Here is operational information of the General Staff as of 4 pm:
Since the beginning of the day, 98 combat engagements have taken place along the front line.
The enemy launched artillery strikes from the territory of the Russian Federation, particularly targeting the areas of Bezsalivka, Rohizne, Volfyne, Boyaro-Lezhachi, Ulanove, and Yastrubshchyna in Sumy region.
In the North-Slobozhanskyi and Kursk directions, 11 clashes with the enemy occurred, five of which are still ongoing. The enemy carried out two airstrikes, dropped four guided aerial bombs, and conducted 41 shelling attacks, including three using multiple launch rocket systems.
In the South-Slobozhanskyi direction, the enemy launched nine attacks near the settlements of Veterynarne, Zelenе, Starytsia, Vovchansk, Vilcha, and toward Zarubynka and Chuhunivka. Two engagements are ongoing.
In the Kupiansk direction, the enemy attacked four times toward Kindrashivka, Petropavlivka, Kurylivka, and Novoosynove. One clash is ongoing.
In the Lyman direction, Ukrainian forces repelled nine enemy attacks near Shandryholove and toward Stavky, Drobysheve, and Lyman. One engagement is still ongoing.
In the Sloviansk direction, three clashes are ongoing near Ozerne, Riznykivka, and toward Rai-Oleksandrivka.
In the Kramatorsk direction, Russian forces attempted once to advance near Orikhovo-Vasylivka.
In the Kostiantynivka direction, the occupiers carried out ten offensive actions near Rusyn Yar, Sofiivka, and toward Kostiantynivka, Illinivka, and Berestok.
In the Pokrovsk direction, since the beginning of the day, Russian occupiers have made 29 attempts to push Ukrainian forces from their positions near Rodynske, Kotlyne, Udachne, Molodetske, Novomykolaivka, Filiia, and toward Novopavlivka. The Defense Forces are holding the line and have already repelled 22 attacks.
In the Oleksandrivka direction, the aggressor attacked five times near Sosnivka and toward Dobropillia. One clash is ongoing. Guided aerial bombs struck Ivanivka, Havrylivka, and Andriivka-Klevtsove.
In the Huliaipole direction, Ukrainian defenders repelled 15 enemy attacks toward Staroukrainka, Zaliznychne, Zelenе, and near Huliaipole. Four engagements are ongoing. Additionally, enemy aircraft struck the settlements of Verkhna Tersa, Lisne, Liubytske, Huliaipilske, Vozdvyzhivka, and Zaliznychne.
In the Orikhiv direction, the enemy carried out one unsuccessful attack toward Prymorske.
In the Prydniprovske direction, the enemy conducted no offensive actions.
No significant changes have been recorded in other directions.
Ukrainian forces continue to wear down the enemy along the entire line of contact and in rear areas.
Recent war events in the east of Ukraine
Kharkiv oblast
During the past 24 hours, 237 combat engagements were recorded.
In the South-Slobozhanskyi direction, the enemy attempted four times to break through Ukrainian defensive lines near Vilcha, Fyholivka, Zelenе, and Zarubynka.
In the Kupiansk direction, the enemy carried out two attacks near Kurylivka.
In Kupiansk, a Russian infantryman who had been involved in infiltration activities in the city for about six months voluntarily surrendered to Ukrainian forces through the “I Want to Live” chatbot. His extraction from the city, along with two other Russian servicemen, was organized by the head of intelligence of the “Khartiia” battalion tactical group.
According to one of the prisoners, he enlisted in order to have an 800,000 fine and an additional 100,000 debt written off.
Over the past day, seven settlements in the Kharkiv region came under enemy fire. There were no casualties reported.
The enemy actively used various types of weapons in the Kharkiv region:
▪️ 4 guided aerial bombs (KABs);
▪️ 5 “Geran-2” type UAVs;
▪️ 2 FPV drones.
Civilian infrastructure facilities were damaged or destroyed:
▪️ in Bohodukhiv district – a cultural center building (Dovzhyk village);
▪️ in Izium district – power grids (Oskil village);
▪️ in Kharkiv district – a civilian enterprise (Dvorichnyi Kut village);
▪️ in Lozova district – a recreation center (Bulatselivka village).
The transit evacuation center in Lozova received 172 people over the past day. Since the beginning of its operation, a total of 19,636 people have been registered at the center.
Over the past week in the Kharkiv region, more than 20 hectares were cleared of mines. Specialists surveyed nearly 2 hectares of agricultural land, about 3 hectares of forests, over 100 meters of gas pipelines, nearly one kilometer of power lines, and one household property. Power supply was restored to 5,146 subscribers. A total of 554 explosive ordnance items were neutralized.
In Kharkiv, the taxi service Bolt has resumed 24/7 operations. For travel during curfew hours, passengers must carry special permits, according to the company’s press service. Curfew-hour rides are allowed to reach invincibility centers or other safe locations, as well as for food or medicine delivery, the service added.
Donetsk oblast
russian occupiers are attempting to infiltrate small groups into settlements near Kostiantynivka, moving daily through fields and forest belts. Soldiers of the 156th Separate Mechanized Brigade are preventing russian troops from advancing, maintaining surveillance from their command and observation posts.
The National Police brigade “Liut” denied russian claims of alleged successes in Kostiantynivka, Donetsk region. On the unit’s page, fighters of the “Safari” regiment, who are defending the city, published a statement. According to Ukrainian forces, Kostiantynivka remains under the control of the Defense Forces.
The Russian army carried out an airstrike on the Sloviansk community. Occupiers dropped a FAB-250 bomb on Bylbasivka, damaging at least six private houses, according to the head of the city military administration, Vadym Liakh.
Over the past 24 hours, Russian forces conducted 22 assaults toward Kostiantynivka. The occupiers attacked near Sofiivka, Rusyn Yar, Novopavlivka, Stepanivka, Shcherbynivka, Illinivka, Berestok, and Pleshchiivka, the General Staff of the Armed Forces of Ukraine reported.
In the Pokrovsk sector, more than 40 battles took place over the past day, while another 10 assaults were repelled by the Defense Forces in the Oleksandrivka direction.
On February 18, police recorded 1,127 shelling incidents along the front line and in residential areas of the region.
Three settlements were under fire: the cities of Kostiantynivka and Kramatorsk, and the village of Rai-Oleksandrivka.
Five civilian facilities were damaged, including three residential buildings.
In Rai-Oleksandrivka, russian forces deliberately struck two civilians with an FPV drone, injuring both.
In Kostiantynivka, the enemy dropped three KAB-250 guided bombs, destroying three apartment buildings.
Rescuers evacuated a man born in 1954 to hospital after he was injured in a russian strike on Mykolaivka the previous day. According to the Donetsk regional branch of the State Emergency Service, firefighters were unable to extinguish the blaze at the impact site due to the threat of repeated russian shelling.
Luhansk oblast
In the Lyman and Sloviansk sectors of the front, Russian forces carried out 16 attacks over the past day. In Luhansk region, assaults were launched from the direction of Tverdokhlibove. The enemy used mortars three times, fired automatic grenade launchers, and actively deployed drones.
In the occupied part of Luhansk region, the occupation administration is preparing to introduce an additional tariff for major repairs of apartment buildings. Contributions are expected to be accrued over the course of a year, and starting in 2027, a separate charge will be added to utility bills. The measure will affect 85% of the housing stock.
Due to flooding, at least 15 settlements in the Russian-occupied part of the region have been submerged. The disaster is affecting six administrative-territorial units. The most difficult flooding situation remains in the Svatove area. In some villages, residents are unable to leave. The occupation authorities predict further deterioration of the situation.
What is happening now in the north of Ukraine
Kyiv oblast
Approximately €7 billion is needed to restore generating capacity for Kyiv alone to replace the destroyed combined heat and power plants (CHPs), according to Oleksandr Kharchenko, Director of the Energy Research Center. It is impossible to fully replace the volume of electricity and heat produced by CHPs in large cities within a single non-heating season.
In the Kyiv region, the 16th “Veteran PRO” veteran support space has opened in the Bucha community. This is a daily support center where specialists in veteran and demobilized personnel support, social protection services, administrative service centers (CNAP), the pension fund, and the employment service will work. The center provides legal consultations, psychological support, and assistance with employment or starting a business.
An additional eight inclusive vehicles have been delivered to veteran support centers across communities in the Kyiv region. The transport was purchased using funds from the regional budget, according to the regional military administration. In total, 15 minibuses have already been transferred to communities in the region. These vehicles will operate as social taxis for veterans, improving mobility and access to services, including transportation to medical treatment, rehabilitation, or support centers. The vehicles will be operated by veterans themselves.
At the Boryspil Youth Sports School, adaptive scuba diving training sessions are being held for war veterans. Their main goal is to promote the physical and psychological rehabilitation of defenders. Participation in the training is open to all veterans, regardless of their level of experience.
Zhytomyr oblast
As of now, 150 Ukrainian defenders from Zviahel are considered missing or held in captivity, reported Zviahel Mayor Mykola Borovets. To support the families of the missing soldiers, a one-time financial aid will be provided from the city budget. In addition, a number of benefits have been introduced for this category of citizens.
Sumy oblast
The Regional Military Administration reported that over the course of 18–19 February, russian forces carried out up to 70 attacks on 30 settlements across 18 territorial communities of the oblast. The highest number of strikes was recorded in Sumy and Shostka regions. The enemy used mortars, artillery, FPV drones, UAVs, guided aerial bombs and carried out a missile strike. Air raid alerts in the oblast lasted for 15 hours and 50 minutes during the reporting period.
Civilian infrastructure facilities were damaged or destroyed:
- In Seredyna-Buda community, private residential houses and civilian infrastructure facilities were damaged;
- In Mykolaivka rural community, a private residential house and a civilian infrastructure facility were damaged;
- In Shostka community, private residential houses and civilian infrastructure facilities were damaged;
- In Bilopillia community, a passenger vehicle was damaged;
- In Hlukhiv community, a private residential house was destroyed and an apartment block was damaged;
- In Berezivka community, private residential houses and civilian infrastructure facilities were damaged;
- In Sumy community, a vehicle was damaged;
- In Buryn community, civilian infrastructure facilities were damaged.
On 17 February, during a russian attack in Sumy, a church building was damaged by the blast wave, according to the website “Pravoslavna Sumshchyna”. The chapel dedicated to Saint Prince Yaroslav the Wise was affected. The explosion blew out the entrance doors and one stained-glass window.
Sumy Regional Military Administration informed that during the day, six people were evacuated from border communities by local authorities in cooperation with units of the State Emergency Service, the National Police and public organisations.
Oleh Hryhorov, Head of Sumy Regional Military Administration, announced that in February, 489 members of emergency repair brigades in Sumy oblast involved in eliminating the consequences of russian shelling will receive additional payments of UAH 20,000 each for work carried out in January. The total amount of payments is nearly UAH 10m.
Chernihiv oblast
Viacheslav Chaus, Head of Chernihiv Regional Military Administration, reported that during the day on 18 February, russian forces struck Nizhyn city by a ballistic missile. Civilian infrastructure was targeted. A 49-year-old man sustained shrapnel injuries as a result of the attack.
The City Council informed that on the morning of 18 February, russian troops struck critical infrastructure in Snovsk community by a “Heran-2” attack drone. A steam locomotive manufactured in 1957 and a historic carriage were destroyed.
Viacheslav Chaus, Head of Chernihiv RMA, said that over the past day, 18 February, the enemy attacked transport infrastructure facilities by UAVs in Koriukivka and Nizhyn regions. In Snovsk community, a “Heran” UAV strike caused an outbuilding to catch fire and damaged residential property. In Novhorod-Siverskyi community, explosives dropped from a UAV on a former school building set fire to the canteen and library premises.
According to Chernihiv Border Guard Detachment, over the course of 18 February, russian troops attacked four border communities of Chernihiv oblast: Novhorod-Siverskyi, Semenivka, Horodnia and Snovsk. The enemy carried out mortar shelling (six explosions), multiple launch rocket system strikes (32 explosions) and tube artillery strikes (eight explosions), and launched FPV drone attacks (14 explosions). Nine villages came under fire.
Viacheslav Chaus, Head of Chernihiv RMA, announced that a renovated shelter was opened at Kulykivka Professional Agrarian Lyceum. The large shelter has been upgraded to provide improved conditions for students and staff. The project was implemented jointly by Latvia, Belgium, Scotland and Canada under the leadership of the NGO “All-Ukrainian League of Ukrainian Women”.
The Regional Military Administration reported that in Chernihiv, the municipal fleet of utility vehicles has been expanded with a front loader, three excavators and nine backhoe loaders. The equipment was delivered under the international technical assistance programme “Emergency Recovery and Reconstruction Project”, financed by the Government of Japan. Two additional bulldozers are expected shortly. The approximate value of the equipment received is around UAH 65m.
Recent events in the central regions of Ukraine
Dnipropetrovsk oblast
Mykola Lukashuk, Head of Dnipropetrovsk RMA, reported that russian forces attacked the regional centre, Marhanetsk, Myrove and Pokrovske rural communities. The attacks were carried out by drones and artillery. A 50-year-old woman was injured. A building caught fire. Infrastructure, an administrative building, 8 private houses, a shop, a commercial building, 5 outbuildings, vehicles, solar panels, 2 garages and a power line were damaged. The russian forces struck Pokrovske and Vasylkivka communities by KABs and UAVs. 2 women aged 50 and 23 were injured. Fires broke out, 2 vehicles were destroyed, and an outbuilding, a garage and an administrative building damaged.
Vinnytsia oblast
A memorial event marking the 12th anniversary of the russian-Ukrainian war took place in Vinnytsia. Participants held placards and portraits of fallen servicemen.
Poltava oblast
In Poltava oblast, residents paid tribute to 2 servicemen who were killed on the frontline. Soldier Dmytro Kotov from Demenky village was killed on 27 June 2024 during combat in Donetsk oblast. Sergeant Viktor Hachenko from Bilyky settlement was killed on 21 September 2024 in Luhansk oblast while evacuating wounded soldiers. His death was confirmed through DNA identification.

Zaporizhzhia oblast
According to the General Staff of the Armed Forces of Ukraine, on 18 February, Ukrainian Defence Forces repelled 53 russian attacks in Huliaipole and Orikhiv regions. Ukrainian defenders stopped 49 russian assaults in the areas of Huliaipole and toward Dobropillia, Pryluky, Zaliznychne, Staroukrainka, Hirke, Sviatopetrivka and Verkhnia Tersa, as well as 4 more attacks toward Mala Tokmachka, Stepove, Mali Shcherbaky and Prymorske.
Ivan Fedorov, Head of Zaporizhzhia RMA, stated that on 18 February, a 6-year-old child was injured as a result of a russian attack on Zaporizhzhia oblast. In total, russian forces launched 448 strikes on 34 settlements across the oblast. These included 20 airstrikes targeting Malokaterynivka, Kushuhum, Veselianka, Tersianka, Serhiivka, Samiilivka, Zalyvne, Barvynivka, Orikhiv, Kopani, Zahirne, Charivne, Huliaipilske, Vozdvyzhivka, Verkhnia Tersa, Dolynka and Hirke.
Mykolaiv oblast
According to the Regional Military Administration, a drone attack was recorded today in Snihurivka community, damaging critical infrastructure.
Odesa oblast
The Air Force reported that today, unmanned aerial vehicles were detected in the airspace over Odesa oblast.
Kherson oblast
Based on the information provided by Kherson RMA, demining teams continue operating on the right bank of Kherson oblast. Over the past 7 days, specialists neutralised nearly 300 pieces of russian explosive ordnance.
On 18 February, 5 people were injured as a result of russian aggression. The settlements of Beryslav, Komyshany, Osokorivka, Antonivka, Sadove, Kizomys, Dariivka, Novovorontsovka, Vesele, Zmiivka, Ivanivka, Kozatske, Lvove, Novokairy, Novotiahynka, Prydniprovske, Tokarivka, Chervonyi Maiak, Yantarne, Dniprovske, Veletynske and Kherson came under drone attacks, airstrikes and artillery shelling. The russian forces targeted critical and social infrastructure, residential areas, damaging 7 high-rise buildings and 11 private houses. A private enterprise, a minibus and private vehicles were damaged.

In Uzhhorod, a street was named after the fallen Defender Roman Hapak. A Hero at the age of 20, he was awarded the II and III degrees For Courage Order, and later posthumously – the I degree Order, becoming a full cavalier of this state award.

Ivano-Frankivsk community sent 50 FPV drones to the 80th Separate Airborne Assault brigade.
Lviv oblast
The 1st international Resilience Residency, organized by the new School of Municipal Governance of UNBROKEN University in collaboration with Lviv City Council, has concluded in Lviv. The event was attended by representatives from Belgium, Germany, Romania, Estonia and the Netherlands.
The RMA reported that Lviv Regional State Administration has signed a Memorandum of Cooperation with the Czech energy company MND as an LLC MND Tynivske: the focus is on social support for Lviv oblast.
Rivne oblast
The RMA reported that a delegation from Rivne oblast took part in the 2nd National Conference Medical and Social Assistance to People at Home – Our Common Cause from the Vseturbota initiative.
Ternopil oblast
Defenders from the 71st Separate Airmobile Brigade received 5 quadcopters: 4 DJI Matrice 4T and 1 DJI Matrice 30T, as well as 20 batteries for them from Ternopil community.
Khmelnytskyi oblast
The First Lady of Ukraine, Olena Zelenska, visited Khmelnytskyi oblast together with the team of the Olena Zelenska Foundation. She visited the youth space 12–21 in Khmelnytskyi and the Center for Resilience of Krasylivka Community. The First Lady also visited one of the medical institutions of the region, where wounded defenders are treated and rehabilitated. Since the beginning of the full-scale invasion, more than 12,000 soldiers have undergone rehabilitation here.
Chernivtsi oblast
The RMA reported that as part of the Mandrotherapy project, a screening of the film Eternal was organized for veterans and defenders.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
Sweden announced the 21st military aid package to Ukraine worth about $1.2bn. The package includes: about $400m for the purchase and transfer of the Tridon system (sensors, missiles, interceptor drones and anti-aircraft guns on mobile platforms); approximately $520m for financing Ukrainian programs for the development and production of long-range missiles and drones, including air and sea-based ones; more than $275m for the transfer of grenade launchers from Swedish army warehouses, the purchase of artillery ammunition, spare parts and training of Ukrainian military personnel.
