War in Ukraine today: latest news, September 26, 2023 (photo)

It has been the 580th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

There were 20 combat clashes during the day. Also, the russian federation struck again at Ukraine using 38 Iranian Shahed-136/131 strike UAVs. The port infrastructure of Odesa oblast was affected. As a result of combat operations, 26 enemy drones were destroyed by air defense forces and means. In total, the enemy launched 7 missile and 73 air strikes, fired 37 times from multiple launch rocket systems at the positions of our troops and populated areas. Unfortunately, russian terrorist attacks have resulted in civilian casualties and injuries. Residential buildings and other civilian infrastructure were destroyed and damaged.

The operational situation in eastern and southern Ukraine remains challenging.

The situation towards Volyn and Polissia remained unchanged. There were no signs of offensive groups forming. Certain units of the belarusian armed forces are performing tasks in the areas bordering Ukraine.

Towards Siversk and Sloboda, the enemy maintains a military presence in the border areas, continues shelling settlements from the territory of the russian federation, and increases the density of minefields along the state border of Ukraine. The enemy launched air strikes near the settlements of Hrabovske and Popivka in Sumy oblast and Starytsia and Hatyshche in Kharkiv oblast. More than 25 settlements came under artillery and mortar fire, including Kliusy, Bleshnya, Hremyachka, Leonivka, Kostobobriv in Chernihiv region; Stara Huta, Porokhon, Volfyno, Myropillya, Pozhnia in Sumy region and Udy, Vovchansk, Budarky, Vilkhuvatka, and Bolohivka in Kharkiv oblast.

Towards Kupiansk, the enemy conducted airstrikes near Synkivka and Kupiansk in Kharkiv oblast. The areas of Sinkivka, Tabaivka, Berestove in Kharkiv oblast were subjected to artillery and mortar shelling by the enemy.

Towards Lyman, Nadiya and Novoyehorivka in Luhansk region and Torske, Siversk and Spirne in Donetsk oblast were subjected to enemy air strikes. Artillery and mortar shelling affected more than 15 settlements, including Makiivka, Nevske, Bilohorivka in Luhansk region and Zarichne, Dibrova, Spirne, Rozdolivka, Fedorivka in Donetsk oblast.

Towards Bakhmut, our defenders are steadfastly holding the line and defending our land from the occupiers. The enemy launched an airstrike near Klishchiyivka, Kostyantynivka, and Pivdenne in Donetsk oblast. More than 25 settlements came under artillery and mortar fire, including Vasyukivka, Orikhovo-Vasylivka, Bohdanivka, Ivanivske, Andriivka and Druzhba in Donetsk oblast. The enemy is increasing the density of minefields.

Towards Avdiivka, our defenders successfully repelled enemy attacks in the area southeast of Severne in the Donetsk oblast. The enemy conducted an air strike near Avdiivka. More than 10 settlements came under artillery and mortar fire, including Novokalynove, Stepove, Tonenke, Sievierne, Pervomaiske and Nevelske in Donetsk oblast.

Towards Marinka, our defenders successfully repelled nine enemy attacks in the vicinity of Mariinka, Donetsk oblast. The enemy conducted an airstrike near Novomykhailivka, Donetsk oblast. More than 10 settlements were under the occupiers’ fire, including Krasnohorivka, Heorhiivka, Pobeda, Novomykhailivka, Katerynivka and Yelyzavetivka in Donetsk oblast.

Towards Shakhtarsk, the enemy conducted airstrikes near Urozhayne, Blahodatne and Staromayorske in Donetsk oblast. They shelled about 10 settlements with artillery and mortars, including Vodyane, Vuhledar, Prechystivka, Zolota Nyva, Blahodatne, and Urozhayne in Donetsk oblast.

Towards Zaporizhzhia, the enemy conducted an air strike near Mala Tokmachka, Zaporizhzhia oblast. About 20 settlements came under artillery and mortar fire, including Levadne, Huliaipole, Orikhiv, Shcherbaky, Stepove, Pyatikhatky in Zaporizhzhia oblast. 

Towards Kherson, the enemy conducted airstrikes in the areas of Beryslav, Mykolaivka, and Olhivka in the Kherson oblast. About 10 settlements of Kherson oblast, including Osokorivka, Respublika, Beryslav, Antonivka, Kizomys in Kherson oblast and the city of Kherson, were subjected to hostile artillery and mortar attacks.

At the same time, the Ukrainian Defense Forces continue offensive operations towards Melitopol and offensive (assault) operations towards Bakhmut, inflicting losses in manpower and equipment on the occupation forces, and exhausting the enemy along the entire front line.

Aviation of the Ukrainian Defense Forces carried out 12 strikes on buildups of enemy personnel, weapons and military equipment. 

Rocket troops destroyed 4 artillery pieces, 3 buildups of personnel and military equipment, 1 control center and 2 enemy ammunition depots.


Energoatom has brought all power units in Ukraine to maximum capacity. Another unit is planned to be launched in the future. On September 25, Energoatom brought all seven operating nuclear power units to maximum capacity. Previously, the capacity was limited due to market conditions, but this decision increased it by 300 megawatts. The total capacity of nuclear generation is currently 6400 MW. Another power unit has been reloaded and is undergoing start-up operations, which will also be put into operation soon.

On September 26, the cargo ship left the Black Sea seaport after loading grain. The blockade of deepwater ports has already affected Ukrainian grain exports, which fell by 51% to 1.57 million tons in September from 3.21 million tons in the same period last year. World wheat prices began to decline immediately after the first ship with grain left one of Ukraine’s Black Sea ports, for the first time since Russia announced its withdrawal from the grain agreement.

Recent war events in the east of Ukraine

Kharkiv oblast

Oleh Syniehubov, Head of Kharkiv Regional Military Administration, reported that yesterday the enemy massively shelled settlements of Chuhuiv, Kupiansk and Izium regions.

The enemy attacked several times Vovchansk city, Chuhuiv region. Private buildings, outbuildings and cars were damaged. The garbage dump was on fire. A 73-year-old man and a 60-year-old woman were injured and hospitalised.

In Cherneshchyna village, Izium region, hostile shelling damaged a power line.

Forest fires broke out in Velyka Shapkivka, Kupiansk region, and Bohuslavka, Izium region, as a result of shelling.

A combine harvester tripped over a mine in a field near Andriivka, Izium region, during harvesting at about 11:55 am. There were no casualties.

Yesterday pyrotechnics of the State Emergency Service examined more than 3.2 hectares of territory and defused 132 explosive ordnance.

Regional SBU Office informed that counter-sabotage measures will be in Kharkiv on 26-27 September. The participants will use military equipment, weapons and radio equipment to perform the tasks. During this, inspections of certain areas will be conducted, citizens’ documents will be checked,and vehicles inspected. It is also possible that passage or traffic through some streets of the city may be restricted.

In September, there were six explosions of equipment during field work in Kharkiv oblast, two more than in August. Kharkiv State Emergency Service reported that demining in the region will continue until winter.

Donetsk oblast

Kostiantynivka City Military Administration reported about russian shelling at 1:10 pm on 26 September. According to preliminary information, there were no casualties. Rescuers and police are working at the site of the shelling.

The press service of Donetsk State Emergency Service said that employees of the State Emergency Service were under russian attacks while extinguishing a fire that started due to an attack in Pivnichne, Bakhmut region. The rescuers were not injured.

Pavlo Kovalchuk, Spokesman of the General Staff of the Armed Forces of Ukraine, stated that the Armed Forces of Ukraine repelled enemy attacks near Avdiivka, Sieverne, Marinka and Klishchiivka yesterday. 

According to Donetsk Regional Military Administration, in the middle of the night, russians shelled Sloviansk community, damaging the market and cafes, without causing any casualties.

Towards Volnovakha, a building and an outbuilding in Novoukrainka were damaged and Vuhledar was shelled 36 times.

Towards Donetsk, Kurakhove was targeted, 12 shells hit the private sector of the city.  Krasnohorivka and Novomykhailivka of Marinka community were shelled.

Towards Horlivka, 5 private buildings, 2 apartment buildings and 1 industrial building were damaged in Chasiv Yar community. In Illinivsk community, fields outside the settlements were attacked. A building in Dyliivka of Kostiantynivka community was damaged.

Towards Lysychansk, 2 people were killed in Zvanivka. A building in Siversk was damaged and Lyman community was attacked 28 times.

The invaders also shelled Niu-York with Grad MRLs, hitting two private buildings. Also russians dropped a FAB-250 bomb on Druzhba Street, damaging 5 private buildings. The enemy attacked Pivnichne with artillery. At least 4 private buildings were destroyed.

Residents of Studenok village, which was de-occupied a year ago, find russian shells, mostly RPGs, on the streets and in their yards. Serhii Kokhan, Acting Head of the village, said that the collected ammunition is given to Ukrainian troops.

Luhansk oblast

According to Luhansk Regional Military Administration, yesterday after the detonation of shells in Sorokyne, rescuers worked at the scene for 1.5 hours.

The day before yesterday, russians used incendiary shells which caused fires around Novoliubivka village. There were no casualties.

The enemy continues to suffer significant losses. A hospital was set up in the central city hospital of Pervomaisk where more than 200 russian servicemen are being treated.

Also russians began threatening residents of the occupied territories with a reduction or cancellation of childcare payments if the child does not receive a russian passport upon reaching the age of 14.

In Rubizhne, Lysychansk and Sievierodonetsk, the situation with preparations for the heating season is difficult. For the second time, the invaders are doing almost nothing on the eve of winter. Medical care there is at a very low level. Medicines are limited and people, who tried to complain to moscow about the inaction of the local occupation administrations, have already been visited by guests and told that they no longer need to do so.

This year, 14 children left the territory occupied nine years ago to enter Ukrainian universities.

For the third time in September, metal stoves were delivered to the residents of Krasnorichensk community. Yesterday they were distributed  to eight more households in Nevske and provided 34 first aid kits to the local population. However, the security situation in the settlement remains difficult. The enemy shelled Nevske with aircraft and artillery. There were seven explosions yesterday. Also russians launched air strikes on Nadiia, Novoiehorivka and Bilohorivka. In addition, Bilohorivka withstood artillery attacks.

What is happening now in the north of Ukraine

Kyiv oblast

Kyiv RMA reported that there will be explosions in Bila Tserkva region as pyrotechnic units destroy explosive ordnance. 

According to Kyiv RMA, a modern kindergarten is being built in Irpin to replace the one destroyed by the hostilities. Before the war, 160 children attended Vesnianka pre-school No. 2. The project includes the construction of a new building to replace the destroyed one, sports and playgrounds, a radiation shelter in the basement and a 15-metre swimming pool. Energy-saving technologies will be used.

Vitalii Klychko, Mayor of Kyiv, said that the capital has developed an algorithm for the prompt connection of alternative sources of heat in case of emergency. Last winter, enemy attacks severely damaged 63% of the equipment needed to ensure stable operation during the autumn and winter period.

Kyiv Regional Employment Service reports that there are programmes and social services for IDPs in Kyiv oblast. 73 IDPs started businesses in Kyiv oblast. 107 IDPs received a voucher for training or advanced training. More than 440 people were involved in community service under the Army of Recovery programme. 378 employers received compensation for hiring IDPs and provided jobs for 605 people.

The City Council reported that in Irpin community, 398 families (1,115 people) have applied for temporary housing. There are two modular towns for families whose housing was destroyed or damaged during the hostilities.

The Government of Canada will allocate funds to complete the second phase of the Holodomor Genocide Museum in Kyiv. The museum’s public relations team noted that such agreements were reached during President of Ukraine Volodymyr Zelenskyy’s visit to Ottawa.

The Dovzhenko Centre opens an exhibition about the conquest of the Dnipro River as part of the Kyiv Biennale. The theme of the exhibition is related to the events of 6 June 2023, when russian troops blew up the Kakhovka Reservoir dam and committed another war crime during their full-scale invasion of Ukraine. This is the first exhibition organised by the Dovzhenko Centre since the beginning of the full-scale war.

Zhytomyr oblast

Maksym Samchyk, Head of Raihorodok community, said that the community had purchased nine bulletproof blankets for the military worth UAH 300,000. Armoured blankets are used for personal protection against firearms bullets and fragments. In total, in 2023, the community has planned UAH 880 thousand from the local budget to help the Defence Forces.

The organisers of the Iron Country charity triathlon reported that they had raised more than UAH 163K to buy an ultrasound machine for the Zhytomyr Military Hospital.

Representatives of the Razom running community in Zhytomyr raised UAH 500K for the needs of the Armed Forces of Ukraine. Volunteers from three running clubs started a joint project to support the soldiers last year and united into one team. As of today, 80 participants have joined the project. Donations are collected during individual runs, group training sessions, and at public sporting events.

Sumy oblast

It is reported that russians fired 20 times at the border areas and settlements of Sumy oblast. There were 77 explosions in total. Esman, Seredyno-Buda, Svesa, Shalyhyne, Krasnopilla, Bilopilla, Myropil, Velyka Pysarivka communities were shelled. 

According to Sumy RMA, at night, the enemy fired mortars at Znob-Novhorodske community. There were two explosions. 

Representatives of Sumy RMA took part in a two-day regional economic forum in Kyiv. The event was supported by the United States Agency for International Development (USAID), the Ministry of Economy of Ukraine and the Cabinet of Ministers of Ukraine.

Sumy RMA reported that a new U-LEAD training programme called Steps for Specialists: Project Cycle Management-2023 started. Among the communities of Sumy oblast, teams from the Sad and Svesa communities were selected. 

Chernihiv oblast

It is reported that russians fired 9 times at the border of Chernihiv oblast from their territory. There were 114 attacks in total. The enemy launched 94 attacks on Semenivka community using cannon artillery, mortars and multiple rocket launchers towards Kostobobriv, Bleshnia, Oleksandrivka, Leonivka, Medvedivka and Hremiach. Also russians directed 20 mortar attacks at the territory of the Snovsk community towards Kliusy. 

Oleksandr Atroshchenko, Deputy Mayor of Chernihiv, said that two wooden modular houses from Latvia were brought to Chernihiv and will be installed on Drozd Street, along with others. By the end of 2023, Chernihiv will receive 10 more modular houses from Latvian partners. 

The Single Art Space of Chernihiv Region project presented its new video work. My Chernihiv. Tango of the Unconquered is a story of the indomitable Ukrainian city. The music for the song was composed by People’s Artist of Ukraine Maryna Honcharenko. The lyrics were written by Halyna Petrova, while she was sitting in the basement during the siege of the city. The video was created with the help of the prominent Ukrainian writer Vasyl Shkliar, whose words were chosen as the leitmotif of this work.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

At night, the invaders launched a missile attack on Kryvyi Rih. They targeted one of the enterprises, there were no casualties or destruction. At night, the enemy also shelled Nikopol with artillery. 3 private buildings, 2 outbuildings, 1 unused building, 3 power lines and several dozen solar panels were damaged. Myrove and Chervonohryhorivka communities were also shelled.

During the day, russians terrorised Nikopol. The invaders launched four times from heavy artillery. They were using Kamikaze drones. Three UAVs hit the city. There was destruction. Two private buildings, an infrastructure facility and a utility company were damaged, an outbuilding destroyed and another one mutilated.

Vinnytsia oblast

​​More than 200 systems for automatically opening doors to shelters during an air raid were installed in Vinnytsia. More than 150 of them were installed in Vinnytsia apartment buildings. The systems started to be installed in the residential sector about a month and a half ago. Another 53 systems were installed in school and pre-school education institutions and 4 vocational colleges that have an external entrance to the shelter. The main idea of this system is to provide an unhindered entrance to the nearest shelter.

Kirovohrad oblast

The Defence Forces of southern Ukraine reported that overnight, Ukrainian air defence forces shot down three russian drones over Kirovohrad oblast.

Poltava oblast

Dmytro Lunin, Head of Poltava Regional Military Administration, informed that 38 power stations and two batteries were delivered to the military. The equipment was allocated from the regional reserve. The power supplies will help soldiers perform combat missions.

Cherkasy oblast

Ihor Taburets, Head of Cherkasy Regional Military Administration, reported that at night russian troops attacked the region with attack drones. The air defence forces were engaged. An infrastructure facility was hit. In total, air defence forces shot down four air targets. There were no casualties. The aftermath is currently being eliminated.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

On September 26, russian troops carried out 124 attacks on 23 towns and villages on the frontline. Huliaipole, Malynivka, Tokmachka, Novodarivka, and Robotyne were hit. One person was killed and another injured. 

The General Staff of the Armed Forces of Ukraine reports that in the temporarily occupied settlement of Nove, Zaporizhzhia oblast, the russian army is deploying military equipment in the yards near civilian homes. 

Mykolaiv oblast

Vitalii Kim, Head of Mykolaiv Regional Military Administration reports that on  September 25 and on the night of  September 26, russian forces fired X-59 cruise missiles and drones at Mykolaiv oblast. One of the missiles hit an infrastructure facility in Mykolaiv. Grain stocks worth UAH 8 million were destroyed. There were also several fires caused by downed drones. As of now, there are no civilian casualties. However, many windows and property were damaged, including several cars. 

The Southern Forestry Office of the state specialised economic enterprise Forests of Ukraine received five petrol-powered pumping stations for spraying foam-water solution and 500 litres of concentrated foam. The firefighting modules were procured by the United Nations Office for Project Services (UNOPS) with the organisational support of the Regional Office for International Cooperation (ROC) and funded by the Embassy of Denmark in Ukraine.

On September 26, Vitalii Kim, Head of Mykolaiv Regional Military Administration, together with his deputy Yuriy Granaturov and Dmytro Tarasenko, Head of the UST – Ukraine Support Team Mykolaiv office, held a working meeting with representatives of the International Committee of the Red Cross. The parties discussed a number of important issues related to financing mental health support programmes in communities, as well as providing the necessary humanitarian and financial assistance in accordance with the needs of the oblast. Having identified further areas of cooperation, Vitalii Kim expressed his gratitude to international partners for their assistance.

Odesa oblast

The State Border Guard Service said that on September  25, the russian  troops attacked civilian infrastructure in the south of Odesa oblast with Shahed-131/136 attack drones. Mobile firing groups of border guards as part of the Southern Ukrainian Defence Forces hit 6 drones. 

Oleg Kiper, Head of Odesa Regional Military Administration, says that on September  25, the enemy attacked an international checkpoint near Izmail on the Danube, a few hundred metres from Romania. The buildings of the international crossing, warehouses, 6 trucks and 30 trucks in the customs clearance area were damaged. Thanks to the quick actions of the border guards and crossing staff, two passenger buses, including one with children, were evacuated from the area. The State Border Guard Service confirmed the destruction of the Orlivka checkpoint. 

The Main Directorate of the National Police in Odesa oblast reported that police officers in Odesa region are teaching children to recognise explosive devices and how to act if they are found. Officers of a special police battalion conducted one of these classes with pupils from the NGO Vy.Mova. 

Kherson oblast

On September 26 around 15:00, russian troops attacked residential neighbourhoods in Kherson. A 52-year-old woman was hospitalised in a moderate condition, as she was near her own home during the shelling. Two injured men were treated on the spot.

Oleksandr Prokudin, Head of Kherson Regional Military Administration, reported that in the morning of September 26, the russian army shelled Kyselivka in Kherson oblast. One person was killed. 6 people were injured. 

Olhivka was attacked by russian troops   from the air. The extent of the damage is being established.

According to Kherson RMA, Beryslav was attacked by russian troops with a kamikaze drone. A police officer from the Dnipropetrovsk oblast was injured. 

Oleksandr Prokudin, Head of the Kherson Regional Military Administration, reported that on  September 25, russian troops fired 93 times at Kherson oblast with various types of weapons. Educational institutions, a housing office, an administrative building, a hostel, pharmacies, and a market were damaged. Six people were killed and 10 injured. 

Latest news for today in the western regions of Ukraine

Volyn oblast

Within the framework of the Regional Economic Forum, a memorandum on cooperation was signed between Volyn, Rivne, Ivano-Frankivsk, Lviv and Zakarpattia oblasts. The memorandum will strengthen the participation of Ukrainian organizations in the financing programs of the European Commission, both traditional Interreg programs and EU programs opened after Ukraine received candidate status.

Lutsk City Council reported that were purchased SUVs, one of which was a pickup, so that a large-caliber machine gun could be installed in the trunk, 55 different quadcopters (DJI Mavic, DJI Mavic 3T, DJI Matrice 30T, 25 FPV drones), 6 thermal imagers, rangefinders, active antennas, drone glasses, several Starlink systems, diesel generators, Eco-Flow charging stations thanks the funds that Lutsk City Council employees give as a day’s earnings.

Humanitarian aid, namely, office equipment, stationery, clothes, shoes, furniture, personal hygiene products, blankets, bedding and mattresses, was sent to Rozhyshchen educational and rehabilitation center for children with musculoskeletal disorders thanks to partners from Italy.

Zakarpattia oblast

The regional hospital for veterans will receive about UAH 4 mln in financial support from the regional budget. This was discussed at a meeting of the permanent commission of the regional council.

Ivano-Frankivsk oblast

Since the beginning of 2023, in Ivano-Frankivsk community, 751 defenders have received payments for the anniversary of the full-scale invasion in the total amount of UAH 15,2 mln. 342 wounded soldiers have received payments for treatment in the total amount of UAH 3,42 mln. 378 family members of the killed and missing have received assistance in the amount of the monthly subsistence minimum. 208 people from the families of fallen soldiers and missing persons will receive payments in the total amount of UAH 15,95 mln; 825 servicemen without the status of UBD, as compensation for the utility company for the total amount of UAH 2,475 mln.

Lviv oblast

The RMA held a meeting with Yagmur Ahmet Guldere, Ambassador Extraordinary and Plenipotentiary of the Republic of Turkey to Ukraine. Cooperation and support were discussed.

The RMA held a meeting with Wolfgang Sobotka, Chairman of the National Council of the Republic of Austria. Within the scope of the visit to Ukraine, the delegation of Austrian parliamentarians will visit the city of Lviv and Kyiv.

The RMA reported that all 49 vocational education institutions of the oblast are provided with alternative sources of electricity.

Rivne oblast

Builders from Rivne oblast have restored 186 destroyed houses in Kherson oblast. The regular brigade from the oblast continues to work in the liberated Kochubeyiv community. These are 9 men from Duben region, who are already completing work on the restoration of four houses in Kochubeivka and one in Orlovo. Volunteers replace windows, doors and cover roofs. The liberated villages of Kochubey community are under the protection of Rivne oblast within the framework of the Side by Side project.

The 13th group of experts of the permanent mission of the IAEA started work at Rivne NPP. The experts will work at the RANP until October 16.

Ternopil oblast

The RMA held a meeting with representatives of the Embassy of the Kingdom of Sweden in Ukraine. They discussed consequences of enemy attacks on critical infrastructure facilities, blackouts, post-war rehabilitation of the military and assistance to IDPs.

The RMA held a meeting with representatives of the Sweden-Ukraine Foundation. During the meeting, a Memorandum of Understanding was signed in the medical sector between the RMA and the Foundation.

Khmelnytskyi oblast

In Khmelnytskyi, 260 kamikaze drones and 20 control systems for them worth over UAH 5 mln were sent to 5 military units based in Khmelnytskyi community.

Chernivtsi oblast

The RMA held a meeting with Vasyl Lavreniuk, Head of Bukovyna conference of the Seventh-day Adventist Church. During the meeting, the issue of humanitarian aid was discussed. The religious communities of the Bukovyna conference of the Seventh-day Adventist Church sent 5,6K first-aid kits, 120 backpacks for medics, as well as over UAH 6 mln worth of medicine to the front, including UAH 4 mln for the military.

On September 29, the Ukrainian-Latvian business forum will be held in Chernivtsi. It is organized by Chernivtsi RMA together with the Honorary Consulate of the Republic of Latvia. The purpose of the event is to strengthen Ukrainian-Latvian economic cooperation, in particular, to establish promising relations with international partners, to discuss current topics of trade cooperation between the two states.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

Ukraine received $100 mln from the World Bank under the guarantee of Great Britain. The funds will be directed to partial compensation of the expenses of the state budget of Ukraine, made for the reimbursement of pension payments for July 2023. The total volume of financial assistance to Great Britain from February 2022 reaches $ 1,6 billion.

The US Embassy in Ukraine reported that the US gave Ukraine a list of priority reforms, the implementation of which will depend on aid.
