Incapable of gaining any success on the battle field, the enemy continues to launch missile strikes and use assault UAVs to destroy critical infrastructure and residential areas of our country’s cities.
The invaders again launched a massive missile strike, used almost thirty cruise missiles on our country, inflicted seven air strikes and carried out about twenty-five attacks from multiple launch rocket systems.
Thirty-two air targets were destroyed by air defense units of Ukraine in different directions, including 21 cruise missiles and 11 unmanned aerial vehicles.
Following a massive barrage of rocket attacks, the infrastructure of over ten settlements in Lviv, Vinnytsia, Dnipropetrovsk, Zaporizhzhia and Donetsk oblasts was damaged. At night, the enemy used eight Iranian assault UAVs to try to damage critical infrastructure in Mykolaiv Oblast. All the drones were destroyed by the air defense forces of the Armed Forces of Ukraine.
The situation towards Volyn and Polissia did not change significantly.
In other directions, the enemy fired mortars, tanks, barreled and rocket artillery in areas of the following settlements towards:

Avdiivka, Berdychi, Avdiivka, Kamianka, Pervomaiske, Vodiane, Nevelske, Krasnohorivka, Marinka and Novomykhailivka;

Towards the South Buh, the enemy continues to shell the positions of our units to thwart a counterattack along the entire line of contact. The areas of over twenty settlements were affected by fire, namely Davydiv Brid, Nova Kamianka, Blahodativka, Shyroke, Shevchenkove, Liubomyrivka, Ternovi Pody, Pravdyne, Myrne and Oleksandrivka.
Mobilization and transfer of reserves do not enable the enemy to overcome the resistance of the defenders of our country. Meanwhile, riots among the mobilized continue in Russia. Thus, according to available information, at one of the training grounds of the eastern military district, due to the low level of security, non-compliance with sanitary standards, inadequate nutrition and lack of normal living conditions, more than a hundred mobilized russians refuse to comply with any orders of the command and leave the barracks.
Units of the Defense Forces of Ukraine repulsed the occupiers’s attacks in the areas of Mykolaivka, Soledar, Bakhmut, Bakhmutske, Maiorsk and Pervomaiske.
The defeat of the buildup of enemy manpower and military equipment in Kherson Oblast was confirmed. According to available information, up to one hundred invaders and about thirty units of weapons and military equipment were destroyed.
In Zaporizhia Oblast, in previous days the Defense Forces struck the S-300 anti-aircraft missile system, up to ten units of military equipment and about sixty servicemen of the russian occupation forces.
The aviation of the Defense Forces inflicted two strikes on buildups of enemy weapons and military equipment.
Rocket forces and artillery struck one control point, nine buildups of manpower, weapons and military equipment, five air defense systems and four ammunition depots.
The President’s Office reports that at an urgent G7 meeting, President of Ukraine Volodymyr Zelenskyy proposed a Formula for Peace. The first point is defensive support, including the air shield for Ukraine. The second point is Ukraine’s territorial integrity, which is combined with the third point – the punishment for russia for everything it has done. He also added: “When russia attacks the energy sector and energy stability of our countries, it is necessary to block its energy sector with sanctions, break stability of Russian revenues from oil and gas trade. We need a tight price ceiling for oil and gas exports from russia – zero profits for a terrorist state. It is these steps that can bring peace closer – they make the terrorist state think about peace, about the disadvantage of war.”
Head of the President’s Office Andrii Yermak reports that there occurred another exchange of prisoners of war. 32 Ukrainian soldiers were released and the body of the Israeli Dmytro Fialka returned. Among the freed prisoners are officers, sergeants and soldiers of the Armed Forces of Ukraine.
37 children illegally taken from the temporarily occupied Kharkiv oblast were returned to Ukraine. This was reported by the Ministry of Reintegration of the Temporarily Occupied Territories. The russians illegally took the children to the russian village of Kabardinka (near Gelendzhik), despite the fact that each of them has parents. Currently, the children are in Zakarpattia in shelters for internally displaced persons.
Just within a day, Ukrainians transferred UAH 352 million to the Serhiy Prytula Foundation to help the Ukrainian army in the war against the russian federation. Prytula announced this on Twitter. Amid russia’s growing missile terror against Ukraine in recent days, the Prytula Foundation has announced a fundraiser for kamikaze drones. However, Ukrainians exceeded volunteers’ expectations, so not only drones will be purchased.
Recent war events in the east of Ukraine
Kharkiv oblast
According to the General Staff of the Armed Forces of Ukraine, russia’s army is incapable of stopping a Ukrainian counteroffensive in Kharkiv oblast. Gaining no success on the battlefield, the enemy is launching missile strikes and actively using UAVs to hit critical infrastructure and populated cities in the country. The invaders shelled five settlements towards Sloboda, namely Kozacha Lopan, Odnorobivka, Sotnytskyi Kozachok, Udy and Veterynarne.
Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that 37 children, illegally taken to russia from Kharkiv oblast by the invaders, are returning to their homeland. To get the children back, their parents had to travel through several European countries.
A man’s body with his hands tied was found in the de-occupied Izium region. According to the investigation, he was tortured and killed by russian troops during the occupation of the village.
The russians shelled settlements in Bohodukhiv, Chuhuiv, Kharkiv and Kupiansk regions. 3 private buildings were damaged and fires broke out in Kupiansk.
The enemy targeted life support infrastructure with S-300 missiles. Due to the damage to the energy infrastructure, most of Kharkiv and the region’s settlements were de-energized. Power supply was restored within a day.
According to the Regional Centre for Emergency Medical Care, a 52-year-old man in the Kharkiv region was hospitalized with injuries.
Units of the State Emergency Service continue to clear the territory of the region and defused 404 explosive objects.
More than 400 km of roads were cleared from the aftermath of hostilities. A total of 188 workers and 94 units of road equipment were involved in the work.
Donetsk oblast
The exhumation of bodies of those killed during the hostilities and occupation continues. Representatives of the RMA with a group of foreign and local media were working in the de-occupied Lyman to show the world the consequences of the russian occupation. Thanks to the testimonies of residents, two sites of mass graves in Lyman were identified. According to the citizens, civilians were buried in one place and the military in the other. How accurate this distribution is remains to be verified.
At the site where civilians are probably buried, about a hundred and fifty graves were found, but the final death toll will certainly differ. Many of the dead have blast injuries – the bodies literally have to be collected in pieces. There are also bodies with signs of torture in the graves.
Law enforcers found another torture chamber near the liberated Sviatohirsk Lavra. Exhumation continues in Lyman, with more than 100 trenches discovered in total.
Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that russians killed 6 civilians: 2 in Dibrove, 1 in Opytne and 3 in Sloviansk. Another 8 people were injured.
The night passed relatively quietly in most parts of the front.
In the Kostiantynivka community, russians shelled Predtechyne, hitting a farmhouse, with no casualties.
Towards Donetsk, there were isolated hits on Avdiivka – no casualties.
Towards Horlivka, there was shelling in Bakhmut, Toretsk and Svitlodarsk communities. One building each was damaged in Bakhmut and Opytne, and one person was killed in the latter. A school in Shcherbynivka was damaged – no casualties. Shelling of the Maiorsk station is ongoing.
Towards Lysychansk, there were hits in Siversk and its outskirts, information on casualties and the extent of destruction is being clarified.
In the liberated Sviatohirsk, mobile communication and 4G mobile internet were restored. A bakery is planning to begin operating. But the danger in the region remains very high.
Mariupol Mayor’s Councillor, Petro Andriushchenko, reported that in the temporarily occupied Mariupol, russian invaders are distributing temporary accommodation among russians and collaborators, while promised houses to locals will be replaced with empty half-destroyed apartments.
Luhansk oblast
The aviation of the Defence Forces of Ukraine launched 6 strikes. 4 weapons and military equipment buildups, 2 enemy anti-aircraft missile systems were hit. In addition, air defence units destroyed an enemy Su-25 aircraft.
Rocket forces and artillery hit a control post, four buildup of manpower, weapons and military equipment, an S-300 anti-aircraft missile system and an ammunition depot.
The invaders’ attacks were repelled in Bakhmut, Bakhmutske, Maiorsk, Pervomaiske and Soledar settlements.
The following settlements were shelled with various types of weapons:
- in Bakhmut direction – Bakhmut, Bakhmutske, Chasiv Yar, Krasne Hora, Kurdiumivka, Maiorsk, Niu-York, Odradivka, Siversk, Soledar, Yakovlivka and Zelenopillia;
- in Kramatorsk direction – Bilohorivka, Hrekivka, Hryhorivka, Makiivka, Nove, Novoiehorivka, Novoliubivka, Pershotravneve, Raihorodok, Serebrianka, Terny and Zarichne;
- in Sloboda direction – Borshchova, Chuhunivka, Dvorichna, Huriv Kozachok, Hurivka, Ivashky, Kamianka, Kozacha Lopan, Sotnytskyi Kozachok, Stelmakhivka, Strilecha and Vilkhuvatka.
Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that liberation of settlements continues. He also noted that of the recently demobilised russians, only the first batches are dangerous because there are skilled fighters there.
What is happening now in the north of Ukraine
Kyiv oblast
During the air raid alert, the air defence forces managed to shoot down 2 missiles fired at the oblast by russian troops. The air raid alarm lasted for over four hours.
According to Head of the Kyiv RMA Oleksii Kuleba, the missile strikes in the oblast on October 10 resulted in only civilian casualties – 1 person was killed in Brovary district, 10 people were wounded, 6 of them were taken to the hospital. 32 private houses and two critical infrastructure facilities were damaged.
The damaged power supply has been restored in all settlements of Kyiv oblast. In order to balance the power system and prevent large-scale outages, a schedule of hourly power blackouts has been introduced. It is expected that the duration of blackouts will not exceed 4 hours.
Head of the police of Kyiv oblast Andrii Nebytov informs that after the massive russian air strikes, the Kyiv region police are working extra shifts on the streets of the oblast in the evening and at night. The reason is that in the evening the load on the power grid will be reduced and the streets will be less illuminated.
The restoration of critical infrastructure facilities continues. A bridge over the Trubizh river is being repaired near Borshchiv village. A temporary detour road has been arranged near the bridge.
Oksana Leontieva, a hematologist, was killed on her way to work due to a missile strike in the center of Kyiv. She worked in the bone marrow transplantation department of Okhmatdyt and helped children with blood cancer. Oksana is survived by her 5-year-old son, who will be raised by his grandfather.
Mayor Vitalii Klitschko informed that the situation with power supply in Kyiv is now stabilized, and there is no need for emergency power blackouts. Kyiv rescue services are working in the emergency mode 24 hours a day.
Residents are asked to limit scheduled visits to medical institutions in order not to endanger themselves. During the air raid alarm, medical staff and patients of outpatient facilities must proceed to shelters. Any non-emergency medical procedures should be stopped.
The traffic on Taras Shevchenko Boulevard and Volodymyrska Street has resumed. Road builders have laid a new pavement in the place where the russian missile hit, and Kyivvodokanal has replaced part of the damaged pipeline under the roadway.
Restoration work of the pedestrian-bicycle bridge damaged by the explosion of a russian missile is carried out. Vitali Klitschko says that the bridge, which used to be one of the tourist attractions of the city, has become a symbol of invincibility and resilience of Ukraine.
Zhytomyr oblast
According to the National Police, as a result of enemy missile strikes in Zhytomyr, a number of facilities were damaged including a secondary school and enterprise premises. Investigative teams were working at the scene and documented all the circumstances of the events.
Trolleybus and streetcar routes in Zhytomyr, suspended after missile strikes, resumed operation. Not all the rolling stock of the trolleybus and streetcar department departed in order not to overload the network, said the Mayor Serhiy Sukhomlyn. Also, water supply in the city has been completely restored.
Residents of Zhytomyr oblast reduced electricity consumption by almost 300,000 kW in just 6 evening hours. This allowed them to redistribute the load and provide electricity to the most affected areas. In other words, every third of more than 370K families of Zhytomyr oblast did not use a washing machine, an iron, a TV or a boiler in the most difficult times for the energy system of our country.
EOD specialists of the State Emergency Service of Zhytomyr oblast continue demining in the oblast. They destroyed an enemy 122-mm missile which was found in the open area near Rudnia village of the Ushomyr community, and inspected the bottom of the pond in Novi Vorobyi village of the Malyn community.
Volunteers of Zhytomyr oblast signed a Memorandum on coalition. Over 20 non-governmental organizations, volunteers and representatives of charitable foundations gathered for an informal meeting – Voices of Communities in Times of War: Volunteer Initiatives of Zhytomyr – to share experiences and unite volunteer efforts.
Sumy oblast
The night in the region was quiet. Over the past 24 hours, Sumy oblast was shelled with all types of small arms – from heavy machine guns to self-propelled artillery systems and rockets. There were 38 strikes in total. An infrastructure facility was destroyed in the Konotop community, a local resident was killed in the Bilopillia community, and four more people were injured.
Head of the Sumy Regional Military Administration Dmytro Zhyvytskyi reports that Krasnopillia, Yunakivka, Velyka Pysarivka, and Shostka communities were under fire, but there were no casualties.
The works continue to restore power and water supply. Almost 62K residents of three regions of the oblast are without power supply: Shostka, Romny, and Sumy. In three communities of the Shostka region, more than 5K customers are still without water. According to the Sumy Regional Military Administration, the supply will be restored by the end of the day.
Yesterday, russians shelled the center of Bilopillia with barrel artillery. The town is slowly recovering, public utility companies and residents of the damaged houses are clearing the wreckage, while power engineers are repairing broken power poles. A two-storey apartment building was most damaged, a private house nearby was completely destroyed, and a school building was also affected. The authorities provided people with temporary accommodation.
The international organizations – UN Refugee Agency in Ukraine and Save The Children – will provide funds for the restoration of private houses in Okhtyrka region. This was reported by Deputy Head of Sumy RMA Oleh Koval yesterday during a meeting in Sumy.
Chernihiv oblast
Yesterday, the border territories of Novhorod-Siverskyi and Semenivka communities of Chernihiv oblast suffered from enemy fire. The enemy launched more than 50 artillery and mortar shells from the direction of Lubechany, Novyi Ropsk and Lomakivka. There were no casualties.
On October 11, there were 10 incoming mortar strikes near Senkivka. According to the ‘North’ Operational Command, there were 25 incoming strikes from MLRS, self-propelled artillery units, and mortars in the area of Yasna Polyana, as well as 20 shells presumably fired from self-propelled artillery units near Hai settlement.
After russia’s terrorist attack on October 10, the only option for balancing the operation of the Ukrainian power supply system is to limit consumption of electric power by using scheduled outages. The Chernihivoblenerho reported that yesterday there were no damages in the networks of the oblast. However, russian missiles hit neighboring oblasts – Kyiv, Poltava, and Sumy. According to Chernihivoblenerho, power supply was restored in these areas with the help of Chernihiv oblast resources. Automatic shutdown of networks was triggered, so some areas in Chernihiv were left without electricity.
Together with power blackout, water supply will also be stopped. Chernihivvodokanal urges citizens to prepare an emergency water supply. Thus, they could have the necessary amount of water in case of a long-term shutdown without overloading the water supply system.
Recent events in the central regions of Ukraine
Dnipropetrovsk oblast
Three regions of the oblast were attacked by the enemy at night – Nikopol, Kryvyi Rih and Synelnykove. Russian terrorists attacked from Tornado-S, Hrads, Hurricanes, heavy artillery.
In the Nikopol region, the occupiers shelled four communities. Two private houses were destroyed in the Chervonohryhorivka community, nine more damaged. Household buildings, cars, gas pipelines, furnaces, power lines were also affected.
A gas station and a shop were vandalized in Nikopol. In the Marganets and Myriv communities, the extent of the destruction is being clarified.
In the Kryvyi Rih region, the Zelenodolsk community was attacked. As a result of shelling, the lyceum in Velyka Kostromka was left without a sports hall.
In Kryvyi Rih, all the miners who were underground due to the previous day`s airstrikes and de-energization of the mines were hoisted to the surface at night. Four thousand families are still without electricity in their homes. Restoration of power is ongoing.
Head of the regional council Mykola Lukashuk reports that in the Synelnykove region, the Velikomykhailivka community came under enemy fire.
Head of the Dnipropetrovsk Regional State Administration, Valentyn Reznichenko, informs that Kalynova street mutilated by a Russian missile has been repaired in Dnipro. City transport operates there again.
Vinnytsia oblast
Head of the Vinnytsia RMA Serhii Borzov says that there was an attack on the Ladyzhyn TPP by two Shahed-136 kamikaze drones. The station’s power equipment was damaged. Then, the russian army once again attacked the Ladyzhyn TPP. It happened when rescuers were working on the spot. There are 6 injured. They were taken to hospital.
The Tulchyn city territorial community reports that there was no water supply in Tulchyn, Vinnytsia oblast, due to the damage to the power grid.
Kirovohrad oblast
Air defense forces worked on the border of Kirovohrad oblast. This was announced by the head of the Kirovohrad Regional State Administration, Andrii Raikovych.
14 family-type children’s homes and the city children’s hospital of Kropyvnytskyi received refrigerators, washing machines and microwave ovens from the Red Cross Society of Ukraine.
Cherkasy oblast
Head of the Cherkasy RMA Ihor Taburets says that buildings damaged by a missile in Cherkasy oblast the previous day will be restored from the local budget and the President’s Fast Recovery program.
Another tranche of humanitarian aid from the UNHCR (UN Refugee Agency) for local IDPs has arrived in Cherkasy. The total weight of the cargo is 3.5 tons. According to the social policy department, people were supplied with blankets, blankets, mattresses, kitchen sets, solar lamps, canisters, thermoses, bedding sets, and hygiene kits.

Zaporizhzhia oblast
At 06 a.m., the aggressor shelled Zaporozhzhia. The occupiers fired more than 10 rockets at different areas of the city. A children’s educational institution became a target for the russians once again. The car dealership and nearby high-rise buildings were destroyed. Fires broke out at the sites of the hits. One person was killed as a result of the enemy attack.
A few more hits were documented near other civil infrastructure facilities. The green zone and a rock on the territory of the reserve, the water supply and several administrative buildings were damaged.
The russian military shelled Zaporizhzhia oblast with MLRS and artillery. The enemy hit Orihiv and Stepnohirsk. As a result of shelling, 7 people were killed, and 7 more injured.
The number of people killed as a result of the russian missile attack on a 5-storey building in the center of Zaporizhia on October 10 has increased to 8 people, and another 8 are injured. Currently, rescuers and utility workers continue to dismantle the rubble near the residential building, which was hit by a russian rocket.
The General Staff of the Armed Forces of Ukraine reports that the Defense Forces hit the S-300 anti-aircraft missile system, up to 10 units of military equipment and about 60 russian servicemen in Zaporizhzhia oblast in the previous days.
Enerhoatom informs that in the temporarily occupied Enerhodar, the russian military abducted Valerii Martyniuk, Deputy General Director of the Zaporizhzhia NPP. In this way, the russians are trying to get ZNPP employees’ personal data they desperately need to force Ukrainian personnel to work for Rosatom.
Enerhoatom reported that Information about the russian power supplied to the Zaporizhzhya nuclear power plant is a fake of russian propaganda.
128 residents of the Zaporizhzhia Geriatric Boarding House were evacuated to western Ukraine. 68 people are internally displaced people from vulnerable categories who were able to be transported to Zaporizhzhia from Huliaipole, Orikhiv, Kamianske, Stepnohirsk and Berdiansk at the beginning of the war.
Mykolaiv oblast
Air defense forces destroyed 8 cruise missiles over Mykolaiv oblast. This was reported by the ‘South’ Operational Command.
The enemy is systematically terrorizing the Kutsurub community shelling it from the Kinburn spit. The occupiers hit the community twice using Hrad and Urahan MLRSs. Without human losses.
At night, the territory of the Shyroke community was under enemy fire. Information about damage and victims is being clarified.
The police documented damage to two high-rise buildings, the premises of the university, a household building and a warehouse after yesterday’s attacks on Mykolaiv. Residential buildings were destroyed in the Shyroke community. A local resident was killed.
A mobile water treatment system was handed over to the medical institution in Mykolaiv oblast. The medical institution will soon have water supply in accordance with all sanitary and hygienic norms and standards.
The Mykolaiv Help chatbot was launched in Mykolaiv. The bot helps residents and city guests to find useful information about humanitarian aid, eliminate an emergency situation or solve other problems. The bot can be available via Telegram and Viber messengers.
Another purified water dispensing point was opened in Mykolaiv. The water dispensing point has a convenient automatic machine that is insulated and can work without interruption in subzero temperatures. As of October 11, a total of 60 purified water dispensing points are operating in the city.
Odesa oblast
The ‘South’ Operational Command reports that air defense forces destroyed an operational-tactical drone and 5 missiles over Odesa oblast.
The enemy fleet in the Black Sea consists of 7 ships and boats, including 2 surface and 1 underwater cruise missile carrier. 20 high-precision long-range Kalibr missiles were prepared for a massive missile strike. Reformatting of the group due to the need for recharging is not excluded.
Odesa volunteers began to make trench candles for the Ukrainian military, so that they could warm themselves, cook food and illuminate the dugouts. Necessary cans, cardboard and wax for the first 150 pieces were crowdsourced.
Since the beginning of the invasion, russia has damaged 41 facilities of the main electricity supplier, the DTEK Odesa Electric Power Company. Currently, the situation with electricity in Odesa oblast is tense, but controlled. There are 256 brigades on duty for prompt damage repair. Rolling blackout is not planned to be introduced in Odesa oblast.
On October 11, 7 ships left the ports “Odesa”, “Pivdenniy” and “Chornomorsk” as part of the “grain initiative”. This was reported by the Ministry of Infrastructure of Ukraine.

Kherson oblast
The enemy conducts an active defensive and tries to hold the occupied lines. During the day, the enemy inflicted fire damage on our positions, communities along the front line, as well as on the rear areas, where they hit critical infrastructure objects, using strategic and army aviation, MLRS, heavy artillery, and mortars.
The General Staff of the Armed Forces of Ukraine confirmed the defeat of the enemy’s manpower and military equipment buildup in Kherson oblast. According to available information, up to 100 occupiers and about 30 pieces of weapons and military equipment were destroyed.
During the massive missile attack in the first half of the day, the enemy launched 16 cruise missiles, including 3 Kalibr and 13 modified X-55 missiles, on southern Ukraine, and also directed 2 kamikaze drones at critical infrastructure facilities. As a result of drone and rocket attacks, 2 such objects were damaged in Ladyzhyn and Vinnytsia district. 6 employees were injured. The work of rescuers continues.
Ukrainian aviation launched 4 air strikes against the enemy, including against its air defense systems. Our air defense units shot down 2 Orlan-10 spy drones and a russian Su-25 attack aircraft near Dudchany and Chervone in the Beryslav region.
Rocket and artillery units performed 205 fire missions. The currently known enemy losses are 174 servicemen, 2 howitzers “Msta-B”, 12 units of armored vehicles, 2 tanks, 2 mortars, 2 ammunition depots. 5 units of armored vehicles and a large-caliber gun “Hyacinth-B” were damaged.
Occupiers in Kherson oblast recommend that teachers of Kherson higher education institutions who cooperate with them move to the occupied peninsula. Also, the occupiers in Crimea plan to evacuate the families of russian security forces.
The police opened 14 criminal proceedings regarding war crimes committed by the russian military in Kherson oblast. The russian army once again shelled populated areas in the Beryslav region. De-occupied and front-line villages came under enemy fire.

Volyn oblast
Head of the Volyn RMA, Yurii Pohuliaiko, announced that a meeting of the Regional Defense Council was held. They discussed strengthening the protection of critical infrastructure from possible missile attacks, full cooperation of all relevant services in the event of power outages in Volyn, etc.
The director of the utility company Lutsksvitlo, Valerii Mazin, said that in Lutsk, from October 10 to 11, street lighting worked in “night mode”, i.e. when only half of all the lights in the city are turned on.
Two houses and a barn caught fire in Volyn. It burned in the Volodymyr, Kovel and Kamin-Kashir districts. All three fires caused short circuits in the power grid.
In Kovel, over UAH 310K were collected at a charity event. Soldiers of the Territorial Defense in Volyn were collecting funds for prosthetics for servicemen of the Armed Forces of Ukraine who were wounded in the war. This money will be used to supply five seriously injured defenders with prostheses.
The Dubiv Lyceum in Kovel Oblast has announced a ‘mobilization’ of coins to help the Armed Forces of Ukraine. The school participates in the campaign Brave UAH organized by the National Bank of Ukraine. All funds collected will go to the Ukrainian army.
Zakarpattia oblast
The Zakarpattia patrol police reported that in Zakarpattia, special attention will be paid to compliance with the requirements for transportation of bulky and dangerous goods.
During the air raid warning, law enforcement officers in Zakarpattia walked around the city, calling on citizens not to ignore the air raid signals and take shelter.
The RMA reported that in Zakarpattia, 172 employers will receive compensation for employing IDPs.
Ivano-Frankivsk oblast
In Ivano-Frankivsk, an operational meeting was held. They discussed the life of the city and developed a note on how to act in the event of a possible nuclear strike.
The Department of Education and Science of the Ivano-Frankivsk City Council reported that in Ivano-Frankivsk, until the end of the week, education in community educational institutions, as well as extracurricular education institutions, will be conducted remotely (online). Kindergartens will also not work.
A humanitarian cargo was sent from Ivano-Frankivsk to the civilian population in the de-occupied cities within the framework of the project There are No Strangers. The new project was initiated by the city authorities of Ivano-Frankivsk, the International CF Ukraine Open Heart and the NGO Union of Volunteers of Prykarpattia. It is planned to make the assistance regular. This time, about fourteen tons of aid went to Vovchansk, Izium and Horokhovatka.
Since October 1, payments to residents of Ivano-Frankivsk oblast who provided free shelter to internally displaced persons have been doubled. From now on, the payment amount will be about UAH 900 per month per person.
Cyclist Ihor Volochyi from Prykarpattia rode 328 km without rest for the Armed Forces. The collected UAH 225K will go to the needs of the military.
Lviv oblast
Three russian missiles hit Lviv oblast. The rockets flew from the waters of the Caspian Sea. One missile was shot down by the West Air Command of the Air Forces of the Armed Forces of Ukraine. Two other rockets from those that the enemy hit yesterday hit two power facilities. Specialists of the State Emergency Service and law enforcement officers are currently working at both facilities. The consequences of the strikes are still being specified.
A 53-year-old man was injured as a result of the rocket attack. He has a shrapnel wound. The victim’s condition is assessed as moderate.
After the missile strikes, 30% of Lviv was left without electricity. There were interruptions in electricity and water supply in Lviv oblast. In order to quickly overcome the consequences of strikes, all specialized services are involved. Over the past two days, four electrical substations in Lviv oblast have suffered significant destruction.
Due to the temporary lack of electricity in Lviv, air alarm notification works with interruptions. Therefore, during the air alarm, cars with loudspeakers also drive around the city.
Due to the rocket strike, water supply in the city is limited. The enterprise Lvivvodokanal is working hard to provide the city with water. It is also possible to collect water from fire hydrants at 13 points.
Head of the transport department of the Lviv City Council, Orest Oleskiv, informed that after the rocket attacks, Lviv’s public transport resumed operation. Due to the lack of electricity, streetcars and trolleybuses do not run. 23 additional buses operate on the lines.
Rivne oblast
Head of the RMA, Vitalii Koval, announced that in the Rivne region, air defense forces shot down an enemy missile.
The monks of the monastery in Hurby in Rivne oblast have formed a volunteer fire brigade that will help neighboring villages. A garage was built next to the cells, and a special vehicle was provided by the State Emergency Service.
Graduates of the Ostroh Academy National University in Rivne oblast collected over UAH 70K to pay for the education of those who came after them. Five contract students received grants. About 40 former students joined the fundraiser.
Ternopil oblast
Following the massive attacks on Ukrainian cities, the regional defense council decided to recommend to local self-government bodies and other organizers to postpone the scheduled (by October 16) mass events to other dates. This also applies to previously approved mass gatherings by the military administration.
Mayor of Ternopil, Serhii Nadal, announced that street lights will not be turned on in Ternopil. This is due to a critical situation with voltage in the power grid.
Head of the community, Roman Kuharskyi, announced that there is no electricity supply in some communities in Ternopil oblast. According to him, this is a scheduled shutdown, other settlements will be shut down in turn.
Khmelnytskyi oblast
Head of the Khmelnytskyi RMA Hamalii announced that in the Khmelnytskyi region, the anti-aircraft missile system shot down an enemy Shahed-136.
In the Khmelnytskyi region and part of the city, there is a rolling blackout. This is necessary to ensure stable operation of the power system and prevent emergency shutdowns. Power supply is turned off for 2 hours for 15% of consumers.
Due to the electricity situation, the number of trolleybuses in Khmelnytskyi is minimal (only about 20%). Communal transport is currently free for privileged categories of the population.
In Kamianets-Podilskyi, in the event of a power outage, police cars will drive through the city with their sirens on and announce an air alert through a loudspeaker.
Chernivtsi oblast
According to the order of the Chernivtsi RMA, from October 10 to October 14 inclusive, the schools of the oblast will switch to distance learning. This time, community pre-school and out-of-school education institutions will also work remotely.
The Sokyryan City Council reported that Vasyl Mikirin from the Sokyrian community was posthumously awarded the For courage Order of the III degree.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
An online summit of G7 leaders regarding the situation in Ukraine was held in an online format. Volodymyr Zelenskyy participated in the summit.
Presidents of 11 European countries condemned massive russian missile attacks against Ukrainian cities, warning that this is a war crime without a statute of limitations. The joint statement was approved by the presidents of Bulgaria, Montenegro, the Czech Republic, Estonia, Lithuania, Latvia, North Macedonia, Poland, Romania, Slovakia and Hungary.
On October 12, a scheduled meeting in the Rammstein format will take place in Brussels. The leaders will discuss implementation of the decisions approved in Madrid and provide guidance for further efforts.

President of France Macron announced that France will increase support to Ukraine in response to the needs expressed by Kyiv, including those in military equipment.
New Zealand introduced sanctions against 51 russian oligarchs. Also, 24 pro-russian officials who supported the annexation of the temporarily occupied territories of Ukraine were sanctioned.
Volodymyr Zelenskyy had a phone conversation with President of the US Joe Biden. The key topic was air defense for Ukraine.

Open Umbrellas over Ukraine actions are held in a number of the US cities. “After the massive shelling of Ukraine, activists from all over the world are protesting against russian terrorism and calling on Western countries to close the sky over Ukraine,” the organizers explain, noting that the actions will also spread to other countries of the world.
The Embassy of Ukraine in Austria reported that a rally in Vienna (Austria) in support of Ukraine after the russian terrorist attacks gathered over a thousand people.
In Krakow (Poland), a protest action with the demand to recognize russia as a terrorist country was held. The rally called for strengthening sanctions against russia and providing Ukraine with more weapons.
