The enemy continues to ignore the laws and customs of war, uses terror tactics, launches strikes, and shells both military and civilian targets.
On November 30, there were 73 combat clashes. The enemy launched a total of 1 missile strike, 43 air strikes, 34 MLRS attacks at the positions of Ukrainian troops and various settlements. Moreover, since the beginning of the day, russian occupiers have attacked Ukraine with 7 attack UAVs of the Shahed-136/131 type, 5 of which were shot down by air defense forces. Unfortunately, the russian terrorist attacks have resulted in civilian casualties and injuries. Private residential buildings as well as other civilian infrastructure were destroyed and damaged.
The operational situation in eastern and southern Ukraine remains difficult.
Towards Volyn and Polissia, there were no significant changes. No signs of formation of an offensive group are observed. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
Towards Siverk and Sloboda, the russian army maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. Around 15 settlements came under enemy artillery and mortar fire, including Hremiach, (Chernihiv oblast), Popivka, Atynske, Loknia (Sumy oblast), and Nesterne (Kharkiv oblast).
Towards Kupiansk, the enemy conducted assault operations with air support in the vicinities of Synkivka, northeast of Petropavlivka (Kharkiv oblast), and Stelmakhivka (Luhansk oblast). Ukrainian defenders repelled 7 attacks in the area. The invaders launched an airstrike near Ivanivka (Kharkiv oblast). They fired artillery and mortars at around 10 settlements, including Dvorichna, Synkivka, Petropavlivka, Ivanivka, and Berestove (Kharkiv oblast).
Towards Lyman, the invaders made assaults in the area of Serebrianka forestry (Luhansk oblast), and Torske (Donetsk oblast), where Ukrainian defenders repelled 4 attacks. The occupiers fired artillery and mortars at around 10 settlements, including Nevske, Bilohorivka (Luhansk oblast), Torske, Verkhnekamiyanske, Spirne, and Rozdolivka (Donetsk oblast).
Towards Bakhmut, Ukrainian defenders repelled 21 attacks near Bohdanivka, Klishchiivka and Andriivka (Donetsk oblast). More than 20 settlements, including Minkivka, Orikhovo-Vasylivka, Bohdanivka, Ivanivske, Klishchiivka, and Andriivka (Donetsk oblast), came under artillery and mortar fire.
Towards Avdiivka, the invaders made assaults with air support near Stepove, Avdiivka, Tonenke, Sjeverne, and Pervomaiske (Donetsk oblast), to no success. Ukrainian defenders repelled 15 attacks in the area. The enemy fired artillery and mortars at around 15x settlements, including Novokalynove, Orlivka, Avdiivka, Sievierne, Nevelske and Pervomaiske (Donetsk oblast).
Towards Marinka, the invaders made failed assaults with air support in the vicinity of Novomykhailivka (Donetsk oblast), where Ukrainian defenders repelled 9 attacks. Around 10 settlements, including Krasnohorivka, Marinka, Novomykhailivka, Pobieda, Kostiantynivka, and Katerynivka (Donetsk oblast) were under artillery and mortar fire.
Towards Shakhtarske, the enemy conducted no offensives. Around 10 settlements, including Vuhledar, Vodyane, Prechystivka, Zolota Nyva, Bohoyavlenka, and Novoukrainka (Donetsk oblast), came under artillery and mortar fire.
Towards Zaporizhzhia, the enemy made 11 attempts to regain lost ground in the vicinity of Robotyne (Zaporizhzhia oblast), to no success. Also, Ukrainian defenders repelled 3 attacks west of Verbove (Zaporizhzhia oblast). The occupiers launched airstrikes near Kamianka and Novoandriivka (Zaporizhzhia oblast). More than 20 settlements, including Zaliznychne, Bilohiria, Novodanylivka, Lobkove, and Kamianske (Zaporizhzhia oblast), came under artillery and mortar fire.
Towards Kherson, the invaders launched airstrikes in the vicinities of Tiahynka and Krynky (Kherson oblast). The enemy fired artillery at the city of Kherson and the settlements of Beryslav, Ivanivka, and Sadove (Kherson oblast), as well as the city of Ochakiv (Kherson oblast).
Ukrainian Defense Forces continue to hold their ground on the left bank of the Dnipro River (Kherson oblast) and inflict fire on the enemy.
The Ukrainian Air Force launched 10 strikes on concentrations of troops, weapons and military equipment, and 1 strike on an air defense system of the occupiers.
Ukrainian rocket troops hit 3 air defense systems, 1 radar station, 1 electronic warfare station, and 2 concentration of troops, weapons and military equipment of the russian invaders.
Mayor of Melitopol, Ivan Fedorov, says that russia is trying to enroll children from the TOT in its educational institutions and passport them by paying a fee. However, the money will be received on the condition that the child is a citizen of the russian federation and attends an occupation school.
Oleksandr Tarnavskyi, Commander of the Tavria operational and strategic grouping of troops, says that on November 29, 2023, 4 occupiers surrendered in the Tavriia sector. In total, over the past 20 days, more than 60 of the invaders have surrendered.
Recent war events in the east of Ukraine
The regional prosecutor’s office said that a 52-year-old man sustained a concussion as a result of russian shelling of Lyptsi village. At 1:20 pm, russia attacked the village, damaging residential buildings and outbuildings.
According to the General Staff of the Armed Forces of Ukraine, six russian assaults were repelled by the Defence Forces towards Kupiansk near Synkivka, northeast of Petropavlivka in Kharkiv oblast and Stelmakhivka in Luhansk oblast.
Oleh Syniehubov, Head of Kharkiv Regional Military Administration, informed that more than 16 settlements towards Kharkiv oblast were shelled with artillery and mortars during the day: Veterynarne, Vovchansk, Hatyshche, Mala Vovcha of Chuhuiv region, Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestove of Kupiansk region, etc.
The enemy attacked Synkivka, Petropavlivka, Kupiansk and Kurylivka of Kupiansk region.
Towards Kupiansk, the enemy conducted assault operations near Synkivka and Petropavlivka, where the Defence Forces of Ukraine repelled 7 attacks.
Pyrotechnics of the State Emergency Service examined more than 4.7 hectares of territory and defused 57 explosive ordnance.
As of 30 November 2023, 299 children and their families were evacuated from the dangerous communities of Kupiansk region, including 2 children and their parents who left on their own. The forced evacuation measures have been completed.
The completion of the forced evacuation was confirmed by Oleh Syniehubov, Head of the RMA. Approximately 6,000 people remain in the villages close to the frontline towards Kupiansk.
The total amount of compensation for property damaged by the enemy under the eRestoration programme in Kharkiv oblast has reached over UAH 980 million. 8,687 applicants have already received more than UAH 671 million to their accounts.
The City Council stated that the heating supply has been restored in the house on Heorhiia Tarasenka Street, which was damaged by a russian missile on 6 October. The work lasted almost around the clock and without days off. The heating network specialists found about 40 defects in networks of different diameters.
The company’s press service said that more than a kilometre of power lines damaged by a russian air raid on Yakovlivka village on the night of 3 March 2022 have been repaired. Four people were killed and half of the houses destroyed as a result of russian airstrikes that night.
The President of Ukraine visited the Universytet underground station in Kharkiv, where children are now studying in safe conditions. He received a report on the work to create a safe educational environment in Kharkiv oblast. Currently, 2 underground schools are being built in the region in Liubotyn city and Korotych settlement of Kharkiv oblast. These shelters will meet all safety requirements and allow children to study offline. In addition, together with UNICEF and other international partners of Ukraine, a number of projects are being implemented in the region to catch up on educational losses and ensure the comprehensive development of children in a safe environment.
The enemy shelled Toretsk twice in one day. In the morning, russian troops shelled Toretsk with mortars, injuring three people and sending them to hospital. According to Donetsk Regional Prosecutor’s Office, a 34-year-old man is in critical condition. People were coming to receive humanitarian aid when the shells hit the administrative building. Later, the invaders dropped two KAB-250 bombs on the city, killing a man and injuring three others. Three neighbours, two men and a woman, were rescued from the rubble of destroyed private buildings and hospitalised.
Also russian forces attacked Novohrodivka, Pokrovsk and Myrnohrad of Pokrovsk region in the middle of the night. And russians launched 6 S-300 missiles at the civilian settlements. The injured were rescued by police paramedics at the sites of the hits.
The invaders attacked Pokrovsk with three S-300 missiles at around 11:35 pm. Five people were injured, including three children – a baby and boys aged 13 and 16. In the darkness, law enforcers helped to remove the injured from the rubble and took them to hospital. An apartment building, 9 private buildings, a children’s institution, a police station, cars and garages were damaged.
Donetsk Regional Prosecutor’s Office reported that a missile hit an apartment building in Novohrodivka. The bodies of two people were recovered from the rubble. 5 people were injured, including a 13-year-old boy who is in critical condition: he suffered a concussion, blast trauma and bruises. Police and rescue workers continue to work at the site of the missile attack. There may be more people under the rubble, including an 8-year-old child.
Russians launched two missiles from the S-300 system at Myrnohrad. The police department, court and cars were damaged. There were no casualties. The Donetsk police leadership is at the scene of the shelling, along with explosives experts, investigators, forensic experts, operatives and paramedics.
Oleksandr Shtupun, Spokesman of the Joint Press Centre of the Tavriisk Defence Forces, confirmed that russian troops launched seven air strikes in Donetsk oblast, almost all of them with Su-35 aerial bombs. According to him, there were 45 battles with russian invaders, 648 artillery attacks and eight missile attacks, which injured 10 people, including five children.
Yehor Firsov, a Ukrainian Armed Forces soldier, said that Ukrainian troops repelled the assault on Stepove north of Avdiivka. Despite the fact that russian army units are defeated, they continue to storm Ukrainian positions.
According to Donetsk Regional Military Administration, towards Volnovakha, an aerial bomb destroyed a non-residential building in Novoukrainka.
Towards Donetsk, Novoekonomichne of Hrodivka community was under attack, without any casualties or destruction.
Towards Horlivka, two administrative buildings and an industrial building were damaged in Kostiantynivka. In Chasiv Yar community, 6 private buildings and an industrial building were damaged. In Toretsk, 4 private buildings and an administrative building were damaged.
Towards Lysychansk, 2 buildings were damaged in Serebrianka of Siversk community and Yampil of Lyman community.
According to Luhansk Regional Military Administration, the Armed Forces repelled several attacks in Serebrianka forestry. The invaders also tried unsuccessfully to break through Ukrainian defences near Stelmakhivka of Svatove region. Nevske and Bilohorivka were attacked with mortar and artillery.
A 59-year-old resident of frontline Makiivka was hospitalised. Her chronic illness had worsened.
500 regular loaves of bread per week were delivered to the liberated villages and current needs were collected from the residents and they once again offered their full support in the evacuation.
In one of the districts of Lysychansk, the invaders promise to provide electricity instead of centralised heating. This is the third time as the first two times were before the “pseudo-referendum” and the so-called “first elections”. However, earlier they said that they would simply provide electricity to the residents, now they are going to save people from the frost.
Oleksandr Striuk, Head of City Military Administration, reported that in those areas of the city where there was electricity, it is now regularly lost as people use electrical appliances to heat their apartments and the power grid cannot cope with the load. This also affects pauses in water supply. Water is being supplied less and less frequently. The surviving and empty apartments are being looted for the second and sometimes third time. The number of occupation police officers has increased in Sievierodonetsk.
What is happening now in the north of Ukraine
KCSA reported that they plan to rebuild a kindergarten in Kyiv, damaged on November 25 as a result of an attack by russian drones. At least half of the building will have to be rebuilt – the debris of the drone broke through the roof, destroyed part of the wall and floor panels. A recently completed school nearby was also damaged – more than 100 windows will have to be replaced there.
Kyiv RMA reported that social managers for the adaptation of military personnel to civilian life work in all regions of the oblast. Medical care projects are also being implemented – rehabilitation services are provided by Kyiv Regional Center for Aid to the Defenders of Ukraine and the Regional Center for Rehabilitation Medicine.
At the capital’s city hall, Vitalii Klichko thanked the workers of the communal sector, who, from the first day of the full-scale war, helped the Territorial Defence forces to organize the defense positions of Kyiv and the oblast and ensured order in the city. According to him, the workers of the municipal enterprise Kyivblagoustrii equipped 95 defense and fortification structures, in particular, dug anti-tank ditches and trenches, equipped dugouts, installed almost 2.5 thousand foundation concrete blocks and more than 33 thousand sandbags, delivered and installed 720 anti-tank hedgehogs
Kyiv RMA reported that handball players from Kyiv oblast received unique medals made of an alloy of various metals brought from the front. The authentic model of the award was developed in the regional military administration. The oblast handball championships of the 2023/2024 season among boys and girls were held at the Academy of Sports complex in Bucha.
Zhytomyr RMA reported that the benefactors of the Humanitarian Hub Zhytomyr handed over 100 sets of winter uniforms, which have protection against wind and water to the defenders of one of the military units of the oblast. The purchase and delivery of the form was carried out with the support of Zhytomyr RMA and Zhytomyr City Council.
Ukrposhta JSC reported that from December 5, pensioners will be able to exchange 5 more LED lamps for free at Ukrposhta branches in villages as part of the energy saving program. The goal of the All-Ukrainian exchange program is to reduce the load on the power system by replacing incandescent lamps with energy-saving LED lamps. The EU-funded program is a component of the European Union’s support for the Ukrainian energy front.
Sumy RMA reported that the russians carried out three shelling attacks of the border territories and settlements of the oblast. The communities of Seredyna-Buda and Svesa came under shelling – 6 and 2 mortar hits were recorded.
As a result of the russian shelling of the city of Seredyna-Buda, a local resident received shrapnel wounds. As reported in the Prosecutor General’s Office, the mortar shelling of the city’s civilian infrastructure by the russian military took place on November 30 around 10:30 a.m. A shop and cars of local residents were also damaged.
During the past day, November 29, the russians carried out 3 attacks on the border of Sumy oblast, a total of 15 explosions were recorded. The following communities were shelled: Krasnopillia – 5 hits from mortars, Esman – 10 machine gun rounds, Velyka Pysarivka – 10 hits from AGS.
5 explosive objects were discovered and destroyed in Sumy oblast – three grenade launcher shots, an explosive device and an unguided aerial missile. As reported by the Regional State Emergency Service, the ammunition was found in Sumy, Okhtyrka and Shostka regions.
SBGS reported that the russians fired twice from their territory on the border of Chernihiv oblast. In total, 11 explosions were recorded in two communities: Novhorod-Siverskyi – 4 mortar hits in the area of Hremyach; and Snovsk – 7 hits from a mortar in the area of Klyusy.
Mykhailo Fedorov, Minister of Digital Transformation, announced that the x-ray department of Chernihiv City Hospital No. 3 was restored with the help of Dynamo Kyiv and UNITED24. In early March 2022, three russian missiles hit the corps building, damaging the roof, walls and 90% of the utilities. The damaged building of the hospital was rebuilt for UAH 13.8 million. Dynamo football club collected more than 10 million during the #StopWarInUkraine charity match in Liverpool.
The Cabinet of Ministers approved the implementation of six reconstruction projects in Chernihiv oblast. The region will receive a redistribution subvention from the state budget for a total amount of over UAH 114 million. Nova Basan village council of Nizhyn region will build a preschool educational institution from scratch instead of the completely destroyed Yablunka kindergarten in the village of Novyi Bykiv. They also plan to renovate 4 schools – in Koropy, Novhorod-Siverskyi region, Borzna and Bezuhlivka, Nizhyn region, and Dorohinka, Pryluky region – and build sewage treatment plants in Bobrovytsia, Nizhyn region.
Chernihiv RMA reported that work continues on the reconstruction and arrangement of the notification system in the regional center. The reconstruction involves the installation of 19 new loudspeakers wherever there were none or where they did not work. This will fully cover Chernihiv along with nearby settlements – Novoselivka, Pavlivka, and Staryi Bilous.
Recent events in the central regions of Ukraine
Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council reported that at night our Air Forces shot down several enemy drones over Nikopol region. The occupiers also shelled Marhanets community with artillery. There were no damages or casualties.
The enemy attacked Nikopol region 7 times. About two and a half dozen artillery shells were fired, UAVs and three kamikaze drones were launched. They hit Pokrovsk, Marhanets communities and Nikopol itself. In the city 9 buildings, 3 farm buildings, fences, 2 power lines and 2 gas pipelines were damaged. A high-rise building and a car were damaged in one of Pokrovsk community settlements.
In one of the regional hospitals of Dnipropetrovsk oblast, doctors performed three complex operations on serviceman Oleksii. He has multiple leg fractures, shrapnel injuries to his abdomen. The operation on the leg lasted about five hours.
The South Operational Command reported that in Vinnytsia during an alert air, defense units destroyed a russian UAV.
Representatives of the USAID Energy Security Project sent a solid fuel modular boiler house to the Vinnytsia utility company. In case of an emergency, the boiler room will become an alternative source of heating and hot water supply to social facilities.
Yuliya Orlova, Deputy Mayor of the city, announced that in Svitlovodsk community of Kirovohrad oblast 12 Invincibility Centres were opened. In case of a blackout the generators there will work for two hours. As long as there are no power outages, the centres work according to working hours of relevant institutions.
Filip Pronin, Head of Poltava RMA, reported that Horbanivsk geriatric boarding house for veterans of war and labour accepted 20 elderly people from Donetsk, Zaporizhzhia and Kherson oblasts. The evacuation took place in cooperation with the East-SOS charitable foundation. Most people are recumbent so they need special care and attention. Currently 57 displaced people live in the boarding house. All conditions have been created for them – free accommodation and food, social welfare and medical services. They are also provided with hygiene and rehabilitation equipment (walkers, crutches, wheelchairs).
Ihor Taburets, Head of Cherkasy RMA, announced that 10 cars were sent to the military from Cherkasy. Also 2 powerful UAVs were sent to the defenders for front-line combat missions. Another 19 drones are from our Danish friends.
Latest news from the front of the southern regions of Ukraine
On November 29, the russian military launched 100 strikes on cities and villages in Zaporizhzhia oblast. Huliaipole, Levadne, Poltavka, Novodanylivka, Novoandriyivka, Bilohiria, Luhivske, Lobkove, and Pyatyhatky were targeted 90 times with artillery bombardments.
The Ukrainian General Staff of the Armed Forces reported that nine attacks were repelled by the Ukrainian Defense Forces northwest of Verbove in Zaporizhzhia oblast.
Vitaliy Kim, Head of the Mykolaiv RMA, reported that on November 29, russian forces launched artillery attacks on a village in Kutsurub community and the city of Ochakiv in the Ochakiv community. There were no casualties reported as a result of these attacks.
At Mykolaiv Oncological Dispensary, surgeons conducted a complex surgery on a patient from Kherson who had sustained a gunshot penetrating chest injury during wartime activities. The thoracic surgical team successfully removed fragments from the lower part of the right lung and the 4th rib.
According to the Southern Defense Forces of Ukraine, during the night of November 30, a russian UAV attack strike was launched on Ukraine. Combat operations resulted in the destruction of 14 strike UAVs, including 5 in Odesa oblast. A decommissioned building suffered damage, prompt action extinguished the ensuing fire, and no casualties were reported. The defense against the enemy’s attack involved the deployment of fighter jets, anti-aircraft missile units, and mobile fire groups from the Air Force and Defense Forces of Ukraine.
Under the Greenpeace Special Mission, a delegation visited Odesa to deliver three radiation measurement sensors to regional authorities and the SES in collaboration with SaveDnipro. The sensors have been installed in Odesa, Tarutyne, and Yuzhne, providing real-time radiation level information. They aim to offer critical insights to local authorities and residents in Odesa oblast in case of further hostile actions by russia at the Zaporizhzhia NPP or attacks on the South Ukrainian NPP.
During a briefing by Dmytro Hryhoryev, CEO of DTEK Odesa Power Grids, it was revealed that severe weather conditions in Odesa disrupted 3,104 power lines and 8,235 transformer substations. Consequently, 596K households across 883 populated areas in the region were left without electricity. The most affected areas include Izmail, Bilhorod-Dnistrovskyi, and Odesa districts.
Roman Mrochko, Head of Kherson RMA reported that at night, Dariivka faced a bombardment by the russian military, resulting in damage to ten residential buildings, a kindergarten, and a hospital. Four individuals were injured due to the attack.
In the morning, Korabelnyi district of Kherson was subjected to shelling by russia. The attack caused damage to a vehicle, tree destruction, and shattered windows in several high-rise buildings. A 71-year-old man was injured during this attack.
Kherson RMA reported that Sadove village was targeted by russian military, leading to the deaths of five local residents.
At around 4 p.m., the russian military shelled Tyahyntsi in Kherson oblast. A 65-year-old man was seriously injured. Two other injured women are in moderate condition.
The Southern Defense Forces reported that on November 30 at night, Air Defense Units successfully intercepted and destroyed a Shahed-131/136 type UAV flying over Kherson oblast.
On November 29, Kherson oblast experienced 107 shelling attacks by the russian military. Notably, critical infrastructure such as an educational institution in Kherson, a medical facility, and a preschool educational establishment in the Kherson district were damaged. One person was killed, and five injured as a result of these attacks.
Latest news for today in the western regions of Ukraine
Lutsk City Council decided that next year at least UAH 500 mln and a large part of the free balance will be directed to the support of the Armed Forces, in particular, to purchase drones, thermal imagers, Starlinks, charging stations and everything else that our military needs. They also voted for the fact that UAH 50 mln will be allocated for the construction of the veterans’ hub.
From November 20 to 24, 2023, representatives from Volyn paid a working visit to Germany within the framework of the Partnership in Vocational Education in Ukraine project.
Zakarpattia’s Lithuanian partners sent 500 winter sleeping bags for the Armed Forces. This took place within the framework of the visit of the delegation of Lithuania’s Kaunas district to the Zakarpattia oblast.
The RMA held a meeting with representatives of Hilfswerk International (Austria). They discussed development of a network of rehabilitation institutions, support and provision of the most vulnerable categories among IDPs, cooperation and communication with families of fallen defenders.
This year, the state budget will receive over a billion UAH, accumulated from Lviv oblast in the form of “military personal income tax”. A similar resource in the state budget from Lviv oblast in 2024 will amount to over UAH 8 billion.
Dobromyl and Skoliv city councils held meetings with families of the fallen defenders of Ukraine organized as part of the work of the Coordination Center for the Support of the Civilian Population at Lviv RMA. Families of the defenders were consulted on the spot or given a referral.
Employees of Yavoriv City Council sent a DJI Matrice 30T drone to the soldiers of the territorial defense. Employees collected UAH 280K. Another UAH 60K was contributed by the Kormil group of companies.
In Zolochiv, members of the Rehab First Women’s Veteran Space organized the Exchanging a Cartridge Case for Sweets charity event for St. Nicholas’ Day for defenders. The initiative lasted for a month. I managed to collect 25 boxes of sweets. They will be sent to the military in the east and to the hospital.
Belz community collected 1,5 tonnes of food for soldiers in Kharkiv oblast.
The RMA reported that in Horodotsk community, with the support of the city council, enterprises and citizens sent a repaired SUV, a printer, and a laptop to the soldiers of the 82nd separate mountain assault brigade.
15 drivers of Lviv Regional Center of Emergency Medical Aid and Disaster Medicine became emergency medical technicians. In the future, they will work as part of field teams.
The RMA reported that representatives of the Interdepartmental Working Group at Lviv RMA carried out explanatory work for employees of medical institutions regarding the ban on the use of russian-language cultural products in Lviv oblast.
Sustainability centres will be opened in Rivne, Zdolbunov, Volodymyrka and Antonivka communities. They will provide information, consultation and social and psychological assistance. It is also a potential barrier-free space for conducting training and exercises to increase the social capacity of the community.
The RMA signed a Memorandum on cooperation with representatives of the Muv Ukraine Charitable Fund CF, which helps IDPs. Organization’s representatives plan to refurbish the building of the defunct polyclinic in Koropetsk community into social housing for 22 IDPs.
During the enemy UAV attack, air defense forces were on alert in Shepetivka region. As a result, the debris fell on the territory of the former plant. There are no injuries and fires. Damages are clarified.
