War in Ukraine today: latest news, 23 September 2025 (photo)

It has been the 1308  th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

Since the beginning of the day, there have been 98 combat clashes on the front line.

The enemy launched artillery strikes from russian territory on the areas of Senkivka and Yasna Poliana in Chernihiv oblast, as well as Bachivsk, Bila Bereza, and Bobylivka in Sumy oblast.

Towards Northern Slobozhanske and Kursk, the enemy attacked the positions of the Defence Forces seven times, and fighting continues. The enemy also carried out five air strikes, using 14 guided bombs, and carried out 104 shellings, two of which were from multiple launch rocket systems.

Seven clashes took place towards Southern Slobozhanske. The enemy attacked the areas of the settlements of Vovchansk, Odradne, and Zapadne.

Towards Kupiansk, the enemy attempted to advance towards our positions in the areas of Kupiansk and Petropavlivka three times during the day. The defence forces successfully repelled two attacks, and another battle is ongoing.

Towards Lyman, Ukrainian defenders repelled five offensive actions by the invading army in the areas of the settlements of Kolodiazi, Novoselivka, Torske, and Shandryholove; three clashes are still ongoing.

Towards Siversk, Ukrainian soldiers repelled two enemy attacks. Occupying forces attempted to advance in Yampil.

Towards Kramatorsk, Ukrainian troops repelled one enemy attack in Kostiantynivka.

Towards Toretsk, the invaders advanced eight times towards the positions of our units near Oleksandro-Shultyne, Shcherbynivka, Kleban-Byk, Rusyne Yar, Yablunivka, and Poltavka. The defence forces successfully stopped all attempts by the invaders to advance.

Towards Pokrovsk, the enemy attempted to advance on our positions near the settlements of Volodymyrivka, Nikanorivka, Nove Shakhove, Zolotyi Kolodiaz, Novoekonomichne, Myroliubivka, Rodynske, Mykolaivka, Promin, Lysivka, Zvirove, Kotlyne, Udachne, Molodetsk, Dachne, and towards the settlements of Novoukrainka and Filiia. Two combat engagements are ongoing.

Towards Novopavlivka, the aggressor attacked 18 times in the areas of the settlements of Piddubne, Sichneve, Komyshuvakha, Novomykolaivka, and Novoivanivka. Four combat engagements are currently ongoing.

Towards Orikhiv and Kherson, the enemy has not conducted any offensive actions at this time.

Towards Huliaipole, the Defence Forces repelled three enemy attacks near the settlement of Poltavka, one attempt by the enemy to advance towards the positions of Ukrainian units failed, and two more clashes are still ongoing.

In other directions, there have been no significant changes in the situation so far.

Ukrainian troops are wearing down the enemy along the entire line of contact and in the rear.


 Prime Minister Yuliia Svyrydenko reported that Ukraine has launched a support programme for 238 frontline communities with a population of 6.6 million people. Families who heat their homes independently will receive targeted support of UAH 19,400 for firewood and compensation for 100kWh of electricity per month.

Andrii Yermak, Head of the President’s Office, stated that two 18-year-old boys, who received draft notices for mobilisation into the russian Armed Forces, were rescued from the occupied territory. After school, both boys refused to enrol in russian universities despite pressure from the occupiers. They were handed draft notices, and there was a real threat of forced conscription into the russian army against Ukraine. The young men decided to make the dangerous journey and are now safe. Both dream of studying at the naval academy and becoming sailors.

Recent war events in the east of Ukraine

Kharkiv oblast

Frontline

Yesterday 179 combat clashes were recorded.

Towards Southern Slobozhanske, the Defence Forces repelled 12 enemy attacks in the areas of Vovchansk, Vovchanski Khutory, Krasne Pershe, Zapadne, Odradne and Kutkivka.

Four attacks by the occupiers took place towards Kupiansk. The Defence Forces repelled enemy assaults in the areas of Kupiansk, Kindrashivka, and Pishchane.

Attacks

According to Viacheslav Zadorenko, Head of Derhachi community, a resident of Prudianka was wounded as a result of a russian strike with multiple launch rocket systems at 1:30pm. The man is receiving medical assistance.

Over the past day, six settlements were hit by enemy strikes.

A 65-year-old woman was killed in the shelling of Kupiansk.

The enemy actively used various types of weapons in Kharkiv oblast:

▪️1 missile (type to be determined);

▪️1 KAB;

▪️4 Geran-2 UAVs;

▪️1 Molniya UAV;

▪️4 FPV drones.

Civilian infrastructure facilities were damaged and destroyed:

▪️ a car was damaged in Kharkiv region (Prudianka village);

▪️ two private houses, power lines (Perovske village), and a private house (Ivashki village) were damaged in Bohodukhiv region.

Other

The transit evacuation point in Lozova took in 85 people in a day. There are 14 people left. A total of 3,925 people have been registered at the point since it started operating.

The Korolenko Library in Kharkiv received a mobile library complex as a gift from colleagues in Tallinn. The 12-metre Volvo library is equipped with bookshelves, computer equipment, and workstations for librarians and users.

Donetsk oblast

Frontline

Towards Novopavlivka, the Defence Forces stopped 31 attempts by russian troops to break through the defensive lines.

According to a report by the General Staff of the Armed Forces of Ukraine, towards Kramatorsk, the russian army carried out seven assaults in Maiske and towards Stupochky.

The largest number of attacks per day — 58 — took place towards Pokrovsk.

Referring to the 93rd Mechanised Brigade on the threat from russia, the russian army is gathering elite troops, specifically marines, near Kostiantynivka. The goal is to form a “pincer” around the Kostiantynivka-Sloviansk agglomeration.

Attacks

According to Donetsk Regional Police, russian troops attacked Druzhkivka with an aerial bomb at night, injuring two people.

In total, 14 settlements came under fire from the russian army on 22 September. Russian shelling destroyed 90 civilian objects, including 60 residential buildings.

On 22 September, the police recorded 2,355 enemy strikes on the front line and residential areas.

14 settlements were under attack: Bilozerske, Druzhkivka, Kostiantynivka, Kramatorsk, Lyman, Oleksiievo-Druzhkivka, Raihorodok, Berestok, Brusivka, Dmytrivka, Maiaky, Prylisne, Serhiivka, Spasko-Mykhailivka.

90 civilian objects were destroyed, including 60 residential buildings.

The russians launched 14 strikes towards Kostiantynivka, including eight bombings, killing one civilian and injuring three others. Twenty-three apartment buildings and six private houses, a morgue building, a café, an educational institution, and a civilian car were damaged.

Towards Bilozerske, the enemy dropped two KAB-250 bombs, killing two civilians and destroying a car.

Russian troops attacked Druzhkivka at night with a KAB-250 bomb, injuring two people and damaging three apartment buildings and seven civilian cars. Oleksiievo-Druzhkivka withstood six attacks, leaving one person injured and 12 private homes and two cars damaged.

Three people were wounded in Dmytrivka, Kramatorsk region, where an enemy Lancet-3 UAV targeted a car and damaged a private house. In Serhiivka, Andriivka community, two people were wounded and a car was damaged by an FPV drone strike.

The occupiers struck Raihorodok with a Lancet UAV, injuring two civilians and damaging a shop and three vehicles.

Russia shelled Kramatorsk with two Geran-2 UAVs, destroying 15 private houses, an educational institution and a civilian car.

Luhansk oblast

The RMA reported that the russians carried out 20 assault operations towards Lyman. In Luhansk oblast, they intended to advance in the areas of Novoiehorivka and Hrekivka. In our area of responsibility, they used barrel artillery and unmanned systems at least 12 times, trying to hit the fortifications of our defenders.

While the use of the internet is completely prohibited in the frontline areas of Luhansk oblast, except for certain pro-government figures, access to the internet is significantly restricted by the russians in many other towns and villages. The invaders are not only reducing its speed. The local population is unable to access the vast majority of internet resources. Only websites providing russian state services, russian banking services, some social networks, and marketplaces remain freely accessible. The occupiers are taking Luhansk back to the mid-1990s, when there were no more websites than there were keys on a keyboard.

Critical infrastructure in the so-called “lpr” is outdated and cannot withstand the load. This is especially noticeable in the territory captured in 2014, where the occupiers have not paid attention to solving utility problems for 11 years. The latest problem arose at one of the pumping stations. As a result, about 150,000 residents of Khrustalne, Antratsyt, Petrove-Krasnosillia and a number of smaller settlements were left without drinking water.

What is happening now in the north of Ukraine

Kyiv oblast

In Kyiv, 24-year-old mother-to-be Tetiana Sakiyan has died after being injured in a Russian drone attack, Kyiv police reported. She had been hospitalized while pregnant after a Russian kamikaze drone struck her apartment. The woman lived in the Sviatoshyn district, where a high-rise building was damaged during the Russian attack on the night of September 7. She was taken to the hospital at that time in extremely critical condition.

Since the beginning of the full-scale invasion, about 25% of residential buildings in the Solomianskyi district have been damaged as a result of Russian shelling, said Serhii Movenko, head of the Solomianskyi District State Administration. This is one of the most affected districts of Kyiv. Restoration works are currently ongoing in many locations.

In the Kyiv region, a live grenade was found in a forest. It had been rigged with a tripwire and fixed to a tree, according to the Mobile Rapid Response Rescue Center of Ukraine’s State Emergency Service (SES). The grenade was discovered in a forest area of Bucha district. The SES reported that sappers neutralized the RGD-5 grenade.

Over the weekend in Pereiaslav, the third competition among emergency medical teams of the Kyiv region took place, organized by the Kyiv Regional Center for Emergency Medical Care and Disaster Medicine. The trials were held simultaneously at several locations, with tasks as close to real-life calls as possible. The State Emergency Service workers and Red Cross rapid response teams were also involved.

At the VDNG exhibition center in Kyiv, work is underway to create a Therapeutic Garden. Preparatory and land works have already been completed, and planting is now in progress. The space is expected to open for visitors this autumn, according to the Ministry of Veterans Affairs, which also published a photo visualization of the future garden.

Zhytomyr oblast

In Zhytomyr, for the fourth year in a row, a campaign to collect chestnuts in support of the Armed Forces of Ukraine is being held. Last year, the community managed to gather 18 tons of chestnuts worth 126,000 hryvnias, according to Kateryna Kozodoi, the organizer of the “Chestnuts for the Armed Forces” initiative.

Sumy oblast

Oleh Hryhorov, Head of the Regional Military Administration, said that on the morning of 23 September, the russian army struck Seredyna-Buda community by a drone, injuring two men.

 The State Emergency Service reported that in the evening of 22 September, a fire broke out in “Mykhailivska Tsilyna” nature reserve in Lebedyn community following the crash of a russian drone. Firefighters extinguished the blaze. According to preliminary estimates, the damage amounts to over UAH 255,000.

The State Emergency Service informed that on the afternoon of 22 September, rescuers were responding to a call in one of the border settlements of Sumy region when the enemy used a fibre-optic-guided FPV-drone to target a fire engine. The vehicle was damaged, but no personnel were injured. The rescuers were evacuated in an armoured vehicle.

In Sumy community, a 63-year-old man was wounded. At 04:10am on 22 September, another civilian, a 64-year-old woman, was also injured in a drone strike.

Between the morning of 22 September and the morning of 23 September, russian forces carried out 105 attacks on 46 settlements in 17 local communities of the oblast. The largest number of strikes was recorded in Sumy and Shostka regions. The enemy actively used guided aerial bombs (over 20 strikes), dropped VOG grenades from drones (over 20 strikes), and also conducted attacks by FPV-drones, UAVs, and multiple launch rocket systems.

Consequences of russian attacks as of 23 September:

  • In Shalyhyne community, a car was damaged.
  • In Krasnopillia community, an administrative building of an educational institution and a fire service vehicle were damaged.
  • In Sumy community, non-residential premises and a civilian infrastructure facility were damaged.
  • In Bilopillia community, a private house was damaged.

Systematic evacuations continue in Sumy oblast. Over the past week, around 100 people, including four children, were evacuated from dangerous areas. In total, about 60,000 residents have already left their homes. Evacuations are carried out by rescuers, police, volunteers, and local authorities. Approximately 1,500 places have been prepared in the oblast to accommodate internally displaced persons.

The Red Cross Society has completed two modular houses for displaced people from combat and border areas in Sumy. Each building contains 16 apartments. Landscaping of the surrounding area is under way. In addition, construction has begun nearby on another modular house and an administrative building.

Chernihiv oblast

Viacheslav Chaus,  Head of Chernihiv Regional Military Administration, reported that on the night of 23 September, russian drones damaged the buildings of a non-operational enterprise, a cultural centre, several shops, a first-aid post, and a local administration office. A residential house in one of the villages of Novhorod-Siverskyi region was also attacked.

“North” Operational Command informed that as a result of russian drone attacks on Chernihiv during the night of 22 September, some communities in Chernihiv region were left without electricity. This was due to a UAV strike on a critical infrastructure facility. Three explosions were recorded in Chernihiv and nearby areas.

 Dmytro Bryzhynskyi, Head of Chernihiv City Military Administration, said that after 11pm on 22 September, explosions from russian drones were recorded in Chernihiv. According to him, two UAV explosions were confirmed in the city, with russians targeting a critical infrastructure facility.

According to Chernihiv Border Detachment, throughout 22 September, russian forces attacked four border communities in Chernihiv oblast: Novhorod-Siverskyi, Semenivka, Horodnia and Snovsk. A total of 34 strikes were recorded. The enemy used mortars and artillery, FPV-drones, and dropped explosive devices from UAVs. Several villages came under enemy fire.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Air defence forces were active in the oblast, with defenders destroying 10 enemy drones.

The russian forces struck Synelnykove region by drones. Fires broke out and an agricultural enterprise, a private house and an outbuilding were damaged. Kryvyi Rih came under attack, where an enterprise sustained damage. Zelenodolsk community was shelled by artillery, damaging a private house. From evening until morning, the enemy continued to pound Nikopol region, mainly by drones and artillery. They targeted the regional centre, Marhanets and Pokrovske communities. In Marhanets, a 19-year-old man was injured by an enemy drone strike and received necessary medical assistance. Fires broke out and 3 private houses along with infrastructure were damaged.

The enemy attacked 2 regions of the oblast. In Nikopol region, russian forces carried out about 40 strikes by drones and artillery, targeting the regional centre, Myrove, Chervonohryhorivka, Marhanets and Pokrovske communities. A 70-year-old woman was killed. 3 women, aged 47, 86 and 55, were injured, received medical assistance and will continue recovery at home. Fires broke out, and an apartment building, 7 private houses, a garage, an outbuilding, a minibus and a car were damaged. Also, an enemy drone strike hit Mezhova community in Synelnykove region, setting a private house on fire.

Kirovohrad oblast

Andrii Raikovych, Head of the RMA, reported that at night, russian forces attacked an infrastructure facility in Kirovohrad oblast by drones. As a result of the damage, several trains are running with delays. There were no casualties reported.

In Kropyvnytskyi, a memorial ceremony was held for fallen defenders Serhii Strikharchuk and Ruslan Kovbasiuk. Serhii Strikharchuk was killed on 15 September 2025 in Kharkiv oblast. He was 36 years old. Ruslan Kovbasiuk was killed on 19 September 2025 in Donetsk oblast. He was 31 years old.

Poltava oblast

Volodymyr Kohut, Acting Head of Poltava RMA, reported that at night, air defence forces shot down russian drones over Poltava oblast. Debris from one drone damaged a business facility in Poltava oblast and caused a fire.

In Kremenchuk, a memorial ceremony will be held for fallen soldier Artem Onufriienko, who was killed on 23 October 2024, during a russian assault on Ukrainian defensive positions near Zaliznianske village in Donetsk oblast.

Kateryna Nakazna, Deputy Director of a geriatric care home in Horbanivka, informed that 68 displaced persons are currently residing at a geriatric care home. Over the past 4 months, the facility has accepted nearly 20 people from frontline regions of Ukraine. Residents are provided with 5 daily meals, medical care and social services. Those receiving pensions must transfer 75% to the state for facility upkeep, while 25% is left for their personal use.

Cherkasy oblast

Ihor Taburets, Head of the RMA, stated that during the night, air defence forces destroyed 5 enemy attack drones over Cherkasy oblast. There were no injuries or infrastructure damage reported.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Ivan Fedorov, Head of Zaporizhzhia Regional Military Administration, reported that during the day, the russian military carried out 5 strikes on Zaporizhzhia. A 45-year-old man was killed and 15 people were injured. A 43-year-old man remains in critical condition, while another person is in moderate condition. Warehouses and vehicles were damaged.

The russian military launched at least 6 strikes with high-explosive aerial bombs on Zaporizhzhia. A man trapped under the rubble was killed. As a result of the shelling, a fire broke out in a private residential area.

According to the RMA, on 22 September, russian forces carried out 576 attacks on 11 settlements of Zaporizhzhia oblast. 1 person was killed. In particular, 20 airstrikes targeted Zaporizhzhia, Huliaipole, Zaliznychne, Novodanylivka and Olhivske.

Mykolaiv oblast

The Air Force reported that at around 8pm, unmanned aerial vehicles were detected in the airspace of Mykolaiv oblast, moving westward.

Based on the information provided by Mykolaiv RMA, on 22 September, Kutsurub, Ochakiv and Halytsynove communities came under russian FPV-drone attacks 8 times. Kutsurub community was under artillery attack. In Dmytrivka village, a private house was damaged, while in Lupareve village, a private house and a summer house were hit. There were no injuries reported.

Odesa oblast

The RMA reported that the russian military attacked civilian infrastructure in Tatarbunary city, Bilhorod-Dnistrovskyi region, by ballistic missiles. The Chief State Auditor of the Southern Office of the State Audit Service, Svitlana Kamakina-Hienova, was killed. At the time of the attack, she was on a business trip with colleagues. Preliminary reports indicate 3 more people were injured. The strike caused a fire in 5 retail kiosks and damaged a hotel, Ukrposhta, Ukrtelecom, a cultural center, an administrative services centre and several cars.

According to the Operational Command South, During the night of 23 September, air defence units in southern Ukraine destroyed 12 strike Shahed, Herbera and other types of UAVs.

The RMA reported that as a result of yesterday evening’s attack in Kyivskyi district of Odesa, 9 residential buildings and an educational institution were damaged.

Kherson oblast

Referring to the RMA, at around 2pm, the russian military dropped explosives from a drone on a resident of Bilozirka in Kherson oblast. A 69-year-old woman was hospitalised with blast trauma, concussion and a brain contusion.

As a result of yesterday morning’s shelling of Mykilske in Kherson oblast, a 68-year-old woman was injured. Today she sought medical assistance with blast trauma, concussion and shrapnel wounds to her face and arm.

Oleksandr Prokudin, Head of the RMA, stated that on 22 September, due to russian attacks on Kherson oblast 1 person was killed and 8 injured. The russian military struck 39 settlements across the oblast. A cell tower, 17 private houses, a store and a car were damaged.

Latest news for today in the western regions of Ukraine

Volyn oblast

A photo exhibition about missing and captured soldiers is underway in Lutsk. The exhibition began with a few posters displayed in Kharkiv, and later grew into a large-scale project. It currently includes 43 banners with almost 2,000 images of Ukrainian soldiers.

Zakarpattia oblast

In the oblast , the State Emergency Service Commission has begun a comprehensive inspection of compliance with civil protection legislation. Specialists are monitoring the operation of warning systems, the organization of radiation, chemical, medical and biological protection of the population, fire safety, the activities of mountain search and rescue units, etc.

Ivano-Frankivsk oblast

The Community Resilience: Challenges and Solutions forum was held in the oblast. It became a platform for discussing how communities can survive and develop during a full-scale war.

Lviv oblast

Lviv oblast sent 32 cars to the front line thanks to the Entrepreneurs for Peace Latvian fund, which unites over 300 companies and systematically helps Ukraine.

Nearly 20 military amputees undergoing rehabilitation at the Superhumans Center attended a horseback ride at Treasure Mountain Ranch. Such meetings take place thanks to the Travel Therapy project, which is implemented by the Department of Sports, Youth and Tourism of Lviv RMA. Its goal is to give defenders new experiences that help them recover emotionally and physically.

In Strii, during an exclusive charity screening of the CUBA & ALASKA documentary film, over UAH 8,000 were raised, which were added to the collection for the Unmanned Aerial Systems Company of the 1st Rifle Battalion of the 68th Separate Jaeger Brigade named after Oleksa Dovbush.

Rivne oblast

Families of veterans in Rivne i oblast can receive psychological support at the Resilience Centers. Currently, 32 such Centers operate in communities of Rivne i oblast.

Ternopil oblast

There are 2 rehabilitation centers for defenders and veterans in Ternopil. The 1st is an outpatient center for day treatment. The 2nd inpatient center RECOVERY operates in the third building of the emergency hospital. So far, almost 400 defenders have received assistance.

Khmelnytskyi oblast

Khmelnytskyi community has allocated funds for material assistance for 530 Khmelnytskyi residents, including families of fallen Heroes and prisoners of war, military personnel for rehabilitation and for the purchase of defense equipment. The total amount of assistance is over UAH 7.3m.

Chernivtsi oblast

Chernivtsi Regional Police reported that on 21 September, 2025, while performing a combat mission in Donetsk oblast, Police Captain Mykola Nikolaichuk, Senior Inspector of the Department of Unmanned Aerial Vehicles, Electronic Intelligence and Electronic Warfare of the Special Purpose Police Battalion (Rifle) of the Main Directorate of the National Police in Chernivtsi oblast, was killed.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

Volodymyr Zelenskyy, President of Ukraine, arrived in New York and held a number of meetings.

  • A meeting was held with Keith Kellogg, US President’s Special Representative. Cooperation on drones and American weapons was discussed.
  • A meeting was held with Ecumenical Patriarch Bartholomew. They discussed peace, the development of the church in Ukraine, and the protection of religious freedom.
  • A meeting was held with Kristalina Georgieva, IMF Managing Director. The possibilities of using frozen russian assets for the benefit of Ukraine were discussed.
  • A meeting was held with Kassym-Jomart Tokayev, President of Kazakhstan. Issues of trade and economic cooperation, the interest of Kazakh companies in the restoration of Ukraine were discussed.
