It has been the 978th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

The enemy continues to try to advance into the depths of Ukraine’s territory, and the Defence Forces are holding back the invaders, inflicting significant losses on them. 

On 28 October, the number of enemy attacks was 92. The occupiers continued to focus their main efforts on Pokrovsk and Kurakhove, where they conducted more than half of all attacks on the territory of Ukraine. In addition, the occupiers were active towards Lyman, Kupiansk and Vremivka.

The border areas of Sumy and Chernihiv oblasts continue to suffer from russian air strikes. In particular, terrorists fired guided aerial bombs at the vicinity of Bilovody, Yunakivka, Zhuravka and Basivka. Basivka, Obody, Oleksandrivka, Bilokopytove, Boyaro-Lezhachi, Prohres, Vorobivka and Medvedivka suffered from enemy shelling. Terrorists shelled Starykove, Yablunivka and Zarichchia with multiple rocket launchers. russians also conducted fourteen air strikes, using 22 anti-aircraft gunships in Kursk oblast of Russia.

Towards Kharkiv, the occupiers stormed the positions of Ukrainian units near Vovchansk. The situation is under control. The enemy also attacked Kharkiv with bombs and Mylove with unguided aerial missiles.

The enemy attacked Ukrainian positions towards Kupiansk seven times. Ukrainian defenders are repelling enemy assaults near Kolisnykivka, Synkivka, Kruhliakivka, Pershotravneve and Lozova. Fighting continues in six locations. The enemy is actively using bomber aircraft in the sector and dropped 12 bombs.

Towards Lyman, enemy units attacked in the vicinity of Hrekivka, Zarichne, Terny and Torske. Ukrainian troops repelled five attacks, and three engagements are ongoing.

Towards Siversk, the enemy launched five air strikes on Siversk and near Starodubivka.

Towards Kramatorsk, the invaders carried out two assault operations near Chasiv Yar and Stupochki. The occupiers’ attack is currently underway. Aviation struck Chasiv Yar, Stinky and Oleksandr-Shultyno, using aerial bombs and unguided aerial missiles.

Towards Toretsk, Ukrainian defenders repelled an enemy attack near Toretsk.

Towards Pokrovsk, the occupiers made 21 attempts to push Ukrainian defenders from their positions in the vicinity of Myroliubivka, Promin, Lysivka, Krutyi Yar, Selydove and Vyshneve. The defence forces, holding back the enemy’s onslaught, repelled a total of 17 enemy attacks in the area. Others are continuing. The enemy is suffering significant losses in manpower.

Towards  Kurakhove, the invaders attacked Ukrainian units 29 times, trying to advance in the vicinity of Zoriane, Maksymilianivka, Novodmytrivka, Katerynivka and Antonivka. Currently, 19 firefights are ongoing.

Towards Vremivka, the occupiers attacked Ukrainian troops’ positions near Bohoiavlenka and Novoukrainka eight times. Two firefights are ongoing.

Towards Orikhivsk, the enemy used bomber aircraft to attack the area of Mala Tokmachka, dropping 16 bombs.

Towards Kherson, the enemy made one unsuccessful attempt to storm the positions of Ukrainian troops. It struck Mykolaivka with unguided aerial missiles.


The Ministry of Defence has commissioned a computer artillery range. A group of Ukrainian programmers developed this complex as an auxiliary digital tool for training combat crews of various types of artillery weapons. The visual component of the computer training range allows simulating fire missions and analysing their performance, analysing the actions of each member of the combat team and receiving recommendations for correcting mistakes.

The Government approved a new type of payment for IDPs. The pilot project will be implemented for 2 years. The project applies to settlements in Chernihiv, Sumy, Kharkiv, Zaporizhzhia, Mykolaiv, Dnipro, Luhansk, Donetsk, and Kherson oblasts, except for the active combat zone and temporarily occupied territories.

Recent war events in the east of Ukraine

Kharkiv oblast

At 03:28, russians attacked Chuhuiv. There was shelling, an outbuilding was burning. According to the RMA, 8 people were injured, including 5 children (all refused hospitalisation).

At 03:17, russians attacked the forest park area of Kharkiv. The shelling hit the ground. There was no information on casualties.

At 02:18, russians attacked Kharkiv. A 9-storey residential building was hit. The walls on the 9th floor were partially destroyed. 7 people were injured. 

The day before, at 20:45, russians attacked Kharkiv. The shelling hit an outbuilding. 21 private houses and 4 cars were damaged. 6 people were injured.

At 20:40, russians attacked Kharkiv. An unmanned aerial vehicle hit an open area on the territory of a private household. Private residential buildings were partially destroyed, outbuildings, a hotel, an apartment building, and an administrative building were damaged.

At 11:18, russians attacked the village of Kruglyakivka. The shelling damaged a house. 

At 10:25, russians attacked Kupiansk. The shelling damaged the buildings of a private enterprise.

Near Vovchansk towards Kharkiv, there were four enemy attacks.

Towards Kupiansk, there were 20 occupiers’ attacks. The defence forces repelled the enemy’s offensive towards Kindrashivka, Synkivka, Kolisnykivka, Kruhliakivka, Lozova, Zahryzove, Pershotravneve and Vyshneve.

As a result of intensified evacuation measures, 54 people (including 9 children) were evacuated from Kupiansk and Borova.

A total of 845 apartments and houses were purchased in Kharkiv oblast under the state programme ‘eRestoration’. At the same time, 24,225 people received UAH 2.2 billion in compensation for housing repairs under the government programme.

Donetsk oblast

At 5 am, the aggressor shelled Starodubivka and damaged two civilian cars, with no information on casualties.

The day before, russian troops made 2,988 attacks along the frontline and in the residential sector. 

Enemy shells hit Kostiantynivka, Myrnohrad, and the villages of Malynivka, Markove, Oleksiivka, and Uspenivka.

45 civilian objects were damaged, including 35 residential buildings.

russians attacked Uspenivka with artillery, injuring a civilian and damaging 6 private houses.

The occupiers struck Kostiantynivka with six FAB-250 bombs with a UMPK module and artillery, destroying an apartment block and 10 private houses, an administrative building, a gas pipeline and power grids.

The enemy dropped a FAB-250 bomb with a UMPK module on Myrnohrad, damaging 6 apartment buildings and 11 private houses.

Luhansk oblast

russians have concentrated their main attack efforts on Lyman. They put pressure from several directions. Ukrainian defenders stoppedrussian assaults near Makiivka, where the enemy tried to break through the defences of Ukrainian soldiers. The occupiers do not stop artillery shelling and continue to use drones in large numbers. Only near Balka Zhuravka they sent 22 UAVs. An airstrike was conducted on Novoiehorivka.

The occupied territories began preparing for the State Duma elections to be held in 2026. In 2025, the Central Election Commission of the russian federation is to approve a new scheme of single-member districts to replace the one adopted in 2015. The main criterion that will be taken into account when ‘slicing’ the districts and, accordingly, determining their number is the total population in the occupied territories.

The main arena for manipulation is the so-called ‘lpr’ and ‘dpr’, where residents of remote regions of the russian federation, families of the russian military, and cheap labour are brought in large numbers. It does not matter where they vote – in the occupied territories or at home. Whether the russian military will be alive at that time is also of no concern to the russian electoral cycle. The main thing is registration. Another loophole for manipulation is the number of local people who have returned or will arrive on election day. Local occupation authorities can submit any figures to the russian federation in this regard.

Pension structures of the so-called ‘lpr’ do not take into account documents confirming the length of service, including preferential service, gained at enterprises located in the territories occupied in 2022. Persons applying for the relevant payments are granted pensions on a general basis based on the data contained in their employment record books and archives collected before 2014.

What is happening now in the north of Ukraine

Kyiv oblast

The Regional Military Administration reported that the enemy once again attacked Kyiv oblast with a UAV at night. In one of the districts, a private house was damaged by falling debris and a grass floor caught fire. The fire was quickly extinguished.

On 26 October, a teacher from Boryspil, Larysa Batalko, was killed by the fall of a russian drone debris. She was seriously injured in the stomach and doctors were unable to save her. Larysa Batalko worked as a labour training teacher at a lyceum and participated in the Teacher of the Year competition. She used to inspire her students with her love for needlework ‘as an art and continuation of folk tradition’.

On 27 October, the NGO Ukrainian Women’s Guard held a meeting for women with a psychologist on emotional literacy in Kyiv. In a warm and friendly atmosphere, the participants learned together to recognise their emotions, express and manage them properly, as well as share experiences and create space for growth. 

The capital initiates a public discussion about the design of a monument to war hero Dmytro ‘Da Vinci’ Kotsiubailo, buried at Askold’s Grave. The First Separate Assault Battalion has asked the Institute of National Memory and the Museum of the History of the Maidan to provide a platform for open public discussions.

On 27 October, Kyiv hosted a rally to remind people about prisoners of war ‘Don’t be silent! Captivity Kills’. This time, about 300 people gathered in the Sviatoshyn district of the capital. Among them were soldiers who returned from russian captivity a month ago.

Zhytomyr oblast

The Regional Military Administration reported that at night, during an air raid alert, a fire broke out in a private property in one of the settlements of Zhytomyr oblast due to the fall of the wreckage of an enemy drone. Thanks to effective actions of the State Emergency Service, the fire was extinguished. There were no casualties or damage.

Sumy oblast

The enemy carried out an airstrike on critical infrastructure energy facilities in Konotop region using Shahed-type UAVs. Restoration work is underway at the site.

According to the regional military administration, as a result of anti-air battles, air defence units from the Ground Forces and Air Forces of the Armed Forces of Ukraine destroyed six enemy Shahed drones. In total, since the beginning of the year, anti-aircraft units have shot down 406 russian UAVs.

Due to russian shelling, emergency power outage schedules have been implemented in Sumy oblast. As reported by the regional power company, over 16,000 consumers in the area are without electricity.

During night and morning, russians carried out 37 shelling attacks on border areas and settlements in Sumy oblast, resulting in 48 explosions, using GABs, UAVs (Lancet-type), FPV-drone, reactive and barrel artillery.. The attacks targeted Khotin, Bilopillia, Esman communities and Konotop region. 

As a result of strikes on Yunakivka community, a private house was damaged. The enemy attacked the community with MLRSs (8 explosions), and also used guided aerial bombs (8 explosions).

Over the past day, russian forces conducted 101 shelling attacks on Sumy oblast, with a total of 201 explosions recorded. According to the regional military administration, 13 territorial communities were affected by the shelling.

Yunakivka community: shelling by artillery, GABs, FPV-drone.

Krasnopillia community: FPV-drones attacked, dropped explosive devices from UAVs, mortar and artillery fire.

Khotin community: GAB airstrike, mortar attacks were recorded.

Bilopillia community: the russian army dropped 14 mines on the territory of the community.

Velyka Pysarivka community: recorded hits by mortars, FPV-drones.

Shalyhyne community: russians fired MLRS (11 explosions), mortars (5 explosions), dropped explosive devices from unmanned aerial vehicles (4 explosions).

Seredyna-Buda community: artillery shelling, mortar shelling, FPV-drones shelling were carried out. One person was injured, a private house and a car were damaged.

Hlukhiv, Esman, Znob-Novhorod, Svesa, Myropilia, Nova Slobidka communities were shelled by artillery and FPV-drones.

According to the National Police, on 27 October, 42 settlements were under russian shelling. Two civilians were injured in the attacks, and a critical infrastructure facility, seven private homes, and a car were damaged.

The regional military administration reported that over 38,500 people have already been evacuated from dangerous areas in Sumy oblast.

In Sumy oblast, registration will begin for a program to receive financial assistance from the UN. The United Nations High Commissioner for Refugees (UNHCR) has published the schedule for the upcoming mobile group visits, planned for 28 October to 1 November, 2024.

Chernihiv oblast

During the night of 28 October, as of 8am, nine russian drones were shot down over the responsibility zone of the Siversk Operational-Tactical Group (covering Chernihiv, Sumy, and Poltava oblasts). According to North Operational Command, the response involved anti-aircraft missile forces, electronic warfare units, and mobile fire groups from the Air Force and Ukrainian Defense Forces.

Viacheslav Chaus, Head of the Regional Military Administration, reported that over the past week, russian forces conducted 81 attacks on 21 settlements in Chernihiv oblast, resulting in 401 explosions across the area. During these attacks, russian forces used MLRS, mortars, self-propelled artillery, AGS, grenades dropped from UAVs, FPV attack drones, and carried out 26 airstrikes. As a result, two civilians were injured, and several non-residential buildings, a garage, and a vehicle were destroyed by fire.

The State Border Guard Service reported that on 27 October, russian forces attacked four border communities in Chernihiv oblast: Novhorod-Siverskyi, Semenivka, and Snovsk. 

Novhorod-Siverskyi community: 6 hits by barrel artillery in the area of ​​the outskirts of Vorobiivka village.

Semenivka community: 8 mortar hits in Bleshnia village; 4 strikes by FPV-drones towards Leonivka village; 3 strikes by FPV-drones towards Orlykivka village; 7 shots by barrel artillery towards Prohres village; 1 hit by an FPV-drone in the area of ​​ Hremiachka village; 7 hits by barrel artillery near Medvedivka village; 20 mortar strikes near Medvedivka village; 10 hits by the rocket salvo system towards Zarichchia village.

Snovsk community: 9 mortar hits towards Hrinivka village; 7 mortar hits in Kliusy village; 2 mortar hits near Hirsk village; 19 shots by barrel artillery towards Yeline village.

Evacuation of people from the shelling-affected border areas continues. According to the regional military administration, 46 individuals, including 6 children, relocated to safer territories over the past week.

As reported by the regional military administration, a total of 1,229 households in the border areas have already received cash payments for heating. By the end of October, 560 households from Koriukivka, Novhorod-Siverskyi, and Horodnia communities will receive payments, and in November, 2,500 households from Semenivka community will benefit. With the assistance of partners, plans are in place to provide payments to an additional 6,450 households in Chernihiv Oblast.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

From evening until morning, russian forces continued to attack Nikopol region by artillery and kamikaze drones, targeting the regional centre, Pokrovske, Chervonohryhorivka and Marhanets communities. The attacks caused a fire, damaged an industrial facility, a private house and an outbuilding. There were no casualties reported.

Overnight, air defence forces shot down an enemy Shahed drone over the oblast.

russian forces have been terrorising civilians in Nikopol region. In the regional centre, a kamikaze drone strike injured 2 girls, aged 12 and 13, who were hospitalised in moderate condition. The russian forces attacked the area around 15 times, targeting Nikopol, Pokrovske, Myrivka and Marhanets communities. The attacks damaged an apartment building, 4 private houses, 5 outbuildings, infrastructure, gas pipelines and power lines.

Vinnytsia oblast

​​Mayor Serhii Morhunov reported that the oblast received significant support from international partners, including medical and rehabilitation equipment for several hospitals, material support for a military hospital and support for families of defenders and internally displaced persons.

In Vinnytsia, specialists assisting vulnerable community members will receive tablets to improve public access to electronic services as part of the UNDP project in Ukraine, Digital, Inclusive, Accessible: Supporting the Digitalization of Public Services in Ukraine.

Kirovohrad oblast

Andrii Raikovych, Head of the RMA, informed that air defence forces destroyed an enemy drone in Kirovohrad oblast. There were no casualties or damage reported.

Poltava oblast

In Poltava, a farewell ceremony was held for serviceman Vasyl Melnyk, who was killed in the russia-Ukraine war on 11 October, in the north-eastern direction. He was 55 years old.

Cherkasy oblast

Ihor Taburets, Head of the RMA, said that the oblast was on high alert for over 10 consecutive hours due to an air threat. Preliminary reports indicate that air defence forces destroyed 14 enemy drones during this period. There were no injuries or property damage reported.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Yesterday, russian forces carried out 378 strikes on 10 settlements in Zaporizhzhia oblast. They conducted 7 airstrikes on Huliaipole, Mala Tokmachka, Robotyne, and Novodarivka. 264 UAVs of various types attacked Lobkove, Huliaipole, Novoandriivka, Robotyne, Mala Tokmachka, Malynivka, Novodarivka, Solodke, and Zelenyi Hai. There was also MLRS attack on Mala Tokmachka and 106 artillery strikes targeting Bilenke, Lobkove, Huliaipole, Novoandriivka, Robotyne, Mala Tokmachka, Malynivka, and Novodarivka. Reports indicated that 7 residential buildings and infrastructure were damaged. Three people were injured in Russian attacks on Zaporizhzhia and Polohy regions.

It is reported that the enemy dropped 16 aerial bombs on Mala Tokmachka towards Orikhiv.

Construction of defensive fortifications in Zaporizhzhia oblast is ongoing. According to Ivan Fedorov, the head of the Zaporizhzhia Regional Military Administration, the second line of defense is 99.9% complete, and the third line is expected to be completed in the coming weeks.

Berdiansk City Military Administration reported that, according to preliminary information, a railway bridge in temporarily occupied Berdiansk was blown up in an explosion on the evening of October 27. The Berdyansk CMA is currently verifying and clarifying further details regarding the incident.

Mykolaiv oblast

During the night of 28 October, air defense forces destroyed four Shahed 131/136 drones in Mykolaiv oblast. Debris damaged three private houses, outbuildings, and a car, while grass caught fire outside the village in Voznesensk region.

On 27 October, the enemy attacked Kutsurub community seven times with FPV drones. In the village of Dmytrivka, one of the drones hit a 43-year-old man riding a moped, who died at the scene. Two other FPV drones targeted police officers responding to a call, causing a fire that completely destroyed a police vehicle, though no officers were injured.

The same day, the enemy twice shelled the waters of Ochakiv community with artillery and later attacked using FPV drones. Without casualties.

As of October 2024, a mobile hub is operating in communities across Mykolaiv oblast, offering legal services, psychological support, and social assistance. This service is available to veterans, their families, and the families of missing, captured, or fallen soldiers. The mobile hub provides support in 52 communities where such services are lacking or inaccessible.

Thanks to a partnership between Mykolaiv Regional Development Agency, local communities, and the public organization United Help Ukraine, lyceums in Kaluha, Serhiivka, and Novoochakiv recently received three 10-kilowatt generators for their shelters. This power supply ensures the continuation of education during power outages, allowing 200 students to study without interruption even in crisis conditions.

Odesa oblast

As of 6 a.m. on 28 October, there are no enemy ships in the Black or Azov Seas. Two enemy ships are present in the Mediterranean Sea, both carrying Kalibr cruise missiles with a combined potential salvo of up to 24 missiles.

Over the past day, four vessels passed through the Kerch Strait into the Black Sea, while 12 vessels transited into the Azov Sea in the interest of the russian federation.

Kherson oblast

Today, russians attacked Novodmytrivka using a drone. A 59-year-old woman, who was outside, sustained explosive trauma, a concussion, and shrapnel wounds to her face due to the explosion. Additionally, russian forces targeted a civilian vehicle in Bilozerka. The 35-year-old driver suffered explosive trauma and a concussion.

Yesterday, the enemy attacked various locations in Kherson oblast, including Kherson, Komyshany, Bilozerka, Inzhenerne, Dniprovske, Sofiivka, Stanislav, Shyroka Balka, Tomyna Balka, Oleksandrivka, Antonivka, Sadove, Prydniprovske, Poniativka, Mykilske, Beryslav, Novovorontsovka, Osokorivka, and Trudoliubivka. russian troops hit critical infrastructure, a medical facility, and residential areas, including six apartment buildings and 22 private homes. They also damaged outbuildings, garages, a gas pipeline, and private and agricultural vehicles. Five people were killed, and 13 were injured, including a child.

Later, Kherson Regional Administration reported that around 4pm on 27 October, an enemy drone attack targeted a residential area in Kachkarivka village. A 42-year-old local man, who was in his yard, suffered explosive trauma and an amputation of his forearm. Another victim, a 58-year-old woman, was injured a few days earlier during a russian attack on Antonivka, sustaining explosive trauma and shrapnel wounds to her leg.

In Oleksandrivka, a 66-year-old local woman sought medical help after being injured by a russian drone strike yesterday. She was diagnosed with explosive trauma, a concussion, and shrapnel wounds to her face. Another woman who was hit in a russian strike in Kherson around 4:30 p.m. yesterday also sustained explosive trauma.

Kherson Regional Administration announced the completion of the first stage of work to mitigate the aftermath of the russian massive shelling in Kherson’s Central district. Two people were killed, and two adults and a child were injured in the attack. Over 30 specialists were involved in immediate repair work at about 20 locations.

It is reported that russian forces unsuccessfully launched three assaults in an attempt to dislodge Ukrainian troops from their positions towards Kherson. Enemy losses amounted to 57 soldiers, 29 pieces of military and automotive equipment, two reconnaissance drones, and 10 Shahed-136 UAVs. Additionally, four ammunition storage sites, two fuel depots, one fire position, and three observation posts were targeted.

As part of the presidential initiative “Bring Kids Back UA,” Save Ukraine volunteers successfully evacuated five children from the temporarily occupied territories of Kherson oblast and Crimea.

Last week, the mobile clinic of the charitable foundation Fortitude UA visited eight settlements: Ivanivka, Mykolaivka, Olzhyne, Mala Shestirnia, Novohryhorivske, Topolyne, Fedorivka, and Kniazivka. Nearly 500 residents received medical care from family doctors, neurologists, ophthalmologists, endocrinologists, and cardiologists.

Volyn oblast

The project of the future Hub Veteran was presented in Lutsk. It will be a 2-story building with all the necessary rooms and offices for veterans. There will be a conference hall, administrative premises, a gym, specialist offices, and elevators for people with reduced mobility. Braille signs will be installed in front of each office. A parking lot, children’s and sports grounds, and open space for outdoor recreation will be built on the street.

The RMA reported that since the beginning of the year, UAH 23.5m has been allocated from the regional and local budgets to housing IDPs.

Ivano-Frankivsk oblast

Ivano-Frankivsk City Council reported that the community sent 25 FPV drones to the 79th Separate Amphibious Assault Brigade of Tavriysk.

Lviv oblast

According to the Medical-Psychological Help volunteer community, whose volunteers have been at Lviv Railway Station since the 1st days of the war, 72 people, included, 14 of them are people with disabilities, arrived in Lviv oblast last week.

The separate 12th Special Forces Brigade Azov received 80 FPV drones worth UAH 1m. The drones were sent within the framework of the Birds of Victory regional initiative. The funds were raised during a charity auction organised in August.

In accordance with the Presidential Decree, Mykhailo Klymovich, defender of the Military Unit A2943, was awarded with the state award. The award was presented to the family during the consecration of the warrior’s grave monument. Mykhailo Klymovych was killed on 2 January, 2023 while performing a combat mission near the settlement of Bakhmut.

Rivne oblast

That night, the Air Defence Forces shot down 7 enemy air targets. People and infrastructure were not injured. Another air target was shot down during the day.

Ternopil oblast

KORD fighters received special EW complexes, which were manufactured by Ternopil specialists, thanks to Ternopil City Council Innovation Projects Competition.

Khmelnytskyi oblast

Today was the longest air alert for Khmelnytskyi since the beginning of the war, lasting 11 hours. During this time, the Air Defense Forces destroyed 10 enemy UAVs. The exact place where the debris fell is being established. As of this hour, there have been no reports of injuries or fatalities. As a result of the attack, windows in the residential building, the garage and the car were damaged. All relevant services are working.

Chernivtsi oblast

The RMA held a meeting with Mykola-Myroslav Petretsky, member of the Romanian Parliament, Head of the Union of Ukrainians in Romania. They discussed cooperation between Ukraine and Romania at various levels and in various fields, specifically, economic, cultural, and educational.

Japan will allocate over $3bn to Ukraine within the framework of the G7 loan from russia’s frozen assets. It is noted that Ukraine will receive from the Japan International Cooperation Agency through the World Bank fund $3.09bn out of the total amount of $50bn loan from the G7.

Lithuania refused to pass a transit train of the russian federation with the symbols “z”. It is stated that on one of the carriages of the moscow-kalininhrad transit train, which stopped at the checkpoint in Ken, border guards noticed the russian army symbol “z” and the inscription “zov” painted in black. Another carriage had an inscription in russian: “Vilnius is a russian city.” russian personnel could not explain the origin of these inscriptions. Since in Lithuania, according to the law, the display of symbols of russia’s war in Ukraine is prohibited, the train staff was obliged to immediately remove all inscriptions.
