It has been the 1096th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 4 pm:   

russian invaders continue to storm the positions of Ukrainian defenders, who inflict significant losses in manpower and equipment on the enemy.

On 23 February, there were 47 combat engagements.

Border settlements continue to suffer from cynical shelling from the territory of the russian federation, including Bratenytsia, Velyka Pysarivka, Chernatske, Ulanove, Kucherivka, Studenok, Stepok, Shalyhine, Sydorivka, Semiorkino in Sumy oblast; Lemishchine in Kharkiv oblast.

Towards Kharkiv, the enemy attacked once in the vicinity of Vovchansk, and the battle is currently over.

Towards Kupiansk, the enemy attempted to advance near Zahryzove and was repelled.

Towards Lyman, the invading army attacked nine times near the settlements of Novoiehorivka, Novoliubivka, Yampolivka, Kuzmine and towards Nove, Cherneshchyna, Ukrainian defenders repelled six enemy attacks, and the fighting continues. Sloviansk came under an air strike.

Towards Kramatorsk, terrorist troops attacked Rai Oleksandrivka with airstrikes.

Towards Pokrovsk, the occupiers made 11 attempts to push Ukrainian defenders from their positions near the settlements of Promin, Kotlyne, Andriivka, Bohdanivka and Ulakly. The defence forces are holding back the enemy’s onslaught and repelled 10 attacks, with one firefight still ongoing. The occupiers’ losses are being clarified.

Towards Novopavlivka, the enemy attacked seven times near Kostiantynopil and Burlatske, and one battle is still ongoing.

Towards Huliaipole, the enemy attacked Huliaipole and Zelene Pole with anti-aircraft guns.

Towards Orikhiv, Ukrainian defenders repelled an attack near Stepove. Kamianske was attacked with multiple rocket launchers.

Towards Siversky, Kramatorsk, Huliaipole and Kherson, the enemy did not conduct any active offensive.

In the operational zone in Kursk oblast, the Defence Forces units repelled four attacks by russian invaders, and five more battles are ongoing. The enemy carried out 17 air strikes, dropping 27 drones, and fired over 250 times, including seven times from multiple launch rocket systems.

The situation did not change significantly in other frontline areas.

The Air Force reported that on the night of February 23, russia launched 267 drones over the territory of Ukraine. 138 drones were shot down, another 119 were lost in the air, three flew to russia, and one to belarus.

The President of Ukraine Volodymyr Zelenskyy says that in a week, russia launched almost 1,150 strike drones, more than 1,400 guided bombs and 35 missiles of various types. 

Recent war events in the east of Ukraine

Kharkiv oblast

Frontline

According to the RMA, the day before, the enemy attacked towards Kharkiv five times, namely Vovchansk, Fiholivka, Dvorichna and Zakhidne. There were three occupiers’ attacks towards Kupiansk. Defence forces repelled the enemy’s assault near Zahryzove.

Shelling

At 02:10, russians attacked Kupiansk. FPV drone hit, no casualties.

The day before, at 09:15, the enemy attacked Upiansky region, on the outskirts of Kupiansk. As a result of a UAV hitting a civilian car, a 63-year-old man was injured (broken ribs, chest injury, facial burn) and a 58-year-old woman was injured. They were hospitalised.

 At 12:10, russians attacked Kupiansk. An FPV drone hit the road surface. There were no casualties.

At 12:11, russians attacked Kupiansk region, Prystin village. A private house caught fire as a result of an FPV drone hitting it. There were no casualties.

At 12:40, russians attacked Kupiansk region. An FPV drone hit a car on the outskirts of Kupiansk. There were no reports of casualties.

At 12:40 the enemy attacked Kupiansk. A private house was damaged as a result of an FPV drone hit. There were no casualties.

At 12:44, russians attacked Kupiansk region, Prystin village. As a result of an FPV drone hit, a 44-year-old man was injured and hospitalised.

At around 16:05, russians attacked Bohodukhiv region, Zolochiv. A garage and partially a private house were destroyed by an unidentified aerial vehicle, and an apartment building, private houses and garages were damaged. A 60-year-old woman was injured, she was not hospitalised.

At 16:05, russians attacked Bohodukhiv region, near the village of Svitlychne. A UAV hit an open area.

Donetsk oblast

Frontline

The deputy commander of the 68th Brigade battalion, call sign Italian, says that towards Pokrovsk, the russian military intensified the use of drones, which means they are conducting detailed reconnaissance and creating obstacles for Ukrainian logistics.

The General Staff reports that towards Lyman, the number of combat engagements on the frontline was 112. In particular,  russian troops attacked 13 times near the settlements of Ivanivka, Kolodiazi, Yampolivka and in Serebryanka forest.

Towards Toretsk, russian troops carried out 13 attacks near Toretsk and towards Diliivka.

Towards Pokrovsk, Ukrainian defenders stopped 34 attacks near the settlements of Vodiane Druhe, Novotoretske, Yelizavetivka, Promin, Dachanske, Kotlyne, Udachne, Novooleksandrivka, Andriivka and Ulakly. At the same time, the Russian army actively used bombers and attack aircraft to attack Ukrainian settlements and positions.

The Khortytsia military unit reported that towards Pokrovsk, Ukrainian troops destroyed a russian UAV.

Shelling

Vadym Lyakh, Head of the RMA, informs that at night, the russian army struck Sloviansk, hitting the private sector of Semenivka neighbourhood with a FAB-250. No one was killed or wounded.

Serhii Horbunov, head of the RMA, says that between 00:44 and 01:00, the russian military shelled Kostiantynivka with 4 missiles from Smerch multiple rocket launchers. 7 facades of multi-storey buildings, 4 facades of private houses, a garage, a shop facade, 11 cars, a car park, a power line and 2 gas lines were damaged. According to Donetsk oblast police, the city was hit 16 times over the past day, 14 of them with FAB-250 bombs.

The day before, there were 3,276 enemy attacks on the frontline and residential areas.

The shelling affected 7 settlements: the towns of Kostiantynivka, Pokrovsk, Sloviansk, the village of Oleksiievo-Druzhkivka, and the villages of Bahatyr, Ivanopillia, and Yatskivka.

134 civilian objects were damaged, including 73 residential buildings.

Kostiantynivka was hit 16 times, 14 of them with FAB-250 bombs. russians killed three people and injured 7 others. Seventeen apartment blocks and 25 private houses, 28 garages, 2 shops, 2 car parks, 3 enterprise buildings, a hospital, 10 vehicles and critical infrastructure were damaged.

Two civilians were killed and two injured in Pokrovsk. The enemy hit a civilian car with a drone and damaged 4 houses in the private sector.

Three civilians were injured as a result of the shelling of Bahatyr, and a household was damaged.

In Ivanopillia, a bomb attack injured one person and damaged 18 private houses.

The occupiers dropped 3 FAB-250 bombs on Sloviansk, damaging 8 private houses and two businesses. A garage and a civilian car were damaged in Yatskivka

Luhansk oblast

223 drones directed the invaders towards the fortifications of the Ukrainian military on this section of the front. According to the RMA, the enemy conducted artillery shelling of the specified area 17 times. They tried to storm in Serebrianka Forest and in Belohorivka. Three attempts to advance were repelled in this settlement.

The occupation courts of the “lpr” began to make decisions regarding residential premises that have signs of being ownerless. That is, they ‘nationalize’ the real estate of residents, as reported by the head of the RMA Artem Lysohor. At the same time, a significant number of appeals immediately arose. Because the list of “nationalized” housing also included real estate, the owners of which, for example, lived at a different address or in a neighboring city and did not even know that they had to declare their rights to the property within 30 days.

russians will impose a tax on bathhouses, barns, greenhouses and other outbuildings with foundations in the occupied Luhansk oblast. Its size will be determined based on the cadastral value of the objects. The invaders note that this was done to “adjust the tax burden on objects that were previously outside the scope of property taxation.” The money will need to be paid in the settlement period, which began on January 1.

What is happening now in the north of Ukraine

Kyiv oblast

The RMA reported that at night the enemy massively attacked Kyiv oblast with UAVs. The attack lasted for 10 hours. There were no casualties among the population. In Bucha district, four private houses were damaged by falling debris, and in Vyshhorod district, dry grass caught fire in an open area. The fire was extinguished.

In Kyiv, the air raid alert lasted for almost 6 hours in the evening and at night. As a result of the downing of enemy targets, debris fell in four districts of the city: Pecherskyi, Holosiivskyi, Darnytskyi and Obolonskyi. Two private houses, cars and the roof of the Nova Poshta office were damaged. Debris was also recorded on the territory of the Hryshko Botanical Garden.

As of 23 February, no new fire hotspots have been detected at the Chornobyl nuclear power plant. Rescuers and climbers of the State Emergency Service are constantly monitoring the situation and are ready to perform work if necessary. The radiation background at the ChNPP site is within normal limits.

On 22 February, General Carsten Breuer, Inspector General of the Bundeswehr, arrived in Kyiv. During his meeting with the Commander-in-Chief of the Armed Forces of Ukraine, General Oleksandr Syrskyi, they discussed the operational situation on the front line, measures to switch to a corps structure, the need for ammunition, equipment and military training.

On 24 February, the office of the 4th Recruitment Centre of the Territorial Defence Forces of the Ukrainian Armed Forces will be opened in Kyiv. During the event, it will be possible to learn about the role and contribution of the TDF servicemen in the first days of fighting russian troops, the most famous battles and operations in which the TDF soldiers took part, changes in the TDF units over the past three years, new approaches to the programme of support for veterans and families of prisoners and missing persons.

Azerbaijan is ready to finance the restoration of three infrastructure facilities in Irpin – the central house of culture, a children’s and youth sports school, and a residential building – as well as the construction of an art centre from scratch. According to the head of Kyiv Regional Administration Mykola Kalashnyk, with the help of Azerbaijan, the Zarifa Aliyeva Linguist Humanitarian Lyceum has already been renovated and the central city hospital has been renovated.

A film by European documentary filmmakers about the work of Elle Ukraine and the role of women in a country at war was shown in Kyiv. During a 9-day trip to Ukraine, journalists Vito Robbiani and Andrea Oreni filmed the work of the editorial office, volunteering and the personal experiences of the editors. The film tells not only about the female employees of the publication, but also about the heroes of their articles .

Zhytomyr oblast

As part of the Ray of Hope initiative implemented jointly by the European Commission, Zhytomyr oblast received hundreds of solar panels to be installed in medical facilities: The Emergency and Disaster Medicine Centre, Zhytomyr Regional Clinical Hospital named after Herbachevsky, and Zhytomyr Regional Children’s Clinical Hospital. The main goal of the project is to provide hospitals with an alternative source of energy and make them energy independent in the face of military challenges.

Sumy oblast

 Artem Kobzar,  Acting Mayor, reported that on 23 February 23, the кussian army struck Sumy community by a ballistic missile. The impact occurred outside populated areas. 

On the night of 23 February, the russians struck the Nyzhnia Syrovatka community by a missile. According to the Head of Nyzhnia Syrovatka, Viacheslav Suspitsin, up to 20 private houses were damaged as a result of the attack. The Village Council will provide the necessary assistance to local residents.

On the night and morning of 23 February, Yunakivka, Krasnopillia, and Velyka Pysarivka communities also came under shelling. A total of 7 shelling attacks and 39 strikes were recorded: using MLRS and barrel artillery, UAV explosive drops, and the launch of a guided aerial bomb.

On 23 February, five Shaheds were shot down by air defense units over Sumy oblast.

On 22 February, russians carried out 112 shelling attacks on border areas and settlements in Sumy oblast, resulting in 241 explosions. The enemy attacked communities by FPV-drones (36 explosions), UAVs (1 explosion), GABs (4 explosions), struck by artillery (77 explosions) and MLRS (36 explosions), mortars (37 explosions), dropped VOG from UAVs (48 explosions), and carried out tank shelling (3 explosions). The attacks targeted 13 communities: Khotin, Yunakivka, Myropilia, Bilopillia, Krasnopillia, Velyka Pysarivka, Popivka, Putyvl, Nova Slobidka, Esman, Shalyhyne, Khutir-mykhailivskyi, Seredyna-Buda.

As a result of the shelling of Krasnopillia community, 3 civilians were injured and two private houses were damaged.

In Bilopillia community, 2 private residential houses and a car were damaged, while in Popivka community, non-residential premises were damaged.

Mykola Torianyk, Head of Khotin Community, reported that in Khotin community, a man was injured as a result of artillery shelling by the russian federation on 22 February. He was hospitalized due to injuries to his arms and legs. Additionally, one house in the community was destroyed.

Chernihiv oblast

Chernihiv border detachment reported that during the day of 22 February, the russian army attacked four border communities in Chernihiv oblast: Novhorod-Siverskyi, Semenivka, Snovsk, and Horodnia. The enemy used FPV-drones (2 explosions), UAV drops (44 explosions), artillery (17 explosions), and mortars (23 explosions). Eighteen villages came under fire.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council, reported that last night, the enemy launched a missile attack on Kryvyi Rih. A man was killed in the attack. Five people were injured, three hospitalised, including a 30-year-old woman who was taken to hospital in serious condition. Several houses and 6 cars were damaged. A church building was also partially destroyed. A petrol station, a building of a retirement home and a business were hit.

During the day, the occupiers attacked Nikopol region about a dozen times. They used kamikaze drones and artillery. They targeted the regional centre and Marhanets community. Three private houses, a garage, cars, trucks, an enterprise, infrastructure and a solar panel were damaged.

Vinnytsia oblast

​​An information day “City Together” was held in Vinnytsia, organised by the UVIATO NGO. The event brought together the military, psychologists, volunteers and the public to find effective ways to support veterans and overcome the barrier between military and civilians.

Kirovohrad oblast

Andrii Raykovych, Head of Kirovohrad Regional Military Administration, reports that at night in Kirovohrad oblast, the Air Armed forces shot down russian UAVs. 

Cherkasy oblast

 Ihor Taburets, Head of Cherkasy Regional Military Administration, reports that at night in Cherkasy oblast, defenders shot down 27 russian UAVs. 

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

On 22 February, the occupiers launched 455 strikes on 13 settlements in Zaporizhzhia oblast. There were 20 airstrikes on Stepnohirsk, Lukianivske, Huliaipole, Varvarivka, and Zelene. 265 UAVs of various modifications attacked Zaporizhzhia, Kushuhum, Kamianske, Huliaipole, Shcherbaky, Novodanylivka, Mala Tokmachka, Charivne, and Novodarivka. Three MLRS attacks targeted Novodanylivka, Huliaipole, and Novodarivka. There were 167 artillery strikes on Kamianske, Huliaipole, Shcherbaky, Novodanylivka, Mala Tokmachka, Charivne, and Novodarivka. Authorities received 27 reports of damaged apartments, private houses, and cars. One person was injured as a result of a russian attack on Zaporizhzhia.

12 private houses were damaged due to a russian drone attack by on Zaporizhzhia on 23 February. 70 personnel are working on-site, with 15 units of specialized equipment involved in eliminating the aftermath.

Ukrainian defenders repelled four attacks near Piatykhatky and Shcherbaky towards Orikhiv.

On 22 February, police evacuated a man and three women from the frontline Huliaipole and Varvarivka, Polohy region. The evacuees included an 86-year-old man and three women aged 88, 83, and 80.

Mykolaiv oblast

On the night of 23 February, air defense forces destroyed three Shahed-131/136 UAVs over in Mykolaiv oblast.

Yesterday, on 22 February, the enemy carried out two FPV drone attacks on Kutsurub community. Additionally, at 10:35 a.m., the enemy attacked Halytsynove community with an FPV drone. Three residential buildings were damaged as a result of the attack. No casualties were reported.

Odesa oblast

On the night of 23 February, the russian army once again attacked Ukraine with drones, some of which were launched toward Odesa oblast. According to the South Air Command, air defense forces shot down 12 russian drones over Odesa oblast.

As a result of the nighttime attack, a residential building in Odesa region was damaged. Fires broke out at the impact sites, and three people were injured.

As of 6:00 a.m. on 23 February, one enemy carrier of Kalibr cruise missiles, with a total salvo of up to four missiles, was present in the Black Sea. Аour enemy ships were stationed in the Mediterranean Sea, including three carriers of Kalibr cruise missiles, with a total salvo of up to 26 missiles. Over the past day, eight vessels passed through the Kerch Strait in russia’s interest into the Sea of Azov.

More than 300 veterans, military personnel, and cadets participated in the “Strong Ukraine” competition in Odesa. Veterans and servicemen competed in bench press, kettlebell snatch, rowing on a Concept-2 machine, air biking, and Invastrong exercises. The main goal of the competition was to strengthen patriotic spirit in society by engaging military personnel and veterans in sports.

Kherson oblast

A man was injured in Dniprovskyi district of Kherson due to a russian drone attack. The 45-year-old Kherson resident suffered a blast injury, chest wounds, and traumatic amputation of both legs. He was taken to the hospital in critical condition.

Around 9:30 a.m., russian occupation forces attacked Romashkove with a UAV. The enemy drone flew into the window of a residential building. As a result of the explosion, a 48-year-old woman sustained a blast injury, a concussion, and shrapnel wounds to her torso, arms, and legs.

Yesterday, russian shelling and airstrikes targeted Beryslav, Zmiivka, Bilozerka, Shliakhove, Stanislav, Mylove, Dudchany, Tiahynka, Kozatske, Vysoke, Virivka, Matrosivka, Antonivka, Prydniprovske, Sadove, Chervonyi Mayak, Veletenske, Vesele, Honcharne, Dniprovske, Ivanivka, Kizomys, Mykolaivka, Odradokamianka, Olhivka, Osokorivka, Sofiivka, Tokarivka, Tomaryne, and the city of Kherson. The attacks damaged an apartment building, ten private houses, a gas pipeline, utility buildings, a garage, and private vehicles. Three people were injured due to russian aggression.

It is reported that russian invaders attempted once to displace Ukrainian units from their positions on the Prydniprovskyi front but failed and suffered losses. Over the past day, russian losses included 73 personnel, 7 artillery systems and mortars, 22 units of automotive and armored vehicles, 4 ATVs, 3 motorcycles, 3 boats, 2 reconnaissance UAVs, 4 electronic warfare systems (including “Pole-21”), 3 “Starlink” terminals, 2 generators, 7 communication antennas, and 4 UAV control antennas. Additionally, 37 shelters/bunkers, 9 observation posts, 4 fuel depots, and a storage site for logistical supplies and ammunition were destroyed.

Police officers and the “Save Ukraine” NGO evacuated a family with two children from Molodizhne. Juvenile police officers visited the family during a community outreach effort. The parents agreed to leave the settlement, which is under constant russian shelling. Police assisted the mobility-impaired mother, her 6-year-old son, and 10-year-old daughter in evacuating the village. The family is now safe in Cherkasy oblast.

Volyn oblast

The Artillery Reconnaissance Control Battery of the 63rd Separate Mechanized Brigade received 4 DJI Mavic 3 Pro quadcopters and a DJI Mavic 3T Enterprise Thermal quadcopter from Lutsk community.

Zakarpattia oblast

This week, the Owl’s Nest Humanitarian Aid Center provided IDPs registered in Uzhgorod with 50 bags with grocery sets and 80 loaves of bread. During the week, volunteers gave out clothes, shoes, bed linen and dishes (1,100 items) from the PDUM Partnerschaft Deutschland-Ukraine/Moldova e. V., Luftfahrt ohne Grenzen / Wings of Help e.V. Valentyn Stefano and other benefactors.

Ivano-Frankivsk oblast

Families of the fallen Heroes were presented with awards. The For Merit to the Carpathians Medal (posthumously) was awarded to Roman Dzeman and Oleh Vyazovchenko.

Lviv oblast

Rostyslav Bezzubiak from Boryslav received the Golden Cross honorary badge of the Commander-in-Chief of the Armed Forces of Ukraine. The soldier has been serving since 2024 as part of the Artillery Reconnaissance Unit of the 23rd Separate Mechanized Brigade.

The III degree For Courage honorary distinction was awarded to Nazar Stoliarskyi, soldier of the 25th Separate Airborne Sicheslav Brigade, resident of the city of Mykolaiv. The Hero was killed on 3 August 2022 near the settlement of Pokrovske, Donetsk oblast.

A new mural by the famous Brno artist Timo has appeared in Lviv. The author depicted the word “deed” on a white background, symbolizing the action, courage and resilience of Ukrainians today, during the war.

Rivne oblast

During the night massive attack in Rivne oblast, air defense was on alert. Several enemy air targets were neutralized. There were no casualties or damage. Relevant services and the military are working on the scene.

Ternopil oblast

For people who find themselves in difficult life circumstances, hot lunches are being distributed in the center of Rivne. The meals are provided by Rivne Regional Center for Social Services together with the Social Protection Department of the Regional State Administration, with the support of the trade community and philanthropists. Almost 5,000 lunches have already been distributed.

Khmelnytskyi oblast

In Khmelnytskyi community, 7 households that suffered damage as a result of the terrorist attacks in the Russian Federation received financial assistance. The total amount of assistance is over UAH 700,000.

Chernivtsi oblast

A veteran who was forced to move due to the war was employed in Bukovina. Due to russian military aggression, the family of combatant Andrii Hurk was forced to leave his hometown of Biletsk, Donetsk oblast, and move to Bukovina, to the city of Novoselytsia. Andrii has been defending Ukraine since 2015, serving in the units of the National Police. After returning to civilian life, the man sought to find a job that would match his experience. At first, he looked for it on his own, and later turned to the employment service for help.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

The Ministry of Defense of Latvia reported that the country has ordered Patria 6×6 armored personnel carriers to be delivered to Ukraine.

Great Britain announced the largest package of sanctions against the Kremlin on the anniversary of the full-scale invasion. It will be made public on 24 February. The sanctions are aimed at undermining the russian military machine and reducing the revenues that are fueling the fires of destruction in Ukraine.

Andrii Yermak, Head of the Office of the President of Ukraine, had a phone conversation with Michael Volz, US President’s National Security Advisor. They discussed views on the rapprochement of positions within the framework of bilateral relations between Ukraine and the US.
