War in Ukraine today: latest news, 1 May 2025 (photo)

It has been the 1163 th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

Ukraine’s defence forces are holding back russian occupiers’ offensive. On 1 May, there were 93 combat engagements on the frontline.

Terrorists continue to destroy Ukrainian cities and villages with missile, air and artillery strikes.

Enemy artillery and mortar fire affected communities bordering the russian federation, including Miropilske, Ponomarenki, Bratenitsa, Novodmitrivka, Dmitrivka, Gorky, Bilokopytove, Novovasylivka, Mykhailivka, Sosnivka, Bila Bereza, Velyka Pysarivka in Sumy oblast; and Tymofiivka in Kharkiv oblast. The towns of Rohivka, Krasnopillia and Uhroydy in Sumy oblast were attacked by enemy aircraft.

Towards Kharkiv, Ukrainian defence forces repelled two enemy attacks near Vovchansk and in the direction of Novovasylivka.

Towards Kupiansk, the enemy attacked five times in the areas of Novoosynove, Hlushkivka, Nova Kruhlyakivka and Zahryzove.

Towards Lyman, the invading army made 17 attacks on Ukrainian positions in the areas of Nadiia, Yampolivka, Kolodyazy, and towards Hrekivka and Zelena Dolyna, seven of the battles are ongoing. Ukrainian soldiers are steadfastly holding the line and inflicting losses on the enemy.

Towards Siversk, the enemy attacked in the direction of Verkhnekamianske and Hryhorivka. A total of one firefight took place.

Towards Kramatorsk, the enemy stormed the positions of the Defence Forces near Chasiv Yar, Novomarkove and towards Bila Hora. Ukrainian defenders stopped two enemy offensives, and three more combat engagements are currently underway.

Towards Toretsk, there were three firefights in the vicinity of Shcherbynivka, Druzhba and towards Diliivka.

Towards Pokrovsk, russian invaders made 26 attempts to push Ukrainian defenders from their positions near the towns of Oleksandropil, Malynivka, Lysivka, Dachanske, Kotlyne, Udachne, Novoserhiivka, Nadiivka, Novooleksandrivka, Kotlyarivka, Troitske, Andriivka, as well as towards Myroliubivka and Oleksiivka. The defence forces are holding back the attacks and repelled 20 enemy attacks, six firefights are ongoing. The enemy launched air strikes with guided bombs on the town of Pokrovsk.

Towards Novopavlivka, there were six enemy attacks in the vicinity of Pryvilne and Vilne Pole, two of the engagements are still ongoing. At the same time, the enemy conducted airstrikes on Novopil, Rozivka, Sviatopetrivka and Zelene.

Towards Huliaipole, Zaliznychne came under air strikes.

Towards Orikhiv, four enemy attacks successfully stopped the Defence Forces; the invaders tried to advance near Lobkove, Kamianske and Stepove. The enemy launched airstrikes near Novodanylivka, Orikhiv and Novoandriivka.

Towards Kherson, the invaders launched airstrikes on Kherson and Tiahyntsi.

Towards Kursk, there were 21 firefights, five of them are still ongoing. In addition, the russian army carried out 13 air strikes, dropping 18 drones, and fired 116 artillery shells at the positions of our troops and settlements, including four from multiple launch rocket systems.

In other areas, there were no major changes in the situation.

Artur Dobroserdov, Commissioner for Persons Missing in Special Circumstances, announces that more than 70,000 Ukrainian military and civilians, as well as foreigners who were legally on the territory of Ukraine, are listed in the Register of Missing Persons under Special Circumstances. This number also includes 2,470 children whose whereabouts are unknown.

Oleksandr Prokudin, Head of Kherson Regional Military Administration, states that in April 2025, russia attacked Kherson oblast more than 1900 times. The attacks targeted homes, hospitals, schools and roads.

Recent war events in the east of Ukraine

Kharkiv oblast

Frontline
Yesterday 196 combat engagements were registered. Ukrainian defenders continue to inflict fire on the enemy, depleting them along the entire frontline.

Towards Kharkiv, the enemy twice tried to break through the defensive lines of our defenders in Vovchansk.

Towards Kupiansk, six attacks took place yesterday. Our defenders repelled the enemy’s assault towards Petropavlivka, Hlushkivka, Novoosynove and Zahryzove.


Attacks
Mayor Terekhov reported that the  russian Molniya UAV hit Kyivskyi district of Kharkiv. The strike in Kharkiv hit the ground near a garage cooperative, with no injuries and no damage caused by the impact.

He added that another hit by a Molniya UAV was recorded in Osnovianskyi district of Kharkiv. Information on the location, damage and casualties is being updated

At 11:38pm, a fire broke out in a petrol station in Kharkiv as a result of a Molniya UAV hitting it.

At 10:35pm, a house and an outbuilding over an area of 150m² were set on fire in Kupiansk, Kupiansk community, as a result of shelling by the UAV.

At 2:16am, as a result of two Geranium UAVs hitting a warehouse building, pallets and packaging containers were on fire over an area of 250m² in Vasyshcheve, Bezludivka community.

At 2:10am, two more Geranium UAVs set fire to two trucks and structural elements of a 500m² production and warehouse building in the same village. 

At 5:20am, forest litter was on fire over an area of 700m² in Horokhovatka, Borova community.

At 6:52am, 6 industrial buildings, an administrative building, 6 residential buildings were damaged as a result of a Shahed UAV hit, and building materials were burning over an area of 10m² in Balakliia.

At 6:50am, a two-storey apartment building, 5 private houses, 2 unused buildings and 6 cars were damaged by 6 Geranium-2 UAVs in Pivdenne. 11 people were injured, including children.

At 5:08pm, grass and reeds were burning on an area of 1.5 hectares as a result of shelling by the KAB in Vyshe Solone, Borova community.

At 4:28pm, as a result of shelling by the KAB, forest litter was burning over an area of 3.9 hectares in Pisky-Radkivski, Borova community.

At 12:45pm, forest litter and deadwood were burning over an area of 800m² as a result of shelling from Smerch MLRS in Novomykolaivka, Kupiansk region.

According to the statistics released by Mayor Ihor Terekhov, in April, russians attacked Kharkiv three times more than in March.

Donetsk oblast

Frontline
The General Staff reported that russian troops have increased the number of attacks towards Lyman and Pokrovsk.

Yesterday towards Lyman, the russian army attacked 36 times, trying to advance in the areas of Novoserhiivka, Nadiia, Tverdokhlibove, Ridkodub, Nove, Novyi Mir, Zelena Dolyna, Kolodiazi, Novomykhailivka and Hrekivka.

Towards Pokrovsk, Ukrainian defenders stopped 85 attacks in the areas of Stara Mykolaivka, Kalynove, Yelyzavetivka, Lysivka, Kotlyne, Promin, Dachanske, Nadiivka, Novooleksandrivka, Kotliarivka, Troitske, Bohdanivka, Andriivka, Zoria, Malynivka, Myroliubivka, Hnativka, Oleksandropil, Pokrovsk, Novoserhiivka, Nova Poltavka. 

The Khortytsia military command and control unit reported that towards Pokrovsk, Ukrainian troops destroyed an Acacia self-propelled artillery system and an armoured vehicle of the russian army, and towards Novopavlivka, two armoured personnel carriers with russian infantry. 

Attacks

In the morning, russia attacked three settlements: in Zolotyi Kolodiaz of Shakhove community and in Torske of Lyman community, educational institutions were damaged, and in Raiske of Druzhkivka community, a private house was destroyed.

On the night of 1 May, the russian army dropped three aerial bombs on Myrnohrad – one of the shells hit a nine-storey building. A reinforced concrete slab collapsed on a 43-year-old woman in her apartment. She sustained injuries incompatible with life. 

At 6:30am, the russian military shelled the village of Novoekonomichne, Pokrovsk region, where a 51-year-old man was killed as a result of the attack. His 52-year-old wife sustained shrapnel wounds.

Yesterday police recorded 3,272 hostile attacks along the frontline and in the residential sector. In particular, russia launched 17 drones directly at civilians.

Nine settlements were under attack: Dobropillia, Kostiantynivka, Lyman, Myrnohrad, Pokrovsk, Ivanopillia, Korovyi Yar, Staroraiske and Yuriivka.

93 civilian objects were destroyed, including 63 residential buildings.

The russians attacked Dobropillia with six Geranium-2 UAVs, injuring a civilian and damaging a cafe, three administrative buildings, a non-residential building, four buses and two civilian cars.

 

The enemy attacked Myrnohrad with bombs and artillery, damaging 9 apartment buildings and 17 private houses. 

 

A private house was damaged in Pokrovsk. In Yuriivka, Pokrovsk region, there were numerous damages to the territory of an enterprise.

 

The occupiers struck Kostiantynivka with 8 bombs, drones and artillery, damaging 25 private houses. In Staroraiske of Druzhkivka community, 7 private houses, a truck and a tractor were damaged as a result of shelling from Smerch MLRS.

 

Russian troops dropped a UMPB D-30 SN bomb on Korova Yar in Lyman community, damaging 4 private houses.

 

Since the beginning of the year, the russian army has shelled Kramatorsk 37 times, Sloviansk 30 times and attacked Mykolaivka six times.

Luhansk oblast

The invaders have significantly increased the number of attacks towards Luman. They stormed our positions 36 times yesterday. In Luhansk oblast – near Hrekivka, Nadiya and Tverdokhlibove. The enemy carried out five air strikes. He used artillery 12 times. 217 russian drones were sent towards the fortifications of Ukrainian defenders and settlements.

 

28 border guards of Luhansk Border Guard Detachment – Pomsta (“Revenge”) Brigade received the badges of honour “Defender of Luhansk Oblast” and “Defender of Donetsk Oblast”. Sergeant Yuliia Halyha and Lieutenant Anna Siryk are among the recipients.

 

A woman detained by russians in Luhansk faces up to six years in prison. She is accused of being a member of a public organisation that was banned in russia in 2022 and praised the USSR. The criminal case was initiated by the invaders, who personally returned the occupied territories to the past for decades, for her participation in the activities of this extremist organisation, which, according to the new russian laws, is aimed at overthrowing the constitutional order of the russian Federation. 

 

From now on, the cost of transporting one person and one piece of luggage in Siverskodonetsk is the same. On 1 May, the occupation authorities raised public transport fares. It was promised to double the price. In fact, it turned out to be a little more expensive. The fare for travelling within the city was increased to rub 40. Travelling to the surrounding villages will cost from rub 50 to rub 135. The most expensive destinations are Borivske and Bobrove. It is no longer profitable for locals to look for work in Siverskodonetsk.

What is happening now in the north of Ukraine

Kyiv oblast

The RMA reported that on the night of 1 May, russian troops attacked Kyiv oblast with drones. No one was killed or injured, and no hits to critical infrastructure were recorded. The wreckage of the downed drones fell in three oblast districts.

The largest number of damaged buildings were in Boryspil region of Kyiv oblast as a result of the russian UAV attack. The roof of a private house caught fire, and the blast wave damaged 11 other private houses and a shop. In Brovary region, the falling debris of russian drones caused a fire in an outbuilding and a garage, damaging the facade of a private house and a car. In Vyshhorod region, a grass flooring in an open area was on fire.

In Darnytskyi district of Kyiv, in Bortnychi neighbourhood, explosions of delayed cluster munitions were recorded, which could have been scattered during a nighttime drone attack. An elderly woman was injured and taken to hospital.

Rafael Mariano Grossi, Director General of the International Atomic Energy Agency (IAEA), announced that Ukrainian engineers and construction workers are carrying out temporary repairs to the New Safe Confinement at the Chornobyl nuclear power plant, which was damaged by a russian drone earlier this year on 14 February.

Luxembourg’s Minister of Foreign Affairs and Foreign Trade Xavier Bettel and Defence Minister Yuriko Backes visited the site where a russian missile destroyed a multi-storey residential building in Kyiv on 24 April, killing and injuring civilians.

The State Emergency Service of Kyiv oblast informed that rescuers in Kyiv oblast are actively using special automated equipment to speed up the demining process. One of them is the GCS-200, a modern remote-controlled machine designed for mechanised demining of large areas contaminated with mines, ammunition and other explosive devices..

The RMA reported that a 9-storey building at 17 Yablunska Street in Bucha, which was severely damaged by the hostilities, is in the final stages of restoration. More than 420 residents will be able to return to the building after the repairs. 

Zhytomyr oblast

Since the beginning of this year, Zhytomyr oblast has been registering for the Housing for Vulnerable Households in Ukraine project. This year’s initiative focuses on providing assistance to internally displaced persons, of whom 57,000 were officially registered in Zhytomyr oblast at the beginning of this year. The project is being implemented with the support of the United Nations High Commissioner for Refugees, the United Nations Refugee Agency in Ukraine and in cooperation with Caritas Ukraine.

Sumy oblast

Acting Mayor Artem Kobzar reported that during the night of 1 May, the russian army struck industrial enterprises in Sumy community using Shahed drones. In total, around eight explosions and fires occurred. As a result of the attack, 18 buildings were damaged, including two non-residential buildings and 16 private residential houses.

During the night, russian attack drones targeted a feed mill located in Stetskivka, near Sumy. According to the enterprise, ss a result of the strikes, the production workshop, grain warehouses, garages for agricultural machinery, and company vehicles were damaged.

Serhii Pasko, Head of Oleksandrivka village, informed that in the afternoon of 31 April, at around 4:40pm, the russian army attacked Oleksandrivka in Mykolaiv settlement community. The strikes were carried out using Smerch multiple launch rocket systems. Two civilian men were injured, residential and farm buildings were damaged, and many livestock and poultry were killed.

According to the Regional Military Administration, over the past day, as a result of russian shelling in Sumy oblast, two residents of Mykolaiv community and one resident of Myropillia community in Sumy region were injured.

The Regional Military Administration reported that yesterday the enemy actively used guided air-dropped bombs (15 strikes), UAV-dropped grenades (20 strikes), and FPV-drones (over 40 attacks). From the morning of 30 April to the morning of 1 May, russian shelling caused damage in five communities of Sumy oblast: in Yunakivka community, a private residential house and farm buildings were damaged; in Druzhbivka community, a private residential house was damaged; in Velyka Pysarivka community, a healthcare facility and an educational institution were damaged; in Mykolaivka community, four private residential houses were damaged; and in Sumy community, non-residential premises sustained damage. 

Yesterday local authorities, together with units of the State Emergency Service, the National Police, and non-governmental organisations from border communities, evacuated 69 people.

Chernihiv oblast

The Public Relations Department of the North Operational Command reported that in Chernihiv oblast, Ukrainian Defence Forces prevented an attempted incursion by a russian sabotage and reconnaissance group. This took place over the past weekend, from 26 to 27 April.

Chernihiv Border Detachment informed that during the day on 30 April, russian forces attacked three border communities in Chernihiv oblast: Novhorod-Siverskyi, Semenivka, and Snovsk. The enemy carried out artillery shelling (55 explosions), FPV-drone strikes (37 explosions), and UAV-dropped explosive attacks (36 explosions). Fourteen settlements came under enemy fire. In Semenivka community, an artillery strike caused a non-residential building to catch fire in Zarichchia village.

A fighter from the 105th Border Detachment named after Prince Volodymyr the Great, known by the call sign ‘Znakhari,’ received the state award Cross of Combat Merit. The award was presented by President of Ukraine, Volodymyr Zelenskyi, on the occasion of Border Guards Day. In December 2024, ‘Znakhari,’ together with his comrades, thwarted a russian breakthrough attempt towards Kupiansk, with the battle lasting six hours.

According to Department of Ecology’s Division for Natural Resources and Waste Management at Chernihiv Regional State Administration, in Chernihiv oblast, as of 1 April 2025, 74,000 tonnes of waste have been recorded, accumulated since the beginning of the full-scale invasion due to the damage and destruction of buildings and structures. 

In three villages of Ivanivka rural council, warning systems will be installed, while two others will receive additional information points. A total of UAH 396,000 will be allocated for these works as part of the System+ project, supported by the Centre for Civilian Protection in Conflict Conditions, CIVIC.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council, said that the defenders of the skies from the Vostok Air Force destroyed 5 enemy UAVs. Also in the evening and in the morning, the occupiers attacked Nikopol region. They used kamikaze drones to attack Pokrovsk and Marhanets communities. 

The enemy attacked three regions of the oblast. They are Nikopol, Kryvyi Rih and Sinelnyk. A private house was destroyed by a kamikaze drone strike in Mykolaivka community of Sinelnykivka region. There were almost two dozen attacks in Nikopol region. They used kamikaze drones and artillery. They targeted the region centre, Marhanets, Myrove, Pokrovsk and Chervonohryhorivka communities. A 47-year-old woman was injured. She was hospitalised in moderate condition. Four private houses and a summer cottage, two outbuildings, a gas pipeline were damaged, and 30 livestock were killed. The enemy attacked Zelenodolsk community in Kryvyi Rih region with a kamikaze drone. The infrastructure was damaged.

Vinnytsia oblast

The military of the 71st separate hunting brigade received 8 Autel quadcopters; 30 Storm FPV drones (more resistant to electronic warfare); 50 10-inch FPV drones; and 3 car-mounted electronic warfare devices from Vinnytsia oblast.

Kirovohrad oblast

In the village Velyka Andrusivka, Oleksandriia region, Kirovohrad oblast, a funeral was held for defender Vitalii Turchyn. He was 25 years old.

Cherkasy oblast

Ihor Taburets, Head of  Cherkasy RMA, reported that at night in Cherkasy oblast, Ukrainian defenders shot down 15 russian UAVs. 

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The General Staff of the Armed Forces of Ukraine, reported that five attacks by the russian army near Kamianske, Lobkove and Stepove were repelled by the Armed Forces in towards Orikhiv sector. No combat engagements were recorded towards Huliai Pole.

Ivan Fedorov, Head of the RMA, reported that the russian army shelled Orikhiv. As a result of the attack, private houses and a municipal building were damaged.

He added that the russian army conducted 458 attacks on 12 settlements in Zaporizhzhia oblast on 30 April. In particular, 232 unmanned aerial vehicles attacked Zaporizhzhia, Lobkove, Kamianske, Stepove, Prymorske, Huliaipole, Shcherbaky, Novodanylivka, Mala Tokmachka, Charivne and Novodarivka.

Mykolaiv oblast

The RMA reported that on 30 April, russian troops attacked Kutsurub community with FPV drones six times. In the evening, the russian army attacked Mishkovo-Pohorilove community with an attack drone. A warehouse was damaged, no one was injured.

Mykolaiv Regional Military Administration reported that in Dniprovske village, a house and a summer kitchen were damaged, and in Dmytrivka, the roof and windows of a multi-storey building were damaged. On the morning of 1 May, a drone attack also damaged the roof of a private house. A fire broke out.

Odesa oblast

On the night of 1 May, russian UAVs attacked a residential building in Odesa. Two residents, a married couple, died as a result of the hit and the fire. Rescuers found their bodies on the third floor. Five people were also injured in the attack. Residential high-rise buildings, private houses, a supermarket, a school and cars were damaged. A Nova Poshta branch was damaged in the russian attack. The company said that th Shahed destroyed part of one of the cargo departments, but did not detonate.

An employee of Ukrzaliznytsia was killed in his own home as a result of a night attack in Odesa oblast, Ukrzaliznytsia said. During the night, russian troops damaged the railway tracks, the contact network and three freight cars. Passenger trains are running as scheduled, while freight trains are running on an alternative route. Repair work is underway.

The russian army launched a drone and missile strike in Odesa oblast, using 21 drones and five Iskander-M ballistic missiles. The air defence system shot down 16 Shaheds..

Kherson oblast

According to Kherson RMA, russian army UAV attacked a 45-year-old man in Dniprovskyi district of Kherson. He sustained a mine-blast injury. 

Kherson RMA said that russian military attacked a man with a drone in Kherson. He suffered an explosive injury and contusion.

Kherson RMA said that around 11am, russian military attacked a resident of Antonivka, a suburb of Kherson, with a drone. The woman sustained an explosive injury, shrapnel wounds to her legs and chest.

According to Kherson RMA, 20 facilities were damaged as a result of  russian shelling on 30 April. The russian army attacked the settlements with artillery, mortars, aircraft and UAVs. Law enforcers opened 15 criminal proceedings over russian war crimes. 

Oleksandr Prokudin, Head of Kherson Regional Military Administration, reported that athe russian army shelled 38 settlements in Kherson oblast during the day. Two people were injured. Five multi-storey buildings, 12 private houses, a mobile phone tower, a gas pipeline and a car were damaged.

Police evacuated a 78-year-old man with a suspected stroke from Monastyrske in Kherson oblast. The patient was taken to a stabilisation centre in an armoured vehicle and handed over to doctors.

Latest news for today in the western regions of Ukraine

Volyn oblast

Lutsk community sent an EcoFlow Delta 2 charging station and 10 Bezpeka PRO FPV drones to the 1st Rifle Battalion of Military Unit A 7028.

Zakarpattia oblast

30 children from families of border guards of Mukachevo and Chop detachments and Neresnytsia community went on vacation to the Czech Republic. Their parents were killed during the war, defending our Motherland. The children will have 10 days of a rich program at the Pec children’s sanatorium near Snizkou.

Ivano-Frankivsk oblast

Specialists of the pyrotechnic unit of the State Emergency Service of Ukraine in the oblast held educational events on mine safety for students of lyceums №3 and №7 of Ivano-Frankivsk. During meetings, іегвутеі learned about different types of explosive objects, their threat, and the algorithm of actions in case of detection of such dangerous finds.

The RMA reported that a certificate worth UAH 2.7m was handed over to a military hospital for the purchase of medical equipment.

Lviv oblast

The RMA held a meeting with an honorary delegation from Norway. The visit has an informational purpose – to raise as much evidence as possible about the facts of crimes committed by the russian army on the territory of Ukraine in order to further spread the truth abroad.

The RMA held a meeting with families of prisoners of war and missing persons. They discussed issues of social payments, benefits, identification procedures, mechanisms for searching for missing persons and interaction with law enforcement agencies.

Rivne oblast

856 times the air raid siren sounded in Rivne oblast since the beginning of the full-scale invasion. Summing up April: 9 alarms (in March there were 10); the longest – 24 April (5 hours 34 min); the shortest – 15 min (18 April); on 6 and 30 April the alarm was announced twice; the maximum number of days without sirens – 7 (from 9 to 17 April).

Ternopil oblast

On the eve of Mother’s Day, mothers and wives of fallen servicemen from Ternopil community planted 210 Nico lavender bushes. The flowers were planted next to the To the Soldiers Who Were Killed for the Freedom of Ukraine stele (near the monument to Stepan Bandera).

An important event to support internally displaced persons took place in the Velykohaivska rural community. In accordance with the Resolution of the Cabinet of Ministers of Ukraine №893, Velykohaivska Village Council, together with Ternopil branch of the regional employment center, created a job for a resident of the community with a disability with IDP status.

Khmelnytskyi oblast

Johannes Fromholt, representative of the European Commission, visited Khmelnytskyi NPP. Together with representatives of the Ministry of Energy of Ukraine, he got acquainted with how projects are implemented within the framework of the EU Civil Protection Mechanism. During the meeting with the management of the power plant, the importance of international cooperation and a systemic approach to the protection of critical infrastructure was emphasized.

Chernivtsi oblast

Khotyn city territorial community held a meeting of the Barrier-Free Council. Representatives of the Barrier-Free Council under Chernivtsi RMA also participated in the event. Specialists discussed the regulations on the Council and its composition, and also approved a 2-year plan of measures for the implementation of the National Strategy for Creating a Barrier-Free Environment in Khotyn community.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

The government has made the decisions necessary for the signing of a subsoil agreement between Ukraine and the United States. Denys Shmyhal, Prime Minister, reported that the agreement is based on five key principles:

  • Equality. The fund is created on a 50/50 basis and both parties have equal voting rights.
  • Maintaining control. Ukraine retains full control over subsoil, infrastructure, and natural resources.
  • New investments, not debts. The agreement does not include any debt obligations.
  • Guaranteed investors and buyers. The fund will invest in projects and guarantee commercial purchases of products on a “take or pay” basis.
  • Consistency with the European integration course. The agreement will not constitute an obstacle to Ukraine’s accession to the EU.

The Fund will be funded by contributions from the United States and Ukraine. The Fund’s profits will be reinvested exclusively in Ukraine.

European Pravda,  which received the Minerals Agreement, reported that the document covers 57 types of minerals and also mentions military support from the US. The signed Agreement currently establishes a political framework, and technical details should be spelled out in a separate agreement. The US will provide weapons, and Ukraine will provide licenses for new deposits, the income from which will be directed to a common fund.
