War in Ukraine today: latest news, April 15, 2023 (photo)

It has been the 416th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

The russian federation continues to wage its war of aggression, completely ignoring the International Humanitarian Law and launching strikes against civilian targets. 

The enemy launched 19 air, 4 missile strikes, more than 15 MLRS attacks at the positions of Ukrainian troops and civilian infrastructure in various settlements. 

The russian aggressor keeps using terror tactics. There is still a high threat of missile and air strikes across Ukraine.

The enemy suffers considerable losses, but does not abandon its plans to occupy Ukraine. The invaders continue to focus their main efforts on the offensive operations towards Lyman, Bakhmut, Avdiivka, and Marinka. Bakhmut, and Marinka remain at the epicenter of the fighting. Ukrainian Defense Forces repelled 40 enemy attacks in these areas of the frontline. 

Towards Volyn, Polissya, Siversk, and Sloboda, no signs of the formation of adversary offensive groups were found. A comprehensive inspection of the combat readiness of the armed forces of the republic of belarus is underway. Certain units of the territorial troops of the russian Armed Forces continue their deployment on the territory of belarus. 

Certain enemy units are still present in Bryansk, Kursk, and Belgorod oblasts (russia) bordering Ukraine.

The enemy shelled the settlements of Buniakyne, Iskryskivshchyna, Volfyne, Shpyl, Yunakivka (Sumy oblast), Kozacha Lopan, Hatyshche, Vovchansk, and Vovchanski Khutory (Kharkiv oblast).

Towards Kupiansk, the enemy mined the area in the vicinity of four settlements. The invaders shelled Novomlynsk, Dvorichna, and Berestove (Kharkiv oblast).

Towards Lyman, the enemy conducted unsuccessful offensives near the settlement of Dibrova. Stelmakhivka, Nevske, Bilohorivka (Luhansk oblast), Ivanivka, and Spirne (Donetsk oblast) were shelled with artillery.

Towards Bakhmut, the enemy continues its offensive operations. Fighting for the city of Bakhmut continues. The enemy attempted an attack against Khromove, to no success. Minkivka, Orikhovo-Vasylivka, Hryhorivka, Bakhmut, Ivanivske, Chasiv Yar, Stupochky, Dyliivka, and Niu York, (Donetsk oblast) suffered from enemy shelling.

Towards Avdiivka, the enemy conducted offensive operations in the vicinities of Sieverne and Pervomaiske, to no success. More than 10 settlements near the line of contact were shelled by the enemy, namely Keramik, Berdychi, Avdiivka, Pervomaiske, and Karlivka (Donetsk oblast).

Towards Marinka, Ukrainian defenders repelled numerous enemy attacks in the vicinity of Marinka (Donetsk oblast). At the same time, Heorhiivka, Marinka, Kurakhove, Pobieda, and Novomykhailivka (Donetsk oblast) were shelled by the enemy.

Towards Shakhtarsk, the enemy did not conduct any offensive operations during the day. The invaders shelled the settlements of Vuhledar, Prechystivka, Zolota Nyva, Velyka Novosilka (Donetsk oblast).

Towards Zaporizhzhia and Kherson, the enemy continues to defend. Vremivka, Novopil (Donetsk oblast), Malynivka, Hulyaipole, Charivne, Mala Tokmachka, Novodanylivka, Orikhiv (Zaporizhzhia oblast), and the city of Kherson were shelled.

To replenish its casualties, russia is conducting a campaign to support mobilization. All available methods are being used to popularize military service. The russian leadership promises its citizens high salaries and social benefits. In addition to the media, propagandists use propaganda leaflets in public places. Recently, the campaigning was reported to intensify in Voronezh. 

Ukrainian Air Force launched 5 air strikes on occupiers’ buildups. In the meantime, rocket and artillery units hit 3 buildups of troops, as well as 1 buildup of artillery, 1 radar station, 1 anti-aircraft missile system, and 1 ammunition depot.


Dmytro Kuleba, Minister of Foreign Affairs of Ukraine, says that another country, Costa Rica, has joined the group to create a special tribunal. Currently, 34 countries are creating a special tribunal for russia’s crimes.

Yuriy Ihnat, Spokesman of the Air Force of the Armed Forces of Ukraine, announces that Patriot systems will be in Ukraine after Easter. 

The Center for National Resistance reports that without a russian passport, people cannot leave the temporarily occupied territories. The occupiers closed the exit to Ukraine last year. In fact, the occupiers are holding local residents hostage and creating conditions where life without a russian passport is impossible.

Recent war events in the east of Ukraine

Kharkiv oblast

According to the Armed Forces of Ukraine, russian troops shelled at least seven settlements.

On April 15, the enemy continued to terrorize civilians of the border cities and settlements of Kharkiv, Chuhuiv and Kupiansk regions.

A medical institution was damaged as a result of shelling in Vovchansk. A 62-year-old employee of the facility was injured and hospitalized in moderate condition. The building of the institution was significantly damaged. In addition, the shelling damaged 5 private residential buildings in Vovchansk.

Starytsia, Strilecha, Dvorichna, Krasne Pershe and other settlements also were under enemy attack yesterday.

Mine danger remains high in the region. In Izium region, a 44-year-old electrician of Borova power plant stepped on an explosive ordnance and was injured during the restoration work. He was hospitalized in moderate condition.

In Izium, a 29-year-old woman was injured by a hostile explosive ordnance in the market. She was hospitalized in moderate condition.

Mine clearance is ongoing. Yesterday pyrotechnics of the State Emergency Service defused 167 explosive ordnance.

Donetsk oblast

Veronika Bakhal, Spokeswoman for the State Emergency Service in Donetsk oblast, informs that two more people died as a result of yesterday’s attack on Sloviansk – their bodies were recovered from the rubble today. This brings the death toll to 11. As of 3:30 pm, the debris is being cleared. Rescuers dismantled 75 tons of building structures. Four more people are being searched for under the rubble.

The night before, russians launched missile attacks on Sloviansk, killing 9 people, including a 2-year-old child, and wounding 21 others. Thirty-four multi-storey buildings, 20 private houses, a school, an administrative building, a recreation center, a shop and a household center were damaged.

Oleksii Roslov, Head of the RMA, told Suspilne that a civilian was wounded in the shelling of Kostiantynivka at 14:15. An artillery shell from the russian army hit a pharmacy in the city center. The head of the community also said that another shell hit the roof of a residential multi-storey building, without causing any casualties.

Towards Volnovakha sector, Vuhledar and Prechystivka came under fire with no casualties

Towards Donetsk, Ukraine managed to establish information about 1 wounded in Marinka.

Towards Horlivka, two rockets hit the territory of a non-operational psychiatric hospital in Kostiantynivka, damaging two buildings. The industrial area in Chasiv Yar community and the outskirts of Toretsk community are under fire. In Soledar community, 3 houses in Fedorivka were damaged.

Towards Lysychansk, there were 2 attacks on Torske and 2 on Zarichne of Lyman community, no one was injured.

Pavlo Kyrylenko, Head of the Donetsk Military Administration, informs that 9 residents of Donetsk oblast were killed and 21 others wounded in rocket attacks on Sloviansk. In addition, 1 wounded civilian is reported in Marinka. 

Luhansk oblast

The russians tried to attack the area south of Dibrova and near Bilohorivka. Novoselivske, Stelmakhivka, Nevske, and Bilohorivka were shelled.

Artem Lysohor, Head of Luhansk RMA, said that active offensive actions by the russian enemy on this part of the front have been going on for over a month. The occupiers are putting pressure on the Defense Forces, trying to find a more or less weak point and organize a breakthrough. But they never succeed. The AFU are exhausting the enemy as much as possible, inflicting significant losses on the russians which gives time for high-quality training of reservists and accumulation of a sufficient number of armored vehicles. 

Serhii Cherevatyi, Spokesman of the Eastern Group of the Armed Forces of Ukraine reported that the enemy fired at Ukrainian positions 307 times with rocket and barrel artillery. As a result of the confrontation, 12 occupiers were killed, and 44 injured. The decommissioned T-90 tank and a BMP-1 were destroyed on this part of the front, as well as an artillery tractor.

Luhansk RMA reports that authorities of the so-called Luhansk People’s Republic cannot figure out under what law to release militants on the basis age. Besides, in Severodonetsk, people are detained when they try to make a phone call.

What is happening now in the north of Ukraine

Kyiv oblast

Schools in Kyiv, Sumy, Kharkiv, and Chernihiv oblasts will be repaired as part of a project implemented by UNOPS. 54 educational institutions to be restored have been selected and agreed upon. For 8 sites, the company is preparing documents for tender procedures. Thanks to the project, more than 20 K children will be able to start the new school year in decent conditions. The project budget is 20 million euros.

Serhiy Chernyshev, director of the Municipal Security Service, announces that video surveillance systems will be installed on the territory of all Kyiv schools. Currently, every educational institution in Kyiv has panic buttons, which are triggered by rapid response teams.

Security measures have been stepped up in Kyiv to prevent public disorder during the Easter holidays. More than a thousand police officers and about 120 representatives of the territorial defense are deployed in the city. Up to five hundred additional Kyiv municipal security officers will be on duty to ensure law and order in the capital.

The Kyiv City Council reported that a modular medical center has been opened in Fastiv district. The new center was set up in the village of Yasnohorodka, where a paramedic and obstetric station was destroyed during the fighting and more than 200 residential buildings were blown up. The project was implemented due to philanthropists and patrons.

A charity exhibition in Pukhiv school in Brovary region raised funds for a thermal imager for a fellow defender. The event featured Easter eggs painted by all the students of the school. UAH 4 K was raised.

Zhytomyr oblast

At the Police Academy of Zhytomyr, pyrotechnicians from 7 oblasts of Ukraine are mastering robotic systems from international partners designed to clear territories. The robot is equipped with a three-section gripper arm and fixed cameras, which allows it to detect dangerous objects, remove, move, and even neutralize them on the spot.

In Zhytomyr oblast, the 52nd Garrison Officers’ House opened a Space of Moral and Psychological Relief for military wives, IDPs and servicemen. Recently, they held an art therapy training “How to be happy during the war.” Such meetings are planned to be held twice a month.

Sumy oblast

Sumy RMA informed about two mortar attacks on the Seredyno-Buda community on April 14. The russian forces dropped 6 explosive devices of the grenade type on the city of Seredyno-Buda using UAVs. 

At night and in the morning of April 15, the enemy shelled Bilopillia, Velyka Pysarivska, Yunakivka, Znob-Novhorodka, and Nova Sloboda communities. As a result of shelling from Grad multiple rocket launchers in Bilopillia community, the premises of an enterprise were damaged and a man wounded and hospitalized.

Sumy Mayor Oleksandr Lysenko reports that of the 40 schools in Sumy community, 20 have basements suitable for use as bomb shelters (13 of them have been repaired, 7 will be repaired by the start of the new school year). Other schools will still be using nearby shelters. According to him, the city council has allocated UAH 86 million to repair shelters in schools, and UAH 44 million for free-standing shelters. It is also planned to build new bomb shelters that can be used as parking lots in the future.

Chernihiv oblast

Viacheslav Chaus, Head of the Regional Military Administration, says that 34 settlements on the Chernihiv border are under constant shelling from the russian forces. 7 K residents out of 11 K live in the border town of Semenivka. They are reluctant to leave because they are used to living in their homes, but 1600 people have agreed to move.

In the course of operational actions in Chernihiv oblast, the NGU servicemen and SBU officers found two caches with russian ammunition. They were hidden by the occupiers in abandoned buildings. Artillery shells, combat grenades and ammunition were seized from the caches and sent to the Ukrainian Armed Forces.

The Chernihiv Regional Education Administration reported that the Lyceum of enhanced military and physical training celebrates the 30th anniversary of its foundation.

The German company XYZ Cargo has handed over three modular electric cargo bicycles to Chernihiv. They are assembled and disassembled like a Lego set. According to Serhiy Bezborodko, Head of the Eco City NGO, the bicycles will be handed over to volunteer organizations in the city.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to Mykola Lukashuk, Head of the regional council,  the russian occupiers shelled Nikopol region at night. Myrove community was shelled with barrel artillery. 

The “Design of Victory” exhibition opened at Kryvyi Rih Pedagogical University. It demonstrates containers-tubes from artillery systems and shells of tank guns painted by students. Exhibits for painting were provided by the military battalion of the 17th separate tank brigade of Kryvyi Rih named after K. Pestushko. After the end of the exhibition, a charity auction will be held, the proceeds will be used for the purchase of military equipment.

Vinnytsia oblast

Psychologists of Vinnytsia City Center of Social Services have started working with defenders’ families experiencing difficult emotional states.

Kirovohrad oblast

An exhibition of weapon fragments was presented in Kropyvnytskyi regional museum to help Kirovohrad military medics raise money for fast transportation of the wounded soldiers from the front line.

Poltava oblast

 Dmytro Lunin, Head of Poltava RMA, reported that 45 communities of  Poltava oblast received humanitarian aid from the regional headquarters.  The aid consists of 45 tons of flour, 46 tons of sugar, 580 sets of bed linen, 320 blankets, and almost 4,200 pillows. Internally displaced persons will receive food and household items. In addition, first aid kits for shelters in hospitals, kindergartens, schools, and institutions of social protection were handed over to communities. Pillows, blankets and first aid kits came from UNICEF and UNHCR.

In the Nekhvoroshcha community, 6 modular shelters are being built for educational institutions. The underground shelter for 150 people will be equipped with heating, light, and benches for sitting.

Cherkasy oblast

Cherkasy oblast transferred a car and humanitarian aid to the 72nd separate mechanized brigade named after the Black Zaporozhians. The car was loaded with food, Easter goodies, kettles, and heaters.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

15 villages and towns along the contact line came under hostile fire. The occupiers carried out 55 artillery attacks, four air strikes, a UAV and MLRS attacks. Private houses, apartments, cars, and social infrastructure facilities came under fire from the russian army. 16 reports of destruction have been recorded.  There were no casualties.

During the shelling of Huliaipole, the Krieger family museum and estate was damaged. This is not the first time that the historic building has suffered from russian army missile attacks.

According to Andriy Yermak, Head of the Presidential Office, on April 14, the russian army conducted an air strike using Su-35 aircraft in the town of Orikhiv, Zaporizhzhia oblast. Private houses and the building of a children’s and youth sports school were damaged.

IAEA Director General Rafael Mariano Grossi discussed the importance of protecting Zaporizhzhia NPP with Turkish Foreign Minister Mevlut Cavusoglu. Turkey’s voice is essential for regional stability and development. This was reported on Twitter by Grossi.

The russians can issue summonses not only in paper but also in electronic form on the temporarily occupied territory of Zaporizhzhia oblast. For this purpose, they have created an electronic register of persons liable for military service. First of all, this applies to residents who have received a russian passport.

On the eve of Easter, young metallurgists of Zaporizhstal organized a festive master class for the children of internally displaced persons. In the local history museum, the children were told about the meaning of symbols and colors used by Ukrainians when they painted Easter eggs in ancient times. 

Mykolaiv oblast

Vitaliy Kim, Head of Mykolaiv Regional Military Administration, reported that russian troops shelled the city of Ochakiv and the coast of Ochakiv community five times during the day with artillery and MLRS. Infrastructure facilities were damaged. There were no casualties. 

On April 15, the Mykolaiv City Center for Support of Internally Displaced Persons and Veterans of the Anti-Terrorist Operation held a master class on making Easter decorations. 13 family members of military personnel, prisoners of war and missing persons attended the event.

In Mykolaiv oblast, a car repair shop manufactures off-road vehicles such as Buggies. The craftsmen have already sent 19 vehicles to the military.

Odesa oblast

The ‘South’ Operational Command reported that there are 10 enemy ships on combat duty in the Black Sea, including 2 Kalibr cruise missile carriers, with a total volley of up to 8 missiles.

In Odesa oblast, the military defused a drifting mine in the sea. The waves carried the mine to one of the beaches, but the military destroyed it in time at a safe distance in the sea. 

Borys Voloshenkov, Acting Head of Odesa Regional State Administration, met with Baron Maurice Glasman, member of the House of Lords of the United Kingdom of Great Britain and Northern Ireland, who was visiting Odesa. The guest of honor noted that the inclusion of cultural heritage sites, including the historic center of Odesa, in the UNESCO list is a significant event that will help protect Odesa’s cultural heritage and preserve it for posterity.

On the eve of Easter, on April 14, the city of Podilsk, Odesa region, created the largest map of Ukraine, which was made of Easter cakes for the Ukrainian Armed Forces. The map is quite impressive in size – it is 11 meters 40 centimeters wide and 7 meters high. It took 5,900 Easter cakes to make this map, which has entered the Ukrainian Book of Records.

According to the report of Odesa Regional Military Administration, the Regional Psychiatric Hospital No. 2 in Oleksandrivka, near Odesa, received 64 walkers, 15 wheelchairs, 36 functional beds and other medical and social products. The humanitarian aid was provided by philanthropists from the United States. 

Kherson oblast

In the afternoon, russian artillery attacked Tavriyskiy district of Kherson. Enemy shells hit the area near an educational institution. A 48-year-old woman and her 28-year-old daughter were killed.

According to Kherson Regional Military Administration, russian occupiers fired 96 times at civilian settlements in Kherson region. They fired 447 shells from heavy artillery, multiple rocket launchers, mortars, tanks and drones. The russian army attacked Kherson’s residential areas 9 times. They hit the territory of the river port. 8 people were injured with varying degrees of severity. 

Residential buildings and outbuildings of Beryslav district, Kherson oblast, were damaged as a result of enemy shelling. Two people were injured in the shelling of Olhivka village.

On April 14, the russian military attacked police cars in Kherson and Beryslav with drones. Three law enforcement officers were injured. 

Kherson Regional State Administration reported an electricity supply outage after the shelling on April 14, which was restored in Beryslav district. 

In the temporarily occupied part of Kherson oblast, 20-30 kilometers from Dnipro, the most cases of robberies by the russian military are recorded. They are looting businesses and infrastructure, including those involved in ensuring the livelihoods of communities. 

According to the General Staff of the Armed Forces of Ukraine, in Kherson oblast, local residents were left without electricity due to looting by the russian occupiers. In Nova Kakhovka, cases of oil drainage from electric transformers have been recorded, which in turn leads to a blackout in some streets of the settlements. 

Latest news for today in the western regions of Ukraine

Volyn oblast

On the eve of Easter, the charity event “Easter Basket for a Warrior” took place in libraries of the Lutsk City Territorial Community, attended by library workers and users. Donated food, hygiene items, traditional Easter goodies, greeting cards with best wishes were sent to the Ukrainian Defenders thanks to the Heart of the Patriot volunteer center.

Zakarpattia oblast

The RMA reported that the first significant industrial enterprise of Zakarpattia reserved its employees from conscription for military service.

The RMA reported that on the Help Zakarpattia portal, online services have appeared for military personnel and families of missing or fallen defenders.

Ivano-Frankivsk oblast

Ruslan Martsinkiv, Mayor of Ivano-Frankivsk, announced that the Logistics Center of Ivano-Frankivsk, the Union of Volunteers of Prykarpattia, with the support of the city and those who care, organized an Easter Trip to advanced positions. The defenders received 3K strips, over half a ton of meat and sausage, 5K eggs and other goodies for their festive table. Before sending, Easter Cakes were consecrated.

Lviv oblast

The All-Ukrainian Center for prosthetics, reconstructive surgery, rehabilitation and psychological support for people who suffered as a result of russia’s military actions started operating in Lviv oblast. The Superhumans Center was founded on the basis of one of the medical institutions of the oblast. All technologies, treatment methods and equipment are the latest in the world. All the services are provided free of charge.

Olena Zelenska, First Lady of Ukraine, Viktor Liashko, Minister of Health, and Francois Brown, Minister of Health of France, are visiting Lviv oblast.

The Western Ukrainian specialized children’s medical center received state-of-the-art diagnostic equipment worth over UAH 45 million thanks to the Embassy of Ukraine in Great Britain.

Rivne oblast

Rivne received 8 new electric generators thanks to the USAID Energy Security Project, financed by the US Agency for International Development.

Ternopil oblast

Oleksandr Bohomol, Head of the regional National Police, reported that only 4 checkpoints will be working in Ternopil oblast. Police and RMA employees will take turns there. If necessary, their number will be updated.

The heating season in Ternopil is over. Ternopilmyskteplokomunenergo reported that the heating period passed with minor problems that were only related to power outages.

Khmelnytskyi oblast

On the eve of the Easter holidays, a delegation from Khmelnytskyi oblast visited the 86th Territorial Defense Battalion, which is currently in advanced positions. Surveillance cameras, Starlinks, generators, thermal imagers, a charging station, tactical headphones and Easter treats were given to the fighters. A car, 10 tonnes of water and 8 tonnes of food were handed over to Darivska community.

Chernivtsi oblast

Matti Maasikas, Ambassador of the EU, Head of the Representation of the EU in Ukraine, is in Bukovina on a visit within the framework of the implementation of the “EU4Skills: Best Skills for Modern Ukraine” program.

Residents of Kamianskyi community sent 2K kg of humanitarian aid, namely, 150 food kits, 100 kits with personal hygiene items, sweets, clothes, etc., to Kherson oblast.

In Khotyn, it is planned to provide 32 apartments for IDPs. This will be the first object reconstructed for permanent housing in cooperation with the International Organization for Migration and the Credit Institution for Reconstruction KfW.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

Magdalena Zhechkovska, Minister of Finance of Poland, stated that since the war began, the country has provided Ukraine with 50 billion zlotys (about EUR 11 billion) of aid, i.e. up to 2% of the Polish GDP.

Since the war began, Denmark has provided Ukraine with 6.2 billion Danish kroner (about $915 million) assistance.

Denys Shmyhal, Prime Minister of Ukraine, announced that the US will provide Ukraine with additional aid of over $5 billion. Switzerland will provide Ukraine with 1.8 billion francs over the next six years. Denmark is creating a special fund and plans to fill it with EUR 1 billion. Spain, Ireland, Japan, Lithuania, Latvia, Iceland and the Netherlands will provide additional support to Ukraine.

Japan allocated a $400 million grant to Ukraine to restore infrastructure. Also, Japan will allocate $70 million in grant support for the reconstruction of Ukraine through the mechanism of the United Nations Development Program.

Anita Anand, Canadian Defense Minister, stated that all eight Leopard 2 battle tanks promised by Canada to Ukraine have arrived in Poland.

Trolls Lund Poulsen, temporary acting Minister of Defense of Denmark, reported that the country will send  19 self-propelled Caesar guns to Ukraine. The training of Ukrainian artillerymen has already been completed. At the beginning of this year, the Danish government decided to transfer all 19 French-made Caesar self-propelled guns to Ukraine.

The Pentagon has allocated $215.6 million to Aerojet Rocketdyne to accelerate production of Javelin and Stinger air defense systems and to expand and modernize production. This was reported by the Pentagon. The funds are allocated under the Additional Appropriations Act for Ukraine.

Costa Rica has joined the group of states creating the Special Tribunal for Crimes of Aggression against Ukraine. Thus, the coalition includes 34 states.

Volodymyr Zelenskyy had almost an hour and a half conversation with Emmanuel Macron, French President. They discussed preparations for the Vilnius NATO summit in July of this year and its expected results. Particular attention was paid to the implementation of the Ukrainian Peace Formula.

Van der Bellen, Federal President of Austria, announced that the country will support Ukraine and Moldova on their way to the EU in all possible ways.

Norwegian fencers, as well as Ukrainian ones, refused to participate in competitions where belarusian and russian athletes will be represented. Norway also refused to host the competition.

Finland began to build a fence on the border with russia. The fence, made of steel mesh and 3 meters high, is expected to be ready by the end of 2026. The fence will be equipped with surveillance equipment and should cover about 200 kilometers of the most critical sections of the border.

During the performance at the Royal Albert Hall in London, the Ukrainian band Ocean Elzy performed the song City of Mary dedicated to the defenders of Mariupol. The audience gave a standing ovation.
