Recent war events in the east of Ukraine
Russia is implementing a policy of “repopulation” in the temporarily occupied territories, primarily focusing on Luhansk, Mariupol, the Azov region, Melitopol, Skadovsk, and Henichesk. According to Petro Andriushchenko, head of the Center for the Study of Occupation, the main incentive for relocation is a preferential 2% mortgage program available exclusively in the occupied territories. In Mariupol alone, more than 60,000 Russian citizens have already relocated under this program, and in total, the occupying authorities plan to resettle hundreds of thousands of people, with some estimates reaching up to one million.
Luhansk is the second-largest destination, where residents from Russia’s border regions are primarily relocating. Melitopol is also a key focus, where the process is partially coercive. At the same time, some occupied cities, including Donetsk and Horlivka, are not considered priorities for this policy due to a lack of economic interest.
Kharkiv oblast
As of 16:00, the General Staff reports active combat operations in the Kharkiv region. In the South-Slobozhanskyi direction, Russian forces launched four attacks near Vovchansk, Vovchanski Khutory, and Starytsia. Ukrainian Defense Forces repelled nearly 30 assaults in the Pokrovsk direction and more than 10 near Kostiantynivka. Near Chasiv Yar, the Russian army continues to advance in small groups, using the so-called “openers” tactic to accumulate infantry, while sustaining significant losses.
Ukrainian forces struck a warehouse of Shahed-type drones and a server facility of fiber-optic networks in temporarily occupied Donetsk, as well as five additional Russian military targets, including a fuel train. Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi reported that between March 17 and 20, Russian forces intensified their assaults, deployed tens of thousands of troops, and suffered over 6,000 casualties killed and wounded, while their offensive was halted in several sectors.
In the Pokrovsk direction, Russian forces have increased mechanized assaults; however, Ukrainian units continue to hold defensive positions, particularly on the northern outskirts of Pokrovsk. The enemy operates in small groups, but due to weather conditions, their movements are detected in advance.
Russian forces continue mass shelling of Donetsk region. Over the past day, 1,550 strikes were recorded along the front line and in residential areas, with Druzhkivka, Kramatorsk, Mykolaivka, Sloviansk, Oleksiyevo-Druzhkivka, and the Druzhkivka area coming under fire. In the Luhansk region, Russian forces carried out 11 mortar strikes over the past day, and also used tube artillery and automatic grenade launchers, directing 17 drones at Ukrainian positions. In the Lyman and Sloviansk directions, the occupying forces attempted to advance 11 times.
The week of March 16–22 in temporarily occupied Luhansk region was marked by a tightening of administrative and information control, expansion of property “nationalization” practices, deterioration of social infrastructure, and worsening economic problems. The occupation authorities of the so-called “LPR” are also intensifying preparations for an election campaign and mobilization measures, shifting costs and responsibility onto the local population.
In occupied Luhansk region, the occupiers are unable to provide decent working and living conditions for educators, leading to a continued outflow of personnel. The Russian program intended to attract teachers from Russia has effectively failed: payments have been funded for only 15 people so far, some of whom are local residents. In 2026, the occupiers plan to bring three more teachers into the so-called “LPR.”
In Sievierodonetsk, the occupiers are forcing residents to remove garbage from their neighborhoods themselves, while local utility services continue to ignore cleaning of residential areas. Waste collection has not improved even after the introduction of a regional environmental operator. In response to public complaints, the occupation authorities effectively suggest that residents clean the city themselves during so-called “community cleanup” days.
