Russian troops continue to steal from civilian citizens of the temporarily occupied territories, appropriating their private houses. The so-called occupation “authorities” of Starobilsk town (Luhansk oblast) use public service workers to move russian militaries into apartments and houses temporarily abandoned by Ukrainian citizens. This happens under the guise of preventive inspections of utility meter readings by the utility companies.

Since the full-scale russian invasion began, the Ministry of Health Care estimated the losses incurred to medical facilities at 2.5 billion dollars. 978 medical facilities were destroyed or damaged. 596 drugstores and 650 ambulances were also destroyed.
According to the spokesman of the Air Defense Forces of Ukraine Yurii Ihnat, russia uses up to 20 guided glide bombs daily. “The enemy aviation is actively used. The enemy uses glide bombs capable of flying tens of kilometers (up to 70 km). They operate Su-35 and Su-34 aircraft which are outside of impact zone of Ukrainian air defense systems. They pose a great threat which we have to respond to. Currently, there are available ammunition to adequately respond. To make sure the enemy aircraft do not cross the state borders, we badly need long-range air defense systems like Patriot and modern multi-functional jets.”, he noted.

Kharkiv oblast
According to the General Staff of the Armed Forces of Ukraine, russian federation shelled at least 10 settlements.
The Defence Ministers of Lithuania and Ukraine came to Kharkiv. Oleksii Reznikov and Arvydas Anusauskas visited Saltovka. Arvydas Anusauskas “assured of the unchanging course of Lithuania to support Ukraine and provide assistance as long as necessary”.
Prosecutor’s Office said that during the occupation of one of the settlements in Kharkiv oblast, three russian soldiers kidnapped and raped a girl. Investigators have identified the invaders and notified them of suspicion of violating the laws and customs of war in absentia.
Oleh Syniehubov, head of the Kharkiv Regional Military Administration reported that at about 5 am, russian invaders shelled Kupiansk again. A non-residential building was damaged.
Viktor Kovalenko, head of Zolochiv Village Military Administration informed that around 1:30 pm, russians shelled Odnorobivka with artillery. According to him, the shells destroyed a garage and damaged a car that was there. Two buildings and power lines were also damaged.
Yesterday, the enemy continued to attack settlements in Kupiansk, Chuhuiv and Kharkiv regions. Kupiansk was shelled twice during the day.
Yesterday, the enemy shelled Dvorichna at least 48 times and Zapadne village in Kupiansk region 36 times. Russians were attacking with rocket and cannon artillery, tanks, mortars and aircraft.
A 28-year-old civilian man was injured as a result of shelling in Vovchansk and Vovchanski Khutory village in Chuhuiv region. He was hospitalised with light injuries.
Tamaz Hambarashvili, head of Vovchansk Military Administration noted that in Tykhe village of Chuhuiv region, enemy shelling destroyed an infrastructure facility and a private building. A mobile phone tower fell down after the shelling. According to him, there is no connection in the village now.
Mine clearance is ongoing. Yesterday, more than 6.5 hectares of territory were inspected and 108 explosive devices defused.
Donetsk oblast
About 260 buildings on 30 streets are flooded in Kramatorsk. This is the latest information on the emergency that occurred in the settlement of Kramatorsk community. The Ministry of Reintegration of the Occupied Territories reported that forced evacuation of children was announced in 21 settlements of Donetsk oblast. According to the decision of the Donetsk Regional Military Administration, 126 children are to be evacuated from dangerous frontline settlements. The children will be evacuated with their parents or guardians by White Angels police crews in armoured vehicles.
Mariupol City Council said that many new burials have appeared at the Starokrymske cemetery in Mariupol due to the low level of medical care. There are not enough doctors, medical institutions do not have the necessary equipment and medicines.
Anastasiia Medvedieva, spokeswoman of the Donetsk Regional Prosecutor’s Office informed that russian troops shelled Krasnohorivka with artillery. A shop assistant was killed as a result of the shelling.
At night, russians attacked Kurakhove community with artillery, including cluster munitions and missiles. The city’s shopping centre, Ukrposhta, Ukrtelecom, hospital and several apartment blocks were damaged. There were no casualties.

Oleksii Smyrnov, acting head of the Regional Military Administration reported that the enemy continues to shell settlements along the frontline. This time they targeted Makiivka, Nevske, Kreminna, Dibrova and Bilohorivka.
Russians attacked near Nevske, Kreminna, Dibrova and Serebrianka forestry yesterday. Their attempts were unsuccessful – Ukrainian troops are holding the line towards Lyman and Kupiansk. The enemy has been active there for more than a month, conducting unsuccessful offensive actions. Luhansk Regional Military Administration said that the invaders are forcing entrepreneurs to open accounts in a sanctioned bank and due to bad weather, the enemy could not deliver bread to Sievierodonetsk for four days.

DTEK Kyiv Electric Networks reported that over 5,000 power grid accidents were eliminated in Kyiv last fall and winter. 348 of these accidents occurred due to missile attacks by the russian federation and more than 500 due to the emergency operation of the power system. Schedules of stabilization shutdowns were used in the capital for 124 days. More than 700 energy facilities and 126 kilometers of lines have been repaired, and electricity supply to 1 million customers has been restored in recent months.
Head of the State Agency of Ukraine for the Management of the Exclusion Zone Yevhen Kramarenko said that Ukraine has received 15 million euros for the reconstruction of the Chernobyl zone from donor countries. A total of 225 million euros is expected to come from international partners. The Zhytomyr RMA reported that construction of a rehabilitation center to create an inclusive space in Zhytomyr oblast is underway. It is being built on the basis of the “Hope” children’s camp of the charity organization Caritas-Spes.
Thanks to the help of UNICEF, the Khoroshiv community received a modern autonomous modular boiler house with a capacity of 1000 kilowatts for the needs of the hospital. As a result of night shelling of the border communities of Sumy oblast, 3 people were injured in Seredyna-Buda. A regional action plan for the implementation of UN Security Council Resolution 1325 “Women, Peace, Security” was approved in Lviv oblast. The document was adapted to the conditions of martial law, it is aimed at regulating the equal participation of women and men in military processes and combating gender-based violence.
The Lviv City Council reported that Invincible Centers in the city, which started working at the end of November last year, are suspending their work in connection with the improvement of weather conditions and the availability of stable electricity supply. However, if necessary, they will be ready to resume their work.
A charity concert “Road to Victory” was held in Lviv. Over UAH 50K collected will be given to the needs of the army.
A “Safety Classroom” was opened in the Novoskvariavsk school of the Lviv district. Here children learn how to act in case of danger.
Rivne oblast
The RMA reported that the Warmian-Masurian Voivodeship donated 30 computers for shelters of regional educational institutions of the boarding type.
Ternopil oblast
Chaplain Yevhen Flysta received the rank of military chaplain officer. Father Yevhen is a graduate of the first six-month training course under a special program for the training of military chaplains-officers at the Military Institute of Taras Shevchenko Kyiv National University.
On April 10-11, Ternopil will host the “Easter Motives” festival organized by volunteers of the Severodonetsk Humanitarian Hub for IDPs from Luhansk oblast.
Khmelnytskyi oblast
In the Khmelnytskyi UOC, the moscow patriarchate was deprived of the right to use 13 plots of land. The decision was made unanimously by 38 deputies present. All decisions before the plenary session were reviewed by the land commission.
Chernivtsi oblast
The Chernivtsi City Council signed a memorandum of cooperation with the CSR Ukraine (the Center “Development of corporate social responsibility”). It is planned to open a hub for women entrepreneurs. The memorandum was signed as part of the “Ukrainian Women Entrepreneurs Hub: Offline” project.
Almost 70 IDPs of a vulnerable category, who currently live in the Klishkovetsk community, received humanitarian aid, namely, fleeces and blankets (optional), from the “Right to Defense” CF.
The RMA reported that students of 3-4 grades of the Mamaiv school baked delicacies with their own hands, which were then handed over to the Chernivtsi military hospital for defenders.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)
In March, the UN recorded 178 deaths and 587 injuries. The organization emphasizes that the real killed toll is much higher because there are delays in receiving information from some places where intense fighting is ongoing, and many reports still need to be confirmed. Since the war began, the UN recorded 8 451 killed and 14 156 wounded among the civilian population.
Ukraine received $2.7 billion from the IMF as part of a new support program. On March 31, the Executive Board of the International Monetary Fund approved the largest financial assistance for Ukraine since the war began – it will amount to $15.6 billion.
Lisha Schreinemacher, Minister of Foreign Trade, and Wopke Hoekstra, Minister of Foreign Affairs, stated that the Netherlands allocated an aid package to Ukraine in the amount of EUR 274 million. From this package, EUR 180 million will be allocated to humanitarian aid, agriculture and reconstruction works. The rest of the package, EUR 94 million, will be allocated for non-lethal support of the Armed Forces of Ukraine, the fight against impunity and the preservation of cultural heritage.
John Kirby, coordinator of the National Security Council of the White House, announced that the US will send a new aid package to Ukraine already this week. What exactly will be included in the new package is currently unknown.
Jens Stoltenberg, NATO Secretary General, appealed to the member countries to allocate €500 million per year for the Comprehensive Aid Package to Ukraine, through which it receives non-lethal aid. The total amount of aid provided by NATO and its members to Ukraine since the war began has exceeded EUR 150 billion.
Norway joined the 10th package of EU sanctions against the russian federation.
Volodymyr Zelenskyy met with Audrey Azoulay, UNESCO Director General. They discussed Ukrainian cultural objects destroyed and damaged by russia.
Volodymyr Zelenskyy met with the delegation of the House of Representatives of the US Congress from the Republican Party led by the chairman of Mike Turner, Standing Committee on Intelligence. Support for Ukraine was discussed.

Rafael Mariano Grossi, IAEA Director General, will visit kaliningrad on Wednesday as part of consultations aimed at ensuring the protection of the Zaporizhzhia nuclear power plant in Ukraine during a military conflict.
Lithuania banned russians from buying real estate in the country. The ban will be in effect until 2024. In addition, Vilnius stops issuing visas to citizens of russia and belarus.
