It has been the 704th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

The russian federation continues to wage a war of aggression. Despite significant losses, it does not abandon its plans for the complete occupation of Ukraine. The enemy continues to ignore the laws and customs of war, uses terror tactics, conducts strikes, and shells both military and civilian targets. The enemy is actively using aircraft and FPV quadcopters, conducting assault operations with the support of armoured vehicles.

The operational situation in eastern and southern Ukraine remains challenging.

On January 28, there were 61 combat engagements. The enemy launched 6 missile and 2 air strikes, carried out 51 MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, the russian terrorist attacks have resulted in civilian casualties and injuries. An educational establishment, residential private and apartment buildings and other civilian infrastructure were destroyed and damaged.

Towards Volyn and Polissia, there were no significant changes. No signs of formation of an offensive group were noticed. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.

Towards Siversk and Sloboda, the russian army maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. The invaders launched an airstrike in the vicinity of Chervonyi Khutir (Chernihiv oblast). Around 30 settlements came under enemy artillery and mortar fire, including Bleshnia, Karpovychi (Chernihiv oblast), Veselivka, Chuikivka, Vovkivka (Sumy oblast), Okip, Veterynarne, Vovchansk, Lukiantsi, and Starytsia (Kharkiv oblast).

Towards Kupiansk, the Ukrainian defenders repelled 1 assault east of Pishchane (Kharkiv oblast). In that area the occupiers made failed attempts to breach Ukrainian defense. The invaders fired artillery and mortars at more than 10 settlements, including Dvorichna, Petropavlivka, and Ivanivka (Kharkiv oblast).

Towards Lyman, the Ukrainian defenders repelled 6 assaults near Terny, Yampolivka (Donetsk oblast). In that area the adversary made attempts to breach Ukrainian defense. The enemy fired artillery and mortars at more than 10x settlements, including Makiivka, Nevske, Bilohorivka (Luhansk oblast), Terny, Torske, Verkhnokamianske, Spirne, and Fedorivka (Donetsk oblast).

Towards Bakhmut, the Ukrainian Defense Forces repelled 2 attacks in the vicinity of Ivanivske (Donetsk oblast), where the occupiers made unsuccessful attempts to improve their tactical situation. More than 10 settlements came under artillery and mortar fire, including Vasiukivka, Bohdanivka, Ivanivske, Klishchiivka, and Dyliivka (Donetsk oblast). 

Towards Avdiivka, the Ukrainian defenders repelled 16 attacks near Ocheretyne, Novobakhmutivka, Stepove, Avdiivka, and 5x more attacks near Pervomaiske and Nevelske (Donetsk oblast). The invaders fired artillery and mortars more than 15x settlements, including Novobakhmutivka, Stepove, Avdiivka, Sievierne, and Pervomaiske (Donetsk oblast).

Towards Marinka, the Ukrainian Defense Forces continue to hold back the invaders in the vicinities of Heorhiivka, Pobieda and Novomykhailivka (Donetsk oblast). In that area, the enemy made 18 failed attempts to improve its tactical situation. The settlements of Krasnohorivka, Heorhiivka, Pobieda, Novomykhailivka, and Paraskoviivka were under artillery and mortar fire.

Towards Shakhtarske, the russian army conducted no offences. The enemy fired artillery and mortars at more than 10x settlements, including Vodyane, Prechystivka, Zolota Nyva, and Staromaiorske (Donetsk oblast).

Towards Zaporizhzhia, the Ukrainian defenders repelled 1 assault south of Pryyutne (Zaporizhzhia oblast). More than 15 settlements, including Poltavka, Chervone, Charivne, Bilohiria, Mala Tokmachka, Robotyne, and Piatykhatky (Zaporizhzhia oblast), came under enemy artillery and mortar fire.

Towards Kherson, Odesa operational-strategic group,  the russian army fired artillery at the city of Kherson. On top of that, the occupiers launched MLRS strikes at the vicinities of Novotiahynka, Ivanivka and Poniativka (Kherson oblast).

The occupiers have not abandoned their intention to drive Ukrainian units out of their footholds on the left bank of the Dnipro. Thus, during the day, the enemy made 7 unsuccessful assault attacks on positions of Ukrainian troops. 

The Ukrainian Air Force launched airstrikes on 6 buildups of enemy troops. Also, Ukrainian air defense forces shot down 1 Kh-59 air-launched guided missile.

The Ukrainian missile troops hit 1 enemy artillery system, 1 electronic warfare station.

According to Global Firepower, the Ukrainian army is ranked 4th among European armies. The top places were taken by the UK, Italy, and France. 

The State Emergency Service of Ukraine reports that since the start of the full-scale invasion, more than 467K explosive devices have been defused by SES bomb squads. Also, 3,153 aircraft bombs were defused.

Recent war events in the east of Ukraine

Volodymyr Fito, Head of the public relations service of the Ground Forces Command, reported that towards Lyman-Kupiansk, 267 russian soldiers were eliminated and 72 pieces of enemy equipment destroyed, including six tanks, eight infantry fighting vehicles, two armoured personnel carriers and an MT-LB.

A total of 16 enemy attacks were repelled in this sector.

43 kamikaze drones were launched at Ukrainian positions.

There were 657 mortar and artillery attacks.

Kharkiv oblast

According to Kharkiv Regional Military Administration, about 20 settlements of Kharkiv oblast were under enemy artillery and mortar attacks, including: Udy of Bohodukhiv region, Kozacha Lopan of Kharkiv region, Ohirtseve, Vovchansk, Budarky of Chuhuiv region, Kolodiazne, Dvorichna, Synkivka, Petropavlivka, Ivanivka, and Berestove of Kupiansk region.

Yesterday at about 1 pm, the invaders attacked Vovchansk, Chuhuiv region. A 77-year-old woman was injured and hospitalised. A private house was damaged.

At 1:15 pm, the enemy attacked Kozacha Lopan, Kharkiv region. A 61-year-old man was injured and was taken to hospital. A residential building was damaged.

At 6 pm, the enemy attacked Podoly, Kupiansk region. Men of 42 and 50 years old were injured and hospitalised. 

Around 7:30 and 9 pm, the invaders targeted Vovchansk, Chuhuiv region. There were no casualties. 

At 6 and 10:40 pm, the enemy attacked Kupiansk. The shelling damaged the cemetery. 

At around 1 am, the enemy attacked Vovchansk again. There were no casualties. 

The Armed Forces of Ukraine repelled 7 enemy attacks near Synkivka and Tabaivka of Kupiansk region.

Combined groups of bomb experts cleared 4.7 hectares of territory and destroyed 147 explosive ordnance. Mine clearance is ongoing.

Donetsk oblast

Around 1:30 am, russia launched three missiles at Myrnohrad. Two adults and a child were injured. 14 apartment buildings, a kindergarten, a school and 9 civilian cars were damaged.

Yesterday the enemy shelled the residential sector 6 times. Police collected evidence of russian war crimes. Also the russian army focused fire on 5 settlements: Avdiivka, Kurakhove, Sloviansk, Ocheretyne and Sokil. 7 civilian objects were damaged, such as, 4 residential buildings, an enterprise, a boiler house, and a gas pipeline. 

According to Donetsk Regional Military Administration, towards Pokrovsk, Krasnohorivka and Kostiantynivka of Marinka community and the outskirts of Ocheretyne community were under attack. Kurakhove was shelled with cluster munitions. In the middle of the night, russians launched 3 missiles at Myrnohrad and as a result, 3 people were injured, 14 apartment buildings and a kindergarten were damaged.

Towards Kramatorsk, Torske, Yampil and Terny of Lyman community were shelled. Russians launched 2 S-300 missiles at Kostiantynivka, damaging an enterprise. 

Towards Bakhmut, a power line was cut in Toretsk community. In Chasiv Yar community, 2 private houses were damaged. A house was damaged in Serebrianka of Siversk community. 

Police have identified five people who were recovered from the rubble in Niu-York. They are three men and two women. The enemy killed a family: a 54-year-old man, his 86-year-old mother and 85-year-old father. A 69-year-old woman and a man, who turned 72 on the day of the tragedy, were killed.

Luhansk oblast

According to Luhansk Regional Military Administration, the invaders tried to put pressure on two directions at once, near Stelmakhivka and Bilohorivka, but failed. During the assaults, they do not pay attention to the amount of lost equipment. The Ukrainian defenders, who are in active defence, are destroying dozens of enemy weapons per day. The enemy is also actively using kamikaze drones in its offensives.

Yesterday Karmazynivka, Nevske and Bilohorivka suffered from enemy artillery and mortar attacks.

Most of russian prisoners, who fought in the assault units, neither received the payments promised to them by the russian Ministry of Defence, nor the documents to take off their criminal records. This applies to incentive payments and money for injuries or disabilities sustained as a result of participation in hostilities. In addition, the contracts themselves were not concluded directly with the ministry, but through intermediaries, and provided for “participation in a volunteer formation”. Legally, the stormtroopers were not members of the russian military, which excludes their rights to any social and financial guarantees.

In Sievierodonetsk, the only boiler house, that the invaders were able to repair before the winter, was shut down. There is no information on the timeframe for the repair. However, even before the accident, this boiler room and several modular cells installed in the neighbourhoods were not able to provide the standard indicators even for the houses chosen by the invaders.  

What is happening now in the north of Ukraine

Kyiv oblast

According to the Department of Social Development and Veterans’ Policy of Kyiv RMA, 226 heating points have been set up in Kyiv oblast to be used in the winter. They offer warmth, hot food and tea and can be found on the map.

According to Kyiv City State Administration, almost 1,500 primary care doctors in the capital have been trained under a specialised WHO programme and are ready to advise patients on mental health. Due to the war, the pressure on mental health has increased significantly, and a family doctor trained under the mhGAP programme will be able to provide advice and support to people.

According to Kyiv RMA, the 72nd Brigade received another batch of drones and pick-up trucks from the communities of Kyiv oblast. The military received 500 FPV drones, some of which were purchased at the expense of the regional budget, and 200 units were purchased by the community of Bila Tserkva.

The Svoboda battalion and the 28th separate mechanized brigade named after the Knights of the Winter Campaign received 100 FPV drones each. The soldiers also received three electronic warfare systems, which are so necessary for the military in eastern Ukraine.

One of the kindergartens in Irpin is to be equipped with solar panels. This will ensure uninterrupted power supply in the event of a power outage. The relevant Memorandum was signed between the World Wind Energy Association, Irpin Restoration Fund, and Irpin City Council. A similar project is planned to be implemented in the Borodianka community.

The Zemliachky NGO organised a photo exhibition in Kyiv called Hear the Female Military dedicated to women in the military. The exhibition featured portrait photographs of female defenders, accompanied by audio recordings of the military about their personal motivation and experience on the front line.

The book “Kharkiv Torn by the Enemy. 2022-2023. Photo Testimony of Vadym Belikov” was presented at the Ukraine-Ukrinform Media Centre of Kyiv. The project was supported by the Ministry of Culture and Information Policy.

Zhytomyr oblast

According to Berdychiv regional administration, another evacuation train with IDPs from Donetsk oblast arrived at the railway station in Berdychiv. It is the 45th one since the beginning of the full-scale war. This time, 22 people arrived in Zhytomyr oblast, including 1 child and 2 disabled. The IDPs were met by an evacuation team, provided with all the necessary assistance and will be resettled in the communities of Zviahel region.

A new shelter for a lyceum with 163 students was built in Hlybochytsia community of Zhytomyr region. The shelter is designed so that lyceum students can access it directly from school, and it has all the conditions for safe stay and study during air raids and shelling. Two more shelters for educational institutions are being built and modernised in the community.

Residents of the village of Karvynivka, Zhytomyr region decided to join the Orthodox Church of Ukraine. The decision was made during the community meeting on January 27, at which they noted that they did not want to attend the russian church.

Sumy oblast

At night, russians fired 6 times at the border areas of Sumy oblast. There were 24 explosions. 4 communities in the oblast were shelled. Bilopillia community was shelled with mortars (7 explosions), artillery (4 explosions) and BMD cannon fire (5 explosions). The enemy fired mortars at the territory of Druzhbivka (6 attacks) and Esman (2 attacks) communities. Small arms fire was on the territory of the Shalyhine community.

According to Sumy RMA, the russian military fired 15 times at border areas of Sumy oblast. There were 91 attacks – from mortars and artillery, the dropping of explosives from UAVs, and shelling with an FPV drone. 10 communities in the oblast came under hostile fire: Khotin, Yunakivka, Bilopillia, Krasnopillia, Velyka Pysarivka, Esman, Seredyna-Buda, Druzhbivka, Znob-Novhorodske and Svesa communities.

According to the Sumy region police, one house in Seredyna-Buda was damaged by russian shelling on January 27. A detached house and an outbuilding were damaged in the Yunakivka community. 

The russian army killed a resident of the village of Stepok, which is located near the border with russia and close to the Pokrovka-Kolotylivka humanitarian crossing point. The 60-year-old’s body was found at noon on January 24. The shell hit the room with the man. The death of the civilian was confirmed by the Krasnopillia village council and the Security Service of Ukraine.

Iryna Vereshchuk, Vice Prime Minister for Reintegration of the Temporarily Occupied Territories of Ukraine, reported that 38K Ukrainian citizens have left the temporarily occupied territories since the opening of the checkpoint between Ukraine and russia in Sumy oblast. More than 3,000 of them are children. Most people are from Zaporizhzhia, Kherson, Donetsk and Luhansk oblasts, as well as Crimea.

The Centre for War Veterans in Sumy has more than 3,500 people registered with the institution. More than 1,500 of them are family members of combatants. The centre provides social support and guidance, legal advice and psychological assistance. There is also a rehabilitation department, where more than 8,500 procedures have been provided since the beginning of the year. On the basis of the municipal institution, Sumy City Council is implementing a pilot project to introduce the Institute of Veteran’s Assistant.

According to the Head of the Sumy Society for the Protection of Animals, on January 25, volunteers evacuated 9 puppies and their mother from the frontline in Kupiansk and brought them to Sumy at the request of the military. The rescued pets were vaccinated and placed in enclosures.

Chernihiv oblast

According to the State Border Guard Service of Ukraine, russian troops fired 6 times at the Chernihiv oblast border. The territory of the Semenivka community was shelled with mortars – 31 attacks towards the settlements of Leonivka, Karpovychi and Bleshnia. The Snovsk community was hit by 11 artillery strikes towards the settlement of Yeline.

According to the Center for Countering Disinformation, the russian military does not have the forces and means to launch a new attack from the north, in particular on Chernihiv. The information about an offensive from the north is spread by the russians every few months, trying to provoke panic in Ukraine. The defence forces are controlling the situation on the border.

According to the regional employment centre, almost 9,200 unemployed people in Chernihiv oblast have joined the Army of Recovery since mid-October 2022. 400 of them have joined since the beginning of 2024. They clear blockages, carry out construction work, weave camouflage nets and prepare field rations for the military. 

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council reported that late in the evening the enemy shelled Nikopol region with artillery. They hit the regianal center and Marhanets community. They fired about half a dozen shells. The occupiers launched 7 kamikaze drones on Nikopol region. They also fired from artillery. Marhanets community and Nikopol were targeted. Private houses, an outbuilding and a garage were damaged in the district center. In Dnipro region 2 private houses, a household building and a car were damaged as a result of the downed missile debris.

Vinnytsia oblast

In Vinnytsia oblast, Mykola Mokhnach, volunteer from Zhmerynka, makes trench candles for the defenders together with his wife. In 23 months they have made more than 8,000 candles.

Kirovohrad oblast

In Kropyvnytskyi, families of war prisoners organized the rally, Don’t be silent! Captivity Kills! Let’s Unite for the Sake of Heroes’ Lives in support of prisoners of war attended by 200 people.

Poltava oblast

The RMA reported that the occupiers shelled Poltava oblast with missiles. The Air Defence was operating in the region. An industrial facility in Kremenchuk region was hit, causing a fire.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Zaporizhzhya Regional Military Administration said that 130 attacks were conducted by the russian army on 24 towns and villages in Zaporizhzhia oblast. They used multiple rocket launchers, artillery and 33 drones to attack Zaporizhzhia, Gulyaypole, Novoandriivka, Novodanilivka, Novodarivka, Bilohirya, Malynivka, Charivne, Poltavka, Robotyne and Piatikhatky. 

According to the State Emergency Service, a fire broke out in Zaporizhzhia a result of an attack by russian drones. 

Mykolaiv oblast

On 27 January, russian troops shelled Ochakiv community in Mykolaiv oblast five times. A garage, an administrative building and an apartment building came under fire. There were no casualties.

The Armed Forces of the South said that during the week from January 22 to 28, sappers found and defused 215 explosive devices in Mykolaiv oblast. During this period, specialists cleared 60.2 hectares of land in oblast. 

Odesa oblast

The Main Directorate of State Emergency Service of Odesa oblast reported that six safety classrooms for children have been opened in Odesa oblast over the past week. Using 3D stands, colouring books and other educational products developed by the State Emergency Service of Ukraine and UNICEF Ukraine, rescuers, police officers and teachers teach children the basics of safe living. The SES also operates a mobile safety classroom in the region. In the mobile safety space, rescuers and law enforcement officers visit students of Odesa educational institutions. Children are taught mine and fire safety, traffic rules, bullying and internet fraud, etc. 

According to the State Ecological Inspectorate of the South-Western District, on  January 25, as a result of russian shelling, a massive fire broke out in the warehouse of a furniture factory in the Khadzhybey district of Odesa. The total area of the fire was 1,200 square metres, and more than 95 tonnes of carbon dioxide were released into the air. State inspectors have calculated the damage to the air, which amounts to UAH 289,300. 

Kherson oblast

In the afternoon, the russian army attacked Beryslav in Kherson oblast. A man sustained a blast injury and a leg injury.

Kherson Regional Military Administration reported that at around 14:10 on January 28, russian troops fired at least eight times at Mykhailivka village in Kherson oblast. One of the shells hit a house, an elderly woman was injured. 

On January 27 the  Armed Forces of the South destroyed a cannon, two vehicles, two boats, a Mavic-3 quadcopter, a field supply point and an observation post of the russian army on the left bank of the Kherson oblast. In addition, 77 russian servicemen were eliminated.

Oleksandr Prokudin, Head of Kherson Regional Military Administration, reported that on January 27, the russian military fired 102 times at Kherson oblast. They hit residential areas of the region’s settlements, a mobile phone and radio tower in Beryslav region. One person was killed and two were injured. 

Natalia Humeniuk, Head of the Joint Coordination Press Center of Armed Forces of the South, reported that on January 27 the russian military used more than 70 FPV drones to attack the positions of Ukrainian defenders and civilians in Kherson oblast. 

Latest news for today in the western regions of Ukraine

Volyn oblast

Kovel will receive two new cars, namely, a dump truck with a MAN crane and a double-cab Citroen Jumper, from the partner city of Barzinghausen as part of an aid package from the German international aid society GIZ, financed by the German Federal Government.

Zakarpattia oblast

Zakarpattia rescuers received 3 sets of gasoline motor pumps for pumping silt and liquids, draining submerged objects damaged during floods, from the Marshalek Office of the Podlaskie Voivodeship of the Republic of Poland.

The RMA reported that Zakarpattia IT cluster will cooperate with the leading Hungarian communities of Aitivs. This was agreed at the business forum in Budapest.

Ivano-Frankivsk oblast

Ivano-Frankivsk City Council reported that they sent 20 FPV drones to a separate platoon of unmanned aviation complexes SAPSAN of the State Special Service of Transport.

Ivano-Frankivsk City Council reported that in the village of Krykhivtsi, an annotation board was opened to Taras Protsakh, Defender of Ukraine, a volunteer of the Ukrainian Armed Forces.

Lysetsk community is one of the 10 communities in Ukraine where the pilot project Space of Opportunities will be implemented regarding veteran policy. It provides for: creation of a veteran space, training of specialists who will interact with veterans, support of veteran entrepreneurship, creation of a single comprehensive program of support for veterans, development of barrier-free capabilities.

Lviv oblast

The community of Lviv continues to support the Ukrainian army. This week, thanks to citizens’ taxes, equipment worth over UAH 17 mln was sent to the military.

The defenders from Drohobych region were posthumously awarded For Courage orders. Dmytro Ovcharenko, Nazariia Bilokur and Roman Avanenko were awarded the III degree Order of Courage, for loyalty to the military oath and self-sacrifice. The award was presented to the relatives of the fallen servicemen.

Rivne oblast

In Rivne oblast, the children of the fallen Heroes were presented with Father’s Heart charms. 34 amulets were prepared for the children of fallen soldiers from communities of Shpanivska and Hoshchanska. Since 2019, the amulet Father’s Heart has been awarded to the children of fallen Heroes.

Ternopil oblast

In Ternopil, a training communication with military personnel, veterans and their family members during the provision of administrative services was held. The event was organized by representatives of the Department of Economic Development and Trade of the RMA together with representatives of the PROSTO project.

Khmelnytskyi oblast

Khmelnytskyi sent 10 quadcopters Autel EVO Max 4T quadcopters with thermal imaging worth UAH 2.4 mln to the Defense Forces. Since the beginning of the year, Khmelnytskyi has sent 58 quadcopters worth UAH 12.7 mln and 600 FPV drones (UAH 8 mln).

Chernivtsi oblast

Andrii Mesiuk, National Guard soldier, was posthumously awarded with the III degree Order for Courage. The award was presented to the mother of the fallen soldier. The man voluntarily went to the military commissariat on February 28, 2022. He fought in the hottest areas. In March 2023, Andrii Mesiuk was killed near Kreminna, Luhansk oblast. The fallen soldier is survived by two sons and a daughter.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

The US Senate committee approved the draft law on the confiscation of assets of the russian federation in favour of Ukraine. If the bill is later passed by the Senate and House of Representatives and signed by President Joe Biden, it would pave the way for the first-ever seizure of assets by the Central Bank of a country with which it is not at war. If passed, russian assets can be transferred to Ukraine for reconstruction after the destruction caused by the war unleashed by russia.

Anthony Blinken, US Secretary of State, sent a letter to Kyriakos Mitsotakis, Greek Prime Minister, regarding the expansion of security cooperation between the two countries. The United States proposes to consider allocating additional funds to the Greek army in exchange for a military aid package for Ukraine.

The Competitive Economy of Ukraine USAID project provides for the allocation of $10 mln, which is 30 grants in the amount of $150K to 500K dollars for the spheres of food, light industries, machine building and metalworking.

The Latvian government decided to send another batch of cars confiscated from drunk drivers to Ukraine. These are 14 cars, the total market value of which is over EUR 100K.

Vitalii Koval, Head of the State Property Fund of Ukraine, met with representatives of BAUROK LLC and the Embassy of Estonia in Ukraine. Bauroc AS is the largest producer of aerated concrete products in Northern Europe. They have modern factories in Estonia, Latvia and Lithuania. The company sees the development of its business in Ukraine.

Nicole De Moor, State Secretary for Asylum and Migration in the EU of Belgium, stated that the EU is ready to extend temporary protection for Ukrainians after March 2025.

The Bulgarian government has extended temporary protection for Ukrainian refugees until March 2025.

An exhibition of seven Ukrainian artists GUARDIAN SPIRITS was opened in the Netherlands by the We and the World CF. The exposition includes 39 works of painting, graphics, sculpture and video art. During the charity event, funds will be collected to provide prosthetics for two soldiers undergoing treatment at the Superhumans Center and to arrange an art therapy rehabilitation space in Lviv Officers’ House.
