiutivka, but failed and retreated with losses.
Viktor Kovalenko, Head of Zolochiv community reported that on 21 July, 21 hectares of a wheat field were destroyed during artillery shelling of the outskirts of Morozova Dolyna.
Oleh Syniehubov, Head of Kharkiv Regional Military Administration informed that in Prudianka, a border village in Kharkiv region, where there has been no electricity supply since March 2022, 50% of the power grid has been restored.
Last night, as a result of hostile shelling in Novoosynove village, Kupiansk region, a 56-year-old woman sustained light injuries and did not need hospitalisation. A private building was damaged.
Yesterday, the enemy massively shelled the settlements of Bohodukhiv, Kharkiv, Kupiansk, Chuhuiv and Izium regions.
The shelling of Vovchansk, Chuhuiv region, damaged at least 3 private buildings and outbuildings.
In Kupiansk, 7 private buildings were damaged by shelling.
A 60-year-old man was killed by a tank shelling in Kozacha Lopan village, Kharkiv region. A private building and a garage were damaged.
In Petrivka village, Bohodukhiv region, an apartment building was damaged by shelling. Two civilian men of 69 and 52 years old were injured.
At around 8:10 pm in Verkhniy Bairak village, Izium region, a 48-year-old civilian man stepped on an unknown explosive object in his own yard. He was hospitalised in a light condition.
Mine clearance is ongoing. Yesterday pyrotechnics of the State Emergency Service examined more than 9 hectares of territory and defused 57 explosive ordnance.
Donetsk oblast
Towards Bakhmut, Ukrainian troops continue to storm the area around Bakhmut regardless of the strong resistance of russian federation. The invaders are massively bringing in reserves. The defence forces are holding the initiative and putting pressure on russian troops. In this area, the Armed Forces of Ukraine eliminated 226 russian invaders and military equipment yesterday. According to Serhii Cherevatyi, Spokesman of the Eastern Group of the Armed Forces of Ukraine, russian troops shelled the positions of Ukrainian defenders 519 times.
Sloviansk community may lose its salt lakes at Slavkurort. Due to the abandoned wells in recent years, the salt content of the water, where the therapeutic mud is formed, has begun to drop.
Journalists of The Kyiv Independent identified 20 children who were kidnapped from Donetsk oblast and handed over to russian families. Svitlana Maiboroda, a previous Ukrainian official, and Kyrylo Potylitsyn, a 29-year-old subordinate of hers, were involved in organising the deportation of these children. As a reminder, in May 2022, 31 Ukrainian children were deported from occupied Donetsk to russia under the guise of rehabilitation, at least 14 of whom were later handed over to russian families. On the afternoon of 21 July, russian military shelled Druzhba village in Toretsk community with artillery, a shell hit a yard, killing two children aged 10 and 16. According to Pavlo Kyrylenko, Head of Donetsk Regional Military Administration, a woman was also injured and taken to hospital.
In total, russian troops shelled 9 cities and settlements in Donetsk oblast over the last day.
According to Donetsk Regional Military Administration, Druzhba village in Toretsk community was shelled with artillery around 3 pm. One of the shells hit a yard where a 10-year-old boy and a 16-year-old girl, brother and sister, sustained incompatible injuries.
At dawn, russians shelled Kostiantynivka with Grad MRLs, killing a couple, damaging a school, a kindergarten and 20 buildings. One building was also damaged in Predtechyne.
Towards Volnovakha, Vuhledar and Bohoiavlenka were shelled, with no casualties.
Towards Donetsk, a social facility in Hirnyk, Kurakhove community, was damaged. In the middle of the night, the enemy targeted Avdiivka with cluster munitions.
Towards Horlivka, in addition to Kostiantynivka community, 3 buildings in Toretsk community were damaged: in Pivnichne, Zalizne and Druzhba. In Soledar community, 3 buildings were damaged in Pryvillia. In Chasiv Yar community, 2 buildings were damaged.
Towards Lysychansk, a building in Siversk was damaged and there were 9 attacks on Lyman community.
Pavlo Kyrylenko, Head of Donetsk Regional Military Administration reported that yesterday russians killed 2 civilians in Kostiantynivka. Another 2 people were injured.
Luhansk oblast
According to Luhansk RMA, Serhii Cherevatyi, Spokesman of the Eastern Group of the Armed Forces of Ukraine, reported that there was a record number of attacks towards Lyman-Kupiansk yesterday. This day the area was very tense. There were a record 908 attacks over the last day. There were 29 engagements and 11 air raids. Cherevatyi added that Ukrainian troops eliminated 86 invaders and injured 158. They also destroyed two russian tanks, a Msta self-propelled artillery system, two mortars, a howitzer, two unmanned aerial vehicles, a field ammunition depot and a command and observation post.
According to Luhansk Regional Military Administration, the invaders are throwing significant resources at achieving success in Luhansk oblast. They have a large supply of shells and constant support from the sky. However, Ukrainian servicemen repel every enemy attack. Every day and every night, Nevske residents are in danger, refusing to leave and save their lives. The village is under non-stop enemy fire and so are the nearby settlements. The enemy also opened fire towards Bilohorivka.
Luhansk RMA informed that the invaders no longer know how to deal with hits and its origin. They cut off communication in cities and villages along the frontline several months ago. The access control regime is constantly being strengthened. For instance, from 1 August, entry to Rubizhne will be significantly restricted. No one will be allowed to enter without local registration, not even transporters. If a person rents a car in another city, they will be taken to a checkpoint at best. For individual needs, it is necessary to apply for a pass at the occupation administration. It is valid for one month. You have to apply by 31 July.
The number of checkpoints is also increasing in Svatove region. They start checking everyone for a russian passport. If a person still has Ukrainian-type documents, they are invited for a “conversation”.
Referring to Luhansk Regional Military Administration, the enemy has gathered significant reserves in our sector and is trying to attack Ukrainian military positions. Our defenders destroyed three enemy tanks yesterday, one of which had been shelling Nevske for three days and russians increased their firepower from the air. They launched 11 air strikes yesterday alone. The invaders used artillery and other means of destruction to shell more than 400 times. The situation is the hottest in Nevske, Novoliubivka, Bilohorivka and the forests of Kreminna. Yesterday the enemy tried to storm our positions about 20 times. Moreover, russian prisoners complain about the lack of food and technical support from their command.
What is happening now in the north of Ukraine
Kyiv oblast
Minister of Internal Affairs Ihor Klymenko said that explosive ordnance disposal experts continue to work in Kyiv oblast, where thousands of hectares of fields are to be cleared of mines. At the same time, the territories where active life is going on have been practically cleared. The recruitment of personnel to carry out demining works, their training and the search for ways to provide the work with appropriate equipment are ongoing. Only one demining group should have at least three vehicles, one of which is a medical vehicle, a generator, relevant equipment, and metal detectors.
The Ministry of Foreign Affairs of Ukraine announced a meeting in Kyiv with Guatemalan Foreign Minister Mario Adolfo Bucaro Flores. They discussed preparations for the third summit of the Crimean Platform and steps to implement President Zelenskyy’s Peace Formula.
Ministry of Healthcare of Ukraine reported that two of the four buildings of the Ukrainian State Medical and Social Centre for War Veterans in Kyiv oblast are to be repaired and equipped to treat wounded soldiers. Currently, 12 wards are being repaired in one of the buildings, the dental department has been modernised, equipment for patients’ physical exercises and a simulator for restoring driving skills in patients with amputated lower limbs have been installed.
The RMA reported another modular town for a large number of people being put into service in Kyiv region and additional places for IDPs being created. The region has already received 334,000 internally displaced persons from all regions where hostilities are taking place, as well as from Kherson and Sumy oblasts. There are 17 modular places of compact residence and 96 places of compact residence for internally displaced persons in the region.
The Protasiv Yar festival in honour of Roman Ratushnyi, a civil society activist killed in the ongoing russian-Ukrainian war, is taking place in Kyiv. Saturday, the fifth day of the festival is dedicated to poetry. There will be a literary and musical presentation of the anthology “Between the Sirens. New Poems of War” with the participation of poets and musicians, a concert by composer Olesia Zdorovetska and a screening of the documentary ‘Ivan and Marta’ directed by Serhii Bukovskyi.
Denys Darmostuk, director of the regional employment centre, said that in Kyiv oblast, 42 communities and more than 4,000 unemployed people working in community service have joined the Army of Recovery project. The workers are mostly involved in cleaning up landfills, making camouflage nets, sewing clothes for the Armed Forces, and maintaining public order. The largest number of people are employed in Bucha, Ivankivka, Borodianka, Nemishaievo and Pisky territorial communities.
Ministry of Culture and Information Policy said that Kyiv residents and visitors will be able to see the collection of Scythian gold after the artifacts are returned from the Netherlands. The collection will be stored at the National Museum of History of Ukraine. It is a part of the exhibits from the exhibition at the Allard Pearson Museum, which was formed from the collections of Crimean museums.
Zhytomyr oblast
11 construction crews from Zhytomyr oblast have been restoring the village of Tryfonivka in the de-occupied Kherson oblast for more than two weeks within the framework of the Side by Side project. Almost 10 houses have already been restored, primarily by replacing windows, roofs, and fences damaged by shrapnel and blast waves. Several companies in Zhytomyr oblast manufacture metal-plastic window constructions for Tryfonivka – windows for 60 houses have already been sent to Kherson oblast. The work is expected to be completed by the autumn cold temperatures.
For the second week in a row, rescuers from Zhytomyr oblast have been in the city of Nikopol, Dnipro oblast, helping people deprived of water as a result of the russian attack on the Kakhovka hydroelectric power station. In total, they manage to provide people with about 130 cubic metres of water per day.
An additional UAH 69 million has been allocated for shelters in educational institutions in Zhytomyr. The decision was made at an unscheduled session of the city council. The Department of Education reported that as of 20 July, six educational institutions in Zhytomyr did not have shelters.
Zhytomyr City Council reported that in the city, US experts are going to train medical instructors of the Armed Forces of Ukraine. The training will last for 5-7 weeks under the US Armed Forces training programme. Dawn Kuykendall, a representative of the Believe family foundation, came to the city with this initiative. Upon completion of the course, participants will receive a certificate and a full set of medical equipment required by combat medics.
Sumy oblast
Sumy RMA reported that on 20 July, russia fired 32 times at the border during the day. 209 explosions occurred.
Nova Sloboda community sustained 3 mortar explosions and 5 artillery explosions.
Yunakivka community sustained 15 artillery explosions, 4 mortar explosions, and 29 automatic grenade blasts.
Krasnopillia community sustained mortar shelling from the territory of rf: there were 25 explosions, 1 shell did not explode, and 13 artillery shelling explosions. In addition, there was an air strike (NAR) – 5 explosions. The air strike damaged the premises of an agricultural company.
Bilopillia community sustained 7 shots from a tank and 38 mortar shelling explosions.
Esman community sustained 9 artillery explosions and 2 mortar blasts.
Velyka Pysarivka community sustained 8 artillery explosions. The shelling damaged a power line.
Seredina-Buda community sustained 31 automatic grenade blasts.
The enemy deployed 7 mines on the territory of Putyvl community.
The russian army fired 4 artillery blasts and 4 mortar blasts at Khotyn community.
Sabotage and reconnaissance units have attempted to infiltrate the border areas of Sumy and Chernihiv oblasts but failed. Currently, the number of non-explosive engineering roadblocks is being increased and additional surveillance cameras are being installed at the border.
The President of Ukraine has posthumously awarded the heroes from Sumy oblast. The head of the Sumy Regional Military Administration, Volodymyr Artiukh, presented the state awards to the relatives of the victims.
Head of the Ministry of Internal Affairs of Ukraine, Ihor Klymenko announced that a pilot project to ensure transparency of driving licence exams will be launched in Sumy oblast in August.
Oleksandr Lysenko, Head of Sumy Territorial Community, reported that the headquarters training on practical exercises to protect the population in case of a chemical accident has been carried out in Sumy.
Chernihiv oblast
According to Viacheslav Chaus, Head of Chernihiv Regional Military Administration, russian military fired four missiles at one of the settlements in Chernihiv region. As a result of the missile strike, a House of Culture was destroyed, and the bodies of two dead women were retrieved from the rubble.
State Border Guard Service reported that russians fired three times at the border of Chernihiv oblast from their territory on July 20. There was a total of 26 artillery and mortar attacks on Semenivka, Snovsk, and Novhorod-Siversk communities.
Joint Forces Commander Lieutenant General Serhii Naiev reported that the enemy keeps trying to discover weaknesses in the defence towards Chernihiv and Sumy. russian sabotage and reconnaissance groups were spotted penetrating the borderline and failed in all their attempts. The units that are responsible for the protection of the state border in Chernihiv oblast have sufficient means to effectively protect the border and monitor it.
In Chernihiv, a house on Mazepa Street was restored at the expense of the city budget after russian attacks. Having major repairs to the building completed, specialists from the relevant services are connecting gas and water. After the project is updated, the facade is expected to get repaired.
Recent events in the central regions of Ukraine
Dnipropetrovsk oblast
According to Head of the regional council Mykola Lukashuk, russians launched 2 kamikaze drones at Chervonohryhorivka community in Nikopol region during the day. Another enemy UAV was shot down by Ukrainian troops over Nikopol region. This caused a fire. A power line was damaged.
Residents of Kryvyi Rih are repairing their homes after a drone attack on the night of 14 July. About 290 people filed claims for damaged property.
Vinnytsia oblast
The ArmyInform news agency of the Ministry of Defence of Ukraine reported about the first time medical personnel in Vinnytsia oblast performed a unique operation on a serviceman with a severe gunshot wound. The man sustained numerous severe gunshot shrapnel wounds to his upper and lower limbs and abdomen a month and a half ago near Bakhmut.
Kirovohrad oblast
According to Head of the Kirovohrad Regional State Administration Andrii Raikovych, repair work in the de-occupied Mala Oleksandrivka in Kherson oblast is in progress. Construction crews from all regions of Kirovohrad oblast are working to restore the estates.
Mayor Volodymyr Sokyrkoannounced that the first modular town for IDPs in oblast was opened in Znamianka. It is equipped with 70 beds and has heating. There is a kitchen, dining room, toilets, and showers under the same roof as the residential modules. The project was implemented jointly with the Government of the Czech Republic.
Poltava oblast
The head of the Poltava Regional State Administration, Dmytro Lunin, reported that representatives of socially responsible businesses from Poltava region handed over a vehicle to the soldiers of the 116th Separate Brigade of the Territorial Defense of Ukraine, who are defending the country. The transportation will be useful for carrying out tasks in the combat zone. Additionally, the soldiers from Poltava were provided with five Mavic 3 Enterprise drones.
Cherkasy oblast
The head of the Cherkasy Regional State Administration, Ihor Taburets, reported that the soldiers of the separate brigade of territorial defense of the region received 68 sets of radios, 17 thermal imagers, 7 “Mavics,” Starlink, and an all-wheel-drive vehicle to carry out their assigned tasks.
In Smila, volunteers from the Territory of Dignity Centre purchased a night vision device for the reconnaissance company of the 110th Brigade named after General Mark Bezruchko. Some of the funds, specifically 15,000 hryvnias, was raised by the residents of Smila.
Latest news from the front of the southern regions of Ukraine
Zaporizhzhia oblast
Yesterday, the enemy carried out 80 strikes on 20 populated areas in Zaporizhzhia oblast. Huliaipole, Levadne, Bilohiria, Charivne, Huliaipil’ske, Malynivka, Chervone, Shcherbaky, Stepnohirsk, Piatykhatky, and other frontline villages endured 63 artillery attacks. Additionally, Novodarivka was hit with 10 rocket attacks, and Piatykhatky, Orikhove, and Mala Tokmachka experienced 6 aerial strikes. There was also an attack by unmanned aerial vehicles (UAVs) on Lobkove. As a result of an attack on an infrastructure object in Polohy region, four workers were killed, and two others were injured. Reports of 33 destroyed residential buildings and infrastructure facilities have been received.
The enemy is concentrating its main efforts on preventing further advancement of our troops towards Zaporizhzhia front. The russians made unsuccessful attempts to regain lost positions in the area north of Pryiutne in Zaporizhzhia oblast. Meanwhile, the Ukrainian Armed Forces continue their offensive operations towards Melitopol and Berdiansk, consolidate their achieved positions, deliver artillery strikes on identified enemy targets, and carry out counter-battery measures.
Mykolaiv oblast
Yesterday at 07:06, 10:08, and 13:10, the enemy conducted artillery strikes on the city of Ochakiv. There were no casualties reported. Also, at 10:12 and 13:45, the settlement in Kutsurub community suffered enemy artillery shelling, resulting in damage to residential buildings. There were no casualties.
This morning, the enemy shelled the coastal area of Ochakiv and the city itself with artillery fire. The shelling caused a fire in a building of social infrastructure, but it was promptly extinguished.
On Thursday, during a working visit to Mykolaiv, the Minister of Defense of Ukraine, Oleksii Reznikov, held a meeting with the servicemen of the South Defense Forces. After interacting with the military personnel, the Minister awarded them departmental honors and valuable gifts.
The charitable foundation “OpenDoorUkraine.NL” from the Netherlands plans to restore multi-story buildings in Shevchenkove community that were damaged due to russian military aggression. The chairman of the foundation, former ambassador of the Kingdom of the Netherlands to Ukraine, Robert Serry, announced this.
A charity fair was held at Arbuzynka village council, raising 30K hryvnias. The funds were donated for the needs of the Armed Forces of Ukraine.
Odesa oblast
Today, during the daytime, the enemy attacked Bilhorod-Dnistrovskyi region, launching 7 cruise missiles of various classes. As a result of the attack, an infrastructure object was damaged. The extent of the destruction is still being assessed.
During the night, the enemy attacked Odesa oblast with “Kalibr” cruise missiles from the Black Sea waters. Attempting to evade the air defense systems, the enemy directed the missiles at minimal altitude, utilizing the landscape features. Two missiles hit grain silos at one of the agricultural enterprises, causing a fire. During the firefighting efforts, a second alarm sounded, and one more missile struck the same facility, causing significant damage to agricultural and rescue equipment. The fire, which affected an area of over 200 square meters, was promptly extinguished. The enemy destroyed 100 tons of peas and 20 tons of barley. Two employees of the enterprise were injured in the attack.
21 people were injured from July 17 to 21 as a result of missile and drone attacks by the russians on the territory of Odesa blast. 14 individuals were hospitalized in the city and regional hospitals, including 2 children. As of today, four people remain hospitalized in stable condition.
Kherson oblast
Today, the russian army shelled a school in Zolota Balkai. At least seven hits were recorded, and the attack caused damage to the school’s sports hall.
Yesterday, the enemy conducted 45 shelling incidents, firing 243 shells from mortars, artillery, “Grad” rocket launchers, aircraft, tanks, anti-tank missile systems, and drones. The city of Kherson was targeted with 20 shells. The russian forces deliberately aimed at residential areas of populated areas in the region, as well as an educational institution in Bilozerka community and an administrative building in Beryslav region.
As part of stabilization efforts, the police received information about the burial of a 43-year-old local resident in a rural cemetery in Mylove community. During the occupation, the man detonated an explosive device while tending to his livestock. Yesterday, the police have initiated 18 criminal proceedings related to war crimes committed by russians in Kherson oblast.
As a result of the russian attack on the Kakhovka Hydroelectric Power Station dam, 31 people were killed. The Minister of Internal Affairs of Ukraine, Igor Klymenko, provided this information, stating that the final assessment of the material damages is still ongoing.
Over the course of two weeks, Odesa divers rescued approximately 100 people in Kherson oblast after the Kakhovka Hydroelectric Power Station explosion. Their main task was to travel by boat to flooded buildings, rescue people, and transport them to safe locations where medical personnel, police, volunteers, and emergency services awaited. Besides rescuing people, the divers also saved animals, though the rescue efforts were challenging as animals were extremely fearful.
The work to eliminate the consequences of the explosion at the Kakhovka Hydroelectric Power Station continues in Kherson oblast. Electrical workers installed and connected transformer substations in Borozenka community, restoring water towers in Sadok and Piatyhatky villages. Centralized gas supply was also restored in Kizomys and Veletenske. About 100 specialists and dozens of pieces of equipment are involved in cleaning the Korabel neighborhood in Kherson daily.
Specialists from the Kherson Regional Utility Emergency Rescue Service repaired a two-story building damaged by a russian “Shakhed” strike. The team repaired the roof and sealed the windows, providing protection for the inhabitants from inclement weather until the building undergoes major repairs.
The Kherson military received cars, drones, and night optics, which will enhance the effectiveness of the Ukrainian army on the battlefield.
Volunteers and philanthropists continue to care for the residents of Kherson oblast. Today, 4716 liters of water were sent to Komyshany. The residents of Vysokopyliia and Velyka Oleksandrivka received mineral water, barrels for drinking water, buckets, boots, gloves, electrodes, garden carts, and chainsaws.

Volyn oblast
Yurii Pohuliaiko, head of the RMA, visited Blahodativka of Kherson oblast. Volyn took patronage over the settlement within the framework of the Side by Side presidential initiative. Currently, 17 residents of Kamin-Kashir region and the Volynyekobud enterprise are restoring houses damaged by shelling, namely. they install a new roof, replace windows and carry out other repair work.
Zakarpattia oblast
Within the framework of the work of the Congress Chamber of Regions, the RMA held a online-meeting with Heike Raab, State Secretary, representative of the Land of Rhineland-Palatinate at the federal government, and Konrad Clemens, State Secretary, representative of the Free Land of Saxony at the federal government. They discussed cooperation, joint initiatives for the restoration of liberated territories, presentation of Zakarpattia regional development projects, etc.
Uzhgorod City Council reported that the UNHCR international organization and the Nehemiah public organization ready to provide support in the implementation of the Family Comfort project in Uzhhorod.
Ivano-Frankivsk oblast
Ivano-Frankivsk oblast provides assistance to Kalyniv community of Kherson oblast. A team of 19 people is already working in the community, as well as a dump truck with a carrying capacity of 12 tonness. In addition, a separate brigade of 24 people was sent to eliminate the consequences of the emergency situation directly in Kherson.
Lviv oblast
Estonian volunteers of United Delivery Mission sent 5 cars, tires, camouflage nets, etc., for defenders. In addition, a delegation from the sister city of Elektrynai brought 3 cars filled with necessary things for the soldiers to Zhovkiv community.
85 IDPs who belong to large families, as well as persons with disabilities of the first group, received humanitarian assistance, namely, food and hygiene products, from the Caritas Lviv UGCC CF in the Yavoriv District Military Administration. Another 17 people received psychological and legal assistance.
Rivne oblast
The RMA held a meeting with representatives of the MTA company, which works in European countries in the field of water supply and drainage. They discussed cooperation.
Rivne RMA launches a grant program for those who manufacture defense products or provide services in this field. Entrepreneurs from Rivne oblast can take part. The maximum amount of financing is UAH 350K for one project.
Employees of the Service Centers of the Ministry of Internal Affairs of Rivne oblast sent humanitarian aid, namely, drinking water filters, food, shovels, water, and animal feed, to the residents of Kherson oblast.
Ternopil oblast
In the village of Arkhanhelsk, a team of builders from Ternopil oblast has already restored 18 private houses. Builders work without days off, all necessary materials (lumber, roofing, double-glazed windows, plastic and metal doors, etc.) are delivered from Ternopil.
Khmelnytskyi oblast
In Khmelnytskyi oblast, tactical and special training on actions in the event of a radiation accident at Khmelnytskyi NPP took place. During the classes, a network of evacuation points was deployed, issues of monitoring and forecasting the spread of the radiation cloud, organization of traffic control posts, including at the border of the 30-kilometer observation zone of Khmelnytsky NPP were worked out.
As of July 20, 11 out of 60 territorial communities were affected by hostilities in Khmelnytskyi oblast. Residents of these communities, whose homes were damaged as a result of rocket attacks, joined the eVidnovlennia program, and currently some of them are already receiving monetary compensation from the state.
Chernivtsi oblast
As part of the Side by Side project, Chernivtsi oblast is restoring the village of Zarichne (Kherson oblast). Currently, the preparatory stage is ongoing, experts have identified the needs for building materials and planned repair works. Three brigades of construction workers from Bukovyna will work in Kherson oblast. In total, 108 objects need to be restored in Zarichne.
7 children from Bukovyna, who live in a family-type house that temporarily moved to Chernivtsi from the war zone, went on vacation to Zakarpattia Artek. The children’s institution is equipped with safe shelters and storage facilities in case of air raids.
