War in Ukraine today: latest news, 31 October, 2024 (photo)

It has been the 981th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 4 pm:   

On 31 October, the enemy continued its offensive, the number of combat engagements along the entire frontline was 79.  The enemy is most active towards Lyman, Pokrovske and Kurakhove. 

Sumy and Chernihiv oblasts continue to suffer from artillery shelling from the territory of the russian federation. Pokrovka, Bachevsk, Shalyhino, Novenke, Leonivka, Basivka, Pavlivka and Korenok came under enemy fire.

Also, there were seven airstrikes in Kursk oblast, during which the enemy dropped 13 aircraft bombs.

Towards Kharkiv, the enemy is currently attacking in the vicinity of Vovchansk. Two enemy attacks were repelled.

Towards Kupiansk, the enemy started storming the positions of Ukrainian  troops seven times near Petropavlivka, Kolisnykivka, Zahryzove, Lozova, Berestove and Vyshneve. Six firefights are ongoing.

Towards Lyman, the invading army launched 12 attacks on Ukrainian positions in the vicinity of Katerynivka, Stepove, Hrekivka, Terny and in Serebriank forest. Eight clashes ended, four are ongoing. The occupiers were shooting from multiple rocket launchers at Serebryansky forest.

Towards Toretsk, the enemy tried to improve their position twice. Ukrainian soldiers gave a worthy rebuff. The occupier dropped four aerial bombs in the vicinity of Katerynivka.

Towards Pokrovsk, the occupiers made ten attempts to push Ukrainian defenders from their positions. Fighting continued near Promin, Lysivka and Vyshneve. Miroliubivka and Myrnohrad were hit by anti-aircraft guns.

Towards Kurakhove, there were 22 hostile attacks in the vicinity of Novoselidivka, Kreminna Balka, Novodmytrivka, Ostrovske, Maksymilianivka, Antonivka and Yelizavetivka. In the vicinity of Antonivka, the occupiers are making the main efforts – they conducted ten assaults, three of which are ongoing.

Towards Vremivka, two firefights are ongoing near Bohoiavlenka and Trudove. Two attacks were repelled by Ukrainian defenders.  

Towards Orikhiv, the occupiers attacked twice near Novodanylivka. The enemy dropped eight guided aerial bombs in Yurkivka, Tavriiske and in the vicinity of Mala Tokmachka.

Towards Kherson, two enemy attacks were successfully repelled.

The situation in other sectors remained unchanged.


According to the State Emergency Service, a russian strike on a high-rise building in Kharkiv on the evening of 30 October killed three people, including teenagers aged 13 and 15. Another 36 people were injured.

MP Yaroslav Zhelezniak, First Deputy Head of the Verkhovna Rada Committee on Taxation and Customs Policy, announced that President of Ukraine Volodymyr Zelenskyy has signed Bill No. 12039 on improving regulation of plea agreements in corruption proceedings. The article allows for a shorter prison term in case of cooperation and compensation for damage

Recent war events in the east of Ukraine

The General Staff reports that  russian troops are trying to put pressure on Vremivka defence line. They stormed Ukrainian positions eight times near Bohoiavlenka, Maksymivka, Trudove and Novoukrainka.  

Most of the attacks occurred towards Kurakhove. russians stormed the vicinity of Kurakhivka, Horoshne, Kreminna Balka and Illinka.  

Towards Pokrovsk, the russian army attacked 28 times. Selydove, Myrnohrad, Lysivka and Vyshneve came under fore.  

Anastasia Bobovnikova, Spokeswoman for Luhansk operational and tactical group, informs that in the battles towards Kramatorsk, Toretsk and Siversk, the russian army loses about two hundred servicemen killed and wounded every day. They are well protected, sometimes wearing anti-drone cloaks, under the cover of which they enter the frontline positions.

Kharkiv oblast

The General Staff reports that towards Kharkiv, russians continue to attack the vicinity of Vovchansk. Two enemy attacks were repelled there. 

Towards Kupiansk, the russian army started storming the positions of Ukrainian units seven times near Petropavlivka, Kolisnykivka, Zahryzove, Lozova, Berestove and Vyshneve. Six firefights are ongoing.

The regional prosecutor’s office said that a 73-year-old man was killed when russians shelled Kupiansk at around 14:00. ‘The shelling was from artillery, and residential buildings were damaged.

According to the RMA, the enemy used 16 guided aerial bombs and 2 Shahed UAVs against unarmed residents of Kharkiv oblast.

At 22:49, the enemy attacked the city of Kharkiv, Saltivskyi district. Russia used FAB-500 with UMPK to hit a high-rise building in Kharkiv. As a result of the FAB shelling, 16 cars and 14 apartment buildings were damaged (window glazing). The fire engulfed apartments on the 3rd, 5th and 9th floors, and cars were also on fire. The total area of the fire was 80 square metres. At least 36 people were injured and contused (including a child, 11 years old). A 12-year-old boy was killed. The body of a 15-year-old boy with no signs of life, the body of a civilian man aged approximately 25-30 years old were unblocked from the rubble of the destroyed part of a 9-storey building.

An operational headquarters was deployed at the scene. It coordinates with volunteer organisations to provide the victims with temporary accommodation, hot meals, food packages, material, psychological and legal assistance, etc.

At 16:40, the enemy attacked Odnorobivka village, Bohodukhiv region. Two MRLS hit the field.

At 16:02, the enemy attacked Kucherivka village, Kupiansk region. A man of 42 years old was injured as a result of the shelling. A 42-year-old man died.

At 15:30, the enemy attacked Kupiansk. As a result of the shelling with RSVF, a 2-storey apartment building and 2 official cars of the Main Department of the National Police were damaged. 5 people were injured: a 57-year-old woman, two men aged 51 and 58 and two police officers aged 36 and 39.

At 10:10, the enemy attacked Perovske village, Bohodukhiv region. The shelling damaged four households.

The enemy actively used aviation towards Kharkiv sector, attacking once near Vovchansk.

Towards Kupiansk, 21 enemy attacks occurred. Defence forces repelled enemy assaults near Synkivka, Novoosynove, Kolisnykivka, Pershotravneve, Pishchane, Kruhliakivka, Zelenyi Hai, Vyshneve, Bohuslavka, Petropavlivka, Lozova, Kindrashivka and Zahryzove.

165 people (including 1 child) were evacuated from Kupiansk and Borova over the day.

Volodymyr Tymoshko, head of the regional police, says that over the week, russia launched 167 KABs and FABs in Kharkiv and the oblast. 

Donetsk oblast

After midnight, russians attacked Sloviansk and Donetsk. Preliminary reports indicate that there were no casualties, but two businesses and a medical facility were damaged.

According to Oleksandr Honcharenko, Head of Kramatorsk CMA, russian troops attacked the city on the night of 31 October. The occupiers hit the industrial zone of the city at around 1:30 am. There were casualties reported.

Donetsk police reports that five people were killed and three wounded in the oblast. russian troops struck 3,107 times at the front line and residential areas.  15 settlements were shelled. 36 civilian objects were damaged, including 15 residential buildings.

russians attacked Druzhkivka with three drones, killing a civilian and damaging a farm.

The enemy shelled Zarichne with artillery, killing a couple aged 86 and 87, and damaging 6 private houses.

In Berestky, one person was killed and two houses were damaged by shelling. russia dropped a guided aerial bomb on Uspenivka, killing a civilian and damaging a private house.

One person was wounded in Kurakhove, one in Shcherbynivka and one in Dalne.

The occupiers shelled Kostiantynivka with a drone and artillery, damaging two private houses, a utility room, a gas pipeline, and destroying a civilian car.

In Razdolne, a private house and a shop were damaged as a result of a double strike by UMPB D-30SN bombs.

russian troops launched 4 FAB-100 bombs with an UMPK module at Ulakly, damaging two shops, an educational institution, 2 civilian cars, and the power grid.

According to Vadym Batyi, Head of the Board of Donetskoblgaz, gas workers are repairing the largest pipe in Donetsk oblast with a diameter of 700 millimetres, which was damaged as a result of shelling by russian troops in Kostyantynivka.

According to Andrii Polukhin, a soldier with the 24th separate mechanised brigade named after King Danylo, the front line in Chasiv Yar runs along the Siverskyi Donets-Donbas canal, despite the occupiers‘ attempts to cross over and gain a foothold in the western part of the town.

Andrii Kovalenko, NSDC’s Disinformation Counteraction Centre, reported that DPRK military engineers are already in the temporarily occupied Donetsk. russia plans to use the North Korean military towards Donetsk after they undergo training and gain combat experience in Kursk oblast.

Mariupol City Council reported that schoolchildren in the temporarily occupied Mariupol were given globes on which the territories of Donetsk, Luhansk, Kherson and Zaporizhzhia oblasts are marked as part of russia. In addition to the territories occupied by russian troops in 2014 and after the beginning of 2022, Kramatorsk, Pokrovsk, as well as the regional centres of Kherson and Zaporizhzhia, have been marked as part of russia.  

Luhansk oblast

Yesterday, the enemy attacked in three frontline areas at once. Ukrainian defenders repelled russian offensives near Hrekivka, in Serebrianka Forest and in Bilohorivka. Despite pressure from several directions simultaneously, the enemy failed to break through Ukrainian defences. The occupiers launched 25 drones towards the positions of the Ukrainian forces and settlements in Luhansk oblast. They also shelled the area with artillery.

The invaders promise to turn on the heating in Siverskodonetsk only at the end of November. For the past two winters, local residents have not seen any results. Currently, urgent work is underway to repair more than 4 km of the heating system – these areas remained untouched for the past two years. The occupiers have not yet pressurised the in-building networks. 

An apartment building was demolished in Siverskodonetsk. It was located on Tsentralnyi Avenue and was damaged by the enemy during the storming of the city in 2022. Now the invaders have decided to dismantle it – to remove the evidence of their own war crimes. russians do not build new housing.

What is happening now in the north of Ukraine

Kyiv oblast

The RMA reported that the enemy attacked Kyiv oblast with a UAV at night. Air defence forces destroyed all enemy targets. There were no hits to residential or critical infrastructure. In one of the districts, the wreckage of a downed drone was found in an open area of an internally displaced persons’ settlement. 

The Ministry of Internal Affairs informed that in Kyiv, as a result of an enemy attack by a UAV, a grass flooring caught fire at a construction site in Podilskyi district. The fire was quickly extinguished. Windows in three neighbouring five-storey residential buildings and a two-storey office building were also damaged.

DTEK also reported that a high-voltage line was damaged in Kyiv in the morning as a result of a drone falling down. The power supply was not cut off due to automatic switching, but the line needs to be restored. Repair work is underway.

Serhii Popko, Head of Kyiv City Military Administration, stated that this was the twentieth air attack on the capital in a month. In the capital, in the 31 days of October, the air raid alert did not occur for only one day.

Representatives of the Ukrainian Women’s Guard became cadets of the training course ‘Preparing the population for national resistance’, which started this month in Irpin. The training includes the study of the statutes of the Armed Forces of Ukraine, psychological, engineering, tactical and firearms training, military communications training, information on small arms and ammunition markings, as well as marksmanship training. The course lasts 100 training hours. Participants who complete the basic training course receive certificates.

Brovary City Veteran Centre VETERAN PRO presented a diving rehabilitation programme for veterans and their families. The initiative was implemented in cooperation with the Ukrainian Institute of Underwater Research. Specialists are developing individual rehabilitation programmes for each participant, taking into account injuries, amputations and other needs.

Zhytomyr oblast

The remote mobile group of the 1st Recruiting Centre of the Land Forces officially started its work in Zhviahel. It is primarily responsible for high-quality information work, motivating young people, and selecting Ukrainian citizens for military service under contract in the Armed Forces of Ukraine, according to their speciality, skills and abilities.

In Zhytomyr oblast, women are trained to become excavator operators and front-end loader drivers. The free retraining programme for women, Iron Women, is run by the Swedish non-profit organisation Beredskapslyftet at the Qualification Centre of the Polissia Industrial Vocational College in Holovyno. It aims to provide women with new skills in the construction industry, which will contribute to the reconstruction of the country and its infrastructure

Sumy oblast

 According to Sumy Regional Military Administration, on the evening of 30 October, the russian military struck Stetskivka village in Sumy region with guided aerial bombs (GABs). The attack damaged 23 buildings, with 5 of them significantly affected. No casualties or injuries were reported.

During night and morning, russians carried out 7 shelling attacks on border areas and settlements in Sumy oblast, resulting in 10 explosions. The attacks targeted Sumy, Khotin, Esman communities.

On 30 October, russians carried out 55 shelling attacks on border areas and settlements in Sumy oblast, resulting in 138 explosions. The attacks targeted Khotin, Yunakivka, Bilopillia, Krasnopillia, Velyka Pysarivka, Nova Slobidka, Shalyhyne, Esman, Seredyna-Buda, and Druzhbivka communities.

Bilopillia community: the enemy fired mortars (6 explosions) and artillery (20 explosions).

Yunakivka community: russians struck with artillery (23 explosions), and launched a GAB airstrike  (1 explosion).

Khotin community: an FPV-drone attack (2 explosions), mortar shelling (3 explosions), the launch of GABs (2 explosions) from the territory of the russian federation. As a result of the airstrike, 1 civilian was killed and 3 residents of the community injured.

Shalyhyne community: FPV-drone strikes (5 explosions), and mortar fire (9 explosions).

Krasnopillia community: an FPV-drone strike (5 explosions), dropping of explosive devices from an enemy UAV (8 explosions), mortar fire (14 explosions), artillery (8 explosions) was recorded.

Seredyna-Buda community: russians dropped 5 mines on the territory of the community. As a result of shelling, 2 private houses were damaged. Also, 2 FPV-drones were struck from the territory of the russian federation (2 explosions).

Nova Slobidka community: FPV-drones (5 explosions) were struck from the territory of the russian federation.

Velyka Pysarivka community: the enemy shelling (6 explosions) and dropping explosive devices from an unmanned aerial vehicle (4 explosions).

Druzhbivka community: russians dropped 3 mines on the territory of the community. There was also artillery shelling (3 explosions).

Esman community: an attack with FPV-drones (2 explosions), and mortar shelling (2 explosions).

Volunteers from the Public Foundation Sumy have provided the 117th Separate Territorial Defense Brigade with a reconnaissance drone. With this equipment, the soldiers will be able to conduct more effective reconnaissance, detecting russian forces’ positions, equipment, and personnel.

Chernihiv oblast

Throughout the day, the russian army attacked three border communities in Chernihiv oblast: Novhorod-Siverskyi, Semenivka, and Snovsk. In total, 44 explosions were reported.  

Novhorod-Siverskyi community:

– 3 explosions (hits, probably by a 120mm mortar) in the vicinity of Krasny Khutir;

– 9 explosions (hits, probably by a 120 mmmortar) in the vicinity of Mykhalchyna Sloboda.

Semenivka community:

– 14 explosions (hits, probably by a 120mm mortar) on  Medvedivka;

– 1 explosion (hit, probably by  FPV-drone) towards Medvedivka;

– 9 explosions (hits, probably dropped from an unmanned aerial vehicle) on Hremiachka;

– 6 explosions (hits, probably drops from UAVs) on  Liskivshchyna.

Snovsk community:

– 2 explosions (hits, probably by barrel artillery) on  Huta Studenetska.

No casualties or injuries among the local population were reported as a result of the shelling.

Borzna Territorial Community and Nizhyn City Council reported that in Chernihiv oblast, on 30-31 October, two Ukrainian Armed Forces soldiers, Serhii Maidannyk and Yurii Savchenko, were paid tribute to. 

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Mykola Lukashuk, Head of the RMA, reported that last evening and night, air defence forces were on alert in the oblast. As a result of the enemy attack in Dnipro, a 14-year-old boy was injured; he will recover at home. Also, a car caught fire in Kamianske region. In the morning, the enemy launched a kamikaze drone strike on Nikopol.

Boxers from Dnipropetrovsk oblast won 16 medals at the Ukrainian Championship dedicated to the heroes of the Main Directorate of Intelligence of the Ministry of Defence of Ukraine.

Vinnytsia oblast

​​An exhibition titled Heroes of Our Streets has opened at the Artynov Tower in Vinnytsia, showcasing fallen defenders who have streets named or renamed in their honour across Ukrainian cities. The exhibit features visual and textual materials about 12 fallen defenders.

Kirovohrad oblast

Andrii Raikovych, Head of Kirovohrad RMA, informed that air defence forces were active last night in Kirovohrad oblast.

Poltava oblast

Soldier Vladyslav Skryaha was paid tribute to in Poltava. He was killed near Toretsk. Skryaha lived in Terentiivka village in Novoselivka community and worked with agricultural machinery in civilian life. He was 45 years old.

Cherkasy oblast

As reported by Ihor Taburets, Head of Cherkasy RMA, during the night, defenders shot down 3 Shahed drones over Cherkasy oblast. However, debris and blast waves damaged property at several enterprises, including a warehouse and the windows of another building.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

According to the morning update from the General Staff of the Armed Forces of Ukraine, the Defence Forces repelled a russian assault near Charivne. 

Ivan Fedorov, Head of the RMA, reported that on 30 October, russian forces launched 384 attacks on 11 cities and villages in Zaporizhzhia oblast. Specifically, 141 artillery strikes targeted Lobkove, Huliaipole, Novoandriivka, Novodanylivka, Robotyne, Mala Tokmachka, Bilohiria and Olhivske. 

According to the Ukrainian OSINT project CyberBoroshno, near the 6th reactor of the temporarily occupied Zaporizhzhia NPP, russian forces likely positioned an anti-aircraft installation.

Mykolaiv oblast

Vitalii Kim, Head of Mykolaiv RMA, reported that on 30 October, russian forces attacked Kutsurub community 6 times by FPV drones. A farm building and a car were damaged in Dmytrivka village. There were no casualties or injuries reported.

Odesa oblast

According to the Ukrainian Air Force, around 10am, an alert was issued in Odesa oblast regarding a potential ballistic missile strike from occupied Crimea. 

According to the Air Force, the russian military attacked the bridge over Dniester Estuary in Zatoka, launching 2 Iskander-M/KN-23 ballistic missiles from occupied Crimea and 8 Kh-59/69 guided missiles from tactical aircraft over the Black Sea. Air defence forces in Odesa oblast managed to shoot down 2 Kh-59/69 guided missiles.

Kherson oblast

Around 4pm, russian drone attacked a car in Bilozirka community in Kherson oblast, injuring 4 people. A 31-year-old and a 32-year-old man suffered blast injuries and shrapnel wounds to their legs. 

At approximately 11:20am, russian forces dropped explosives from a drone in Beryslav, injuring a 42-year-old woman with blast injuries, concussion and shrapnel wounds to her arm and chest. 

A 77-year-old woman was hospitalised in Antonivka, after being attacked by a drone in the morning. Preliminary reports indicate she sustained a blast injury.

A russian drone attacked Korabelnyi district in Kherson in the morning, injuring a 33-year-old man. He sustained a blast injury and sought medical attention on his own. 

Oleksandr Prokudin, Head of the RMA,  said that during the night, russian troops shelled Beryslav, killing a man born in 1986. 

As a result of yesterday’s shelling of Blahovishchenske, 3 people were injured, all with blast injuries. 

In Stanislav, russian drone targeted a 63-year-old man, causing blast trauma and concussion. Medics provided on-site assistance.

Latest news for today in the western regions of Ukraine

Volyn oblast

In Volodymyrivka region, special tactical training was held for the services and management bodies of the district territorial subsystem of the Unified State Civil Protection System. According to the training plan, as a result of a massive missile attack, a large-scale power outage occurred, specifically in Novovolynsk and surrounding settlements. This led to the stoppage of water supply, problems in the operation of sewage systems, as well as violations of heat supply at critical infrastructure facilities.

Zakarpattia oblast

20 children of fallen servicemen from Ternopil region went on vacation to Berehovo community in Zakarpattia oblast. A rich entertainment and excursion program awaits them, which will cover the popular tourist spots of the oblast.

Ivano-Frankivsk oblast

The RMA held a meeting with representatives of the OEG USAID (the US) economic growth office. They discussed work of enterprises that moved to the oblast and fill the local budgets of communities, the creation of new jobs for IDPs and the local population, projects for the development of the agro-industrial complex and digitalization.

Lviv oblast

Lviv oblast received additional devices for monitoring the radiation background. The assistance was provided with the support of the SaveDnipro NGO and international partners.

A delegation from the front-line village of Zolochiv, Bohodukhiv region, Kharkiv oblast, which was badly affected by russian attacks, visited the city of Zolochiv, Lviv oblast. The central event of the visit was the signing of the cooperation agreement. The document officially confirmed the intentions of both communities to work together for reconstruction and humanitarian support.

Rivne oblast

A powerful cogeneration plant started working in one of Rivne’s broiler houses thanks to cooperation with the United States Agency for International Development (USAID). It will produce heat and electrical energy at the same time. This will significantly relieve the power grid of the regional centre, as well as ensure uninterrupted heat supply in blackout conditions. This is already the 4th such cogeneration plant put into operation this year in the Rivne region. The launch of 5 more is planned soon.

Ternopil oblast

Khmelnytskyi oblast

Khmelnytskyi City Council added UAH 1m to the grant support program. This is a program that allows you to help the defence forces. Hexacopters, quadcopters, FPV drones, EW, etc. In 2024, we have already allocated UAH 10m for this program.

Chernivtsi oblast

The Ministry of Education and Science of Ukraine announced that since November, UNICEF Ukraine will allocate UAH 203.35m to support 700 Ukrainian secondary education institutions. 6 institutions of general secondary education of Chernivtsi oblast will receive UAH 290,500 each to improve learning conditions in the winter period.

In Bukovyna, 14 children of the fallen Defenders of Ukraine received compensation for an independent 10-day vacation. The amount of monetary assistance is UAH 15,000. It is provided from the regional budget.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

The Ministerial Conference on the Human Dimension dedicated to the implementation of the 4th point of the Peace Formula of the President of Ukraine Release of Prisoners and Deported Persons began work in Montreal, Canada. The event was organised by Canada, Norway and Ukraine as co-chairs of the working group on the implementation of this item.

The Ukrainian delegation met with Justin Trudeau, Canadian Prime Minister. They discussed the situation on the battlefield and the Victory Plan.

Andrii Yermak, Head of the Office of the President of Ukraine, met with Anthony Blinken, US Secretary of State in Washington. The Victory Plan, the situation at the front and frozen russian assets were discussed in detail.
