In the so-called “LNR”, particularly in territories seized back in 2014, the problem of garbage accumulation in apartment courtyards has remained relevant for all 11 years — and for three years in the towns occupied since 2022. Promises to solve it were voiced only recently. It turns out that garbage could be removed more frequently from residential areas even with the same number of specialized vehicles. Currently, they are used only 2–3 hours per day, while dumps have piled up in the courtyards. Still, the schedules will not be revised this year. The so-called “ecological operator” plans to address this issue only after January 1.
The occupiers report that the majority of towns in occupied Luhansk region are supposedly more than 90% ready for the start of the heating season. However, the overall completion rate is only a bit above 75%. This is because, for the first time since the occupation, Lysychansk, Rubizhne, and Sievierodonetsk were included in the overall rating of readiness. Previously, work in these cities was carried out under a separate schedule and did not affect the so-called “LNR” statistics reported to the Kremlin. Unsurprisingly, these settlements are now among the lowest performers, as almost all critical infrastructure was destroyed by Russian forces during the 2022 assaults. Most residents have already endured three winters without centralized heating. Something resembling an interest in fixing the situation only emerged last year — but the situation remains critical.
