What happened in Ukraine today:

Here is operational information of the General Staff as of 4 pm:   

On 18 December, there were 98 combat clashes on the frontline.

Communities of border settlements, namely Volfyne, Ryzhivka, Rohizne, Holyshivske, Popivka, Budivelne, Malushyne, and Prohres in Sumy oblast, suffered from enemy artillery fire.

Towards Northern Sloboda and Kursk, there were three combat clashes with enemy troops. In addition, the enemy carried out 56 attacks on the positions of Ukrainian troops and settlements, including four from multiple launch rocket systems.

Towards Southern Sloboda, the Defense Forces repelled three enemy attacks near Starytsia and in the direction of Okhrimivka. One combat clash is still ongoing.

Towards Kupiansk, the enemy tried to break through the defenses of Ukrainian defenders in the vicinity of the settlements of Kurylivka, Pishchane, Petropavlivka, and Kupiansk.

Towards Lyman, the invading army carried out four attacks in the vicinity of Chervonyi Stav, Novoiyehorivka and Zarichne. One battle is ongoing.

Towards Slaviansk, there were two enemy attacks repelled by the Defense Forces. The aggressor was active in the vicinity of Serebrianka and Zvanivka.

Towards Kramatorsk, there were no clashes.

Towards Kostiantynivka, the enemy carried out 20 assault actions in the vicinity of the settlements of Kleban-Byk, Pleshchiivka, Rusyn Yar, Ivanopillia, Stepanivka and Sofiivka. Two clashes are currently ongoing.

Towards Pokrovsk, russian invaders made 35 attempts to push Ukrainian defenders from the occupied positions in the vicinity of the settlements of Chervonyi Lyman, Rodynske, Myrnohrad, Kotlyne, Udachne, Molodetske, Filiia, Toretske, Nove Shakhove and Novopavlivka. The defense forces are holding back the onslaught and repelled 28 enemy attacks. Fighting continues in seven locations.

Towards Oleksandrivka, the enemy tried to break through the defenses of Ukrainian defenders in the vicinity of the settlements of Tolstoi, Oleksandrivka, Stepove, Verbove, Krasnohirske, Zlaghoda, Rybne and towards the settlements of Ivanivka, Lisne, and Nove Zaporizhzhia. The defense forces repelled nine enemy assaults, five more clashes are ongoing. Lisne was hit by an airstrike with a guided bomb.

Towards Huliaipole, Ukrainian defenders repelled seven attacks in the vicinity of ​​Solodke, Huliaipole and towards Varvarivka and Dobropillia, three more clashes are ongoing. Enemy aviation struck at Huliaipole and Ternuvate.

Towards Orikhiv, the invaders carried out one attack towards Novoandriivka. The enemy dropped aerial bombs on Balabyne and Malokaterynivka.

Towards Kherson, there were no clashes.


The Air Force of the Armed Forces of Ukraine reports that on the night of December 18, russia attacked the territory of Ukraine with 82 strike drones. It was possible to neutralize 63 of them.

Recent war events in the east of Ukraine

Kharkiv oblast

Towards Southern Sloboa, the Defense Forces today repelled three Russian attacks near Starytsia and Okhrimivka. One combat engagement is ongoing as of 16:00.

Towards Kupiansk, the occupiers tried to break through the defenses of the Ukrainian defenders in the vicinity of Kurylivka, Pishchane, Petropavlivka, and Kupiansk.

There were 134 combat engagements in the oblast.

Towards Southern Sloboda, the enemy stormed the positions of Ukrainian units six times near the settlements of Lyman, Odradne, Dovhenke, and Izbitske.

Towards Kupiansk, there were three attacks. The Defense Forces repelled the enemy’s assault actions in the vicinity of ​​Zahryzove, Pishchane and Hlushkivka.

Petro Tokar, Head of the regional police, says that groups of police officers from Kharkiv oblast are undergoing training in intercepting drones. According to him, such groups should join the Defense Forces from the new year.

Viacheslav Zadorenko, Head of Derhachi RMA, informs that a fiber-optic FPV drone hit a car of a resident of Slatyne at around 11:30 on December 18. The car and the fence of a private house were damaged. There was no information about the injured.

As a result of an enemy UAV hitting a car in the village of Pisky-Radkivski, two men aged 35 and 44 were injured. The injured were hospitalized in serious condition.

2 settlements in Kharkiv oblast were hit by enemy strikes.

As a result of shelling in the village of Zamist, Velykyi Burluk community, a 50-year-old man was injured.

The enemy actively used various types of weapons:

▪️2 GABs;

▪️2 UAVs of the Geran-2 type;

▪️3 UAVs of the Shakhed type;

▪️9 UAVs (type is being determined).

Civilian infrastructure facilities were damaged and destroyed:

▪️In Kupiansk region, a private house, an outbuilding, and a car were damaged (village of Zamist);

▪️In Iziyum, 2 private houses and outbuildings were damaged (village of Havrylivka).

The transit evacuation point in Lozova received 82 people. 40 people remain. A total of 15,075 people have been registered at the Point since its inception.

Over 159 hectares of territory were demined in Kharkiv oblast in a week. The coordination of demining and safety work is provided by the Mine Action Coordination Center. During this period, almost 110 hectares of agricultural land, over 11 kilometers of power lines and almost 2 kilometers of roads were surveyed, and three households were demined. 7,720 subscribers were reconnected to the power grid. In total, 1,055 explosive devices were neutralized.

A volunteer fire brigade has started working in the border community of Zolochiv, the village council reported. Five local residents have been trained and will provide assistance in eliminating the consequences of russian attacks.

A memorial plaque was unveiled on the facade of gymnasium No. 148 for senior soldier Oleh Kolomyits, who served in the 229th battalion of the Ukrainian Defense Forces and defended Kharkiv from the first days of the full-scale invasion, the press service of the 127th separate heavy mechanized brigade reported. The defender died on September 30, 2023, defending positions near Novodarivka in Zaporizhzhia oblast. He was 49 years old.

Donetsk oblast

The Third Army Corps and the GUR are conducting joint assault operations towards Lyman. The fighters managed to level the front line and improve the tactical position of the Defense Forces. The operation towards Lyman deprives the russian army of the opportunity to maneuver.

The General Staff of the Armed Forces of Ukraine reported that towards Kostiantynivka, the russian army conducted 17 assaults near Sofiivka, Rusyn Yar, Kleban-Byk, Pleshchiivka and Oleksandro-Shultyne.

The russian army conducted 38 assaults near Pokrovsk, another 15 – towards Lyman.

Over the past week, the russian army lost about 500 infantrymen towards Pokrovsk. This is about a third more than a week earlier, – said the officer of the 7th corps of the DShV Serhii Okishev. The occupiers are increasing pressure in the western part of Pokrovsk and are trying to enter the upper Myrnohrad.

In occupied Donetsk, the Defense Forces struck a buildup of russian military personnel from the 114th separate motorized rifle brigade. The damage was inflicted on the night of December 18. The Ukrainian military also struck a russian UAV depot in Makiivka.

Kramatorsk City Council says that the russian army attacked Kramatorsk twice with drones. One of the drones hit a residential building.

Kostiantynivka RMA informs that on the afternoon of December 18, the russian occupiers struck Kostyantynivka with a FAB-250. There were no casualties or injuries among civilians. The shelling damaged two civilian infrastructure facilities and the facades of two private houses.

On December 17, russia launched 1,804 strikes on the front line and the residential sector.

4 settlements were under fire: the cities of Druzhkivka, Kostiantynivka, the villages of Blahodat, Shchurove.

17 civilian facilities were destroyed, including 2 residential buildings.

The enemy sent 15 drones to Druzhkivka – 2 people were killed, four more injured. 2 apartment buildings, an administrative building, a house of prayer, 10 civilian cars were damaged.

During the fighting for Mariupol, the russian army bombed the company of Turkish businessman Ismail Hadjioglu. The man’s company planned to manufacture elevators and spare parts for them in the city. What was left of the business after the shelling was looted by the russian military.

Druzhkivka RMA reported that public transport will stop operating on December 19 due to the worsening security situation. They promise to resume its operation as soon as the security situation allows.

Luhansk oblast

During the shelling of Ukrainian military positions in Luhansk oblast, russian troops used various types of weapons. Nine times the enemy tried to carry out combat missions using drones, carried out four mortar attacks, and fired from automatic and anti-tank grenade launchers. The occupiers tried to advance from the direction of Novovodiane. Fighting also continued near eight more settlements towards Lyman and Sloviansk, where the enemy carried out 20 assaults during the day.

Since August 2025, the installation of autonomous heating has been prohibited in the temporarily occupied Luhansk oblast. The gas supply organization has stopped issuing relevant permits. As a result, residents who did not have time to purchase equipment in advance are left without heat. This primarily concerns cities captured in 2022, where russian troops destroyed critical infrastructure during assaults, as well as settlements that do not have a centralized heating system at all. In total, there are 21 such cities in the occupied Luhansk oblast.

After the launch of the local mobile network in Siverskodonetsk, residents stopped receiving SMS messages from banks and russian state bodies. Smartphones began to receive a signal from another, more powerful base station, configured exclusively for emergency calls. As a result, residents of the city can no longer receive information about the transfer of funds or messages from russian state bodies regarding the provision of services – data exchange is completely blocked.

What is happening now in the north of Ukraine

Kyiv oblast

Mayor Ihor Sapozhko announced that residents of Brovary whose homes were damaged during the attack by ” Shahed ” drones on 29 November have been provided with financial assistance. A total of 165 people have already received financial assistance totalling more than 4.5 million hryvnias to repair windows and doors. As a result of the russian strike, six high-rise buildings, private houses, more than 20 garage boxes, cars, and a shopping centre building were damaged in the area.

The head of the Kyiv Regional Military Administration, Mykola Kalashnyk, announced that Ukraine’s first digital substation is being built in Kyiv oblast. It is to become a new energy centre for one of the districts that suffered significant damage as a result of the russian-Ukrainian war. The project is being implemented by DTEK Networks with the support of the French government and in partnership with GE Vernova. Its total cost is €15 million. Once commissioned, the station will provide a stable power supply to more than 65,000 households and businesses.

The head of the Kyiv City Military Administration, Timur Tkachenko, announced that the first mobile shelter has been installed in Kyiv’s Lisovy massif. According to him, this is the first shelter in the country manufactured in accordance with DSTU and officially certified by the State Emergency Service, taking into account the needs of inclusiveness.

The city council reported that a “Veteran Care Centre” has been opened in Bila Tserkva, offering comprehensive assistance to defenders returning to civilian life. There, veterans will receive professional consultations on psychological and physical rehabilitation, as well as assistance in completing paperwork and obtaining benefits. Nearby, there are offices for military and civilian prosthetics, where people can receive initial prosthetics free of charge.

Recently, the Bucha community received humanitarian aid from its sister city, Bergisch Gladbach. The shipment included solar panels, heating stoves, rescue equipment, fire extinguishers, and wax for trench candles. In the near future, the shipment will be distributed among the institutions and services of the Bucha community, taking into account current needs, according to the city council.

A new volunteer fire department has been opened in the Kalynivska territorial community in Kyiv oblast. The creation of a local fire brigade is an important step in strengthening the civil protection system and improving the safety of the community’s population.

Zhytomyr oblast

Servicemen of the 95th separate airborne assault Polissya Brigade from Zhytomyr oblast were presented with state awards and departmental distinctions for performing combat missions. The brigade’s press service reported these developments. Servicemen were awarded for performing combat missions

The Zhytomyrvodokanal municipal enterprise has saved 8 million hryvnias since the beginning of 2025 thanks to the operation of solar stations at its facilities. The additional kilowatt-hours generated by them have strengthened the energy security of the enterprise and minimised the risks of water supply in conditions of limited electricity supply throughout the year. Currently, 11 of the 12 planned solar stations are operating at Zhytomyrvodokanal facilities, which were put into operation one by one. 

Sumy oblast

Artem Kobzar, Acting Head of Sumy Community, said that on the evening of 18 December, the russian army attacked Sumy by two UAVs. A non-residential building was damaged in the attack, with windows shattered. No injuries or fatalities were reported.

On the evening of 17 December, the enemy attacked Sumy community by two strike UAVs. As a result of a strike in Kovpakivka region of the city, an educational institution was damaged. One person was injured.

On 17 December, russian servicemembers struck Vorozhba community by drones. A vehicle and residential houses were damaged. No fatalities were reported.

Between the morning of 17 December and the morning of 18 December, russian forces carried out more than 50 attacks on 26 settlements across 11 territorial communities in the oblast. The highest number of strikes was recorded in Sumy and Shostka regions. The enemy used artillery, mortars, FPV drones, UAVs and guided aerial bombs. Air-raid alerts in the oblast lasted a total of 10 hours and 28 minutes over the past day.

The consequences of russian attacks on the territory of Sumy oblast as of the morning of 18 December are as follows:

  • in Sumy community, a 59-year-old man was injured in a UAV strike; premises of an educational institution, multi-storey residential buildings and a vehicle were damaged;
  • in Shostka community, a two-storey administrative building, a non-residential building, restaurant premises, fences and a passenger car were damaged;
  • in Esman community, residential houses and a private household were destroyed;
  • in Putyvl community, a private household was damaged;
  • in Znob-Novhorodske community, a private household was damaged and a vehicle was destroyed;
  • in Vorozhba community, private residential houses and a vehicle were damaged.

Over the past 24 hours, local authorities, together with units of the State Emergency Service, the National Police and non-governmental organisations from border communities, evacuated nine people.

The charitable organisation “First Sumy Humanitarian Headquarters” announced the launch of free evacuation for families with animals from Sumy region. The initiative is being implemented within the project “Safe Evacuation of the Population of Rural Areas in the Risk Zone with Preservation of Livelihoods”, with the support of the international humanitarian organisation ZOA in Ukraine and the non-governmental organisation “League of Modern Women”, funded by the Ukraine Humanitarian Fund (UHF).

Chernihiv oblast

Viacheslav Chaus, Head of Chernihiv Regional Military Administration, reported that during 2025, russian forces attacked Chernihiv oblast with 23,000 shells. By comparison, russia fired nearly 16,000 shells at Chernihiv oblast throughout the whole of 2024.

Dmytro Bryzhynskyi, Head of Chernihiv Municipal Military Administration, said that in Chernihiv, the fall of an interceptor drone was recorded on 18 December. Windows at the Railway Transport Lyceum were damaged. No casualties were reported.

Chernihiv Border Guard Detachment informed that over the course of 17 December, russian troops attacked three border communities in Chernihiv oblast: Novhorod-Siverskyi, Semenivka and Snovsk. The enemy carried out mortar shelling (four explosions) and tube artillery fire (one explosion), and conducted FPV-drone strikes (three explosions). Four villages came under enemy fire.

Viacheslav Chaus, Head of Chernihiv Regional Military Administration, also reported on a meeting with Aivars Puriņš, State Secretary of the Ministry of Defence of the Republic of Latvia. The discussion focused on the security situation and countering enemy strikes.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Late in the evening, loud explosions were reported in Kryvyi Rih. The enemy struck the peaceful city by UAVs. 4 people were injured: a 58-year-old man and women aged 67, 71 and 83. Fires broke out. 10 outbuildings, 2 private houses, 2 administrative buildings, a cultural facility, 3 garages and 5 two-storey buildings were damaged. In the evening, the occupiers shelled Marhanets by MLRS. In the morning, a drone strike targeted Pokrovske community.

The enemy attacked the regional centre, Myrove, Marhanets and Pokrovske communities, by drones and artillery. A fire broke out. An enterprise, a shop, 12 private houses, a high-rise building, 7 outbuildings, a vehicle, a filling station, infrastructure facilities, power lines and a gas pipeline were damaged. As a result of a UAV attack in Kamianske, a non-operational building was damaged.

Kirovohrad oblast

In Oleksandrivka, Kropyvnytskyi region, the Alley of Hope was inaugurated. The site is dedicated to defenders who are considered missing in action or held in captivity. 33 portraits of missing and captive servicemen were placed along the alley.

Cherkasy oblast

Ihor Taburets, Head of the RMA, stated that the enemy carried out a massive attack on Cherkasy oblast by strike drones.

6 people sought medical assistance. The russian forces targeted critical infrastructure, leaving part of the city without electricity. Power engineers continue restoration works. As a result of UAV debris falling at several locations, residential infrastructure was damaged: at least around 15 private houses, according to preliminary data, with assessments ongoing. Windows and roofs were damaged, and fires broke out. Windows were shattered at a sports complex and several vehicles were damaged.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Ivan Fedorov, Head of Zaporizhzhia Regional Military Administration, reported that the russian military struck Zaporizhzhia, damaging an educational facility. The russian forces used a Molniia-type UAV. At the time of the strike, no students were present in the building. There were no casualties reported.

A 43-year-old police officer was injured as a result of a russian attack on Polohy region. The officer was inside a service vehicle when it was hit by an FPV drone. The vehicle was damaged and the man received all necessary medical assistance.

According to the General Staff of the Armed Forces of Ukraine, on 17 December, Defence Forces repelled 22 russian attacks on Orikhiv, Huliaipole and Oleksandrivka regions.

Ivan Fedorov, Head of the RMA, stated that on 17 December, the russian military carried out 684 strikes on 24 towns and villages in Zaporizhzhia oblast. In particular, russian forces shelled the territories of Stepnohirsk, Prymorske, Stepove, Huliaipole, Shcherbaky, Mala Tokmachka, Novodanylivka, Novoandriivka, Bilohiria, Varvarivka, Pryluky, Dobropillia and Charivne 336 times by artillery.

The russian forces struck Zaporizhzhia, damaging a residential building. The consequences of the attack are being assessed.

The number of people injured as a result of the previous day’s russian attack on Zaporizhzhia and Zaporizhzhia oblast has risen to 35.

Mykolaiv oblast

As a result of a nighttime shelling in Voznesensk, the power supply to the wastewater system was damaged. By approximately 1:30pm, wastewater services were restored and water supply is now operating normally.

Based on the information provided by Mykolaiv RMA, on the night of 18 December, air defence forces in Mykolaiv oblast shot down 10 Shahed-type drones and decoy UAVs of various types.

The russian forces attacked Halytsynivka and Kutsurub communities by FPV drones and carried out an artillery strike on Kutsurub community. As a result, a private house was damaged in Lymany village. There were no casualties reported.

Vitalii Kim, Head of Mykolaiv RMA, said that following russian strikes on the energy sector, several settlements in Voznesensk and Mykolaiv regions were left without electricity. There were no injuries reported.

Odesa oblast

Oleh Kiper, Head of Odesa RMA, informed that a mother was killed and 3 children were injured after russian forces struck a civilian vehicle in Odesa oblast. The car was travelling over a bridge at the time of the attack. The woman and her 3 children were inside the vehicle. The mother died in an ambulance. Her children were taken to hospital with injuries and acute stress reactions. The Prosecutor’s Office has opened criminal proceedings under the article on war crimes following the russian drone strike. According to investigators, a 43-year-old woman was killed and her 3 children were injured: a 20-year-old daughter, a 16-year-old son and a 4-year-old girl. The attack damaged a critical infrastructure facility.

DTEK (energy company in Ukraine) reported that an electrical substation in Artsyz city was almost completely destroyed as a result of the latest russian attacks. Energy workers are operating around the clock to restore electricity supply as quickly as possible and stabilise the situation. Approximately 8,600 residents in Artsyz and 5 other settlements in Odesa oblast remain without power following the large-scale russian attack on energy infrastructure.

Oleh Kiper, Head of Odesa RMA, informed that as a result of a russian attack on the evening of 17 December in Odesa region, windows were damaged in a nine-storey building and an educational facility. 8 people were injured in the attack on Odesa. 6 received medical assistance at the site, while 2 men aged 43 and 29 were hospitalised with injuries.

Kherson oblast

Referring to Kherson RMA, in Osokorivka of Kherson oblast, a russian FPV drone attacked a motorcycle. A 36-year-old man and a 53-year-old woman were injured.

In the evening, russian forces shelled Tsentralnyi district of Kherson. A 41-year-old man who was inside a car was injured. He is currently under medical supervision.

The Prosecutor’s Office reported that as of 5:30pm, 2 people were killed and 2 injured in Kherson oblast as a result of russian shelling. Cars, private and apartment buildings were damaged.

The RMA informed that at approximately 2:30pm, the russian military shelled Dniprovskyi district of Kherson. Doctors are fighting for the life of an 86-year-old woman who sustained severe injuries.

Oleksandr Prokudin, Head of Kherson RMA, reported that at around noon, russian forces shelled Dniprovskyi district of Kherson, killing a 59-year-old man.

The RMA informed that during the daytime, russian troops shelled one of the municipal enterprises in Kherson. A 61-year-old female employee was injured. She sustained blast trauma and shrapnel wounds to the abdomen and was taken to hospital in critical condition.

Oleksandr Prokudin, Head of the RMA, said that in the morning, in Novodmytrivka, Kherson oblast, russian forces dropped an explosive device from a drone onto a 52-year-old man, killing him.

Kherson CMA reported that as a result of shelling in Dniprovskyi district of Kherson, a 53-year-old woman was injured. She sought medical assistance with blast trauma and bruising to her back and pelvis. The woman was hospitalised in moderate condition.

Oleksandr Prokudin, Head of the RMA, stated that on 17 December, 2 people were killed and 6 injured in Kherson oblast as a result of russian strikes. The russian forces shelled 36 settlements, damaging 4 high-rise buildings, 4 private houses, an administrative building, a gas pipeline, a car service centre and vehicles.

With the assistance of Save Ukraine volunteers, another group of children was returned from the temporarily occupied territories of Kherson oblast. Boys and girls aged between 7 and 17 are currently receiving comprehensive support at the Hope and Recovery centres.

Latest news for today in the western regions of Ukraine

Volyn oblast

In 2025, UAH 169.7m has been allocated to Volyn oblast to pay monetary compensation for housing for veterans and their family members. Of this amount, UAH 115.6m was received by the oblast in July, another UAH 54.1m in December, the funds have already been transferred to the accounts of RMA`s of the oblast.

Zakarpattia oblast

A training for representatives of national community NGOs of the oblast was held in Uzhhorod. About 40 participants discussed the state of observance of educational, linguistic, cultural and social rights of national minorities, their participation in decision-making and interaction with the authorities. Special attention was paid to state and grant instruments to support national community initiatives.

Ivano-Frankivsk oblast

Ivano-Frankivsk City Council reported that under the Side by Side: United Communities project, the community has signed a cooperation agreement with Avdiivka (Donetsk oblast).

Lviv oblast

Drones worth over UAH 1m were sent to the 45th Oleksandr Krasitsky Operational Regiment of the National Guard of Ukraine to the front lines from Lviv oblast.

In the village of Vuzlove, Sheptytskyi region, a common space for recreation, communication, and events was set up in one of the temporary residences for IDPs thanks to the support of the Coordination Humanitarian Center and funded by the Ukraine Humanitarian Fund.

Rivne oblast

A space for caring for veterans has been launched in Rivne oblast. This is a place of comprehensive care directly where Defenders are undergoing treatment. At one location, in the regional clinical hospital, a multidisciplinary team of specialists from various fields is gathered – doctors, rehabilitation specialists, psychologists, psychiatrists, prosthetists and support specialists.

Ternopil oblast

A new modern rehabilitation center was opened in Zalishchytska City Hospital, designed to provide high-quality care to military personnel and civilian patients. The project was implemented in an extremely short time thanks to the joint efforts of the Move Ukraine CF, the local community and patrons.

Khmelnytskyi oblast

45 sets of material and technical support for local and voluntary fire departments were transferred to the communities of the oblast. Today 105 local and voluntary fire departments have been created in Khmelnytskyi oblast.

Chernivtsi oblast

The RMA held a meeting with Jiri Borcel, Consul General of the Czech Republic in Lviv, and Andrii Levkovych, Honorary Consul of the Czech Republic in Ivano-Frankivsk and Chernivtsi. They discussed the possibilities of expanding cooperation, implementing joint projects in various areas, attracting investments into the regional economy and establishing partnerships at the regional level.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

Ukraine and Germany have signed a number of military agreements worth a total of €1.2bn. The agreements include, in particular, the long-term supply of spare parts for Ukrainian Patriot systems. The purchase of Ukrainian UAVs worth €200m and an artillery project to produce 200 units of Bohdan self-propelled guns on the new Zetros chassis worth a total of €750m are also envisaged.
