War in Ukraine today: latest news, July 16, 2023 (photo)

It has been the 508th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

During the day, the russian forces launched 6 missile and 38 airstrikes, fired about 30 times from multiple launch rocket systems at the positions of Ukrainian troops and settlements. As a result of russian terrorist attacks, civilians were injured. Residential buildings, commercial and administrative buildings, as well as private vehicles, were damaged.

There is a high threat of missile and airstrikes throughout Ukraine.

The russian military continues to focus its main efforts on Kupiansk, Lyman, Bakhmut, Avdiivka and Marinka, and heavy fighting continues. There were 20 combat engagements during the day.

Towards Volyn and Polissia, the situation remained unchanged. No signs of enemy offensive groups were detected. 

Towards Siversk and Sloboda, the enemy maintains a military presence. There was an airstrike near the village of Shpil, Sumy oblast. More than 20 settlements, including Stepne, Popivka, Kozache in Sumy region and Basove, Vysoka Yaruga, Ternova, and Vovchansk in Kharkiv region.

Towards Kupiansk, Ukrainian troops are holding steadfastly. Over the course of the day, the enemy conducted unsuccessful offensives south of Masiutivka and launched an air strike near Kyslivka in Kharkiv region. Kamianka, Novomlynsk, Dvorichna, Kupyansk, Kyslivka in Kharkiv region came under enemy artillery and mortar fire.

Towards Liman sector, the enemy conducted unsuccessful offensives east of Vesele in the Donetsk region over the last day. Conducted air strikes near Bilohorivka in Luhansk region and Siversk in Donetsk region. Nevske and Bilohorivka in the Luhansk region and Torske, Spirne, and Rozdolivka in the Donetsk region came under artillery fire.

Towards Bakhmut sector, our defenders successfully repelled all enemy attacks in the areas of Orikhovo-Vasylivka, Hryhorivka and Ivanivske in Donetsk region. The enemy also made attempts to regain the lost position northwest of Kurdyumivka in Donetsk region, but was unsuccessful. Conducted an air strike in the area of Pivdenne. More than 10 settlements suffered from enemy artillery shelling, including Vasyukivka, Bohdanivka, Chasiv Yar, Bila Hora, Druzhba in Donetsk Oblast.

Towards Avdiivka sector, the enemy conducted an air strike near Avdiivka. At the same time, the enemy shelled more than 10 localities, including Avdiivka, Pervomaiske and Nevelske in Donetsk region.

Towards Mariinka sector, Ukrainian Defense Forces continue to hold back the Russian offensive in the vicinity of Mariinka. The enemy fired at more than 10 localities, including Krasnohorivka, Maryinka and Heorhiivka in Donetsk region.

Towards Shakhtarsk sector, in the northern part of Staromayorske, Donetsk region, the enemy made an unsuccessful attempt to regain lost ground. He carried out air strikes in the areas of Vremivka, Blahodatne and Makarivka in Donetsk region. They fired at the settlements of Paraskoviivka, Novomykhailivka, Vuhledar, Zolota Niva, Velyka Novosilka and Blahodatne.

Towards Zaporizhzhia and Kherson directions, the enemy is focusing its main efforts on preventing further advance of Ukrainian troops. There was an airstrike in the area of Stepove, Zaporizhzhia region. They shelled more than 15 localities, including Malynivka, Hulyaypole, and Charivne in Zaporizhzhia region; Dudchany, Kozatske, Ivanivka, Antonivka, Berehove, Kizomys in Kherson Oblast and the city of Kherson.

At the same time, the Ukrainian Defense Forces continue to conduct offensive operations in the Melitopol and Berdiansk sectors, consolidating their positions and conducting counter-battery operations.

Aviation of the defense forces conducted 15 strikes on buildups of personnel, weapons and military equipment, one of which targeted the enemy’s anti-aircraft missile system. 

Rocket and artillery units struck a buildup of enemy manpower, weapons and military equipment, 9 artillery pieces at firing positions and 2 enemy air defense systems.

It is reported on the UN website that the last vessel left Odesa as part of the grain corridor. The Turkish bulk carrier is to deliver 23,500 tons of corn and 15,300 tons to the Netherlands. 

Oleksii Reznikov, the Minister of Defense of Ukraine, the inspection of bulletproof vests for female soldiers for compliance with technical certification is ongoing. From the date of approval of the technical specification of the Ministry of Defense and approval of the prototype samples, the vests will be considered to be accepted for supply to the Armed Forces of Ukraine.

Recent war events in the east of Ukraine

Kharkiv oblast

Deputy Defence Minister Anna Maliar said that russian troops have been actively advancing towards Kupiansk for two days in a row. Fierce fighting is ongoing, and the positions of the parties change dynamically several times a day.

The General Staff reported shelling of 11 settlements in Kharkiv oblast with artillery and mortars over the past day, as well as an airstrike on Vilkhuvata community in Kupiansk region.

According to Oleh Syniehubov, Head of the Regional Military Administration, russian occupiers launched 4 S-300 missiles at Kharkiv from the territory of Belgorod region at around 1:30 a.m. 2 missiles exploded in the air, 2 others hit the ground at the stadium and the road surface in the Shevchenkivskyi district of Kharkiv. Windows were shattered in a 4-storey building. There were no casualties.

Over the past day, the enemy fired mortars and artillery at the border and frontline settlements of Bohodukhiv, Kharkiv, Chuhuiv and Kupiansk regions. Kupiansk, Vovchansk, Kozacha Lopan, Vetarynarne, Dvorichna and other settlements were attacked.       

A 33-year-old civilian was killed in the shelling of Kolodiazne village in Kupiansk region. Another man was wounded. A private residential building was damaged.

The press service of the Kharkiv region’s State Emergency Service reported that tractor hit a mine on the outskirts of Andriivka village in Izium region in the morning.  The tractor driver was hospitalised in Balakliia

According to Viktor Kovalenko, Head of the Zolochiv community, russia shelled Odnorobivka station and Perovske village with artillery at 13:40.  19 strikes resulted in the damage to five private houses and a barn, and disruption of the power grid. No one was injured.

According to Oleh Syniehubov, Head of the Regional Military Administration, demining is ongoing. Over the past day, State Emergency Service pyrotechnics inspected more than 7 hectares of territory and defused 122 explosive devices.

Vitalii Kluban, a surgeon at the veterinary hospital, reported that a bio-integrated prosthesis that does not need to be removed was implanted into a terrier called Tor in Kharkiv. In May 2022, the dog’s paw was torn off by a russian cluster shell. This is the first time a dog of a large breed has received such prosthetics.

Donetsk oblast

Donetsk police reported that on 15 July, russian troops fired on six settlements in Donetsk oblast.  The russians fired from S-300, Grad MLRS, artillery, and dropped a FAB-250 bomb on New York.

On 15 July, russians killed 2 residents of Donetsk oblast: in Chasiv Yar and Oleksandro-Shultyno; 1 person was wounded. 

According to Oleksandr Honcharenko, Head of Kramatorsk Military Administration, on the night of 16 July, russian troops shelled an industrial enterprise in Kramatorsk. No civilians were reported killed or injured.

Towards Donetsk, the enemy shelled Avdiivka from Grads in the evening, and attacked on Krasnohorivka and Katerynivka in Marinka community.

Towards Horlivka, 1 person was killed in Oleksandro-Shultyno of Kostiantynivka community; 16 houses and a business were damaged in Kostiantynivka. In Chasiv Yar community, 4 multi-storey buildings, 7 private houses and a non-residential building were damaged. In Soledar community, Minkivka, Vasiukivka and Rozdolivka were shelled. In the morning, russians shelled Pleshchiivka of Illinivka community.

Towards Lysychansk, 1 house was destroyed and 1 damaged in Zvanivka. There were 9 attacks on Lyman community.

Hanna Maliar, Deputy Minister of Defence said that Ukrainian troops are gradually advancing towards Bakhmut. On the southern flank around Bakhmut, they are advancing every day. On the northern flank, the Defence Forces are trying to hold their positions. Towards Avdiivka and Mariinka, there is no change in the situation.

According to Serhii Yashchenko, head of Velyka Novosilka Military Administration, all residents of the community were evacuated to safer regions from the settlements liberated in June 2023. Currently, the security situation there is extremely difficult and does not allow for stabilization measures.

Petro Andriushchenko, Advisor to the mayor of Mariupol, says that in Mariupol region, russian occupants are looking for their deserters who fled with weapons. Even helicopters were used for this purpose

Luhansk oblast

Artem Lysohor, Head of Luhansk Regional Military Administration, informs that the russian occupation forces are constantly trying to regain control of the settlements of Luhansk oblast liberated in the autumn of 2022 and shelling them. On July 16, they fired about 20 missiles from Grad multiple rocket launchers at Novoliubivka. 

Towards Volnovakha, Vuhledar and Bohoiavlenka are under fire in Vuhledar community, and Vesele and Burlatske in Komarske community. 

The Armed Forces reported that on July 16, the Ukrainian Defense Forces struck a missile weapons depot in occupied Yuvileine in Luhansk oblast.

Artem Lysohor, Head of Luhansk RMA, says that in the occupied Luhansk oblast, on the eve of the so-called elections, prisoners were forcibly passported.  Those who refuse to receive a passport are subject to repression.

According to Artem Lysohor, Head of Luhansk RMA, the russian occupiers have completely closed the entry and exit to Kreminna and Rubizhne in Luhansk region. 

The occupiers continue to send children from Luhansk oblast to the russian federation, allegedly for rehabilitation or treatment. There is no information about the return of even the first group of boys and girls that the invaders took away this year.

The enemy is constantly maneuvering, trying to rehabilitate itself in the eyes of its own leadership for its defeats in other parts of the front. That’s why they are shelling peaceful settlements. Yesterday, about 20 Grad multiple rocket launchers hit Novoliubivka simultaneously. There is destruction in the village.

The enemy is destroying Ukrainian logistics, making it difficult to deliver aid to the liberated villages. russians are constantly attacking and shelling Stelmakhivka, Novovodiane, and Nevske. In the area of Novovodiane, Ukrainian military defended their positions and inflicted significant losses on the russians.

The russian occupiers have completely closed the entry and exit to Kreminna and Rubizhne. 

According to Artem Lysohor, Head of Luhansk RMA,  the russian forces fired about 20 shells from a multiple launch rocket system at Novoliubivka. Destruction was recorded in the village. Fortunately, there were no casualties. Neighboring Nevske and Bilohorivka also suffered from enemy shelling and airstrikes. The enemy tried to advance south of Novoselivske towards Stelmakhivka under the cover of air cover, but all these attempts were stopped by Ukrainian Defense Forces.

On the occupied territories, the russian invaders do not intend to rebuild destroyed housing and infrastructure, but are trying to use these areas to establish their own policy. That is why they plan to build 25 more prisons there, most of which should start operations in the so-called ‘luhansk people’s republic’ by  January 1, 2026. In a rush to enhance loyalty to the Kremlin, on the eve of the so-called ‘first elections’ to be held in September, local collaborators began to issue passports to prisoners. Without a russian passport, prisoners are not allowed to have paid jobs while serving their sentences, and the administration of the institutions is stepping up repression of those who refuse. The prisoners are also threatened with the fact that they will not be able to apply for social benefits and register with the employment service after release.

What is happening now in the north of Ukraine

Kyiv oblast

On July 15, President of the Republic of Korea Yun Seok-Yeol and his wife Kim Geun-Hee, together with the First Lady, visited the Center for Protecting Children’s Rights, which provides psychological support to children who witnessed crimes committed by the russian military. The main goal of the Center is to restore justice, punish those responsible for these crimes and provide social assistance to the families of the children.

Irpin Mayor Oleksandr Markushyn announced that the German Association for Water Supply and Wastewater Treatment of Born has allocated 200 thousand euros for the purchase of water supply and wastewater treatment pumps for the city. The city received the grant assistance during a meeting between the mayor of Irpin and Chairman of the association Simone Ludtke and her deputy Michael Spitzner.

Kyiv City Council approved a list of 69 monuments, memorials, and decorative elements associated with the ussr or russia to be dismantled or moved. Among them is the hammer and sickle on the Paton Bridge, which will be dismantled “while preserving the artistic solution” and a tender to install new elements will be held.

Metinvest Group will become a financial partner of the project to reconstruct the shield on the Motherland monument and will produce steel for the Ukrainian Trident to replace the soviet coat of arms on the shield free of charge. The sculptor of the project is Ukrainian artist Oleksiy Perhamenshchyk. Installation of the composition will begin in July and will last until August 24 this year.

Brovary manufactures mobile baths and laundries for the Ukrainian military that can be placed as close to the front line as possible. So far, 27 such bath complexes have been manufactured, and seven more are in the process of being manufactured or contracted. At the moment, the project is systematically supported by OBRIO and the Genesis for Ukraine Foundation, which have purchased four mobile bath and laundry complexes for UAH 5 million .

This week, 10 educational institutions in Kyiv oblast received powerful generators – they will be delivered to 7 lyceums, gymnasiums, schools, 2 kindergartens, and a center for children and youth creativity. According to the RMA, there are currently almost 1,400 generators of various capacities in educational institutions of the oblast. The need for autonomous power sources is another 250 units.

Another 18 winners of the government’s program on developing businesses  in Kyiv oblast will receive microgrants totaling more than UAH 4 million. The grant recipients will create 51 new jobs. Among the winners, 28% are from Bucha region, 22% from Bila Tserkva region, 17% from Fastiv region, and 11% each from Obukhiv and Brovary regions. Women entrepreneurs make up 65% of the individual entrepreneurs.

Zhytomyr oblast

More than 10 tons of humanitarian aid was collected in Korostyshiv for IDPs and low-income families. These are clothes, shoes and household items collected by the volunteers of the New Life for Old Things center and brought by local people. The center cooperates with volunteers from other cities to sort the items and send them to people in need in different parts of Ukraine as needed.

Zhytomyr Regional Museum of Local Lore presented itself in France. In June, 15 museum workers from Ukraine presented in France their own achievements and experience in preserving collections in the face of challenges due to the full-scale russian invasion and learned about practices of organizing exhibitions, their restoration and promotion.

Sumy oblast

Sumy RMA reported that russian forces shelled the border regions 16 times. There were 137 explosions. Krasnopillia, Yunakivka, Bilopillia, Nova Sloboda, Znob-Novhorodske, Esman, Khotyn and Mykolaiv communities were shelled. The enemy was shelling using artillery and mortars, launching missiles from an airplane and dropping grenades from UAVs.

As a result of one of the artillery attacks of Krasnopillia community, three private houses, two garages, a non-residential building of an enterprise and an intra-house gas pipeline were damaged.

At night and in the morning of July 16, the enemy fired 8 times at the border. There were 30 mortar attacks on the territory of Khotyn, Yunakivka and Druzhbivka communities. Grenade launcher attacks continued in Esman community, causing 30 explosions.

Sumy RMA reported that air defense forces shot down two russian drones in the oblast. One of the enemy UAVs was shot down near the village of Verkhnya Syrovatka.

Volodymyr Artiukh, Head of Sumy RMA, announced that the oblast plans to intensify efforts to adapt local warning systems to wartime requirements, using all possible sources of public information. This year, almost UAH 2 million has been allocated to Sumy, Okhtyrka, Romny and Shostka regions to modernize the warning system. Many border communities in Sumy oblast have unstable mobile and Internet connections, and people have no way to learn about threats. There is no warning system in 24 communities.

Thanks to the help of the German Federal Agency for Technical Assistance (THW), local water utilities received 6 powerful generators. This will ensure uninterrupted water supply and sewerage services for Sumy residents in case of blackouts and emergency power outages. Shostka, Hlukhiv and Romny communities also received one generator each.

Chernihiv oblast

The Ministry of Internal Affairs reported that Oleksiy Dyagovets, former Head of Preventive Police Department in Chernihiv oblast, was killed in the war. The hero defended Ukraine at the front since January 2023.

The restoration of libraries destroyed due to russian aggression continues in Chernihiv. These are the regional library named after Sofia and Oleksandr Rusov, the city library named after Kotsiubynskyi, and the regional library for youth. Russian shelling caused significant losses not only to the library buildings but also to the book collection.

In Chernihiv oblast, a street was named in honor of fallen policeman Bohdan Bondarchuk and a memorial plaque was installed on the building of the school in Khmilnytsia where he studied. The policeman was killed on February 13, 2023, while performing a combat mission to deter enemy offensives and prevent a breakthrough in the city of Bakhmut.

Sumy RMA reported that 3,532 unemployed people in Chernihiv oblast have joined the Army of Recovery this year. In addition to socially useful work, the unemployed are helping the military, building fortifications, removing debris on roads, weaving camouflage nets, making trench candles, cooking food and dry rations.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Serhii Lysak, Head of Dnipropetrovsk RMA, said that Nikopol received more than 60 tonnes of drinking water from benefactors.

Vinnytsia oblast

​​Nazar Sokhatskyi, aged 12, from Cherepashyntsi, bought two power banks for Kalynivka’s National Guard. The boy raised the money from selling rabbits he looked after. His father and uncle are now defending Ukraine.

Poltava oblast

Volunteers from Poltava oblast collected and sent food provided by residents of Sukhorabovka community to the frontline. The humanitarian aid was delivered to the military in the east.

Cherkasy oblast

Viktor Vasiura, the organiser of the Unconquered Nation festival, reported that the event is ongoing in Kholodnyi Yar, Cherkasy oblast. This year, the focus is on helping the military who were wounded in the war, therefore, the festival will include lectures on rehabilitation and psychology. 

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

At night, the russian military attacked Zaporizhzhia. As a result, one person was injured. An infrastructure facility was damaged. The blast wave shattered windows in nearby buildings.

Zaporizhzhya RMA reported that seven people were injured in the shelling of the village of Stepnohirsk in Zaporizhzhia oblast. 

Zaporizhzhya RMA said that over the past day, on 15 July, russian troops shelled 13 settlements in Zaporizhzhia oblast.

Ivan Fedorov, Mayor of Melitopol, said that residents of certain villages in Polohiv region are being forced to move out of their homes: allegedly, the Armed Forces of Ukraine have marked them for liquidation. After the intimidated residents move out, the occupiers move in, seizing their houses.

Mykolaiv oblast

Mykolaiv RMA said that on July 16, at 07:05 and 07:20, russian artillery strikes were carried out in Ochakiv, Ochakiv community. As a result, the windows of an apartment building were damaged. Detailed information is being verified. On July 15, at 18.42 and 20.45, the russian military fired artillery at Kutsurub community. There were no casualties.

Odesa oblast

A large-scale charity concert was held in the town of Reni, Izmail region, organized by Rotari Club Izmail. All funds raised at the event were donated to representatives of an artillery unit of the Armed Forces of Ukraine. The concert was performed by  Kriz Sky, a band from Izmail, and the headliner was the well-known Ukrainian band Grandma’s Smuzi, which plays heavy metal and performs Ukrainian covers of famous rock artists. The charity event raised more than half a million hryvnias for the Ukrainian Armed Forces.

Reuters reported that the cargo ship that made its last voyage under the Black Sea Grain Initiative (the Grain Deal) leaves the port of Odesa. The Turkish bulk carrier Samsan is heading to Istanbul. The agency notes that the aggressor country russia has not agreed to register new cargo ships since the end of last month. At the same time, the Grain Deal expires tomorrow, on July 17.

.Kherson oblast

Oleksandr Prokudin, Head of the Kherson Regional Military Administration, reported  that in Tryfonivka, children found an unidentified object on the street that detonated. The boys, aged 8 and 10, sustained head injuries, contusions and wounds. The children were hospitalized. According to the Prosecutor’s Office, the explosive object was left by the russian military.

The village of Rozlyv was shelled by the russian military. The residential buildings were hit. A 54-year-old woman and a 49-year-old man who were in their yards were injured. They received medical aid on the spot. In Bilozirka region, a field sown with wheat caught fire as a result of shelling.

Oleksandr Prokudin, Head of Kherson Regional Military Administration, reported that on July 15, russian troops fired 69 times at Kherson oblast. They fired 10 shells at Kherson. They hit residential areas, an administrative building, a shop and warehouses in Beryslav region. One person was killed.

Volodymyr Litvinov, Head of Beryslav RMA, said that on July 15, the russian army shelled two communities in Beryslav region with artillery, namely Zolota Balka, Shlyakhove and Beryslav. An administrative building, a shop, residential buildings and outbuildings were damaged. 

As part of the Side by Side programme, 18 volunteers from the Ostroh community of Rivne Oblast are working in the village of Orlove, Kherson Oblast. They are repairing houses damaged by the russian army. Since July 11, they have repaired the roofs of 17 houses of local residents.

Latest news for today in the western regions of Ukraine

Volyn oblast

35-year-old Hero Dmytro Redchuk, who was killed in the war with the russian invaders, was met on his knees in Horohiv community. On July 10, 2023, during a combat mission in Zaporizhzhia oblast, the senior soldier of the mechanized battalion’s communications platoon received life-threatening injuries.

Zakarpattia oblast

Viktor Mykyta, Head of the RMA, met with Romanian partners led by Alexander Viktor Mikula, Extraordinary and Plenipotentiary Ambassador of Romania to Ukraine (Embassy of Romania in Ukraine). They discussed the cross-border cooperation, joint projects to support families of defenders, and infrastructure initiatives.

25 children from Zakarpattia, whose parents are defending Ukraine’s independence at the front, went on holiday to Constanta (Romania) thanks to Alexander Viktor Mikula, Ambassador Plenipotentiary, and representatives of the New Strategy Center organization.

Ivano-Frankivsk oblast

The executive committee of Ivano-Frankivsk approved payments for 6 families of fallen soldiers in the total amount of UAH 550K; 10 military personnel without the status of a participant in hostilities will receive 3K UAH each in compensation for the payment of utility services for a total amount of 30K UAH; paid UAH 10K each to 8 defenders who were wounded at the front in the amount of UAH 80K; 6 family members of the killed and missing in war will receive assistance in the amount of the monthly subsistence minimum.

Lviv oblast

Maksym Kozytskyi, Head of the RMA, met with Larisa Galadza, Ambassador Extraordinary and Plenipotentiary of Canada to Ukraine. As of now, two Ukrainian-Canadian projects worth about 45 million Canadian dollars are being implemented in Lviv oblast.

In Sambir region, training has begun within the Program of Basic Training of Ukrainian Citizens for National Resistance. The first psychological training was held for residents of Raliv community.

Farmers from Great Britain sent 14 off-road vehicles, a mobile dental office and a humanitarian medical cargo (medicines, tourniquets, hemostatic agents, etc.) to servicemen of the West Air Command of the Armed Forces of Ukraine and several other military brigades as part of the Pickups for Peace campaign.

During the charity concert for the City Day in Novoiavorivsk, over UAH 76K was collected for the needs of the military. The funds will be donated to the 66th battalion of the 103rd separate brigade of territorial defense of the Armed Forces of Ukraine and Kyiv City Territorial Center for Recruitment and Social Support.

The youth tent camp Hero of Ukraine Taras Matviyev Military School will be held in Zhydachevo. It will last from July 17 to 24. Participants will gain skills in military tactics, aerial reconnaissance, and first aid. Also in the program are training shootings, sports, evenings by the fire.

It is reported that soviet monuments were dismantled in Strii and Zolochiv regions as part of the decommunization process. Since the beginning of 2023, over 100 objects of soviet and imperial propaganda of the enemy have been dismantled in the oblast. Complete cleansing of Lviv oblast from totalitarian symbols is planned by the end of 2023.

Rivne oblast

18 volunteers from Ostroh community are working in the village of Orlove, Kherson oblast. Within a week of the Side by Side project, they repaired the roofs of 17 houses damaged by russian missiles.

Ternopil oblast

Ivan Tarn, a Belgian of Ternopil origin, became one of the heroes of the NATO summit in Vilnius.  He went to defend Ukraine from the first days of the war, and in February 2023 was wounded near Bakhmut, and received the amputation of his right leg. BBC News and Social Ternopil filmed a story about Ivan. In addition, the interview with him in the Ukrainian English-language publication The Ukrainian Review was on QR codes on billboards around Vilnius during the NATO summit.

Khmelnytskyi oblast
