It has been the 1524  th day of the Ukrainian resistance to the russian military aggression.

Ukrainian troops are wearing down the enemy along the entire line of contact and in the rear.

In Chornomorsk, enemy shelling destroyed a 6,000-tonne oil tank. Some of the oil spilled into the sea. A slick approximately 400 by 200 metres in size has formed on the water’s surface. Barriers have been erected in the port to contain the spill, and the storm drains have been blocked to prevent the oil from entering them.

Another vessel carrying stolen Ukrainian grain has arrived in Israel. This is the PANORAMITIS, which is transporting grain from the temporarily occupied territories. Ukraine has informed Israel that if the ship is allowed to unload, it will lead to a serious crisis in relations between the two countries. Israel has previously ignored similar demands, allowing the russian bulk carrier Abinsk to enter the port of Haifa.

Recent war events in the east of Ukraine

Yesterday 241 combat engagements were recorded in the oblast. Towards Southern Sloboda, the enemy launched 11 attacks in the areas of Starytsia, Lyman, Okhrymivka, Zemlianky, Kruhle, Krasne Pershe and Vovchansk. Towards Kupiansk, the occupiers stormed the positions of the Defence Forces nine times towards Petropavlivka, Hlushkivka, Kucherivka, Nova Kruhliakivka, Novoplatonivka and Borivska Andriivka.

Russian troops continue to attempt to advance towards Kupiansk via gas pipelines, but are suffering significant losses as up to 70% of their personnel. Despite this, the occupiers are not giving up their attempts to use the gas infrastructure to advance.

Over the past 24 hours, eight settlements have come under enemy attack. There were no casualties.

The enemy deployed 5 KABs, 4 Geran-2 UAVs, 4 Molniya UAVs and a further 5 UAVs of an unidentified type against Kharkiv oblast.

The shelling damaged civilian infrastructure: four private homes in Bohodukhiv region, two in Kupiansk region, and one private home each in Izium, Kharkiv and Chuhuiv regions. In Izium, a russian drone crashed onto private property and damaged an apiary.

The transit evacuation centre in Lozova received 41 people over the past 24 hours. A total of 30,506 people have been registered at the centre since it began operating.

Over the past week, 1,384 combat engagements took place along the front line.

During the week, 62 settlements in the oblast, including Kharkiv, came under enemy attack. 50 people were injured as a result of the shelling, including four children, and three more people killed. One person was injured as a result of the explosion of an unknown device.

Throughout 26 April, the police recorded 1,033 enemy strikes along the front line and in the residential areas of Donetsk oblast. Druzhkivka, Kramatorsk, Sloviansk, Shabelkivka, Kopani, Kurytsyne and Osykove came under fire. 36 civilian facilities were damaged, including 22 residential buildings.

Luhansk oblast

In the occupied part of Luhansk oblast, a further deterioration in living conditions is being observed in the temporarily occupied territory. The occupying administration continues to replace systemic solutions with temporary measures, which only serve to increase the population’s dependence on state-controlled services and administrative coercion.

Access to basic services remains limited. In Siverskodonetsk, there is still only one notary in operation, with appointments booked up months in advance, effectively blocking the processing of documents and the exercise of property rights. A similar situation exists in the field of medical and social assessment: people are forced to re-register documents under russian rules, yet the commissions cannot cope with the workload, and the threat of losing benefits forces them to undergo procedures amidst constant queues.

Instead of restoring pharmacies, rural health posts and medical facilities, the occupying authorities are establishing the practice of mobile pharmacy points. A single such point is supposed to serve dozens of settlements on a schedule, which means there is effectively no permanent access to medicines. In Dovzhansk and other towns, there have been interruptions to the gas supply without warning and with no clear timeline for restoration. Meanwhile, throughout the week, the occupying authorities regularly reported accidents and repairs on water mains, indicating a chronic water supply crisis. In Sievierodonetsk, the number of stray animals is also rising, which has become yet another consequence of the decline in municipal infrastructure and the lack of systematic care for the urban environment.

Incidents involving russian aircraft remain a distinct indicator of lawlessness. In Rubizhne, another aerial bomb was recorded falling on a residential area and at least the third such incident in recent years. Towards Lyman, the occupiers carried out ten assaults, whilst in the Luhansk region they used mortars, tube artillery and automatic grenade launchers, as well as directing UAVs towards Ukrainian defenders.

The economy of occupied Luhansk is increasingly reliant on forced or semi-forced labour. Teenagers aged 14–18 are being recruited to work at industrial sites, particularly those linked to the defence sector. Medical students from the russian Federation are being sent to military hospitals under the guise of “volunteering”, which allows staff shortages to be filled without formal employment contracts. Separately, there are reports of the use of unpaid labour by local residents – through “people’s guards”, patrolling, guarding facilities and involvement in community work as part of “voluntary work days”.

Social pressure is also intensifying. The occupying authorities are compiling lists of those in arrears for utility bills, offering to write off debts in exchange for service in the russian army. At the same time, the redistribution of “nationalised” housing continues: despite public statements about transferring property to those affected, in practice it is received by military personnel, representatives of law enforcement agencies and officials of the occupying administration.

Digital surveillance is becoming an additional tool of pressure. The region is seeing a rise in fraud linked to russian state-run apps, which were previously forcibly imposed on public sector workers and local residents.

In the education sector, the occupation administration continues to tighten its control over children and young people. Schools are trialling behaviour assessments for pupils, which they subsequently plan to make compulsory and link to overall academic performance. It is expected that this mechanism will be used to encourage children’s participation in propaganda events. At the same time, in the so-called “lpr”, teenagers are being increasingly prepared for war through the Warrior military-sports centre, where they are promised extra marks on their Unified State Examination results for university admission. In this way, the militarisation of young people is being integrated into the education system as a tool for motivation and recruitment. Separately, the occupying forces are promoting “hero’s desks” and other tools for glorifying war participants.

Against this backdrop, the rate of desertion among russian military personnel is rising, as indirectly confirmed by the mass wanted notices posted in the towns of occupied Luhansk oblast.

The events of 20–26 April indicate a further deepening of the systemic crisis in the temporarily occupied oblast. Infrastructure is operating in emergency mode, access to basic services remains limited, and the economy is becoming increasingly dependent on coercive mechanisms. The occupation’s governance model relies on control, the depletion of resources, and the use of the population as a tool to sustain the system.

What is happening now in the north of Ukraine

Kyiv oblast

A restored primary school has been reopened in Hostomel after being damaged during the first weeks of the full-scale invasion. Following de-occupation, children had to study in neighboring villages — they were transported daily by school bus, classes were organized in two shifts, and schedules were adjusted to ensure continuity of education. Restoration works lasted from January 2025 to April 2026, according to the Regional Military Administration. The reconstruction was supported and primarily funded by the European Investment Bank.

Across the Kyiv region, a total of 271 educational institutions were damaged or destroyed as a result of the Russian invasion. As of today, 225 of them have already been restored — which is 84%. This was reported by the head of the Regional Military Administration, Mykola Kalashnyk. Restoration work is ongoing at a number of sites.

On April 26, President Volodymyr Zelenskyy met with the President of the European Bank for Reconstruction and Development, Odile Renaud-Basso. The Bucha community has received four modern buses — three for regular routes and one “resilience bus.” This is part of the broader support provided to the Kyiv region by French partners from the Île-de-France region. The first buses are already operating in local communities. They are equipped to ensure accessibility for people with disabilities, parents with strollers, and anyone in need of barrier-free access.
