Luhansk oblast

The kremlin is considering a draft law that would declassify information about the activities of the occupation authorities, including the so-called “lpr”. This will make it possible to hide the crimes of the invaders, including war crimes. Also, restrictions on access to information about the socio-economic situation of the occupied territories, which have a catastrophic budget deficit, have been introduced. The effect of the fake news spread by russians for a decade, saying that these regions were the most economically developed, is gradually fading when people see the real numbers. In addition, access to personal data of officials and law enforcement officers will be restricted. Because the majority of russians refuse to go to the so-called “lpr” to work in leadership positions due to the high mortality rate among officials and militants.
From November 21, residents of the “lpr” will be deprived of russian citizenship if they do not take the oath. According to the law, which will enter into force next month, all decisions on the granting of russian citizenship before the implementation of the decree of the President of the russian federation on the oath become invalid. Kyiv oblast
The Regional Military Administration reported that at night, russians attacked Kyiv oblast with UAVs. In one of the districts, as a result of the fall of debris from downed enemy targets, a grass floor caught fire. The fire has been extinguished. Operational services continue to work on recording the consequences of the night attack.
A fire started in a nine-storey building in Solomianskyi district of Kyiv as a result of the fall of drone debris. Nine people were injured, including an 11-year-old girl. According to the State Emergency Service, the fire was extinguished over an area of 40 m². Forty-eight residents were evacuated from the building. In the office, entrepreneurs can get help with preparation of documents, development of business plans, \ grant applications and participation in lending programs. Similar offices are already operating in Zhytomyr and Zviahel, and by the end of the year, similar centres are planned to be opened in Berdychev and Malin.
Sumy oblast
Sumy Regional Prosecutor’s Office reported that on the morning of 30 October, russian forces carried out an airstrike on civilian infrastructure in Khotin community of Sumy oblast. The strike, likely using a guided bomb, hit a local cemetery. Tragically, a 73-year-old woman, who was tending to her son’s grave, was killed, and a 42-year-old man was injured.
Sumy Regional Military Administration informed that on the evening of 29 October, russian forces launched a missile strike on Khotin community. The attack injured two people, damaged two residential houses, and several cars.
On 29 October, russians carried out 16 shelling attacks on border areas and settlements in Sumy oblast, resulting in 31 explosions. The attacks targeted Khotin, Yunakivka, Myropilia, and Andriashivka communities.
On 28 October, russians carried out 107 shelling attacks on border areas and settlements in Sumy oblast, resulting in 210 explosions. The attacks targeted Sumy, Khotin, Yunakivka, Myropilia, Bilopillia, Krasnopillia, Velyka Pysarivka, Putyvl, Shalyhyne, Esman, Seredyna-Buda, Svesa communities.

For nearly a month, two children injured in the shelling of Hirske in Chernihiv oblast on 3 October have been receiving care at Chernihiv Regional Children’s Hospital. The occuiers attacked Nikopol and Kryvyi Rih regions. Nikopol region was shelled more than fifteen times. They targeted the regional centre, Myrove, Marhanets, Chervonohryhorivska and Pokrovske communities. They used artillery, kamikaze drones and dropped ammunition from drones. A multi-storey building, 12 private houses, an enterprise, infrastructure, a car, a tractor, a bulldozer, a dozen solar panels and gas pipelines were damaged. The enemy also fired artillery at Kryvyi Rih region and Hrushivka community. Two private houses, an outbuilding, a gas pipeline and a power line were damaged. There were no casualties.
Vinnytsia oblast
Anatoliy Tymchuk, a major in the medical service of the Armed Forces of Ukraine, was held as a human corridor in Vinnytsia. He died in the Kharkiv oblast on 24 October 2024.
It became known about the deaths of twelve defenders from Vinnytsia region. Kirovohrad oblast
Several defenders from Kirovohrad oblast were killed in the war with russia. Oleksandr Soloviov from the Oleksandriya community and Dmytro Cherevko from the Marianivka community. Oleksandr Soloviov, 40, died on 26 October 2024 while performing a combat mission near the village of Mala Tokmachka, Zaporizhzhia oblast. Dmytro Cherevko died on 28 October 2024 in the Sumy oblast.
At the Alley of Honourable Military Graves of the Far Eastern Cemetery in Kropyvnytskyi, 58-year-old soldier Dmytro Nikitin, who was killed in Donetsk oblast, was paid tribute to. He was killed on 15 January while performing a combat mission near Stepove village of Pokrovsk region, Donetsk oblast.
Natalia Nevidomaia, deputy director of the regional employment centre, says that in Kirovohrad oblast, 28 defenders and their families received grants to start or develop businesses in 2024. Mykolaiv oblast
Yesterday, on 29 October, the enemy shelled and attacked Kutsurub community with artillery and FPV drones. A private house was damaged in the village of Ivanivka, while windows of a private house, an outbuilding, and a car were affected in the village of Dmytrivka. A power line was damaged in the village of Solonchaky, but promptly repaired. Two private houses were also damaged in the village of Dniprovske.
Additionally, the enemy shelled the city of Ochakiv and the waters of Ochakiv community twice with artillery. An apartment building was damaged, and a car caught fire in Ochakiv.
On Wednesday, 30 October, at the session of Mykolaiv City Council deputies unanimously supported President Volodymyr Zelenskyy’s Victory Plan for Ukraine and sent appeals to twin cities in Europe asking for their support. The same day, the Victory Plan was also approved during sessions of Pivdennoukrainsk City Council, Chornomorsk, Sukhyi Yelanets, Novomarivka, and Kostiantynivska village councils. Over the past day, 16 vessels passed through the Kerch Strait in the interests of russia, 10 vessels entered the Sea of Azov.
Energy workers in Odesa oblast managed to restore most of the damaged facilities ahead of the new winter season. In 2024, 59 energy facilities in the region were destroyed or damaged due to russian shelling. According to Dmytro Hryhoriev, CEO of DTEK Odesa Electric Grids, 1,242 kilometers of overhead lines were repaired, 618 defective poles replaced, and repairs were completed on 845 transformer stations and 45 high-voltage substations.

During a morning shelling of Kherson, a 74-year-old local woman was injured. She was diagnosed with blast trauma, a concussion, and shrapnel wounds to her face. At about 6:30 a.m., occupation forces struck Antonivka, where a 55-year-old resident suffered blast trauma, shrapnel wounds, and a leg fracture.
At noon, the russian army attacked Pryozerne. A 50-year-old woman sustained blast trauma and a concussion due to the shelling.
Yesterday, russian occupiers shelled 12 settlements in Kherson oblast, killing three people and injuring 15. The areas affected by the combined attacks included Kherson, Antonivka, Mykilske, Bilozerka, Stanislav, Komyshany, Prydniprovske, Zelenivka, Chornobaivka, Sadove, Beryslav, and Zolota Balka. The police documented damage to 30 private houses, three apartment buildings, a school, a store, eight buses, five cars, eight garages, and gas pipelines. Additionally, a medical facility in Bilozerka was damaged in an evening attack.

Ivano-Frankivsk oblast
The RMA reported that UAH 23.5m from the regional and local budgets has been directed to housing IDPs since the beginning of the year.
Lviv oblast
Pavlo Smaliuk, defender of the 71th Separate Hunting Brigades, was awarded with the III degree For Courage Order (posthumously). The award was presented to Hero’s relatives. He was killed on 3 April, 2023 near Bakhmut.
Ihor Koval, sergeant of the 71st Separate Hunting brigade of the Military Unit A4030, was awarded with the III degree For Courage Order (posthumously). Awarded to Hero’s mother and sister. He was the anti-aircraft gunner of the Anti-Aircraft Missile Department. He was killed on 22 September 2023 while performing a combat mission near the village of Verbove, Zaporizhzhia oblast.
Rivne oblast
The RMA reported that 90 children from families of IDPs, specifically, in hostilities, missing and killed from Rivne oblast went to the Artek centres in Kyiv and Zakarpattia oblasts for rehabilitation.
Ternopil oblast
The RMA held a meeting with Larisa Levchun, President of the National Congress of Ukrainian Associations of Italy. They discussed further steps to expand international cooperation.
Khmelnytskyi oblast
At night, during an air alarm signal, the Air Defense Forces destroyed 3 enemy UAVs of the Shahed type. There were no casualties or injuries.
The rma reported that military exercises are planned within Khmelnytskyi community.
Khmelnytskyi community sent 6 complexes of multi-channel REB worth UAH 1.2m for various combat units. Thanks to the budget funds.
Chernivtsi oblast
Military personnel undergoing rehabilitation in institutions of Chernivtsi oblast visited observation decks located in the villages of Khreshchatyk and Zvenyachyn. Mandrotherapy is a project aimed at restoring and improving the physical and mental health of soldiers who were injured while defending the Motherland.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
NATO sent 65 ambulances for the needs of the Ukrainian military. The handover of the vehicles took place within the framework of NATO’s Comprehensive Assistance Package (CPA) to Ukraine, which is the main framework for practical cooperation between the Alliance and Ukraine.
Denys Shmyhal, Prime Minister of Ukraine, announced that Japan will provide Ukraine with over $3bn as part of G7 financial support.
The US has imposed sanctions against almost 400 people and companies that, specifically, transfer advanced technology to the russian army. These restrictions are aimed at manufacturers of military equipment, which help Russia circumvent sanctions imposed earlier. In total, persons from 17 countries, including India, China, Switzerland, Thailand and Turkey, were included in the sanctions list. Among them are several deputy defence ministers of the russian federation.
