On December 19, there were 69 combat clashes. The enemy launched 1 missile and 10 air strikes, 40 MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, the russian terrorist attacks have wounded civilians. Private residential buildings and other civilian infrastructure were destroyed or damaged.
The operational situation in the east and the south of Ukraine remains difficult.
Towards Volyn and Polissia, there are no significant changes. No signs of formation of an offensive group were noticed. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
Towards Siversk and Sloboda, the russian army maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. More than 20 settlements came under enemy artillery and mortar fire, including Karpovychi (Chernihiv oblast), Seredyna-Buda, Esman, Ulanove, Volfyne, Stepok (Sumy oblast), Huriiv Kozachok, Veterynarne, Starytsia, Vovchansk, and Budarky (Kharkiv oblast).
Towards Kupiansk, the Ukrainian defenders repelled all of the occupiers’ attacks in the vicinities of Synkivka (Kharkiv oblast). In that area, the enemy used air support in unsuccessful attempts to break through the defences of Ukrainian troops. The invaders fired artillery and mortars at around 10x settlements, including Dvorichna, Synkivka, Petropavlivka, Ivanivka, and Berestove (Kharkiv oblast).
Towards Lyman, the Ukrainian soldiers repelled 4 enemy attacks in the vicinities of Serebrianka forestry (Luhansk oblast) and east of Terny (Donetsk oblast). The enemy fired artillery and mortars at more than 10 settlements, including Nevske, Bilohorivka (Luhansk oblast), Torske, Serebryanka, Verkhnokamianske, Spirne, and Rozdolivka (Donetsk oblast).
Towards Bakhmut, the Ukrainian Defense Forces repelled 10 attacks of the russian invaders near Bohdanivka, Klishchiivka, and Andriivka (Donetsk oblast). Around 10 settlements came under artillery and mortar fire, including Bohdanivka, Ivanivske, Klishchiivka, Andriivka, and Niu York (Donetsk oblast).
Towards Avdiivka, the Ukrainian defenders repelled 22 enemy attacks east of Novobakhmutivka, Stepove, Avdiivka, and 7 more attacks in the vicinities of Pervomaiske and Nevelske (Donetsk oblast). The occupiers fired artillery and mortars at around 10x settlements, including Avdiivka, Sjeverne, Karlivka, Netailove, and Pervomaiske (Donetsk oblast).
Towards Marinka, the Ukrainian Defense Forces continue to hold back the enemy in the vicinities of Krasnohorivka and Novomykhailivka (Donetsk oblast). In that area, the enemy launched 11 unsuccessful attacks on the positions of Ukrainian defenders. Heorhiivka, Mar’inka, Novomykhailivka, Paraskoviivka, Kostyantynivka, and Antonivka were under artillery and mortar fire.
Towards Shakhtarske, the enemy did not conduct any offensive (assault) operations. The russian army fired artillery and mortars at around 10 settlements, including Vuhledar, Prechystivka, Zolota Nyva, Staromaiorske, and Rivnopil (Donetsk oblast).
Towards Zaporizhzhia, the Ukrainian Defense Forces repelled 13 enemy attacks west of Novopokrovka and Robotyne (Zaporizhzhia oblast). In that area, the russian army used air support in attempts to dislodge Ukrainian troops from their positions. Around 20 settlements, including Levadne, Malynivka, Huliaipole, Orikhiv, Novoandriivka, and Kamianske (Zaporizhzhia oblast), came under enemy artillery and mortar fire.
Towards Kherson, the enemy fired artillery at Kherson, Tiahynka, Ivanivka, Tokarivka (Kherson oblast), and Ochakiv (Mykolaiv oblast).
The enemy did not abandon its intention to drive our units from the left bank of the Dnipro, making attempts to assault. The attacks were repelled and the enemy retreated having suffered losses. The Ukrainian troops are holding the line, continuing to retain their positions and firing for effect on the enemy. The Ukrainian Defense Forces continue to expand the bridgehead.

Deputy Minister of Defense Ivan Havryliuk says that Ukraine is ramping up production of kamikaze drones to compensate for the lack of shells. As for artillery ammunition, this issue will continue to arise. Therefore, Ukraine decided to address these issues by creating a powerful UAV production facility.
A Boeing 777-300 took off from Boryspil International Airport. According to the airport’s press service, the technical transfer of the aircraft from Boryspil Airport to an airport in Europe occurred at the request of the operator, the Ukrainian airline Skyline Express. Recent war events in the east of Ukraine
Oleksandr Syrskyi, Commander of the Ground Forces, stated that despite the losses in troops and equipment, the russian army is advancing towards Kupiansk, Lyman and Bakhmut. Also the enemy is replenishing its losses with the reserves of assault battalions formed from former prisoners.
Volodymyr Fito, Head of the public relations service of the Ground Forces Command, reported that the russian army lost 7697 soldiers and 485 pieces of equipment in the area of responsibility of the Tavriia operational-strategic group over the half of December. On December 17 , the Armed Forces of Ukraine eliminated 359 russian soldiers and 49 pieces of military equipment towards Lyman-Kupiansk.
Oleh Syniehubov, Head of Kharkiv Regional Military Administration, reported that more than 20 settlements of Kharkiv oblast, including Bolohivka, Stroivka, Kamianka, Topoli, Dvorichna, Synkivka, Petropavlivka, Ivanivka, Kovalivka, Berestove of Kupiansk region, were under enemy artillery and mortar attacks.
The enemy shelled Kozacha Lopan of Kharkiv region at 8:18 am. There was no information about destruction or casualties.
Private buildings were damaged as a result of hostile shelling of Kupiansk at 9:15 pm. A man born in 1971 was injured and hospitalised with explosive trauma and shrapnel wounds. He is in moderate condition.
There was an enemy shelling of Kindrashivka village, Kupiansk region, at 12:30 pm. A building was damaged. There were no casualties.
The Armed Forces of Ukraine repelled 9 enemy attacks near Synkivka and Petropavlivka of Kupiansk region.
Pyrotechnics of the State Emergency Service examined more than 2.8 hectares of territory in Kharkiv, Izium, Bohodukhiv, Kupiansk and Chuhuiv regions and defused 47 explosive ordnance. Mine clearance is ongoing.
Compensation for damaged property in Kharkiv oblast under the eRecovery programme has exceeded UAH 1.1 billion. Since the start of the eRecovery programme, 2,934 applications for financial assistance to repair damaged housing have been submitted in the region. Most of them were submitted by residents of Kharkiv, Izium and Chuhuiv regions.

The press service of Donetsk police said that towards Donetsk, a school was damaged in Novoselivka of Pershe Ocheretyne community and the industrial area of Kurakhove shelled. Avdiivka suffered 4 russian attacks. An apartment building was damaged.
Referring to Donetsk Regional Military Administration, towards Horlivka, 3 private buildings and an apartment building were damaged in Chasiv Yar community. Rozdolivka and Vasiukivka of Soledar community were under attack
Towards Lysychansk, a building was damaged in Verkhnokamianske of Zvanivka community. Torske and Zarichne of Lyman community and Siversk were shelled.
Vitalii Barabash, Head of Avdiivka City Military Administration, informed that russian troops changed their tactics towards Avdiivka yesterday. From now on, they are storming less, but using more equipment and more soldiers.
People were evacuated from Avdiivka almost overnight. 1223 people remain in Avdiivka as of the morning of 19 December.
Mariupol City Council stated that russian invaders brought nine tonnes of their textbooks to the city.
The National Resistance confirmed that russian invaders are planning to create a concern in Mariupol on the basis of the destroyed Azovmash machine-building enterprise.
Several times, russians unsuccessfully attempted to launch an offensive near Makiivka. The bad weather again complicated the enemy’s use of aviation. At the same time, russians do not pay attention to the loss of armoured vehicles. Usually, attack aircraft move under the cover of tanks. For each following attack, manpower is delivered by infantry fighting vehicles, which are often destroyed by the Armed Forces of Ukraine along with their personnel on the way.
The invaders actively used mortars and artillery in Nevske and Bilohorivka.
There are almost no civilians left in Pryvillia, near Lysychansk. During this time, even those, who had not evacuated before the occupation, moved away. The town has been abandoned by the invaders. They have not even begun to restore communications, and the last time people used electricity was in the spring of 2022. Empty houses are occupied by russians. Locals complain that it is dangerous to go out because of the dominance of russians.
The invaders have announced a plan to rebuild Lysychansk, Sievierodonetsk and Rubizhne, the largest cities that were destroyed during their assaults. The plan is designed to last until 2035 and includes the reconstruction of less than 10% of the total number of destroyed and damaged facilities. Specifically, according to preliminary estimates, more than 3,000 apartment buildings in Luhansk oblast alone have suffered varying degrees of damage. The 12-year plan includes 20 buildings in Lysychansk, 98 in Rubizhne and just over a hundred in Sievierodonetsk.
What is happening now in the north of Ukraine
Kyiv RMA warns residents of Bucha community and the outskirts of the capital about possible explosions. Units of the State Emergency Service are destroying explosive devices as part of a routine operation.
According to Kyiv RMA, in Makariv, an apartment building is being restored at the expense of the Fund for Eliminating Armed Aggression Consequences. It is a 30-apartment residential building with 76 people living in it before the full-scale invasion of russian troops.
A renovated medical and psychological rehabilitation unit of Kyiv Regional Mental Health Centre was opened in Vorzel. The facility was damaged and looted by the russian military during the occupation last year. Philanthropists helped with the repairs and purchase of equipment.
Barbara Woodward, UK representative to the United Nations, visited the Okhmatdyt Children’s Hospital. She came to get acquainted with the hospital’s activities, inspected the rehabilitation department and talked to patients. Children with complex injuries have been brought to the National Children’s Specialised Hospital since the first day of russia’s full-scale invasion. They not only operate on patients, but also help with rehabilitation and provide psychological support.

According to Kyiv Regional Centre for Emergency Medical Care and Disaster Medicine, Barbra Streisand, Ambassador of the UNITED24 fundraising platform, donated an ambulance to the medical sector in Kyiv oblast. The vehicle will be sent to Vyshhorod Emergency Medical Care Station.
Children of Bucha community donated a kamikaze drone to the Armed Forces of Ukraine. The funds for the drone were raised by the community’s students during charity fairs. The money was transferred to a charity fund to purchase a drone for the military near Bakhmut. In December, school fairs in the community raised almost one million hryvnias for the Armed Forces.
Another train with IDPs from Donetsk oblast arrived in Berdychiv. This time, six residents, including two people with disabilities, came from the war zone. At the meeting point, Ukrposhta representatives provided a one-off accommodation allowance to them. Everyone received hot meals and hygiene products. The IDPs will be resettled in Malyn community.
According to Zhytomyr city council, Zhytomyr’s budget for 2024 will allocate more than UAH 285 million to support the Security and Defence Forces. The amount is planned to be revised over time. In 2023, approximately the same amount was allocated to support the Defence Forces, but it was increased to more than a billion hryvnias in a year.
Zhytomyr city council reported that the families of nine fallen soldiers who were killed in the battles for Ukraine were presented with posthumous state awards For Courage at the building of Zhytomyr City Council.
Over the past day, the enemy fired nine times at the border areas and settlements of Sumy oblast. There were 60 explosions. Yunakivka, Krasnopillia, Bilopillia, Velyka Pysarivka, Seredyna-Buda, Shalyhine, and Esman communities were shelled. According to the Ministry of Energy, as of 9:00 a.m., 6 settlements with 482 consumers are without power supply in the oblast. As a result of the hostilities, 57 settlements – 1.3 thousand customers – remain without electricity.
Volodymyr Artiukh, Head of the RMA, reported that almost 400 shelters have been prepared in Sumy oblast in six months. Since July this year, the number of shelters in the oblast has increased by 394 units and now includes 1998 facilities. Last week, 10 more facilities were equipped with shelters in communities.
Mobile primary health care teams of the Academy of Family Medicine of Ukraine and WHO continue to work in Sumy oblast. Residents of remote villages in the oblast receive primary health care in their localities, without having to travel kilometres to the nearest hospital. The project has been operating in Sumy oblast for a year and a half in Svesa, Boromlia and Chernechchyn communities, and in November it started working in Bilopillia, Vorozhba and Richky communities.
According to Sumy RMA, the community practised an algorithm of interaction to promptly eliminate the consequences of the disaster and provide assistance to residents who were affected. This was part of regional command and staff training exercises to improve joint interagency actions in difficult winter weather conditions and eliminate their consequences. In accordance with the approved procedures, an emergency response headquarters was set up.
Halyna Shekhovtsova, Spokesperson for Chernihiv border guard detachment, reported that the russian army fired on Semenivka community in Chernihiv oblast on December 18: there were three explosions.
Alina Kolomiiets, Spokeswoman for the Infrastructure Recovery and Development Service, reported that in Yahidne, Chernihiv Oblast, major repairs have begun on buildings damaged during the hostilities. Currently, the facades of apartment buildings are being insulated, and roofs are being replaced in residential buildings. Six new houses are to be built. All of this is being implemented under a pilot project with money from the fund for the elimination of the consequences of armed aggression. The cost of the project is UAH 400 million.
10 families from four communities in Chernihiv oblast will be provided with modular houses by the end of the year. They were built for people who lost their homes during the russian invasion as part of a project called Home Again by the Peli can live charity foundation. The project was funded by a $300,000 grant from City Ukraine.

During the day the enemy attacked Nikopol 5 times. They fired artillery and used 2 kamikaze drones. As a result of the shelling 2 high-rise buildings, 13 private houses, solar panels, an infrastructure object, 2 power lines, gas pipelines and fences were damaged. There were no casualties.
According to RMA, the enemy missile was shot down over Dniprovskyi region by Air Command East military.
The City Council reported that another batch of aid was sent to the Assault Brigade of the police in which Vinnytsia residents serve. They received 5 Mavics, 5 thousand chemical heaters and 20 thermoses.
Andrii Raikovych, Head of the RMA announced that during the session deputies of Kropyvnytskyi City Council approved the Military Support Program. It has been increased and will currently amount to UAH 100 million. In fact, like all key programs related to social protection, including the military, veterans and families of killed and missing. Mykola Stets, defender from Orzhytsk community, was killed on December 16 near Synkivka village, Kharkiv oblast during the russian shelling. He was 41 years old.
Cherkasy paid tribute to two Ukrainian defenders, Oleh Zakharchenko and Ihor Mozhov.
Oleh Zakharchenko was killed while performing a combat mission in Luhansk oblast. He was 36 years old.

Latest news from the front of the southern regions of Ukraine
On December 18, occupiers conducted 84 attacks on 22 towns and villages in Zaporizhzhia oblast. The russian military attacked with MLRS on Mali Shcherbaky and launched 9 UAV attacks on Novodarivka, Charyvne, Chervone, Malynivka, Mala Tokmachka, Luhivske, and Robotyne. Furthermore, 74 artillery strikes hit various locations, including Huliaipole, Orikhove, Zaliznychne, Novoandriivka, Novodanylivka, Bilohiria, Preobrazhenka, Levadne, Kamianske, Piatykhatky, Lobove, and other frontline settlements. There are reports of damage to residential buildings and infrastructure, but no casualties were reported.
The Defense Forces on Zaporizhzhia front successfully repelled 9 enemy attacks to the west of Novopokrovka and Robotyne. Supported by aviation, the russians forces attempted to dislodge Ukrainian units from their positions.
On December 19, the State Border Guard Service reported that five Russian FPV drones were shot down and “precisely landed” two others. Additionally, the units effectively defended against a mass drone attack using anti-drone shotguns.
On December 19, Ivan Fedorov, Mayor of Melitopol reported that in the temporarily occupied Melitopol, a russian police officer working within the occupation police force was injured in an explosion.
On December 19, the National Guard of Ukraine reported that the National Guard’s third Rapid Response Brigade, known as “Spartan”, captured a russian military serviceman near the Zaporizhzhia front. The soldier surrendered to the brigade’s fighters during an attempted assault on Ukrainian positions.
The military administration reported that on 18 December, at 11:13 and 12:38, russian forces launched unidentified drones of an unspecified type, dropping shrapnel munitions at Dniprovske village in Kutsurub community. No casualties or damages have been reported. Furthermore, on December 18 at 15:08 and December 19 at 03:52, russian forces carried out artillery shelling and missile attacks on Ochakiv in Ochakiv community, causing damage to buildings in coastal recreational areas. There were no casualties or injuries reported.
The press service of Military Unit 3056 of the National Guard of Ukraine reported that soldiers from the Southern Operational Territorial Division of the National Guard of Ukraine, from Mykolaiv and Kherson, underwent an intensive training course in Tactical Combat Casualty Care. This program aimed to equip them with skills to provide aid to the wounded in combat situations. The training, conducted by a certified group of instructors, was part of a donor program coordinated with the Association of Medical Rescue Institute (USA) and Instytut ratownictwa medycznego (Poland).
The renovation of the department at Mykolaiv Regional Mental Health Center has been successfully completed. The facility has undergone significant improvements, including the installation of over 80 new windows, 20 doors, interior decoration, and upgrades to sanitary facilities. Additionally, the department is provided with functional beds, furniture, mattresses, plumbing equipment, etc. The total cost of these renovations and equipment is estimated at $250,000. The project was made possible through support from the Regional Office for International Cooperation (ROMZ), in collaboration with the International Organization for Migration (IOM), along with financial assistance from the Ministry of Foreign Affairs of Norway and the Government of Japan.
Natalia Humeniuk, Head of the press center for the Southern Defense Forces of Ukraine, reported that on December 19, russian forces have refrained from deploying missile carriers in the Black Sea for over three weeks now. Presently, two russian ships are conducting patrols in the Black Sea, with one stationed in the Azov Sea. On December 18, russian forces conducted 79 shelling incidents in Kherson oblast, firing 495 projectiles from various weapons such as mortars, artillery, Grad rockets, tanks, UAVs, and aircraft. These attacks targeted residential areas in the region and a private enterprise in Kherson, resulting in one fatality.
The Southern Defense Forces eliminated a ZU-23-2 anti-aircraft installation, two tanks, three cannons, a mortar, eight units of automotive equipment, a set of satellite communication antenna systems, and a satellite communication tower of russian military. Additionally, 35 russian military personnel were eliminated.

Lutsk City Council met with Maksym Zhorin, Deputy commander of the 3rd Separate Assault Brigade. They discussed the needs of the brigade, in which, by the way, many residents from Luts serve, and agreed on a cooperation mechanism and substantial support of the brigade by the city council in the coming year.

Ivano-Frankivsk City Council reported that they sent drones to 80 separate amphibious assault brigades.
A Mercedes Sprinter car was sent for the needs of Brodivska community thanks to the Polish carrier Turbo-Trans S.C. TURBO-TRANS OLEJNICZAK SPÓŁKA JAWNA.

Bridget Brink, US Ambassador to Ukraine, reported that the US allocated $150 mln to Ukraine over five years for digital transformation.
