Shelling

At 5:00 p.m. on October 16, Russian forces struck the village of Skovorodynivka with two guided aerial bombs (KABs), reported Viktor Kovalenko, head of the Zolochiv community. Two agricultural enterprises were damaged; warehouse buildings, two pieces of equipment, and a GAZelle vehicle were destroyed, along with a harvested crop. Eight private houses and two cars were partially damaged. The village remains without electricity.

Russian troops also struck the Lozova district around 11:00 a.m., leaving about 7,000 subscribers without power, according to regional governor Oleh Syniehubov.

The enemy attacked Kharkiv with “Molniya”-type UAVs. A drone fell without detonating in the Kyivskyi district, near a commercial building — no damage was reported.

Over the past day, the region came under massive combined attacks that began around 11:00 p.m. and lasted until morning. The latest strike occurred at 7:30 a.m., when several missiles and Shahed drones hit an energy facility in the Lozova district, leaving more than 7,000 customers without power. The enemy used repeated strikes to inflict maximum damage on rescue and emergency crews working at the scene.

In total, overnight the enemy launched 12 missiles and 56 UAV strikes targeting energy and oil-and-gas infrastructure in the Kharkiv region. Emergency power outage schedules have been implemented to stabilize the national energy system.

During the day, 15 settlements in the Kharkiv region came under attack. Four civilians were injured:

  • In Andriivka (Donetsk community), two men aged 46 and 49;

  • In Staryi Merchyk (Valky community), two men aged 34 and 56;

  • A 76-year-old woman sought medical help after being injured in the October 12 shelling of Kharkiv.

The enemy carried out heavy shelling across the Lozova, Izium, and Bohodukhiv districts.

As of now, 7,390 subscribers in the Blyzniuky community remain without electricity.

Russian forces employed various types of weapons against the Kharkiv region, including:
▪️ 3 missiles (type being identified)

▪️ 1 Lancet drone
▪️ 1 FPV drone

Damage to civilian infrastructure includes:
▪️ In the Kupiansk district — two private houses damaged in Tamarkanivka;
▪️ In the Izium district — a bus damaged in Chervone.

Over the next two months, more than 600 children are planned to be evacuated from the Kupiansk area, said district administration head Andrii Kanashkevych, explaining the reasons for the mandatory evacuation from several localities.

Donetsk oblast

Frontline Situation

Russian forces have reduced the number of attacks in the Pokrovsk direction but increased activity near Kostiantynivka, according to the General Staff of the Armed Forces of Ukraine.

In the Kostiantynivka direction, Russian troops carried out 25 attacks near the settlements of Bila Hora, Pleshchiivka, Shcherbynivka, Kleban-Byk, Oleksandro-Kalynove, and Rusyn Yar.

In the Pokrovsk direction, Ukrainian defenders repelled 56 assaults over the past day, while in the Oleksandrivka direction, the Defense Forces fended off 30 attacks.

Ukrainian troops disrupted a Russian assault near Shakhove and Volodymyrivka in the Donetsk region, the Azov Brigade reported. Unlike previous attacks when Russian armored columns advanced from deeper positions, this time the enemy tried — as early as October 15 — to move equipment closer to Shakhove and hide it in a tree line.

Ukrainian forces continue to hold positions in Chasiv Yar, despite Russian claims of its “capture,” said Oleh Petrasyuk, press officer of the 24th Mechanized Brigade. Over the past week, Russian troops have lost over 160 soldiers killed and wounded, two artillery systems, more than 300 drones, as well as an electronic warfare system and communication antennas.

Shelling

During the night of October 16, near Kramatorsk, Russian troops attacked a Nova Poshta delivery truck with a drone. The driver was unharmed, but 132 parcels and the trailer were destroyed by fire, the company reported.

On October 16, Russian forces shelled the city of Druzhkivka and the village of Myrne in the Kryvorizka community of the Pokrovsk district, Donetsk region. One person suffered a concussion, and another sustained a blast injury, said regional prosecutor’s office spokesperson Anastasiia Medvedieva.

In Dobropillia, rescuers saved a dog from under the rubble following an airstrike. The animal had been hiding under a pile of bricks and burnt boards among the ruins of a house. Its fur was covered in dust, and its eyes were filled with fear, the State Emergency Service (SES) reported.

On October 15, police recorded 2,109 enemy strikes along the frontline and in residential areas.

Seven settlements came under fire: the cities of Dobropillia, Druzhkivka, Kostiantynivka, Kramatorsk, Lyman, and the villages of Hannivka and Ocheretyne.

A total of 38 civilian facilities were damaged, including 28 residential buildings.

Russian forces dropped four KAB-250 bombs on Dobropillia, killing one civilian and injuring two others. Two administrative buildings were destroyed.

In Kostiantynivka, two people were injured as the enemy struck the city with a KAB-250 aerial bomb, artillery fire, and FPV drones. Five apartment buildings and one private house were damaged.

Druzhkivka was attacked by three “Geran-2” drones, which damaged four apartment buildings, ten private houses, and an educational facility.

Other Updates

The heating season in the Novodonetske community is scheduled to begin on November 1, said Yurii Liulka, head of the local military administration. On the same day, warming centers will also start operating. Preparations are underway for possible power outages. The community has established six “Points of Invincibility”, where residents can charge devices and keep warm.

During the night of October 16, another cargo vessel loaded with coking coal departed from the Mariupol port, reported Petro Andriushchenko, head of the Center for the Study of Occupation.

Luhansk oblast

The enemy pressed seven times along the Lyman section of the front. In the Sloviansk direction, Russian forces were active ten times. The occupiers used tube artillery three times and deployed unmanned aerial vehicles in six cases. This was reported by the Regional Military Administration.

Investors from Russia, who allegedly manage most of the mines in the occupied part of Luhansk region, have once again admitted their inability to fulfill their promises. At the beginning of 2024, they pledged to “revive” the coal-mining enterprises, which had not been modernized for ten years. However, several facilities were mothballed, and a significant number of miners quit due to delayed wages.

Accidents in the centralized water supply system of Sievierodonetsk are becoming increasingly frequent. The internal building networks, which the occupiers claimed to have restored, turned out to exist only on paper. Local utility workers are unable to cope with the number of breakdowns. The situation worsened after the closure of the local water utility and the transfer of the system under the control of a company from Luhansk. Since then, the number of repair crews in the city has been reduced to a minimum. Those remaining cannot keep up even with routine repairs.

In children’s camps located in the occupied part of Luhansk region, so-called “patriotic lessons” are being conducted, during which children are told about “heroes of Russia” and taught to be “loyal to the Motherland,” the National Resistance Center reported. According to the Center, these lectures are delivered by employees of the so-called “investigative department.”

What is happening now in the north of Ukraine

Kyiv oblast

Emergency power outages are being introduced in Kyiv and several regions. Ukrenergo reported a difficult situation in the power system due to intensified Russian attacks on Ukraine’s energy and gas infrastructure over the past few weeks.

The Kyiv community has sent another batch of aid to defenders on the front line, Kyiv Mayor Vitali Klitschko announced. The battalion “Svoboda” of the 4th National Guard Brigade “Rubizh” received 3,000 various types of FPV drones, 100 Mavic UAVs, 9 large bombers, and 150 electronic warfare systems.

Kyiv authorities have identified priority locations for installing mobile shelters, for which the City Council allocated ₴500 million, said Head of the Kyiv City Military Administration, Tymur Tkachenko. The mobile shelters will be placed in areas far from existing shelters, particularly in districts most exposed to shelling. The structures will comply with national standards (DSTU) and undergo testing by the State Emergency Service (SES).

In the Kyiv region, the first hundred schools have joined the “Educational Safety Service” project, reported Head of the Regional Military Administration Mykola Kalashnyk. The project is being implemented by the Ministry of Internal Affairs in cooperation with the Ministry of Education and Science. Its goal is to make children’s education safer by assigning police officers to schools to monitor security and prevent offenses.

Thirty rescuers from across Ukraine have completed a three-month basic training course at the State Emergency Service (SES) training center in the Kyiv region. During the program, they mastered the fundamentals of rescue operations, firefighting, emergency response, occupational safety, and first aid.

Zhytomyr oblast

At the instruction of the dispatch center of NEC “Ukrenergo,” emergency power outage schedules have been introduced in the Zhytomyr region. The reason is an acute power shortage caused by damage from Russian shelling and increased electricity consumption.

In Zhytomyr, Zakhar Makovskyi was awarded the “Courage. Honor. Valor.” distinction, the City Council reported. He previously headed the Plast Youth Center and, since the start of the full-scale invasion, has joined the defense of the country. Since February 25, 2022, Zakhar Makovskyi has been carrying out his assigned duties and has taken part in operations aimed at ensuring Ukraine’s defense, protecting civilian safety, and upholding national interests.
