On 21 September, the Defense Forces of Ukraine were holding back the advance of russian occupiers. The terrorists continue to destroy Ukrainian cities and villages with missile, air, and artillery strikes. The Defense Forces are taking all necessary measures to prevent the enemy from advancing deeper into Ukrainian territory.
There were 81 engagements on the front line.
Several communities in Kharkiv, Chernihiv, and Sumy oblasts were affected by russian artillery and mortar fire, including Pavlivka, Luhivka, Liubymivka, Dehtiarne, Vidrodzhenivske, Romashkove, Khmeliv, Mezenivka, Brusky, Bobylivka, Rudak, Stepok, Studenok, Svoboda, Chaikyne, and Vilna Sloboda.

Towards Siversk, the occupiers continue to search for weak points in Ukrainian defences near Vyimka. One combat encounter ended unsuccessfully for russians.
Towards Kramatorsk, the Defense Forces repelled seven attacks by russian invaders near Kalynivka, Maiske, and Andriivka since the start of the day. Three russian assaults are still ongoing. russian aviation struck Chasiv Yar, Ivanivske, Predtechyne, and Stupochky with KABs and NARs.
Towards Toretsk, the aggressor attempted to breach Ukrainian defences eight times near Toretsk, Shcherbynivka, and Nelipivka. russians used aviation, striking Toretsk, Bila Hora, and Oleksandro-Kalynove with KABs, while targeting Druzhba and Dachne with unguided aerial rockets.
Towards Pokrovsk, russian invaders made 12 attempts to dislodge Ukrainian defenders from their positions in the vicinities of Vozdvyzhenka, Novotoretske, Novohrodivka, Selydove, Marynivka, and Mykhailivka. The Defense Forces repelled 10 attacks, with two battles still ongoing.
Towards Kurakhove, russia’s army attacked 13 times towards Tsukuryne, Hirnyk, Zhelanne Pershe, Heorhiivka, Katerynivka, and Kostyantynivka. Seven attempts to advance were repelled.
Towards Vremivka, there were four russian attacks near Katerynivka and Vuhledar. One battle is still ongoing.
Towards Huliaipole, russian invaders unsuccessfully attacked near Huliaipole.
Towards Orikhiv, the occupying forces stormed the Defense Forces’ positions four times near Robotyne, Novoandriivka, and Novodanylivka. One engagement is still ongoing.

The operation in Kursk oblast continues. russia’s aviation continues to attack its own villages and towns. russian planes launched 12 strikes with 20 KABs on their own territory.
Volodymyr Zelenskyy, President of Ukraine, denied the information published by The Wall Street Journal about 80,000 Ukrainian military personnel killed in the war with russia. He states this during a meeting with journalists, noting that the actual number is significantly lower.
Maria Zakharova, the official representative of the russian Ministry of Foreign Affairs, reported that once again, russia refused to participate in the Peace Summit.
Recent war events in the east of Ukraine
Kharkiv oblast
Oleh Syniehubov, Head of the RMA, reports that liquidation of consequences of the occupiers‘ night air strikes on Kharkiv continues. Only civilian infrastructure was damaged: public places, a hotel, and the roadway. A four-storey hospital building with patients was damaged. These are the pulmonology, endocrinology and surgery departments. More than 30 volunteers of the Humanitarian Centre have sealed almost two hundred windows. The work is ongoing.
The day before, at 23:06, 6 private houses and 2 outbuildings were partially damaged as a result of shelling in Kharkiv, Kholodnohirskyi district. 7 people were injured (3 of them were children: a girl of 10 years old, a boy of 12 years old, a girl of 17 years old – stress reaction).
At 22:48, as a result of the shelling of Kharkiv, Kyivskyi district, the grass on the area of 1 hectare was burning.
At 22:42, as a result of the shelling in Kharkiv, Shevchenkivskyi district, a car was on fire, 2 kiosks, the windows of the regional hospital and a hotel were damaged. 4 people were injured.
At 16:56, as a result of the shelling in Kharkiv, Osnoviansky district, the grass was burning. The glazing of 150 windows of the buildings, a bus, 7 trucks, 3 cars were damaged. 2 people were injured.
At 16:49, a 61-year-old man was injured as a result of the shelling in Kharkiv, Slobidskyi district.
At 15:15, 2 people were killed as a result of shelling the market in Novoosynove village, Kupiansk region. 2 women were injured.
At 14:30, a 68-year-old man, a 57-year-old man and a 55-year-old woman were injured as a result of shelling Ivashky village, Bohodukhiv region.
At 08:10, as a result of shelling Shestakove village, Chuhuiv region, the roof of a warehouse building on the area of 500 sq.m. was burning. 3 buildings of the cowsheds were damaged. Two men aged 34 and 30 were injured.
Towards Kharkiv, three hostile attacks took place in the vicinity of Vovchansk.
Towards Kupiansk, the occupiers carried out 19 attacks. Ukrainian defence forces stopped all enemy assaults in the vicinity of Stepova Novoselivka, Synkivka, Stelmakhivka, Kruhlyakivka and Lozova.
Donetsk oblast
The General Staff reported that the russian army tripled the number of attacks towards Vremivka. On 20 September, the Ukrainian military repelled 18 russian attacks in this area of the frontline, compared to six attacks the day before.
Most of the russian army’s attacks were recorded towards Kurakhove, where the occupiers attacked 58 times. russian troops concentrated their forces near Heorhiivka, where they conducted 21 assaults in 24 hours.
Another 36 times russian troops attacked the vicinity of Pokrovsk, in particular near Selydove, Hrodivka and Novohrodivka.
Oleksandr Ryasnyi, an officer with the 15th Kara-Dag Brigade of the National Guard, says that there are no russian troops in the town of Selydove towards Pokrovsk. The Ukrainian military stopped the russian army on the outskirts, and fighting is ongoing there.
The Prosecutor General’s Office said that the investigation proved that the Red Cross humanitarian mission in Viroliubivka, Donetsk oblast, was shelled by the russian army. russian troops hit the mission’s truck with two 152-calibre artillery shells and a Lancet drone, which is only used by the russian army. According to Oleksandr Yabchanka, Commander of the Honor company of the separate Da Vinci Wolves battalion of the 59th Brigade, the ratio of losses towards Pokrovsk is at least 1 to 10. This is, in particular, due to the tactics of the russian occupiers, as well as the fact that russian troops hardly evacuate the wounded from the battlefield.
Velyka Novosilkova village military administration reports that russian troops attacked the village of Kostiantynopil in Donetsk oblast. Two people were wounded.
Donetsk regional prosecutor’s office said that in Kurakhove, a woman was killed and two other people were injured as a result of russian shelling. An employee of an enterprise in the village of Oleksiievo-Druzhkivka, which was attacked by russian occupiers, was also wounded.
Operational situation in the region as of the morning of 21 September:
Volnovakha region. In Bohoiavlenka of Vuhledar community, 2 people were wounded, 2 houses destroyed, 7 more damaged; in Novoukrainka, 2 people were wounded.
Pokrovsk region. In Kurakhove community, 3 houses were damaged in Trudove and 1 in Hannivka. In Pokrovsk, a house was destroyed, an enterprise, an infrastructure facility and 4 trade pavilions were damaged. A person was injured in Myrnohrad.
Kramatorsk region. Two houses were destroyed in Zarichne of Liman community. In Druzhkivka, 2 people were injured and a house was damaged. 5 people were injured in Kostyantynivka, 7 multi-storey buildings, 10 shopping pavilions, a shop, an administrative building, 4 cars, a power line and a gas pipeline were damaged.
Bakhmut region. Two houses were damaged in Siversk. A person was injured in Toretsk and a house damaged. In Chasiv Yar community, 20 private houses and a multi-storey building were damaged.
In total, russians fired 31 times at the settlements of Donetsk oblast. 757 people, including 150 children, were evacuated from the frontline.
Vadym Filashkin, Head of Donetsk Military Administration, says that russians wounded 17 residents of Donetsk oblast: 5 in Kostiantynivka, 3 in Andriivka, 2 in Druzhkivka, Bohoyavlennka and Novoukrainka, 1 in Toretsk, Myrnohrad and Selidove.
Luhansk oblast
141 unmanned aerial vehicles were sent by russians towards the frontline towns of Makiivka and Balka Zhuravka. 85 of them were used by the enemy in the vicinity of Balka Zhuravka. The enemy also fired at these villages from cannon artillery. In this direction and near Hrekivka and Stelmakhivka, the occupiers tried to attack the positions of the Ukrainian military.
More than 2.300 hectares of territory burned down in Stanytsia-Luhanska community. Hundreds of houses and estates were destroyed. However, even with the help of payments from the Russian Federation, firefighters of the so-called ‘luhansk people’s republic’ cannot organise measures to eliminate the fire. They have started laying mineralised strips, which has not been done for several years. The personnel is only enough for the most difficult areas. In Starobilsk region, locals are forced to deal with the disaster on their own.
The occupiers have no plans to build housing in Siverskodonetsk. Therefore, it was decided to re-inspect emergency houses for partial repairs. Thus, in one of them, located on the outskirts of Luhansk, four entrances were put in the queue for routine repairs. At least seven more will be demolished. It is not yet clear what will happen to the numbering of the apartments. There are already several such transformer houses in the city.
Artem Lysohor, Head of Luhansk Regional Military Administration, reports that in the schools of the ‘luhansk people’s republic’, russians have launched a ‘death machine’ – teachers are campaigning to go to the front at the age of 18. The gradual work began a year ago, when all young men born in 2007 were registered for military service in the occupied Luhansk oblast. All data was required to be provided to military registration and enlistment offices by educational institutions. The first stage of this process was completed on 31 March 2024. During the holidays, the boys were prepared for war in summer camps set up in russia. russian servicemen who took part in the war on the territory of Ukraine worked with the teenagers there. They conducted firearms and tactical training, taught them to fly drones, etc. Since 1 September, the lesson on life safety has been removed from the school curriculum – instead, they are taught to ‘protect the family’.

Kyiv oblast
In Kyiv, President of Ukraine Volodymyr Zelenskyy held a communication with President of the European Commission Ursula von der Leyen. They discussed defence support for Ukraine, the use of frozen russian assets, EU accession, and support for Ukraine’s energy sector.
Defence Minister Rustem Umerov announced that the opening of the EU Defence Innovation Office in Kyiv became a new stage in relations with the European Union in the field of defence technology. The office was opened with the participation of European Commission President Ursula von der Leyen.
Kyiv Mayor Vitalii Klychko visited Ukrainian defenders in Donbas and handed over 550 Mavic 3T drones from the capital’s community. The UAVs, which also operate effectively at night, were handed over to soldiers of four brigades. All equipment was purchased at the expense of the city budget.
The RMA reported that Baryshivka community has begun overhauling Lukashivka Lyceum at the expense of the European Investment Bank under the Ukraine Recovery Programme. In March 2022, the building was heavily damaged by a shell hit. All works will be carried out in accordance with the requirements of barrier-free accessibility.
This week, the Ukrainian Women’s Guard HUB in Borodianka hosted a training for women registered with the Employment Service and with the status of internally displaced persons. The participants received useful information on opportunities for developing entrepreneurship, obtaining additional qualifications and creating a reserve fund.
The Regional Military Administration reported that in Kyiv oblast, almost 18,000 IDP children are covered by educational services. As of September 2024, 3,316 children who were internally displaced from other regions are being brought up in pre-schools in the oblast, 14,007 students are enrolled in secondary schools, 217 people have chosen vocational training, 163 are studying in professional higher education institutions, and 207 students are studying at universities.
In Kyiv oblast, the Defence of Ukraine subject will be taught in 69 centres that are currently being equipped. All centres are expected to start operating on 1 October this year.
The mural The Wise Reigns Over the Stars by Volodymyr Manzhos was presented in Kyiv’s Podil district. In the mural, the artist refers to successful DIU operations: attacks by Magura marine drones as part of joint operations with the SSU and the Ukrainian Navy, which forced the russian Black Sea Fleet to almost completely surrender and caused it significant losses, including the destruction of the fleet’s flagship.

Zhytomyr oblast
Nine settlements in Zhytomyr oblast will be renamed as part of decommunisation and decolonisation. The relevant resolution of the Verkhovna Rada provides for new names for three towns and six villages.

Sumy oblast
Sumy RMA reported that around 4pm, the enemy carried out an air strike on Sumy, using GAB. One person was injured. Dry vegetation caught fire, private houses were destroyed and damaged. The consequences of the enemy attack are being eliminated.
Iryna Yukhta, acting Head of Krasnopillia community, informed that around 2:30pm, a russian FPV drone struck a hospital in Krasnopillia. The building’s roof was damaged, but no injuries were reported.
During night and morning, russians carried out 17 shelling attacks on border areas and settlements in Sumy oblast, resulting in 76 explosions. The attacks targeted Bilopillia, Myropilia, Krasnopillia, Velyka Pysarivka, Trostianets, Buryn, Esman, Seredyna-Buda communities.

According to Sumy RMA, Sumy oblast is negotiating cooperation with U.S. states. The collaboration between Ukrainian regions and American states was discussed during a meeting involving the Deputy Head of the President’s Office, Viktor Mykyta, Foreign Minister Andrii Sybiha, Ukraine’s Ambassador to the United States, Oksana Markarova, and heads of regional military administrations. The cooperation will encompass culture, education, healthcare, and social and humanitarian sectors, with specific plans for interaction between universities, hospitals, cultural institutions, sports schools, and rehabilitation centres.
Sumy Regional Military Administration reported that residents of Sumy oblast have begun receiving winter payments from UNICEF. This week, over 2,000 households in Sumy oblast, located within 30 kilometres of the frontline, received payments. As a result, more than 2,500 children from vulnerable families will be provided with the necessary support ahead of the winter season. Additionally, the total number of people in frontline areas to be assisted as part of the preparation for winter 2024/2025 has been increased from 60,000 to 100,000.
Sumy Regional Military Administration announced that the All-Ukrainian campaign Tower of Resilience was launched in Sumy oblast. The event is dedicated to World Mental Health Day and aims to showcase the positive impact of culture and art on the emotional well-being of Ukrainians, as well as their boundless potential to resist Russian propaganda. Participants presented the concept of the “Tower of Resilience,” which involves creating a monumental installation from new Ukrainian books. Surrounding the tower are small stacks of russian-language literature, symbolising obsolete tools of influence on Ukrainians. These are used as a base to elevate Ukrainian culture. The composition is framed by works of students from the Dmytro Bortnianskyi Sumy College of Arts and Culture.
Chernihiv oblast
During the day, russian forces attacked three border communities in Chernihiv oblast: Novhorod-Siverskyi, Snossa and Semenivka. The fire was carried out using artillery and mortars, drones and dropped explosives from UAVs.

No casualties or injuries among the local population were reported as a result of the shelling.
Chernihiv Regional Prosecutor’s Office reported that two russian soldiers were sentenced to life imprisonment for shooting at a car carrying six civilians attempting to flee the russian-occupied village of Rohoshchi in Chernihiv oblast in March 2022. Six people, including three minors, were trying to evacuate by car from the occupied village. While driving towards Khmilnytsia village, the car pulled over to the side of the road to allow a column of russian military vehicles to pass. The russians, including the two convicted soldiers, opened fire on the car. From a distance of 45 metres, they fired 11 rounds. The driver and a female passenger were killed on the spot, while four passengers in the back seat survived, with two of them sustaining injuries.
Recent events in the central regions of Ukraine
Dnipropetrovsk oblast
Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council, reported that at night, russian troops viciously attacked Kryvyi Rih. A 12-year-old boy was killed, as well as two women aged 75 and 79. Three people were injured. A 17-year-old boy and men aged 31 and 50. They are hospitalised in moderate condition. Two private houses caught fire. More than two dozen houses were damaged, 2 more were destroyed. A school, a garage and a car were also damaged. According to updated data, the attack on Dnipro also damaged a 6-storey elementary school building, with windows smashed. Three high-rise buildings and 72 cars were also damaged. The occupiers continued to attack Nikopol region. They attacked with artillery and drones. They targeted the region centre, Myrove and Chervonohryhorivka communities. A 38-year-old woman was injured. She was hospitalised in moderate condition. The farm was damaged, the equipment was destroyed. Three two-storey residential buildings, a private house, a petrol station, a car and a truck were damaged.
On 21 September, the occupiers attacked Nikopol region more than fifteen times. They used artillery and drones. They targeted the region centre, Myrove, Chervonohryhorivka, Pokrov and Marhanets communities. Eight private houses, three outbuildings, the same number of garages, a utility company, a petrol station, a car, gas pipelines and a power line were damaged. The consequences of the night attack in Kryvyi Rih are being addressed. According to updated reports, 14 multi-storey buildings and more than fifty private houses were damaged in the city. A 17-year-old victim was transferred to outpatient treatment. Two other injured are in hospital.

Kirovohrad oblast
In Kropyvnytskyi, families of fallen soldiers planted 270 trees on Akademika Tamm Street to mark the 270th anniversary of the city’s foundation. Each tree is to be marked with a personalised sign of a hero who gave his life for Ukraine’s independence.
In Kropyvnytskyi, relatives of the defenders of Mariupol organised an action “Don’t be silent! Captivity Kills”. They wanted to remind the soldiers who have been in russian captivity for three years.
Poltava oblast
In Poltava, a charity sporting event dedicated to the fallen defenders of Ukraine was held at Poltava Polytechnic stadium.

Ihor Taburets, Head of Cherkasy Regional Military Administration, said that overnight of 21 September, the Air Force destroyed two drones in Cherkasy oblast.

Oleksandr Prokudin, Head of Kherson RMA, reported that in the morning of 21 September, russian troops attacked Beryslav in Kherson oblast with drones. They dropped explosives on the city five times.
Kherson Regional Military Administration reported that the russian military dropped explosives from a drone on a 48-year-old man in Dniprovskyi district of Kherson. The injured man was hospitalised.
Roman Mrochko, Head of Kherson oblast Council, said that the russian army shelled Antonivka, a suburb of Kherson. A 52-year-old man was injured. He was hospitalised with an explosive injury and a shrapnel indjury to his leg.
According to Kherson RMA, the russian military attacked Stanislav in Kherson oblast with a drone. A 72-year-old woman sustained explosive and craniocerebral injuries and contusion.

The RMA held a meeting with Piotr Lukasevich, temporary charge d’affaires of the Republic of Poland in Ukraine. Bilateral cooperation and further directions of partnership were discussed.
In Drohobych region, over UAH 4m were raised for 400 drones to the 24th Separate Mechanised Brigades named after King Danylo, the 77th Separate Airmobile Brigades of the Airborne Assault Troops of the Armed Forces of Ukraine and the Eneika Sniper Groups of the 3th Separate Regiments during a charity auction.
Rivne oblast
The RMA held a meeting with representatives of the UN Office for the Coordination of Humanitarian Affairs. They discussed implementation of the UN project to support IDPs in Rivne oblast. There are now 45,000 IDPs in the oblast.

In 2022, 14 Safety Classrooms were opened in the oblast, in 2023 – 78, and this year 22 educational safe environments have been launched. Among them, 11 Classrooms are arranged in school shelters.
Ternopil oblast
The 1st Forum “Social sphere in conditions of war: challenges and prospects, best practices for communities of Ternopil oblast” started in Ternopil. The event brought together representatives of local self-government bodies, state authorities, workers in the social sphere and the non-state sector. The purpose of the forum is to create a platform for sharing experience and discussing challenges and prospects for the development of social services in conditions of full-scale war.
Ternopil community sent 2 Mavic 3 Enterprise reconnaissance drones to the 67th Separate Mechanised Brigade tanks to the budget funds.
Khmelnytskyi oblast
The 1st international bus terminal in Ukraine – KLR Bus – was opened in Khmelnytskyi. The new terminal is designed for 500 passengers. It includes modern waiting areas with Wi-Fi access, convenient restrooms, a coffee shop, a minimarket, a children’s area, a chapel, and a specially equipped area for walking animals. It is planned that every day there will be about 200 departures from here to the cities of Ukraine and Europe.
Chernivtsi oblast
The RMA held a meeting with the delegation of the Embassy of the Republic of Indonesia in Ukraine. They discussed support for Ukraine during a full-scale invasion, the possibility of expanding economic cooperation, in particular in the field of trade, the initiation of joint projects in the fields of culture, education and medicine.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
The 1st group of Ukrainian pilots completed their training in France, which lasted 6 months. In just 2 years, France promised to train 26 Ukrainian pilots.
The Ministry of Defense of Ukraine reported that Ukraine received EUR 40.7m from Denmark to produce Bohdan artillery installations. The money is already in the accounts of the Ministry of Defense.
The Ministry of Culture and Strategic Communications of Ukraine reported that the US announced the allocation of $1m for the protection of the cultural heritage of Ukraine. The USA allocated these funds to the International Center for the Study of Conservation and Restoration of Cultural Values for the protection of the cultural heritage of Ukraine.
Antonio Tajani, Head of the Ministry of Foreign Affairs of Italy, stated that the country advocated the participation of the russian federation and China at the Peace Summit. However, moscow should not demand the capitulation of Ukraine.
The 1st tranche of the loan granted to Ukraine by the USSR within the framework of the joint project with the World Bank Strengthening the Health Care System and Preservation of Life will be aimed specifically at the construction of a new medical and rehabilitation building of the Phoenix Center in Volyn oblast.
IAEA approved the resolution on Nuclear Safety, Security and Guarantees in Ukraine, according to which Ukrainian nuclear plants, including Zaporizhzhia NPP, should function under the full sovereign control of Ukraine.
The 1st international bus terminal in Ukraine – KLR Bus – was opened in Khmelnytskyi. During the opening of the terminal, the management of the company handed over a comfortable bus for the Armed Forces.
