War in Ukraine today: latest news, September 29, 2023 (photo)

It has been the  583 rd day of the Ukrainian resistance to the russian military aggression.

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

On September 29, there were 33 combat clashes. In total, the enemy launched 5 missile and 38 air strikes, fired 19 times from multiple launch rocket systems at the positions of Ukrainian troops and settlements. Unfortunately, russian terrorist attacks resulted in civilian casualties and injuries. Private residential buildings and other civilian infrastructure were destroyed and damaged.

The operational situation in eastern and southern Ukraine remains challenging.

The situation towards Volyn and Polissia remained unchanged. There were no signs of offensive groups forming. Certain units of the belarusian armed forces are performing tasks in the areas bordering Ukraine.

Towards Siversk and Sloboda, the enemy maintains a military presence in the border areas, continues shelling settlements from the territory of the russian federation, and increases the density of minefields along the state border of Ukraine. More than 25 settlements came under enemy artillery and mortar fire, including Buchky in Chernihiv oblast; Volfyno, Yastrubyne, Kindrativka, Volodymyrivka, Bilovody, Stepok, Novodmitrivka in Sumy oblast, and Kozacha Lopan, Strilecha, Vovchansk, Budarky, Topoly in Kharkiv oblast. 

Towards Kupiansk, the enemy launched airstrikes near Komisarove, Petropavlivka, Ivanivka, Pishchane, and Senkove in Kharkiv oblast. Sinkivka, Tabaivka, and Berestove in Kharkiv oblast came under artillery and mortar fire.

Towards Lyman, the enemy conducted airstrikes near Kopanky in Kharkiv oblast; Nevske, Luhansk oblast; Spirne, Serebryanka, Donetsk oblast. Artillery and mortar shelling affected more than 10 settlements, including Nevske and Bilohorivka in Luhansk oblast and Torske, Hryhorivka, Vyymka, Vesele, Pryvillia in Donetsk oblast.

Towards Bakhmut, the enemy unsuccessfully tried to regain the lost position near Klishchiyivka, Donetsk oblast. There was an airstrike near Bohdanivka, Donetsk oblast. Over 15 settlements came under artillery and mortar fire, including Vasiukivka, Hryhorivka, Chasiv Yar, Bila Hora, and Zalizne in Donetsk oblast. The density of minefields is increasing.

Towards Avdiivka, the enemy tried unsuccessfully to regain the lost ground near Avdiivka, Donetsk oblast. Our defenders repelled an enemy attack in the area south of Tonenke, Donetsk oblast. About 10 settlements came under artillery and mortar fire, including Stepove, Avdiivka, Tonenke, Severne, Pervomaiske, Nevelske in Donetsk oblast.

Towards Marinka, Ukrainian Armed Forces successfully repelled over 10 enemy attacks near Mariinka, Donetsk oblast. Also,  enemy attacks were repelled near Novomykhailivka in Donetsk oblast. The enemy conducted airstrikes near Krasnohorivka and Maryinka in Donetsk oblast. Such settlements as Oleksandropil, Krasnohorivka, Maryinka, Pobeda, Novomykhailivka in the Donetsk oblast were under artillery and mortar fire from the occupiers.

Towards Shakhtarsk, Ukrainian defenders successfully repelled an enemy attack in the area west of Staromaiorsk, Donetsk oblast. The enemy conducted airstrikes in the areas of Vuhledar, Velyka Novosilka, Urozhayne, Staromaiorske in Donetsk oblast. About 10 settlements came under artillery and mortar fire, including Vodiane, Vuhledar, Prechystivka, Velyka Novosilka, Staromaiorske, and Rivne in Donetsk oblast.

Towards Zaporizhzhia, the enemy unsuccessfully tried to regain lost ground near Robotyne and Verbove in Zaporizhzhia oblast. The occupiers conducted airstrikes near Novodarivka, Robotyno, Novodanylivka, Orikhiv, Zaporizhzhia oblast. More than 25 settlements came under artillery and mortar fire, including Levadne, Malynivka, Huliaipole, Mala Tokmachka, Orikhiv, Stepnohirsk in Zaporizhzhia oblast and Nikopol in Dnipropetrovsk oblast. 

Towards Kherson, the enemy conducted an airstrike near Olhivka, Kherson oblast. More than 15 settlements in Kherson region, including Havrylivka, Respublikanets, Mykolaivka, Antonivka, Kizomys in Kherson oblast and Ochakiv in Mykolaiv oblast, were subjected to hostile artillery and mortar attacks.

Ukrainian Defense Forces continue to conduct offensive operations towards Melitopol and offensive (assault) operations towards Bakhmut, inflicting losses in manpower and equipment on the occupation forces, and exhausting the enemy along the entire front line. 

Ukrainian aviation carried out 11 strikes on buildups of russian personnel, weapons and military equipment, and 2 strikes on enemy anti-aircraft missile systems.

Rocket troops hit the area of concentration of personnel, weapons and military equipment, an anti-aircraft missile system, 13 artillery pieces and an enemy electronic warfare station.

Mykola Didyk, Deputy Head of the Department for Organization of Pyrotechnic Works of the State Emergency Service of Ukraine, reports that since the beginning of the full-scale invasion, 780 people have been injured by explosive devices. 251 people were killed and 529 injured of varying severity. There are 77 children among the victims. 

Prime Minister Denys Shmyhal says that the minimum wage in Ukraine will increase to UAH 8 thousand in 2024. He also notes that another indexation of pensions will be carried out.

Recent war events in the east of Ukraine

Kharkiv oblast

Oleh Syniehubov, Head of Kharkiv Regional Military Administration, reported that  yesterday the russian army attacked civilians in frontline and border towns and villages of Chuhuiv and Kupiansk regions. The enemy hit Kupiansk with a Grom E-1 missile. An infrastructure facility was damaged, with no casualties. As a result of shelling of Kindrashivka and Kutkivka villages of Kupiansk region, forest fires broke out. A residential building was damaged in Zapadne village, Kupiansk region.

The last five residents of Synkivka, Kupiansk region, were evacuated at night. There are no civilians left in the village, which is under constant russian shelling.

An MTZ-82 tractor exploded on an explosive device near Nova Husarivka village, Izium region, at around 2 pm. Two men, aged 31 and 68, who were in the tractor, were injured and hospitalised in moderate condition.

Yesterday pyrotechnics of the State Emergency Service examined more than 2.9 hectares of territory and defused 72 explosive ordnance.

Viburnum bushes were planted in the yards of gymnasiums №127 and №42 in memory of the four students who were killed at the front.

Donetsk oblast

Kostiantynivka City Military Administration reported about an S-300 missile attack at 12:20 am. There were no casualties but administrative buildings and warehouses were damaged. In the morning, russians also shelled Rai-Oleksandrivka of Mykolaiv community; there were no reports of casualties.

The press service of Donetsk police informed that yesterday russian forces attacked civilians 21 times. Russians targeted 12 settlements: Avdiivka, Kostiantynivka, Krasnohorivka, Kurakhove, Siversk, Chasiv Yar cities, Kurdiumivka, Niu-York, Petrivka settlements, Bila Hora, Kostiantynopil and Stinky villages. The enemy used KAB-500, KAB-250, KAB-100 air bombs, S-300 air defence systems, Grad multiple rocket launchers, artillery and mortars.

Donetsk military administration reports that towards Donetsk, 2 people were killed and 3 wounded in Krasnohorivka. In Kurakhove community, Hostre and Kurakhivka were shelled, damaging a medical facility.

Towards Horlivka, 2 multi-storey buildings were damaged in Chasiv Yar community. Kostiantynivka suffered two air strikes, artillery shelling and a rocket attack – 3 people were wounded. 6 houses, a cafe, a shop, 2 school buildings and an administrative building were damaged. Markove was also shelled in the community – 5 houses were damaged. 

Towards Lysychansk, 4 houses and 4 outbuildings were destroyed in Zvanivka. In Lyman community, there were 20 attacks – dry grass near Novoselivka caught fire.

As of September 29, 1641 residents remain in Avdiivka. According to Vitalii Barabash, Head of the RMA, reports that the city is still searching for the only child who has not been heard from for more than five months. The authorities and utility companies are preparing for the heating season: they are sawing trees downed by shelling and using stoves. It is impossible to bring coal, firewood or fuel briquettes to the city because of the shelling of the road.

Luhansk oblast

Luhansk Military Administration reports that the enemy tried to break through the defense in Bilohorivka, but failed. The enemy is using aviation even more frequently. Novoselivske and Nevske were hit the day before. The russians dropped four KAB-500 bombs on Nevske alone. The outskirts of the village were shelled with six incendiary shells and 10 artillery shells. The areas of Nevske and Bilohorivka are under daily artillery and mortar fire. Yesterday, a resident of Nevske with a heart condition was evacuated to a hospital in Kramatorsk. He is already receiving the necessary medical care.

 

In Khrustalne, russians are preparing 17-year-olds who will come of age next year for mobilization. They check whether they have all registered with military commissariats and passed medical examinations in order to send them to the front as soon as possible in the spring.

 

Medical care for civilians was stopped in Bilovodsk, where all the hospital premises were used as a military hospital. Serious inpatients among the residents who remained there were sent home. The staff is filled with russian doctors. They will take care of the wounded occupiers who are brought there every day.

 

The russians are doing everything possible to prevent people under occupation from communicating with their relatives living in safe regions of Ukraine. The invaders jam communications, cut off the Internet, and block mobile applications. The enemy is also hampering the ability of civilians to evacuate from the occupied territories.

 

On the occasion of the Day of Defenders of Ukraine, the Alley of Luhansk Oblast Defenders will be laid in Dnipro.

 

 An anonymous survey was conducted among students in two relocated higher education institutions. Out of 476 participants, 76% clearly stated their intention to return to Luhansk oblast after de-occupation. 

 

Press officer of the 111th separate brigade of the Ukrainian Defense Forces Yulia Ponomaryova was awarded the Presidential decoration “For Defense of Ukraine”. She is covering the activities of the victorious Luhansk terrorist defense brigade in all areas of its responsibility.

 

What is happening now in the north of Ukraine

Kyiv oblast

The process of demining the Kyiv oblast and destroying the shells and explosives that remained in the region after the beginning of the full-scale invasion of the russian troops continues. As reported by Kyiv Regional Military Administration, destruction of explosive objects is scheduled in Vyshhorod and Bila Tserkiva regions.

The National Police of Ukraine reported that three russian soldiers were charged with shooting civilians during the occupation of Kyiv oblast. In February-March 2022, soldiers of the russian federation on the Kyiv-Zhytomyr highway fired at civilian cars with people trying to leave the war zone. As a result, 26 Ukrainians were killed, and six more wounded. To hide the murders, the bodies of the victims were burned along with the shot cars. Burnt cars with human remains remained on the Kyiv-Zhytomyr highway until the de-occupation of the region.

 On the anniversary of the Babyn Yar tragedy, the annual March of Remembrance took place In Kyiv for the eighth time. The column left from the Lukyanivska metro station to the Babyn Yar National Historical and Memorial Reserve, repeating the same route that the Jews followed in 1941. About two hundred people joined the march, including representatives of the Jewish community, relatives of eyewitnesses to the events in Babym Yar, and representatives of diplomatic institutions.

High-rise buildings in Irpin are being restored at the expense of the Fund for the Liquidation of the Consequences of Armed Aggression. As reported by Kyiv RMA, major repairs have begun on another residential building on the Hostomel highway, which was significantly damaged during active hostilities, with damaged facades and inter-floor ceilings, broken windows and doors, destroyed internal engineering networks and communications.

Hlevakha Council reported that in the village of Markhalivka, Fastiv region, the construction of a civil defense shelter on the territory of the local gymnasium began. The bomb shelter will be designed for more than 200 students and teachers. Due to the aggression of the russian federation in the 2022-2023 academic year, the educational process at Markhalivka Gymnasium took place remotely.

The KCSA reported that the first Kyiv Veterans’ Forum took place in the capital, where assistance, rehabilitation and integration of military personnel into peaceful life were discussed. Mayor Vitalii Klychko also awarded the fighters with badges and medals. In the spring, Kyiv City Council approved a comprehensive program to support Kyiv defenders, their families and the families of the victims with a budget of over UAH 2.3 billion.

In Kyiv, on September 28, the NGO Ukrainian Women’s Guard held a meeting for women to combat burnout in war conditions, provide psychological support, recovery and motivation. The event took place in a cosy cultural and informational space of the Lesya Ukrainka Public Library.

Kyiv Regional Council reported that five modern resuscitation vehicles were received by Kyiv Regional Center for Emergency Medical Aid and Disaster Medicine as part of the UNITED24 project. Two of them came from the American astronaut Scott Kelly, one from the American singer and actress Barbara Streisand.

Zhytomyr oblast

18 stationary and one modular Point of Invincibility will start operating in Zhytomyr on October 1. A utility company is assigned to each of themin the city so that they can be properly prepared for use in case of possible complications.

In Zhytomyr, the postage stamp Weapons of Victory. World with Ukraine was cancelled. The issue of the postal block is charitable: 12 hryvnias from the sale of each block will be allocated to buy drones for military units of the Armed Forces of Ukraine.

Head of Zhytomyr RMA Vitalii Bunechko reported that since February 2022, it has been possible to increase the number of equipped shelters in educational institutions by more than 3 times. This year, at the expense of the regional budget, they plan to repair of 9 more such shelters. 9 shelters were put in order in various communities of the oblast with the help of the United Nations Children’s Fund UNICEF.

Zhytomyr Regional Military Administration reports that the UN Development Program will finance the repair, purchase of furniture and equipment for 31 schools in 12 communities of the oblast.

On September 29, Veteran’s House, Zhytomyr Regional Museum of Local Lore, announced a charity auction in support of the Armed Forces. The event is dedicated to the Day of Defenders of Ukraine. As part of the event, the photo exhibition “Angels of Ukrainian Pacemakers” will be opened, the author of which is a doctor, the head of the anesthesiology, resuscitation and intensive care department of the Zhytomyr military hospital Inna Ometsynska.

Sumy oblast

There were 30 shelling attacks on the border territories and settlements of Sumy oblast. As reported by the RMA, there were 188 explosions caused by mortar and artillery strikes, shelling from AGS, SPG and howitzers, including the enemy launching three unguided missiles from an airplane and one from a helicopter, dropping ammunition with an FPV kamikaze drone. Bilopillia, Krasnopillia, Khotyn, Velyka Pysarivka, Seredyno-Buda, Nova Sloboda, and Putivl communities came under shelling.

At night and in the morning, the russians carried out 5 shelling attacks on the border along with 42 artillery and mortar hits. Bilopillia, Svesa, Seredyno-Buda communities were shelled.

Sumy Regional Military Administration reported that Air Defense Forces shot down an enemy UAV over the oblast that night. 

In Sumy oblast, Points of Invincibility from the State Service of Ukraine for Emergency Situations are deployed and ready to work in blackout conditions.

Sumy RMA reported that Sumy, Trostyanets and Romny  communities of the oblast received regular cars for mobile social services with the assistance of the United Nations Development Program in Ukraine. 

To strengthen defense capabilities, the border guards were given a car, the funds for which were allocated from the budget of one of the border communities. As reported by Sumy Regional Military Administration, this is a Renault Duster 2023 all-wheel drive car and additional equipment for it.

Chernihiv oblast

The russians shelled the border of Chernihiv oblast 8 times from their territory. As reported by the SBGS, there were 61 mortar and barrel artillery strikes. Novhorod-Siverskyi, Semenivka, Snovsk and Horodnianka communities came under shelling.

In Chernihiv, at the foot of Catherine’s Church, a new stamp, Weapon of Victory. The World with Ukraine, was cancelled. This postal block was issued as a thank you to the states that support Ukraine in its opposition to the russian troops. The release was timed to the Day of Defenders of Ukraine, which will be celebrated on October 1 this year. representatives of the defense forces participated in the ceremony.

Chernihiv RMA reported that on the occasion of the Day of Defenders of Ukraine, a memorial complex of defenders of Ukraine who were killed here in March 2022 was opened in the village of Lukashivka of Ivanivka community. Representatives of the authorities, the military, residents of the community and relatives of the Heroes gathered to honour them.

Chernihiv RMA reported that by the end of the year, centres of administrative services are to be operational in another 17 communities of the oblast. In Chernihiv oblast, currently there are 40 such institutions.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Mykola Lukashuk, Head of the Regional Council, reports that at night, the occupiers attacked Nikopol region with artillery. Nikopol, Pokrovske and Myrove communities were shelled. Velykomykhailivka community, Synelnykove region was also hit. A private house caught fire as a result of the shelling. During the day, the enemy attacked Nikopol and Marhanets community. They were attacked by two kamikaze drones and shelled with artillery. Four residential buildings, a utility company, a power line and a gas pipeline were damaged.

The Alley of Memory of Heroes was planted in a school in Pavlohrad, Dnipropetrovsk oblast. The event was held on the occasion of the Day of Defenders of Ukraine. Each viburnum bush symbolizes a fallen soldier. This year’s event was held for the first time. It was initiated by the Memorial memory platform. 

Vinnytsia oblast

Maksym Kashpruk, a 13-year-old schoolboy from Kamianohirka, handed over a car that will be converted into a buggy for the military. The guy bought the Zhiguli with the money from the sale of sheep he raised himself. 

Kirovohrad oblast

Kropyvnytskyi pyrotechnics returned home from the de-occupied Kharkiv oblast. Another rotation has taken place in the ranks of Kropyvnytskyi pyrotechnics, who work as part of the combined units of the State Emergency Service in the de-occupied territories.

Poltava oblast

Dmytro Lunin, Head of Poltava Regional Military Administration, says that new roofs, windows and doors have been installed in 44 homes of residents of Pravdyne and Chkalove in Kherson oblast. Currently, workers are employed in more than 90 households.  In the other four sponsored settlements, the specialists inspected 100% of the damaged facilities. 

Dmytro Lunin, Head of Poltava Regional Military Administration, says that from Poltava oblast, they delivered 38 power stations, 25 quadcopters and two batteries to the marines. 

Cherkasy oblast

Ihor Taburets, Head of the Cherkasy Regional Military Administration, informs that more than UAH 67 million  was allocated from the state budget to restore a house in Uman destroyed by a russian missile. 

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Zaporizhzhia RMA reported that the russian army conducted 116 strikes on 22 towns and villages in Zaporizhzhia oblast. Missiles hit Komyshuvakha. There were 4 air strikes in Orikhiv, Robotyn and Mala Tokmachka, three MLRS attacks on Novodanylivka and Chervone, 5 UAV attacks against Robotyno, and 103 shelling attacks against Huliaipole, Novoandriivka, Malynivka, Bilohiria, Chervone, Zaliznychne, Levadne, Preobrazhenka, Stepnohirsk, Stepove, and Kamianske. 25 reports on destruction of residential buildings, outbuildings and infrastructure were received. 

The General Staff of Armed Forces of Ukraine said that towards Zaporizhzhia, russian troops tried to regain their lost ground in the area of Chervone, but were unsuccessful. The defence forces continue to conduct an offensive operation towards Melitopol, inflicting losses in manpower and equipment on the russian troops, depleting them along the entire front line.

 During his working trip to Europe, Melitopol Mayor and head of the Association of Unconquered Communities Ivan Fedorov signed a declaration of solidarity and friendship with the Italian city of Reggio Emilia. This document marks the beginning of a process of cooperation in the post-war economic and cultural reconstruction of Melitopol.

The National Resistance Centre reports that the russian pseudo-government is trying to create the appearance of popular support in the temporarily occupied territories of Zaporizhzhia oblast with the help of fake “public organisations”. The so-called People’s Front, an allegedly “voluntary structure” that brings together “volunteers” and “activists”, has now started operating there. After the region is liberated from occupation, all those ‘participants’ will be prosecuted for collaborating with the enemy. 

Ivan Fedorov, Mayor of Melitopol reported that russian terrorists are bringing new crowds of cannon fodder to the occupied part of Zaporizhzhia oblast along with heavy equipment. All this is being done in large volumes. 

Mykolaiv oblast

Mykolaiv Regional Military Administration reported that in the morning of September 29, around 04:13am, Mykolaiv was struck by an occupier’s missile attack. The missile hit an infrastructure facility on the city’s outskirts, resulting in a fire in dry grass, which was promptly extinguished. Fortunately, no casualties were reported. Additionally, Kutsurub and Ochakiv communities were also impacted, but there were no significant damages or casualties. 

Artem Vashchylenko, Head of the Business Support Centre Humanitarian Centre, reports that the Mykolaiv region has installed its first modern modular houses in two villages of the Shevchenkove community, thanks to funding from Belgian partners. These temporary accommodations for families come equipped with kitchens, bathrooms, and furniture. Each modular house costs $12,500. 

Vitalii Kim, Head of Mykolaiv Regional Military Administration, reports that there are currently vessels from 29 different countries docked in the ports of Mykolaiv oblast. Unfortunately, these vessels are unable to depart the area due to the ongoing threat of shelling.

Odesa oblast

The Southern Defense Forces of Ukraine report that the russian military placed three missile carriers on high alert in the Black Sea, including a Buyan-M small missile ship and two frigates, the Admiral Makarov and Admiral Essen. These vessels are armed with a total of 24 Kalibr missiles, indicating an extremely high level of missile threat. 

The Mentis centre in Odesa is providing free rehabilitation for Ukrainian military personnel with musculoskeletal problems resulting from injuries. Highly qualified trainers with experience in treating various pathologies are overseeing this rehabilitation.

Kherson oblast

Kherson Regional Prosecutor’s Office said that at around 8:30 a.m. the russian military shelled Kherson. Two employees of a utility company were seriously injured. They were hospitalised. The attack damaged residential buildings, cars and civilian infrastructure. 

Oleksandr Prokudin, Head of Kherson Regional Military Administration, reported that on  September 28, the russian army fired 96 times at Kherson oblast. There were 671 shells launched from various types of weapons at the region, including 45 at Kherson. The enemy fired at residential areas and shelled a park in Beryslav region. Residential neighbourhoods were shelled, damaging apartment blocks and private houses, as well as the city’s life support facilities. The enemy artillery fire on the Korabelny district killed three women on the street and damaged private houses. During the shelling of Antonivka, a man and two women sustained shrapnel wounds, houses caught fire, and trucks and cars were damaged.

Volodymyr Litvinov, Head of Beryslav Regional Administration, said that on September 28, while carrying out field work, a tractor driver hit a russian mine. The mine exploded between the villages of Tryfonivka and Piatikhatky. The driver was injured and taken to hospital. 

The press service of the State Emergency Service of Ukraine in Kherson oblast informs that pyrotechnics received armoured vehicles. Now sappers can comfortably and safely arrive at demining sites and clear the region of explosive ordnance step by step. The equipment, vehicles and machinery received with the support of the Ukrainian FireFighters Foundation allow rescuers to do their job more efficiently and faster, as the armour protects and saves them from enemy attacks. 

The National Resistance Centre reports that in the temporarily occupied part of Kherson oblast, russians give out food packages to villagers only if they have a russian passport. The occupiers also demand that they write an application for a russian passport and ask why they have not yet received one. At the same time, men are handed summonses to the occupation military commissariat, where they have to register with the russian military. This is happening because the occupation administration is failing in its plans for forced passportisation in the Kherson oblast.

Yurii Sobolevsky, Deputy Head of Kherson regional council, reported that on the left-bank territory of the region, russian occupiers are taking away land from local farmers. These are farmers who refuse to cooperate with the occupiers and whose land is temporarily not being used. It is given to those who agree to work under the terms of the occupation regime and register their business under the russian law. The farmland is allegedly provided for temporary use, but what is happening is a hidden form of illegal land confiscation from local residents. In addition, there are reports that russian farmers have begun to appear in the villages of the left bank, re-registering businesses illegally. 

Latest news for today in the western regions of Ukraine

Volyn oblast

The RMA reports that the oblast continues to rebuild the village of Blahodativka in Kherson oblast. Therefore, volunteer builders from Volyn restored 21 residential buildings in the settlement.

Lutsk City Council reported that employees of Volyn Regional Territorial Center of Recruitment and Social Support received 10 TECSAR chest video recorders.

Zakarpattia oblast

Uzhgorod Central City Clinical Hospital received humanitarian aid, namely, operating tables and lamps, multifunctional beds, wheelchairs for people with disabilities, crutches, tripods for drips, etc., from the Solidarity of Corsica-Ukraine NGO.

The RMA reported that from October 1, the Invincibility Centers will resume work in Uzhhorod.

Ivano-Frankivsk oblast

Ivano-Frankivsk City Council allocated financial support for 745 wounded defenders of Ukraine, 36 wounded participants of anti-terrorist operation, 284 people with disabilities caused by the war. In addition, almost UAH 50 mln was allocated for equipment for military personnel.

Lviv oblast

The Defense Council of Lviv oblast was convened the day before. They decided to deploy additional roadblocks and restrict traffic with a high level of noise during the curfew and the alarm periods. The energy headquarters discussed the readiness of Lviv oblast for the heating season.

Memorial plaques in honour of graduates were opened at Kamianka-Buzka school #2 named after Hryhori Tiutiunnyk. Roman Kotkov was a grenade launcher of the 80th separate amphibious assault brigade. He was killed during a combat mission in Svativ region on September 28, 2022. Dmytro Buderkevich  was killed defending the state from the invaders in Chasiv Yar, Donetsk oblast, on May 13 of this year.

Rivne oblast

The RMA reported that representatives of the regional IT business sent tablets to the air defense military units in the Northern operational area.

Ternopil oblast

Ternopil oblast is 100% ready for the heating season. Over 1,2K boiler houses will operate in the coming heating season. Heat sources were diversified. Some of the boiler houses will work on gas, some on wood fuel, coal, some on electricity and other alternative fuels. Dozens of boiler houses and over 1K infrastructure facilities, educational institutions, budget institutions and organizations are currently equipped with generators that will allow them to work in the event of a power outage. Also, local self-government bodies and district military administrations have developed and approved action plans in the event of unforeseen situations and possible attacks from the russian federation.

Khmelnytskyi oblast

Khmelnytskyi City Council sent 3 quadcopters Dji Mavic 3, Dji Mavic Fly Combo and Dji Matrice 30T for one of the combat military units of the city.

Chernivtsi oblast

The RMA reported that a conference was held on the development of transport and transit infrastructure of the cross-border territory of Chernivtsi oblast and Botoshan county (Romania).

As part of the implementation of the Side by Side project, reconstruction of the village of Zarichne of Visokopil community of Kherson oblast is ongoing. So far, Bukovyna builders have restored 15 residential buildings. A total of 118 objects need to be restored in Zarichny.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

Ursula von der Leyen, President of the European Commission, stated that since the beginning of the full-scale aggression of the russian federation, the EU has provided Ukraine with financial, humanitarian and military aid in the amount of €81 billion.

The US House of Representatives approved a bill on allocating aid to Ukraine in the amount of $300 mln.

The German government allowed Rheinmetall to create a joint defense enterprise with Ukraine. At the initial stage, the enterprise will work exclusively in Ukraine.

In Slovakia, volunteers collected €650K to buy a Bozena-5 demining machine for Ukraine. The Way Industries promises to deliver it by the end of the year. The company will also send additional equipment and train sappers to work with the machine.

Ukraine was elected to the Board of Directors of the IAEA for 2023-2024.

The IAEA General Conference approved a resolution on the immediate return of the Zaporizhzhia nuclear power plant under the full control of Ukraine.

Volodymyr Zelenskyy, President of Ukraine, met with Odile Renaud-Basso, President of the European Bank for Reconstruction and Development. They discussed cooperation in the field of energy security, trade financing, support of critical infrastructure and municipalities, food security, corporate sector, etc.

The EU Council has extended temporary protection for Ukrainian refugees until March 4, 2025. This protection includes housing, access to the labour market and housing, medical and social assistance, and education for children.

Global implications of russian aggression 

Ruslan Strilets, Minister of Environmental Protection and Natural Resources, reports that fires, shelling and the offensive of russian equipment have led to additional emissions of about 120 million tonnes of carbon dioxide. He noted that this is an additional burden on the climate system. russia’s armed aggression against Ukraine calls into question the achievement of climate goals by the civilised world. The area of fires has increased from 35.6 K hectares to 495.1 K hectares since the beginning of the great war. This is more than the average annual area of all fires in the entire EU in the period from 2006-2021, which is 460 thousand hectares. The minister said that recently, Ukraine, together with the civilised world, was deciding how to reduce emissions and achieve climate neutrality by 2050. Today, we have to fight environmental pollution, even though Ukrainian industry is operating at only 25% capacity.
