The enemy continues to wage a war of aggression. Despite significant losses, they do not give up the plans to fully occupy Ukraine, ignore the laws and customs of war, use terror tactics, strikes and attacks both military and civilian objects. The enemy actively uses aviation and quadrocopters of the “FPV” type, conducts assaults with the support of armored vehicles.
The operational situation in the east and south of Ukraine remains tense.
87 combat clashes took place. In total, the enemy carried out 3 missiles and 43 air strikes, carried out 53 attacks from rocket salvo systems on the positions of our troops and populated areas. As a result of the russian terrorist attacks, unfortunately, there are wounded among the civilian population. High-rise and private buildings, as well as other civilian infrastructure, were destroyed and damaged.
Towards Volyn and Polissia, the operational situation has not changed significantly. There were no signs of the formation of offensive groups. Certain units of the Armed Forces of Belarus perform tasks in the border areas with Ukraine.
Towards Siversk and Sloboda, the enemy maintains a military presence in the border areas, conducts sabotage and reconnaissance activities, attacks populated areas from the territory of the russian federation, and increases the density of mine-explosive barriers along the state border of Ukraine. The occupiers carried out airstrikes in the areas of Seredyna-Buda, Druzhba settlements of the Sumy region. The enemy did not conduct offensive (assault) actions towards Kupiansk. About 10 settlements, including Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestovka of the Kharkiv region, were shelled with artillery and mortar fire.
Towards Lyman, our soldiers repulsed 6 attacks near Terny, southeast of Vyimka, Rozdolivka of Donetsk oblast, where the enemy, with the support of aviation, tried to break through the defense of our troops. More than 10 settlements were affected with artillery and mortar shelling, including Nevske, Bilogorivka, Serebriansk Forestry of Luhansk oblast and Terna, Torske, Serebrianka, Verkhnokamyanske, Rozdolivka of Donetsk oblast.
Towards Bakhmut, the Armed Forces repelled 9 attacks near Bohdanivka, Ivanovsk, Klischiivka and Andriivka of Donetsk oblast, where the enemy unsuccessfully tried to improve the tactical position. About 10 settlements were under artillery and mortar fire, including Vasiukivka, Bogdanivka, Chasiv Yar, Ivanivske, Klischiivka, Andriivka, and New York of Donetsk oblast.
Towards Avdiivka, our defenders repelled 22 attacks in the areas of Novobakhmutivka, Avdiivka, and another 10 attacks near Severny, Tonenko, and Nevelsky in Donetsk region, where the enemy tried to break through the defense.of our troops. Over 15 settlements, including Keramik, Novobakhmutivka, Berdychi, Lastochkine, Avdiyivka, Netaylovye of Donetsk oblast, were hit with enemy artillery and mortar.
Towards Mariinka, the Armée Forces continue to hold back the enemy near Heorhiivka and Novomykhailivka, Donetsk oblast. The occupiers tried to improve the tactical position 31 times. The enemy carried out an airstrike in the Kostuantynivka area of the Donetsk region. Maksimilianivka, Heorhiivka, Novomykhailivka, Paraskoviivka, and Kostiantynivka were under artillery and mortar fire.
Towards Shakhtarsk, our defenders repelled an enemy attack near Vodianyi, Donetsk oblast. The enemy carried out an airstrike in the area of the settlement of Vuhledar, Donetsk oblast. About 10 settlements, including Vuhledar, Prechistivka, Zolota Niva, Blahodatne, Staromaiorske, and Rivnopil of Donetsk oblast, were hit by artillery and mortar attacks.
The enemy did not conduct offensive (assault) actions towards Zaporizhzhia. About 20 settlements were shelled with artillery and mortars, including Temyrivka, Malynivka, Huliaipole, Charivne, Mala Tokmachka, Novoandriivka, Lobkovo of Zaporizhzhia oblast.
Towards Kherson, the enemy does not give up its intention to knock out our units from the bridgeheads on the left bank of the Dnieper. So, 1 unsuccessful attempt to assault the positions of our troops was made. The enemy carried out airstrikes in the areas of the settlements of Chervyn Mayak, Krynka, Kherson Region. The occupiers also shelled the settlements of Tiahinka, Ivanivka, Tokarivka, and Veletenske in Kherson oblast with rocket salvo systems.
Units of rocket troops and artillery struck 3 areas of buildup of personnel, weapons and military equipment, 1 control point and 2 artillery means of the enemy.
Another child was retired from the temporarily occupied territory of Zaporizhzhia oblast. A woman asked them to help return her young daughter from the occupied territory.
Over 40 billion hryvnias will be allocated for Ukrainian business. The government is also preparing measures to support the Ukrainian manufacturer.
Recent war events in the east of Ukraine
Kharkiv oblast
Starting at 10:46 pm, the previous day, the invaders struck Kharkiv with Shahed kamikaze drones. Hits were recorded in Nemyshlianskyi district. The civil infrastructure was hit. There were several large-scale fires. At least 10 UAVs were launched from enemy territory, 8 of them were shot down. Specifically, the oil depot, from where the fuel leak occurred, was also shelled. Currently, one tank is still full, so the danger remains.
Serhii Bolvinov, Head of the Investigative Department of the regional police, reported that in one of the private residential buildings, the entire family of 5 people was killed as a result of the fire: a man and his wife and their three children (7-year-old, 4-year-old and 7-month-old boys). All seven bodies of the dead were found at the scene of the fire, they were burned alive. A 66-year-old man and his 65-year-old wife were killed in another house. The medical examiner will conduct a DNA examination of the dead bodies. They were badly burned as a result of the fire.

Mayor Ihor Terekhov said that two women, aged 61 and 39, were injured, and a 45-year-old man, who received 50% of his body burns as a result of a fire in Nemyshlianskyi district, remains in the hospital.
The fire was put down. The liquidation of the consequences of enemy airstrikes continues. In total, more than 200 rescuers were involved.
All the victims are residents of buildings on Kotelnia Street. As a result of the shelling, more than 1,000 consumers are now without electricity. Specialists are already working on returning the light.

Donetsk oblast
The General Staff of the Armed Forces of Ukraine said in the morning report that the Ukrainian military repelled 90 russian assaults in Donetsk and Luhansk oblasts. Also, russian air forces attacked Bilohorivka in Luhansk oblast and Terny, Novomykhailivka and Vuhledar in Donetsk oblast.
Illia Yevlash, Head of the press service of Khortytsia operational-strategic group, said that on February 9, towards Lyman-Kupiansk and Bakhmut, the Ukrainian military destroyed 6 russian tanks and about 470 invaders.
The Ministry of Energy informed that on February 9, one of the state-owned mines was cut off by shelling from the russian occupation forces. At that time, there were 20 miners in the mine underground. They have now been brought to the surface.
Ukrainian soldiers from the 47th separate mechanized brigade captured a russian soldier with the help of a drone in Avdiivka region. The press service of the 47th separate merchandised brigade of the Armed Forces released the corresponding video.

The invaders announced that they had completely restored all apartment buildings in the temporarily occupied Mariupol. According to the city council of Mariupol, this is not the case, such buildings in the city still remain damaged. According to Mayor Vadym Boichenko, during the russian blockade of Mariupol, about 50% of apartment buildings were destroyed, amounting to almost 1,356 buildings. Luhansk oblast

Artem Lysohor, Head of Luhansk RMA added that the pension fund in occupied Rubizhne barely has time to close when a queue forms again near it. People are waiting for tickets to get into one of the upcoming receptions.

Kyiv oblast

Defense Minister of Ukraine Rustem Umyerov presented Commander-in-Chief Colonel-General Oleksandr Syrskyi at a meeting with Bundeswehr Inspector General Carsten Breuer in Kyiv. As reported by the Ministry of Defense, it was about the needs of the Armed Forces of Ukraine in weapons, ammunition, and air defense systems.
At a meeting in Kyiv, the international working group on the environmental consequences of the war presented the results of its work – the Environmental Agreement for Ukraine. The draft Environmental Agreement is very important for Ukraine, particularly in the context of the implementation of the 8th point of the Ukrainian Peace Formula, concerning environmental security.
The head of Kyiv RMA Ruslan Kravchenko said that today, almost 17,000 objects damaged as a result of russian aggression have been completely and partially restored in the oblast. Over 3,000 applications for certificates for the purchase of housing and obtaining funds for construction have been submitted as part of eRecovery. Over 800 certificates worth more than UAH 2.5 billion have already been issued.
Kyiv RMA reported that work on arranging shelters in schools and kindergartens continues. Currently, only 3% of schools teach remotely due to the lack of shelters there. This week, a new shelter at the lyceum was opened in the village of Hoholiv, Brovary region, it will be able to comfortably accommodate more than 700 people.
Kyiv RMA reported that a high-rise building on Vokzalna Street in Bucha is being overhauled at the expense of the Fund for the Elimination of the Consequences of Armed Aggression. The works are planned to be completed in May 2024.
The capital will focus on the social rehabilitation of children with disabilities during the war. The commissioner of the Kyiv City Council for the rights of persons with disabilities reported that children with special needs receive social rehabilitation services at the expense of the local budget. According to her, shelling affects the ability of children with disabilities to communicate with peers and adults, during air attacks they may lose self-care skills.
KCSA reported that training was organized in Kyiv for employees of the media and communication units of communities. The participants mastered the methods of psychological self-help and support of others during stressful events and war together with specialists of the Israeli Coalition for Work with Trauma.
Vitaliy and Volodymyr Klychko handed over another batch of aid to Ukrainian defenders. Another 130 FPV drones and Mavic-3 quadcopters were delivered to the front line in Donbas. Another Cobra armored car, which was purchased with the support of international partners, was also handed over to the fighters.
Zhytomyr oblast
The Ministry of Internal Affairs of Ukraine reported that 67 border guards of the Zhytomyr detachment received state awards. The awards were presented by the commander of the military unit, Anton Kvyatkovskyi.
On February 9, the Zhytomyr Regional Military Administration held a training on the topic “Psychological assistance and interaction with veterans.” The participants of the event were media representatives of Zhytomyr oblast and the press service of state bodies.
Residents of Yarun and neighbouring communities of Zvyagel region handed over an SUV, warm clothes and homemade goodies to the soldiers who protect Ukraine in the Kupyansk direction. The head of the community, Serhiy Romanyuk, took the aid to the front line.
Sumy oblast
The regional prosecutor’s office reported that three people died and four were injured as a result of the russian air strike on Sumy oblast on February 9. During the day 7 guided aerial bombs were dropped by russian terrorists on the border communities of Yunakivka, Khotyn and Mykolaivka. The dead and wounded were civilian employees of an agricultural enterprise targeted by the russian military in one of the villages. Specialists of the State Emergency Service managed to rescue 4 citizens from under the rubble, who were immediately handed over to medics. As a result of the enemy’s attack, at least four private residential buildings, a workshop of an agricultural firm, a farm territory, and a warehouse were damaged in the communities.
In total, the russians carried out 43 shellings of the border region of Sumy oblast, 214 explosions were recorded: mortar, artillery, grenade attacks, VOG drops from UAVs, FPV-drone attacks, airstrikes with guided aerial bombs and unguided missiles. 13 communities of the oblast were shelled: Yunakivka, Khotyn, Bilopillia, Krasnopillia, Myropillia, Velyka Pysarivka, Hlukhiv, Shalyhine, Esman, Znob-Novhorodske, Druzhbivka, Seredina-Buda, Svesa communities.
On the night and morning of February 10, the russian military carried out 9 shelling of the border areas – a total of 60 mortars, artillery and MLRS strikes were recorded. Khotyn, Shalyhine, Esman and Seredina-Buda communities came under shelling.

Chernihiv oblast
The SBGS reported that during the past day, russian troops carried out 8 shellings of Chernihiv oblast. Three border communities were under enemy shelling: Novhorod-Siverskyi – 28 mortar hits; Semenivka – 16 mortar hits and 2 unguided rockets launched from a helicopter; Snovsk, 1 mortar hit.
The Ministry of Internal Affairs of Ukraine reported that police officers of the Chernihiv oblast were awarded with official awards, who are the first to arrive at the places of enemy shelling on the border, evacuate the civilian population and support residents of the frontline areas around the clock. The awards were presented on behalf of the Minister of Internal Affairs by his first deputy Kateryna Pavlichenko, who was on a working visit to the oblast.
In Chernihiv, 21 streets and three lanes that glorify, promote, perpetuate or symbolize the russian federation and the republic of belarus will be renamed. Such a decision was made by deputies at a meeting of the city council.

Dnipropetrovsk oblast
Mykola Lukashuk, Head of Dnipropetrovsk Oblast Council reported that in the evening russian troops attacked Nikopol with artillery. The occupiers also attacked Nikopol region 10 times. They used artillery and kamikaze drones. The enemy launched more than two and a half dozen shells and 6 drones. Nikopol, Marhanets and Pokrovsk communities were hit. In Nikopol, 4 private houses and an outbuilding were damaged, another was completely destroyed, a car, 3 power lines and fences were hit.
2 foreign volunteers brought vehicles to Dnipro for the Armed Forces of Ukraine. They brought medical equipment as well as humanitarian aid and trench candles to Ukraine.
Vinnytsia oblast
A rally in support of war prisoners was held at the European Square in Vinnytsia. The participants organized a human chain and Two Hearts In Captivity performance.
Kirovohrad oblast
Volodymyr Mukhorov, Head of Znamianka community, Kirovohrad region reported that a resident of the community, Victor Chemerys was released from captivity. It is known that Victor Chemerys decided to defend Ukraine on February 27, 2022, and on March 9, he stopped communicating. On that day, a convoy of Ukrainian soldiers was ambushed in Donetsk region. The soldier has been missing since then.
Poltava oblast
Philip Pronin, Head of the RMA reported that a delegation of the British Embassy visited Poltava region. Representatives of the delegation visited a modular town for IDPs. It was set up in Poltava last year with the financial support of the UK Government in cooperation with the Polish International Solidarity Fund. Since then, the city has become a comfortable, free-of-charge space for more than 200 people.

Zaporizhzhia oblast
Zaporizhzhia RMA reported that on February 9, the russian military conducted 87 strikes on 19 cities and villages in Zaporizhzhia oblast. They targeted Temyrivka, Robotyne, Stepnohirsk with MLRS, and attacked other frontline settlements with drones and artillery.
General Staff of Ukraine reported that on February 9, 3 attacks by the russian military were repelled by the Defense Forces west of Novopokrovka, Verbove, and near Robotine on the Zaporizhzhia axis.
Mykolaiv oblast
Vitaliy Kim, Head of the Mykolaiv RMA reported that russian forces conducted strikes on the water area and the city of Ochakiv, part of Ochakiv community, as well as the village of Chornomorka, part of the Chornomorka community, in Mykolaiv oblast on February 9 and 10th. There were no casualties reported.
The press service of the “Mykolaivoblenergo” cooperative association reported that the Red Cross Society handed over 36 transformers to Mykolaiv energy workers as humanitarian aid. They were used to replace outdated and damaged equipment in the regional center and in the liberated territories.
Vitaliy Kim, Head of the Mykolaiv Regional Military Administration, reported that during the winter, an additional 54 mobile anti-drone units were established in Mykolaiv oblast, fully equipped with all necessary resources. Currently, the number of such units exceeds one hundred.
Odesa oblast
During the night of February 10, the russian military launched 3 waves of attacks on Odesa and the southern region of the oblast using combat UAVs. With the coordination of the Air Defense Forces of the Southern Air Command, 21 enemy “Shahed-136/131” UAVs were destroyed.
In Odesa, during the first wave, all 9 drones were shot down, but debris from one damaged a technical facility of the port infrastructure, injuring one worker. The second and third waves targeted the port infrastructure of Podunavya, and 12 drones were destroyed.
The Southern Armed Forces of Ukraine reported that the UAV attacks targeted port facilities, injuring 3 workers. In Izmail, civilian infrastructure was also hit, damaging industrial and service facilities, roads, cargo and passenger vehicles, and residential buildings with broken windows and damaged facades.
In Izmail district, debris from a downed drone caused a fire in a house and garage. There were no injuries reported.
The Ukrainian Navy reported that in the Black Sea, 4 ships are on combat duty, none of which are carrying “Kalibr” missiles. In the Azov Sea, 1 ship is currently deployed. Russian missile carriers can be deployed for combat duty within a few hours. Additionally, it has been reported that combat launches by the aggressor country can be conducted directly from bays.
France will join efforts to restore cultural monuments in Odesa damaged by russian strikes. This was announced during a visit to the city by Pierre Elbron, the French President Special Envoy for Economic Assistance and Reconstruction of Ukraine. The diplomat noted that over 100 cultural monuments in Odesa were damaged.
The Ministry of Defense of Romania reported that during the night of February 10, air raid alerts were issued in two Romanian counties due to russian shelling of Odesa oblast. Additionally, F-16 aircraft were deployed for airspace patrols.
Kherson oblast
In the morning, the russian military shelled Romashkove in Kherson oblast. The roofs of buildings were damaged, and windows and doors were shattered. There were no casualties reported.
As a result of evening and morning shelling by russian forces in Bilozerska community in Kherson oblast, one person was killed, and three others were injured.
In Veletenske, part of Bilozerska community, a russian shell hit a residential building. Firefighters managed to extinguish all fires.
During an evening shelling in Antonivka, a garage and the car inside caught fire. Additionally, garages and 2 cars in Kherson were also on fire.
The Air Defense Forces destroyed 23 out of 31 drones within the Odesa and Kharkiv oblasts during the night.
Oleksandr Prokudin, Head of the Kherson RMA, reported that on February 9, the russian military shelled Kherson 66 times. Critical infrastructure objects in Kherson district and a garage cooperative in Kherson were damaged. One person was killed, and five were injured.
Southern Defense Forces reported that during the last day, russian forces carried out 2 aviation strikes using 4 guided aerial bombs and 4 unguided aerial rockets on Beryslav, Chervony Mayak, and Krynka in Kherson. They also deployed 47 FPV drones, one attack UAV of the “Lancet” type, and dropped 30 fragmentation munitions from various modifications.
Southern Defense Forces reported that on the left bank of Kherson oblast, Defense Forces destroyed a russian ammunition depot, 15 cannons, a self-propelled artillery unit, a mortar, 5 pieces of automotive equipment, and a boat. Additionally, they eliminated 57 russian occupiers.
In the temporarily occupied Henichesk in Kherson oblast, graffiti and yellow ribbons appeared. Activists from the “Yellow Ribbon” civil movement are expressing their protest against the so-called “russian presidential elections” in the occupied territories.

Volyn oblast
In two regular sessions of Pidhaivka City Council decided to allocate UAH 33 mln to support the defense capability from the local budget of the community in 2024. Planned financial resources will be directed to defense programs, including the purchase of drones, night vision equipment and other needs in response to official requests from military units. In addition, deputies allocated the lion’s share of the free remaining funds of the 2024 budget in the amount of UAH 49 mln to ensure proper conditions and construction of shelters in community educational institutions.
Zakarpattia oblast
Vysochyna region will continue to actively help Zakarpattia. This was agreed by Roman Sarai, Head of Zakarpattia Regional Council, and deputies Andrii Sheketa, Mykhailo Rivis and Volodymyr Chubirko during their visit to the Czech Republic. During the meeting with Hetman Vitezslav Shrek, the delegation presented the construction project of the Military Rehabilitation Center 4.5.0. Recovery Center in Uzhhorod and discussed possibilities for further participation of the Vysochyna region.
Hungary will become a partner in the project to create Zakarpattia Regional Rehabilitation Center “4.5.0 Recovery Center”. During the meeting of RMA representatives with Levente Modior, Deputy Minister of Foreign Economy and Foreign Affairs of Hungary, Parliamentary State Secretary they discussed the issue of support and rehabilitation of Ukrainian defenders, civilians and children who suffered as a result of the armed aggression of the russian federation.
Ivano-Frankivsk oblast
Ivano-Frankivsk City Council reported that the community sent the drone to defenders of the 79th battalion of the 102nd territorial defense brigade.
An annotation board to fallen soldier Vasyl Matviyev was opened on the facade of the high-rise building in which he lived. Vasyl served in the 10th Mountain Assault Brigade Edelveis. He was killed on February 2, 2023 near Mykolaivka, Bakhmut region.
Lviv oblast
Lviv community sent 450 FPV drones to defenders; 2 anti-drone guns; night vision monoculars, binoculars, thermal sights; batteries and ponchos worth UAH 10 mln thanks to the funds from the city budget. For this year, UAH 1 bln are planned for purchases for the military.
Another 9 companies joined the memorandum of cooperation between Lviv City Hall, the UNBROKEN CF and the professional HR community of Lviv regarding the employment of war veterans. Therefore, 27 companies of the city are ready to help defenders return to civilian life.
Lviv oblast will be the first oblast in Ukraine to implement the inter-ministerial reform project of territorial recruitment and social support centers. The goal is for TCC and SP to eventually begin to perform a social function, and not be associated exclusively with mobilization.
In Chervonohrad, the Training and Practice Center for operators of civilian unmanned aerial vehicles was opened. The institution will undergo licensing, in accordance with the standard of the profession, and will start recruiting students from September this year. Rivne oblast

Khmelnytskyi oblast
Since the beginning of the year, Khmelnytskyi community sent 88 quadcopters (UAH 19 mln) and 720 fpv-drones (UAH 10.1 mln), financed from the city budget. 10 quadcopters were bought with the city council employees’ own funds and the funds of philanthropists.
Chernivtsi oblast
Implementation of the All-Ukrainian mental health program in Bukovyna was discussed in Chernivtsi RMA. Experts from the structural divisions of the RMA and the Psychological Service of the Main Department of the State Emergency Service of Ukraine in Chernivtsi oblast, the development of a system of psychosocial support in each community of Bukovyna. In addition, it was about prevention of emotional burnout among media workers, medical workers and strengthening of resources in psychological support of the population.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
The Norway government proposes to the parliament to approve the order of ten new launchers and four control points of NASAMS air defense systems total worth NOK 3.45 bln for Ukraine. The equipment is planned to be ordered in addition to the already transferred to Ukraine within the framework of military aid.
Patrick Ryder, Pentagon spokesman, announced that despite the funding delay, Washington continues to supply Ukraine with weapons for air defense as part of the USAI program.
Arvydas Anushauskas, Defense Minister of Lithuania, announced that the country sent Ukraine a new aid package with winter uniforms and equipment.
The US Senate voted to start discussing the draft law on aid to Ukraine. The draft law provides for the allocation of about $95 bln for assistance to Ukraine, Israel, Taiwan and other needs. Senators are expected to work on the bill over the weekend.
The AD Dutch publication wrote that detectives from over 20 countries managed to find 8 Ukrainian children who were deported by russia. Investigators used open digital sources. Thanks to satellite images, a facial recognition system and other open sources, they established the location of the children. Among those found are orphaned children, as well as children whom russia used in its propaganda. 60 detectives and 6 non-governmental organizations from 20 countries were engaged in the search. All data was transferred to Ukrainian law enforcement officers.
According to the agreement concluded between the Italian Republic and UNESCO, Italy will make a contribution of EUR 500K to the priority restoration works in the Spaso-Preobradgensk Cathedral.
Volodymyr Zelenskyy, President of Ukraine, met with the delegation of the House of Representatives of the US Congress. Volodymyr Zelenskyy, President of Ukraine, met with representatives of the International Working Group on the Environmental Consequences of War. The project of the Environmental Treaty for Ukraine developed by the International Group is very important, particularly in the context of the implementation of the 8th point of the Ukrainian Peace Formula, which concerns environmental security.
The Ministry of Defense of Ukraine reported that Rustem Umyerov, Minister of Defense of Ukraine, presented Oleksandr Syrskyi, newly appointed Commander-in-Chief of the Armed Forces, at a meeting in Kyiv with Karsten Breyer, Inspector General of the Bundeswehr. They discussed the needs of the Armed Forces of Ukraine in weapons, ammunition, and air defense systems. Syrskyi informed his German colleague about the situation on the front line and thanked Germany for its contribution to strengthening the Ukrainian army.
