Nine settlements were under attack: Dobropillia, Druzhkivka, Kramatorsk, Mykolaivka, Sloviansk, Oleksiievo-Druzhkivka, Yasnohirka, Myrne and Pryvillia. Twenty civilian structures were damaged, including 10 residential buildings.

Volunteers are looking for new homes for the animals or places in partner organisations and are raising funds for treatment and transport.

Luhansk oblast

Russian forces attacked Dnipro with missiles and strike drones for over six hours, damaging residential buildings, civilian infrastructure and four medical facilities that had been relocated from Luhansk oblast, — Luhansk Regional Clinical Hospital, the Regional Mental Health Centre, the Primary Healthcare Centre from Rubizhne, and Lysychansk Multidisciplinary Hospital. These institutions retained their staff and resumed providing medical care in Dnipro from 2022. As a result of strikes on the building housing the hospital from Lysychansk, the blast wave shattered almost all the windows; the other three medical facilities also sustained damage of varying degrees. Work to clear up the aftermath of the shelling is currently underway.

At a meeting of the Coordination Centre for Civilian Support at Luhansk Regional Military Administration, the work of the support system for IDPs, veterans, children and other vulnerable groups was discussed, particularly in the communities of Starobilsk region There are two resilience centres operating in the district – in Bilovodsk and Markivske communities – and six humanitarian hubs, through which 12,325 displaced persons from Luhansk oblast have been registered. In 2025, 41,547 services were provided there, including nearly 19,500 medical services, over 5,000 social services and 1,693 psychological services; in the first four months of 2026, 19,191 services have already been provided. Over UAH 13.7m was allocated to local support programmes in 2025, of which nearly UAH 8m went towards assistance for veterans, defenders and the families of those killed, captured or missing in action; UAH 2.5m was allocated to programmes for children. 1,132 displaced persons from Luhansk oblast have made use of temporary accommodation, with a further 961 people continuing to live there.

In the temporarily occupied Luhansk oblast, between 11 and 17 May, mobilisation measures, the staffing crisis, the deterioration of social services and control over the population intensified. In Sievierodonetsk, there remains a critical shortage of notaries: the city is effectively served by a single specialist, and the waiting list is booked up five months in advance. The occupiers are also demanding that disability documents be reissued, particularly those issued by the so-called “lpr” itself, threatening to cut off payments; however, the medical and social commissions cannot keep up with the demand. Medical facilities in Siverskodonetsk, Lysychansk and Rubizhne are not integrated into the russian public services system, so residents cannot book a doctor’s appointment online or check consultation hours.

The occupying authorities are also tightening control over mobilisation processes: checks will cover military registration offices, businesses and educational institutions, particularly young people as young as school age. The decision by the russian State Duma to write off loan debts of up to rub 10m in the event of signing a contract with the Russian army after 1 May will also apply to the temporarily occupied Luhansk oblast. At the same time, the occupiers are expanding military training for young people: over two years, three thousand young men and women have passed through Luhansk branch of the Voin centre, where they were trained in UAV operation, tactical and engineering skills.

The staff shortage in the occupied territory is becoming systemic: in Siverskodonetsk, the russians are attempting to recruit future medical professionals by offering them places at russian universities, followed by compulsory work placements in local hospitals; however, the first results will only be visible in five to six years. The much-touted “reconstruction” is also effectively failing: in Siverskodonetsk, yet another contractor has abandoned a high-rise building after carrying out partial façade work, without completing the interior repairs, and the condition of the structures is already causing concern among residents.
